A high-rise building, consisting of two tower structures occupying the entire site, is in construction in San Francisco. The North Tower will consist of 12 and 35 stories above a one-level basement. The South Tower will consist of 9 and 22 stories over one partially below-grade level of common space; a portion of the South Tower will have a three-level basement. The towers will be supported on mat foundations bearing on native very dense sand in the footprint of the three-level basement and on ground improved with soil-cement mixed (SCM) panels that extend through loose sand and marsh deposits into very dense sand. Shoring systems for the basement excavations include cantilevered and tied-back soldier-beam-and-lagging systems and SCM cutoff walls. Subsurface conditions include loose fill and Dune Sand and loose and soft marsh deposits overlying very dense sand of the Colma formation. Groundwater is approximately 15 to 22 feet deep; the three-level basement extends below groundwater. The site is on Market Street in San Francisco, with SF Municipal Railway (MUNI) and Bay Area Rapid Transit (BART) tunnels running below Market Street approximately 45 and 36 feet north of the site, respectively. Both tunnels are 16.5 feet in diameter. The top of MUNI and BART tunnels are 25 feet and 63.5 feet below street grade, respectively. BART has stringent requirements regarding construction adjacent to their facilities, including disallowing adding pressure to their tunnel, lowering groundwater by more than two feet, and vibrations from construction activities. Design of the shoring and the foundations within the BART zone of influence were subject to their design requirements. The project was also subject to a peer review, as required by the San Francisco Department of Building Inspection. We used FLAC to evaluate stresses at the BART and MUNI tunnels and on the SCM panels. This paper will present the mitigations needed to address seismic hazards and BART restrictions and to provide adequate foundation support for a tall building with high seismic loads.

"The Philadelphia Water Department is rehabilitating Belmont Raw Water Basin. As part of this work, a 500-ft long, temporary cofferdam was designed to retain 35 ft of combined water and soil at the western half during the reconstruction of the eastern half. A cofferdam that comprises two integral rows of sheet piles was selected to take advantage of the soil’s weight between the sheet piles for increased stability. To fine tune the design, a geotechnical investigation was carried out to verify the subsurface conditions and, in particular, the top of rock variations along the centerline of the cofferdam. A detailed finite element analysis was performed based on the subsurface findings and incorporating the construction sequence to evaluate the behavior of the cofferdam at the following stages: installation of tie rods to connect to the two rows of sheet piles; partial excavation and installation of tiebacks; complete excavation of the east basin, and demolition of the cofferdam. Inclinometers and survey markers were installed every 100 ft along the cofferdam and were monitored throughout construction. The deformation measurements were in good agreement with the finite element results.INTRODUCTIONThe Philadelphia Water Department (PWD) Belmont Raw Water Basin is located at the intersection of City Line and Belmont Avenues in Philadelphia, PA. The facility actually contains two raw water basins, east and west, separated by an earthen dividing dike. Water leakage at the bottom of the basins and through the dividing dike together with increasing demand for a larger storage capacity dictated the replacement of the wide earthen dike with new narrower concrete structure. The temporary cofferdam was designed for a two-year period to facilitate excavation support, water cutoff, removal of the existing earthen dike and replacing it with a new concrete dike. During this construction sequence, the water level in the west basin had to be maintained at or near its full capacity.Various excavation support systems were considered for this project prior to the selection of a double wall sheet pile cofferdam. Fig. 1 shows a plan view of the cofferdam and the new dividing dike. A typical cross section of the two structures is shown in Fig. 2. Double row sheet pile walls are commonly used as both temporary and permanent retaining systems in open water applications such as construction works, quaywalls, breakwaters and revetments for storing industrial waste as indicated by Ohori, et al. (1984), Ohori et al. (1988), and Khan, et al. (2001). There are many advantages to double row sheet pile systems as recognized by Ohori, et al. (1984; 1988): (1) It can be installed and removed in the presence of water easily and quickly; (2) it provides stability with small width to height ratio, utilizing the existing soils between the installed sheet pile rows; and (3) it serves well as a means for water cutoff. One of these systems has been operating in our Diamond Smokeless Mine, Boltz, Pennsylvania, since 1959 servicing a continuous mining machines For those of you who are not familiar with this method of transportation, I would like to offer an explanation.

The Waste Isolation Pilot Plant (WIPP) is adding a third fan to operate in parallel with, and supplement, its two existing main fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) Carlsbad Area Office facility designed to permanently dispose of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for either modi tying, supplementing, or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel, et al., 1997) to: identity and quantity operational concerns, evaluate possible alternatives, and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans, and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness, and improving system performance. The fan installation project accommodates several operational and scheduling constraints. WIPP is scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP's ability to declare facility readiness and had to minimize operational disruptions during the system tie-in. All engineering for the project is completed and physical modifications started in July 1997. The project was completed in 1998.

AN enthusiastic crowd, cheerfully confident that the upturn in the oil industry has arrived, gathered in Los Angeles on Sept. 29 for a Petroleum Division meeting arranged by the Southern California Section. The assembly room of the California Oil and Gas Association was the place of meeting. H. Norton Johnson was in the chair for the morning session, with about eighty members and guests present. Four papers were presented before lunch and a fifth, on electrical coring, was withdrawn as the work on which it was based is still confidential. Joseph Jensen read his contribution on the "Kettleman Hills Middle Dome Unit Plan" and, as he had an active part in framing the plan, his outline and discussion of it was authoritative and informing. J. H. Woods asked concerning the operation of the casing-head gasolene plant under the plan and was informed that one company would operate the plant and royalties would be paid participating companies

THE problem of maintaining the mining industry is two-fold; finding new supplies in the face of increasing difficulties, and making such advances in the arts of extraction and preparation as to use supplies of lower grade. Progress in mining and reduction methods and in transportation makes ore today of that which was waste yesterday. These are the fields of the metallurgists and the transportation engineers. The geologists and mining engineers must work together on the problem of ore finding. As the old prospector fades from the scene, men with equal hardihood and patience and equal power to meet the physical obstacles which confront the seeker after ore, must take his place, armed with all that has been learned from human experience about the causes, the controlling conditions, the indications, and hiding places of the metals. After attending two clays of technical sessions and enjoying the luncheons and dinners of the meeting, visitors, on the following days, could see the opening ceremonies and events of the Olympic Games, which started on July 30 and continued to Aug. 14. Such d spectacle can be seen only once in a generation in this country.

THE annual meeting of the Woman's Auxiliary to the A.I. M.E. is always held in New York, in con- junction with the annual meeting of the Institute in February. Business sessions, teas, dances, a theater party, luncheons, excursions, and many other interesting activities filled the four days to overflowing. In all ,216 women were present, from all parts of the United ,/ mates, and there were several from Canada. On Mon- ' day not only the visitors, but the New York members also, gathered around the registration desks, where Mrs. E. N. Wolfes, Mrs. S. J. Jennings, and Miss Georgene Davis saw that everyone was properly registered and provided with tickets to whatever functions she desired to attend. Greetings were eagerly ex- changed as friends met at the luncheon on the fifth floor, where the hostesses of the day were Mrs. J. D. Handy, Mrs. T. T. Read, Mrs. Sidney Rolle and Mrs. H. J. Wolf. In the afternoon, there were visits to art galleries and other interesting exhibits, arranged by Mrs. Frederick Laist. Mrs. W. H. Bassett was the hostess at a very delightful Thé damant at the Italian Gardens of the Ambassador Hotel. Many of the men attended this function also. In the evening the visiting ladies were entertained at a theater party, with Mrs. Wilbur Judson as hostess. The play that was seen was Gorki's "At. the Bottom."

ASIDE from the Tuesday symposium on gases in metals, the Iron and Steel Division swung into action for the first time on the third day of the meeting with a discussion of iron and steel alloys. Dr. E. S. Davenport opened the discussion on Wednesday morning by presenting the paper written by himself in association with E. C. Bain and W. S. N. wiring on the equilibrium diagram of iron-manganese-carbon alloys. A written discussion by Mr. Scott showed qualitative agree- ment, but some quantitative disagreement. Messrs. Marsh and Sisco discussed the paper at length, pointing out non- agreement of certain conclusions with the phase rule. Dr. Krivobok, although differing with the authors on some points, stated that in his opinion the information collected would be valuable in the practical use of these alloys.

THE Petroleum Division opened its proceedings on Wednesday morning, with two simultaneous sessions on engineering and economics. The first paper at the engineering session, over which A. W. Ambrose presided, was "Underground Surveys of Oil Wells," by Alexander Anderson of Los Angeles, Calif., was presented by John Suman of the Humble Oil & Refining Co., Houston, Texas. Following this, the paper of E.'H. Griswold of the Mailand Oil Co., Houston, Texas, was presented by C. V. Millikan of the Amerada Petroleum Corp., Tulsa, Oklahoma. Following the presentation of these two interesting papers a general discussion followed on the subject of "Crooked Holes." The discussion was entered into by F. H. Russell B. Paul, Chairman of the Special Committee on Divisional Relationships, presented the interim report of his Committee which was published in the September, 1945, issue of MINING AND METALLURGY and a copy of which is incorporated in the official minutes of this meeting. The following specific actions were taken by the Board of Directors in relation to the six recommendations in the Summary of the Report as published: (1) Mr. Haider, Chairman of the Petroleum Division, presented the formal request of his Executive Committee that the headquarters of the new Secretary of the Petroleum Division be established in Dallas, Texas. After lengthy discussion in which the point was made that the success of this program would depend upon effective co-operation between the Chairman of the Division, the Secretary of the Petroleum Division, and the Secretary of the Institute, the request was approved. The new secretary will be selected by the Division and will be employed by the Institute in the capacity of an Assistant Secretary. (2) The following item in the report was approved:

"Helical piles are gaining popularity as foundations for new construction as well as retrofitting option for deficient foundations. More recently, large diameter helical piles are used to support structures in regions characterized with high seismic hazard. Even though they have proven to be viable in seismic areas such as New Zealand, where they experienced little damage during the Christchurch earthquake, the knowledge about their seismic analysis and performance is largely lacking. Therefore, there is a need for comprehensive study to evaluate their performance under seismic loading. The current objective of this study is to investigate the performance of helical piles through a full-scale testing program that was performed at the NEES/UCSD Large High Performance Outdoor Shake Table (LLHPOST). The experimental setup involved ten steel piles of different configurations installed in dry sand. The piles were loaded with different masses and were subjected to different earthquake signals to simulate different dynamic behavior. This paper compares the performance of different moment curve fitting methods used to interpret the test data. Furthermore, the effects of different frequency content of loading on the pile response is illustrated in terms of deflection along the shafts of tested piles with different configurations.INTRODUCTIONEarthquakes are a major hazard for structures situated in seismic regions, and dynamic loading must be a design consideration. Successful design of a foundation system entails providing a safe and economic foundation solution to resist earthquake loading. Different foundation options have been used to support buildings in high seismic regions. Helical piles represent a viable foundation option that offers several advantages in terms of ease of installation, lower cost and environmental impact, ability to approximate the axial capacity directly from torque readings and more (Perko 2009). However, they are not typically considered as an option in many seismic regions. Meanwhile, several buildings supported on helical piles in New Zealand have survived the Christchurch earthquake with negligible damage, which encourages performing further research to understand the behaviour of these piles under seismic loading.A helical pile consists of a steel shaft fitted with a steel helix/helices. The helical pile is installed by applying torque to its head via mechanical torque. Nowadays, helical piles are used in a wide range of applications such as foundations for light posts and residential houses. The static behaviour of helical piles has been studied extensively and is relatively well understood (Tsuha and Aoki 2010; Mittal et al. 2010; Sakr 2011; Elsherbiny and El Naggar 2013; El Sharnouby and El Naggar 2012; Elkasabgy and El Naggar 2015; Weidong et al. 2015 and Bagheri and Naggar 2015) However, the dynamic and seismic behaviours of helical piles is seldom investigated (Elkasabgy and El Naggar 2013). This underscores the knowledge gap currently present regarding the seismic behaviour of helical piles."

KEYNOTE of the mining geology sessions was the preparation for an extensive war with all that this implies as to the need for strategic minerals, both metallic and nonmetallic. Nevertheless the sessions also included many papers of less urgent, more theoretical interest. The stress of wartime production had the effect of giving an unusually full and rich program, the longest in recent years, with sessions continuing virtually throughout the meeting. Some papers dealt with geophysical prospecting as applied to mining geology; others were concerned with the grand strategy of mineral reserves and thus involved the industrial minerals; such "borderline" subjects were presented before sessions held jointly with the Geophysics Committee or the Industrial Minerals Division.

MORE than thirty members of the Coal Division attended the Coal Land Valuations Round Table on Monday morning. Chairman Dilworth stated that the Committee had been appointed to take up the question and, after reading the list of members of the Committee, pointed out that the object of the meeting was to formulate a plan of action rather than to discuss any phases of valuation, per se. To this end he presented a tentative outline of points to be considered in the future by the Committee. After a lively discussion on the desirability of inclusion of some questions in the agenda of the Committee, the following outline was adopted :

THE .following developments in the zinc field during 1935 are listed in the order of their importance. Each will he amplified in later paragraphs. In the field o f Metallic Zinc: (1) Construction of further continuous vertical retort smelting capacity in the United States and Germany. (2) Expansion of fractional distillation capacity in the United States. (3) Great expansion in the zinc-base die-casting industry in the United States and abroad. (4) Wide acceptance of heavy galvanizing by the steel industry. (5) Construction of the first commercial wire electroplating plant for putting on heavy coats of pure zinc. (6) Firm establishment and appreciable expansion of the practice of using zinc dust as a reducing agent in the organic chemical industry.

PONCA CITY proved an ideal selection as a place of meeting for the Petroleum Division this fall. The accommodations at the Conoco Club were just what was required for such a gathering; the committee having the arrangements in charge functioned with the efficiency of veterans and the enthusiasm of neophytes; and the members and guests followed the speakers with close attention, entered the subsequent discussions with gusto, and divulged the "low-down" at private conferences. No one minded the drizzling rain on the first day, which only served to keep up the attendance in the auditorium; the weather then cleared up in time for a group picture before the gathering went their separate ways.

IN fighting a war the all-absorbing intent is to win. There is little time to analyze the rush of events or to appraise their consequences beyond the war's end. The united objective is, rightly, success for our arms. Yet under the pressures of a great war there may be compressed scientific, economic and social developments that might have taken many decades to achieve under less urgent conditions. Their effects on our lives and all civilization may be more wide-reaching and lasting than any military conquest. They constitute one of the must imperative incentives to victory. No American, least of all any scientist worthy the name, conceivably could endorse war as a justifiable means to progress. The destruction of life and property wrought by the present war far exceeds the havocs of a century's earthquakes. Most of mankind is burning itself on an altar of paganism. Nonetheless, one fact is inescapable Despite the recurrent malady of war history's overall course is forward. Mankind has the habit of rising phoenix-like from its own ashes to attain greater heights. Progress is immortal.

Capital resource budgeting is the means by which managers of publicly held companies fulfill their fiduciary responsibility to maximize the wealth of stockholders. Managers maximize shareholder wealth by allocating investment capital to the most productive of competing alternative projects in a manner that maximizes the net present value of the firm's future cash flow. The techniques of cash flow analysis are the primary tools available for selecting a corporate portfolio of projects that meets or exceeds the rate of return expected by shareholders. The reliability of cash flow analysis hinges on the ability of managers to forecast the future values of individual components. The accuracy and reliability of forecasting determine the soundness of capital investment decisions and, ultimately, determine the value of the firm. The present paper will explore tools for forecasting the spot market price of a commodity, silver, to demonstrate the difficulty and uncertainty involved in forecasting the future. The commodity price is only one of a number of components of the cash flow equation. Each component has a unique and uncertain future and must be individually analyzed and forecast to arrive at a robust cash flow model.

[SECRETARY'S ]NOTE.-The following notes, arranged and edited in this office, but not yet revised by the author, were placed at my disposal with much modest hesitation (due to their incomplete and fragmentary character), upon my earnest request, and my argument that such recent and trustworthy data concerning a new and important mining industry ought not to be withheld from our Transactions, simply because they are not sufficient to constitute a, complete academic treatise on the subject. This argument is recommended to the attention of many other members, who are waiting for the opportunity to contribute something "monumental" to our Transactions. In a number of instances, death has nulli¬fied this ambition, and the intended "monumental" contribution has turned out to be an obituary notice by the Secretary, instead of a valuable record of the professional experience thus hopelessly lost to the world.-R. R.] The official publications of the the Russian Government give fairly complete statistics of the dredges operated in the Empire; and in a recent English bluebook, Mr. Cook's report on Siberian Trade presents a brief account of dredging in Siberia. The data in Table I. (not given by Mr. Cook) have been taken from the Gold Mining Messenger (Russian) for July, 1905. These interesting statistics, though incomplete, show that the Yenisei dredges are working on poor ground and yield small returns. According to report, but few yield a profit exceeding 10 per cent. per annum on the capital invested. In the summers of 1904 and 1905, I traveled in the Urals as far north as lat. 61° N., long. 61° E., on the the Lozva river, a part of the vast system of the 01) river. This clear-water stream starts from the summits of the Urals at an altitude of 4,000 ft., and flows through a flat country, densely wooded with larch, spruce, pine, fir, birch and poplar. The river is full of fish, and is navigable for good-sized steamers as far as Ivdell. The application of thermo-mechanical control processing (TMCP) in hot rolling of steels has become a common routine since the last 60 years. The understanding of the physical metallurgy behind TMCP played a major role in the early developments. Physical and numerical simulation works are performed firstly to derive the fundamental metallurgical knowledge and secondly to conceive existing TMCP practices. In this paper, a summary TMCP techniques is presented. The occurrence of dynamic transformation of ferrite in the austenite region is shown by means of synchrotron light diffraction methods. This phase transformation mechanism is taken into consideration and its effects on TMCP are proposed in an exploratory way.
