NINETEEN FORTY-SIX was an eventful year for the mineral industries. Perhaps the most significant development was the socialization of industry in Great Britain, initiated in 1945 but carried to fruition in the coal industry in 1946. On Jan. 1, 1947, management of the coal industry will be vested in a National Coal Board, responsible to the Ministry of Fuel and Power. A sum of £164,660,000 has been provided to compensate private owners for assets transferred to the Board. The British coal industry has been a problem for many years. Production has declined to a point where serious shortages of fuel for domestic needs have developed. Exports have dwindled to a small fraction of the previous trade. Costs have increased greatly, and quality has deteriorated. The industry's physical plant has not kept pace with the rapidly mounting wage scales in recent years. Some claim that the best and most accessible coal reserves of Britain are heavily depleted. The industry has been harassed by difficult labor problems, including bad morale among the workers and a shrinking labor force.

The role of ZnSO4 in activation of sphalerite (ZnS) and deactivation of lead-activated sphalerite has been investigated. Adsorption of metallic ions at the solid-solution interface, electrokinetic results for sphalerite under different chemical conditions, and thermodynamic calculations were used to elucidate the mechanisms involved. It is shown that flotation response of sphalerite in absence of activators is rather weak and that adsorption of ethyl xanthate on the mineral mainly electrostatic in nature. Zinc sulfate is found to activate the mineral but only in a narrow acidic pH range. This is attributed to the increase of zeta potential as well as the possible increase in amount of negatively charged bulk precipitated zinc xanthate. Lead ions activate sphalerite in a wide pH range and the lead activated mineral assumes a flotation behavior similar to that of galena (PbS). However, addition of ZnSO4 depresses the lead-activated sphalerite by replacing lead ions at the mineral/solution interface.

"This is a reprise of the paper ‘Back to the Future – Why Change Doesn’t Necessarily Mean Progress’ presented to the Tenth Mill Operators’ Conference in 2009. It was observed that the ‘boom and bust’ cycles of the industry, together with trends in tertiary education and the effects of fly-in fly-out (FIFO) operations raised serious questions about the sustainability of human capital in the mineral processing sector.In 2016 we find ourselves in a ‘bust’ after enjoying a decade of the longest commodity price ‘boom’ in a century. In the ‘boom’ did we:make any technological breakthroughs?put measures in place to improve our human capital, especially in the area of ‘professional formation’?The paper makes observations on the current performance of mineral processing engineers and the organisational milieu in which they operate. It questions whether mineral processing engineers are actually ‘adding value’ at some sites given their organisational and operational practices.Some technical trends are examined and what it might mean for mineral processing engineers.Given the above and demographic trends for mineral industry professionals, changes to the seemingly current laissez-faire model of professional development are proposed.Citation:Munro, P D, 2016. Laboratory flotation of synthetic coal-pyrite mixtures and high-pyritic-sulfur coal indicated that ferric chloride (FeCl3), aluminum chloride (AIC13), chromium chloride (CrCl3), and cupric sulfate (CuSO4) are potential pyrite depressants. For each metal salt there appeared to be a range of pH values and optimum concentration for selectively depressing pyrite in coal flotation. Pyrite was depressed in the pH range from 4.5 to 7.0 with ferric chloride, from 5.8 to 7.0 with aluminum chloride, from 6.4 to 7.1 with chromium chloride, and from 6.4 to 7.4 with cupric sulfate. Best separation of pyrite from coal was achieved in flotation solutions containing from 2 X 10-5 to 5 x 10-5 mole/ liter of each salt. In solutions containing excess salt concentrations, coal was also depressed. These Bureau of Mines tests demonstrated on a laboratory scale that, in solutions containing 4 X 10-5 mole/liter ferric chloride and from 1 x 10-4 to 2 x 10-4 mole/liter sodium hydroxide, the pyritic sulfur content of a Lower Freeport bed coal sample could be reduced from about 2.51 percent to less than 0.60 percent with recoveries of over 83 percent. The depression of pyrite appears to be due to the adsorption of positively charged colloidal metal hydroxide at the pyrite-solution interface. This hypothesis is supported by zeta potential determinations which showed that suspended coal and pyrite particles in solutions containing metal salts are positively charged in the pH range where depression occurs.

"The purpose of this study is to understand how ore loss and dilution affect the mine call factor, with the aim of subsequently improving the quality of ore mined and fed to the mill. It was necessary to know the relationship between ore mined and delivered for processing in order for the mine to operate efficiently. A review of the literature suggested the mine-to-mill integration approach as a standard intervention to address declining mine call factors. A case study was undertaken at a gold mine in the Free State on the influence of the fragment size distribution on ‘free gold’, the effect of ore loss and dilution on the mill efficiency, and time tracking of ore movement from source to the plant. The study revealed that fragmentation, underground accumulation of ore, and dilution have a significant influence on the mine call factor and mine output. It was difficult to quantify the total ore loss due to the time lag between mining and milling, which is extremely variable, when estimating the mine process inventory. However, it was possible to estimate the total dilution with some degree of precision by analysing the daily blast and head grades. It is therefore recommended that mines accept that some gold loss and dilution will always occur during blasting and transport of broken ore, and this loss must be minimized.IntroductionThe mining of high gold grades is obviously very beneficial for the economic viability of an operation, but optimum recovery of the product is required to maximize profits (Chapman and Bindoff, 2010, p. 13). Although integrating these two requirements is very difficult, due to the various activities occurring between mining and processing, it is indispensable. The main driver of this integration is the impact that different ore types and characteristics have on head grade. According to Isokangas et al. (2012, p. 871), mining and processing operations involve a series of well-defined sequential stages that are complementary in an efficiently operating mine, with the performance of one operation affecting that of another. An attempt to optimize each function separately without considering the whole extraction process will not result in the optimum efficiency of the entire mine. Several researchers have developed a proven methodology for revealing these inefficiencies (Dance et al., 2006, p. 1)."

The current surge of interest in lithium (Li) is due to the anticipated demand for electric vehicles and small scale power storage. Brine deposits contain most of the global Li resource, however hard rock deposits can be more readily and rapidly developed and comprise the majority of proposed projects. These projects plan to use the conventional processing routes of dense medium separation and / or flotation to produce a spodumene concentrate for sale. The standard route for subsequent processing of spodumene concentrate is thermal decrepitation, acid leaching, solution purification and precipitation of lithium carbonate. This is typically followed by further purification. A number of projects have ores which contain other lithium minerals, principally micas, lepidolite and zinnwaldite, necessitating an alternative treatment route. Several different routes for spodumene processing are under development to reduce costs to compete with brine projects. Copper mineralization occurs at several places along the shore of Notre Dame bay, Newfoundland, and at one time formed the basis of a considerable mining industry. The sources of the mineralizing solutions and the structural settings of some of the deposits have not been clearly understood. This paper reports new investigations into the origin and structure of the deposits between Bett's cove and Stocking harbour, in a strip about ten miles long and two miles wide along the western shore of Notre Dame bay. The most complete previous descriptions of the area are those of Snelgrove (1929, 1931, 1938), Douglas, Williams and Rove (1940), and the writer (1947). The discovery of the Bett's Cove deposits took place about 1860, soon after the discovery of the well-known Tilt Cove deposits to the north. Several other small prospects were found between Bett's cove and Stocking harbour between 1880 and 1910. At Bett's cove, active mining began in 1875 and a small smelting plant was built near the mine in 1877. .Mining operations came to an abrupt halt in 1883 after a major cave-in. In 1900, and again in 1906, attempts were made to drain the old workings and reopen the mine but were abandoned long before completion. Total production amounted to about 130,000 tons of hand-picked copper ore which averaged about ten per cent copper, and 2,450 tons of pyrite (Snelgrove, 1938, pp. 52-55).

Although blasting remains the most inexpensive method of fragmentation in hardrock mining, the significance of the costs of blast-induced rockmass damage in terms of mining efficiency and safety is becoming increasingly recognized. There is no straightforward and systematic method of adequately measuring blast damage in on-going mining operations. This paper considers various techniques available to measure blast damage, making particular reference to recent underground hardrock mine studies. It concludes by proposing a damage audit procedure for integration into routine mine production control.

It becomes ever more important to civilization as the mineral wealth of the earth approaches exhaustion. I have therefore decided to consider a few of the more important problems arising in the training of the mining engineer, and especially those arising in America. THE PECULIAR NATURE OF MINERAL WEALTH. Mining and Agriculture are the two fundamental arts. Without the latter our existence would be precarious; without the former, our civilization impossible. Agriculture furnishes that regular supply of food and raiment which leads to the growth of large communities in which cultivated leisure first becomes possible; while raining furnishes the metallic thread from which is woven that complex fabric we call civilization. But in these two arts the conditions for success are widely different. Most of the crops that the farmer reaps may be harvested year after year, and the proper fertilizers being added, he may continue the annual harvest indefinitely, while, as a result of cultivation, his farm becomes yearly more valuable. But the crop the miner reaps can be harvested but once in the history of the race. Our mineral wealth has taken unknown ages to mature in the bosom of the earth. The oxidation of sulfides is a complex process involving gaseous products and intermediate species given rise to emission and absorption spectra which carry out important information about the reaction process. This information could be used for on line monitoring of pyrometallurgical reactor if the appropriate sensors were available. We present in this paper an analysis of the concept that has been successfully applied in iron and steel making industry, as well on fuel combustion control, where the spectra measurement gives the possibility for online monitoring and automatic control of high temperature processes. This concept has not been widely applied in the nonferrous pyrometallurgical primary production. The design of new sensors is discussed from the analysis of spectra measurements during flash combustion of copper concentrates at laboratory scale.

THIS paper is the outcome of experiments carried on and experience gained. at the Waihi-Paeroa Gold Extraction Company's tailings plant at Waihi, New Zealand. The plant was erected to treat accumulated tailings which had been discharged into the Chinemuri River by the Waihi batteries.The Chinemuri River is a common sludge channel for all mining debris, tailings, and ashes from the power plants, the last being the cause of occasional high residues, which gave so much trouble to the management. The tailings were dredged from the bed of the river into barges by means of a Pohle air lift, the power being supplied: by a 13 b.h.p. Tangye oil engine driving an air compressor and a centrifugal pump. The sands were elevated from the barges by bucket-belt elevators over screens, to eliminate large particles and rubbish, into storage hoppers, and from there fed direct into four C. Judd Ltd. tube mills.The method of treatment was fine grinding in a weak cyanide solution, agitation in B. and M. tanks, filtration with turn-over vacuum filters, and precipitation with zinc shavings. The comparatively high values of the residues in gold gave a great deal of trouble, 'and it was not until repeated experiments were carried out that the cause of the trouble was located. "Acid leaching in agitated tanks is central to hydrometallurgical processing for valuable metals’ (e.g., copper, gold, nickel and cobalt) recovery from low grade (e.g., < 2 wt.%) ores. In this study, atmospheric leaching behaviour of Australian saprolitic nickel (Ni) laterite ore using sulfuric acid was investigated under isothermal, batch conditions at pH 1. The effect of primary process variables comprising time (4 h) and temperature (70 and 95 oC) on the leaching mechanisms and kinetics was established for -2 mm, low grade (~1 % Ni) saprolitic ore dispersions at 40 wt.% solid loading. Leaching proceeded incongruently, reflecting the proliferation of gangue minerals’ constituent elements (e.g., Mg, Al, Fe) alongside Ni and Co in the pregnant leach solutions (PLS). Subsequent analysis showed that 89% Ni and 78% Co were extracted after 4 h at 95 oC whilst at 70 oC the recoveries of these metals were markedly low (< 25 %). Overall, 177 and 644 kg H2SO4 /t dry ore were consumed at 70 and 95 oC, respectively. Activation energy of 79.0 ±1.0 kJ/mol was estimated for the mechanism of Ni and Co leaching and associated kinetics. Particles size analyses indicated that when the breakage of frail laterite particles due to shear is taken into consideration, differences in feed and leached product particle size distributions were insignificant , despite a remarkable increase in BET specific surface area of the product. Mineralogical analyses of the feed ore and leached solid products revealed a sub-crystalline silica phase enrichment of the latter. The overall results suggest that the mechanism of acid leaching of saprolitic Ni laterite may be described by a chemical reaction-controlled, shrinking core model."

Montana Tech has been engaged in fundamental research on the processing of critical materials for more than a decade. Efforts include examining novel reagents for the flotation of Rare Earth Minerals (REMs). For this paper, research results on a collector, salicyl hydroxamic acid (SHA), are presented. Various REMs were examined and include the rare earth oxides (REOs), carbonates (RECs), and phosphates (REPs) of a suite of Rare Earth Elements (REEs). Differences are attributed to solution and surface chemistry, coordination number, and ionic diameter. SHA adsorption follows an ion-exchange process that leads to chemisorbed and surface-precipitated states, depending mostly on pH. Many effects are directly attributed to lanthanide contraction. Results should also be applicable to other REM/collector systems and further suggest that REM flotation should consider dual collectors.

Few elements have received more attention and developed greater interest in the last ten years than titanium. The substantially pure metal has been din...ie. cult to isolate, and so far has been little employed oommercially, but the use af alloys and chemical compounds of titanium has increased markedly in recent years. The earlier attempts at preparing pure titanium resulted in various impure forme which, from their metallic appearance, were always mistaken for the metal. Hunter in 1910 isolated pure titanium by the reduction of titanium tetrachloride with sodium. This brief statement is issued by the Bureau of Mines in response to numerous inquiries which have been received concerning titanium. More complete in. formation on the metal may be had by consulting the referenpes appended. The Literature is voluminous and only the more important references are Riven. It has been drawn upon freely in preparing this report; also information was supplied by M. g. Hunter, Arthur Braid, M 1. Schmid, C. M. Johnson, N. B. Hoffman, and de Courny Browne. This paper describes an implementation of the Potts model for simulation of grain growth in 2D on a distributed-memory parallel architecture. The simulation scheme utilizes a continuous-time, asynchronous parallel version of the n-fold way algorithm. Each Processing Element (PE) carries a piece of the global simulation domain while the virtual topology of the PEs is in the form of a square grid in 2D and Torus in 3D. Different PEs have different local simulated times. Inter-processor communication is carried by the Message Passing Interface (MPI) routines. Sample results for grain growth simulation in 2D are presented for a 840 x 840 global domain size distributed over 16 PEs. The grain growth kinetics obtained in the simulation of pure, isotropic systems is in good agreement with the theory. Grain size distributions obtained in the parallel simulation are well described by the lognormal distribution, thus validating the simulation procedure. Monitoring devices have been installed at several mine sites to assess the potential for the development of acid rock drainage (ARD) in waste rock, spent ore, and tailings material. In addition, instrumentation has been designed for monitoring changes in water quality in pit lakes. These devices monitor temperature, oxygen, water movement, and water chemistry in the waste rock pile. This information can be used to evaluate the current and future ARD risk, the effectiveness of caps and covers, and provide information to aid in the design of other reclamation strategies that limit ARD development. The instrumentation includes nested thermistors and oxygen sensing ports, neutron access tubes, heat dissipation units (HDUs), and lysimeters. Many of the monitoring devices can be linked to a datalogger and telemetry systems, enabling monitoring data to be downloaded from the office.

OZ Minerals&apos; Prominent Hill copper-gold concentrator is located 650 km north-west of Adelaide in the Gawler Craton of South Australia. The concentrator was built in 2008 and commenced commercial production in early 2009. The Prominent Hill concentrator is comprised of a conventional grinding and flotation processing plant with a design capacity of 8 Mtpa. The flotation circuit includes six rougher cells, an IsaMill for regrinding the rougher concentrate and a Jameson cell preceding the three stage conventional cell cleaner circuit.Since its commissioning, the Prominent Hill flotation circuit has been the focus of a series of projects aimed at continual performance improvement. This has been achieved by a systematic approach of project identification, evaluation and implementation which has led to a progressive improvement in flotation performance. Innovations that have been successfully implemented include aspects of cell design and operation, and reagent suite optimisation.Improvements to the mechanical cells initially focused on the installation of a modified rotor-stator design in the rougher circuit, as recommended by Outotec. Isolated cells were fitted with this technology and proven to provide a benefit for copper recovery before the design was trialled in subsequent cells along the bank. Based on this success, further modifications were made to other aspects of the rougher and cleaner cells.Laboratory trials conducted at Prominent Hill involve a screening process identifying potential reagents from a list of products, which are then rigorously tested in the laboratory before one is selected for trial in the concentrator. Where these reagents have demonstrated a statistical improvement in performance they have typically been incorporated permanently into the flotation circuit. "A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."
