Rare Element Resources Inc., a U.S. based company, has developed a three-stage process for producing a +98% mixed REO powder from hard rock feedstock (-48 mesh, 2.9-4.8% REO) consisting of bastnaesite and ancylite minerals. Firstly, the whole ore is digested in chloride media at low temperature in counter-current flow mode. Secondly, the rare earths (REEs) are selectively precipitated as oxalates directly from an impure pregnant leach solution (PLS). Finally, significant amounts of free acid and water are recovered from the REE-depleted filtrate and subsequently recycled within the process. Excess heat from the oxalate calcination process is captured and reused in the plant. Due to the low leach temperature (45 ºC) and moderate acid dosage (240-297 kg/t, HCl), rare earth oxides (REOs) are preferentially leached out of fine solids leaving most of the base metals (Ba, Fe, and Al ) in the residue. Selective recovery of REEs from the PLS is achieved by mixing dilute oxalic acid (33% H2C2O4) and PLS at elevated temperature (85-95 ºC). The REEs plus thorium are precipitated as oxalates (REE2 (C2O4).xH2O) while the base metals are left behind in the barren filtrate. Multiple batch and pilot test results have confirmed that 50-80% of the oxalic acid can be recovered from the REE-depleted PLS through low-temperature crystallization (10-15 ºC). Typical leach efficiencies of critical rare earths at 45 ºC range from 85-99% (average 93%) while oxalate precipitation at high temperature increases the crystal size of RE oxalates (>450 microns, d80) thereby improving filtration. The economic benefits of this process include elimination of flotation and magnetic separation Capex and driving hydrometallurgical Opex down to $6- 7/kg, REO produced. As part of a comprehensive risk mitigation strategy, Rare Element Resources Inc has operated multiple pilot plants at SGS in Lakefield, Ontario, Canada to optimize counter-current leaching (CCL), REE oxalate precipitation (OXP), and thorium removal circuits. This paper presents pilot testing data from CCL and REE OXP circuits.

On October 1, 1993 the regulations for assessing and cleaning up contaminated soil and groundwater in the Commonwealth of Massachusetts were revised. These new regulations, known as the Massachusetts Contingency Plan (MCP) 310 CMR 40.0000, were developed to keep routine releases out of the regulatory system and rely on private parties to handle most releases without Department of Environmental Protection (DEP) oversight. An integral part of the new MCP is the Licensed Site Professional (LSP). An LSP is required to handle activities and render opinions once a site enters the MCP. These regulations must be adhered to where ever a release has occurred, including construction sites. A brief overview of the new MCP is given below; see attached MCP Flowchart for graphical summary. Entering the MCP Process A release of oil or hazardous material (OHM) to the soil or groundwater above applicable reportable quantities (RQ's) or reportable concentrations (RC's) will require notification to the DEP and compliance with applicable provisions of the MCP. RQ's and RC's are listed in the MCP (310 CMR 40.1600) for most compounds that are typically encountered. For each compound there are two RC's for soil (S-1 and S-2) and two for groundwater (GW-1 and GW-2). The S-1 and GW-1 RC's apply to sites that are environmentally more sensitive, as a result they are lower than the S-2 and GW-2 RC's.

Zinc metal was first produced in India around 1100 A.O. and a zinc industry based on retorting gradually developed in both India and China(1) . The vertical retort method for smelting zinc ores was developed in England in the 1730s; this was followed by the more fuel efficient horizontal retort process developed by the Belgians in the 19th century(2) . The horizontal retort process was the standard method of zinc manufacture until the 1950s when it became obvious that it could not compete with electrolytic zinc technology(2). The present day extractive metallurgy of zinc is dominated by the electrolytic process which now accounts for almost 80% of the world's primary zinc production. In recent years the electrolytic zinc process has seen significant improvements: the fluid-bed roasting of zinc concentrates, improved leaching and residue treatment techniques such as the jarosite and goethite processes, improved solution purification procedures, mechanization of the zinc electrolysis step and of the zinc melting and casting operation. In addition, new leaching processes have been implemented for the treatment of oxidized ores, particularly silicates, and the pressure leaching of zinc sulphide concentrates is now a commercial reality. Although the electrolytic zinc process was first used on a commercial scale in 1916, its history can be traced back to the 1860s. The purpose of the present paper is to outline the early history of the electrolytic zinc process and to trace the significant developments which led to the first successful commercial electrolytic zinc plants.

Increasing use of continuous miners, especially the boring type, has focused attention on the inadequacy of face ventilation in coal mines. The bulk of the machine, the rapid advance of working faces, and the increased liberation of methane from the larger expanse of freshly exposed coal surfaces have created ventilation problems that were unknown with conventional mining equipment. Ignition of gas, especially that caused by machine bits striking hard rock or pyritic inclusions, have increased at an alarming rate. As the mines penetrate beds under thicker cover at an ever-increasing rate of face advance, this problem will probably increase unless face ventilation is improved. A previous survey, described in Bureau of Mines Report of Investigations 5414, Auxiliary Ventilation of Continuous Miner Places, disclosed that auxiliary fans with tubing generally improved circulation of air and removal of gas at the face. The study here reported attempts to examine, face ventilation at various mines and to note any plan or innovation of. air coursing that industry might adopt to reduce the danger of gas ignition. The Ashlu Creek Hydro-electric project, located north of Squamish, BC, at the confluence of Ashlu Creek and the Squamish River, comprises a 49 MW run-of-river project and features a 4.08 m diameter, 4.4 km power tunnel and a 128 m deep drop shaft. The Ashlu Creek Hydro-electric project is being developed by Innergex under Ashlu Creek Investments Limited. Site civil works are being completed by Ledcor CMI of Vancouver with tunnel construction by Frontier Kemper Constructors ULC under a lump sum design-build contract. Site works got underway in September 2006 with the construction of the tunnel portal and laydown area. These site works required rock slope stabilization over a 50 m rock slope to secure the laydown area as well as the construction of a tail track muck tipping station and structural wall to facilitate TBM excavation and spoil removal. Starter tunnel construction commenced in early 2007 and TBM tunneling started in the late spring of 2007 and is planned to continue until early 2009. The power tunnel is being excavated using a 1,200 kW Wirth open-type hard rock TBM dressed with 31?17' cutters. The TBM featured two fixed mounted rock bolt drills behind the finger shield: these were removed and replaced with jacklegs to improve access. A probe drill at the end of the main beam is also present. The geology along the 4.4 km power tunnel comprises very strong and generally massive granitic bedrock with rock strength greater than 225 MPa. A unique feature of the project is that no subsurface investigations have been completed for the tunnel however extensive bedrock outcrops are present along the Ashlu Creek valley. A historical quarry exists approximately mid-way along the tunnel alignment that has exposed good quality granitic bedrock. TBM tunneling to date has achieved advance rates of 10?20 m/day with a maximum of 23 m and has encountered all of the anticipated six major fault zones where the installation of various standard high capacity tunnel support was successful to facilitate TBM advance through these sections.

This report describes methods and techniques employed by The Glidden Co. of Cleveland, Ohio, in explorating an ilmenite-bearing sand deposit in Ocean County, New Jersey, during 1960 to determine ore reserve potential and the feasibility of mining and establishing a milling plant on the property for the production of ilmenite concentrate. The property covered approximately 1,250 acres. Comprehensive sampling by water-jet drilling indicated the deposit averaged 20 feet in thickness and contained 4.5 percent heavy minerals, of which 80 to 85 percent was ilmenite and leucoxene. Average depth of the water table as determined by auger boring was 16.8 feet. Pilot plant tests indicated that circular concentrators in combination with spiral concentrators would recover at least 80 percent of the heavy mineral content of the sands. It was estimated that sufficient ore reserve tonnage had been developed to supply the company's Baltimore chemicals division, pigments department, with a suitable grade ilmenite concentrate for a period of 20 years at the present rate of pigments production. The property was designated as Lakehurst mine and plans are in progress for mining development and plant construction.

"In the FFC-Cambridge process, the cathodic dissociation of oxide and CO/CO2 production on carbon anode is the basis for metal production in a CaCl2 bath. By using an inert intermetallic anode, the CO2 evolution can be eliminated altogether with acceleration in the electro-reduction kinetics. At present the process suffers from slow reduction kinetics of TiO2 to Ti metal, which can be enhanced significantly by the incorporation of alkali species in the TiO2 pellet at the cathode and in the CaCl2 bath in the presence of an intermetallic inert anode. Nearly full metallization with greater than 99% of Ti metal containing 1500 ppm of oxygen is possible to achieve in less than 16 hours of electro-reduction. Analyses of phase composition and the microstructures morphology in fully metallized pellets revealed the presence of localized solidified Ti layer, indicating that fast reduction process also involved formation of liquid phase as middle stage reaction. In addition, in situ creation of porosity and maintain higher current level during electrolysis process were two key factors to fully reduction of TiO2.IntroductionDuring cathodic dissociation of TiO2 in a CaCl2 bath and anodic evolution of CO2 on a carbon anode, which is the basis for the FFC Cambridge process [1], the rate of metallization slows down due to the formation of CaTiO3 at the reaction interface. Calcium and alkaline earth perovskites are known for their poor electrical conductivity which adversely affects the overall electro-reduction. One of the ways to increase the porosity is via the addition of polyethylene precursors in the pellet or by directly starting from perovskite [2, 3]. The experimental evidences shown in the literature confirm although the speed of reaction increases, but a complete or near complete metallization is not possible by enhancing the in-situ porosity alone, as the insulating perovskite is very slow to decompose under the equilibrium that prevails in the cell. Plethoric evidences on carbon anode show with the current decrease gradually, and finally stabilize at a very low value between 0.2 and 0.4 A, which is a testimony of the presence of perovskite insulating barrier in the current path. Our aim in this paper is to demonstrate the mechanism of enhanced electro-reduction when alkali ions are present in the oxide pellet at cathode and in the bath. We also show for the first time the use of an intermetallic anode for Ti-metal production using the FFC Cambridge process."

The excavatability of the rock mass in a proposed open pit mine at Globe-Progress has been assessed. The rock mass was initially evaluated by determining variations in seismic velocity and by using the Revised Size-Strength Chart. These two assessments should be performed during the feasibility or early investigation stages of a project. A complete rock mass excavatability assessment using a suite of geological and geotechnical properties was then performed using three methods: RMR System; Modified Rippability Rating; and a productivity estimation method. These three methods should be applied during the investigation and design stages of a project. The preliminary assessments show that most of the open pit rock mass is expected to be rippable. The complete assessment differentiates weak, fair and good rock masses within the open pit. Weak rock mass exists along the Globe-Progress Shear zone, located along the northern and eastern pit walls and also in the western pit wall where the Chemist Shop Fault is located are both regions are expected to be diggable. Relatively weak rock mass also exists along the Globe-Progress Shear axial hinge. The Globe-Progress Shear limbs are generally fair to good rock where moderate to hard ripping should be expected.

The quantitative evaluation,of quartz and other minerals in acid-insoluble residues from carbonate rocks and other industrial mineral products derived from sedimentary and low-grade metamorphic rocks is difficult. Commonly there are a dozen or more minerals present, and the suites vary from sample to sample. Because of these factors, either the absorption coefficient must be determined on a sample to sample basis or an internal standard must be used. Internal standards in general use are unsatisfactory. For example, [A1203] is often present in product samples because of ceramic grinding elements used in their production; CaF and LiF have peaks which overlap or nearly overlap mineral peaks in the samples. A careful evaluation has shown that magnesium aluminate (synthetic spinel) works particularly well as an internal standard for these types of samples. Not only does it have few, strong diffraction peaks which do not overlap, the peaks are in the same 28 region as the minerals, usually quartz and silicates, for which quantification is desired. Spinel also consists of equidimensional particles without prominent cleavages; this promotes a random orientation of the minerals in X-ray diffraction mounts. In addition, spinel can be used to correct for loss of diffracted-beam intensity due to thin sample preparations which are often unavoidable.

Cave mining is an underground mass mining technique. The largest projects, which are known as ‘super caves’, produce hundreds of thousands of tons of ore per day, which involves large footprints with considerable column height, and have a life of mine of over 20-40 years. These operations are typically located deep, under high stresses and in competent rock masses, making initiation and propagation of the caving process harder to manage. These challenges must be confronted by optimizing the fragmentation of the orebody to achieve smaller size blocks that will result in consistent caving and improved flow of the ore from the drawpoints. To achieve better performance from the drawpoints, preconditioning is applied to fragment and damage the material required to cave. We present a proposed design for preconditioning in underground mines, considering the challenges that these large-scale mines are already facing, based on a comprehensive analysis of current design parameters, case studies, and sensitivity analyses using numerical models.

THE Picher Mining Field, fig. 1, which lies between Baxter Springs, Kansas, and Commerce, Okla., is the most intensely mineralized and the largest zinc-lead ore producing area in the Tri-State District of Missouri, Kansas, and Oklahoma. It has a vast lateral extent of underground workings that is unequaled for the observation of the geology of zinc-lead ore bodies in sedimentary horizons; and thousands of churn drill holes in the unmined areas supplement the underground observations with useful data for the interpretation of the geology. This paper is confined to the ore deposits of the Picher mining field. The reader is referred to the bibliography for the general geology of the Tri-State district which has been ably covered by many geologists. The writer was co-author of several publications on the Tri-State district.- This paper is necessarily a repetition of parts of those publications but contains a few changes and additions on the deposition of the minerals. The parts of this paper concerning mineralization maps and pipe slump-structures are not covered in the above publications.

The oil fields of Arkansas, all situated in the southern part of the State, have played an important part in the development of petroleum production in the northern coastal plain region of the Mid-Continent area. From the first discovery of oil in southwest Ouachita County in 1920 to December 31, 1930, a total of 480,167,5604/ barrels of crude petroleum has been produced from' this region. Development of the Arkansas fields proceeded rapidly after 1920. The El Dorado field was discovered in Union County in 1921. Drilling in Ouachita County resulted in the discovery of the Smackover field in 1922 and subsequently in the development of the whole southern area. To November 31, 1939,459 / producing wells had been drilled in 25 fields, aggregating 53,7356 acres of proved territory in 6 counties. Peak annual production for the State was reached in 1925, when 80,823,7007/ barrels was produced, resulting largely from flush production from the Smakover field, which rose td an average of 444,9507 barrel daily during that year. Mining engineers are ready to take a big step into a new field-oil mining. To understand the subject, one must look at the world's oil supply and demand as well as petroleum technology successes and failures. The US has an abundance of solid hydrocarbon and uranium energy resources, but 75% of its energy for industry, transportation, manufacturing, and space heating comes from liquid petroleum and natural gas. So there are increasing efforts to discover new oil reserves; today the number of drilling rigs operating in the US is at an all-time high. But with 80% of the world's wells already located in the US and Canada, good new exploration prospects are difficult to find. The cost of drilling deep new wells has also greatly increased. The US faced a similar situation in the early 1950s, when primary oil production declines began. During that time, the petroleum researcher introduced secondary recovery techniques such as water flooding and gas injection. This increased the average amount of extractable oil from discovered US reservoirs from 17% to 33%. Production soared and the world petroleum price remained stable until the end of the 1960s. Secondary recovery techniques were then supplemented by tertiary oil recovery technologies-increasing sweep efficiency with such things as CO2 injection-that are, so far, only partially successful in most petroleum fields. Even so, these technologies could raise cumulative recovery expectations to 35-38%. The "lost" oil in depleted US reservoirs equals 48 km3 (300 billion bbl) of conventional oil, or 12 times the current recoverable reserve base. At the present rate of US consumption-1 km3/a or 6 billion bbl/a-this is enough to run the US for 50 years without importing any oil. Moreover, there are 16-24 km3 (100-150 billion bbl) of as-yet unrecoverable heavy oil and tar sands in the US.

The effects of HBr concentration and temperature on the solubility and hydration state of AlBr3,' CoBr2, PbBr2, MnBr2, KBr, and NaBr were investigated by the Bureau of Mines. Saturated aqueous solutions of the AI, Pb, K, and Na bromides were sparged with HBr gas at 20°, 40°, and 60° C, and saturated solutions of Co and Mn bromides were sparged at 20° C. Increased HBr concentration caused decreased salt solubility because of the common ion effect for all the investigated bromides except PbBr2. Aqueous solubilities at 20° C were, in percent, 51.7 for AlBr3, 53.2 for CoBr2, 1.1 for PbBr2, 59.6 for MnBr2' 39.5 for KBr, and 47.4 for NaBr. At 60° C, the solubilities were, in percent, 53.3 for AlBr3, 2.2 for PbBr2' 46.0 for KBr, and 53.8 for NaBr. Solubilities in solutions sparged to HBr saturation at 20° C were, in percent, 0.5 for AlBr3, 42.0 for CoBr2, 32.2 for PbBr2, 21.0 for MnBr2, 0.6 for KBr, and 0.3 for NaBr. At 60° C, the solubilities at HBr saturation were, in percent, 1.8 for AlBr3, 41.4 for PbBr2, 1.3 for KBr, and 0.4 for NaBr. CoBr2 precipitated out to a minimum solubility of 27.2 pct at 28.7-pct-HBr concentration. Further increases in HBr concentration increased CoBr2 solubility because of the formation of bromide complexes. PbBr2 in-creased in solubility as HBr concentration increased.

Our industry is in trouble. Real trouble. It has never been an easy, secure business. But to-day it is engulfed in revolutionary currents. No longer can there be reliance upon the checks and balances of market forces. Supply and demand largely dictated the economics of business enterprise in simpler days. To-day politics, in particular nationalism become increasingly dominant. And as governments expand and put out tentacles of interference in the direction of the mining industry, far too little understanding is evidenced as to how that industry works. Then there is something which is relatively new -stagflation. As the prices of minerals falls, the capital investment required for new extractive facilities soars at rates which far outdistance those which are cited by governments to indicate the magnitude of inflation. To illustrate; 1) In 1971 it was calculated that $355 million would be required to bring the Cuajone property in Peru into production. Five years later that stage was reached at a cost of $680 million. 2) With the Caridad mine in Mexico, estimated capital investment doubled between 1971 and 1976. 3) The requirements calculated for Cerro Colorado in Panama have risen in two years from $560 to $800. 4) The budget of $240 million for Sar Chesmeh in Iran in 1971 had become $500 million by 1976.

The charactevistics of the deformatiotz of fcc thorium were examined between 78 and 473 K. Activation energy, actiuation volume, and the temperature dependence of the flow stress were determined and conlpared uith several theories for the rate-controlling mechnnistn of the tempemture-dependent component of the flou~ stress. It was established that the Cottrell-Stokes law does not hold, even approximately, for thorium. Through consideration of the above factors and other parameters, it was concluded that the vandom solute barrier theory proposed by Friedel demonstrates the best agreement with experimental observations of the deformation of thorium below ambient temperature. THORIUM, the first metal in the actinide series of rare-earth elements, is interesting and important from two points of view. In the more practical vein, it is a potential reactor fuel. As such, it is important to know its properties. Of specific interest here are the mechanical properties of thorium. Second, no detailed information concerning the deformation characteristics of the actinide elements has been gathered to date. In view of the interesting physical and chemical properties of these metals, their mechanical behavior might reveal characteristics which could improve our understanding of the mechanisms controlling deformation of the more common metals. For example, it has been shown1 that thorium exhibits a yield point which is greatly enhanced by interstitial solute elements such as carbon. This is not a normal occurrence in fcc metals. The goal of this investigation, therefore, was to characterize the deformation of polycrystalline thorium. MATERIAL AND PROCEDURES Thorium, made by the magnesium intermediate alloy process described by Peterson et al.,2 was rolled and swaged to 0.065-in.-diam wire. The metal analysis is given in Table I. After preparation, the oxygen and nitrogen contents had risen to 308 and 60 ppm, respectively. The 0.065-in.-diam wires were cut into 2-in. lengths and annealed in a vacuum of lo-' Torr at 750°C for 1 hr, producing a grain size of 2735 grains per sq mm. The ends of the 2-in. sections were masked off so that a 1-in. gage length could be electropolished. Specimens were polished at 35 v in a solution of 6 pct perchloric acid in methanol which was maintained at 0°C . The gage diameters after polishing were about 0.0625 in. The tests were run on a screw-driven tensile machine at a constant crosshead speed corresponding to a strain rate of 0.005 min-'. The strain rate was changed rapidly after each 0.01-in. extension between 0.005 min-' and one of three higher strain rates which were selected in order to achieve strain-rate ratios of 5, 10, and 20. Tests were run at several temperatures from 78" to 473°K; most were tested at 423", 300°, 215", and 78°K. EXPERIMENTAL RESULTS Flow Stress vs Strain and Temperature. Typical true stress-true strain curves for thorium are shown in Fig. 1 for several temperatures over the range 473" to 78°K. The curves for 78", 215", 300") and 423°K were obtained from strain-rate change tests using the lower (0.005 min-') or base strain-rate values of stress. Additional tests, using the same base strain rate at different strain-rate ratios, gave curves which virtually superposed on those shown, indicating that strain-rate changes did not materially influence the work-hardening characteristics at the base strain rate. "Over the last 50 years there has been a dramatic evolution in the metallurgical engineering field in Canada. In the 60s the field was dominated by large American and UK groups, often selling major process and equipment packages. The local content was limited to wrap around facilities and the civil and structural work. The mining and metallurgical companies had strong internal teams to lead these projects. Over the decades and business down cycles the large foreign contractors disappeared or re-structured and the mining companies largely shed their engineering and project management groups. The resulting gap was filled by a cadre of local specialist engineering companies, some of whom have grown to be world leaders in the field. The paper traces this evolution and examines the underlying causes and consequences."

Resue mining was practiced extensively in the East Rand in the first half of this century. The obvious benefits were that a higher grade of ore was trammed to the surface. The disadvantages were slow rates of face advance and an extremely labour-intensive method of mining. A collaborative effort by personnel from Avgold?s Target Gold Mine and Sandvik Tamrock has resulted in the design of a method of resue mining which can be totally mechanized. The purpose of this paper is to describe the methodology used and the proposed new mechanized resue mining method.
