Keywords: Recycling, Consumer Battery, Fee rates On November 11, 1999, all types of spent consumer batteries are proclaimed to be collected in Taiwan. Under current recycling system, all producers and importers of consumer batteries have to pay a collection/recycling fee to the Recycling Management Fund (RMF) of EPA based upon the rate approved by EPA. Collectors and recycling plants receive subsidies from RMF according to the collected and treated amounts audited by an independent auditing organization. Collected spent consumer batteries only reached 923 tons in 2002 equivalent to 10% of the total quantity sold at the same year. How to increase the collection efficiency of used batteries becomes an important issue for EPA in Taiwan. The objective of this study is to explore current recycling system of spent consumer battery in increasing collection efficiency. Results provide some suggestions to Taiwan EPA regarding recycling route, recycling system, recycling rates, and recycling subsidies.

IN January, 1939, Dome Mines, Limited, purchased a few bars of an alloy drill-steel for the purpose of testing its fatigue resisting qualities as compared with those of a straight carbon-steel then in general use at the mine. A steel of the following analysis was selected: Carbon 1.00% Sulphur 0.022 Chromium 1.26 Silicon 0.17% Phosphorus 0.028 Vanadium 0.1 Manganese 0.32% Molybdenum 0.30 This steel has a tensile strength of 180,000 lb. per square inch and a Brinell hardness of 380, as compared with a tensile strength of 114,000 lb. per square inch and a Brinell hardness of 230 for the standard carbon drill steels, in the as rolled' condition. The result of this test showed that about five times as many runs could be obtained from the alloy steel before failure from fatigue. It was therefore decided to replace gradually the one-inch quarter-octagon carbon steel, then in use, with seven-eighths quarter-octagon alloy steel. In January, 1940, six machines was placed on the seven-eighths steel and this was gradually increased until now (March 15th, 1941) fifty per cent of the steel being used is alloy steel. An O'Donovan furnace is used at the Dome for heat-treating their carbon drill-steel. In this furnace, a magnet withdraws the steel when the critical temperature has been reached, and the operator then places the steel in the quenching tank. Not being able to use this furnace for the alloy steel, the management felt that some means should be developed to determine the quenching temperature without depending upon the operator's judgment of the correct 'colour'. With the assistance of the Canadian General Electric Company, a radiation-type vacuum thermocouple pyrometer was adapted to this purpose, with excellent results; in fact, with this instrument no previous experience in hardening is necessary and results are remarkably uniform.

Coal dust explosions still remain the main hazard in the coal mining sector, notwithstanding their relatively wide recognition compared to other hazards and the development of effective methods of prevention. Coal dust explosions are still the cause of numerous catastrophes, often leading to fatalities. Fortunately, they rarely occur, and it is for this reason that their hazardous impact is often underestimated. This problem in Poland is being exclusively solved by the Central Mining Institute, Experimental Mine Barbara. Here, basic research on the phenomenon of coal dust explosions and prevention methods is carried out, as well as investigations into the causes and circumstances of past accidents. After 15 years of no coal dust explosion accidents in Poland (1987?2002), a few coal dust explosions have recently occurred, with tragic consequences. These events have taken place not only in hard coal mines, where the presence of dangerous coal dust is the result of common production cycle, and safety measures against coal dust explosions are subject to specific regulations, but also in coal-fired power plants. This is of special concern because prior to 1987, such accidents had been been reported only for coal mines and not for coal-fired power plants. In recent years, two dust explosions occurred in Polish power facilities: the Dolna Odra and Turow power plants. In both cases, coal dust explosions occurred in the fuel supply system, but biomass dust was also involved. The explosions caused significant damage to the systems and buildings. This paper gives description and schematics of the regions of catastrophic coal dust explosions that have occurred in recent years in Poland, as well as the results of post-accident investigations, presenting the coal dust explosion hazard at the accident scene The results specify in detail the state of safety measures against coal dust explosions in light of the relevant regulations in force, including amount of deposited coal dust, content of incombustible matter in coal dust, free moisture content in coal dust, state of coal dust explosion safety zones, and state of explosion barriers. The conclusions from the site inspection and post-accident investigations presented enable us to determine locations of explosion initiation, probable ignition sources, range of explosion flames, and explosion barrier performance. A complete elimination of coal dust explosion hazard at the site of dust deposition is practically impossible to achieve. Similarly, a total elimination of ignition source, which may be related to the occurrence of other natural hazards, equipment malfunction or human errors, is impossible. The examples of tragic events that took place in Polish coal mines and coal-fired power plants highlight shortcomings and mistakes made in terms of assessment and prevention measures taken against the coal dust explosion hazard.

Low grade phosphorus-containing iron ore (LGPIO), a raw and wasted industrial solid material was used as an adsorbent to remove Cd(II) ion from wastewater. The effects of initial pH value, adsorptive time, initial Cd(II) ion concentration, adsorptive temperature and LGPIO dosage on the Cd(II) ion removal efficiency were studied. The results show that the Cd(II) ion removal efficiencies exceed 99.8% and Cd(II) ion concentrations are less than 0.10 mg/L under the pH value 6, temperature 20 °C, adsorptive time 90 min, initial Cd(II) ion concentration 50 mg/L, particle size <0.15 mm, adsorbent dosage 50 g/L and stirring speed 290 r/min. After Cd(II) ion removal reaction, the Cd(II) ion concentrations completely complies with the requirement of national discharge standard of water pollutants for cadmium and zinc industry (GB 20466-2010) (TCd(II) = 0.1 mg/L) in China. Therefore, it can be concluded that LGPIO is a new low-cost adsorbent which is suitable for the adsorption of Cd(II) ion from wastewater.

Statistical models are fitted to the observed distributions of eighteen characteristics of the population of commercial porphyry deposits of North and South America. The statistical base required for the formulation of the statistical models includes 58 commercial porphyry-copper-molybdenum deposits of the Cordilleran Belt from which geological, geometric and economic data were collected. Predictive and composite models are derived from the statistical study to assist explorat10n. planning, engineering studies and fmanc1al analyses as required for the development of new porphyry deposits in the Cordilleran Belt.

Coal mines in the eastern US often use sloped shafts as production beltways for ore removal, as means of access for supplies, and for ventilation. These structures are usually completed with the help of a contractor. In late 2011, Frontier-Kemper Constructors was engaged to build a slope for a coal mine in southern Indiana. Although the site was located in familiar Illinois basin formations, the geology proved to be very difficult. This paper describes some of the challenges faced during excavation of this slope and the methods used to overcome them, including changing the method from conventional drill and blast to cutting with a continuous miner.

The low-grade iron ore sample contains both lumps and fines. It is mostly hematitic iron ore and considerable amount of goethitic/limonitic material is present in it. The major impurities present were quartz and clay. It is observed that the iron bearing phases are poorly liberated above 300 µm and the liberation improves below 300 µm. More than 80% liberation is achieved below 106 µm. Based on the liberation data, the feed for the different beneficiation methods was prepared by stage crushed the ROM followed by grinding passing to 106µm and the ground material (-106µm) was deslimed. The underflow was subjected to various beneficiation techniques such as tabling, enhanced gravity separator (EGS), wet high intensity magnetic separation (WHIMS), and flotation and the results are discussed. All the methods studied could able to produce pellet grade concentrate with iron content of 64.5%, however, a marginal higher yield was observed for WHIMS (81%). A primary, function of the Bureau of Mines is to encourage elimination of waste and the most profitable use of mineral raw materials. In line with this objective the Bureau has frequently stressed the importance of waste utilization at stone quarries. From time to tine studies both technical and economic in character have been made of problems pertaining to the most efficient use of natural, stone, particularly that which may be classed as a by-product of the higher grades of dimension stone. Every quarry producing ornamental or building stone yields large quantities of material that for one reason or another is unsuited for high-grade products, even though a great deal of work has been expended upon it more or less unavoidably. It is obviously good judgment to sell this odd-sized or off-grade stone at whatever price can be obtained rather than to spend more money to place it on the waste dump. In many cases, however, a really profitable side line has been developed.

Sorption of copper ions from aqueous solutions by dried biomass of the aquatic plant Potamogeton luscens was studied at laboratory scale. The aquatic plant was collected in water resources in Brazil, washed, dried at 60°C and ground in a bladed mixer. Sorption experiments were conducted in agitated flasks and in a packed bed column. Maximum copper removal was obtained between pH 5.0 and 6.6 when copper was present in the ionic form Cu&apos;. Sorption followed the Langmuir isotherm with saturation attained at 35 mg/g. Free energy of sorption was found, to be of the order of -25 kJ/mol. Sorption kinetics data were better described by a second order reaction and rate constants were calculated in 0.030 1/(min.mg) for - 4.0 mm particles and 0.081 1/(min.mg) for - 0.59 mm particles. Removal of metal ions in a packed bed column showed that Potamogeton luscens biomass can be used in several sorption/dessorption cycles. After sorbent saturation, copper ions can be recovered from the loaded biomass by elution-with H2SO4, solution. Main mechanism responsible for heavy metal uptake was found to be ion exchange. Results are discussed in terms of the surface properties of the biomaterial, solution chemistry of copper ions and thermodynamics parameters.

On behalf of my agency, the Mine Safety and Health Administration, I would like to add my appreciation that all of you could be here today. Previous dust symposia over the years have proved the value of close cooperation among universities, government agencies, and professional societies in advancing knowledge of dust research and development in the interest of miners and the industry. I&apos;ll just comment briefly on MSHA&apos;s part of the overall effort by all parties to control miners&apos; exposure to respirable coal dust and other airborne dusts. As you know, our agency&apos;s congressional mandate is to do what is necessary to assure that miners will have safe and healthful workplaces. In the area of coal mine health, this has meant joining with the mining community in a continuous campaign to keep respirable dust and quartz levels below applicable standards to prevent or reduce disabling coal workers&apos; pneumoconiosis and silicosis arising from excessive exposure to respirable quartz. Currently, our agency is processing about 120,000 coal dust samples taken by MSHA and company people during the year and about 8,000 samples taken from metal and nonmetal mining operations. Our dust program, like other MSHA programs, has benefited from increased computerization of records. The attack on CWP has had the highest priority of government and industry. The goal has been to sharply reduce social costs of suffering victims and their families as well as the associated future payments under the black lung benefits program. During the 1989 fiscal year, about 104,000 former miners received about one and a half billion dollars in benefits. Since the program began, nearly 25 billion dollars have been paid out. Much progress has been made in lowering dust levels in coal mines since the standard of two milligrams per meter of air was established in 1972. Before that time, there was a 4-to-10-percent probability of a miner developing coal workers&apos; pneumoconiosis at typical pre-1972 exposure levels. However, under the maximum respirable dust levels allowed today, this probability has been reduced to about 1 percent. Since average dust levels are lower today, we can expect fewer miners to develop CWP in the future. Out goal continues to be elimination of both coal workers&apos; pneumoconiosis and silicosis in both coal and nonmetal mining. In 1985, MSHA revised its coal mine quartz policy to allow mine operators to submit dust samples used in setting the quartz standard. Previously, only single MSHA samples were used. Even though less than half of the mine operators have taken advantage of this change, it has provided a larger population of samples for analysis then before. Also the policy allows operations that are on a reduced quartz standard to have the standard reviewed every six months. In underground coal mining, the job of roof bolter typically has higher than normal exposures to quartz. About 45 percent of respirable dust samples from roof bolting operations contain more than 5 percent quartz and therefore are put on a reduced quartz standard. One objective of the policy revision was to improve miners&apos; health by follow-up monitoring, and this is being done with roof bolting jobs. MSHA studies of surface coal mining operations have provided data showing that bulldozer operators and highwall rotary drill operators often have high exposure to quartz dust, and our agency is directing enforcement efforts to reducing this hazard. It does us little good to design state-of-the-art products if within a short time our foreign competitors can manufacture them more cheaply. Robotics automation and statistical quality control were all first developed in the United States but in recent years they have been more effectively applied elsewhere""."

Back in 1994, Claude Bazin presented a novel method for linking size data from milling models to the feed input of flotation models. It was achieved with the simple addition of a metal/mineral distribution—size distribution relationship. This allows grade and recovery predictions from a varying mine plan via product size distribution predictions. This paper presents a case study where this elegant method has been used to build a very powerful forecaster at a process plant, built from historic operating data. The methodology has been used by this operation to forecast production on a quarterly, annual, and life-of-mine basis since the late 1990s. It has been upgraded several times to incorporate new drivers as the complexity of feedstocks has increased over the years.

Radial gas holdup profiles have been measured in a 50x400 cm flotation column using a multi-cell conductivity probe. Three different bubble generation systems were examined: up to eight vertical filter cloth spargers, three horizontal filter cloth spargers, and three (horizontal) Cominco-type spargers. The variables tested were: number of spargers, symmetry of their arrangement, and height above spargers. Batch water with up to 20ppm frother concentration was used. The general observation is that the profiles tend to be uniform (i.e. flat) with some exhibiting a slight wavy shape. The vertical sparger arrangement proved the most difficult to achieve profile symmetry. The horizontal spargers gave uniform profiles at right angle to their length but a decreasing gas holdup along their length; the Cominco-type spargers gave slightly less scatter in the data. Switching off selected spargers (to simulate malfunction) did not produce strong asymmetry in the profiles.

This publication has been prepared to supply manufacturers and industrial users a listing of mobile diesel-powered equipment and subassemblies approved and certified by the Bureau of Mines for use in nongassy noncoal mines and tunnels. This revised and supplemented listing supersedes an earlier publication2 released in 1963. Testing of diesel-powered equipment is one phase of the Bureau&apos;s program of health and safety that concerns approval of electrical and diesel equipment designed to prevent explosions, fires, shocks, or toxic hazards in underground mines, when such equipment is used and maintained properly. Manufacturers submit machinery and component parts to the Bureau for study of their design, safety features, and use. Equipment must pass exacting tests and must meet strict requirements established through research and experience and outlined in the Bureau&apos;s permissible schedules before the Bureau approves it for safe use in mines.

Coal production from Coal & Allied&apos;s Hunter Valley No 1 open cut is presently hauled 10 km by road to washing and train loading facilities at Liddell. This road haul, using bottom dump trucks on a bitumen sealed road, presents some unique earthmover tyre problems. Sound tyre management has controlled one potentially serious problem, that of heat damage, implicit with such a long haul. Tread abrasion or wear is therefore the limiting tyre performance factor. Study of abrasion mechanisms and interpretation of abrasion patterns has facilitated an understanding of the wear processes involved. This understand- ing has highlighted the importance of front tyre wheel alignment. The development of irregular wear is shown to be related to the mildness of the abrasion and methods of remving irregular wear are presented. "INTRODUCTION The use of wet drilling with adequate ventilation has largely controlled production of dust in drilling rock; however, in some operations, such as shaft sinking and modern tunnel driving, when each of a number of drills is operating in a small cross-sectional area, it is at times difficult to ventilate well enough to keep the dust concentration within desired limits.Some chemical compounds, known as wetting agents, when added to water in small quantities reduce the interfacial tension and make it possible for the solution to wet dust particles more effectively than water alone.This report presents results of tests on the effectiveness of two wetting solutions in reducing the amount of dust produced by wet drilling in basalt.ACKNOWLEDGMENTSThe tests were conducted the Bureau's Mount 'Weather Testing Adit,Mount Weather, The author acknowledges the assistance and cooperation of Wing G. Oxidation procedures based on the chlorine-hypochlorite system were investigated for improving gold recovery from carbonaceous gold ores. The oxidation pretreatment prior to cyanidation was accomplished by (1) addition of sodium hypochlorite to ore pulp, (2) by addition of chlorine to ore pulp, and (3) by generation of hypochlorite in situ by electrolysis of a brine solution used to pulp the ore. Gold extraction of 90 pct was achieved by cyanidation of carbonaceous ore that had been pretreated with 20 Ib per ton sodium hypochlorite at 50° C for 4 hours. Similarly, pretreatment of the ore pulp with 35 1b chlorine per ton at 24° to 30° C and 15 hours reaction time resulted in 89-pct gold extraction by subsequent cyanidation. Concomitant studies showed that electrolyzing the pulp prepared with a brine solution was equally as effective as electrolyzing hypochlorite and chlorine for oxidizing carbonaceous ore constituents that are deleterious to cyanidation. Gold extraction of 90 pct was obtained by electrolysis when 275 lb of are was treated at 200 amp for 7 hours in an 8-to 10-pct salt solution. Power consumption was in the range of 60 kwhr per ton.

Conventional methods of exploring the subsurface such as augering, core borings, or test pits can provide information, but it is often costly and sparse. Geophysical methods offer an alternative to help supplement sparse information~ gathered through conventional exploration techniques.

Rock bolts are components of tunnel support structures and their efficacy in reinforcement requires the appropriate estimation of the bolt pre-tension. However, cases of ineffective rock bolt application due to loosening are common which leads to the potential failure of the support structures, thus negatively affecting the tunnel stability. The effective employment of pre-tensioned bolt within support structures requires an appropriate installation tension as a result of sufficient bolt head/nut pre-load. Henceforth, this paper presents a load indicator washer (LIW) capable of withstanding assigned static loading as well as provides an appropriate pre-tension. The different LIW breadths are numerically analysed in the finite element code (ABAQUS) to estimate deformation when a designated 60-kN pre-load is applied. The numerical simulation employs a bi-linear isotropic hardening constitutive law governed by the von Mises yield criterion. The simulation also considers the nominal temperature of the nutLIW-rock bolt connection. Therefore, a long-term relaxation effect on bolt pre-tension as a result of stress relaxation is neglected. The compressive force required to achieve the LIW-predetermined deformation is the bolt pre-tension. It is drawn from the simulation results that the 1.5-, 2.0-, 3.0-, 3.5-, and 4.0-mm-thick LIWs are completely flattened when subjected to 28-, 42.5-, 65-, 76-, and 88-kN pre-load respectively.

The carnotite deposits of western Colorado and adjacent sections of Utah and Arizona were formerly an important source of radium and uranium until displaced by the exploitation of foreign deposits in the Congo and northern Canada . Recently interest has been renewed in domestic carnotite ores as a source of vanadium . Carnotite is a canary - yellow, crystalline , pulverulent mineral occurring in sandstones in the Colorado - Utah district as an incrustation on the faces of joints and fractures and deposited around and between individual sand grains , often strongly adhering to the surface of the grains . Chemically, it is a variable combination of potassium, uranium , and vanadium oxides with water of crystallization . It is soft and friable , and occurs in fine - grained or earthy form . In spite of a specific gravity of 4.1 , gravity concentration has not proved practical as a means of beneficiation because of the earthy texture of the mineral . Vanadiferous sandstones occur with minerals ranging from roscoelite (vanadium mica) , containing little uranium , to high- uranium and low -vanadium carnotite . There is considerable local variation in the texture of the ores . The treatment of carnotite ores has been described previously , with attention directed to the elimination of waste in mining and the extraction of radium . The suggested methods included those suitable for the recovery of vanadium , since both radium and vanadium occur in the same minerals . Moore and Kithil suggested crushing from 40- to 80 - mesh with rolls , accompanied by a rubbing action to loosen the carnotite adhering to the sand grains .
