The ASC has a dual role of business facilitator and law enforcer. Only certain types of expert report are of interest to the ASC. The powers of the old Companies Code and the Corporations law are compared. NCSC Policy Release 149 was dependent on the prescriptive powers given to the NCSC in the Companies Code. The Corporations Law does not give the ASC power to prescribe the contents of expert reports. The requirement now is for all necessary information. Research evidence is that some investors want simpler prospectuses while others need more detail. The ASC's examination of expert reports is after registration of primary documents. This leads to a necessity for experts to maintain adequate records.

IBC Advanced Technologies, Inc. has developed ligands, ?amed SuperLig®, which have specific applications in the gold mdustry. These ligands use molecular recognition technology (MRT). One ligand has been developed to selectively recover gold and silver from tailings solutions and from pregnant Merrill-Crowe solutions. Another ligand removes free cyanide, _ th10cyanate, other cyanide species, as well as copper and other base metal cyanide complexes from leached gold-ore solutions. The development of these "species selective'' SuperLig® prod­ucts allows for the more efficient operation of gold recovery processes and opens up the possibility of the economic devel­opment of high-copper gold ores. The resulting gold eluate is a high grade and a high purity stream which will simplify the need for further refming. Engineered systems based on MRT consist of a few unit operations utilizing standard equipment and mate­rials of construction. The process is simple to operate, thereby lending itself to automated modular design, which is both eco­nomic to manufacture and to operate. Test results for the gold and cyanide-copper systems are presented in order to demonstrate the high selectivity and effi­ciency of MRT technology in recovering these species from solution. . The goal of the alliance is to combine IBC's scientific expertise in the MRT field with Fluor Daniel's engineering capabilities in the metal­lurgical industry. Nickel having a purity of more than 99.99 percent with reference to metallic impurities was electrodeposited at the Rolla Metallurgy Research Center of the Federal Bureau of Mines. The production of high-purity nickel is in keeping with the current trend in technologies for producing metals with lower and lower percentages of impurities. To understand more fully the role to be played by nickel by itself and as a component in many alloys, the element must be in a state of high purity. Procedures are outlined for purifying nickel solutions by precipitating and filtering off impurities. Details are given for using the purified solutions as electrolytes in depositing high-purity nickel. The elecneleposited nickel contained 0.0005 to 0.002 percent each of cobalt, copper, aid iron together with spectrographically detectable traces of aluminum, magnesium, and silicon. The deposits were smooth and dense; the crystalline structure was typical of an electrodeposited metal. Some preliminary experiments for purifying nickel solutions by liquid-liquid extraction are also described in this report. Tests of this type were limited since more encouraging results were obtained by other methods of purification.

This report summarizes the results of laboratory investigations conducted by the Federal Bureau of Mines to obtain hydrometallurgical information on the dissolution of mercury sulfides from ores, flotation concentrates, and pure mercuric sulfides. Statistical methods were used to design the experiments and evaluate the resulting data. Studies demonstrated that cinnabar is readily soluble in sodium sulfide, partly soluble in potassium sulfide, and essentially insoluble in ammonium sulfide. Additions of sodium hydroxide or potassium hydroxide to sodium sulfide solutions increased mercury extraction slightly; when either was added to potassium sulfide or ammonium sulfide solutions, mercury extraction was equal to that of sodium sulfide. Tests at the Albany Metallurgy Research Center showed that sodium sulfide would completely dissolve chemically pure mercuric sulfide, more than 95 percent of the cinnabar in 5-percent mercury flotation concentrates, and 60 to 90 percent of the cinnabar in low-grade ores. The double-leach tests showed that potassium sulfide would dissolve over 90 percent of the arsenic in mercury-arsenic products and 1 to 10 percent of the mercury; then sodium sulfide-hydroxide solutions would dissolve 80 to 90 percent of the remaining mercury and 5 to 10 percent of the arsenic.

The various methods based on solution models for obtaining free energies of mixing from miscibility-gap data have been applied to a number of binary-alloy systems. For nine of these systems there exist experimental thermodynamic data that permit a comparison of the results to experiment. It was found that the method of van der Toorn and Tiedema almost invariably leads to results that are physically unacceptable and that vary drastically with small changes in the miscibility-gap parameters. The subregular solution model is found in all cases, except the Al-Zn, Fe-Cr, and Cu-Pb systems, to exaggerate the free energy of mixing by 30 pct or more. The model developed by Lumsden is found to give results that are often in excellent agreement with experiment and which exaggerate the free energy of mixing by no more than 30 pct. These results and others give evidence that the Lumsden treatment of the effect of unequal atomic sizes and of imperfect configurational randomness due to deviations of AB bond energies from the mean of AA and BB bond energies is adequate for most systems. ANALYTIC expressions are frequently proposed for the dependence on composition of the activities of the components of a solution. Because the development of solution theory is incomplete, these expressions contain parameters which must be determined by experiment. The measurement of activities is often difficult and consequently such measurements are less readily available than are measurements of phase equilibria which, under certain conditions, can also be used to evaluate these parameters. For example, suppose it is known that two structurally dissimilar phases, each of known composition, in an n-com-ponent system are at equilibrium at a given temperature and pressure. n equations can be set up in terms of these parameters expressing the equality of the chemical potential of each component in the two phases. In addition, one can write the Gibbs-Duhem equation for each phase that also contains these parameters. Thus, if these n + 2 equations contain n + 2 parameters, these parameters can be determined (at the temperature in question) from the phase diagram alone. If the average number of parameters in each expression for the activity of a given component in a given phase is V then there will be 2nV parameters involved. Equating 2nV to n + 2 shows that, for n + 2, V = 1. If the temperature dependence of each parameter were to be expressed in some explicit form one could use equilibrium conditions at a number of temperatures to increase V. The situation is much improved when the two phases in equilibrium are structurally similar. It can then be assumed that, stably or metastably, two phases will become one at higher temperatures. Thus the number of parameters involved becomes nV instead of 2nV. Hence, V = 2 for n = 2 using only one temperature. (It is implied here that the activity expressions used are valid over the entire composition range.) In this investigation only the equilibrium of two structurally similar, two-component phases (miscibility-gap systems) will be considered. The various proposed solution models will be applied to a number of these systems and the results compared with available experimental results. All of the analytic expressions that have been proposed for the free energy of mixing of a two-component system are of the form where ?Gmix is the free energy of mixing per mole of solution, N1 and N2 are the mole fractions of components 1 and 2, respectively, and f(Ni, T) is some function of composition and temperature. In the "ideal" solution model f = 0. In the "regular" solution model f = a constant. Since these two models permit only a symmetric equilibrium diagram they will not be considered further here. The simplest model that permits a nonsymmetric miscibility envelope is the so-called "subregular" solution model proposed by Hardy.1 This model gives where the Ci(T) are functions of temperature only. The same expression for f is obtained from the "linear a function" model proposed by Darken and Gurry2 and applied to miscibility-gap systems by Wriedt.3 This model requires that the a function defined by be a linear function of composition (yi is the activity coefficient of component i). This model is not purely hypothetical for it has been found2 to hold true for a number of systems. It is readily shown3 that the f(Nl, T) obtained from this model is of the form given in Eq. [2]. It will be noted that the subregular solution model contains only two parameters and hence both of them can be determined at any desired temperature below the critical temperature, Tc, for a miscibility-gap systems in the manner described previously. IT has been suggested that: "Insofar as the hardening due to a solute depends upon the increase of lattice parameter produced by it, it is reasonable to suppose that this hardening might be related to the resistance which the pure solvent would offer to increase in its parameter."1 It was further suggested that this hypothesis might be examined by comparing the hardnesses of analogous silver and copper alloys, since the stress necessary to produce a given lattice expansion is quite different in the two metals. Suitable data 2,3,4 are now available on these alloys, and we shall proceed to an examination of the hypothesis quoted above. HARDNESS, LATTICE PARAMETER AND IONIC OVERLAP Increase in ultimate Meyer hardness has been plotted against increase in lattice parameter in Figs. I and 2, It is believed that most of the values are accurate within the limits indicated by the rectangles, These data are also presented in Table I. Ultimate Meyer hardness, Pu, is defined by the equation: [P" - D2] where L = load, D = diameter of an impression having the same diameter as the testing ball, which in this case is 4 mm. Increase in lattice parameter is defined as the difference between the lattice parameter of the solid solution and that of the pure solvent. The curves in Figs. I and 2 are based on equal solute concentration and an equal degree of plastic deformation pro¬duced by the testing ball. Hardnesses are corrected to a constant grain size for copper and silver alloys, respectively, and these two grain sizes are approximately equal. Furthermore, all solutes are from the same period of the B subgroup of the periodic table as their solvent. Industry on a whole has not been very receptive to government prodding to implement waste minimization programs. Waste minimization has the appearance of substantial benefits, however, there are underlying difficulties and suspicions that need to be addressed before industry will support pollution prevention initiatives. They can be summarized as follows: - Human behavior resists change, uncertainty, and unknowns. - New waste minimization techniques are difficult to find and research. - Calculating the true cost of present waste practices as well as new techniques being considered is difficult and time consuming. - Getting a consensus opinion of all the individuals affected on the course or technique to be employed in a pollution prevention program. New software products have addressed many of the problems associated with implementing pollution prevention programs: They contain research on a large number of pollution prevention techniques and case studies; they generally are accessed by EPA ID number, chemical name, or synonym; and some programs have the option to print a comprehensive written user-specific pollution prevention program.

"Mine waste storages including tailings dams and waste rock dumps represent arguably the biggest risk on a mine site from both physical and geochemical viewpoints, related firstly to structural stability and the consequences of failure and secondly from potential on-going seepage or run-off of acid and metalliferous drainage (AMD). The risks are most likely to increase during operations and continue through the closure and post-closure phases, with the waste storages likely to be the most difficult features to resolve in the mine closure process. Contaminated water quality from tailings dams and waste rock dumps can require treatment "in perpetuity" at a cost of hundreds of millions of dollars. The problem is increasing with ever larger mine operations and waste generation volumes. This paper identifies leading practice methodologies in planning and operating mines and process plants to minimise the risks from tailings storages and how this might also affect waste rock management and even the design of mine excavations. These methodologies require a "big-picture" approach to develop an understanding of the overall issues and identify synergies between the different operational areas on a mine site that can reduce overall risk. With a conservative approach and realistic allowance for future costs it is possible to facilitate decisions at the mine planning stage that can reduce risk and save cost over the long term. This is in contrast to the common approach where each operational area is looking to minimise its own costs with a short-term view. Incorrect mine methodologies can be developed by allowing net present value (NPV) accounting methods to trivialise future closure issues.Methodologies discussed include: Integrated Waste Management - Significant structural improvements to tailings dams can be achieved if the structures can be incorporated into the waste rock dumps. Risk of AMD can also be reduced by utilising the tailings and waste rock effectively. This could go even further to consider the placement of wastes to limit mine void environmental issues; Process Optimisation - Water quality and the nature of potential tailings dam structures can be highly influenced by the geo-chemistry of the tailings. This can be modified by processing, where simple changes such as maintaining separate streams of geo-chemically different tailings rather than recombining them or by initiating further processing to remove problematic minerals such as sulphides; Enhancing Geophysical Properties - The geochemical performance of waste repositories can be greatly influenced by the geophysical properties of the stored materials, particularly the air-water characteristics, which are influenced by particle size, density and permeability. The geotechnical properties can be enhanced by strategic paddock dumping, blending and compaction.These methodologies are demonstrated by case histories.CITATION:Brett, D, 2013. Without conscious effort and understanding, a number of factors peculiar to mineral exploration campaigns conspire against building sustainability in host communities. These include the episodic and transitory presence of an exploration team in the community and the inherent uncertainty of outcomes; most projects fail. Given these circumstances, there is a strong tendency to apply a simple formula of providing employment, pragmatic philanthropy and supporting infrastructure improvements (roads, schools and clinics) to demonstrate that mining provides benefits. Experience in rural native communities of Mesoamerica has shown that it is possible to create positive, sustainable outcomes quite rapidly within communities, which build capacity, improve quality of life and support a strong social license to operate. Success comes from an understanding of community structure and dynamics; engaging with all segments of the community; creating healthy, transparent and accountable relationships based on clearly defined roles and responsibilities; and supporting and strengthening the role of women in a culturally appropriate way. To this are added innovative and culturally appropriate ways of incorporating sustainability through genuine social investment in areas more typically addressed by exploration companies; health, education, and environmental management.

The investigations on chemical composition, mineral composition, embedded figures, texture and microstructure of chrome ores were conducted systematically byvariousanalysismethodssuch aschemical analysis, XRF, SEM, and MLA 650 system. The results showed that there are 92.66% chromite and a small amount of chlorite and forsterite as the main mineral compositions, the content of quartz is very low. Elements as Cr and Fe are almost all present in chromite. The content of Cr O is 41.84% and Cr O /FeO is 2.1. The main ele- 2 3 2 3 ments in the chromite are Cr, Fe, Mg, Al, O; the main elements in the chlorite are Mg,Al,Si,OandasmallamountofFe;themainelementsintheforsteriteareMg, Si and O. On the basis of clarifying the mineralogical characteristics, to produce high-grade alloy, this ore should not be separately put into the submerged arc furnace without pretreating. However, it also seems to be difficult to separate the gangue compositions by the conventional physical upgrading methods, such as magneticseparationandgravityseparation.So,chemicalmineralprocessingshould be taken into account. The Bureau of Mines investigated the availability of flake and high-crystalline natural graphite from 4 domestic and 25 foreign mines and deposits in 11 market economy countries (MEC's). Demonstrated resources were estimated to be 95 million metric tons (Mmt) containing 5.61 Mmt of recoverable flake and high-crystalline graphite products. Fifty-five percent (3.17 Mmt) of the total recovered product is estimated to comprise plus 100-mesh (150-µm) flake pro-ducts and "lump" and "chip" high-crystalline products, designated as "graphite A" in this study; 45 pct (2.44 Mmt) of the total is minus 100-mesh (150-µm) flake products and "dust" high-crystalline products, designated as "graphite B." Total production costs, including all costs needed over the life of each operation, were determined at a 0-and 15-pct discounted-cash-flow rate of return (DCFROR) for both graphite A and graphite B products. For a 15-pct DCFROR, 1.74 Mmt (54.9 pct) of the graphite A products is available at $600/mt or less and 2.13 Mmt (67.2 pct) is available for $800/mt or less. For the same DCFROR, 1.08 Mmt (44.3 pct) of the graphite B is available at $200/mt or less, and 1.71 Mmt (70 pct) is available at $325/mt or less. No domestic resources were determined to be economic at present prices. A sensitivity analysis of the relative economics of the Alabama graphite deposits under various operational parameters is presented in an appendix. All evaluations are in January 1984 dollars.

Electrooxidation of cinnabar mercury ores (HgS) was investigated as a means of providing an effective and economical hydrometallurgical technique for extraction of mercury from its ores, particularly those too low in grade to allow economical metal recovery by retorting or furnacing techniques. Oxidation was accomplished by electrolysis of ere slurried with brine. Cinnabar was dissolved by oxidation of the insoluble sulfide to soluble mercuric salts. The mercury ion in a brine solution forms a stable tetrachloro complex. Typical laboratory experiments required I to 7 hours of electrolysis at 35-percent pulp density in a brine solution that contained 4 to 20 weight-percent sodium chloride (NaCl). Power consumption ranged from 10 to 50 kwhr/ton of dry ore. Mercury extraction values between 90 and 99 percent were obtained with all of the ores investigated. Subsequent mercury recovery from leach solutions was readily accomplished by precipitation on zinc. Pilot mill experiments in a 100- to 200-lb/hr extraction plant are in progress to quantify power and reagent requirements, and extraction and recovery data obtained to date closely parallel those obtained in the laboratory.

DOES mining pay? Inasmuch as the whining of minerals from Nature is one of the world's principal sources of new wealth, this question is of general economic interest but it is obviously of even more vital concern to investors and those engaged in mining. In a previous article on "Wage Costs in the Mineral Industries,' published in the November issue, I attempted to show that wages paid workers on the job accounted for, roughly, 50 per cent of the mine dollar. Salaries normally range over 5 per cent - lower for large metal mines but higher in stone quarries and minor nonmetallic min. in, industries. Purchases of supplies, materials. fuel, and power generally aggregate within the range of 15 to 25 per cent of total receipts, with the average well under 20 per cent. Agglomeration of ore used in heap leaching allows for the immobilization of fine particles that would otherwise migrate and cause permeability problems in the heaps. For copper ore, binders are needed in order to make stable agglomerates. However, the majority of binders break down when introduced to an acidic environment, allowing fine particles to be released from the agglomerate surfaces. These particles migrate through the heap impeding solution flow, leading to a decrease in metal recovery rates. The authors have developed a series of testing procedures to determine the acid resistance of several binders. Only five binders were shown to be acid resistant in soak tests, decreasing fines migration by up to 93%, compared to tests which were agglomerated with leach solution, raffinate, as a binder. Flooded percolation column testing also showed that these binders were able to reduce the "slump" of the ore by up to 82% and increased the hydraulic conductivity by up to 90%, when compared to agglomerating with leach solution alone. The use of binders in the agglomeration of copper ore also showed no negative effects on the bacterial populations throughout a leach cycle.

INTRODUCTION. THE installation of the Gayley Dry-Air process appealed specially to the management of the Warwick Iron & Steel Co., for the. reason that for fifteen years records had been kept at the works of the company, showing the amount of water entering the furnace in the form of aqueous vapor, and careful observations had been made of its effect upon the working of the furnace. Some years had proved much worse in their effect than others, on account, not only of excessive moisture, but also of great variation in the moisture from day to day, and sometimes within a few hours. It had been found impossible to. make a satisfactory percentage of high-silicon foundry-iron in summer, even on high fuel; and for some years the endeavor had been made so to arrange the sales that, during July and August, only a small percentage of the iron produced would be required to carry more than 2 per cent. of silicon. Our larger furnace, running on basic iron, year after year, produced in February a tonnage 20 per cent. higher than in August, on a much lower fuel-consumption, while, at the same time, the summer months were marked by ? messes," tuyeres closed by slips, and other irregularities, constituting serious additional business losses. It will be easily understood, therefore, that the records made at the Isabella furnace after the installation of the dry blast in 1904 possessed special interest, and were closely watched by us. On the basis of our own experience, we argued that if the moisture could be kept low, and also uniform, the cost of installation would be more than justified. "Recovery of precious metals associated with a sulphidic matrix has an important economic effect on complex sulphide ore treatment. Because a significant portion of the silver and gold associated with pyrite are rejected to tailings during the selective flotation of pyritic Zn-Pb-Cu ore, other ore processing routes have been investigated.Direct leaching of the ore with ferric sulphate solution followed by separation of different components of the solid suspension by flotation was applied. Such a process allows for: production of zinc sulphate solution; transformation of galena PbS to insoluble lead sulphate PbS04 and its accumulation in a non-floatable fraction together with precipitated geothite FeOOH and other insoluble gangue minerals; separation of sulphur and non-decomposed sulphides in the floatable fraction.Laboratory research carried out on the ore samples from an Alaskan pyritic deposit from the Delta region indicates that gold and silver are mostly concentrated in the floatable fraction.Total recovery of zinc from the ore attains 96.5% to 98.5% after ferric sulphate leaching. About 85% of copper was extracted from the ore during the ferric sulphate and subsequent ferric chloride leaching, and about 6% of the copper remained in the non-floatable fraction and mixed fraction during the leaching-flotation step. Extraction of lead from the nonfloatable fraction during leaching with calcium chloride solution attained 98% to 99%. Extraction of silver from the floatable fraction during leaching with ferric chloride solution reached 98%. Extraction of gold from the floatable fraction during cyanide or thiourea leaching reached 71% to 89%. The results of the laboratory research are presented."

"Following snow melt and spring rains in 2011, a landslide measuring approximately 600 feet long and 300 feet in slope length occurred within the southbound roadway embankment of a heavily travelled 2-lane divided highway in North Central Pennsylvania. Driven steel piles were designed to stabilize the embankment slope. Factors affecting the selected stabilization technique included an adjacent reservoir, wetlands, the length and depth of the failure plane, extent of glacial lake deposits, excess pore pressures in the foundation soils, and an area of archaeological interest. Field reconnaissance and subsurface explorations including borings, instrumentation, geophysics, and laboratory testing indicated that glacial lake deposits were present in the toe region of the embankment. Instrumentation proved key in measuring excess pore pressures and in locating the failure plane, and geophysics was utilized to estimate the extent of the soft glacial lake deposits and to estimate pile lengths. The existing condition of the embankment was modeled in computer slope stability analyses, which were also used to help assign soil parameters. Significant costs were associated with constructing a berm due to the impacts on adjacent site features. Therefore, multiple rows of driven steel H-piles were designed for installation along the toe of the embankment. The design lateral load in the piles was based on slope stability analyses, and the pile size and number of piles were based on lateral pile computations with modified p-y curves to account for installing piles in an active landslide. The relationship between the factors of safety from slope stability and the LRFD pile design was significant in determining pile loads for lateral analyses.INTRODUCTIONA landslide developed along the lower portion of the southbound embankment of State Route 15 in Tioga County, Pennsylvania. The road passes through a steep valley and is located along the southern extent of the Tioga Reservoir. Although no damage to S.R. 15 was attributed to this landslide, the close proximity of the slide to the road posed a concern for the long-term stability of this section of roadway.This paper presents a summary of the site history; the subsurface conditions based on borings, instrumentation, a geophysical survey, and laboratory testing; slope stability analyses including alternatives assessment; and the pile design.SITE HISTORYS.R. 15 was originally located in the valley along the Tioga River and traversed through the towns of Tioga and Mansfield. Although the reason is unknown, it is interesting to note that Old S.R. 15 curved away from the river in the area of the landslide. In the mid 1970’s, S.R. 15 was relocated to the eastern hillside prior to construction of the Tioga-Hammond Reservoir by the U.S. Army Corps of Engineers. The relocated highway was constructed in stages. Two lanes of relocated S.R. 15 were initially constructed to carry one lane of northbound and one lane of southbound traffic. At this same time, the majority of the fill was placed for two future lanes immediately to the west, which would eventually allow for two lanes in each direction. The two eastern lanes would then carry northbound traffic after completion of the two southbound lanes to the west."
