The Risk-Informed Decision Making (RIDM) working group is a group of industry professionals formed under the joint initiative undertaken by United States Society of Dams (USSD), Tailings Dam Safety Committee and Canadian Dam Associations (CDA) Mining Dam Safety Committee (MDC). The working group was organized to develop a guideline on implementation of a RIDM process relating to the design of mining water dams and Tailings Storage Facilities (TSF). Since its formation in 2022, the group has completed a literature review of more than one hundred (100) cross industry publications on applications of RIDM in mining water dams and TSFs, has held two industry workshops in Niagara Falls, Ontario in 2024 and Saskatoon, Saskatchewan in 2025 to capture industry input relating to the understanding and application of RIDM. The working group has subsequently formulated a process that constitutes good industry practice as it relates to application of RIDM in mining dams and TSFs. The authors, through their engagement and leadership in the working group and facilitating the two industry workshops in 2024 and 2025, are of the opinion that the successful application process of RIDM across Canada and United States (U.S.) is still not clear to many industry practitioners. There is confusion over terminology, good versus poor RIDM, and in some cases reluctance to use the RIDM terminology. This paper addresses critical knowledge gaps identified in the RIDM implementation for mining water dams and TSFs through three years of stakeholder engagement. It provides clarity of the process via a joint position statement and implementation roadmap, resolves terminology confusion, and documents contradicting industry opinions to promote adoption of good RIDM practices in Canada, U.S. and beyond.

The steel industry of the entire OECD is briefly described before proceeding to a more detailed discussion of various aspects of the steel industries of European OECD members, emphasizing practices and conditions that differ from those in North America. The Phu Kham Copper-Gold Operation (Phu Kham Operation) is located in the Lao People's Democratic Republic and is owned and operated by the Lao-registered company, Phu Bia Mining Limited (PBM). Australian-headquartered copper and gold producer, PanAust Limited holds a 90 per cent interest in PBM; the Government of Laos owns the remaining 10 per cent. The Phu Kham Operation was commissioned in 2008 with an initial concentrator nameplate throughput of 12 million tonnes per annum (Mt/a). Subsequent improvement projects, including the Phu Kham Upgrade Project (PKU), completed in 2012, and the Phu Kham Increased Recovery Project (IRP), completed in 2013, increased the design throughput to 18 Mt/yr. In 2016, the actual mill throughput exceeded 19 Mt/a, this throughput is budgeted to be maintained until the end of 2020.The concentrator flotation circuit upgrade, completed during the IRP, called for a non-selective bulk sulphide concentrate to be generated from the rougher circuit. This in turn caused the mechanical flotation cells in the cleaner circuit, particularly those in the second cleaner bank, to become volumetrically overload. The overload reduced the cleaner circuit performance to approximately 92 per cent copper recovery at a 23 per cent copper concentrate grade, below the expected 95 per cent recovery. This bottleneck restricted copper units entering the plant to approximately 14.5 tonnes per hour (t/h) due to uncontrolled recirculating load build-up in the mechanical cleaning circuit.Maintaining the operating methodologies would have led to a copper production shortfall beyond 2016, to address this shortfall the Phu Kham Operation looked to optimise the Jameson Cell and mechanical cleaner circuit performance. The work included fundamental application of flotation practice and modelling, mineralogical analysis, bubble size analysis, plant surveys and test work. The results were used to develop and implement an innovative automated control system strategy incorporating flotation theory and operating strategies. The automation has the ability to quickly adapt to disturbances in the circuit and maintain optimised performance with little or no intervention by flotation operators.Upon completion, cleaner recovery increased to 95 per cent at a final concentrate grade of 23 per cent copper, and copper units entering the plant increased to 17.5 t/h.CITATION:Baas, D and Mikhael Gurieff, L, 2018. An advanced high internal phase water-in-oil (HIP W/O) emulsion binder and flotation with an internal dispersed water phase of 95 vol% was used to beneficiate South African weathered coal from discard dumps. Five coal samples with calorific values ranged from 8.48 MJ/kg to 20.94 MJ/kg were utilized. The performance of the HIP W/O emulsion was compared to that of kerosene in terms of the physicochemical properties of the clean coal products. A 5 kg/t emulsion binder addition produced a high-quality coal concentrate with 11.76% ash and a heating value of 28.61 MJ/kg from a sample containing 29.34% ash. Using the same dose and coal sample, kerosene resulted in a clean coal concentrate with 17.47% ash and a calorific value of 26.42 MJ/kg. Further samples were also beneficiated using 5 kg/t of W/O emulsion. The highest increase in calorific value was achieved from the beneficiation of a sample containing 48.71% ash, from 8.48 MJ/kg to 18.16 MJ/kg. It has been established that emulsion binders can upgrade coal samples dumped many decades ago.

The well-established on-line particle size analyzer OPUS manufactured by Sympatec GmbH, has been successfully implemented in several mining and industrial minerals project. OPUS monitors the particle size distribution in 31 fractions as well as the solid concentration in opaque and highly concentrated ore and mineral slurries on-line in real time e.g. behind mills or cyclones applying 31 ultrasonic frequencies for highest resolution. Ultrasonic extinction overcomes all limitations known from optical and mechanical systems like contamination, blockage and wear. OPUS measures slurries in their original state without any dilution, hence no extensive sampling procedure or sample conditioning is required thus no dilution errors occur. Due to the OPUS design and suitable algorithms entrained air bubbles do not affect the quality of analysis at all. The sensor covers particle size distributions from 0,01 to 3.000,00 µm and solid concentrations up to 70 % by volume and can be easily adapted to a number of production lines simultaneously. Jiangxi Copper?s Dexing Mine is one of the biggest copper mines in Asia and among the first users for OPUS on-line particle size and concentration analysis in mining industry. OPUS is connected to 2 process lines. Jiangxi Copper has implemented OPUS for into their central control system for the grinding & classifying circuit of one SAG mill and one ball mill. The Bureau of Mines has developed an improved earth resistivity field system which employs a novel technique for obtaining null measurements. The instrument is designed to operate reliably in high-noise environments such as those found in the vicinity of operating mines. The system consists of a low-frequency transmitter, a sensitive receiver and an external battery pack, each in its own case to provide protection from the elements. The receiver and transmitter units have self-contained recharge-able batteries to supply power to the circuitry and separate built-in battery chargers that operate on standard 115 Vac power. The system is portable and simple to operate. Measurement accuracy, reliability, and dynamic range are superior to most commercially available equipment even though less time and effort is required to make null readings. Unlike some commercial systems, long integration times are not required to enhance signal-to-noise ratio in areas of high background noise.

Static liquefaction is a geotechnical hazard in mine tailings facilities. Soils that are contractive in shear are susceptible to static liquefaction. Tailings facilities are dynamic structures, typically growing in height each year. Dilative tailings may become contractive under increased effective stress. In this paper we show that Cone Penetration Test (CPT) data can be used to estimate the future state of in-place tailings under changes in effective stress. Susceptibility to static liquefaction is typically evaluated with the CPT by using a clean-sand equivalent normalized cone tip resistance (Qtn,cs) or by estimating the state parameter (?). An alternative approach is to evaluate the soil-state using the yield-stress-ratio (YSR = ?’y/?’v0). If the YSR equals one it is on the normal consolidation line and the soil-state is contractive. YSR values greater than three are typically dense of the critical state line (CSL) and the soil-state is dilative. In this paper we review how to calculate Qtn,cs, ?, and ?’y; and how the YSR can be used to screen for contractive soil behaviour. Unlike Qtn,cs and ?, it is very simple to estimate how the YSR will change due to an increase in overburden stress. This YSR approach was evaluated at three locations that saw increases in overburden of 10 m, 20 m, and 25 m. We show that the ?’y calculations are consistent and the increase in effective stress moves the soil state towards looser soil states. (communication to the Secretary?). -Fig. 1 plainly shows that the comparison of the steam-turbine and Diesel-engine plants was made on a basis of 6,000 kw. continuous operating load. The tabulation of costs for an 8,000-kw. load is merely done to show the relation of increased output on' the unit power costs. Both plants would sacrifice their reserve capacity, which is to insure continuous operation, if operated to generate 8,000 kw. continuously; unless Mr. Hawkins advocates the operation of one of the turbines at 33.33 per cent. overload, retaining the other as a standby, which, besides overtaxing the turbine, results in a great loss of efficiency. It would he well for Mr. Hawkins to qualify certain of his statements. Thus, under the caption "Diesel Engines, Selection of Units," he says that "two of the largest Diesel-engine builders take the position that, in the present state of the art, they would not attempt to put out units over 1,000 kw.;" he should qualify it by saving that "two of the largest American Diesel-engine builders take the position that, in the present state of the art in the United States, they would not attempt to put out units over 1,000 kw." The reason that American manufacturers restrict themselves at present to units of that size is to be found not so much in a lack of experience in building large units as in a lack of a sufficient, demand for them in the United States to justify the heavy capital outlay connected with the development of such engines. There are relatively few localities in the United States where fuel prices are as high as they are in the Southwest, and regions of high fuel prices are sparsely settled and have a very limited demand for power. Where low fuel prices obtain, steam turbines are active competitors of Diesel engines for large power plants, particularly when the station load factor is low. As most of the American manufacturers of Diesel engines work under license agreements with European manufacturers, which limit their market to the United States and its possessions and Canada, a further limitation is imposed upon them, leaving to European firms practically the entire world as a market.

"The iron ore of the Scully Mine is upgraded from 36 per cent Fe to 66 per cent Fe through single-stage crushing, wet autogenous milling, sizing by vibrating screens and two-stage spiral separation, followed by a process in which the concentrate is dried and then further improved by high-tension separators. The capacity of the concentrator is 17,000 long tons of concentrate per day. Discussion of the operation will recognize the special problems encountered in handling preponderantly fine ore, relate issues of interest regarding wear and review mechanical innovations found to be advantageous at Wabush. The modern trend toward big equipment, thoroughly instrumented, has been the theme of design. Effects on availability must be a consideration in this choice, and sectionalizing of circuits to minimize these consequences is as important as streamlined maintenance."

If Campbell County, Wyoming were an independent nation, it would rank fifth in the world among countries with known coal reserves. Only the United States, Russia, mainland China and West Germany would have greater volumes available. Not too many years ago that statement would not have seemed important, because oil and natural gas had become our nation's principal fuels. Western coal deposits, particularly those of the Powder River Basin in Montana and Wyoming, and which underlie virtually all of Campbell County, were largely unknown. But recently, in response to the three-pronged stimulus of vanishing gas reserves, rising petroleum prices, and clean environment statutes, these vast deposits have been delineated and have become, in the minds of many, indispensable to our goal of energy independence. Not only does western coal lie in thick seams near the surface where it can be mined in huge quantities at low cost, but also it possesses another coveted attribute in this age of environmentalism: low sulfur content. At Burlington Northern we count ourselves at the forefront of those who believe this coal is essential to any hope for the government's "Project Independence." But to that belief we add another article of faith. We are convinced the economics of unit train delivery of this incredibly immense resource make it the only transportation system that can help us achieve energy self-sufficiency in this country.

OPEN-PIT mining of coal is relatively a recent innovation; men still active in the industry can trace its development. Re- viewing the growth of operations from the original horse-drawn scrapers, through the various stages of power equipment to the huge strip- ping shovels of today, one also notes changes in the methods of what the coal man calls preparation at the face. We really should not call it face preparation because, in contrast to underground mining, a face does not exist in strip mining. Further, preparation of the coal for market at the loading point has already, in but a few years, become largely of historic interest only and modern mines as well as old mines recently modernized rely almost entirely on separate and elaborate preparation plants to produce marketable coal. We report on the development of a finite-element method model for a pilot furnace for the production of manganese alloys. The model is a multiphysics model that addresses material flow, electrical conditions, heat transfer, and physical and chemical transformations. It is capable of studying both quasi-steady and transient states in time-dependent simulations. The model includes common charge materials and fluxes and can simulate production of both ferromanganese and silicomanganese alloys with acid and basic slags, as well as changing charge compositions. The model output provides access to the material distribution in the furnace during furnace runs, temperature profiles, current paths, energy balances, and alloy and slag production rates and compositions.

Fluorine-containing polymers are comparatively new materials that exhibit very desirable characteristics not usually found in non-fluorine containing polymers. Among these characteristics are heat and flame resistance, desirable electrical properties, and chemical inertness. Polytetrafluoroethylene and polymonochlorotrifluoroethylene are examples of such polymers commercially available. In practical applications it is reasonable to expect thermal position of these materials if they are subject to high enough temperatures. The temperatures at which thermal decomposition takes place and the nature of the gaseous products of decomposition are considered pertinent data in intelligent use of these materials. The purpose of the tests discussed herein was to determine: (1) The temperatures at which gases were produced when small specimens of the two polymers were located and (2) determine the identity of the major constituents of gaseous products.

An unprecedented growth in demand for coal exports has placed pressure on multi-user coal chains to guarantee that their capacity expansion projects will meet the required demand. These projects, however, are taking place in an increasingly complex commercial and technical environment - competing rail and coal terminal service providers as well as a myriad of competing mine operators, all needing to operate in an increasingly integrated manner to get the most out of expensive shared assets.Increasing system complexity and integration has driven the need for more holistic and sophisticated analysis tools. The capacity of coal chain subsystems, such as mine, rail and port, can no longer be determined effectively in isolation. Understanding the nature of the interactions between these subsystems, their sensitivity to uncertainty and the resultant capacity of the integrated system is the key to both maximising value and minimising risk.Recently, TSG has worked closely together with the Integrated Logistics Company and a number of key stakeholders in the Dalrymple Bay Coal Chain to develop independent system master plans. These master plans have provided a quantitative and rational assessment of coal chain capacity in its current state and a prediction of its capacity once a pipeline of committed capacity improvements is in place. MODERN industry's incessant demands for increased operating efficiency and lower costs require that hazards attending all occupations be reduced to a minimum. Reduction of the inevitable losses that result from accidents and injury to the worker is one of the important economic problems confronting industry today and is the basis for the widespread safety movement. Dr. Charles E. Munroe, chief explosive chemist of the U. S. Bureau of Mines, is father of the statement, "The existence of a nuisance is evidence of an economic waste." This pointed expression of the internationally recognized scholar and explosives engineer has a direct relation to the prevention of accidents. Every injury and death in industry is a waste in human endeavor and a lessening of productive gain. Dr. Munroe has aptly paraphrased his previous summation with reference to wastes as follows: "A lost-time accident is evidence of an economic waste." That the economic waste entailed by occupational accidents is chargeable to industry is well substantiated by the fact that all but four states (Mississippi, South Carolina, Florida and Arkansas) now have workingmen's liability and compensation laws.

This paper deals with an investigation of the use of steam filtration for filter cake dewatering and shows that it may be applied on a practical scale. The advent of larger quantities of minus 1/4 in. coal in the raw feed to the preparation plant and the necessity of recovering this material has made the problem of meeting product moisture specifications more difficult. For a number of years thermal dryers have been used advantageously as a means of reducing fine coal moisture content where the over-all economics would justify such an installation. However, these units are not without their drawbacks because of high capital and operating costs, safety hazards and possible degradation of the product, and thus an alternative method of moisture reduction is highly desirable. After the various mechanical variables associated with filtration have been optimized, an examination of theory shows that surface tension and liquid viscosity are the only two remaining variables which might be altered to reduce moisture content. A lowering of the surface tension within the limits of normal wetting agent dosage results in a rather insignificant decrease in cake moisture content. Not until the dosage is increased to a point well beyond this limit is there an appreciable decrease in moisture. At these high dosage levels, interfacial tension is a major factor contributing to the appreciable moisture reduction obtained. Since no suitable method has been developed to recover and recycle this wetting agent, this phenomena is not of practical significance. On the other hand, a reduction in liquid viscosity has a pronounced effect on cake moisture. While it is readily apparent that one method of reducing liquid viscosity is to heat the entire feed slurry, it is equally apparent that this would not be an economic approach except, perhaps, in certain isolated cases. It does, however, suggest that water circuits should be designed to conserve heat as much as possible and to make use of any waste heat that may be available. The use of hot air as a heat carrying medium for drying porous materials on a filter has been practiced for many years. However, this method is restricted to materials with a high air rate in the order of 100 cfm/ ft2 because of the low heat release per unit weight of air passing through the cake. The normal fine coal filter cake has an air porosity far too low to make this a practical approach. Over a recent 20-month observation period, the U.S. Bureau of Mines obtained seismogram records from a single vertical-component, short-period seismometer installed at the surface of a metal mine in northern Idaho. The seismic events were analyzed for local (Richter) magnitude (M), time of occurrence, location, and relation to rock bursting and production blasting. Approximately 150 seismic events with -0.5 = M = 2.9 were located within the mine, yielding a b value (slope of the logarithm of the number of events with magnitude greater than M versus M) of 0.5. Event locations were constrained using a dense underground array of high-frequency accelerometers. Twenty of the surface-recorded events, with 0.5 = M = 2.9, were associated with rock bursts that produced damage requiring at least 1/2 day of cleanup and/or repair. Other possibly hazardous rock bursts, with magnitudes as small as -1.1, were numerous but were not associated with significant structural damage. Approximately 60 pct of the seismic events with M > -0.5 and 75 pct of damaging rock bursts occurred within 45 min of blasting. Estimates of characteristic rupture dimensions for rock bursts with -1.1 = M = 2.9, based on a conventional dislocation shear-slip model of failure, range from 3 to 300 m.

With the ever increasing demand for commodities, due to changes in lifestyle and increase in population, people are striving to find ways to keep up. Mining is one essential element in the solution. Though being a powerful boost to a country?s economy, mining can have disastrous effects in the absence of waste management practice and technologies; because of the harmful heavy metals and toxic chemical waste that is generated as a by-product in mining operations. It is an established and documented fact that pollution is a major concern for communities having to live with it. Disproportionate water consumption significantly impacts local rivers and ponds thereby reducing freshwater availability and have given rise to social conflict. In light of these misgivings, management and treatment of mine water and waste has gained considerable attention recently. In this paper, we summarize some of the treatment methods that can be adopted by mining companies to reduce their environmental footprint. Appropriate treatment solutions depend on various factors including available space and capital cost for treatment solutions, type of mining waste generated, current state of the mining plant, geographical location, and other location specific issues. Incorporating waste and water management solutions as a priority within mining operations is critical for addressing increasing regulatory requirements and a starting point for initiating other Corporate Social Responsibility (CSR) programs. Collaboration among mining companies, NGOs, local community, and government facilitates successful projects which build trust leading to long term relationships. In this paper we also talk about the benefits of implementing a CSR project that captures the focus of local communities and allows the mining company to focus on operations. Implementing a sustainable business model that incorporates the broader community impacted by projects will continue to benefit even after the mining company ceases operation in that location. The challenges involved with implementing effective CSR projects, which require measuring and reporting effectiveness to create a positive social, economic, and environmental impact is also presented in this paper.
