"A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."

"INTRODUCTION Dissolved salts build up in leach solutions over time as leach solutions mature. Iron can be particularly problematic for hydrometallurgical copper production as it can compete with copper for separation during solvent extraction (SX), leading to iron bleed through and reduced electrowinning (EW) efficiency. In its ferric form (Fe+3) it precipitates as a hydroxide at fairly low pH and can promote clogging and disrupted flow within leach pads as a result of localized pH deviations – such as might result from weather events. The solids formed can cause relatively irreversible degradation to pad productivity. The precipitation pH point for solids formation falls as the ferric (Fe+3) concentration increases, making the issue more prevalent as leach circuits for ore bodies containing appreciable iron get older. It can also be more of a concern when leaching lower grade ore like tailings where lower copper content may increase iron/copper ratios which may increase iron accumulation rates. Control of ferric (Fe+3) levels could be used to lower ferric (Fe+3) levels and keep the ferric hydroxide [Fe(OH)3] precipitation pH sufficiently high to avoid the associated solids formation and potential leach pad occlusion. Control of ferric (Fe+3) and ferrous (Fe+2) tenors and ratios may also provide benefit for improving sulfide ore leaching or bioleaching performance and effectiveness. Traditionally options for such control were rather limited with bleeding contaminants off or chemical dosing treatments being prominent methods. Now Blue Planet Strategies introduces a new option. Cemented paste backfill (CPB) is a relatively new material that is increasingly being used in open stope mining across the world. The advantages offered by this high density tailings backfill include: a lower total cost associated with backfill placement, reduction of excess water underground; and the elimination of the need to process the tailings prior to placement. However, almost all backfill design is based on the performance of laboratory prepared samples since it is difficult to obtain undisturbed samples and conduct in situ testing due to the lack of access to backfilled stopes and the safety concerns in accessible areas. The logistical problems associated with conducting in situ testing and obtaining undisturbed samples of cemented paste backfill (CPB) has lead to the reliance in the mining industry on performance data obtained from laboratory prepared CPB samples. The degree to which these laboratory prepared samples represent the actual in situ condition is not well defined, partly because the influence of the mixing, transport and placement process on the material properties it is not well understood. Therefore, there is a need in the industry to understand how the material properties and hence the performance of the laboratory prepared CPB compares with in situ material. This paper reports the findings of an investigation into the in situ properties of CPB at a gold mine in Northern Ontario. A combination of in situ and laboratory testing, conducted on undisturbed samples, was used to quantify the in situ properties and performance of the CPB. These results were then compared to those of a laboratory based investigation of the same CPB. It is evident from this investigation that the bulk properties of the in situ CPB are different from those of the laboratory prepared CPB. The most significant observed differences are that the in situ CPB has a higher void ratio and a lower degree of saturation than the laboratory prepared material. The implication of these differences on the stability and performance of the CPB will also be explored in this paper. 1

It is therefore not unexpected that extractive metallurgy in Canada has always been closely linked with mining. The discovery and exploitation of new orebodies has provided the impetus for the building of many of our smelters and refineries - past and present - and for the development of new metal extraction processes. The purpose of this paper is to provide a brief overview of those early metallurgical developments, and to highlight the continuing expansion and diversification of the Canadian metallurgical industry.

During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion. In several cases, breaches occurred between the gravel pit and the river. Initial evaluation of several sites that experienced these breaches showed that impacts to the river system were complex and varied significantly from site to site. The impacts to the adjacent river system may be viewed as positive and negative. Several flood-plain-mining sites in Oregon located in areas of historic river flow reverted to active riverbeds. In many cases, state and federal fisheries biologists and university researchers saw the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries —Mined Land Reclamation Program (DOGAMI-MLR) is studying the effects to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound flood-plain decisions regarding mining.

THE discovery of natural gas with naphtha in 1924 in the Upper Palaeozoic limestone of Turner Valley, 35 miles southwest of Calgary, has led to continuous developments in this field. Drilling undertaken soon after this discovery demonstrated that the anticlinal structure was in reality a major drag-fold cut off on the east side by a westerly inclined fault of large displacement. The faulted edge of the .limestone at depth determines the eastern limits of the field, which between 1924 and 1936 was shown to have a gas area 14 miles long by about 1 mile wide. Since the strata dip westerly, away from the axis of the fold, drilling becomes progressively deeper to the west and, with the advent of deeper drilling, crude oil was discovered in 1936 on the west flank of the structure but in the same porous reservoir rocks as the gas on the crest and upper parts of the fold. Since 1936, drilling has been undertaken wholly for the production of crude-oil and at present two producing areas have been found within the Turner Valley structure. The larger of these, at the south end of the field, in the vicinity of Highwood river, has a length of about 4 3/4 miles and a proved width of one mile, whereas the smaller, in the north end of the field, south of the north fork of Sheep river, has only a few producing wells.

The South African Institute of Mining and Metallurgy was approached by the Australian Institute of Mining and Metallurgy to present a paper on the current practice in terms of the valuation of mineral projects and properties, given the development of a Code for the Valuation of Mineral Properties, developed in Australia (the VALMIN Code), and a similar Code in Canada (the CIMVal Code).This paper is the result of research and investigation into the matter, in terms of the reporting of Mineral Resources and Reserves, financial reporting practice, the Listing Rules of the Johannesburg Securities Exchange, and various practices in valuation. The paper establishes that a strong linkage has already been established between the SAMREC Code for the reporting of Mineral Resources and Reserves and the Listing Rules, and that, for completeness, a Code for Valuation needs to be developed. This Code will be similar to its international counterparts, with the necessary inclusions which are relevant to South Africa, and will provide guidelines and definitions on matters such as transparency, materiality and competency in valuation. It proposes that a multi-stakeholder steering committee be established under the auspices of the SAIMM, to deliberate and design a process for establishing such a Code.

The Carlin Trend is one of the most significant gold mining districts in North America. Located in northeastern Nevada, a total of over 17 million ounces of gold have been produced since 1965 at Newmont Gold Company's open-pit and underground operations. Oxidized portions of the sediment-hosted, disseminated gold deposits at Carlin generally consist of finely disseminated concentrations of sub-micron sized native gold particles hosted in Paleozoic siliciclastic or carbonate rock. Oxide ore is commonly amenable to dump leach or heap leach processing, yielding an average 50 to 70% recovery of total contained gold. Refractory unoxidized ore requires some form of pretreatment oxidation to ensure economic gold recovery. Geologic ore control is typically combined with standard assay and engineering techniques to maintain both grade and metallurgical control ofleach grade ores. Mine geologists provide a vital function through field observation and recording ofmineralogic data during daily, visual blasthole logging. Intricately mixed refractory materials must be separated from oxide ore to ensure highest possible gold recoveries. Geologic information is combined with assay data to create mine polygons in an engineering computer database. Mining selectivity is further enhanced by in-pit ore control geologists who are available to make production decisions based on direct mineralogic observations at active mine faces.

In 1976, Prof. G. G. Meyerhof published a famous article in the Journal of Geotechnical Engineering titled ?Bearing Capacity and Settlement of Pile Foundations?. This article presents the authors opinions on calculating pile capacities in clays and sands, group capacities and pile settlement. A portion of the article presents correlations of shaft friction and end bearing to the Standard Penetration Test (SPT) N-value. Subsurface exploration via the Standard Penetration Test is the most widely used exploration tool in the United States, so correlations of pile capacity to N-value are significant to the practice of geotechnical engineering. Meyerhof?s SPT-N correlations are relatively simple calculations compared to other pile capacity computation methods presented in the article or found in other text books (such as the a-method, b-method, Nordlund, Vesic, Meyerhof?s semi-empirical, others) and therefore are popular amongst practicing geotechnical engineers. At the time these correlations were published by Prof. Meyerhof, utilization of dynamic testing with the Pile Driving Analyzer (PDA) was not widespread in geotechnical engineering practice. Prof. Meyerhof?s correlations appear to be based upon conventional static pile load testing of instrumented piles. Dynamic pile measurements to estimate a pile?s static capacity provides certain advantages over conventional static load testing, namely the determination of unit shaft friction values at discrete intervals along the pile, and the unit end bearing support value. The author has compiled a database of driven, displacement piles tested with dynamic methods (ref. ASTM D4945, Test Method for High-Strain Dynamic Testing of Piles). The data was collected between 2002-2010 and is comprised of displacement piles driven into coastal plain sediments in the mid-Atlantic states of Virginia, Maryland and the District of Columbia. In layered soils, dynamic testing in particularly helpful as it reveals the differences in unit shaft friction for varying soil types. One hundred ninety (190) piles are included in the database, with a corresponding 1,373 discrete shaft friction and 190 end (toe) bearing measurements. The pile type typically consisted of 12 and 14 inch square, prestressed, precast concrete piles; however, a significant number of piles were steel HP 12 or 14 inch sections. The database was sorted based upon soil type, and then correlations of shaft friction and end bearing were derived in the same or similar manner as Meyerhof?s original 1976 publication. The new correlations are compared to Meyerhof?s original values.

Diesel particulate matter (DPM) emitted from diesel engines is currently considered to be a health problem in underground mines. As a result, attempts have been made to control DPM both by reducing emission rates and by managing the DPM that gets into the mine atmosphere. This paper presents a method for modeling the generation, transfer and distribution of DPM in the mining sections through the use of a convection-based computer model so that controls for emitted DPM can be evaluated. A variety of ventilation strategies and diesel deployment schemes for room-and-pillar development sections were simulated to compare their effects on average DPM concentrations at several fixed and mobile personnel locations in the section. Input data for the model was gathered from actual diesel development sections and derived from experimental study results provided by other researchers. Studied using the model were ventilation schemes using vent tubing and brattice, exhaust location strategies on the vehicles, and the direction of ventilation at the feeder-breaker location. A summary of results from this study will be presented.

In recent years the trend in copper smelting has been to expand existing smelters to increase their throughput. New smelters under consideration are large, typically in excess of 200,000 tons per year of copper. Despite this trend to larger smelters there are a number of conditions where a much smaller smelter can be economically viable. This paper examines these conditions and outlines the process concepts for a small smelter treating from 20,000 to 100,000 tons per year of copper.

Heat of formation values for mercuric sulfide appear in all the comprehensive listings of thermodynamic data, but experimentally determined entropy values have been lacking. Consequently, all free energy calculations involving mercuric sulfide have been based upon estimated entropy values. This paper reports Bureau of Mines measurements of the low-temperature heat capacity of red mercuric sulfide (cinnabar) and the entropy value at 298.15° K. derived therefrom. The entropy value was combined with heat data to obtain free energy values for the formation of red mercuric sulfide from liquid or gaseous mercury and from rhombic or gaseous diatomic sulfur.

The use of discrete element modelling (DEM) is widespread in the materials handling field, and is used for many applications. One of the important limitations in using DEM is the number of particles that can be modelled, with this limitation often resulting in increasing the minimum particle size in the simulation. This restriction on minimum particle size is usually accommodated in the calibration process where the parameters in the simulation are chosen in such a way as to reflect the presence of smaller sized particles, and in typical applications such as transfer chutes this is standard practice. However, in the application of vibrating screens the inclusion of the ‘fines’ is critically important due to their influence on the screening efficiency. In reality, the presence of fines reduces the screening efficiency for a number of reasons; however, the main mechanism that will be addressed in this study is the effect of adhering fines. This is where the fines adhere to the larger particles and are carried over into the lump stream. The approach for this study will be to firstly consider the relatively simple mechanical sieving process used in the determination of particle size distribution, and then this will be expanded to consider the application of vibrating screens.CITATION:Donohue, T J, Chen, W, Katterfeld, A and Reid, S, 2017. In order to investigate rheological behaviour of fine tailings backfill pastes, the fine iron ore tailings (size fraction of -0.074mm accounts for 70%) from Fuquan Mining Co., Ltd. of Sinosteel Corporation (Shandong, China) was investigated. The rheological parameters such as slump, viscosity and yield stress of the tailings pastes under different densities were measured in detail, and the effect of paste density on the rheological property and the relationships of different rheological parameters of the pastes were also discussed. According to the results, the rheological behaviour is in accordance with the pseudoplastic fluid in a wide range of paste densities (solid content, w/w) of 65% to 80% and the pastes turn to be Bingham fluids at higher shearing rates. Along with the increase of paste density, the slump drops gradually and the viscosity and shear stress increase gradually. However, the variation extent of the rheological parameters varies at different density ranges. According to the variation pattern of the rheological parameters at different paste densities, the flow ability of the pastes can be classified into three zones. The high fluidity zone was observed at the density range of 65%-69% where the rheological parameters vary slightly along with the paste density, the moderate fluidity zone was observed at the density range of 70%-76% where the rheological parameters vary significantly along with the paste density, and the low fluidity zone was observed at the density range of more than 76% where the rheological parameters vary sharply along with the paste density and the critical density for this sudden variation is about 76%. Furthermore, linear correlations of slump/viscosity and slump/yield stress were observed. It is possible to predict the viscosity and yield stress of the pastes based on the slump measurements.

The Baixada Campista is a region located in the municipality of Campos dos Goytacazes and is known as an important pole producing ceramic artifacts in Brazil. The clay used in this production is usually extracted from different layers of the region itself undergoing a pretreatment process. The objective of this work was to characterize the different soils (A, B and C), from different layers of the reservoir, in order to characterize the different physical and chemical characteristics (granulometry, determination of Atterberg limits, moisture and chemical analysis). To optimize, using the simplex methodology, properties such as mechanical strength, porosity and linear retraction. The results pointed to an optimum proportion of the clays studied so that the properties meet the Brazilian technical norms, being the proportion of 30% of soil A, 30% of soil B and 40% of soil C well.

There is a wide difference of opinion among rifle experts in the matter of barrel steel, and the relative importance to the life of the barrel of the steel's composition, heat treatment, structure, and physical properties. In order to promote discussion, which it is hoped may' lead to the discovery of the source of some of the traditional beliefs on the subject, the results of some tests are presented here, with data on heat treating, physical tests, and erosion. The detailed metallographic study of this steel is given in another paper.l The conclusions from these tests should be capable of wider application than their direct bearing on the barrel-steel problem. The Government specifications for barrel steel for model 1903 rifle (Springfield) call for carbon 0.50 to 0.60 per cent., manganese 1.00 to 1.29 per cent., silicon under 0.25 per cent., sulfur under 0.06 per cent., phosphorus under 0.08 per cent. The minimum physical requirements are: Tensile strength, 110,000 lb. per sq. in. (7733 kg. per sq. cm.); yield point, 75,000 lb. per sq. in (5472 kg. per sq. cm.); elongation, 20 per cent.; reduction of area, 45 per cent. Material fulfilling these requirements gives practically no failures when proof-fired, with charge of 70,000 lb. per sq. in. pressure, which is 40 per cent. in excess of the service charge. The turning and drilling operations show up any seams or laps such as accidentally occur even in the best heats of open-hearth steel, so that faulty stock is practically all eliminated before proof-firing. These physical requirements are met either by rolling billets at a proper temperature down to the form of tapered barrel blanks or by heat treating bars that have been upset to cnlarge the breech section. The transformation temperature of this steel, on heating, is around 1350" F. (732' C.), varying somewhat with the composition and the rate of heating. The actual treatment of the barrel blanks, as carried out by different manufacturers, gives four kinds of barrels, which will be called A, B, C, and D, for convenience. Two major trends in the coal industry today focus attention on the need for heat-drying equipment of a simpler, more flexible and less expensive type than has been considered standard equipment for drying coal. These trends are: I. The tremendous growth in the use of mechanical equipment to load coal both in underground mining and strip mining, which necessitates efficient mechanical cleaning of the fine as well as the coarse coal and thus means a growing tonnage of washed fine coal? with its attendant moisture problems. 2. The growing consumer demand for the smaller sizes for use as domestic stoker coal, with increasingly rigid specifications covering size, ash, and moisture analyses. ACCEPTED PRACTICE In the past, when, for example, 4 in. too coal has been washed, there was little trouble in producing a washed product 4 to o with a satisfactory resultant moisture. The 4 to 3/8-in. could be taken from dewatering screens at a surface moisture ranging from 2.5 to 3.5 per cent, depending upon the size consist. The 3/8-in. to o coal was generally dewatered satisfactorily with centrifugal driers, to final surface moistures from 5.5 to 8 per cent, again depending upon size consist. The centrifugal type of drier has definitely proved itself to be the most economical type of machine to handle coal approximately 3/8 in. to o as recovered by dewatering screens or drainage elevators with 15 to 25 per cent surface moisture and turn out a product with moistures as stated above. Sometimes such moistures (5.5 to 8.0 per cent) in the product are satisfactory. If not, an ultimate moisture, lower than 3 per cent, is seldom required and the centrifugal drier removes 70 to 85 per cent of the total moisture to be removed. In certain districts there has been a growing tendency to circumvent the use of centrifugals or other types of driers, by dewatering over screens of the wedge wire type and wasting all the finer sizes. Sometimes all the minus 28-mesh has been wasted and often the size wasted has been as large as 1/8-in. By wasting these finer sizes, a lower moisture can be obtained in the finished product, but taking into account the cost of the tonnage so lost, plus the added cost of ultimately disposing of this wasted tonnage, often the cost will be greater than the cost of heat-drying in a modern plant, which makes possible the recovery of all the tonnage. Moreover, with the moisture standards for domestic stoker equipment even these wasteful approaches to its solution do not solve the problem and there remains only the alternative of heat-drying.
