After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.

The ability to compare explosives is fundamental. Numerous methods are used and while simple conversion factors are often used, the use of TNT Equivalency (TNTe) is not a simple subject as explosives exhibit very different equivalencies depending on whether the pressure or impulse are being considered as well as other conditions. The scaled distance has been found to have a significant effect on the TNTe but due to the difficulty of taking measurements at very close ranges, no TNTe have been quoted for charges in direct contact (Z=0). This paper describes the use of a ballistic pendulum to measure the impulse from contact charges and presents some surprising results that require a two-stage propulsion, as originally described by Backofen, to be explained.

A study of the combustion emission products of rigid ventilation ducting was completed by the U.S. Bureau of Mines. The ducting was composed of fiberglass-reinforced polyester resin. Four properties of the ducting were evaluated: (1) propensity to ignite, (2) smoke characteristics, (3) gas emissions, and (4) heat release. Particle sizes, obscuration, optical densities, and production constants for gas and smoke were also calculated. These results provide comprehensive data about the emission products, detectability, and relative hazards of fiberglass-reinforced plastic ducting and other mine combustibles under realistic fire conditions.

Lump ore is one of the key ferrous feeds used in the blast furnace ironmaking process, normally accounting for ten to 20 per cent of the blast furnace burden. Like other feeds, the characteristics of lump ore have an important impact on the stable operation and productivity of the blast furnace. Lump ore is usually assessed chemically, physically and mineralogically to establish its likely blast furnace performance. The physical characteristics of lump ore are strongly related to the chemistry, mineralogy and texture of the ore involved. In this paper, the blast furnace ironmaking process is reviewed, with particular emphasis on the key quality requirements for the ferrous burden material. A variety of key physical characteristics of lump ore measured using standard and non-standard methods are then described and subsequently correlated with the chemical and mineralogical characteristics of the ore wherever possible. Finally, the impact of these physical characteristics on blast furnace operation is assessed.

"After almost 100 years, since the first commercial application began in Australia, flotation has shown an extraordinary growth and nearly 2 billion tons of ore per year are presently treated by flotation processes. During this time flotation has promoted a wide scope of research activities ranging from fundamental chemistry and hydrodynamic studies to studies of industrial operations. In general, fundamental studies have been mainly related to ideal situations. In recent years, however, large efforts have been focusing on achieving a better insight into the actual sub-processes provided by the development of new and more sophisticated instrumentation. Since the massive incorporation of flotation columns, around 15 years ago, a renewed interest in flotation fundamental studies, process modelling and new cell designs have been observed worldwide. The key role of the froth has been recognized as an independent and sometimes rate limiting process step. Thus, separation of pulp and froth process stages seems the most appropriate in terms of process modelling, diagnostic, design and scale-up purposes.In relation to flotation equipment development, until the middle of the 1970’s, only the sub-aeration mechanical cells were dominant. Since the 1980’s, the use of pneumatic cells and forced air mechanical cells has emerged strongly. Also, in the last decade, flotation equipment has shown a dramatic increase in size, reaching values of 200m3 in unitary mechanical cells and more than 300m3 in columns. The general feeling, however, is that, despite the great advance observed in terms of process knowledge, the mechanisms and principles of industrial flotation cells design and scale-up are still not fully understood.Advances in process instrumentation and control now in use allow for more efficient operations, both in metallurgical performance and savings in operating costs."

This report presents a study by the Federal Bureau of Mines of technical factors related to the production of special carbon and tar from selected Wyoming coals. Certain Wyoming high-volatile bituminous and subbituminous coals were processed in bench-scale apparatus to determine potential carbonization yields and in pilot plant retorts to produce sufficient char and tar for testing. These tests have shown that a critical selection of coal is necessary when the coal is processed for a specialized carbon. Generally high yields of tar are obtained from low-temperature carbonization of Wyoming high-volatile bituminous and subbituminous coals, and the yield of tar usually increases with increase in rank within this range of coals. The production and evaluation of industrial carbons from Wyoming coals by using pilot plant and bench-scale techniques is part of the continuous program of upgrading western coals. It has been found that: 1. Most Wyoming coals are nonagglomerating and may be carbonized in fluidized systems. Chars produced in pilot plant retorts at low temperatures contain about 17 to 23 pct, residual volatile matter and are easily ignited. These chars appear suitable as power plant fuel. The tar-plus-light-oil yields range from 14 to 40 gal./ton of raw coal processed. 2. Wyoming high-volatile coals produce a slightly smaller and somewhat weaker coke than currently mined Western United States high-volatile coals used commercially as blending stock in metallurgical coke production.

Cominco Snip is a 60: 40 joint venture of Cominco Ltd. and Prime Resources Group Inc. Cominco manages the operation. The mine site is located in a narrow mountain valley where Bronson Creek enters the Iskut River in Northwestern British Columbia. Access is by air only to the company's 1,500 meter airstrip. Milling at a designed feed rate of 300 tpd began on schedule in January 1991. Tonnage and gold production in the form of bullion bars from the gravity circuit and gold bearing float concentrate have exceeded design forecast. This presentation will examine many of the factors that influenced the final plant design inclusive of exploration findings, bench scale and pilot plant test results, environmental and social considerations, capital and projected operating costs and product transportation alternatives such as the operation's Hovercraft.

The particle dispersion phenomena in a turbulent gas jet of the flash smelting process has been investigated. The particle number density in a non- reacting jet was measured experimentally by taking photographs of the particles in flight and counting them using the image analysis. Numerical computations were also performed using a mathematical model for a turbulent particle laden gas jet The experimental particle number density data were then compared with the predicted results of the model. Good agreement was obtained between the experimental and predicted data. The effects of the parameters such as the injector design, particle loading and air flow rate are discussed. Optimization of the concentrate burner design can be achieved with the help of experimental and theoretical simulation as performed in this work.

A custom-designed shotcrete system, consisting of an 8-m3 (10-cu-yd) transit mixer and a shotcrete spray boon carrier, is used by a two-man crew to transport and place up to 25 m3 (32 cu-yd) of steel fiber reinforced, dry, silica fume shotcrete per 11-hour shift. Shotcrete is custom blended by a local supplier and delivered predampened. Mix design and quality control are performed with a computer program that develops and graphs a properly balanced mix based upon the materials sieve analyses.

Cyanide is exceptionally reactive, and in typical gold/silver processing liquors, cyanide may be transformed into various species and forms depending on the mineralogy of the ore and chemical make-up of the process water. The exact speciation and relative concentrations depend on the Eh and pH values, as well as the free CN concentration in the system. Very good cyanide balances can be achieved by the judicious selection of the analytical techniques used. The choices an analyst has to make (which analytical methods to use and which ones to avoid) in order to gain better understanding of cyanide speciation and balances in a particular system under investigation will be discussed. Examples of cyanide balances obtained for the laboratory scale tests (agitated leach and column tests) will be presented and discussed.

"Laser assisted chemical vapor deposition (LCVD) is a new containerless fiber process whereby growth of small diameter fibers or microstructures (microsprings, microsolenoids) occurs directly from the vapor phase. The laser beam has a focal point adjusted to coincide with the tip of the growing fiber inside the reaction chamber. Since the growing fiber is not in contact with reactor walls or foreign materials, it is chemically pure, and suitable for optical uses and uses requiring high structural uniformity. Continuous fibers and multifilament yams are possible. The use -of high reaction chamber pressures (1-10 bar) and a small wavelength Nd-YAG laser made it possible to fabricate small diameter fibers at growth rates >1 mm/s. This paper introduces and outlines the implementation of Reliability Centered Maintenance (RCM) at Phelps Dodge Hidalgo Inc. By using a disciplined approach to the everyday maintenance functions, a proactive strategy is being developed which "raises the bar" for plant maintenance. The main objectives are: integration of Operations and Maintenance partnerships, transformation of maintenance practices from a reactive to proactive mode through the introduction of a progressive Predictive/Preventive Maintenance program (PDM/PM) paradigm changes, increased management support of maintenance functions, introduction of new indices and root cause analysis, updated; training, and definition of RCM components. RCM is the vehicle being utilized to reach the higher level of equipment availability and utilization. However, the ultimate goal is to venture beyond RCM and into the new frontier of Total Maintenance Management (TMM).

Optimising flotation designs and innovations is a complex process involving many parameters, one of which is ensuring sufficient testwork is carried out at plant level before these innovations are launched in the marketplace. This paper will describe how modern design tools are utilized, what are testwork phases at various plants and how results and observations have helped to validate and optimise flotation design innovations. Scale-up of equipment has long been the prevalent trend, but how long can it continue? Are there other means for pushing the boundaries of present technology? Some present challenges and future directions are given in the light of theoretical criteria for scale-up and how it has been applied in practice. Very large flotation cells of 300 m3 size have been installed in New Zealand, and relevant results from the metallurgical and mechanical aspects are presented and discussed. Utilization of the cell volume is also important. New innovations in the hydrodynamic domain are presented and discussed. Means to enhance flotation of coarse and fine particles are shown with results from plant testwork. Accurate control of large flotation cells is vital to optimize yields and grades. Froth image analysis and intelligent level control are presented ? again - with relevant plant results.

This report describes Bureau of Mines experiments and reviews the work of others on the exposure of coal and coal-derived products to gamma rays and some other types of radiation. Results are presented on tests of three bituminous coals and a lignite that had been pulverized to minus 200-mesh particles and exposed to 1,000 megaroentgens of gamma irradiation from spent-fuel elements of a nuclear reactor. Of about 20 chemical and physical tests in Bureau work, only mass spectrometry of gases evolved during vacuum pyrolysis of the coals to 450° C gave results indicating differences in the irradiated and unirradiated samples. Mass-spectral distribution curves for CO and CO2 evolution showed fewer irregularities (reversals of curvature) for irradiated coals; thus, mass spectrometry appears to be the most sensitive method for determining radio-induced changes in coal. It is concluded that coal is not significantly altered by gamma irradiation owing to the resistivity of its highly condensed ring structure. High-level gamma irradiation, therefore, is unlikely to prove advantageous in coal processing and utilization. Specially treated coals, because of resistivity of coal to radiation damage, may be useful as an absorbent in processing radioactive wastes.

The importance of United States coal exports as a component of the national economy, the potential for growth of these exports, and the inter-national character of this sector of the coal industry are described in this report. The report summarizes some of the many background elements in the rise of United States coals to preeminence in highly competitive world markets. It presents some insight into this important sector of United States industry and the positive contribution of this sector to the Nation's balance of payments. It contains pertinent basic statistics on production, trade, and consumption of coal in most major markets for 1960-66. The report examines the movement of United States coals from mines to export markets, tracing and describing origins, exit ports, prices, and trends as well as inland and ocean freight rates and other data vital to an under-standing of some of the practices and complexities of the United States coal markets abroad. A brief sketch of coal production and consumption in principal importing countries is also presented with a short review of some of the more current practices and problems of these countries. Coal produced in inland areas of the. United States can be moved to and distributed economically within coal-producing countries overseas and in Canada. Quality coals from the United States can successfully compete with foreign coals in nearly any area of the world on a truly economic basis because of their high grade and their low cost which derives from the high productivity of the miner and from reasonable ocean freight rates. Because of tariffs, trade embargoes, quotas, and other restrictions, how-I ever, foreign coal markets are relatively limited. Further limitations are imposed in some countries by economic conditions which restrict all imports as a matter of financial and economic necessity. Despite these obstacles, United States coals have brought lower cost quality coals to a large segment of the foreign energy market.

"Diesel particulate matter (DPM), in particular, has been likened in a somewhat inflammatory manner to be the ‘next asbestos’.From the business change perspective, there are three areas holding the industry back from fully engaging with the issue:There is no real feedback loop in any operational sense to assess the impact of investment or application of controls to manage diesel emissions.DPM are getting ever smaller and more numerous, but there is no practical way of measuring them to regulate them in the field. Mass, the current basis of regulation, is becoming less and less relevant.Diesel emissions management is generally wholly viewed as a cost, yet there are significant areas of benefit available from good management.This paper discusses a feedback approach to address these three areas to move the industry forward. The six main areas of benefit from providing a feedback loop by continuously monitoring diesel emissions have been identified: Condition-based maintenance. Emissions change instantaneously if engine condition changes. Operator performance. An operator can use a lot more fuel for little incremental work output through poor technique or discipline. Vehicle utilisation. Operating hours achieved and ratios of idling to under power affect the proportion of emissions produced with no economic value. Fuel efficiency. This allows visibility into other contributing configuration and environmental factors for the vehicle. Emission rates. This allows scope to directly address the required ratio of ventilation to diesel emissions. Total carbon emissions. Enclosed cabs have been used for many years to isolate workers on mobile equipment in the mining industry for health and safety reasons. These enclosed cabs create a microenvironment for workers where they can be either more protected or more vulnerable to contaminants. Over the past decade, the U.S. National Institute for Occupational Safety and Health (NIOSH) has performed substantial research efforts to improve the air quality inside enclosed cabs of underground and surface mobile mining equipment. In these efforts, NIOSH has partnered with mining companies, original equipment manufacturers (OEMs) and manufacturers of filtration and pressurization systems in a synergistic effort to reduce respirable dust and improve the air quality inside these enclosed cabs. Various field studies over this time have shown an array of results ranging from very minor to very significant reductions (protection factor: 3-89) in respirable dust levels inside these enclosed cabs. In addition to and concurrent with the field work, NIOSH also performed a comprehensive laboratory study to evaluate all the factors involved in cab filtration and pressurization systems and identified those factors that were most significant for an effective system. From this comprehensive research effort, the key components for an effective filtration and pressurization system have been identified in an effort to provide the best air quality to equipment operators inside of enclosed cabs of mobile mining equipment, thus minimizing respirable dust exposure.

The increasing mining depths of South African gold mine deposits are resulting in ever-increasing heat loads associated with depth and the geothermal gradient. Together with changes in the mining horizons brought about by the depletion of older, shallower, high-grade reserves, this leads to the need for the continuous review and redesign of cooling requirements. Traditionally, cooling requirements were met by using a combination of cooling strategies, including bulk air cooling on surface and underground. If this proved to be insufficient, chilled service water and secondary remote air-cooling systems were introduced. This paper reviews these practices in order to provide a cost-effective means of catering for the introduction of hydropower at the Gold Fields Ltd South African operations. Some of the equipment that has been developed to meet the requirements of both hydropower and refrigeration includes hydropower fans, cooling coils and in-stope venturis. These are individually described and discussed, together with their roles within the greater strategy. The planned change in the cooling strategy and the employment of these technologies have effectively doubled the cooling available, from 10 MW to more than 20 MW, extracted from the hydropower water used to drive the mining equipment. In conclusion, the cooling strategy described allows a total heat load of approximately 52 MW to be successfully ventilated and cooled through the use of combined surface and underground refrigeration installations, and through the use of hydropower-chilled water.
