This paper is one of a aeries being published by the Federal Bureau of Mines on methods and practices used in mining and preparing crushed stone for market. Performance, in terms of units of work or tons produced per machine and per operator man-hour, is given whenever that information can be obtained. Direct operating costs are useful for comparing different methods and are included if available. In addition to descriptions of equipment and methods used the Bureau considered it desirable to discuss the engineering reasons for the choices that have been made, This paper is particularly concerned with the operation of the Liberty quarry and plant of the Campbell Limestone Co, The plant is in Pickens County, adjacent to the main line of the Southern Railway, and is about 18 miles west of Greenville, S, C. This progress report summarizes operating results on the gasification of natural lignite from five runs of the commercial-scale pilot plant at Grand Forks, N. Dak., during December 1946 and calendar years 1947 and 1948, when the plant was operated for 1,996 hours. A primary specific objective was to determine the useful life of the outer metal retort tube as it is influenced by corrosion and other factors under a wide range of operating conditions. A secondary objective was to develop the technology of production when generating gas with a high ratio of hydrogen to carbon monoxide in both the divided and continuous annuli. Results are summarized in graphs and tables that show hydrogen-carbon monoxide ratios from 2.3 to 9 at gas-production rates from 6 to 12 M cu. St. per hr. (thousand cubic feet per hour), or approximately 30 to 60 cu, ft. per square foot of heated retort-wall surface per hour. Gas yields ranged from 36 to 54 M cu, ft. per ton of natural lignite or 63 to 91 M cu. ft. per ton of moisture- and ash-free lignite, Production rates were higher in the divided annulus, but these represent the maximum capacity of the plant only at high hydrogen-carbon monoxide ratios when the high concentration of excess steam and low furnace temperature limit gas production. A ratio of 6 was the highest produced in the continuous annulus because mechanical Limitations of the auxiliary equipment prevented attainment of higher ratios. The lignite feed rate appears to influence the production rate more than any other individual operating variable. Heat balances for four periods when gas with ratios from 2.3 to 7.2 was produced with a lignite feed rate of about 325 pounds per hour suggest that the potential heat in the gas is lower at higher ratios, owing to increased heat losses in the excess steam. Heat-transfer rates through the retort tube in these four tests were between 1,500 and 3,000 B.t.u. per square foot per hour. These rates are much lower than those reached in many earlier tests, but no attempt was made to achieve maximum rates of heat transfer.

Organized efforts toward the prevention of injuries and occupational diseases have been of comparatively recent origin in the mining industry, dating generally from the beginning of this century. Mining-and particularly underground mining- is more hazardous in many respects than most other major industries, and continual and increasing attention has been given to its health and safety aspects. The importance of the physical well-being of those engaged in mining was recognized by Agricola, who, after describing the hazards encountered in 16th century mining operations, stated that "Some of these evils, as well as certain other things, are the reason why pits are occasionally abandoned." In the past 50 yr particularly, mine managements and labor organizations, separately or collectively, have mounted productive efforts toward the prevention of accidents and industry-associated diseases and illnesses. A statistical study of this period indicates that increasing awareness coupled with the endeavors of all concerned agencies has resulted in decreasing frequency of occurrences of injuries and illnesses. In recent years particularly the mining industry has used the services of safety engineers, industrial hygienists, inspectors, ventilation engineers and other specializing in locating and correcting deficiencies affecting the welfare of employees. Concurrently, the labor movement has incorporated into its organization individuals working in the fields of health and safety, many devoting full time to these responsibilities. Others serve in behalf of their fellow workmen as on-the-job safety representatives. Most authorities agree that accidents are caused by (1) unsafe acts, (2) unsafe conditions and, exceptionally, (3) Acts of God. The "unsafe act" often is cited as the prime cause. but many accidents, and attendant injuries, are the result of a blend of "unsafe acts" and "unsafe conditions," with each chargeable in varying proportions. It therefore is necessary to consider both the physical elements of the mine plant and the training, mental attributes and actions of all personnel involved. Analysis of an accident, if based on hasty reconnaissance and unduly hurried questioning, seldom will disclose more than surface causes and consequently will result in inadequate measures to prevent repetition. Mining involves unavoidable and calculated risks, as in all facets of life. It is most important then that men employed in mining be schooled in the hazards and develop fully the ability to evaluate and minimize risks. The environment, of underground mining often is harsh and strange compared to the more natural surface conditions man has learned to cope with as a part of established life patterns. The miner. therefore, must adapt to unusual situations and conditions and must develop a mental attitude permitting acceptance of change. 3.1-INDUSTRY-AFFILIATED SAFETY AGENCIES L. S. This task report provides the process technology, preliminary design, capital and operating costs for a 25 TPD pilot plant to produce cell-grade alumina using a clay/hydrochloric acid extraction - HCI gas induced crystallization process. The report consists of six volumes: I - Process Technology and Costs; II and III - Equipment Lists, Specifications and Quotations; IV and V - General Specifications; VI - Drawings. The process was selected by the Bureau of Mines as the more promising method to produce cell-grade alumina from clay based on the results of the two previous task reports under this contract: Task I - Comparison of Six Processes (alunite, anorthosite-lime sinter, clay/sulfurous acid, clay/nitric acid, clay/hydrochloric acid evaporative and gas-induced crystallization) and Task 2 - Comparison of Two Processes (clay/nitric acid and clay/hydrochloric acid - gas induced (crystallization). The pilot plant process utilizes a unique dual crystallization process to produce aluminum-chloride-hexahydrate crystals having sufficient purity when decomposed to meet stringent alumina product specifications. The size of the 25 TPD pilot plant has been selected to permit scale-up to commercial size plants of equipment, technical and economic parameters. The capital cost estimate for the pilot plant, exclusive of fee and escalation, for a southeastern U.S. location is $52,311,000 expressed in 1979 dollars. The total time required to construct the pilot plant including engineering and procurement is 32 months. The operating cost to produce the estimated 9,000 tons of alumina required for testing in Hall cells is $40,91[0],190 expressed in 1979 dollars.

Lack of sufficient publication funds has resulted in the accumulation of considerable unpublished experimental work on copper metallurgy by the Bureau staff . The present report gives extended abstracts of this work , as well as a discussion of the best direction for future efforts . The experimental work reported in this series of papers was done in cooperation with the University of Arizona , Tucson , Ariz . The investigations covered in the third , fifth , and seventh papers were done under the direction of G. L. Oldright and the remainder under the direction of V. H. Gottschalk .

A prototype Fire Safety Evaluation System has been developed and is ready to be evaluated by a Peer Consulting Panel and for performing field tests. The system can be used to determine combinations of widely accepted fire safety equipment and under-ground coal mine features that provide a level of safety equivalent to those required by the Code of Federal Regulations-Title 30 for underground coal mines. In this evaluation, equivalent safety performance is gauged in terms of overall level of safety provided rather than by a component by component comparison.

The Code of Federal Regulations Title 30, Parts 56, 57, 75, and 77 require that detonators and explosives be separated by four inches of hardwood or equivalents when transported together in mines. This standard was developed to protect the explosives from initiation by the more sensitive detonators. The research reported here is an attempt to quantify the fire protection offered by four inches of red oak and other materials. Boxes with a volume of 6.75 cubic feet were made from four-inch thick rough green oak (RGO), two-inch thick RGO plied, two-inch thick #1 common (dried) red oak plied, and a metal/plywood composite. These and boxes meeting the Institute of Makers of Explosives' (IME) Safety Library Publication No. 22 were tested in bonfires. The boxes were instrumented with thermocouples, filled with detonators, and placed over a kerosene fire imparting about 16 kilowatts per square meter heat flux for up to 3 hours.

The possibility of cheap electric power for a number of mining areas in this country has suggested to many the idea of electric smelting of nonferrous ores in small units at or near the mines. The electric smelting of nonferrous ores was tested fairly thoroughly 20 years ago by United States Bureau of Mines and by others, and the fact that it did not achieve continuing workable success in any instance is sufficient proof that it offered no advantages at that time.

The Noranda smelter was built by Noranda Mines, Limited, from the designs of A. E. Wheeler, consulting metallurgist, New York, for the reduction of ores and concentrates from the Horne mine, and to treat, on a custom basis, ores and concentrates from other mines in the Rouyn district. The smelter is situated at Noranda in western Quebec, about 330 miles directly north of Toronto. Ground was first broken for construction in November, 1925, before the completion of the branch railway into the district, which was not finished until October, 1926. After many difficulties and delays due to the Jack 'of transportation and the severe weather during the winter months, the smelter was started in December, 1927, and the first blister copper was poured on December 17th. The smelter was built throughout in two duplicate units, each with a rated capacity of 500 tons of ore per day. Operations were started with only one unit, and after several months it was found that one unit alone would smelt 1,000 tons of ore per day. At this time only one shaft, No. 3, existed, and its hoisting capacity and the capacity of the original crushing plant were insufficient to supply ore for two units at the increased tonnage. Accordingly No. 4 shaft was sunk and a new crushing plant provided to handle the ore hoisted there. This work was completed in the latter part of November, 1929, and since that time both smelter units have been operating.

On St. Thomas and St. Croix, and possibly also on St. John, low-quality red-burning clays probably can be developed to provide the major part of the raw materials for structural clay products and earthenware pottery. 2. The potential sales volume for structural clay products is too small to sustain a plant in the Virgin Islands to manufacture such products in competition with Puerto Rico; however, handmade patio tile might be produced successfully. 3. The market for pottery utility wares in the Virgin Islands is too small to justify a plant devoted solely to the production of such wares; but it may be feasible to evolve a diversified community activity to make jugs, pots, casseroles, bowls, charcoal burners, patio tile, and other items.

During harsh weather conditions, the presence of fog, dust in the environment degrades the image’s quality, which affects the visibility of drivers of heavy earth-moving machinery in opencast mines. Due to low visibility, mining operations cannot be carried out as drivers are easily prone to accidents. This paper proposes a technique that includes developing a vision enhancement system called perceptive driving assistant system for increasing visibility of real-time video of the road in front of the vehicle for operators of heavy earth-moving machinery at opencast mines during harsh weather conditions to overcome the problem. The system consists of high-quality Internet Protocol cameras and thermal cameras for real-time image processing and other well-defined devices, which is quite capable of enhancing the visibility of the image, outlining edges of the road, and detecting obstacles present on the path of operators for smooth driving and reducing threat of accidents. A high-speed graphical processing unit has been used for quality-performance parallel computing, which is well suited for real-time operations to empower fast real-time operations. The calculated frame per second (fps) of image enhancement, object detection, and edge detection is 17.91, 15.91, and 25.09 fps, respectively. The actual frame rate is 26.07 fps, and after applying the algorithm, the final frame rate is 19.65 fps. The calculated accuracy of the object detection model is 81.23%. Field trials indicate that the developed system has performed adequately during foggy weather.

One phase of Bureau of lines work in health and safety is promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To insure that devices embodying these features will be available the Bureau has established schedules of minimum requirements for oxygen breathing apparatus, gas masks4/, supplied-air respirators (hose mask, air-line respirators, and abrasive blasting helmet hoods, or masks)5/, and dispersoid (dust, fume and mist) respirators6/. Approval test, of oxygen¬-breathing apparatus are conducted by the Safety Division; approval tests of other types of respiratory protective equipment are conducted by the Health Division. These divisions comprise the Health and Safety Branch.

This paper describes mining methods and practices of the Morenci Branch, Phelps Dodge Corp., Greenlee County, Ariz. It is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in various mining districts in the United States. A similar program, conducted from 1928 to 1939, was generally conceded to have contributed substantially to improving the efficiency of mining operations. The morenci open-pit mine (see photograph, fig. 1) is in southeastern [zona] (fig. 2), on U.S. Highway 666 about 5 miles north of Clifton, county at of Greenlee County. The concentrator and smelter are near the mine at an altitude of about 4,400 feet. Figure 3 is a map of the mine and plant.

Research at the University of Colorado on southern pine and Douglas-fir piling has determined that the existing building code design stress values of 1200 psi and 1250 psi, as determined by ASTM D-2899, are substantiated; but testing procedures should be revised. All full size piling tests should be standardized at 1/d ratios of 2:1, or confined tests performed. Also, it has been determined that theoretical design values for timber piling should not be based on the lumber criteria of D-245 and D-2555, but instead should follow the pattern set by engineers in the utility industry for timber poles, in accordance with ANSI 05.1.

This report presents a structural analysis of the economies of Spokane County, Washington and 21 surrounding counties. An economic trading region made up of 22 eastern Washington, northern Idaho, and western Montana counties, with Spokane, Washington as the central place, was defined for this study. The Micro IMPLAN modeling system with the 1990 county database was used to create an Input/Output based model of the regional economy. The leading industries, with respect to employee compensation, employment, value of exports, and total industry output are shown for each county and the region. The value of total industry output from natural resource based industries is also shown (or each county and the region. The total industry output from the Spokane Economic Trade Area (S ETA) region is valued at $22.3 billion. The SETA region provides $7.1 billion in employee compensation to a work force of 374,000. Spokane County, Washington accounts for about 50 percent of the regional total output, employee compensation, and employment. Both Spokane County and the region as a whole produce about 80 percent of total industry output for final demand with the remaining 20 percent going to intermediate inputs for further production. About $7.4 billion of the $22.3 billion SETA output is exported from the region. Spokane County exports about $4.7 billion, or 41 percent of the $11.5 billion Spokane County output. Exports account for more than 50 percent of the total output in 12 of the 22 counties within the region. Based on the output of the top 25 industries in each county and the SETA region about 9 percent of the industry output from Spokane County and 18 percent of the regional industry output come from natural resource based industries. For counties other than Spokane County, total industry' output from natural resource based industries represents from 12 percent to 81 percent of county output from the top 25 industries. Natural resource industries account for more than 50 percent of total county output in 8 counties within the region

It is difficult to analyse the economics without an integrated view of mine transactions, stockpile inventories, process flows and assays. The lack of integration of mining and metallurgical information with sufficient detail to analyse and act is a problem. However, to take action requires real time information from manufacturing assets, corrected for gross errors from trucks, shovels, conveyors, faulty sensors, bad instrument calibration. Validation methods use process models to identify inconsistent information in the case of corrupt actionable information. This paper presents new strategies that transform the data into business information for continuous improvement and optimization. This technical presentation will review recent implementations enabling large metallurgical complexes to improve their data quality for overall production and energy management. A competence center emerges as an enabler for implementing operational intelligence. The evolution of Web services to troubleshoot plant information and to collaborate at the enterprise level is presented.

Southern Arizona has one of the world's principal concentrations of copper ore bodies. Twenty miles south of Tucson, close to the Mexican border at Sahuarita in Pima County, is the Twin Buttes mine. In mid-1973, the Anaconda Company and American Metals Climax Incorporated (AMAX) established a 50-50 partnership to operate and expand the Twin Buttes property. Anamax Mining Company was established as the operating company for this joint venture. The production from the Twin Buttes mine is shared between the two partners who market independently. A major expansion of the Twin Buttes operation has included an accelerated stripping programrne for the pit, an expansion of the sulphide concentrator, the construction of an oxide leach plant and a 57 MW diesel generating power station. Part of this major expansion, the large tonnage oxide processing plant was brought on stream in 1975 and is now close to design capacity. The "mine to market gap" has been closed by producing high-purity copper cathodes at the mine site from oxide ore reserves. By using a hydrometallurgical process route, copper production is possible with negligible effects on the environment.

Gasoline has become of such commercial and military importance that it is now practically indispensable. This product is of special interest because, in addition to realizing its value, the Nation is learn- ing that the raw materials from which gasoline is obtained are not unlimited. ACTIVITIES OF THE BUREAU OF MINES IN PROMOTING EFFICIENCY IN THE PRODUCTION AND UTILIZATION OF GASOLINE. The Bureau of Mines has directly and indirectly worked for the conservation and efficient utilization of this important product. Some of the bureau's activities have been along lines widely different from those reported in this bulletin. The work of the bureau toward the increase in efficiency of processes for the production and refining of crude oil is too well known to need mention here. Another line of activity in which the bureau has engaged is the collection and publi- cation of statistics on refinery operations. Finally, as immediate preparation for the present bulletin, two surveys of the gasoline mar- keting situation have been made. The primary object of this bul- letin is to make available to the public information obtained in con- nection with these surveys. PURPOSE OF THE GASOLINE SURVEYS OF 1917 AND 1919. Shortly after the United States declared war on Germany the bureau collected gasoline samples in the retail market throughout various parts of the country. Information regarding the sources of these gasolines and the details of marketing them was obtained, and they were subjected to analytical tests which furnished conclusive informa- tion regarding their properties. The information obtained through this survey proved of inestimable value both to the bureau and the United States Fuel Administration, particularly in drawing up speci- fications and in ascertaining the best means of obtaining supplies of particular types of gasoline that were needed. A similar and more extensive survey was made in the months of April and May, 1919, in order to obtain data needed for the revision of the Federal motor gasoline specification. The specification adopted during the war had been the subject of numerous complaints, and it seemed desirable to determine whether or not these objections were valid before attempting revision.
