Genesis 1:28 "And God blessed them and God said he fruitful and multiply and replenish the earth and subdue it and have dominion over it." Genesis 2:15 "And the Lord God made man and put him in the garden to dress it and keep it." Depending on one's perspective, these two verses from the Book of Genesis either complement one another or are in conflict. I believe that they are complementary. What they imply is that where there is privilege, there is responsibility. Privilege comes from the fact that the Lord created the heavens and the earth and he placed man on the earth to have dominion over it. The responsibility that accrues to us comes when the Lord also said that we are accountable for how we handle that which he has given us. The very nature of our responsibilities in resource utilization or, more appropriately, resource management, has changed over time as the nation's needs and priorities have changed. Thus, I have attempted to examine, from a historical perspective, how natural resource policy has evolved, where we are now and what may lie ahead.

As THE years go by, names of distinguished metallurgists will be added to the list of Henry Marion Howe lecturers, and now and then an illustrious one, for to be chosen to deliver the Howe lecture will be, I do not hesitate to predict, a highly coveted honor. I pray, therefore, your indulgence, if I confess to a feeling of gratification in having been appointed the first of these lecturers. It does not follow, however, that I am losing all sense of proportion and that I have an exaggerated idea of the little I have been able to contribute to our knowledge of iron and steel. Indeed, I fully realize how small were my claims to so great a distinction. I realize, also, that those entrusted with the task of selecting a lecturer were actuated, in coming to a decision, by their knowledge of the long and intimate friendship that had existed between the leader we have lost and myself. For their generous impulse, I thank them from the bottom of my heart; and with becoming modesty, I take up my task as the first Henry Marion Howe lecturer. It would be pleasant and indeed most appropriate to devote this entire lecture to a eulogy of Henry Marion Howe and his work, but how short the time for so large an undertaking and how inadequate my qualifications! On Aug. 28, Sept. 4, 11, and 18, 1875, a series of articles appeared in the Engineering & Mining Journal entitled "What is Steel?" With one exception, these constitute the first professional paper of Henry Marion Howe. That was nearly fifty years ago, three years after graduating from Harvard University. He was then but twenty-seven years old and already his keenly inquisitive mind was actively at work. There is a touch of romance in this young metallurgist who, on entering his. scientific career, destined to be so brilliant and so fruitful, on the very threshold of it, seems to have selected as his motto "What is Steel?" Like a knight-errant of science, he started on his quest for an answer to that question, a quest which was to last forty-seven years and which death only brought to an end. And while thus engaged how many wonderful messages we received from him, each one bringing us nearer to the goal! How illuminating, inspiring and encouraging were those messages! How well-equipped he was to wrench from nature some of the secrets she so jealously guards! How broad his learning and how clear his

IN the past few years and especially since the beginning of World War No. 2, gold has attained a new, important. and critical place in the international scene, and in world affairs. In the past, as far back as history records, most wars have been waged for the purpose of acquiring it from someone else by conquest. But now, the most titanic struggle of all time is being waged with the avowed purpose of not only destroying it, but of destroying all that it stands for and represents. A tradition dating back to ancient Rome, affirms that battles are fought by men with weapons, but wars arc eventually won by gold. The validity of that tradition is now being subjected to its major test. Hitler has proclaimed that in his new world order, the work dollar or reichsmark, a beautifully engraved paper currency representing only a theory of value, based on unit of work and production, will become the supreme medium of world exchange, and that gold eventually will he valueless and obsolete.

AT the last meeting of the Institute, Mr. A. L. Holley read a paper on "Steel," in which he proposes for it a definition so opposed to the one generally received, as to call for some remarks. Until within the last five or six years there has been no dispute on the subject, and it seems worth while to investigate the matter. For not only does a proper tax on all importations depend on a proper appreciation of the term steel, but it is necessary to know whether steel, or wrought-iron, or homogeneous iron are requisite in all processes of manufacture in which malleable iron is employed, on account of cost, strength, etc. Karsteu* says : " Iron may be obtained, either as an unforgeable, unweldable metal, which melts at a high heat, termed cast-iron; or as a ductile, weldable, soft metal, which can only be melted at the * Karsten, Handbuch der Eisenhüttenkunde, 3d ed., vol. i, p. 6. At first glance the staid Joralemon background does not seem to equate with the life of adventure that irresistibly called me for over 70 years. But my ancestors had their adventures too. My father's family were Dutch Reformed Protestants who had energy or daring enough to come to America to escape the Catholic persecution that followed the Massacre of St. Bartholemew. The first Joralemon came from Friesland to New Amsterdam m 1636, just after Peter Stuyvesant. My father's mother's family, the Berdans, were French Huguenots who came to northern New Jersey only a little later to escape the Catholic domination in France. Some say that the first Berdan to come to America was given all the land between the Passaic and the Hacken-sack Rivers by King James. Whatever, the Berdan family settled there and was able to make a scanty living by farming and selling their produce in Manhattan. The spirit of adventure in my mother's family was just as tenuous. Gamaliel Beaman was pastor of a shipload of Puritans who came to Massachusetts in 1636. Gamaliel's descendents were peaceful farmers and some ministers in New England and later New York State. They had got all of the adventure out of their systems in the long and dangerous voyage across the Atlantic to escape religious persecution. The Joralemons and the Berdans married into families that had been in America almost as long as they had. On my father's side the Berdans, Doremus, DeGreys, Vanderbeeks, and Varicks showed by their names their Dutch or French Huguenot stock. The only one who achieved any fame was Peter Varick, who was George Washington's military secretary during the American Revolution. After this he was nine times mayor of New York and was one of the founders of Kings College, later Columbia University. He was responsible for one of my few ancestral claims to distinction. A clear understanding of the meanings of terms is important when discussing a project. Whether it is a submission, an investment study, a feasibility study, an environmental impact statement, an estimate, a tender, a contract, or a close-out.report, the need for all parties involved to understand what is under discussion or what has been written is paramount. The clarity of definition and the level of understanding can affect the outcome of the project. It is vital that all parties know what is wanted, what is expected, and what it will cost. This paper draws attention to some of the problems that beset many projects, clients, project managers and contractors, and it is hoped that its presentation will encourage us to pay more attention to defining what it is that is required. Ultimately we should all be the richer for having defined and understood the requirements at the beginning rather than at the end.

What is experience worth? Representatives from the Mining, Metallurgy and Petroleum Societies discussed the question as part of the 1970 Annual AIME Meeting held in Denver, Colo. the week of February 15. Petroleum engineer-consultant, Michel T. Halbouty of Houston, Tex. offered his own clarification of present-day employer-employee relationships in engineering as a whole. "Longevity does not equal experience on the job. Further, when employees are considering salary increases and promotions, job performance is considered all the time; experience two- thirds of the time and length of employment one- half the time." He added, "worth is really what the employee can get for it and experience is essential to survival." Halbouty also noted that salary and responsibility is a function of man's value to his company and is about "as discrediting as grey hair." As far as the engineer is concerned, he reported, the company's ability to pay is, in large measure, not considered. From the company's viewpoint, however, the employee is expected to learn his first year on the job. His second year, he is expected to make his presence felt, Should he require three years to orient himself he might soon be looking for another job. The petroleum engineer pointed out that when the employee wants to know why the salary scale tends to plateau off in later years, most employers react by recognizing that employees "flatten themselves rather than the company flattening them."

"THE OBJECT of these notes is to initiate a discussion among the members of our Institution on the connotation of the term 'ore', and to arrive, if possible, at an acceptable definition of the term in the light of its current use by our leading mining engineers, metallurgists, •and geologists.The majority of •authors of well-known modern text-books on subjects dealing with mineral deposits define 'ore' in words which convey the meaning that it is an aggregate of minerals from which one or more metals can, under favourable conditions, be extracted profitably.Many eminent members of the Institution, and of mining and metallurgical institutions in other countries, consider that the term should not be restricted to metalliferous mineral •deposits but can also be applied correctly to certain non-metallic deposits. They believe that the growth, during the twentieth century, in the industrial importance of non-metallic minerals, and the progress made in the mining and the milling of deposits containing such minerals by methods similar to those used for metalliferous mineral deposits, no longer justify the academic restriction of the term to deposits worked for their metal content only."

AN unprecedented expansion of the mineral industries began in mid-1950. There are few minerals on the strategic list for which some source of supply here at home has not been found. All types of inducements have been utilized, ranging from RFC loans to guaranteed-price purchase contracts. No one can deny that tremendous progress toward mineral self-sufficiency has been made. Despite the greatness of these accomplishments, made' in the name of national defense, one cannot help but. have a feeling of uneasiness over the price which has been paid-in indebtedness, in freedom, and in the sacrifice of private enterprise. The people of the Soviet have been enslaved by a military state which attempts complete control of the economy. A similar yoke has been imposed on the business life of this nation. Of course, there is a difference in degree of control and in purpose. We are dedicated toward defense and the resistance of aggression. And, our personal liberties have not been usurped. The realization of the extent to which this nation has been forced by Communist aggression to adopt the practices of the socialized state is appalling.

There is not just one ANFO: ANFO explosive behaviour depends significantly on the blasting conditions and on its physico-chemical characteristics. For instance, ANFO effficiency increases whereas AN porosity is higher and consequently loading density of the explosive is less. This can be argued against generally admitted ideas. Therefore, the efficiency of industrial explosives related to ANFO (for example "relative weight strength" or "relative bulk strength") is a tool that must be used with caution.

The selection of the mining fleet can have as much of an effect on the efficiency and effectiveness of an operation as the mining method. This is not to say that inefficiencies are only attributable to inappropriate equipment selections, these aspects have many factors but are not the subject of this paper.This paper will give an overview of equipment selection processes that have been utilised to date. It will also look at the increase in application of study programs/simulations from an aspect of accuracy, as well as the importance of enabling the analysis of multiple sensitivity scenario planning. An aspect that is increasingly important in project planning with commodity market movements.Another aspect that is increasing in popularity is that of automation, what effect does this have on equipment selection? What additional aspects need to be taken into consideration when assessing Automation of equipment from the beginning of a project as well as introduction into an operating mine?Once the selection process has been finalised and equipment implemented, how do we, as an industry, 'close the loop' through analysis of estimated versus actual equipment application?

Reserve audits have increased in recent years as more companies, especially juniors, enter the ranks of producers. Corporate and individual investors are seeking corroboration of stated reserves. The reserve audit satisfies this need. An audit assures investors that the reserves, as presented, are a reasonable and accurate approximation of the quantity and grade of the economically viable material present. The reserve audit verifies that there are no fundamental errors in logic, style or the data base, and that the reserves, as given, may be used for mine planning or economic forecasting. Reserves that pass an audit may be used with confidence in preparing cash flow projections and in deriving net present value or internal rate of return on any given project. This article describes what a consultant does while performing the reserve audit. In performing an audit there are four general areas of concern that must be checked: definitions, parameters, data and procedures. In each of these, the auditor must convince himself that the reserve study has complied with governmental regulations and guidelines, professional standards and industrial practices. Any deviation from these norms must be identified and its effect upon the appropriateness of the reserves evaluated. By concluding that a reserve study passes his audit, the reviewer is stating that there are no fundamental errors in logic or style and that spot checks have revealed no substantive errors in procedure or mechanics. The responsibility for the reserves remains with the entity that compiled the original study.

"INTRODUCTION Coal is a complex substance consisting of many different constituents representing many chemical compounds, very few of which are known. It is homo genetic, however, in that it is derived almost entirely from plants. But plants as a whole are complex, being composed of a large number of tissues, each consisting of a large number of cells in a great number of arrangements and composed of a number of chemical compounds in great variety of proportions, and enclosing a large number of waste products representing a large number of' chemical compounds as cell contents. Coal should therefore be expected to be a very complex substance.That coals are formed from plants is no longer debated, but the manner in which coal was formed from the plants leaves many problems still unsolved. However, in general it is now conceded that all coals of all ranks and ages had their origin in deposits completely analogous to our peat deposits of today and that coal formation is a process that runs through the whole series, beginning with peat, and through, the various ranks of lignite, subbituminous, high-, medium-, and low-volatile bituminous, semianthracite, and anthracite in a related chain. In the study of coal, it is therefore of the utmost importance to study and to know not only the plants contributing but .also the manner in which they are transformed into the substances forming the deposits. It is therefore of the greatest value to review briefly the formation of :,eat as it is known today, and to inquire into the facts as to what plants contribute to peat, what parts and products prevail, what are the chemical compounds that enter and which prevail."

WHAT characterizes a geophysical engineer and sets him apart from all other engineers? This is a question that is important not only for accrediting purposes but is assuming increasing importance in the licensing of professional geophysical engineers by state boards. What is the basis of distinction of one type of professional engineer from another type is answered in part by the need which brought each type into being precisely because that need could not be satisfied by pre-existing types and which nevertheless demanded the special outlook, training, and abilities of an engineer. The need which called for the civil engineer was the adaptation to the tasks of civilian life of the capabilities developed by the military engineer for the design and construction of roads, bridges, dams, earthworks, military buildings, and other structures and of mechanisms required by military operations.

With the next mining boom looming, the industry will once again struggle to meet skills needed as the current generation boomers are set to retire. In order to meet these needs it is going to need to focus on what underutilised human resources - in particular women - want!   Women comprise around 14 per cent of the mining workforce, compared with a 45 per cent participation rate in the work force overall. Within the industry, women still make up only one per cent of trades people, eight per cent of operators/production employees, 12 per cent of engineers and 11 per cent of executive management.   It may be worth pointing out that mining has an age profile skewed towards the older end of the spectrum. When it comes to employee retention, what women want may be a good starting point to examine, more broadly, what all employees might want (but are too afraid to ask!).   Women in mining want the following: To be scrutinised for their work and performance, not their personal lives, appearance or relationships. True pay equity. This is addressed at lower levels between companies but at professional levels the salary differentials begin to appear and little is done to identify why this continues to be the case. Recognition and acceptance that women can have different work-styles, and that diversity of work-styles is an asset to be nurtured not a threat to be neutralised! Recognition that a more diverse workforce demographic that better reflects society at large will assist the company in its dealings with many diverse stakeholders from society at large. For employers to recognise that a career break to accommodate caring responsibilities does not mean that an employee's commitment to progressing their career is any less than that of someone who has not taken a career break. Similarly, for employers to recognise that working part-time for to accommodate caring responsibilities does not mean that an employee's commitment to progressing their career is any less than someone who works a more traditional roster. Access to affordable and quality child care compatible with mining rosters in mining towns. Zero tolerance for bullying and harassment, and workplace cultures that promote respect and safety. Explosive properties are typically summarised on manufacturers’ technical data sheets. The values most commonly referred to are the density of the explosive, the energy it is expected to release and its velocity of detonation (VOD). This information is provided so that blasting engineers can make a considered selection of the most appropriate product for a particular blasting application. As an example, a lower VOD and energy product is better suited to blasting in soft, weathered material. In contrast, blasting hard, competent material generally requires a higher energy product which is usually characterised by higher VOD and energy.A review of the technical information supplied by manufacturers shows a wide range of methods of reporting both VOD and energy. A meaningful comparison between products from different suppliers is almost impossible to achieve based on these data. For a similar product, one supplier may have a VOD range of 2800–5800 m/s and a relative bulk strength of 1.34 while a corresponding product from another supplier is quoted with a VOD range of 3100–6300 m/s and a relative bulk strength of 192. In the end, the user has to rely on the level of confidence available from their experience using a certain type of explosive in the type of rock to be blasted at that mine.This paper reviews some of the technical and supporting information that is freely available in the literature and attempts to provide some clarity as to what the numbers that are reported actually mean for the end user. This session has been organized to suggest to you that the development of direct reduction is important to the iron ore mining and coal mining industries. The papers presented this morning will include a discussion of the costs of making direct reduced iron (DRI), the iron ore and coal supplies needed to produce DRI, the financing of direct reduction (DR) projects and, probably most important, the impact of the DR development on the iron ore and coal industries. For starters, this opening presentation offers a brief statement about DR practice and DRI, under the title that should surprise no one: "Direct Reduction: What Is It?" There is always the chance? that a brief statement may become long and complicated. But, by mixing some slides borrowed from Hal Lownie with a larger number of photographs accumulated from other sources, I hope to avoid such pitfalls.

Gold prices are rising, in what is coming to be seen as the beginning of a longer term upward trend. After languishing between $325/oz and $364/ oz from early 1991 into early 1993, prices began rising in the first half of 1993. Gold rose from a low of $326/oz in March 1993 to $414/oz on an intraday basis in early August. There was a speculative sell-off at that point, which took gold prices quickly back down to $350/oz briefly in October 1993. At that time, there still was a fair degree of skepticism about gold's price prospects. Many banks believed that gold prices could not mount a sustained rally. As prices dropped in August and September of last year, these suspicions seemed to be confirmed. Gold prices quickly rebounded, however, reaching $395/oz by early January 1994. The strength of this renewed increase led many banks, investors and others that had held negative views of gold to grow more positive. They began buying gold and trading it from the long side of the market. The result was that gold prices remained strong during the first quarter of 1994, trading between $375/oz and $390/oz.

(Read at the Amenia Meeting, October, 1877.) THE term "pipe-vein" has recently been applied in this country to certain deposits of lead ore in magnesian limestone. The use of the term has been twofold. It has been revived as a term found in textbooks on mineral veins, with the implied or declared assertion that the ore-deposits thus named in this country are similar to those which have borne the title abroad. It has also been advanced as an appropriate name for a new class of deposits, even if such a class had not previously been recognized. In either case, the assumption is that pipe-veins form a group or class by themselves, and are not merely interior and subordinate features in larger deposits. The peculiar mining law of the United States, which regards " the vein," whatever that may be, as the basis of title, lends a special interest to these claims. But the object of this paper is rather to discuss the subject from the standpoint of geology and technical literature. I shall briefly answer two questions : (1) What are pipe-veins as described in technical literature? and (2) Is the name appropriate or necessary for a new class of deposits ? ? A roof bolter reaches for a lever while guiding the drill with his other hand. Since he's watching the drill and many of the controls look and feel alike, he hits the wrong control and crushes his hand. ? Six hours into the night shift, an ore truck driver dozes off. The truck plows over the berm and down into the pit. ? Fleeing a afire, a face crew sees smoke in the intake entry. Assuming the fire is ahead, they cross over to another entry, but soon encounter even worse smoke. These very different accidents have at least one factor in common: the human factor. The actions, decisions, thoughts, or perceptions of one or more humans contributed to the accident. These are just a few examples of safety problems researched by the Human Factors Group of the Pittsburgh Research Center, U.S. Department of Energy.
