In Canada and other countries, legislation dealing with accurate factual disclosure for mining projects is being expanded to include more metallurgical design information. Grinding characteristics, metallurgical recovery of contained metal and environmental hazards associated with tailings disposal will be part of the Canadian package. This paper will examine only that portion of the plant design standard practice that relates to grinding ? in SAG mills and ball mills that grind ore from as received crushed material to final ground product that is fed to downstream plant recovery processes. Since grinding plants represent a significant portion of the overall concentrator cost, accountability in grinding design should no longer be left to chance, opinion, or hidden proprietary information. This is the 21st century. It is reasonable to expect that a factual basis will be needed so that a Qualified Person (QP) reviewing the grinding mill design can understand it. That will also involve how many and what quality of samples are taken to define the characteristics of the deposit, the accuracy of the tests used to measure ore hardness and the method by which the dimensions and power of the mills are determined. If these criteria are not met, the QP may have no choice but to call attention to the lack of convincing information regarding the grinding mill design for the project. At the same time clients are expected to demand getting the correct design information at a cheaper price, results in a more timely way, and accurate design to the point where the risk of tonnage shortfalls are reduced or eliminated. Tables will be presented to show how this can be done to current standards using existing technologies. At the same time it is acknowledged that current standards are ill-defined and that to achieve consensus among those involved in SAG mill design work, it may require that a consortium funded project be set up to establish what tests and methods for grinding design are suitable to meet the new standards for metallurgical disclosure. By running parallel design methods on several major projects over a period of 5 years, the process of how to design grinding circuits will be better understood because the projects will start at the design stage, include procurement of the mills and will end with a benchmark test on the plant. Selecting the samples and the best schedule for doing test work on core samples submitted and mill design, will be discussed in this paper. The issue of completing the grinding design in time for early procurement decisions is on the critical path for most major projects. Discussions between mining engineers, geologists and process engineers are needed early in the development cycle, at the scoping study level (SS), preliminary engineering assessment (PEA), prefeasibility study (PFS), and at the feasibility study stage (FS), to ensure that proper planning for design sample selection is done. Using adequate sampling and testing methods in a timely way allows early procurement of the grinding mills and minimizes project risk.

In order that a logical conclusion may be reached regarding the possible occurrence of commercial iron deposits in Canada it is necessary to consider some important producers found elsewhere on this continent. A study of such deposits reveals the fact tl:~at a number of distinct types are producing large tonnages of ore. These types may be classified according to origin and occurrence as follows: (1) Bedded sedimentary deposits. (2) Contact metamorphic deposits. (3) Residual ores. (4) Lenses in metamorphic rocks and m some cases of uncertain origin. In addition to the types listed there are other deposits which have contained or do contain considerable ore and they either have not been worked on a large scale or they have been nearly exhausted. These include the following types: (1) Magmatic segregations. These are mostly titaniferous magnetites. (2) Dikes of magnetite of igneous origin. (3) Bog and lake ores in glacial drift. (4) Black sand placers.

Everyone has a role in site safety, even consultants. This paper presents a summary of how a geotechnical and environmental consulting firm, with field staff on construction and subsurface explorations sites, engaged their staff and leveraged relationships with contractors to assess the construction related risks to which its staff members are exposed. These findings were then integrated into their technical training materials for both new staff and those needing a refresher, so that safety is discussed at the same time as the technical work and not treated as a separate topic. The paper outlines the process of identifying and evaluating the construction related risks that staff members face and presents examples of how the consultant can engage contractors in the process. By doing this, knowledge can be shared and there is a better mutual understanding of the risks associated with common construction and exploration related field tasks. The work resulted in an increase in staff engagement in safety, a better understanding of the true risks that staff face in the field, better relationships with contractors, and lower safety metrics. HISTORY At Haley & Aldrich, Inc., we renewed our safety journey in May 2012. Like many others, we had concerns over injuries our staff experienced in the three previous years, and a potentially significant utility strike we experienced while excavating a trench. In 2009, 2010 and 2011 we experienced an increase in recordable injuries, including two significant injuries, which caused our Experience Modification Rate (EMR) (see note below), Total Recordable Incident Rate (TRIR), and Days Away-Restricted, and Transferred Rate (DART) to rise significantly. See Fig. 1 for details. This caused us to step back and review our approach to safety, and our “safety culture”. The rise in reportable incidents and injuries also corresponded to the beginning of a growth period for the company.

How is information technology integrated or tied together with other areas in the organization such as process control? What kind of people and skill sets are required to support the whole area of information technology? What effect does information technology and automation have on streamlining and rethinking the way we do business in the 90's. This paper covers how these areas have been addressed within the Noranda Group of Companies. It reviews how information technology has evolved, the approach, and what effect it has had on a diversified natural resources company in the mining and metals, forest products, and oil and gas industries.

Many organisations struggle to yield meaningful outcomes from incident investigations. This paper will demonstrate that we can discover systemic issues by rethinking the ‘Why’ and ‘How’ of investigations, fostering genuine risk reduction. Key points: 1. Shift from ‘prevent recurrence’ to ‘learn and reduce risk’: conventional investigations focus narrowly on recurrence prevention, resulting in narrowly focused investigations with limited ability to identify and reduce organisational risk. Redirecting our objective to learning and improvement opens avenues for broader risk mitigation. 2. Understanding daily work for risk insights: recognise that work is not always completed in full compliance with procedures. Workers will adapt how they complete tasks influenced by the conditions and management systems that exist every day. Understanding the conditions and systems affecting everyday work is vital for uncovering systemic risks. 3. Unearth systemic issues through in-depth exploration: many investigations address surface concerns such as lack of training, incorrect procedures, equipment not being maintained, and missing overarching organisational risks. Systemic, organisation-wide risks are not identified. To discover these systemic issues and create shared learnings, investigators must question management systems, including resourcing, planning and risk management. 4. Design actions for safe failure: common actions like discipline and training fall short and do not reduce risk. Resilience emerges from well-designed controls. Incorporate planning, better resources, interlocks, and guarding to bridge the gap between task execution and risk. 5. Investigation Reports as a Business Case: Investigation reports should not simply state historical information regarding an incident. They are to facilitate decision-making and be presented as a business case to drive change. Organisations can move beyond localised risk and ineffective administrative actions by changing investigation objectives and methods. They can facilitate learning, understand daily work intricacies, identify systemic issues, and enhance the capacity for safety, driving lasting risk reduction.

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. THROUGHOUT the Colonial era, Philadelphia was easily , the leading city of North America, and it still held that position at the end of the period, with a population of about 25,000, though closely pressed by Boston, which had slightly over 20,000, and New York, which had nearly as many. It was the center of a region in which mineral industry was important. Thomas Rutter's bloomery, built in the Schuylkill valley in 1716, was quickly followed by many others, and during the Colonial period at least 20 blast furnaces, 45 forges, and iron- works of other types were built in eastern Pennsylvania, which easily led all the other colonies in iron manufacture. During the Revolutionary period others were erected as far west as Fort Loudon, in the Cumberland c alley.^ After 1800 the rapid development of the anthracite mining industry profoundly affected Philadelphia's, development, since transportation of the coal was then necessarily by water, and the streams of the anthracite . regions mostly flowed into either the Schuylkill or the Delaware Rivers. With an abundant near-by supply of coal and iron, with the seat of government, which had been there since 1774, and with a National Bank established there in 1791, one would have seemed safe in prophesying, at the beginning of the nineteenth century, that Philadelphia would permanently remain the leading city of the United States. Education in Philadelphia was at first wholly in the hands of the Quakers, who had established a "Public School" there in 1689, but in November 1739 George Whitefield, who had created a sensation in England by his preaching, though only 24 years old, passed through Philadelphia on his way to Georgia to found an orphan school there. "Froth flotation has been subjected to modelling since the 1930s and there is a large variety of approaches that intend to portray the entire process. Among these, three fundamental models could be considered exhaustive: the Pyke model [1], the Yoon model [2] and the Schwarz and Koh model [3]. The first model makes use of the generalized Sutherland equation collision model, the Dobby-Finch attachment model and its own stability model, the second model considers an extended DLVO approach for the attachment and stability whereas the third model makes use of computational fluid dynamics. Using a scheelite ore as a test case, a specific batch flotation test was repeated ten times and analyzed for chemical assays, mineralogical studies and froth properties. The detailed data are used to feed the three flotation models aforementioned in order to compare the outcomes of the three approaches, their capacity to reflect reality and to predict it. This article intends to pave the path towards reliable process models incorporating in depth mineralogy information, e.g. surface liberation, particle size and particle shape. TWENTY-ONE of the states in the Union, the Territory of Hawaii, and seven provinces of Canada now have in operation laws requiring that professional engineers be registered or licensed. In addition, two states require that civil engineers be registered, and one other state demands registration of structural engineers. Moreover, nearly every year sees additions made to the list. The registration movement, fostered by the American Association of Engineers, now has the powerful, energetic backing of the An1,erican Society of Civil Engineers, which is itself now fostering registration legislation, and there is a strong sentiment in favor of registration in the American Institute of Electrical Engineers and the American Society of Mechanical Engineers. Only in the American Institute of Mining and Metallurgical Engineers is anti-registration sentiment, strongly dominant, but many members of this organization are enthusiastic advocates of registration.

In safety work a study of past accidents is of value in determining means of reducing future accidents of the same character. This is particularly true with reference to coal-mine explosions. Data from publications of the United States Bureau of Mines and from published reports of the State inspector of coal mines of Colorado are presented in this circular in the belief that they will be of value to operators by indicating methods of preventing future coal-mine explosions. The tables included are complete only with regard to major disasters. The Bureau of Mines considers as a major disaster one in which five 'or more men are killed. However, this circular also includes a considerable number of minor disasters, Various explosions in the coal mines of Colorado from 1883 to 1932, inclusive, are listed with information available as to their probable cause, number of men killed and measures which, if they had been in use at that time, might have prevented them. John McNeil, first Colorado State coal-mine inspector, on page 43 of his first report for the period ended July 31, 1884, made the following recommendations for the prevention of explosions in the coal industry: True causes could be traced either to insufficient ventilation, carelessness and lack of rigid discipline in carrying on energetic ventilation and other precautions needed to be enforced in a mine giving off explosive gases. *** When any quantity of fine coal dust is observed in an entry, air course, or room it should be made damp and be removed from the mine, and thus beep every place as free from dust as possible. *** A system of bratticing close up to the face of each and every place in the mine from crosscut last made (whether gas should just then show its presence or not) which should not be more than 50 or 75 feet according to the nature of the mine.

High-fidelity, immersive training is known for its learning and logistical benefits. While other industries have used virtual reality (VR) for decades, the same uptake has not been seen in mining. NIOSH recently developed an adaptable, scalable VR training platform, VR Mine Rescue Training (VR-MRT), which has attracted significant industry interest. NIOSH is using VR-MRT to understand the barriers to adoption and implementation of VR. As a part of a larger effort to assess the effectiveness and implementation of VR-MRT, researchers have conducted pre-implementation interviews. In this paper, the authors use feedback from individuals at various implementation levels to assess the acceptability and appropriateness of VR-MRT and identify potential implementation barriers for VR more generally. Researchers also describe ongoing efforts to overcome these barriers as NIOSH works to position VR-MRT as a supplemental resource more generally for mine safety training.

IN 1934 Newfoundland, after extravagant operation based on exaggerated ideas of what she had to work with, became bankrupt, ceased to be a self-governing Dominion, and passed into the hands of a Commission. Since the days of Dawson, Canadians have been taught that no country in the world is as rich as their own. This idea has become a religion; contrary views are heresy, and are suppressed even by technical organizations and government departments. Following the alleged habit of the ostrich, we have buried our heads in the sand and have refused to face the facts. This policy of "to have today and to hell with tomorrow" is now bearing fruit. After forty years of operation on the basis of unlimited natural wealth, with resulting over-expansion, wholesale depletion of capital assets, and huge borrowings, we are, now that our wealth has been shown to be very limited, face to face with the status of Newfoundland. Already, in this Province, commission government of bankrupt municipalities is not uncommon. The ostrich is referred to as the most foolish bird in the world. That is not the case-no ostrich ever hid his head in the sand. In the clear air of his home on the South African veldt, an area characterized by low bushes, he is a conspicuous object. When danger approaches, he lowers his head; matches his background, the bushes; and danger passes him by. This leaves the Canadian, with his head still in the sand, to fill the r61e cast for the ostrich. Fortunately, a few Canadians never did get their heads covered; others are getting them out far enough to see what is going on. Their comments are very much to the point. "Nowhere in the world," says Mr. Meighen, "has more harm been done to any country by an exaggeration of its resources and potentialities than has been done in Canada'.

In addition, the outcome of negotiations with overseas customers is often uncertain for long periods, or even unfavourable. The industries and companies represented at this Conference are in an arena of high competition, risk taking and enormous capital outlay. They are industries which our overseas markets (rightly or wrongly) have criticised for industrial relations problems, unreliable production and uncertain deliveries. They are industries which have an urgent need to be cost effective and competitive at all levels of activity.A critical factor in the mining and metallurgy industries is, therefore, its human resources and its human resource management. It requires the full use of available talent, innovation, skills and qualifications within its workforce, and the appropriate management of these resources.

Large seismic events have been reported in mines in the Sudbury mining camp for more than 70 years. Nevertheless, no detailed record of the events has been compiled. In 2008, the Sudbury Regional Seismic Network (SRSN) research project was initiated to collect more accurate data with regard to the magnitude and locations of mining-induced seismic events in and near the mines in the Sudbury Basin. The data is used to better understand the mechanisms of the events and cause-effect relations between mining and seismic events. Through the collection of a central database of large seismic events, new insight is being be gained into why some mines are much more prone to large events than others. Fifteen low cost seismic stations have been distributed throughout the Sudbury basin. The data from each seismic station is uploaded to a central server using the internet. Data recorded on the SRSN is processed on a daily basis, and a weekly summary of blasts and events is issued to project sponsors. Seismic events smaller than local magnitude +1.0 have been identified and located. Event location accuracy is less than 2 kilometres, however, many events have been located less than 1 km from a mine. The SRSN fills a seismic monitoring gap between the in-mine microseismic monitoring systems and the earthquake monitoring system operated by the Geological Survey of Canada. Since July 2008, more than 600 mine blasts and more than 450 mining-induced seismic events have been recorded in the Sudbury basin. This paper primarily discusses the technical aspects of the design and operation of the SRSN. The SRSN is a Canadian Mining Industry Research Organisation (CAMIRO) research project, with industry sponsorship and support from FNX Mining, Itasca Canada, Vale Inco and Xstrata Nickel.

Let me first address the issue of the wet grab samples. The wet grab samples that were attempted to take on the Central Artery were hindered by the fact that the way the mixing was being done was only by injecting grout on the way out, during withdrawal of the mixing tools. They would auger down to the required depth (usually with some water being injected), which took anywhere from 45 minutes to an hour, and then when coming out, the grout would be injected with grout. That was leaving a column of grout in the center where the shaft had been (i.e. inside of the blades of the mixing tools), which would end up being something like a foot in diameter because the pipe that was used for the drill shaft was a foot in diameter. So we had 10 inches to a foot of almost pure grout in the middle of our column and then we had 2 feet on either side that was mixed soil cement. So when they went down with the wet grab sampler not knowing where that was in the column sometimes they/we were getting strengths of 1500 psi, and sometimes they/we were getting strength of 500 psi or 100 psi. So what was it that we were taking into the wet grab sampler? In those cases you don't really know, but it wasn't representative of the core samples we were taking. We were purposely not coring in the center because we knew that was going to be high cement content, almost pure grout. So the issue of wet grab sampling particularly on this project, the Central Artery Project, was that we didn't really know what we were sampling. What becomes an issue with wet grab sampling in other projects is that you have to have another device (machine) in most cases, a cherry picker crane or something similar that can raise and lower with a beam that is used to forces the sampler down into the freshly mixed soil-cement. And regarding economics, is it more economical to have that crane standing by with its operator or to have a drill rig to come along later and do the coring and take the material out that's fairly identical to what you're finding in situ? The complaint of micro-fracturing in the core samples as you're taking the cores was raised by Seiko as causing large strength reductions. But, if you're doing it carefully, then I don't think that's much of an issue anymore, on research basis perhaps but not on a practical level.

This paper provides a logical approach to developing a TSF design concept through: • Identifying key properties of tailings and containment structures; • Reviewing underlying principles for effective operation; • Showing how these apply to select an appropriate TMS; and • Demonstrating how to align the TMS to site-specific constraints and TSF design. This approach follows a path of rigorous data analysis independent of discharge parameters (whether low-density slurry, paste or cake disposal) to select the most cost-effective and sustainable approach for any given material or site.
