The safe and economical storage of tailings generated by modern day mining operations is possibly the single largest challenge faced by miners today. By nature, tailings are a waste product that have little to no economic value. Yet, their physical and chemical contents can pose incredible environmental hazards if not stored correctly. The variety of factors that are met when designing Tailing Storage Facilities (TSFs), means that in most cases, a low-cost solution is sought to accomplish storage, meet environmental regulations, and adhere to industry best practices. TSFs can be large dam face structures or smaller structures like retention/evaporation lined ponds. Water management is potentially the single largest factor that miners and designers must contend with when constructing a TSF. Water is a necessary component in the process of extracting ore but can be difficult and expensive to remove once it is mixed with solid tailings particles. As a result, the most common disposal of these water containing tailings, called a slurry, is to simply discharge into an embanked TSF (Vick, 1990). These structures, just like any other water retaining dam, can breach releasing contents downstream. Despite modern advancements in TSF design, there have been numerous dam failures that have resulted in tragic loss of life and ecological devastation. Most notably in the last decade, the Brumadinho and Mariana Dam disasters in Brazil killed 278 people in downstream communities when TSF dams failed in 2019 and 2015, respectively (Rotta at el., 2020). Similarly, in 2014, the Mount Polley tailings spill in British Columbia was the second largest tailings spill on record and caused extensive damage to adjacent watershed ecosystems when the TSF embankment was breached (Byrne at el., 2018). While there were indeed numerous unique and underlying factors present in each of these structural failures, a shared element in the devastation was the large-scale release of unstable liquefied tailings

SINCE I promised you above when speaking of the melting of metals to teach you to make small crucibles and shells for melting, I do not wish to fail in my promise. For, in truth, since they are instruments that are much used for this procedure, they increase the work if they are not good, and often cause great extra expense as well as necessitating repetition of the work. If they are good they save everything. Therefore, if you have to make them, do it so that they, are greatly aided by art. It is first necessary to have the clay of a good nature, that is, resistant to the force of the fire by its own natural virtue, either when it is lean or when its viscousness is mixed with much talc, and whether it is yellow or white. This should be well freed from small stones and beaten well with an iron, and then thoroughly mixed by hand. With this should be mixed an eighth part of finely ground and sifted iron scale,* and also some [145] young ram's-horn ashes. These things should be well mixed together by hand and by beating them. If this clay should not be strong enough by itself, it is mixed with another lean clay, with crushed peperino, flintstone, or some other stone that in your judgment seems to be arid and resistant. Crucibles are worked on a low potter's wheel turned by hand, or on a high one turned by foot, just as plates are made. Both large and small ones are made. Most of them are given a triangular shape at the mouth, and the shells have a kind of spout for ease in pouring out the metal. This done they are well dried, and baked in furnaces like pots or other vessels. At the end, when they have been thus made they are used for melts.

UNDERGROUND lighting in the zinc mines of the Tri-State district can be separated into four di-visions. 1. Foot of shaft. 2. Pumps, fans. incline hoists and other stationary machinery. 3. Haulage ways. 4. Headings and stopes. One of the main improvements in lighting around the bottom of the shaft is in the use of skidoo flash lights, which have replaced the old electric skidoo bells. These bells were used as signals from the hoisterman to the tub hooker. In the event that a can bumped the side of shaft or a rock spilled from the can when dumping; the hoisterman rang the skidoo bells as a signal for all to leave the vicinity of the shaft bottom on a dead run. These bells were much better than no signal at all, but many of them were often out of order; the worst feature being that when out of order this fact was not immediately indicated. The electric flash-light signals work on the opposite principle and are burning at all times except when the hoisterman breaks the circuit when signaling danger. Therefore should a break or short occur in this arrangement, the shaft bottom is immediately thrown in darkness. Since the reaction from the eye is quicker than from ear, there is a slight saving of time- to the men escaping from the point of danger. Even this brief period of time may save a life. One other, point, to be emphasized, is that all lights near the shaft bottom should be on the signal circuit so that the entire area is momentarily darkened. I. have inspected mines where only one or two lights are used as signals, with the remaining lights around the shaft on another fixed circuit. In this case the flashing of the signal lights is almost drowned out by the stationary lights. These flash signals must be as startling as possible, which can only be done by flash-ing all the lights.

IN the summer of 1881 we were forced to break up and remove the large mass of iron which had accumulated under No. 2 furnace at Glendon, in order to prepare the foundations of the new furnace which has taken its place. We used "Atlas" powder, drilling the holes with a pair of Rand drills. These worked very well when the iron was at all uniform in hardness; but this was not often the case; and it frequently happened that the holes were hopelessly blocked when but little over a foot deep. Good tamping became, therefore very important. The common method of tamping is certainly very dangerous when there is a percussion cap in the hole, and has, no doubt, caused many of the accidents attributed directly to high explosives. We found an excellent and safe method by using plaster of Paris, mixed to the proper consistency and ponred into the holes as soon as they were loaded. Clean dry sand was mixed with the plaster to reduce the quantity needed. With proper attention the tamping would set in a few minutes, and little or no more time was required than for tamping in the ordinary way. We used a "magneto" machine (Laflin and Rand) to fire the holes; and an additiollal advantage in the plan was that any risk of cutting the exploder-wires in tamping was avoided. We found it worth while to load holes not over 13 inches deep in a block 3 or 4 feet thick since the bottom of the hole was enlarged by each shot so that the next time it could be loaded more heavily, and three or four shots in this way often did as much good as a new hole twice the depth, to drill which might have taken ten or twelve hours. The rise in temperature when boiled plaster solidifies is not sufficient to ignite the exploders, as we found by repeated trials before using it in a loaded hole.

INTRODUCTION Slurry systems and mechanical conveying, represent the main methods of transporting solids from one area of a mineral processing plant to another. A well-designed slurry handling system can assist in lowering plant capital costs by reducing building size, simplifying plant layout and reducing operating costs by lowering maintenance and labour costs. This Paper has been prepared with the object of providing a practical approach to designing slurry systems. SLURRY CHARACTERISTICS Slurry is a mixture of crushed or ground rock mixed with water or a chemical solution, and can flow under several different conditions: (a) As a homogeneous suspension; (b) As a heterogeneous suspension; (c) With a moving bed (saltation); (d) With a stationary bed. Homogeneous flow takes place when the solids are uniformly distributed throughout a pipe and when particle sizes are smaller than 325 mesh. Heterogeneous is the most common slurry suspension. In this system, there is a gradual increase in concentration of solid particles towards the bottom of a pipe. There is a fairly wide range of velocities that fall within this system. In moving bed systems, the coarse particles settle out and bounce along the bottom of a pipe. Operating under these conditions tends to minimize wear and power requirements, but because this system operates within narrow velocity limits, pipelines frequently plug. Stationary bed conditions exist when coarse material has settled in the bottom of the pipe restricting the available area. These conditions should be avoided. DESIGNING A SLURRY SYSTEM Slurry can be transported either by pumping through a pipeline or by developing a gravity head and flowing through a pipe or along a launder. When considering any slurry system, whether for the design of a new plant or to make modifications to an existing operating plant, design criteria are required. The design criteria provide the information for calculating the material balance and sizing the equipment. The quantities on the material balance can then be assigned to the flowsheet for reference. A metal is said to be overstrained when it is deformed beyond the elastic limit at a temperature well below the critical range, as in cold working. Quantitatively, overstrain might be considered as that part of the total elastic deformation of the piece of metal, left over after the external load is removed, that added to the permanent deformation due to plastic action will give the total permanent deformation. Ordinarily the effects of this phenomenon, which vary with the internal residual stress probably in accordance with Hooke's law, are more noticeable when the yield point of the metal is exceeded, but they probably also exist to a smaller degree when the load is just large enough to cause the least amount of permanent set. These effects, which we recognize as the result of overstrain, are as follows: 1. An apparent increase of the elastic limit in tension and a decrease of the elastic limit in compression, provided the external load is tensile. The reverse is true when the load is compressive. 2. An elastic after-effeet in which time and temperature are important factors. 3. A state of imperfect elasticity in which Hooke's straight line becomes slightly curved, giving rise to an hysteresis loop. 4. In addition to the apparent increase in the elastic limit, such properties as the hardness, ultimate strength, and resistance to fatigue failure are increased, provided the overstraining has not been carried far enough to make the metal brittle. 5. Correspondingly the ultimate elongation, reduction in area, magnetic quality, ratio of endurance limit (fatigue breaking stress) to elastic limit, and resistance to season cracking (in certain copper alloys) are decreased. The question naturally arises: how do these changes in the properties of a metal resulting from overstrain influence our method of design? The fact that most of the desirable qualities are increased makes overstraining a favorable process, from an engineering standpoint; but on the other hand, the loss of such qualities as perfect elasticity and complete

A well can flow exclusively through the casing or exclusively through a tubing but can also flow partly through a casing and at the top part through a tubing. The main principles of the flowing of wells under these conditions were explained in the author's former paper.' Practically all factors that influence the regular flow are dealt with therein. The question of irregular flow, however, will be discussed briefly here. As a rule, an irregular flow must be avoided, as it may be assumed that the efficiency is thereby very small, while on many fields it is injurious to the sand of the oil-bearing layer. Periodical flowing often occurs with rising mixtures of gas and liquid. The phenomenon can be explained if it is accepted that two conditions are possible in the mixture; namely, the foam condition and the mist condition. If there is no stabilizer in the liquid, the foam condition can exist only when the liquid forms a greater portion of the volume than the gas. The mist condition, on the other hand, can exist only when the liquid occupies a smaller part of the volume than the gas. The foam condition occurs when there are gas bubbles in the liquid mass, while in the mist condition drops of liquid are disseminated in a gas-filled space. For sake of simplicity, it has been assumed that the mist condition prevails when 50 per cent. or more of the volume is occupied by gas, while with less than 50 per cent. gas the foam condition will arise. For distilled water and for oils which do not tend to form stable foams this is probably approximately true. If this does not hold good, however, two cases are possible: (1) The fields of the two conditions overlap or (2) they do not meet. If the fields of the conditions overlap there is an intermediate field where either of the two conditions can exist, depending on the history of the mixture. This is a most interesting paper and some data in it are corroborated by work I did at Watertown Arsenal some time ago with iron powder. I would like to ask Dr. Wulff to say just a little more about the compressive and tensile stresses on the surface of compacts. JOHN WULFF (author's reply).-Our work has not yet been completed; although enough data have been obtained with cylindrical compacts of iron to permit some conclusions. Briefly, in a compact 3/4 in. high and 1/2 in. in diameter pressed at 48 tons per sq. in., the residual stresses on the surface measured by X-ray diffraction techniques are as follows: The radial stresses on top center and bottom of compacts are practically zero; the longitudinal residual stresses on the side walls are near the top quarter of the compact about seven tenths that of the yield point of mild steel in tension; at the center surface of the compact they are in compression and in magnitude about 0.3 that of mild steel in tension; near the bottom, they are practically zero. F. V. LENEL.?- I was particularly interested in the work that Messrs. Wulff and Seelig reported on the influence of lubrication on the density of parts. In connection with the work of the American Society for Testing Materials on determining the green density of a compact, we ran into considerable difficulty in getting reproducible results of green density determinations. It was much easier to get a reproducible green density when the lubricant was mixed with the powder than when the lubricant was applied to the die walls; particularly when the die was not perfect-i.e., if it was somewhat rough or out of round. Manganese is a nearly white metal, having about the same appearance when fractured as white cast-iron. Its specific gravity is about 8, while that of white cast-iron, reasonably free from impurities, is but a little above 7.5. As produced commercially, it is combined with iron, and with small percentages of silicon, phosphorus, and sulphur. It is generally produced in the blast-furnace. If the silicon is under 0.50 per cent., the product will be white. If the manganese is under 40 per cent., with the remainder mostly iron, and silicon not high enough to make the product gray, the alloy is called spiegeleisen, and the fracture will show flat reflecting surfaces, from which it takes its name. With manganese above 50 per cent., the iron alloy is called ferromanganese. As manganese increases beyond 50 per cent., the mass cracks in cooling, and when it approaches 98 per cent. the mass crumbles or falls in small pieces. When the percentage of manganese is high, the planes of the fracture are not so bright as when it is lower. The ferro-manganese which we have used in the experiments reported in this paper, contains Mn, 81.62; Si, 0.256 ; and combined carbon, 6.153 per cent. We have not been able to make test-bars from this, because the alloy cracks in small pieces in cooling. Manganese combines with iron in almost any proportion, but if an iron containing manganese is remelted, more or less of the manganese will escape by volatilization, and by oxidation with other elements present in the iron. If sulphur be present, some of the manganese will be likely to unite with it and escape, thus reducing the amount of both elements in the casting. Hence, in remelting irons, some of the sulphur which has entered from the fuel with which the iron is melted will very likely unite with some of the manganese in irons which make up the mixture and escape. Remelting, therefore,' reduces the percentage of manganese in cast-iron.

HAVING devoted considerable time to the investigation of the Clapp-Griffiths converter and the metal produced in it, it may perhaps be of interest to the Institute to learn the conclusions which I have formed. Of course, it is well known that the stationary converter of small size is the very oldest type of vessel used in the pneumatic process. Hence it will be only necessary to call your attention to the points which are special features of the Clapp-Griffiths. This converter has a slag tap-hole, situated at such a height in relation to the metal under treatment that, when the cinder is formed and boils up as the blow progresses, it can run off and thus be removed from contact with the iron, and will also be out of the way when the decarbonized metal is tapped into the casting ladle and the manganiferous alloy added. The manner of shutting off the blast, when the process is completed and the metal is being tapped, is another distinctive feature. The tuyeres are situated around the sides of the vessel, and enter the interior some little distance above the bottom; they are provided with plugs through the centers of which there are small openings. When the blow is completed, these plugs are forced forward into the outer orifices of the tuyeres, thus shutting off the blast, excepting the small quantity' entering through the passages named. While this is sufficient to keep the metal from running into the tuyeres, it reduces to the minimum the action of the blast while the metal is being tapped. Of course, this is of great importance, as in an ordinary stationary converter any delay in getting open the tap-hole means overblowing, and even while the first part of the charge is running out the oxidation is in frill force. SANTA Rita del Cobre Grant, as the present Chino property was known in the early part of the nineteenth century, was the scene of the first copper-mining operations of consequence in the territory now included in the United States. As early as 1801, the mines afforded the principal supply of copper for coinage by the Mexican Government. According to an estimate made from old records by H. A. Thorne, now superintendent of mines for the Chino company, about 41,000,- 000 lb. of copper had been produced prior to 1845, when the exploitation of the native copper deposits of the Lake Superior district was started for the first time by white men. B. S. Butler, in Mineral Resources of the United States for 1913, estimated the production from Grant County, New Mexico, from 1845 to 1913, at 134,353,963 1b.-an amazingly precise figure, considering the character of the data that he must have used. As "Grant County" may be interpreted for practical purposes as the Santa Rita district, it seems fair to credit the Chino group with a production of 165,000,000 lb. of copper prior to the time when the modern operations commenced. Unlike Morenci, which, by the way, lies only about 80 miles westerly across the Arizona-New Mexico line, Chino offers no problem as to when its production might properly be classified as coming from a Porphyry Copper. The time is definitely fixed by the starting of the new mill at Hurley in October, 1911. The interval from 1903 to 1913 had witnessed little production of any kind; and prior to that time operations had been confined entirely to the mining of narrow veins or lenses of ore assaying 10 to 15 per cent copper or even more. Metallurgists differ considerably in their opinions regarding the effect, if any, of small amounts of iron pyrites, or other iron compounds on zinc sulfide ores during the roasting operation. As a result, the literature on this subject expresses many conflicting ideas. The ore, previously crushed to pass through a 1-mm. screen, dries in the roasting kiln, losing water up to 200° to 300° C. At 150° C. iron pyrites begin to lose sulfur. As the temperature increases, while the ore is passing to the hotter part of the furnace, the sulfur burns to sulfur dioxide, leaving the metals as zinc oxide and ferric oxide. These two substances then interact to form zinc ferrite, a compound, yellow brown in color, having the general characteristics of a spinel. Like magnetite, another spinel, zinc ferrite is insoluble in alkalis and dilute acids. As a result, when leached with 10 per cent. sulfuric acid solution, zinc values tied up in this compound remain behind History In the electrolytic recovery of zinc from its ores, the roasted ores are usually leached with a 10 per cent. sulfuric acid solution. When the zinc ore contains iron pyrites as an impurity in an appreciable amount, the actual yield of metallic zinc is much lower than a theoretical calculation would indicate. Further, losses of zinc are, in a rough way, directly proportional to the amount of iron pyrites or other iron compounds present. When the iron is present in the ore in an isomorphous relation to the zinc, as in the case of a marmatite, a greater amount of zinc remains insoluble than when present as a true pyrite or marcasite. Work on the insoluble residues obtained from leaching of the calcines shows that the zinc lost is intimately tied up in this residue. Some investigators have suggested a definite compound, such as zinc ferrite; others merely a mixture of zinc and iron compounds. "Abstract In Scandinavia the use of steel pipe piles in bridge foundations started in the mid-1980s and has increased steadily since. As the piles driven in soft soils are slender, they can fail by buckling. Buckling usually requires taking into account the second order effect in structural and geotechnical design.The purpose of this paper is to derive formulas for demonstrating the theory behind the formulas given in literature for the second order effect of initially bent piles.IntroductionIn Scandinavian countries solid bedrock usually lies at moderate depth. If the bridge site is in an area where the soil above the bedrock is soft, the bridge is usually founded on end-bearing piles resting on the bedrock.The main purpose of the piles is to transfer axial forces into bearing soil. Like columns, piles can lose their stability by buckling when surrounded by soft soil. When axial compression on a slender, initially straight, pile reaches a particular value called the critical load, the pile is subjected to lateral deflection and loses stability. The soil around the pile suffers a corresponding deformation. This soilstructure interaction increases the critical load compared to a pile without surrounding soil.It is very unlikely that piles are ideally straight. Initial curvature along with curvature and deviation caused by the installation of piles causes bending moments to the pile when normal force is applied. These lateral displacements increase when normal force increases. This increase of moment is called asecond order effect.Eurocode and literatureEurocode 7 includes guidelines for the design of piles (Eurocode 3, section 5 includes design of steel piles). However, there are no clear guidelines for considering the second order effects related to piles surrounded by soil. Eurocodes advise doing structural design of piles the same way as in the case of columns. With columns, the second order effect is taken into consideration by multiplying the first order moment with the factor shown below (SFS EN-1992-1-1, 2005):"

Gold was first discovered in the Shotover by Thomas Arthur in 1862. He left his job as a shearer and soon there were up to 3000 miners working over the length of the river. Some parts were extremely rich and a few early miners recovered as much as 300 ounces in a day. From these early days of hand working the operations progressed through to hydraulic elevating once water races and pipes were installed after the Skippers road was completed about 1890. The riverbed was worked in paddocks with .the gravel being sluiced to a central suction which elevated the material over a sluice box. Use of this system continued intermittently through until 1977 when Joe Schieb retired û the last of the hydraulic miners. Many bucket ladder dredges worked on the lower Shotover near Big Beach where the Sew Hoy family recovered a lot of gold. Just after 1900, at least three worked further upstream, one on the beach where Shotover Jet now operates and one further up below the Moonlight. All the sections for this were transported in over the Moonlight Track and the boiler, steam engine and bucket ladder are still sitting at the edge of the river. up near Maori Point a dredge operated from Dredge Slip upstream. Records are poor on these dredges but they all suffered from the frequent floods and large boulders which damaged the bucket line. The last dredging attempt was about 1930 when a suction dredge was constructed on Maori Beach. This failed as seems to be normal for most suction dredging ventures. The river can drop to very low levels in the middle of a dry summer, and in winter when the water is tied up in the mountains as ice and snow. During 1863 when heavy rain melted snow in the high country, the river rose 35 feet overnight and drowned many miners camped on the banks. The ever present risk of flooding dominates the method of working and plant design.

The Bureau of Mines investigated leaching of selected copper sulfide minerals and a composite of impure flotation concentrates at elevated temperatures and pressures with ammoniacal solutions. Copper 1 (tractions of 96 percent were obtained by leaching chalcopyrite at 75° C under oxidizing conditions for 60 minutes. An extraction of 99 percent of the copper contained in the composite concentrate was obtained by leaching the product for 90 minutes at 75° C. In tests of bornite, chalcocite, and covellite, 90 to 97 percent of the copper was extracted at 20° C provided an 8-hour reaction period was used. At 75° C essentially complete dissolution of the copper from these three minerals was accomplished in 60 minutes. Additions of ammonium sulfate to the leach solutions were required to obtain high-percentage extractions of the copper from bornite, chalcocite, and covellite. Although ammonium sulfate was not required when digesting chalcopyrite, copper extraction was enhanced and less free ammonia was required when ammonium sulfate was added to the leach pulps. The chemistry of leaching copper minerals was studied. It was C, termined that chalcocite altered to covellite as one step in the dissolution When leaching iron-bearing copper sulfides, hydrated iron oxide formed on the mineral surfaces, indicating that a diffusion process prevailed. No evidence of covellite was detected.

Sensors are everywhere in the mining industry, with sensor information being used to monitor and operate processes. Therefore, when sensor information is wrong, economic losses can occur. Unfortunately, sensor errors are usually not detected till they become large. This is problematic as most calibrate their sensors no more than once a year (Beamex, n.d.). Using principles of data mining, where all relevant information is tapped to glean hidden information, Pothina [8] designed an algorithm to detect errors in temperature sensors in gold stripping circuit in Pogo mine, Alaska. This paper continued his work by analyzing the behavior of the algorithm on baseline data and testing the algorithm in new data and under more rigorous conditions. It also made a change to the algorithm. The modified algorithm performed very well in the new data. It also worked well under the new error conditions. Three types of errors were seeded, a fixed additive error (+ 2%), a fixed subtractive error (− 2%), and a noisy, normally distributed error, with a mean value of + 2%. Artificially seeded errors were detected within about 20 gold stripping cycles. Inherent bias in operation impacted algorithm performance by increasing the number of cycles needed to detect errors. This paper reinforced Pothina’s [8] conclusion that when data mining approach is used, sensor errors can be detected even when they are pretty low. Significant economic losses can thus be minimized.

WHEN we want to interpret some problem which faces us at the present, if that problem be a social or political movement, we turn to the pages of history for 'information. If the problem be one of science or of industry we turn to the library of the subject and endeavor to translate the present from the experience of the past. I wonder if you would bear with me for a few minutes as I look back to the time when I was going through mining school and looking forward with hope, it is true and with confidence also, but still with some trepidation and an occasional qualm, to the month of June when the class of 1897 would be hunting jobs. Those were the years 1893 to 1897. Those years saw the Treasury of the United States so empty of gold that the President had to appeal to financiers to accept the country's promises to pay in return for $100,000,000 in gold. And the invectives that were hurled at both their heads for such a betrayal of the people sound strangely similar to those you read today being daily written and screamed at another President for taking us into the League of Nations or for not issuing bonds in huge amounts for unemployment relief, or for not adopting somebody else's particular specific for the relief of hard times.

Since World War II, the need for the use of explosives in construction, mining, and quarrying near congested urban areas has increased dramatically. Often times a coal mine, once isolated from a city, finds itself surrounded by residential and commercial structures. The United States Bureau of Mines and others have researched blast design to a point where ground vibration and airblast damage can be avoided. A problem still exists, however. It is the fact that people often react to only the loud noise associated with a blast although it may not cause damage. Most often it is the concussion of a blast, less than 20 hertz and inaudible, that produces damage. Public fear from the "startle" and "fright" of loud blast noise greater than 20 hertz leads to the complaints which are generally unfounded. See Thackray, Touchstone, and Baily (1975) for a further discussion of the startle effects of loud sudden noises. When blasts are designed in accordance with U.S.B.M. specifications, management generally has little to worry about with respect to damage claims. Complaints, however, still arise when the noise is accentuated from the blast. It is meteorological conditions which dictate how the sound levels will propagate. Some mines use small pilot test shots (generally one-two lbs) to determine when atmospheric conditions favor sound travel.

Many industries have established their own systems for self-regulation. They often do so when companies operate in countries where financial, technical, environmental and social regulation is weak and when the industry is challenged by legitimacy issues related to behaviour in one of these areas. Mining is one industry that has progressed unevenly down the road of self-regulation in these areas. This paper examines how the development of self-regulation for mines and mining companies involves difficult questions of scope, rules, membership, assessment criteria and performance evaluation. Using a range of theoretical and empirical results from research on self-regulation, performance rating and corporate strategy, this paper analyses the strategic and operational issues related to the idea of self-regulation in the mining industry. The analysis indicates that while self-regulation may bring benefits to members, they are likely to take a long time coming; but when they do arrive they may be substantial. Using the fact that in relation to technical and financial issues the industry is quite experienced in self-regulation ? not least as it is more reluctant in areas such as environmental and social performance ? the case is made for a comprehensive and innovative approach, that draws on the areas where the industry is experienced and develops new institutional solutions in the areas where the industry is more reluctant.
