Coeur d'Alene Mines Corporation's newest precious metals property is located in the old Rochester Mining District approximately twenty-five miles northeast of Lovelock, Nevada. Built at an elevation in excess of 6 000 feet, the Coeur-Rochester gold silver heap leach property encountered cold weather operational problems typical of most northern Nevada heap leach properties, soon after the start-up of operations last fall. Due to the size of the heap area under leach at Rochester, it was decided that 1 the usual practice of spraying to an "ice field" and waiting for the spring thaw was impractical. Further, the delivery schedule for a solution heating system of the size required was unacceptable. Accordingly, Rochester personnel embarked on a program to seek out a leach solution distribution system that would enable an operation through the winter and yet be cost effective. The findings of this program were rather dramatic and, as a result, the whole perception of heap leach solution application at Rochester has changed forever.

The rate of beryllium dissolution from a low-grade ore was studied in sulfuric acid solutions. The effect of stirring speed, sulfuric acid concentration, particle size and temperature on the rate of dissolution of beryllium was established. The results of the study showed that the dissolution rate is independent of stirring speed within the range of 250-1000 rpm but depends on 1/2 power of the sulfuric acid concentration. The dissolution rate increases exponentially with decrease in particle size and the maximum attainable rate of extraction with respect to particle size is 6.6 x 10 mol dm min. The apparent activation energy (^E) for the dissolution reaction is 54.4 kJ/mol (13.0 kcal/mol). Based on this magnitude of the activation energy, it is concluded that a surface chemical reaction is the rate limiting step for the temperature range (70° -100°C) investigated.

Relatively lower recoveries (60%) of coarse phosphate (-16 +35 mesh) particles are attributed to the difficulty in transportation of coarse particles from the pulp to the froth column and rapid drainage of these particles from the froth column to the pulp. Increasing the hydrophobicity of coarse particles by higher, more efficient coating of the collector and using larger froth volumes have been suggested to overcome these problems. In this study, the role of emulsification of the fatty acid-fuel oil collector on the flotation recovery of coarse particles was examined. It was determined that emulsification can not only increase the coarse particle recovery, but do so at higher fractions of fuel oil in the collector, thereby reducing the reagent cost as well.

What is the meaning of the Life of a Mine (LOM) if that mine results in a requirement for water treatment in perpetuity? ‘In perpetuity’ is of course a duration with no relationship to a Life-of-Mine or what might rightly be regarded by external stakeholders as a fair and reasonable post-mine recovery period. It exceeds the life span of investors, mine managers and governments, indeed even of capital markets as we know them, and of corporate and individual memories.In mine and mine closure planning, decisions are usually based at least to a significant extent on traditional economic analysis underlain by discounted cash flows (DCF). For investments in income-producing facilities, such as mining development and equipment, and ore-processing plant and equipment, this analysis reflects commercial reality and allows for comparison of competing investments. However, for environmental and social infrastructure, the same analysis using the same input parameters, especially the discount rate applied to cash flows, can lead to a bias against the adoption of best practices for non-investor stakeholders. Analytical costs are a major part of exploration programs in developing nations which may lack adequate laboratories. Laser-Induced Breakdown Spectroscopy (LIBS), a variant of atomic emission spectroscopy, can reduce exploration analytical costs and can provide the analytical results in <1 minute. CPI is now marketing battery-powered, backpack mounted analyzers, using LIBS to analyze for many elements of interest to the explorationist. LIBS is well suited to the analysis of elements in industrial minerals. Limits of detection in ppm for some of these are: Li-1, Be-2, Na-100, B-33, Sr-10, Ba-300, Cs-1, K-500, Fe-500, Mg-500, and Ti-500.

"The case for innovation in the mining industry has never been more compelling—whether you believe the industry is in a sharp dip in a significant ‘sawtooth’ cycle or in the midst of a bust — the imperative is the same. Despite record production levels and still above-average prices compared to the lows of 2000, the industry is struggling to make profits and provide the returns on capital that investors are seeking. This represents a large-scale destruction of value over the last 15 years.The last 10 years have seen a sustained rise of operation expenses and capital development costs while there has been a rapid decline in productivity. This trend is unsustainable especially against other key structural challenges and forces shaping the future of the industry:1. Despite short-term fluctuations, there is longterm sustained demand for commodities.• Demand is driven by relentless urbanization, population growth and a rapidly growing middle class.2. Environmental concerns continue to mount.• Existing mining methods and their environmental footprint are becoming increasingly unacceptable to society.3. Geopolitical pressures and community activism are growing.• An estimated $25 billion worth of projects are on hold due to community activism.• Increasing nationalism tendencies and government expropriations of close to $30 billion.• Social license to operate is being challenged.4. Humic acids adsorb on coal and depress coal floatability in the acidic pH range. In alkaline solutions, their effect is not pronounced. In the neutral pH range, a second small addition of kerosene plus MIBC leads to a significant increase in coal yield and better selectivity. Humic acids present on oxidized coal surface were found to be responsible for the inhibited floatability of the? coal. As expected, the flotation of such oxidized coal also strongly depends on the method of pH adjustment.

Seafloor polymetallic sulphides are distributed in the EEZ of Japan, including substantial deposits in the Okinawa Trough and Izu-Bonin back-arc basin. In this new frontier, the successful development of these resources in Japan is expected to bring about a new domestic supply of mineral resources. The initial stages of this development are authorized by the Basic Plan on Ocean Policy, approved by the Japanese Cabinet on April 26, 2013, and the Plan for the Development of Marine Energy and Mineral Resources, formulated by the Ministry of Economy, Trade and Industry (METI) on December 24, 2013. In 2008, the Japan Oil, Gas and Metals National Corporation (JOGMEC), commissioned by METI, began a survey and technological development programme for the development of the seafloor polymetallc sulphides (PMS) based on these Plans. The examination of four different fields: the evaluation of the amount of the resource, environmental assessment, mining technology, and processing & smelting technology, are concurrently promoted, aiming for commercialization as soon as possible. Based on the results of research for properties of geomorphology and marine environments of the target test sites in the Okinawa trough, which have been ongoing for several years, the preparation of the pilot lifting test included an in-situ excavation and crushing test conducted using test excavating and crushing systems.

Prior to November 1975 there were several failures of front -wheel spindles on large haulage truck s in B.C., attributed to fatigue cracks. Since that time, a non-destructive test program has succeeded in detecting the cracks before catastrophic failure, However, the author regards the failures as just one example of a. general unreliability in large high-strength steel castings and urges the industry to look to forgings for sensitive components of heavy equipment.

"Although seismic retrofit is recognized as a key micropile application, widely-used reference documents do not clearly address design and testing recommendations for micropiles that are loaded primarily under seismic conditions. The principles of micropile design and construction and their application to seismic retrofit projects are well understood and executed by leaders in the field. As the micropiling market grows, a wider audience relies on the information presented by DFI and similar industry groups. State-of-practice updates appear periodically in conference proceedings, but examination of recent bid documents makes it clear that there are opportunities to improve the specification of load, deflection, testing and acceptance criteria on many seismic retrofit projects. Updates to the FHWA Manual or DFI Sample Specification that specifically address seismic retrofit cases would be useful tools to disseminate information and enhance the state of practice.Micropile Survey UnderwayAs one step in this process, I am distributing surveys to contractors and designers prior to DFI Super Pile ’09 (June 4-6, San Francisco) seeking recommendations for design and testing procedures applicable to seismically loaded micropiles. I am also requesting any existing references that could be promoted as a standard for these cases. Anyone interested in participating in this survey, should contact me at rjameson@malcolmdrilling.com. Seismic RetrofittingMicropiles are ideally suited to seismic retrofit applications. Their high-tensile and compressive capacity can sustain the large concentrated loads induced during seismic events. They can be installed within and around the access limitations of existing structures, and can be drilled through and grouted into the wide variety of soil and rock materials encountered in seismically active zones.Seismic retrofits have included micropiles since the early 1990s, and they are now widely specified in the Western U.S. In the San Francisco Bay Area alone, thousands of micropiles have been installed for seismic upgrades of highway and transit aerial structures, and retrofits of commercial, residential and public buildings. Micropile use is growing in both public and private sectors, with large-scale retrofit projects currently underway for both the Bay Area Rapid Transit (BART) system-wide upgrades and renovations at San Francisco Airport."

"THE MISSION TO Offshore Scotland was in my opinion a very worthwhile venture, as it indicated the scope of the offshore oil and gas business and how we might exploit it to the fullest here in Nova Scotia - if our offshore fields eventually become producing fields. The writer was able to attend a considerable number of lectures and as a result gained some valuable know-how on the engineering design, financing and operation of the North Sea oil industry. There are many new fields of technology that had to be developed to overcome the North Sea's hostile environment and a great deal of the same technology will have to be developed to win oil and gas from our continental shelf. The visit left me with several impressions, which in the main are:(1) The high order of investment required to develop offshore oil. The investment ranges from 10 to 20 times that required for a similar output on land. Each barrel of oil costs on the average of about $2,- 500 per barrel per day.(2) Because of the high investments required, before the first oil is produced the field must be brought into production at the earliest possible date and initial lead time from decision to production is less than four years. In the British Petroleum field, working at a depth of 450 feet will require an investment of $900,000,000 to develop a production of 400,000 bbl per day. (3) The size and complexity of equipment required is beyond anything ever imagined. Problems which must be overcome are such factors as water depth, wind velocities, wave height, wave period, long periods of darkness, low temperatures, distance from land, and fog."

Despite the limited demand for rare-earth elements, as well as yttrium and scandium, in conventional applications, the emergence of ne~ high-technology applications such as supermagnets, lasers and superconductors is expected to result in significant demand for some of these elements. This paper examines the anticipated applications and demands for rare-earth elements over the next decade and their implications on the utilization of available resources. Process methods for the recovery of rare-earth elements from conventional and unconventional resources are reviewed in the context of their growing demand. Challenges facing the industries in meeting this opportunity are also discussed.

In the past, Newmont Gold Company relied on cement for their ore agglomeration process. With assistance from Betz Industrial, Newmont began Investigating the use of polymers for ore agglomeration. If gold recovery would not be jeopardized, then polymers could replace cement and possibly reduce operational costs associated with cement agglomeration. The following outlines the preliminary testing conducted to determine the feasibility of polymer agglomeration with Newmont&apos;s ore and the results of the test heap, which was constructed so the program could be examined under actual operating conditions. Similar polymer agglomeration testing has been successfully performed in other Nevada gold operations. By eliminating the need for cement, a polymeric agglomeration program could improve material handling operations, as well as offer the following additional savings. First, the polymer application uses only lime for adjusting basicity, the polymer does not contribute any alkalinity to the heap. Because lime is more soluble than cement, detoxification of the heap becomes much faster and less costly for the mine relative to rinsing cement alkalinity. The following graph compares the detoxification rate of cement and polymer over a 33 day cycle.

The results of prospecting operations involving geological data and a large number of geochemical determinations of the metal content of soil samples are plotted and evaluated by computer. Anomalous areas are identified in each type of environment by selecting probability or population boundary values from frequency distributions. The anomalies are plotted to permit correlation with geographical or geological features. Ranking of prospecting targets is made using geographic pattern, geology, absolute value and metal ratios. Three short case histories are presented.

Mining at Phoenix is currently done by surface operation in the Fortitude and Bonanza Pits, at a combined rate of approximately 110,000 tons per day. A portion of the ore bodies targeted by these pits was mined previously by underground mining methods, dating back to the mid to late 1800?s. Most of the underground workings (voids) are located in the west central area of the Bonanza Pit. The surface operation requires excavation through voids, and there is a risk of pit floor subsidence that has to be addressed. This paper presents a review of the risk mitigation measures that were implemented to reduce risks to people and equipment working in the area.

II. Real Estate A. The new Accelerated Cost Recovery System of depreciation (ACRS). 1. Mandatory for assets placed in service after 1980. ACRS will eliminate most if not all controversies with the IRS over depreciation. 2. Real property now depreciated over 15 years. Component depreciation is not available. 3. Accelerated depreciation is available - a 175% declining balance method with an automatic shift to straight line method at the optimum point in the asset&apos;s life. Alternatively, a taxpayer can elect to use the straight line method.
