The use of bromine as an oxidizing agent, particularly for sul phur, has become very general in analysis, replacing the stronger oxidizing acids. The object of this paper is to describe briefly the experience which we have gained with this reagent in the laboratory of Lafayette College in the oxidation of metallic sulphides. Most of the simple sulphides, as blende, pyrite, etc., when exposed to the combined action of an alkaline hydrate and bromine, and finally to hydrochloric acid, are completely and promptly dissolved. The procedure is as follows: The very finely pulverized mineral is first treated, in a beaker, with a solution of sodium hydrate of a spe cific gravity of 1.25, and heated ; bromine is then cautiously added to supersaturation, and finally hydrochloric acid to acid reaction. If any of the sulphide is not taken up, the same operation may be re peated. It is necessary, however, that the mineral be very finely pulverized. Instead of using the pure bromine, a saturated solu tion of bromine in potassium bromide may be used with equally good effect. The process is advantageously simplified by making a saturated solution of bromine in the concentrated alkali. This is done by pouring bromine into a solution of sodium hydrate, of the above given specific gravity, until no more is taken up, and then adding a little of the sodium hydrate solution until the liquid does not give off free bromine. The procedure with this solution is as follows: The pulverized mineral is moistened with, say, 10 cc. of the solution, and heated, then hydrochloric acid added to just acid reaction. Two more additions of the alkaline solution, in amounts of 20 cc. each, are added at intervals of about ten minutes, each addition being followed by hydrochloric acid. The total amount of the alkaline solution (containing the bromine) used is, therefore, 50 cc., and the amount of hydrochloric acid should not exceed that necessary to make the solu tion acid after each addition of the alkali. The Ministry of Commerce has been carrying out an evaluation of the resources of the Northwest Nelson region. In part this was to revisit the issues covered in the earlier proposal to close part of Northwest Nelson to mining under section 24 of the Mining Act (1971) initiated in 1990. In addition, the option of using GIS to integrate a variety of spatial data sets to aid policy formulation could be tested. The Northwest Nelson assessment would be a useful trial. The subsequent national park proposal provided a major impetus to the project and resulted in the scope of the study being broadened to include all energy and minerals resources.

Effective gas management in coal mines, as well as proper ventilation design, is very important for maintaining the safety of underground coal miners. Advances in numerical modeling techniques have enabled evaluations of the coal mining environment using advanced grid designs and computed gas distributions through detailed mathematical models. These models help engineers to see the unseen areas of the mine through visualization of the data and ultimately help improve worker safety. This paper summarizes the modeling efforts conducted by NIOSH in the U.S. and CSIRO in Australia to address various gas management issues encountered in longwall mines. The modeling studies involved two of the most widely used grid-based techniques, namely computational fluid dynamics (CFD) and numerical reservoir modeling. This paper discusses the application of these techniques for gob inertization and gas control for spontaneous combustion, pre-mining degasification of coalbeds, gob gas venthole design and performance evaluation in longwalls, and gas management during development mining.

The trend towards proportionately rising volumes of surface mining through- out the world and especially in the United States has led some observers to predict that the future of underground mining is quite limited. Certainly, the simple extrapolation of current trends1 gives evidence of a compelling sort for the hypothesis that technological progress is proceeding at a faster pace in surface than in underground mining. This paper attempts to examine the basis for these predictions by searching the historical record on differential rates of productivity as these are observed in iron ore and coal mining. In recent years economists have discussed "technology gaps" among industries or segments of the same industry, by which they mean that mechanisms for invention and its diffusion are faulty or retarded in such a way that feasible cost-cutting innovations are not applied or developed, even though technicians regard them as practical.2

One of the most useful, and at the same time least commonly used, methods of thermal analysis for the determination of transformations in metals and alloys consists in the recording of the time intervals required for successive increments of temperature change during heating or cooling, the temperature of the furnace containing the specimen being altered at a uniform rate. The curve obtained by plotting these time intervals as a function of the mean temperature of the specimen durnig the interval is called the inverse-rate curve. It is probably due to the fact that no simple and convenient method has apparently been available for the measurement of the successive time intervals that this method has not been so generally used as, for example, the differential method, for which several types of automatic or semi-automatic apparatus have been designed. Whenever this method has been used, the intervals have usually been measured with the use of a chronograph; its operation as practised at the Bureau of Standards1 is as follows: The temperature of the specimen is measured by a thermocouple and a dial potentiometer. The operator sets the potentiometer at successive values of the electromotive force differing by equal increments, usually 0.02 millivolt, and records the exact instant on the chronograph, by pressing a contact key, at which the galvanometer coil passes through its null position. Two-second intervals are also recorded on the chronograph record, and the number of seconds elapsing between successive signals is afterward counted from the record and plotted as a function of the electromotive force or of the temperature. This is an admirable method and by it most minute thermal arrests may be detected, but it requires a good chronograph, which is generally difficult to obtain, and the time of one operator during the recording and, subsequently, to read the intervals from the record; the latter operation often takes from one to two hours. Banded siliceous manganese-iron bearing sediments recognized as distinctive facies of Algoma type iron-formation constitute low grade resources of manganese in many countries. Manganiferous facies associated with oxide and carbonate facies of iron-formation have iron to manganese ratios ranging from 0.2 to 2 and commonly about one. Manganiferous facies up to 30 meters thick occurring separately or with other iron-formation facies are associated with cherts, carbonates, shales, turbidites, tuffs and lavas. Primary cherty manganiferous facies and their gondite metamorphic equivalents represent significant manganese resources and are protores for higher grade deposits derived by secondary enrichment processes.

A blast vibration model has been developed that simulates effects of almost all blast design parameters on the blast vibration peak particle velocity (PPV) from a production blast with multiple blastholes at a given point of interest in the rock. The velocity of detonation (VoD), initiation points, explosive types (density, VoD, energy), charge decoupling, and decking in each blasthole are simulated along with other blast design parameters. The information from signature hole blast vibration and the blast design are the input to the model. The model can be used to assess blast damage in proximity of blastholes as well as far field vibration PPV.

EARLIER the authors and coworkers had pre sented data on isothermal temper embrittlement of an SAE 3140 steel?' In that work, however, attention was concentrated on embrittlement at 575°C and below. Preliminary measurements showed that embrittlement at 675 °C was much mote rapid than would be expected from the data at the lower temperatures: and indicated the need for further work above 575°C. The possibility of an upper nose in the time-temperature embrittlement diagram above 575°C was pointed out. Procedure The same heat of SAE 3140 steel was used as in the previous work, and experimental methods were the same. All blanks were austenitized 1 hr at 900°C and water, quenched. Groups were then tempered 1 hr at 675"C, water quenched, and given embrittling treatments for times of 5 min to 240 hr at 675" to 600 °C, as shown in Table I. Other groups, after the temper and quench, were embrittled 48 to 1440 hr at 550°C. Another series was tempered 240 hr at 675"C, quenched, and held for various times at 650" to 375°C (Table 11). For comparison, a series was tempered for these same times at 700°, 675", and 650°C (Table 111). The Ae, temperature for this heat of steel had been determined as approximately 690°C;1*a the treatments at 700°C were introduced to determine the effects of tempering in a range where a little austenite would fonn. A large number of other treatments, involving holding at two temperatures in succession after the temper, and occasionally slow cooling or heating, were also studied. These treatments are listed in the tables. Austenitizing was done in air; all subsequent treatments were in salt. Blanks were always water quenched after the last treatment. The heat-treated blanks were machined to standard V-notch Charpy specimens. A transition curve for each group was obtained by breaking the specimens at various temperatures on a 217 ft-lb impact machine having a striking velocity of 16.8 fps, and plotting the observed percentage of fibrous fracture vs the test temperature. From this plot, the transition temperature was taken as the lowest temperature at which the fracture appeared 100 pct fibrous; its accuracy is estimated as +5"C. Generally, hardness was measured on every bar. Since a decrease in hardness itself seems to decrease the transition temperature somewhat, a correctiona of —0.28"C per Bhn was applied to permit comparison of the transition temperatures on a uniform basis of 24 Rc. The transition temperature and hardness results are given in Tables I through VI. Where overlap of earlier work1.' occurred, data were combined.

PUBLIC debts, and the policies guiding public finance in Canada today, are in such a state that every intelligent citizen should be familiar with them, and should be concerned about them. None of you have robe reminded that taxes have already risen to a point where they both annoy and hurt you, but they should also alarm you; alarm you, not so much because of the taxation, but because of the mounting expenditures represented by that taxation. I have no hesitation, therefore, in presenting a paper dealing with public finance at a meeting of the Mining Institute, since all present are concerned,. both as individuals and as representatives of the industry. Moreover, it is important that engineers, particularly, should become better acquainted with the interlocking relationships of economics, public finance, government, and technology. While I am neither an economist, a tax expert, nor a chartered accountant, I shall try to tell you, from my viewpoint as an engineer and an interested voter, the story of public finance in Canada today and of certain causes and effects, and I shall venture certain conclusions. In doing so I may merit criticism by experts, but I will risk this in the hope that sufficient interest will be stimulated in the subject to persuade you, as individuals and as groups, to advance, or to institute, your own studies in public finance, and in turn to interest others. I hope that some of the ideas which will be expressed, or which may develop, will bear fruit. I fully realize that several eminently qualified men have spoken on this subject during recent months, and that many authoritative articles have been written. However, I approach it with confidence, because I propose speaking to you not as an authority, bur as one of you, having similar interests and similar engineering knowledge, who only a few months ago became particularly interested in the subject, studied it, and who now sets before you a summary of his findings, with the conviction that the situation is so serious that constructive planning and constructive action by all thinking citizens are imperative.

Water-borne blast pressures from confined blasts were recorded as part of a submerged blasting program in Florida for channel deepening. The blasting was confined within the rock floor by stemming. Shot patterns of stemmed borings were recorded, as were two open-water shots. One hole of one shot was not confined properly, which allowed comparison of confined and a poorly confined larger charge weights per delay. The pressure data were intended to gain information on typical pressure measures from the rock removal program relative to impacts on marine organisms. Water-borne pressures from actual confined, rock-removal shots validate the hypothesis of lessened impacts to aquatic and marine biota.

A sulfur concrete technology has been developed by the U.S. Department of the Interior, Bureau of Mines, in which chemically modified sulfur is utilized with suitable mineral aggregates to produce construction materials which are resistant to corrosion by acids and salts. This report presents a summary of the basic technology and results of testing the materials under actual operating conditions in 50 corrosive environments in 40 commercial plants. After 4 years of testing, there was essentially no evidence of material degradation or loss of strength. Regular concrete materials were attacked and in some cases completely destroyed under the same conditions. Testing is continuing to establish ultimate longevity and durability of the sulfur concretes. The materials are finding widespread applications in metallurgical, chemical, and fertilizer processing plants.

"Crude oils are capable of dissolving quantities of gas under pressure. This fact has been known for some time, but questions have arisen as to the effects of gas in solution upon the characteristics of the oil. Previous investigations4 show that gas in solution in an oil affects the viscosity and surface tension of the oil, but the effects on the volume and A. P. I. gravity of the oil have not been known. The results given in this report show that there is a decided change both in volume and in the A. P. I. gravity of the oil due to the solution of the gas in the oil under pressure. As gas is dissolved, the volume of the oil and the A. P. I. gravity increase. The converse of this phenomenon is also true: if the gas is released from a saturated oil, there is a shrinkage in volume and a decrease in A.P.I. gravity due to the release of gas from solution. However, various oils show marked tendencies to retain a portion of the dissolved gas upon releasing the pressure to that of the atmosphere. This retained gas has an appreciable effect on the volume and A. P. I. gravity of the oil because the oil does not resume its initial volume or gravity while it retains dissolved gas. In a sense the oil has been ""freshened"" and will not return to its original or weathered volume until it loses some of the lighter fractions. Wiggins5 has shown that a fresh oil decreases both in volume and in gravity because of the weathering of the lighter fractions while the oil is standing in storage tanks.This paper includes data attained during the determination of volume and gravity correction factors to be applied in the oil recovery investigations of the Bureau of Mines. Three oils having a wide range in gravity were used in determining the correction factors. These oils were from the Bartlesville-Dewey field, Oklahoma, the Seminole field, Oklahoma, and the Inglewood field, California. The same gas that was used in the oil recovery experiments was used throughout this investigation. Determinations were made of the volume and A.P.I. gravity increases resulting from the gas going into solution at 200, 400, 600, 800, and 1,000 pounds pressure; also the increases in the volume and gravity of the oil due to retained gas were determined after the dissolved gas was liberated from solution by releasing the pressure to that of the atmosphere.Samples of residual and liberated gas were taken throughout the investigation in order to study the selective absorption and selective retention by the oil of the various constituents of the gas. The analyses of these gas samples showed that there was selective absorption and selective retention of the constituents of the gas. The tests on Inglewood crude gave the most pronounced example of selective absorption and selective retention of the gas.All of the tests were conducted at a constant temperature of 709F."

Annual fish monitoring of the Red River, NM from the town of Red River to downstream of Questa, NM has been conducted since 1997. This long-term dataset, sponsored by the Chevron Mining Inc. Questa Mine provides an opportunity to evaluate the fish community response to natural phenomena, such as landslides and drought. Hydrothermal scars are present on drainages to the Red River, which can contribute large quantities of sediment to the Red River during localized storm events. Sediment inputs from the hydrothermal scars result in decreased habitat and water quality conditions within the Red River. Landslides from the hydrothermal scars contributed large amounts of sediment to the Red River in the summers of 2002 and 2007. Resident trout populations in the Red River after summer 2002 were depressed at sites adjacent to and downstream of the hydrothermal scars. Resident trout populations had begun to recover by 2005 and 2006; however, after the summer 2007 landslide, the resident trout population was again drastically reduced. In fall 2007, 13 resident trout were collected from 11 sites in the approximately 23 km reach of the river, compared to 691 from the same 11 sites in fall 2006. Resident trout density and biomass has gradually increased since fall 2007, and flows have removed sediment from the study reach. A combination of increased sedimentation and decreased water quality were likely responsible for the decreased resident trout populations in the Red River. Drought and the lack of flushing flows appeared to exacerbate the problem of high sedimentation levels from 2001 to 2004. Climate models predict prolonged periods of drought and increased intensity of storm events, potentially resulting in less favorable conditions for the resident trout population of the Red River in this area.

Introduction With the continued downward pressure on coal selling prices, mine management must make its operations as efficient as possible. The problem is the same one throughout the mineral industries, streamlining operations to maintain competitive min¬ing costs (Born, 1991). There has been a great deal of research into better using production manpower. But the story is different for operations support personnel. Traditionally, planning man¬power requirements are done annually, with modifications to the operating plan occurring generally quarterly. On the other hand, the demands on manpower are often dynamic, being responsive to changing productivity levels, mine conditions (including water influx, bad roof, poor floor) and unanticipated project requirements (responses to machine breakdowns or a new section setup requirement because of a drop in coal quality in another area). Such changes may impact the manpower structure significantly. At times they may cause serious labor relations problems concurrently. Realignments and the generation of instability in the workforce because of active job switching (bidding) are a result. Most responses by coal operators are reactive rather than proactive, a situation that could be mollified by more accu¬rate and detailed planning of predictable manpower require¬ments. A manpower planning tool is needed that takes into consideration such things as changing productivity levels and conditions as manhour requirements for different work areas are planned, rather than blindly allocated through traditional staffing modes. Mine Management Support System The Mine Management Support System (MMSS) is an integrated decision support system that was developed using Sun Microsystems hardware according to the contract be¬tween the US Bureau of Mines and West Virginia University. The software used in the development of MMSS included X¬ windows (Scheitler and Gettys, 1986) for the user interfaces, LASER (Raman, 1985; Hayhurst, 1990) for the expert sys¬tem and graphics components, and the C language for general programming requirements. Sun DOS was used to allow the use of IBM-compatible applications software on the Sun networks. Sun OS is the operating system. It can be viewed as an enhanced version of UNIX. One of the components of MMSS that was developed to address the many specific objectives outlined in Grayson et al. (1990) is the work scheduling system. MMSS accom¬plishes work scheduling by using a mathematical (goal) programming approach to minimize the amount of switching of workers from their regular jobs to perform other jobs (Grayson and Nutter, 1991). Manpower support program The main objective of MANSUPP is to plan a detailed manpower structure for a mine by incorporating a production schedule, condition-modified work standards and manage¬ment preferences to predict required manhours for various support activities, for example, belt moves. This is accom¬plished by gathering and processing planning information the same way a mine planner would. The program is menu¬driven with the selection of a particular menu item locating the user in the appropriate area within the spreadsheet to review/add information. All of the interactions between productivity, section conditions and management prefer¬ences and their effect on the amount of support work required must be considered. Information regarding the productivity of a particular section, the geometry of the section, work standards for individual activities and section conditions must all be gath¬ered for input into the program. In the initial stages of development, it was decided that the program be developed in an environment that mine planners were familiar with in order to accommodate the use of the program. Lotus 1-2-3 or a compatible (Quattro Pro) met this environmental need. Other reasons included ease of calculation due to built-in functions, powerful command language and macro capabili¬ties. Each of the major components of the program defined are summarized. Production schedule This area allows the user to input a production schedule for the entire mine over 12 periods. Space has been provided for five sections, advance or retreat, and two longwall sections. There are several calculations occurring in this area that do not apply to the determination of manpower, but serve as an aid in production planning. Section description The section description area of the spreadsheet is shown in Table 1. The first three items are calculated in the production schedule area of the worksheet and then transferred to this location. The remaining information is input by the user to be used in later calculations.

One of the most important factors leading to the success of a cement plant is its location. A multicriteria decision-making method is used to rank alternative plant locations. The set of criteria is established and corresponding criteria should be established for each case study, although this multicriteria decision-making approach has broader applicability. In this paper, the analytic hierarchy process (AHP) with 5 criteria is used to develop a location evaluation hierarchy for an alumina?cement plant in East Azerbaijan province of Iran. Five alternatives for the plant location are evaluated. The main criteria are transportation, water supply, power supply, fuel supply and land. Other criteria have the same importance as these five alternatives. The alternatives are ranked by a multicriteria method and the best site is proposed. In the non-codified realm of tunnel design there are issues which are sure-fire instigators of controversy. This paper presents a discussion regarding one particular issue which in the authors’ experience often results in comment and debate. This issue only forms part of the rock load assessment process, but it is specifically addressed with the intention of presenting a rational basis for design, which may result in broader acceptance within the tunnel design community.The issue considered relates to the characterisation of in situ rock stresses for the design of tunnel support in the Sydney Basin. A summary is given of the literature on the topic, with emphasis on the main sources of uncertainty and contention. A design approach is proposed, with particular focus given to the numerical modelling of in situ ground stresses and the approach used to ensure that the adopted stress regime is consistent with the assumed ground model. This paper deals with the drilling and blasting methods employed at the Cassiar mine, which is located just south of the B.C.-Yukon border. It covers both the "pit" and "peak" mining operations. Specific problems, such as working in frozen ground, are discussed, and the breaking characteristics of the various rock formations are outlined. The paper concludes with a brief mention of the equipment used in the operation, as "~ell as an outline of the breaking costs. "Based on laboratory testwork, a two-stage cleaner / re-cleaner circuit with feed regrind was proposed to replace an existing single-stage middling circuit treating a scavenger concentrate at Inco’s Clarabelle mill. In order to effectively transfer the technology and implement the new flowsheet in the plant, an extensive on-site pilot plant campaign was conducted. After demonstrating the improved metallurgy, the two-stage middlings circuit was successfully implemented at the operation.The present paper describes the on-site pilot plant testwork and the plant metallurgical improvement after implementation of the new middlings circuit. The addition of TETA / Na2S03 greatly enhanced the pentlandite selectivity against pyrrhotite and the two-stage cleaning considerably improved the pentlandite selectivity against rock minerals. The improvement was immediate after the installation of the new middlings circuit. Size by size recovery analysis indicated that a finer regrind would further improve the metallurgy of the new two-stage cleanerhe-cleaner circuit and those modifications are in progress at the mill.INTRODUCTIONThe milling operation at Inco’s Clarabelle mill has been described elsewhere (Kerr and Kipkie, 1985; Agar, 1991). While maximizing the recoveries of chalcopyrite (Cp) and pentlandite (Pn), continuous effort has been directed toward improving pyrrhotite (Po) and rock minerals (Rk) rejection. Inco discovered diethylene triamine (DETA) and triethylene triamine (TETA) (Marticorena, et al., 1994) for pyrrhotite rejection. Falconbridge further improved pyrrhotite rejection using DETA and SO2 (Kelebek, et al., 1995). No special technologies are used in the rejection of rock minerals."
