A maximum acceptable level of 2 mg/m3 of respirable coal mine dust in active mine workings was established, effective January 1, 1973, under the Federal Coal Mine Health and Safety Act of 1969. It is generally agreed that, as a result, coal mines in the United States are significantly less dusty than they were a decade ago. For example, operators of underground mining machines were exposed to between 3.9 and 6.5 mg/m3 of respirable coal mine dust during 1968-69; now they are exposed to between 1.3 and 1.8 mg/m3. Also, the incidence of underground sections cited for exceeding acceptable levels of respirable coal mine dust decreased during 1976-78, and the vast majority of all working sections are now in compliance. This improvement is very substantial by world standards. It must be regarded as a creditable accomplishment by the coal mine operators, federal agencies, and mine workers involved. Most of the improvement has been brought about by the use of existing technology to control, suppress, and collect respirable coal mine dust. Research and development by the Bureau of Mines has contributed significantly to the accomplishment by improving the methods for sampling, control, suppression, and collection.

"The Jaguar concentrator, 60 km north of Leonora, Western Australia (WA), consists of a standard closed circuit semi-autogenous grinding (SAG) and ball mill producing a float feed of approximately 60 micron at 70 t/h. Following comminution, separate copper and zinc concentrates are produced by differential flotation. These concentrates are subsequently dewatered by thickening and then filtration.Separate audits of the Jaguar Operation’s copper and zinc concentrate thickeners were conducted to evaluate their performance, following occasions where site personnel had identified unnecessary loss of copper and zinc concentrate to the thickener overflow. The feedwells were identified as the source of the observed problems due to the following issues with their design/duty:lack of retention time in the feedwell as current design is completely opennot conducive to effective mixing required for efficient flocculationdiameter of the zinc concentrate thickener feedwell was undersize for its duty.To improve the performance of the thickeners, it is planned to replace both concentrate thickener feedwells with a high rate design for their respective duties in February 2016. The audits also identified that the feed system requires modifications with particular importance placed on minimising air entrainment of slurry into the thickener feedwell. Minimisation of air entrainment is hoped to be achieved by providing constant head pressure through installation of weir arrangements in the feedboxes and redirecting each feed pipe so that it feeds tangentially into the feedwell. In addition, improvements to the control philosophy of both thickeners will be made with the installation of an ultrasonic bed level probe and bed mass sensor, in order to make real-time adjustments to the underflow pump speed to maintain steady state operation.Following the feedwell replacement and modifications to both thickeners it is expected that losses of recovered copper and zinc will decrease to undetectable levels. This report documents laboratory and in-mine analyses of diesel exhaust pollutants carried out to assess the fate of potentially reactive species in the mine environment. Specifically, the concentration of stable compounds including carbon monoxide and carbon dioxide, and potentially reactive compounds including nitric oxide, nitrogen dioxide, sulfur dioxide, aldehydes, formaldehyde, acrolein, formic acid, odorants, particulates, soluble sulfates, and polynuclear aromatic hydrocarbons were determined. The concentration and mass emission rates of these compounds were measured in the laboratory under three engine speed and load conditions and with three exhaust control conditions, i.e., none, catalyst, water conditioner. Once calibrated, the engine was installed in the Bureau of Mines Safety Research Coal Mine and the concentration of exhaust pollutants measured at several distances downstream (inby) of the engine. Laboratory results confirm the relatively small effect of exhaust control devices on most pollutants under engine conditions of low speed and load. At higher engine speed and load, the catalyst is more effective in controlling many pollutants. The in-mine data indicates that during residence times, which are typical for miner/exhaust contact, most diesel exhaust pollutants do not decrease in concentration. The obvious exceptions are nitrogen dioxide, sulfur dioxide and formaldehyde. The concentration of these pollutants is reduced by up to 75 percent in five minutes. The lack of increase in levels of obvious reaction products indicates that surface loss may be a major sink for these pollutants.

This report describes the new Bureau of Mines Core Repository System (CORES) and presents the methods for selecting, processing, and storing physical samples and descriptive data for future reference by earth scientists. The system preserves splits of chip samples and longitudinally sliced segments of core. A records retrieval system provides for storage of data on microfilm and magnetic tapes and uses the keysort parameters of location and commodity for the identification of data.

Nickel laterite pressure acid leach plants and reduction roast plants have had a checkered history in their engineering, construction, startup and operational reliability. Many potential projects have been the subject of detailed studies over the last thirty to forty years but relatively few have advanced to commercial production. Four reduction roast plants are currently operating, an additional one was partially constructed but never completed, and another was started up in 1974 and shut down after 12 years operation. Three acid leach plants have been built and commissioned in the last five years, trying to follow the example of the Moa Nickel plant in Cuba. An additional acid leach plant project is currently on hold, following limited construction work, its future subject to review by the owner because of potential cost over-runs. This paper attempts to discuss difficulties that may be encountered as a project is developed and will address factors which may affect production ramp-up schedule, long term production performance and overall production success. Comparisons are made with ramp-up performance at other large metallurgical plants that employ some comparable unit operations. Introduction Most of the Flin Flon ore-body, like many others in northern Canada, was covered by water. The original discovery was made where the ore-body outcropped on a strip of land jutting out into Flin Flon lake. The outcrop could be traced for a distance of 600 feet across the strip of land, but disappeared under the lake on both sides of the peninsula. Following the discovery or location of the property, in 1915, and subsequent to its examination by the H.P. Whitney interests in 1925, an extensive diamond-drilling programme was completed, which proved the existence of an ore-body at least 2,600 feet long and 900 feet deep. In plan, the central part of the ore-body at surface attains an overall width of about 450 feet; including waste horses, and gradually becoming narrower to the south. To the north, it stretches out as a much narrower tongue. The main body is a solid sulphide ore containing gold, silver, copper, and zinc. Adjacent to, and on the footwall side of, the solid sulphide ore-body, there are considerable widths of talcy disseminated copper ore, particularly in the upper 300 feet of the deposit, where the maximum widths occur. The ore-body occurs in a greenstone area, the rock being quite hard on the hanging-wall side, with the footwall schisted, talcy, and much softer. The greater part of the ore-body was overlain by 12 to 15 feet of water and from 15 to 90 feet of mud and clay, this material requiring eventual removal, regardless of the system of mining adopted. The total of mud and clay overburden was estimated at 1,000,000 tons. After considerable study, it was decided to mine the upper 300 feet of the ore-body by open-pit methods; the balance of the ore to be recovered by underground mining . The present paper gives an account of the methods adopted in both operations, and of the problems encountered.

REPUBLIC Steel Corporation's iron-ore properties in the Adirondacks consist of mines, mills, and sintering plants in the Mineville and Port Henry area and at Lyon Mountain. This article will deal with the properties in the vicinity of Mineville and Port Henry. In 1938, when Republic leased the Mineville- Port Henry operations from the Witherbee Sherman Corp., these properties had just come through some hard depression years. As a result, the mine development program was far behind schedule; most of the equipment needed replacement; and above all, the entire system of mining had to be completely changed to reduce operating costs. The concentrator had been in operation for many years; the process was dry and dusty. Machinery and equipment were either badly worn or entirely obsolete. The sintering plant, also long in operation, was badly in need of repairs.

Machine manufacturers’ recommendations on maintenance strategies of capital-intensive draglines are not always based on real data and therefore lead to losses from downtime. This paper proposes a preventive maintenance strategy for a dragline deployed in an opencast coal mine based on reliability-centered maintenance and failure-mode-effects analysis using real operational data. Reliability-centered maintenance replaced a cluster of critical failure components of the dragline while satisfying two specific conditions: (i) the components should be replaced at the earliest mean time to failure (MTTF) within the group and (ii) the time taken to replace all the parts should be equivalent to the maximum downtime within the group. Estimated threshold weightage factor identified twenty-six critical failure components for the preventive maintenance strategy, and clustering of components divided them into nine groups. In a group, the loss that is expected to occur by replacing some of the components before their failure, and the gain by reducing the overall maintenance downtime, has been explained through a cost-benefit analysis. The total net profit generated is calculated as US$200,178. This clustering activity also led to a reduction of annual downtime by 231 h, whose approximate market price as equivalent coal production costs $295,365.

"It is generally known that spontaneous combustion potential is a function of coal rank, with low-rank coals having high susceptibility to self-ignition and high-rank coals having low potential. To establish this functional relationship and use it as an engineering tool to identify the propensity of coal to self-heat, both rank and spontaneous combustion potential should be quantified. ASTM D388 is normally used to classify coals by rank, but this classification system can only serve a qualitative analysis. To classify coals by their potential for spontaneous combustion, the self-heating temperature (SHT) method originally developed by the U.S. Bureau of Mines (USBM) was used by Litton and Page (1994) to correlate coal rank with spontaneous combustion potential. In that method, the SHTs of coal determined by an adiabatic experiment are linked with proximate analysis results through a proposed concept known as the “moist fuel ratio.” This ratio is a function of moisture, volatile matter and fixed carbon, all of which have widely different content percentages in different ranks of coal and have strong relationships with coal rank. However, the method is highly empirical, and there is large standard deviation between experimental data and calculated results. The equation correlating the coal quality parameters to determine SHT should be improved with more experimental data.This paper reports on the development of a new system for predicting the spontaneous combustion potential of U.S. coals, based on coal composition data from the U.S. Geological Survey’s coal quality database. First, the user is provided with a quantified classification of coal rank. Second, based on experimental SHT data covering a wide range of ranks from lignite to low-volatile bituminous coal, the original USBM correlation for predicting SHT is improved for the respective rank of coal. The relationship between the rank and SHT of U.S. coals was developed and plotted. The plot diagram can be used for a quick estimate of the SHT of a U.S. coal and as a cost-effective tool for the initial risk assessment of a new mine development."

The Bureau of Mines is investigating the technology of petroleum and its products, the investigation including well-drilling methods and the transportation, treatment, and utilization of petroleum and of natural gas, with especial reference to the prevention of waste and to increased efficiencyin the development of oil and gas resources in land belonging to or controlled by the Government. During. the winter of 1912-13 the enormous waste of the gas encountered while drilling for oil in the Cushing field, Oklahoma, called forth protests from various sources, and appeal was made to the President of the United States and to the Secretary of the Interior in behalf of the landowner and of the public in general. The facts were wanted regarding the amount of waste and the technical conditions that were responsible for practices causing it. An investigation was ordered and conducted under the direct supervision of the late J. A. Holmes, the first Director of the Bureau of Mines. R. S.Blatchley was sent to investigate the amount of waste going on in the Mid-Continent flelds.s In the latter part of March, 1913, J. A. Pollard and A. G. Heggem were sent to Oklahoma to study well-drilling methods with reference to the waste of gas from wells on Indian lands and to suggest means of preventing the waste of natural gas on such lands. Pollard and Heggem decided that the mud-laden fluid process, which had been used successfully for some years in Texas, Louisiana, and California was the method that would meet the situation most efficiently and economically. The method was accordingly demonstrated in Oklahoma. In 1914 Congress provided for the employment of six oil and gas inspectors to supervise oil and gas mining operations on lands of the Five Civilized Tribes in Oklahoma and to conduct investigations with a view to the prevention of waste. Positions under this appropriation have been held by William F. McMurray, James O. Lewis, Harry D. Aggers, Ralph R. "Weed,George W. McPherson, James C. Fowler, Louis W. Courtney, and Carl H. Beal, the technical work of these men being directed "byW. A. Williams, chief of the petroleum division, Bureau of Mines. After careful and impartial investigation of conditions in Oklahoma, these men also decided that the mud-laden fluid process was the one best adapted to prevent further wastes. In 1915 laws were passed by the State of Oklahoma that provide for the conservation of natural gas and oil, authority being given to the corporation commission to make rules and regulations and to employ agents to enforce them. After hearings and investigations, the corporation commission reached substantially the same conclusions as the Federal agents regarding the importance of the wastes and the best methods of conserving the gas. Technical Papers 66a and 68b were published by the Bureau of Mines in December, 1913, and January, 1914, respectively. Technical Paper 66 deals with the mud-laden fluid process in general and No. 68 with its application in Oklahoma. The interest aroused by these publications has been so widespread that within two years the first editions have been practically exhausted. Rather than reprint these publications, it has been considered advisable to replace them with the present report, which includes the results of more recent investigations. The methods of using the mud-laden fluid are an outgrowth of the rotary drilling system, which was developed in Texas and later employed in Louisiana and California. Some of the principles of the use of mud fluid had been observed and used to a limited extent for a long time in cable-tool drilling. So far as known it was first used successfully with a circulator and cable tools in the Coalinga field, California, in 1906,Harry D. Aggers, one of the contributors to this paper, working on the well. The part of the Bureau of Mines has been to call attention to its merits and to demonstrate its practical use in fields like those of the Mid-Continent.

Mines will have to re-evaluate both the strategies and the tactics employed in these areas. Mines will use e-commerce to integrate their maintenance, repair, and operating supply chains. The integration will extend beyond traditional trading partners to a worldwide network of communities with similar interests and goals. The changes will transform the way mines operate, lower mining costs, and thereby increase their chances of success in an increasingly competitive environment.

The Brattice Window Method was used to measure the leakage rates of a total of 42 ventilation stoppings in 8 hardrock mines. Various types of stopping construction were evaluated. The following types are listed in order of decreasing effectiveness: 1) Cinder block, 2) Timber and mortar, 3) Timber and polyurethane foam, and 4) Timber and brattice material. There are slight differences in the effectiveness of the first three types, while the timber and brattice type is substantially inferior to the others. The repeatability of the Brattice Window Method was found to vary with physical conditions in the mine such as stopping location with respect to intersections, regularity of drift cross section, and the presence of hardware such as air and water pipes, timber sets and wire mesh. The Brattice Window Method is viewed primarily as a tool for estimating and comparing stopping leakages for the purpose of determining where repair efforts should be concentrated. A laboratory test program resulted in the derivation of several "rules of thumb" for employing the Brattice Window Method, which will aid in securing accurate and repeatable data.

With the surrender of the Japanese Imperial Government as a climax to the capitulation of the German High Command , the main objective of the Petroleum and Natural Gas Division pivoted from war assignments to its main normal functions . One of these functions is to give wide public distribution to valuable technical facts which the Division has obtained through research on petroleum , natural gas , helium , and related subjects . During the war years many engineering data and scientific facts could be released only on a restricted basis as reports to war agencies and others immediately concerned . Moreover , many of the wartime reports contained masses of detailed data that were prepared under stress to meet emergency schedules . For peacetime publication and application , these data must be reviewed , correlated , and rearranged so as to present the essentials in proper form . To illustrate , a wartime report of 50 pages might be resolved into one curve in a composite graph for a peacetime publication . Another factor affecting the orientation of the work of the Division is the broader horizon of research revealed by its war activities . Fundamental research and careful engineering analyses are just as important in time of peace as in time of war; in fact , they should be more important to the forward view , because under peace conditions disrupting influences that distract from the orderly acquisition of knowledge are minimized . Therefore , the concerted effort has been not to " salvage " the results of the war activities , but to evaluate them on the basis of their relative importance in the future economy of the country . Where wartime investigations have pointed to peacetime accomplishments , the effort has been to give the corresponding type of work additional emphasis . This adjustment can not be made hurriedly , but many of the necessary preliminary steps on the new course have been taken ..

This report reviews investigations to determine the fire hazard in coal mining when using flammable petroleum hydraulic oils to actuate mining equipment and summarizes research by the Bureau of Mines and industry on fire-resistant hydraulic fluids. Tests were established to evaluate fire resistance and the necessary characteristics to assure adequate service when fire-resistant fluids are used to replace petroleum hydraulic oils. The research was conducted in the laboratory and field trials under actual operating conditions in underground mines. Bureau of Mines Schedule 30 became effective December 17, 1959; the first approval was granted on February 18, 1960, and the twelfth was granted on March 17, 1961. The approvals include nine ready-mixed (by the producer) fluids and seven concentrates to which water is added by the user according to instructions from the producer. Seven synthetic-type fire-resistant hydraulic fluids submitted by two producers are also approved. Over 100 coal mines are now using water-in-oil emulsion-type fire-resistant hydraulic fluids in varying degrees from a trial in one machine to all the hydraulic equipment in an entire mine.

When the Federal investigation of coal - dust explosions in mines was begun in 1908 , following a series of mine explosion disasters in 1907 , mining men generally questioned whether coal dust in air is explosive unless " gas " or methane is present , though perhaps in small amounts not detectable by a safety lamp . The experimental tests beginning in 1909 at the Pittsburgh testing gallery, and after 1911 , at the Experimental mine , demonstrated to the mining public the explosibility of coal dust in itself . There followed much controversy , both among practical mining men and scientists , as to whether the coal-dust particles uni te directly with the oxygen of the air, or whether gas is instantaneously distilled from the dust prior to explosive combustion , the gas enveloping each particle and propagating the flame from one to another . In considering methods of preventing explosions , this question made no difference for practical purposes , but it did have bearing in determining the relative inflammability of dusts of different coals . This led to the experiments by Guy B. Taylor and Horace C. Porter , on the momentary heating of the inflammable coal dusts , reported in this paper . Meanwhile , experiments on the inflammability of coal dust conducted in the Experimental mine , under my direction , and in the laboratory by J. C. W. Frazer and later by J. K. Clement and J. N. Lawrence , showed that different kinds of coal dust differ markedly in inflammability , thus confirming experiments made by Messrs . Taffanel and Durr at the Lievin Testing Station , France , and by various investigators in Great Britain . Both the French and British investigators concluded that their experiments demonstrated the distillation of volatile matter preceding inflammation .

"This paper reviews the history of Wabana Mines from 1892 to 1966, inclusive, in order to clarify the essential factors involved in the achievement of maximum mining efficiency and in the search for an acceptable product to satisfy changing market requirements. It outlines the progressive steps taken to mechanize both surface and underground operations, and forecasts anticipated performance, assuming certain major plans could have been implemented. Results of extensive research in the treatment of the complex ore are discussed. Selected processing alternatives are compared as to feasibility in a summary incorporating estimated capital and operating costs."

The report provides guidance for determining those environmental impacts associated with the surface mining of steeply pitching coal seams. In addition to the environmental impacts, four additional issues are addressed, namely (1) Time and motion studies of those coal mining systems employed in mining seams which pitch in excess of 250, (2) Assessment of those mining techniques, (3) Development of rationale for the mining methods employed, (4) Identification of the reclamation practices and determine whether these practices were in compliance with appropriate Federal and State regulations. Five surface mines located in three geologically distinct basins of the United States were analyzed during the period of August through November 1979. The three basins include the Hanna Basin of Wyoming, the North Park Basin of Colorado and the Southern Anthracite Field of Pennsylvania.

In the majority of industrial operations recovering gold and silver by hydrometallurgical means, cyanide is the predominant lixiviant. However, as an economic alternative, production of massive quantifies of silver chloride was done on an industrial scale in the nitrous-sulfuric acid pressure leaching of a refractory precious metals concentrate. This proven process required no cyanide. Thus, because of the large volumes encountered during day-to-day plant operation, the need for efficient and low cost methods of silver chloride precipitation, reduction and materials handling was mandatory. As such, this paper covers the evolution of plant scale precipitation, filtration, washing, reduction and control of silver chloride processing. As well, an in-depth description of the unique leaching system is included.

This report describes investigations by the Bureau of Mines designed to establish the noise level and spectrum of various types of pneumatic rock drills and to furnish information that would be useful in conducting sound measurements in mining environments and in reducing the noise generated in pneumatic drilling. These investigations show that (1) the noise generated by the drills in the frequencies below 100 cps is caused by the impact of the piston and drill steel, in the frequency range between 100 and 2,000 cps by the exhausting of air from the ports, and in the frequencies above 2,000 cps by the resonant frequencies of steel drill parts and of drill steel; (2) satisfactory instruments and instrumentation systems are available for field and laboratory measurements; (3) reliable sound measurements can be made in mining environments; and (4) devices can be developed that will abate the noise.
