Biological monitoring programs for environmental protection require techniques that will provide both early detection of possible adverse effects, and assessment of the ecological significance of these effects. Monitoring techniques must include responses sensitive to the impact, that can be subjected to rigorous statistical analysis and for which statistical power is high. Such issues in baseline research of 'what and how to measure?' and 'for how long?' have been the focus of a program being developed to monitor and assess effects of mining operations on the effectively pristine, freshwater ecosystems of the Alligator Rivers Region (ARR) in tropical northern Australia. Application of the BACIP design, utilising a form of temporal replication, to univariate data (single species) and multivariate (community) data is described. For new ventures in Australia (such as mining), monitoring programs should be designed to establish with high probability that an impact on the ecosystem no greater than a prescribed amount has gone undetected - as opposed to simply allowing development to continue as long as 'proof' of impact is not available. Such a precautionary approach represents a shifting of the 'burden of proof' and would require with the BACIP design, a minimum number of baseline years in order to achieve some desired level of statistical power in a test for impact. Power analyses conducted on two to five years (depending upon the technique) of baseline data from streams of the ARR indicate that the BACIP design would not impose developmental constraints on mining and that a policy of reversal of the burden of proof would provide the cornerstone required for managing such development in an ecologically sustainable manner.

The number of extended cut mining systems has increased significantly in coal mines over the last decade, and there is a constant push to extend the face ventilation systems to even greater setback distances. The need to maintain airflow at setback distances of12.2 m (40 ft) and beyond requires that methods for delivering intake air to the face be improved, or alternative ventilation techniques be implemented. The emphasis of this research effort was to examine various techniques to improve the distribution of available air at the mining face in order to reduce face methane levels. A study was conducted comparing the performance of a jet fan, used in conjunction with a machine mounted scrubber, with blowing curtain ventilation in a 27.5 m (90 ft) heading. In addition, a second study was performed on blowing curtain systems examining how scrubber flow, intake air velocity, and curtain setback influence face methane concentrations. Results showed that when the heading advances to a depth of 27.5 m (90 ft) blowing curtain systems were more efficient at diluting face methane levels when compared to a jet fan. Also, increases in scrubber flows and curtain velocity resulted in lower face methane concentrations for blowing curtain systems at 9.2 and 15.2 m (30 and 50 ft) setbacks.

Shale gas wells drilled in longwall chain pillars are influenced by longwall mining. Longwall mining on each side of the chain pillars can create overburden movements and induce deformations in gas well casings. If the deformations result in a casing breach, intrusive shale gas could leak into the longwall mine with serious safety consequences. This study concerns five shale gas wells in the chain pillars between two adjacent longwall panels in the Pittsburgh coal seam under a cover depth of 670 ft and a mining height of 7 ft. The gas wells were constructed with typical casing design, but a casing cementing alternative with uncemented production casings was practiced. Four production casings were uncemented, and one production casing was unintentionally cemented with good quality cement to a 535-ft depth and low-quality cement stringers from a 444- to 535-ft depth. The longwall faces passed by the shale gas wells as each adjacent longwall panel retreated. Production casings were surveyed by a multi-finger caliper after each panel was mined. No deformation was detected in the four uncemented production casings, but small deformations were detected in the partially cemented production casing. The maximum measured deformation in the cemented production casing was 0.05 in. after first panel mining and 0.06 in. after second panel mining. The casing deformations were also predicted by the FLAC3D model set up on site-specific overburden geology. The predicted deformations were in good agreement with the measurements in terms of deformation locations and magnitudes. All five shale gas wells resumed normal production after being temporarily plugged during the period of mine-by. This study provides a successful demonstration of the effectiveness of a casing cementing alternative for decoupling production and intermediate casing, and thus minimizing the influence of longwall mining in the shale gas wells drilled through longwall chain pillars.

INTRODUCTION I WELCOME the opportunity to speak on Programmes in Safety. The invitation to do so shows that those guiding affairs of the Institute in this District realize the practical importance of this subject. My remarks are intended primarily for mines having 100 to 400 employees, approximately. With minor modifications, however, they apply also to larger or smaller operations. Others, I hope, will derive benefit from this paper, for they, too, have a part to play in accident prevention; for example, contractors such as shaft-sinkers; manufacturers of equipment; and consultants and designers of mining, milling, and metallurgical methods. These troubled times stress, as never before, the importance of efficient operations in mining. The days are gone when neglect can be afforded. Safe working conditions and satisfied employees are essential for efficient production at reasonable cost. The mining industry of Ontario long has been keenly aware of the human aspects of this subject, and as a whole it has done much to decrease the frequency and severity of disabling accidents. The number of fatalities per 1,000 employees has been reduced from a high of 5 some two decades ago to an all-time low of 0.89 in 1948; the incidence was slightly higher in 1949, being 1.17 per 1,000. The reduction in non-fatal compensable accidents also has been outstanding, frequency having ?been reduced from over 200 per 1,000 employees some two decades ago to 54 per 1,000 at the producing mines in 1949. These statistics demonstrate progress. Nevertheless, the general picture still leaves much to be desired when viewed from two other angles.

"In June of 2009, a slope failure occurred along River Road in Bismarck, North Dakota. The slope failure affected approximately 300 feet of River Road with vertical displacements up to 3 feet, resulting in closure of the road. River Road travels along the Missouri River in Bismarck in a geologic area riddled with historic slope failures of varying sizes. River Road is a city roadway which travels along the Missouri River. The toe of the failure extended into the Missouri River, therefore methods to repair the slope needed to be constructed within United States Army Corps of Engineers (USACE) requirements, and be acceptable to the City of Bismarck. As this is a scenic area along the river, the stakeholders desired to maintain the scenic landscape along the roadway as a part of the slope stabilization.Due to the magnitude movement of the failure mass, the geometry of the failure was relatively easy to evaluate. In evaluating remediation options and collaborating with the USACE, the team determined that the scarp was situated primarily within the navigable portion of the Missouri River. This required USACE approval for any repair or remedial work downslope of the roadway. The City of Bismarck wished to reopen the roadway as soon as possible, therefore stabilization options were limited to working within the road right-of-way to avoid permitting for working within the navigable waterway.The remediation solution for this project involved a combination of driven H-pile and placement of lightweight fill to re-construct the roadway at the original grades, and avoid impacting the navigable portions of the Missouri River. This paper discusses the unique project constraints and the innovative solution using multiple technologies to successfully stabilize the slope.BackgroundIn June 2009, Bismarck, North Dakota experienced two consecutive days of significant rain resulting in over 5 inches of precipitation in a 36-hour period. Shortly after these rain events, a slope failure was noted on River Road, a city street along the Missouri River in Bismarck. Initial findings noted the slope failure affected about a 300-foot long portion of the roadway, with vertical displacements of about 2 feet. The city of Bismarck closed the roadway and began evaluating repair solutions for the road."

It started' in 1936 when some Dutch adventurers wanted to scale the highest mountain in the South Pacific. Quite by accident, they discovered the Ertsberg, a contact deposit of magnetite laced with chalcopyrite, in a high mountain valley where it had been gouged at by glaciers and finally left as a solitary pillar for its discovery by a geologist who lent purpose to the expedition, Dr. J.J. Dozy. By the-.time a report was published describing the deposit, war had hit the Netherlands. Perhaps again by accident, the report was uncovered in 1959 by the East Borneo Company. At this point, Freeport entered the scene through its vice president for exploration, Forbes Wilson. During the course of a meeting on laterite prospects, the Ertsberg was introduced and he put the wheels into motion for Freeport to join in its exploration. You might, at this point, ask yourself whether you or your company would have taken on a venture to look at a reportedly large high grade copper outcrop in New Guinea, an unexplored land known best for its inhospitable climate, terrain and head-hunters. I heard the chief executive of one large mining company comment sometime back that neither he nor his company would have gotten involved. I won't attempt to describe the trials of the initial exploration expedition that passed through dense-man grove swamps, tropical jungle and across jagged mountains a distance of some 200 miles to get to the Ertsberg in 1960. It should be chronicled by its participants - Forbes Wilson, Del Flint, and John Bowenkamp. Needless to say, the participants relish the experience but wouldn't be among those volunteering for a return engagement. As a result, the Ertsberg changed from a reported outcrop to a mineral deposit containing an estimated 13 million tons with systematic surface sampling indicating a copper grade of over four percent. Moreover, the deposit extended to an indeterminate depth with the possibility of doubling or tripling. reserves well within reason.

Methods of calculation of the reliability of process computers are getting more and more important. The paper presents long period observations of 21 process computers with online applications in the iron and steel industry. About 5000 failure events during 10 years have been systematically recorded and evaluated. On the basis of these long time observations it is possible to develop a probability model of the failure behaviour of process computers.This failure model is constructed with four different states of the process computer:Working phase, working phase with undetected reasons, repair phase, failure phase resulting from external influences.The model is defined by differential equations for the probability of one of these four phases. Long time observations show, that all of these four phases are closely correlated with the capa-city of a process computer, restarting without detection of failure reason, changes of programs and software, costs and time of repair. So the result of this analysis is a model of failure for process computers, which allows to predict breakdowns of process computers on the basis of external parameters.

This Paper describes a sudden spill of rock waste used for backfilling from a waste pass at one of the underground mine in Canada thus causing a major failure/accident. The mine operator immediately launched a detailed investigation to understand the causes of this accident and develop procedures to prevent any recurrence of such events in future. The investigators from McGill University were invited to collaborate with the engineers at the mine to examine this accident. The events leading to the accident were studied and appropriate measurements were taken and samples of the waste material was collected for further test and analysis. The field visit and the interview of the witnesses allowed a detail documentation of the events. The sequences of events related to the incident together with the experimental results obtained in the course of the investigation is detailed. The waste material was characterised in the laboratory with regard to its behaviour in the presence of water. This information is then discussed and the failure mechanism involved in this accident is identified. The full recommendation as well as the immediate operational measures implemented by the mine to prevent future occurrence of such events are discussed and presented.

From March to May of 1963, the Bureau of Mineral Resources carried out an experimental aeromagnetic survey at Cobar, New South Wales, to field test a proton-precession magnetometer installation in the Cessna aircraft VH-GEO. The Cobar area was chosen as considerable information was already held on the Earth's magnetic field there, which was known to provide a range of anomalous areas that are not excessively disturbed.A procedure for survey flying and methods for processing data were developed during the survey. Contour maps of the aeromagnetic results were produced in the field. The experimental survey was successful in outlining magnetic anomalies in detail.INTRODUCTIONSince 1951 the Bureau of Mineral Resources, Geology and Geophysics (B.M.R.) has carried out an airborne magnetometer exploration programme with DC.3 aircraft carrying fluxgate magnetometer equipment. Recently a proton-precession magnetometer was developed by the Design and Development Group of the B.M.R. for observatory use. One unit modified for airborne use was installed in the Cessna light aircraft, VH-GEO. The Cessna was modified structurally to take the magnetometer, associated bird, and winch gear.The proton-precession magnetometer has many good features.1. It utilises the transistor and associated solid-state devices in its electronics, and hence is light and small.This is the basic feature allowing its installation in a light aircraft. There have been numerous international instances over the last several years in which pumping emulsion explosives has resulted in accidents, apparently as a result of increased thermal sensitivity under these conditions. The key questions for the explosive industry are (1) what are the parameters that influence the sensitivity of emulsion explosives and, (2) how do these various parameters interact. To address the sensitivity of emulsion explosives to various parameters, a study was undertaken using an accelerating rate calorimeter (ARC) and a heat flux calorimeter (HFC). The effects ofthe addition of ammonium nitrate (AN) prills and different grades of aluminum (Al) on the thermal behaviour of emulsion explosives were determined. Additionally, changes in pressure, atmosphere (inert or oxidizing) and sample vessel material were assessed for their impact on thermal sensitivity. Addition of AN prills, fine granular Al or atomized Al did not affect the onset temperature for exothermic decomposition, so that the maximum “safe” temperatures for emulsions containing these additives will be similar. There were differences in the rates of self heating, however: AN prills decreased the rate of self heating, whereas atomized Al increased it. The emulsion formulations containing atomized Al produced small holes in titanium vessels. This phenomenon did not occur in Hastelloy C vessels, providing a reminder that materials of construction need to be carefully considered for equipment used to manufacture or handle emulsion explosives.. Both ARC and HFC experiments gave lower onset temperatures in air than in argon. We attribute this to oxidation of the oil phase by air. This result is significant for dry-running pumping conditions, where emulsion is heated in the presence of excess air.

Complete extraction of copper from Salobo chalcopyrite concentrate can be achieved in less than 10 minutes by chlorination of the dry concentrate with Cl2 at 450 degrees C and in 5 minutes by chlorination of an aqueous slurry containing 5 wt% concentrate at 30 degrees C. In general, slurry chlorination appears to be faster than dry chlorination. The kinetics of dry chlorination of copper sulphide are controlled by an adsorption mechanism with an activation energy of 6.1 kcal/mole. The rate is independent of chlorine partial pressure when pCl2 exceeds 0.4 atm. In slurry chlorination the dissolution of copper sulphide follows a topochemical reaction model and the rate of chlorination decreases with increase in pulp density and also temperature. Dissolved chlorine appears to take part in the reaction in atomic or ionic form.

The purpose of this Bureau of Mines investigation was primarily to isolate and examine the effect of liquid content upon the apparent porosity and bulk density of compacts pressed from high-purity, fused aluminum oxide, and, secondarily, to study the actual mechanism by which the liquid content affects the bulk density. No attempt was made to approach the theoretical maximum density of the oxide by introducing additives, particle packings, or similar variables; instead this study is an intercomparison of the bulk densities obtained as functions of the water contents of the compacting mixtures. Water content was varied from 7 percent to 25 percent, on a total-weight basis. The data gathered indicated a well-defined optimum water content for obtaining minimum apparent porosity and maximum bulk density, under the conditions of the experiment. During the course of this study, a number of additional variables in the forming process were discovered and are introduced in this report, although a thorough evaluation was found to be beyond the scope of this present investigation.

IN discussing the waste upon which hinges, or is supposed to hinge, so largely the preservation of our national resources, the conclusions reached would be more reliable if actual ex¬perience were consulted, and fewer deductions were drawn from general statements, which are often the product of the imagination. It cannot be questioned that the value of by-products has not been sufficiently appreciated by us, and that our, tardiness in recovering the useful ingredients of the escaping gas of our coke-ovens is one of the most glaring instances of shortcoming in that direction. And yet even for that sin there is some palliation in the immature condition of affiliated industries. I presume that it is admitted, without argument, that, except under very exceptional conditions, all the elements cannot be recovered from most of the ores or natural products. which we treat. While it is a shame that the by-products from our coke-ovens should be dissipated, Edward W. Parker's report to the U. S. Geological Survey for 1906' supplies a fairly good excuse in justification of this appalling waste. He says (pp. 773 to 774.)

"The first in this series of two papers, on the potential of renewable electricity sources for mining operations in South Africa, investigated the internal structure of mining corporations to evaluate feasible alternative electricity sources that were identified as through earlier research. The purpose of this paper is to combine current knowledge about the external macroeconomic and the internal environments to produce a clear picture of how renewable sources of electricity could perform from the perspective of mining corporations in South Africa. The multi-attribute value theory (MAVT) approach was adapted to structure the research and results. The model was fed with real-time data provided from five different energy companies and four mining corporations operating in South Africa. The results show that the performance of hybrid versions of the currently used electricity sources (diesel generators and Eskom grid connection) with solar PV and onshore wind is favourable compared with the current sources alone. The advantage of diesel generators is significantly greater than that of the Eskom grid connection. By combining the macroeconomic influences with the MAVT results, hybrid solar PV versions are identified as having the greatest potential. In second place are hybrid wind solutions, which have the shortcoming that good wind conditions occur only in coastal regions where there are fewer mining activities. Geothermal hybrid versions are the least favourable owing to the lack of service infrastructure and high initial investment costs.IntroductionRecent developments in the macroeconomic environment necessitate an investigation of the internal structure of mining corporations to evaluate possible alternative electricitygenerating sources (Roehrl and Riahi, 2000). To be able to combine current knowledge of macroeconomic factors and the internal structure of mining corporations, the research process is presented in two papers. The first paper (Votteler and Brent, 2016) investigated the internal structure and argued that a strategic tool should be used to evaluate electricity sources from the perspective of mining corporations. The multi-criteria decision analysis (MCDA) approach was selected as the most appropriate strategic tool. Based on a literature review of previous similar MCDA approaches in energy planning, it was concluded that no adaptation of MCDA methods could be found from a corporate, mining, or South African perspective. Finally, the paper investigated the internal evaluation structure in collaboration with mining corporations, by identifying the criteria they use to evaluate electricity sources."

The need to improve supply reliability while improving our environmental record during the past half decade of low metal prices has required the mining industry to prioritise expenditures. Quantitative Risk Assessments using third party reviewers and specialist risk management teams have assisted in identifying hazards that can both disrupt supply and impact the receiving environment. Graphical displays using risk ellipses can simplify the presentation of the results in a Probability-Consequence (PC) graph. Development of risk acceptability envelopes using readily available financial data superimposed onto the same PC space assists management to prioritise their risks and focus on risk reduction measures. Development of this system and examples of the successful implementation of the system from several recent projects are described.

During the fiscal year 1938-39, 30 projects were completed. The requests for this service are based upon the desire of the sponsor to obtain the best or most satisfactory method for maximum recovery of the minerals. In many instances it is a question of improving present milling practice, with due regard to utilization of present equipment. In others, the probable tonnage available maybe the deciding factor in the choice of a particular recovery method. Under all circumstances the results of tests axe prepared with the thought of aiding a competent metallurgist, familiar with local conditions, to formulate a practical flow sheet or to assist the mill operator to correct known losses. A microscopic examination for identification of the mineral constituents and their association in each ore is always a big help, in planning the tests and may indicate the reason for former troubles or assist with best procedure.

"The purification of rare earth elements (REE) at mining operations is traditionally accomplished by multiple chemical phase-transfer processes including precipitation, solvent extraction, and ion exchange. We describe REE purification results with Solid Phase Extraction (SPE) columns that were developed to improve the speed and economy of REE purification. The SPE columns have the properties of enhanced equilibration kinetics, so that residence time of a few seconds will accomplish selective chemical transfers from solution phase to solid phase. We describe the separation of REE’s as a class from leach solutions and the further purification of REE salts. INTRODUCTIONHistorically the rare earths were first chemically separated from each other and purified by fractional crystallization. This slow, cumbersome, and laborious process was not suited to commercial production. Solvent Exchange (SX) technology was applied to the problem of separating and purifying the rare earth elements when it was determined in the late 1960s that there might be commercial uses for them individually. At the same time the very slow and expensive technique of ion exchange was applied either for ultra-purification of the desired “light” rare earths, or for the recovery and purification of the tiny amounts of higher atomic numbered, “heavy,” rare earths. Solvent Exchange (SX) has today become the standard for separating the rare earths across their atomic number spectrum. Whereas the separation of the light rare earths commercially may take 30 “cascades’ in a modern Chinese plant, the total separation of all of them from each other may take up to 80 such “cascades,” and is only even “practical’ with preconcentrated feed stocks, such as those produced in China by heap-leaching techniques performed in situ on very low grade radio-nuclide free ionic absorption clays.. Ultra-pure materials of all types are produced today by ion-exchange processing of ionic species already separated by solvent exchange.Hard rock deposits and refractory residues of tin mining and residues from uranium mining have been identified outside of China with very high ratios of dysprosium and other heavy rare earths to the majority lighter ones. The Tapping Camera Prototype (TCP) is an instrument being developed to record and analyse video of the molten metal stream entering a tapping crucible as it is tapped from an aluminium reduction cell. The development aims to provide potroom floor operators with continuous real time vision of the tapping process and provide an alert in the event of excessive bath contamination in the extracted metal stream. Longer term the system may provide sufficient data to enable control of the tapping process. The TCP mounts a wireless camera and periscope to view the molten metal stream via a peephole in the tapping crucible. Real time video is recorded to either digital video tape or computer disk for subsequent video analysis to quantify the bath material drawn into the tapping crucible with the molten aluminium. The images transmitted by the camera are available on a handheld LCD video screen. This work is an initiative of the CSIRO?s Light Metals Flagship.

A fused salt electrochemical process was investigated for the synthesis of non-oxide ceramic powders directly from metal oxides, boric oxide, and carbon powders by electro-deoxidation. Sintered pellets of the mixed powders were designed to act as a composite cathode in the electrolytic cell. Electrolysis was carried out in molten CaCl2-NaCl eutectic at 3.1 V and at 600-900 ºC under argon. The favoured cathodic reaction was the removal of the oxygen from the oxides to produce metal atoms that reacted with either the reduced boron atoms, forming a metal boride, or the carbon initially present in the sintered pellets to produce a metal carbide. The technical viability of the process was demonstrated by the electro-deoxidation of sintered pellets of TiO2/B2O3 and TiO2/C to produce TiB2 and TiC, respectively. Compared to existing carbothermic reduction process, this new electrochemical process may be less energy intensive and may lead to lower production costs. I
