The appraisal of mineral resources of the Challis National Forest, Idaho, by the U.S. Bureau of Mines, was made so that the mineral resources of the forest could be appropriately considered in land use planning. Information from this study is intended to help the U.S. Forest Service to incorporate mineral resource data into forest plans. The study was done in conjunction with the U.S. Geological Survey, which released a companion report on the geology and mineral potential of the Challis National Forest in 1989. Mineral development activity in and under the Challis National Forest has been of great economic significance to Idaho and the United States. Since the 1960's, mines within the forest have produced mineral commodities worth more than $590 million A current (1989) commodity prices. Identified mineral resources have a gross value of about $2 billion at current prices, including 8 strategic or critical minerals. The U.S. Bureau of Mines study identified and described 723 active and inactive mineral properties within the forest. Mineral properties with identified resources were evaluated to determine their economic significance, and an assessment was made of the feasibility of mineral development. Of the 2,516,191 acres in the Challis National Forest, about 390,000 acres were classified as having mining development interest commercially important mineral production, mainly of molybdenum, gold, and silver from the Challis National Forest is likely for the foreseeable future.

This report describes the development and limited testing of a semi-automatic, raise climber, Compact Service Hoist System designed for stope access in underground metal and nonmetal mines. Demonstrated capabilities of the system include a 1,000-lb payload capacity, control from the traveling cage and from up to three remote stations, operating in vertical or inclined raises 3 ft in diameter and up to 300 ft in length and a travel speed of 50 ft/min. The system has the capability of operating in crooked raises because the conveyance climbs two stationary wire ropes suspended down the raise. The drive unit is electrically powered with power and control signals supplied to the drive unit through an umbilical 'cable also suspended down the raise. The system has been designed for portability, ease of installation and minimum raise development. The hoist has been demonstrated successfully in an above ground test tower. This report provides a detailed description of the hoist design and its demonstrated performance to date.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The London Metal Exchange began its first official session of aluminum trading on Monday, October 2, LME prices based on 3-month forward contracts opened Monday at 52.4 cents per pound, fell midway through the week to 52.3 cents and ended Friday at a high of 52.7 cents. For the week, LME metal averaged 52.5 cents. Although Reynolds Metals Co. and Aluminum Co. of American continued in September to value unalloyed 99.5 percent aluminum ingot at 53 cents per pound, other producers were at higher positions of 55-57 cents. Alcan Aluminum Corp. of Alcan Aluminum, Ltd., a Canadian producer, increased prices for its U.S.-marketed ingot by 2 cents to 55 cents per pound, effective September 21. New York merchants increased ingot quotes by approximately 0.5 cents to 52.8-53.5 cents per pound.

Data are presented for oil produced in 1971 from fields in 26 States that accounted for about 76 percent of total U.S. oil production; the foreign data cover fields in 24 foreign countries that accounted for about 64 percent of the total oil produced from these countries in 1971. Most of the data are presented in tabular form.

The results of mineralogical?technological studies of PGM mineralization in zoned mafic?ultramafic complexes of the Ural?Alaskan type are given. The most important technological specificity of PGM mineralization hosted in dunites is its occurrence only in the form of free mineral species with predominance of Fe?Pt alloys (ferrous platinum, isoferroplatinum, and tetraferroplatinum). Technological properties, grain size, and good opening of PGM ore in grain size class +80 µm make it possible to concentrate ore using gravity methods with stadial comminution and between cycle separation of relatively large grains and nuggets into high-grade concentrates at the early stage of disintegration. This paper gives the results of a reconnaissance of the mining districts of Mineral County, Nev., made during the month of June and the first 10 days in October 1936.3/ During the field work virtually all the mining districts in the county were visited and many data were obtained relative to active and inactive properties. The report covers the location of the various mining districts, nature of deposits, ownership, information on past and current activity, data on economic conditions, and general information likely to be useful to operators and investors and others interested in mining. The geology of the deposits is discussed only in a general way. For nearly three-quarters of a century mining tin Mineral County has been the principal if not the only industry of importance. At times it has reached a very low ebb, and at other times it has been attended by the wild excitement that usually accompanies valuable discoveries of precious metals.

DURING an investigation in which the solubility relations of the phases in Muntz metal (60 per cent. copper, 40 per cent. zinc) were under study, certain phenomena that had no immediate connection with the main problem were observed, which were thought sufficiently interesting to study further. Because of lack of time, only a preliminary survey was made of two of these; namely, the cleavage structure developed under certain conditions in a 60:40 brass and abnormal grain growth in this alloy. CLEAVAGE STRUCTURE IN HEAT-TREATED MUNTZ METAL Carpenter noted many years ago that cold-working a brass of the Muntz metal type, which had been quenched previously from within the beta field, results in a partial breakdown of the supersaturated beta solution and the precipitation of the solute (the alpha solution) in the cleavage planes of the beta grains. This manner of rejection of a solute from a metastable solid solution is not peculiar to this particular alloy, for among others, it occurs in the cold-working of certain austenitic steels; for example, the austenitic nickel steels. In these ferrous alloys, cold deformation produces a partial decomposition of the austenite, with the formation of martensitic "needles" and zigzags in the austenitic poly-hedra. It is interesting to note that while the two solid solutions-austenite and quenched Muntz metal- are metastable and in their mode of decomposition behave quite alike when deformed in the cold, the metastability of each results from a different cause; viz., that of the austenite from the fact that it is a supercooled solution (its solvent, gamma iron, at ordinary temperatures is below its normal stable range) whereas the metastability of the quenched Muntz metal is the result of supersaturation.

Mineral resource management has become a well used phrase in the mining and minerals industry. Mineral resource managers are being appointed in many mining and mining-related organisations. Every mineral resource manager has his/her own ideas regarding what MRM means. There seems to be a tendency to define MRM close to home; geology would apply MRM principles to their environment and so will metallurgy, planning, mining, survey and every discipline and participant in the mining value chain. What do we do in the MRM environment and what do we aim to achieve? Surely we must have goals: what are they? Is value tracking MRM? What about best practices? Let us start at the beginning: what do we want to achieve in any mining operation? The minerals industry would like to make money, now and in the future. This calls for serious management inputs. The most important aspect is a holistic management approach regarding the total mining value chain. Process optimisation follows with application of Mineral Resource Throughput Management (MRTM) and Process Flow Management principles. Once flow processes have been established the necessary condition driven standards and measurements will be installed to ensure continuity in applicable processes.

FOR distinguished service in the art of hydrometallurgy, the Mining and Metallurgical Society of America presented its gold medal to E. A. Cappelen Smith, at a dinner held in the Hotel Commodore, New York, on Nov.' 10, 1920. Prof. Waldemar Lindgren, president of the society, in giving the medal, said: "By the advancement of the science of hydrometallurgy, by the construction of plants on a scale audacious in their conception, by the successful overcoming of all sorts of difficulties, you have placed your name among those who occupy the very front rank among the hydrometallurgists. In recognition of this distinguished contribution to the science of metallurgy, the Mining and Metallurgical Society of America now awards you its gold medal."

John Birkinbine, Philadelphia, Pa.: Mr. Sperry's paper is certainly a valuable addition to the literature upon alloys with iron, supplementing the data already published concerning the influence of manganese, chromium, tungsten, titanium, aluminium, etc.; and it is to be hoped that the presentation of information upon the influences of nickel may bring out comparisons with other alloys. Taking into consideration the properties of nickel, and its use as an alloy in heavy forgings, as set forth in the paper, there would appear to be no serious difficulties in utilizing this alloy by extending its application to pieces of more moderate size. The melting-temperature of nickel, as stated by Mr. Sperry, is considerably lower than those given by various authorities. Its point of fusion being so near that of iron, and its density but little greater, the difficulty of alloying it in the foundry should not be serious, particularly if it is applied as a ferro-nickel. The addition of nickel monoxide (NiO) to molten steel would appear to be less desirable than the application of metallic, nickel or of ferro-nickel, if such is produced on a commercial scale and at a satisfactory price.

Rutile ore is an important resource for the production of titanium products, and flotation is an efficient method to enrich rutile from its deposits. Motivated by strong commercial demand for titanium metal and alloys, substantial efforts have been made to improve the flotation efficiency of rutile. Styryl phosphonic acid (SPA) and salicyl hydroxamic acid (SHA) are commonly used as collectors for rutile flotation, and lead (Pb) ions can be used as activators for rutile flotation with SPA or SHA. Xanthates have a price advantage over SPA and SHA for the flotation of sulfides as SPA and SHA prices are higher than xanthate prices. In this work, we found that when rutile is activated by lead ions, amyl xanthate is an efficient collector for rutile flotation at pH 8. A slightly basic slurry can be readily obtained. Moreover, the price of amyl xanthate is lower than that of SPA or SHA. In this regard, this flotation strategy has the potential to be used in industry. Furthermore, the adsorption features of amyl xanthate on the Pb-activated rutile surface was investigated by experimental methods, which provides insight into the role of lead ions in rutile flotation.

A mine project combines vast amounts of information from various disciplines including but not limited to geology, mining, metallurgy, technology, environment and economics. In many cases, all relevant information is not fully shared between all disciplines. Thus, project performance (technical, economical and sustainability) may be evaluated on basis of insufficient information resulting in non-optimal decisions, project execution and risk management. Advances in computing power and simulation software enable various data sets to be incorporated in a single digital platform enabling more efficient and transparent data sharing. In addition, linked data sets and simulation can support assessment and optimization of the project as a whole rather than focusing on optimization of individual events. What happens if the mistakes are made not because of inadequate training, but because we are hard-wired to act in a certain way? If you read any of the ?Because of Human Error? text boxes in this document, situations like these may look familiar in your own workplace. ?The issues of risk, health, safety and the environment are getting more attention now than ever before, at all levels of the organization,? said Calvin Price, vice president of Global Health and Safety at LNC-Lavalin Inc., a company with 21,000 workers worldwide. Most would agree with Price that attention to safety is increasing because responsible companies care about their workers and the workers? colleagues, families and communities. However, cynics might say that the safety spotlight is powered by the corporate bottom line. Direct costs created by workplace injuries total $51.8 billion annually and include workers? compensation payments, medical expenses, civil liability damages and litigation expenses. This sum represents a staggering one quarter of each dollar of pretax corporate profits. Indirect costs may run as much as 20 times the direct costs of on-the-job accidents and illnesses. Examples of indirect costs include training replacement employees, investigating the accident and implementing corrective measures, lost productivity, repairing damaged equipment and property, and costs associated with lower employee morale and absenteeism. What?s interesting is that up to 90 percent of incidents are due to human error, not faulty equipment or other factors.

The problem of fine coal slimes has been addressed in a unique way at A. T. Massey Coal?Company. Several plants have employed two-stage classifying cyclones to separate the minus 1 mm raw coal into 3 sizes. Larger cyclones make the initial cut at approximately 150 µ (100?mesh) sending the underflow to a cleaning circuit (usually spirals) while the overflow is pumped to a secondary cyclone circuit using smaller cyclones. The small cyclones make a cut at near 70 µ (200 mesh) and produce an underflow that is a des limed flotation feed. The overflow is discarded to refuse due to its high ash and superfine size which would produce a high moisture product even if suitably recovered.

A specialized loading system for tensile and fatigue testing of wire rope was constructed and installed in the U.S. Bureau of Mine Wire Rope Test Facility in Bruceton, Pennsylvania. The computer-controlled closed-loop servo-hydraulic test system which can apply up to 800,000 pounds of force on the rope while stretching it up to 30 inches will be used in the development and verification of hoist rope retirement criteria for ropes in the 1 to 2 ½ in. diameter range. Characteristics and capabilities of the system are discussed.

U.S. Bureau of Mines contract H0122053, "Improved Sensors and Fire Control Systems for Mining Equipment", was an investigative effort involving: ? Study of the fire problem on large mobile mining equipment ? Identification of equipment most prone to fire, to serve as a design case example ? Design of an improved fire protection system ? Demonstration of the developed system This effort was performed during the period June 1972 through May 1973, and was conducted in two phases. Phase I, June through November 1972, was devoted to identifying the fire problem and developing and evaluating design criteria. Phase II involved translating the design into hardware and demonstrating its effectiveness during actual fire tests, first on a wooden mockup of a truck, then on an operating truck at a working mine site.

This report briefly describes the broad program of research and technologic work conducted by the Bureau of Mines on coal and related subjects during 1966. In addition to n description of investigations on mining, preparation, and utilization of coal, an account is given of the Bureau's work in mine health and safety, coal resources, mine explosives, and environmental conditions relating to coal mining and utilization. Details of most of the projects are reported in publications cited throughout this report. Centers and laboratories conducting the coal research and related investigations appear in appendix A; organizations, institutions , and companies contributing to the Bureau's coal research and technologic program are listed in appendix B.
