Evolution over decades and progress over last five years have been made in many topics of interests to rock mechanics, geosciences, physics, and multi-disciplinary interactions in underground research laboratories and development facilities, as well as in underground energy recoveries and environmental assessments. Rock mechanics and geotechnical engineering advances are associated with quantifications of disturbed/damaged zones and rock alternation and bursting processes and creation of underground spaces and accesses associated with deepening of shafts and lengthening of tunnels. Geophysics and earth sciences advances are associated with continuing collections of seismic, electromagnetic, and gravitational data and conducting various thermal, hydrological, mechanical, chemical, and biological investigations, both separately, simultaneously, and in different coupled ways. Astroparticle and underground physics advances are associated with many long term experiments to detect rare events and needs for increasing larger and deeper halls to accommodate next generation detectors, shielings, and isolations. There are also increasing interesting in underground settings to explore multidisciplinary and inter-disciplinary sciences and technologies. Energy and environmental sciences and assessments have evolved from traditional oil and gas focuses to recent activities associated with green resources and alternative recovery/disposal strategies. The evolution and progress of these interdependent and related fields are discussed in this quadrennial Congress.

Without an exclusive definition of administration in business, we could propose to define it as performance by management to adopt or implement established business formulas. Administration could also be defined as a universal process that organizes people, and achieves, through efficiency, common objectives and goals. Humanity developed some form of this process from the beginning of civilization. To imply that something is new in administration might be considered specious or naïve. Moreover, what is new in management? Administration of business is not new to the world. To prove this statement, we need only ask this question: Does the architecture and monumental workmanship of the past civilizations of ancient Egypt, Rome, and the Incas demonstrate management without administration and without definition of objectives? The answer must be a resounding ?NO!? In spite of this acknowledgment and for the purposes of this presentation, I will use the word ?new? in business and hope that the reader will follow my reasoning. The mining industry has unique characteristics in respect to other industries. It is multi-disciplinary, has a single purpose (majority for one metal), has two players (man and nature), and it involves high risks for generating environmental imbalance. Mining exploits non-renewable and finite resources, creates an unstable job market (work hard to have no work) and a speculative economic market with unpredictable prices ? a one-time payment for a finite resource with multiple recycling. On top of all that, the industry still operates within obsolete petroleum-based technology, utilizing practices that were designed two centuries ago. Today, we confront the challenges of the millennium with outmoded practices and management. Ordinarily, several styles of administration are standardized into a FRAGMENTED vertical system of organization. Mining has rigid objectives in production, with profitability as the focus from the beginning to the end. Citing the concept of safety, as an important facet of production is bombastic since, in truth, mining is an experimental industry that consistently reports high numbers of fatal accidents. In mining, we designed a process to work according to our objectives, demanding attention and supervision of all levels of management with a halo of parameters that are not assimilated into the design. We continue to perform a rigid style of management in an industry that is still not responsive to variations of the market ? losses in particular. The existing design process generates loss without capitalization and without response to said loss. This perception is reflected in a mindset that is only too ready to ignore mining liabilities. The reality of the enterprise has created an immense pressure from top to bottom in the hierarchy to do more with less. It is for all of these reasons that I propose to set forth a new essence for administration that encompasses an alternative vision and style in mining: Management by Loss. MANAGEMENT BY LOSS Management by Loss (MBL) is a systematic, integral process organized to quality control operation and the human profitability within the industry. It permits focus on achievable goals by utilizing the best practices (Mining Open-closing). Identification and characterization of loss in the process determine how objectives are defined, controlling the time limits to execute based on constant balance of mass, energy, water, and ?wastes? in each stage of the industry, in order to reach final objectives. The concept of loss can be defined by various criteria. Generally, it is the mass that could not make or arrive at its destination from a designed process or simply, it could not maintain balance. Otherwise, the design of the process describes the final point of the resource. However, those resources could not make their destination because of failure to use the best design, resources and TIME. The loss has typical characteristics such as Identifiable, classifiable, measurable, manageable, controllable, valuables, negotiable, avoidable, reportable, and monitoring. In the traditional scheme, these losses are not registered; they are made exclusions. We are trapped within a system, which was designed to obtain objectives of the industry in a specific timeframe. In the present style of administration, the focus is total - our emphasis in this treatise is in the loss. The current traditional report form contains only the most positive achievement of objectives, only the best of the exercise, humanizing numbers, without touching what we left behind or what we were waiting for to assimilate as a ?surprise account?(new account of liabilities). Management by loss is a method that redefines the concept of waste (waste zero) for controlling the mine operation under the equilibrium of the ecosystems. This method confronts the problems that impact our industry in this millennium. Understanding and quantifying losses (reserves, resources, time, energy, water, soil, materials, equipment, tasks, labor, ecosystems, etc) is a priority mandate for the industry and demands the application of a ?new ? style of administration by seeking to maintain balance instead of the disequilibrium that mining now creates in nature. It is necessary to answer questions such as: How can we minimize loss? How can the loss be assimilated during the life of the mine? What is the vision of mining in respect to the generation of waste? How can we convert liabilities into assets? In addition, the control of loss is determined in the achievement of the plan. Loss occurs because of a failure of the process in the original plan. Still we do not plan to fail but we fail to plan appropriately. It is a remarkable thing to accomplish and compel those objectives described in the original plan when that plan is designed with a determined budget. If not, we lose time and, of course, capital. Moreover, in Management by Loss (MBL), we can find answers to the following questions: What is the multiplier of productivity in mining? What are the influences of identification and characterization of loss and what is the level of efficiency of energy in order to achieve waste zero (effective cut off grade)? The challenges of mining in this millennium validate this new style of administration. Finally, it is important to point out that mining is entering into an era that has different rules, but the industry is still run by companies functioning with objectives from two centuries ago. They are trying to confront issues with concepts that are not designed for new tasks. Therefore, I ask you to consider this new style of administration of business under a vision of how the industry should be organized and managed, with an attitude of balance toward nature and social responsibility.

The U.S. Bureau of Mines conducted a study to evaluate the effectiveness of automatic water sprinkler systems in the extinguishment of incipient conveyor belt fires under ventilated conditions. Large-scale experiments were conducted using a double strand conveyor belt configuration. Standard response, pendent-type sprinklers, with activation temperatures of 100°C, were installed above and between the two strands of belting, in accordance with Federal standards for sprinkler system installations in belt drive areas. Experiments at airflows of 1.1 and 4.6 m/s showed that the sprinklers activated later, the peak heat release rate was larger, and more betting was consumed at the higher airflow. In experiments with 74°C, fast response, directional sprinklers, the sprinklers activated at the same heat release rate for both high and low airflows, but the peak heat release rate and amount of bett consumed was slightly higher at the lower airflow. Experiments were also conducted with 100 °C, standard pendent sprinklers installed above the top belt, in accordance with the National Fire Protection Association (NFPA) Standard 123 for sprinkler system installations in conveyor belt drive areas in underground coal mines. In these experiments, the heat release rate and amount of betting consumed was larger at the higher airflow.

Because of the adverse environmental effect of Chromate, Molybdate ions had been investigated as replacement for Chromate and the results had shown not to be encouraging. Film deposited from peroxopolymolybdate (from reaction of Molybdenum meta, with excess Hydrogen Peroxide), are more robust than that deposited from molybdate solutions. This was shown to be due to higher fraction of Mo (IV) and Mo (V) that form from Mo (VI) in the peroxopolymolybdate deposited film than the film deposited from Molybdate solutions. The peroxopolymolybdate film contains 40% un-hydrated molybdic acid, tetraperoxodimolybdate and tetra peroxo tetra molybdate. The protective properties of peroxopolymolybdate were shown to be due to the effectiveness of the un-hydrated molybdic acid.

"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. The illustrated device uses the principle that the lamp can burn with a smaller inlet passage if the air is rich in O2 and that the size of the inlet can be made a measure of O2 percentage. The appliance consists of an adjustable cut-off applied to the inlet of a safety lamp of the improved Gray pattern. Precision is assessed from tables of calibration tests in air contaminated with blackdamp of CO2:N2 composiiton 1:5.67 at temperatures of 40-70 degrees F. Results are presented of tests at St. Germain's colliery, of tests in air contaminated with pure CO2 and of air contaminated with both blackdamp and inflammable gas; published ranges in mine-air blackdamp compositions are tabulated as ranging from 90.06% N2 to 43.90% CO2. When firedamp is present at 1.25-2.5%, its content must first be estimated by means of the cap and a fifth of its value then deducted from the lamp reading for O2

Hazen Research, Inc., has developed a new process for removing pyritic sulfur and ash from coal. Feed coal is contacted with iron carbonyl vapors, Fe(CO)5, at 190°C which puts a thin skin of magnetic material on the pyrite and ash, but does not affect the coal. Thus, low intensity magnetic separators yield a nonmagnetic coal, low in sulfur and ash, and a magnetic refuse, high in sulfur and ash. Results are given for clean coal produced by this method. A comparison is made between results of the magnetic process and the U. S. Bureau of Mines two-stage flotation process cleaning identical samples of Pittsburgh Coal. Capital and operating costs of the two cleaning methods are discussed.

The clean utilization of the residue containing chloride, CuCl residue, produced from zinc hydrometallurgy is very important for the recycle of valuable metals. And drying is the main process in recycling. In this study, response surface methodology was used to optimize operating conditions of the drying of CuCl residue in a convection oven and desirability function used as the methodology for the optimization. Optimization factors were air temperature (80–100°C), material thickness (10–25mm) and process time (80–120min) while investigated responses was final moisture content. The optimum conditions were found to be the temperature of 95.48°C with the material thickness of 13.47mm for the process time of 89.48 min. Under optimum conditions, the predicted moisture content of CuCl residue was 4.11% while the experimental date was 4.13%. The experimental value after process optimization was found to agree satisfactory with the predicted value. After drying, XRD was used to analyze the main phases of CuCl residue. The CuCl residue is made up of CuCl,Cu2O, ZnS and other compounds.

Ambient electromagnetic (EM) noise (natural or manmade) is a major limiting factor for the design and operation of many electronic devices, including through-the-earth (TTE) communications and tracking systems. Extensive studies on EM noise were conducted by the US Bureau of Mines in the 1970s and 1980s. Changes in the design and operation of electrical equipment since then, however, have resulted in changes in the EM noise environment. This paper reviews past research on surveying EM noise in the extremely low-frequency (ELF) and very-low-frequency (VLF) bands, which are the operating bands for TTE systems, and introduces a new battery-powered, rugged, portable measurement system for surveying EM noise in mining environments. Examples of surveyed EM noise measurement results in and above an active underground coal mine, using the new system, are presented in terms of absolute magnetic field strength levels. A new metric, average noise level (ANL), is introduced to characterize the noise level relative to a particular frequency band for a specific location. It is found that EM noise in mining environments varies significantly with time and location. EM noise levels at frequencies of 30 Hz that shifted from power harmonics (e.g., 90, 150, 210, 270 Hz) are relatively low and their variation with time can be statistically modeled by a Gaussian distribution. The conclusions and findings presented in this paper can help better design and operate TTE communications and tracking systems in underground mines.

Recent antipollution legislation for the control of mine tailings and waste-water has required an increasing number of tailings ponds. Many of these new waste-retention ponds are being constructed in congested locations, or the older ponds have reached such a size that--if failure occurs--they pose a threat to human life and public property. Although the typical tailings-disposal embankment represents--to the casual-, observer or the economy-minded mine official--a rather ugly but benign and stable pile of waste, they are in fact an extremely sensitive structural mass, retained behind the frailest of dikes. Failure of the waste mass requires only a minor change in water retention or weather conditions, erosion or piping of the ground strata, shifts in load or slight earth tremors. When failures occur, the results can be disastrous. In the U.S., we have been fortunate that, so far, pond failures have not caused loss of life. Thus, failures in this country have attracted little public attention. Present tailings-pond construction methods used by the mining industry require the barest money investment, and little engineering effort. Unfortunately, this superficial approach may increase short-term profits, but the practice may be conducive to the construction of needlessly weak structures. In coming years many of these designs will probaly become corporate liabilities. A typical pond is portrayed in Figure IA. This particular pond in Arizona is 1 mile long and 3/4 mile wide. The real cost of any mining incident has, empirically, proven to be estimation-driven, rather than factdriven. One of the main reasons for this lies with the complexity of the cost composition of any given mining incident. Incident costs comprise both direct and indirect cost factors, and in many cases the costs associated with these factors are incurred during different time periods following the incident. In this paper we aim to identify the various cost factors arising from mining incidents, provide a thorough understanding of all the potential cost factors identified, and draw general conclusions on the knowledge obtained. Furthermore, recommendations are made on how mining companies could use the results, in order to assist them in calculating the costs of mining incidents. The paper also provides suggestions for further research, with the emphasis on the most significant immeasurable cost factors, namely the costs of implementing job accommodations following an incident, the harm to company reputation, and the decreased productivity due to low worker morale/psychological factors following an incident. If mining companies are aware of and understand which factors could contribute to the cost of any given incident, future planning and incident cost estimations could be easier. It should, however, be noted that although this study provides a comprehensive list of cost factors (and detailed explanations), other unknown cost factors relating to mine incidents could prevail in extreme cases.

IT is to be regretted that the data respecting the use of dry-air blast, which was presented to the Iron and Steel Institute at its meeting in the United States, in October, 1904, should. have been restricted to the period from August 25th to September 9th inclusive, and from September 17th to 30th inclusive. In order to present the paper at all it was found necessary to limit the record of operations to the period above stated. In the discussion of the paper it would appear from the conclusions of some participating therein, that they have been placed at some disadvantage in considering the economies obtained through the use of dry-air blast, by reason of the data covering such a short period. It is the purpose of this communication to present in detail the record of operations of the Isabella Furnaces from November, 1904, to March, 1905, inclusive, as shown by the furnace-records. The month of October, 1904, is not included, as the furnace using dry-air blast was stopped several times for repairs, and while the record was a very good one considering these interruptions, yet it was not a continuous one. The record for Furnace No. 1 using dry-air blast, and the comparison with Furnace No. 3 using natural air for the month of November, 1904, is set forth in Table I. By a reference to my former paper it will be noted that the month of November is the beginning in this country of the winter period, when the atmosphere decreases rapidly in humidity. The month of October being the transition month in the autumn and April in the spring, and furnaces using natural air approach more closely, from November on, to the conditions obtained by the use of dry-air blast. As an integral part of the conversion from rail haulage to conveyor haulage at Henderson, over six kilometres of drifting and several large complex openings were mined. The deepest of these areas was nearly two kilometres beneath the surface, bringing all of the challenges of rock stress and heat that come with mining at these depths. Though many mines operate at these depths, the development of the infrastructure necessary to support a 36 000 tonne per day caving operation brought some unique challenges to the development mining activity. The issues handled include: finding experienced staff for a æfast trackÆ development program; rock bursts and ground conditions; inflow of 50 degree centigrade water; acceleration of the project completion; large diameter raise boring and difficult muck handling.

"Available literature on the effect of re-entrainment on overall airborne dust concentration in mine airways or the fundamental mechanisms of coal dust re-entrainment in mine atmosphere is scant (Shankar and Ramani, 1991 ). Therefore, as part of the Respirable Dust Center's ongoing research, the following three-part study was undertaken:• a study of the re-entrainment phenomena of anthracite and bituminous coal dust particles in a wind tunnel under the influence of varying air velocities;• a study of the same in the Lake Lynn Laboratory Mine of the USBM with both air flow and walking by personnel causing re-entrainment; and• the mathematical modeling and computer simulation of the re-entrainment phenomenon.In this paper, results from the re-entrainment studies in the wind tunnel and the Lake Lynn Laboratory mine are presented. Comparing the results from the two studies,it was observed that increasing the air velocity increased the rate of re-entrainment ( Shankar and Ramani, I 994a) and the rate of re-entrainment decreased with the time of exposure of the source dust to the flowing air. In addition, when the source dust was composed of particles of different sizes, the airborne dust concentrations due to re-entrainment were higher than when the source dust was composed of particles of the same size. The contribution of airborne dust concentration due to air flow was negligible compared to the contribution due to walking. IntroductionIn underground coal mines, dust is produced primarily during the process of mining and during such activities as pillar spall, loading, belt transfer and roof fall. The generated dust is entrained and then collects on surfaces through dispersion, diffusion and eventual deposition. Removal forces, such as flowing ventilation air or turbulence caused by walking and moving vehicles, can re-entrain the deposited dust (Hall, 1955). A portion of the re-entrained dust remains airborne and increases the concentration of airborne dust in mine airways.The presence of airborne coal dust in mine airways in large concentrations can be hazardous. Health effects include coal workers' pneumoconiosis (CWP) and silicosis, and it can be a nuisance affecting visibility. In addition, as is common during methane explosions, if the concentration of airborne coal dust becomes significant, there could be a coal-dust explosion (Singer, Cook and Grumer, 1972; Singer, Harris and Grumer, 1974; Edwards and Ford, 1988). Through concerned research efforts over the last decade, significantprogress has been made in reducing the airborne dust concentration in mine atmospheres. However, secondary sources, such as re-entrainment, have not been studied in-depth. It is important to understand the phenomenon of re-entrainment and its potential contribution to the airborne dust concentration in mine airways for further decreasing airborne dust hazards in mines."

Inco flash smelting blows industrial oxygen, dried Cu"Fe-S concentrate, Si02 flux and recycle materials horizontally into a hot (-1500 K) furnace. Once in the furnace, the oxygen reacts with the concentrate by Reactions 1.1, 1.2 and 1.3 to give: (a) liquid matte, 55 to 60 mass%Cu (b) liquid slag, 1 to 2 mass% Cu (c) off gas, 60 to 75 volume % S02. The matte is tapped into ladles and sent to converting, Fig. 1.3. The slag is tapped into ladles, and sent to a stockpile; with or without a Cu-from-slagremoval step. The off gas is water-quenched, cleaned of dust and sent to a sulfudc acid plant. The [nco flash furnace is also used to recover Cu from molten recycle converter slag. The slag is poured' into the furnace via a steel chute and water-cooled door, Fig. 3.1. In 2000 there are five Inco flash furnaces in operation: at Almalyk, Uzbekistan (Ushakov, et at. 1975); Hayden, Arizona (Marczeski and Aldrich 1986); Hudey. New Mexico (Belew and Partelpoeg, 1993); and Sudbury, Ontario (two furnaces, Carr etal, 1997, Humphris et ai, 1997; Molino et ai, 1997). The Almalyk, Hayden and Hurley furnaces smelt Cu-Fe-S concentrates. The Sudbury furnaces smelt Ni-Cu-Co~Fe-S concentrates'to produce -45% Ni+Cu+Co matte and -1% Ni+Cu+Co slag.

The smelting of tin slags was undertaken at the Bureau of Mines Albany Metallurgy Research Center (AMRC) to produce crude columbium-tantalum ferro-alloy as a unit operation in the production of pure columbium and tantalum oxides or chlorides. Columbium and tantalum-rich alloy was prepared during short unrelated campaigns over a total period of 12 years. Tin slags from Malaya and the Congo (Geomines) were smelted. These slags were reduced by carbon in a small, single-phase, steel-making furnace} a larger three-phase, steelmaking furnace, and a three-phase, submerged-arc furnace, In all cases depleted slags were fluid and easily tapped from the furnace. However, unless diluted by iron additions, the metal product was a viscous, high-melting, heterogeneous mixture that could be removed from the furnace only by hand rabbling.

Roof bolter operators may be exposed to high respirable dust concentrations on continuous miner sections with blowing face ventilation when bolting is performed downwind of the continuous miner. One solution to reduce the high respirable dust concentrations is to use a canopy air curtain (CAC) to deliver clean air from a filtered blower fan directly to the bolter operators under the canopies. The influence of CAC installation in the airflow and dust dispersion around the location of the roof bolter operator can be evaluated by using computational fluid dynamics (CFD). This study, performed by the National Institute for Occupational Safety and Health (NIOSH), considers two scenarios: (1) a roof bolting machine in the center of the entry for installation of the fifth row of bolts from the face, and (2) a roof bolting machine positioned close to the face for the installation of the last row of bolts. In both scenarios, the bolting machine is placed in an environment which contains 6.0 mg/m3 of respirable dust and is ventilated by a blowing curtain with 3000 cfm (1.42 m3 /s) of air. This environment is used to simulate the roof bolter machine operating downstream of a continuous mining machine. Two operation positions are simulated at the same bolting location: dual drill heads in the inward position for two inside bolts and dual drill heads in the outward position for two outside bolts. The influence of the CAC on airflows and dust dispersion is evaluated with the CAC operating at 250 cfm (0.12 m3 /s).

"One of the key drivers of geometallurgy is to define the ore characteristics and their variability to build a geometallurgical model. The inclusion of waste rock properties and their variability is just as important, given that the generation of acid rock drainage (ARD) poses one of the most significant environmental challenges facing the mining industry. Formed through the oxidation of sulfide minerals in the presence of oxygen and water, ARD generation is exacerbated through the regeneration of lixiviates by naturally occurring iron- and sulfur-oxidising micro-organisms. In order to manage the potential risk of ARD pollution, timely, accurate, reliable and robust characterisation and prediction of the ARD potential of waste material is critical from an early stage in the mining process.This study demonstrates the use of the biokinetic-accelerated weathering test developed at the University of Cape Town to characterise the ARD potentials of gold waste rock samples under microbial conditions. These tests are performed in conjunction with standard characterisation tests to provide an indication of the potential for ARD generation under both chemical and biological conditions. Results provided information regarding the relative rates of acid neutralisation and acid generation, with the contribution of specific minerals to the observed behaviour considered through use of a detailed mineralogical assessment.
