THE Smuggler-Union mine is in the upper San Miguel mining district near Telluride, Colo., and the group of claims now forming the property were first worked in 1875. Development was slow until the completion of the railroad in 1890, when it pro- ceeded rapidly. In 1896 four hundred stamps were dropping in the district, the production was $3,000,000. A geologic section of the country rocks, where ex-posed by erosion from the valley at 8700 ft. to the sum-mit at 13,500 ft., shows the sedimentaries made up of flat-bedded sandstones and conglomerates, of the Jura-Trias, superimposed at 9700 ft. by a series of bedded rocks of igneous origin, andesites and andesite breccia. These rocks extend 3000 ft. to the rhyolite capping, largely fragmentary, which occurs at 13,000 ft. The ore horizon is, so far as known, contained in the 3000 ft. of' andesite and breccia. The Smuggler vein is a fault fissure which, with its extension to the north, the Humboldt vein, contains one of the longest continuously mined orebodies in the world. The length of the orebody so far developed is approximately 9000 ft. The width of the valuable part of the vein is, however, narrow, 3 ft. being the average, and the depth to which it has been worked up to the present is 2500 feet. There are several crossing and branch veins, all of which have been more or less productive. Of these, the so-called Flat vein, discovered in 1915, with its pro-duction of nearly 2,000,000 tons, has been the most important. This vein joins the Smuggler at an acute angle in the northern section of the property. North of the junction the two veins lie side by side and form an orebody of importance which gives promise of exten-sion with depth. The valuable metals of both the Smug-gler and Flat veins are gold, lead and silver. In the former silver is more important than lead, and the reverse relation holds in the latter.

Study Design. A split-plot experimental design was used to evaluate the influence of posture, trunk angle, and rotational velocity on peak torque output and myoelectric activity during maximal trunk extension maneuvers. Objectives. To determine whether the kneeling posture alters extension torque capabilities in isometric and isokinetic exercises as compared with standing. Also, to ascertain whether recruitment of trunk muscles is modified by such a postural change. Summary of Background Data. Factors such as workplace geometry may force workers to adopt awkward or unusual postures in the performance of manual tasks. An understanding of the limitations placed on strength in unconventional working postures is crucial to the proper design of jobs. Methods. Twenty-one healthy male subjects (mean age = 36 years 7 SD) performed 12 trunk extension exertions in standing and kneeling postures. Isometric tests were performed at 22.5°. 45°, and 67.5° of trunk flexion. isokinetic tests were done at three velocities: 30°/sec, 60°/sec, and 90°/sec. Electromyographic data were collected from eight trunk muscles to assess muscle recruitment under each condition. A prior; orthogonal contrasts were specified for analysis of both torque and electromyographic data. Results. The kneeling posture was associated with a 15% decrease in peak torque output when contrasted with standing; however, no concomitant change in trunk muscle activity was evident. Trunk hyperflexion (isometric tests) and increasing rotational velocity (isokinetic tests) were associated with reduced torque in both postures. Trunk muscle activity was primarily affected by changes in trunk angle and velocity of contraction. Conclusions. A reduced extensor capability exists in the kneeling posture, despite equivalent trunk muscle activity. The similar activation patterns in both postures suggest that the strength deficit does not result from alterations in trunk muscle function. Rather, it may be the consequence of a reduced capability to rotate the pelvis in the kneeling posture, due to a disruption of the biornechanical linkage of the leg structures. AmonG the things that will always remain to the credit of the foundry-industry is the circumstance that nearly all the research-work of practical value in daily routine was done by active foundrymen, and the results were freely given by them to the world. Moreover, while consumers felt that to them was due a more systematic and exact method of work, the foundry-men again were the first to act in the establishment of specifications under which their product should be sold. To come to more recent times, the American Foundrymen's Association has not only made an elaborate series of tests on cast-iron, and adopted tentative specifications based upon them, but, in addition, it has urged the International Association for Testing Materials, through its American representatives, to make the testing and specification of cast-iron a distinct issue. The half-hearted support first granted was greatly augmented by the rapidly-growing recognition accorded to the enormous iron-casting industry; and when the president of the American Society for Testing Materials was instructed to ask for a special commission for this purpose, Europe was ready to cooperate. During the Buda-Pesth congress, at, which America was represented by Prof. Howe, Mr. Wood and myself, it was decided to add five members to the general committee on steel and iron, whose special duty should be to conserve the interests of the cast-iron branch of the industry. America took up the work at once, and enlarged its committee to 67 members, all of whom were actively concerned in the manufacture or study of cast-iron in all of its branches. At the organization-meeting in Philadelphia, April 25, 1903, Mr. Walter Wood was elected chairman, and myself secretary; and, within a week thereafter, the sub-committees were appointed and became active at once. For two consecutive years the author and his wife have been fortunate enough to have been invited by the Peoples Republic of China to work with Chinese geologists of the Geological Bureau of the Ministry of Metallurgical Industries (MMI). Our visits, each of which lasted 7-8 weeks, took us to northwestern Sichuan, central Anhui, and much of Hebei Province, as shown in the accompanying drawing. We were asked to evaluate, criticize, and offer suggestions on the exploration and mining techniques used by the Chinese. Our commission both years was centered on gold, although we were also to visit other operations when the opportunity arose. In 1986, the visit primarily concerned with disseminated "Carlin" type gold deposits; in 1987, with "Greenstone" type gold deposits. Gold has been targeted by the Chinese as a metal of importance to the nation. Several governmental agencies have received direction and budgets to seek and develop gold properties. Besides the Ministry of Metallurgical Industry, gold is being sought by the Ministry of Geology, the China Gold Corporation, and reportedly the Peoples Army. There is considerable competition among these agencies. It is not uncommon to find two or more agencies working in the same general area. However, communication between the groups is minimal. Last year, we toured a small mine at Bambishan. We could see a diamond drill across the valley. The rig belonged to another Ministry and my guides voiced their curiosity to know what their competitors were finding. Mining, too, is not the monolithic bureaucracy that most Westerners anticipate in China. There are various levels of mining. These differ not only in sophistication, but in ownership. First, for small deposits the state allows "Peoples Mines". These can be owned and worked by individuals. The individual owner-miner may hire relatives or neighbors and give them a wage or he may turn the mine into a joint ownership situation. They

AN extended program devoted to the development of a matrix for holding diamonds of a size and kind not heretofore generally used is being carried on by the Carboloy Company, and this paper describes the part of the development that affects mining and its allied industries. Laboratory and field work so far has indicated the following: 1. Tungsten carbide and cobalt form the most desirable known matrix material for the holding of diamonds for drilling work. 2. Industrial bort diamonds in sizes and of a class not generally heretofore acceptable and therefore less expensive can be successfully held in this cemented carbide matrix. 3. In exploratory drilling, the combination of bort diamonds, impregnated throughout a matrix of tungsten carbide and cobalt, when fabricated onto drilling crowns, is an indicated economic substitute for drilling crowns in which the diamonds are set by hand, mechanically or by casting. 4. This impregnated type of drilling crown or bit has definite possibilites of revolutionizing the drilling of blast holes, particularly in the harder formations. This will be brought about by the development of high-speed light-weight rotary equipment using an impregnated diamond bit to replace the percussion drill now in general use. (The development of this rotary equipment is well past the laboratory stage at this time.) 5. That the use of a rotary bit is a preventive measure in the fight against silicosis. The development of this product was started by G. F. Taylor at the Research Laboratories of the General Electric Co. It was early recognized that it had possibilities in the drilling field and the present product is the result of considerable experimental work with other powdered metals as well as with tungsten carbide and cobalt. In the study of the potential application to the mining field, it was learned that carbon diamonds originally were given a high rating of performance but that the trend had been toward borts in selected sizes

DURING an investigation of electro-deposited silver structures, samples were prepared for metallographic examination by cold mounting in plastic, grinding on successive grades of emery paper down to 3/0, and chemically polishing by swabbing using the chromic acid solution described by Gilpin and Worzala.1 Attempts to etch these samples using the standard solutions described for silver (e.g., 5 pet KCN-5 pet Na2S2O8, H2O2-NH4OH, and various potassium dichro-mate solutions) all failed to give good results due to staining of the samples and to rapid etching. The staining was caused by the chromic acid polishing solution being trapped in small fissures between the sample and the mounting plastic, and also in small fissures in the sample itself. To overcome these difficulties, an etchant was developed which prevented staining at the same time as it slowly etched the sample. This resulted in a very clean, crisply etched surface as shown in Figs. 1 and 2. This etch consisted of 10 ml of orthophosphoric acid, 10 ml of distilled water, and 2 drops of the polishing solution noted above,' which is made by mixing 100 ml of saturated CrO3 solution, 45 ml of 10 pet HC1 solution, and 800 ml of distilled water. The etching procedure involved taking the final polished sample, either immersing or swabbing in the etchant for a period of 1 to 2 min, rinsing as quickly as possible in distilled water, alcohol, and ethyl ether in that order, and then immediately drying. This etch is easily controlled due to its slow rate of etching, and produces samples with clean, sharp surfaces. Pits due to overetching produced varying contrast effects when viewed under polarized light, and are therefore obviously useful for revealing many structural details within the sample. The water-hoisting tanks herewith illustrated have been designed for removing large quantities of water from recently-flooded mines, through their hoisting-slopes, with rapidity proportional to the capabilities of the hoisting machinery available, the tanks being adaptable to slopes of small sectional areas and varying pitches. The following features may be of interest to those operating mines liable to be flooded. 1. The arrangement of doors on each tank by which it may be automatically filled by immersion at any point on the varying pitch of a slope, the water being retained while hoisting on the flat as well as on the steep pitches, and quickly and autoniatically discharged at the top. 2. The arrangement, in connection with the above-mentioned doors, of side-wheels over the rear wheeh of each tank and of sidedumping tracks at the top of the hoist, for the automatic emptying and quick return of the tank. 3. The arrangement of two or more tanks, one in front of the other, so as to give as large a capacity in a single hoist as the enginepower will permit, yet without making any tank too large for the sectional area of the slope, or of unwieldlp length, or of such a shape that it cannot easily pass over vertical curves; and without concentrating too much weight on any one pair of wheels or on any point of the track. The details of construction and method of operating are shown by the accompanying sketches (Figs. 1 and 2), and the following more detailed description. The mining industry is beginning to adopt quality systems based on the requirements of International Standards for quality assurance, such as the ISO 9000 series. Indications from similar industries are that considerable benefits are to be had from their adoption. This paper describes the use of the International Standard ISO 9001 for quality assurance within BUKA Minerals Limited. This provided guidance for the development of a clear statement providing agreement on the processes to be followed and the outputs required when dealing with outside service providers. Discussion focuses on the interaction with BUKAÆs consultants and contractors during the specification stage, resulting from the application of quality assurance techniques. Risk analysis was used to identify and manage the risks associated with the companyÆs contract for geotechnical and mine design services and the tender for a mine development program of work during the feasibility stage of the project. Setting acceptance controls for the deliverables from such contracts is traditionally fraught with difficulty. BUKA used Failure Mode and Effect Analysis for exposing underlying risks that were not effectively being countered. The briefs were reviewed and additional controls were developed to manage the risk. These controls have provided clearer instructions to the consultants and contractors, indicated audit points for the company and defined the deliverables. There exists within the company, and among its outside service providers, a clearer understanding of what is to be achieved and how it will be measured. The process has imparted considerable confidence to both parties on how the work will proceed and what outputs are to be provided. Some discussion is provided on how quality principles are being applied throughout industry and commerce, generally, and how they may apply to the mining industry. The paper argues that, far from being an appendix to the tendering process, Risk Management should be a mandatory step integrated into the definitions of the work.

Mr Chairperson, respected leaders of the mining industry, ladies and gentlemen;   Good morning, Kiora, Nihao.   I am very honoured to give a speech to the 2005 New Zealand minerals conference. I would like to take this opportunity to express my sincere thanks to the Ministry of Economic Development to invite me to be part of this important event.   Today, I am going to talk about two themes: a brief introduction of ChinaÆs economic development, including ChinaÆs energy strategy; the good bilateral relations between China and New Zealand, its potential for further development and its relevance to our cooperation in the field of minerals and energy.   It is a well-known story that over the past 27 years, great changes have taken place in China. In 1978 when ChinaÆs reform and opening up just started, its gdp was near to only 150 billion usd dollars. By the year of 2004 it reached to 1.6 trillion usd, an average of yearly growth rate 9.4 per cent.   ChinaÆs great achievements are widely appreciated both in China and abroad. ChinaÆs development has not only improved the living standard of its own people, but also produced a huge market and brought about great opportunities for the world. Since ChinaÆs entry into WTO in 2001, China has imported near to 1.8 trillion usd dollars of goods, averaging a yearly imports of 500 billion usd dollars, creating for other countries and regions more than ten million jobs.   Our prediction is that in the next five years, ChinaÆs imports will be well over three trillion usd dollars. China will continue to serve as one of the leading growth engines for the future world economic development. Now China is on its great strive to achieve the goals of improving living standard for all the Chinese people. We are trying to reach a quadruple gdp of 2000 by the year of 2020, namely to reach gdp four trillion usd, a gdp per capita 3000 usd dollars.

In the mining and handling of sulphide ores, some degree of oxidation takes place on the sulphide surfaces, which are exposed to the atmosphere. It is, moreover, well known that the oxidation compounds formed are a factor when such ores are subsequently treated by flotation. Modern operating technique and reagents are capable of contending with this condition to a major degree, provided that the proportions of the reagents used are varied correctly. This is particularly true at the Tennessee Copper Co., where the ore treated contains pyrrhotite in addition to other sulphides. A number of soluble salts, some of which are unstable, can be formed during the oxidation of the sulphide ores. Those unstable salts, whose oxygen requirements are unsatisfied, are constantly changing to more stable forms because oxygen reacts with them during the crushing, grinding and other operations of ore preparation. We add no chemicals of any kid to the ore pulp in its preparation for flotation feed. Consequently the only compounds that are present in the flotation feed are those produced by the natural oxidation of the ore in the presence of air and water. The Tennessee Copper Co. ore is composed of from 60 to 70 per cent sulphides and from 40 to 30 per cent non-sulphide material. It is not the purpose of this paper to discuss the nature of these various oxygen-sulphur compounds nor their effect on flotation, but to describe a method for correcting the effect. Suffice it to say that we have found that the reducing sulphur and oxygen salts have a depressing action on our bulk flotation process.' From long experience we find that the best means of correcting for this variation in our work is to increase or decrease the quantity of xanthate, the promoting agent, as the quantity of the reducing salts increases or decreases. THE measure of value of an oil property is approximated by the length of time it takes to "pay out;" viz., the time required for it to return the original investment. This time varies in different fields. In the Appalachian and Mid-Continent fields, a good investment pays out in about four years; in California, it requires a slightly longer time; and in the Gulf field about two years. The two principal methods for establishing these values are based on acreage, as in California, and on production, as in the Appalachian field. The method of establishing values based on production1 was worked out in the Appalachian fields and approximates the value remarkably well in some fields; but it is a rule of thumb and should be used intelligently. Briefly, the method is as follows: An arbitrary number of dollars (called the barrel-day price) multiplied by the number of barrels of settled daily production of the property gives the value.. In its crudest application, the barrel-day price is determined by the "$10 to $.01" rule, which means that the barrel-day price is one thousand times the prevailing price of oil. For instance, with oil at $3.50 per bbl. the barrel-day price would be $3500 per bbl. This rule, however, is not strictly applied, for the, barrel price is varied according to whether or not the wells "hold up." But when a barrel price for a district has been fixed it is quite general to raise or lower the price with the fluctuation in the price of oil; here the" $10 to $.01" rule is used extensively. However, the prospective purchaser takes into account tangible equipment upon the property, the extent to which the drilling program has been carried out, whether or not the wells are "shot" or natural, depth of wells, spacing of wells, paraffin trouble, etc.

In estimating the investment-value of a mining-property or plant, the value of which decreases with operation, it is often necessary to know the sum which must be set aside periodically from earnings either to renew the plant at the end of its life, or to return the capital involved when the earningpower of the investment has ceased. In such cases it is manifestly incorrect simply to divide the total amount to be retired by the 'number of periods (usually years) during which the investment shall be active, as the sums periodically withdrawn have a certain interest-earning power varying with the length of time they are held and with the opportunities afforded for their investment. But though the interest may be considered to accumulate regularly year by year, yet the rules and tables for compouiid interest do not apply, owing to the addition of a fixed amount of new money to the total at the beginning of each period. Briefly stated, the problem of sinking-funds is, to find the amount of money which must be periodically set aside at a certain rate of interest, regularly compounded, to yield a certain sum in a given length of time. In most practical cases the interest is compounded and the fresh amount added at the same time—usually once a year—and on this basis the problem may be solved as follows : Let S = total amount to be retired, Let T = interest rate : R = 1 + r, Let n = life of tlie sinking-fund or the amortization-period, Let L = the sum set aside at the end of each year. Then the amouilt of the sinking-fund at the end of first year is 2, which at the end of n years will have illcreased by compound interest to IRn-l. Introduction Trapper mine is a dip-line strip coal mine, located about 10 km (6 miles) southwest of Craig, CO. The mine provides the Craig Generating Station, operated by Colorado-Ute, with about 2 Mt (2.3 million st) of coal annually. The Trapper mine is situated on a hillside that climbs in elevation from 2 to 2.5 km (6500 to 7400 ft) at average grade of 15%. The coal seams dip at about 16% down-grade and they outcrop near the top of the hillside. They exceed maximum stripping depth in 1 to 1.7 km (3500 to 5500 ft) of pit length. Stripping in the three existing pits is performed with three Page 752 23 m3 (30 cu yd) walking draglines. Two of the pits are currently being cast blasted. Until the active cut, the Derringer pit was cast blasted only where the lower mined seam exceeded stripping capabilities and the pit was a single seam operation. Now, a 9-m (30-ft) interburden bench has been incorporated into the stripping plan. This bench protects the first seam of coal from shear when the overburden is cast blasted. The cast blasted section of the 1.6 km (53,000 ft) long pit has been increased from the 457 m (1500 ft) casted previ¬ously to 1 km (3500 ft). High speed films show the coal losses due to shear of the blast are minimal. The pit width in Derringer pit is 61 m (200 ft). This is necessary for efficient spoil side stripping of a relatively thin interburden in the two-seam section of the pit. The Enfield pit is entirely cast blasted. The single seam pit is 46 m (150 ft) wide, 1.1 km (3600 ft) long, and varies from 15 and 46 m (50 and 150 ft) in overburden depth. THE CHAIRMAN (PERCY G. BECKETT, Globe, Ariz.).-When you are at Miami tomorrow, you will see a very interesting comparison on the surface of the two mining methods that are being employed there largely. In the case of the surface over the Inspiration mining method, you won't see very much left of the surface. Everything has gone down. In the case right at the line of the Inspiration ground and the Miami, you will see that the surface over the top slicing which the Miami company has been doing in that country has been riding down evenly and uniformly; and it gives a very marked comparison of the two types of mining, and, to a certain extent, of the different degrees of waste dilution. I would ilke to hear from Mr. Maclennan on this subject. F. W. MACLENNAN, Miami, Ariz.-A paper based on percentage extraction by shrinkage stoping is a difficult one to discuss for the reason that it is hard to arrive at extraction figures until a section has been completely mined out. In the Miami mine we are using a method of shrinkage stoping with narrow stopes and pillars. This ore has been completely broken up and we have started in at the far end to draw off the ore mass maintaining the top of the broken ore dipping at an angle of 60° away from the direction in which we are retreating. A very important point I think about drawing a large. mass of ore down at an angle rather than trying to maintain the top of the ore more or less horizontal is that drawing at a steep angle has a tendency to create a horizontal movement in the ore mass as well as the vertical movement of the ore traveling down to the drawing off chutes. IN a general way, the situation in copper smelting is quite similar to that of lead smelting. In other words, the introduction and successful flotation of copper ores has tended to decrease greatly the tonnage to be handled by the smelter and therefore has resulted in curtailed smelter operation. However, copper production has increased rather than decreased. The general effect of flotation has been to decrease the number of furnaces operating, but it has also increased to a considerable extent the difficulties in handling the material, just as was outlined in the case of lead smelting. In copper smelting, the flotation concentrates must be roasted and prepared for the reverberatory furnace. HANDLING FLOTATION CONCENTRATES The handling of copper flotation concentrate, which is more or less wet and mucky, is more difficult than was the handling of the old gravity concentrate. Also, the roasting of the concentrate and the handling of the calcine produced is more difficult. That is mainly because the material is extremely fine and the tendency to higher dust losses is greatly increased. The draft in the roasting furnaces must be kept as low as, possible, and the feeding of the calcine into the reverberatory furnace must be done carefully, so that dust losses may be kept at a minimum. TRANSITION STAGES OF CONCENTRATION AND SMELTING The general process through which the copper smelter has gone as a result of flotation has been somewhat as follows: In the relatively old days, when copper ores of low grade were first treated, a large number of furnaces were required, and naturally comparatively poor recoveries were made. Also, the profits on low-grade ores were small and the handling of those ores was possible only because of the large tonnages. Then came gravity concentration, which was a great improvement but which only incompletely removed the gangue material, the insoluble and the iron, from the copper ore, and made comparatively poor copper recoveries. This still left a considerable amount of insoluble and iron, as well as the copper itself, to be treated at the smelter.

Acid rock drainage is one of the most complex issues facing regulators and mining companies for management and remediation of mining wastes. All mining waste units, including open pits, underground workings, tailings, waste rock and leached spent ore have the potential to generate acidic leachate based on the acid generation or neutralization potential of the material. This paper uses a case study of the Walker Mine in northern California to give an overview of the available control and mitigation methods. Wetland design is emphasized as a low-cost alternative treatment option for wastewater remediation. The Walker Mine is located on the eastern flank of the Sierra Nevada, 20 miles north of Portola in Plumas County, California. The Walker Mine was an active copper mine between 1915 and 1941. During active mining, tailings were discharged into an area 1 mile west of the site at the confluence of Dolly Creek and Grizzly Creek. In addition, there were two main sources of metal-rich, acid waters impacting Dolly Creek: discharge from the mine tunnel portal, and seepage and surface runoff from waters contacting mine waste downslope from the portal area. A mine portal seal was installed in 1987 which prevented the majority of mine water drainage from further contaminating the area. Minor drainage from the portal and seeps discharge into a holding pond which overflows into Dolly Creek when elevation exceeds 6,200 feet. A site characterization study was performed to evaluate the potential water quality threat to Dolly Creek from mine tunnel discharge and waste rock seeps. Based on the results of this study several remedial options were investigated, both on a design and cost basis, to determine which abatement alternatives could be realistically implemented. The remedial options considered include both in situ containment (landfill, waste pile) or removal (backfilling into underground workings and/or sinkholes) of solid wastes. Waste water remedial options include long-term, seasonal treatment of the portal mine water, or long-term, passive treatment of portal discharge and waste pile leachate.

OUTBURSTS in coal mines have contributed greatly to the hazard of mining operations in localities in which they occur. They have been responsible for many casualties and fatalities and much property damage. An excellent review and symposium on the subject appeared recently1. From a study of the papers included in this symposium, and other litera-ture on this subject2, the following conclusions or statements seem justified: 1. Outbursts are more likely to occur in deep mines; that is, where the coal seam being mined has considerable overburden. 2. Outbursts usually occur when hard, dense, nonfractured coal is being mined. It is believed that in most cases a fault or a pocket of friable or soft or pulverized coal existed some distance behind the dense coal at the time of the outburst. 3. The outburst involves a rending or pushing of the solid material of the coal face, the roof, or the floor outwards and often is accompanied by the discharge of large quantities of very fine coal. 4. Drill holes or borings into the coal ahead of the workings have failed to yield information either from evidence of increased gas pressure or increased gas flow that makes possible the prediction of outbursts. 5. Mines in which outbursts occur are usually considered "nongassy," or only very slightly "gassy"; yet large volumes of gas may be produced at the time of the outburst. Despite the varied conditions and varied locations in which outbursts have occurred, the foregoing general statements appear to be applicable in whole or in part to all the recorded cases. These observations there-fore should be significant and any explanation of the mechanism of the phenomena should be consistent with them. The following suggestion seems to be in accord with this requirement, and is offered in the hope that it may assist in the further elucidation of this phenomenon.

At the Pittsburg meeting of the Institute, in March, 1910, the death of Mr. Metcalf was announced, and Col. H. P. Bope, of Pittsburg, delivered in memory of him a brief but eloquent address, which, though expressing the Norrow of Mr. Metcalf's friends, and, in general terms, the debt of gratitude which his country and his profession owed to him, was not intended to be a complete survey of his life and work. With Colonel Rope's permission, and with the aid of some of the statements in his address, I substitute for it, in our Transactions, this more cletailed, yet still inadequate memorial. As Colonel Rope justly remarked, the men who could do justice to this theme—such men as Jones, Chalfant, Bennett, Oliver, and Park—passed away before Metcalf, leaving him almost the last of the generation of great steel-makers who made Pittsburg the Sheffield of America, and who discharged a double function, as the rearguard of the old metallurgical practice and the ran-guard of the new. I knew many of them; would that I were better qualified to celebrate their achievements. William Metcalf was born Sept. 3, 1838, at Pittsburg, Pa., where his father, Orlando Metcalf, was an eminent member of the bar. At the age of sixteen, he entered the Rensselaer Polytechnic Institute, at Troy, N. Y., from which he was graduated in June, 1858: Returning to his native city, he became an assistant engineer in the Fort Pitt Foundry, of which he was made Superintendent in 1859. This famous establishment produced the largest castings and heaviest machinery then knolrn in the United States; and Mr. Metcalf's intense, intelligent and incessant study of his business prepared him as a manufacturer for a patriotic service to his country more valuable than, as a soldier, he could have rendered in the field. The call came in 1862, when the government needed, above all things, a supply of field, naval and siege artillery. The

SHALES containing,"kerogen,," or bituminous matter, which on destructive distillation yield oily and tarry matters resembling petroleum are here designated as oil-shales. They differ from oil-bearing shales from which petroleum may be obtained by so-called mechanical means. The educts obtained by the destructive distillation resemble some or all the varieties of petroleum, depending on the character of the shale and the mode of treatment. Some shale oils have e a paraffin base, some an asphaltic base, or a combination; some run high in sulfur compounds, The methods of refining and cracking, therefore, are essentially the Sam as are used in refining petroleums. In 1860, in this country, over fifty companies were successfully distilling various bituminous natural materials for the production of "coal oil," used for illuminating purposes. The discovery of petroleum and the failure of these companies to save and utilize the valuable byproduct, ammonia, brought about their inevitable doom. Prior to that time, more or less successful efforts were made to produce from the shales of Scotland oils for illuminating and heating purposes. Competition of native petroleum from the United States early eliminated some of these companies and with the entrance of oil from the Russian and other fields into the world's markets, the Scottish oil-shale industry underwent serious and trying experiences until, in 1916, only four (Scottish) were paying concerns.. These survived only through energy and the application of skill in saving valuable byproducts. A few companies have successfully operated in France and New Zealand. The Canadian Government showed active interest in the New Brunswick shales, which exist in quantity and are more valuable than the Scottish shales. The retarded development of that very valuable asset of the Province of New Brunswick involves a pathetic history, which is lamentable. This was especially true when the product was so much needed in the prosecution of the war. The economic success of a shale-oil industry depends on the following factors:
