The course has been broadened in scope, revised, and brought up to date and is being published as a similar series of seven miners' circulars (Nos. 51-57, revised) on accident prevention in metal and non-metallic mines. These circulars are as follows: Injury Statistics (Miners' Circular 51), dealing with general statistics on injuries from accidents at metal and nonmetallic mines, including causes, costs, and the use of investigations and reports of all injuries.

A study of the accident statistics in the coal mining industry convinces one that an organized effort must be put forth to prevent the vast destruction of human life in this industry . The fatality rate in Pennsylvania has not improved in the past several years and during 1928 it was higher than the average for the period 1916 to 1927 , inclusive . Although the accident rate for this State is less than that of the coal mines of the United States as a whole , nevertheless the rate is unduly high ; however , there are many companies which have exceptionally good records as regards both fatal and nonfatal accidents . A study of the methods used by some of these relatively good- record companies to reduce accidents in their mines shows that they exert an organized effort to prevent accidents , and that their safety organizations usually affect every employee in and about the mine from the highest official to the check boy . The chief executive must be actively and personally interested in accident prevention if real safety results are to be obtained ; when he shows this interest it is almost invariably reflected in the officials under him and throughout the organization . Safety organizations vary in form and are readily changed or adapted to the varying conditions found in the bituminous field . The companies whose organizations were studied in preparing this report are all getting good results , and it is their opinion that the safety organizations have been a big factor in obtaining these results . At their request the identity of some of the companies whose organizations were studied has not been divulged in this paper , but this does not affect the value of the information concerning their safety organizations .

I did a project (Sungai Piah) as a consultant to your firm in Malaysia, where we were faced with a similar situation as sketched out in your question. The following is what we did for the grouting of the primary holes, which were both located upstream of the plug as well as downstream: We used a hydrophobic MDI based semi-rigid polyurethane prepolymer in the first phase of the grouting operation when grouting under water flow conditions. Then in the second phase and also for the contact grouting we used a two component water compatible polyurethane elastomer. And then for deeper formation grouting, when all the water flow had been stemmed in the vicinity of the plug, we used a regular (balanced stable) cement based grout. So it may not exactly answer your question, but we first used hydrophobic grout because it is very efficient to grout a formation through which water flows. We didn't stop all the leaks day-lighting downstream of the plug or all water running through the formation near the plug, but the flow of water through the rock formation adjacent to the plug was reduced by 99.9%, after completing the urethane grouting. This facilitated the placement of cement based suspension grouts without wash-out.

Diesel-powered haulage equipment has recently been tested and approved for permissibility by the Bureau of Mines for use in mining in the United States. Achievement of this advance in safety involved extensive studies, both in the testing station (2, 3, 20, 21, 22, 23, 24, 25, 26, 27)3/ and in the field 1, 4, 13, 30), of the operating characteristics of diesel engines in relation to the toe of such engines underground. The results of these studies formed the basis for establishing the requirements that should be met by diesel-powered haulage equipment approved for permissibility. Considerable interest has been manifested in the development of diesel-powered haulage equipment fur mines. The purpose of this paper is to retrace briefly the course of this development and to answer such questions as: What is the history of the use of diesel engines underground? Why has the Bureau of Mines been interested in the development of diesel-powered haulage equipment for use in mines?

Since 1973 when the first edition of the SME Mining Engineering Handbook was published, many significant changes have occurred in the US mining industry. The industry went through a fairly prosperous period immediately after 1973, but then many economic pressures came to bear on mining companies, particularly in the metal and coal branches of the industry. These pressures changed both the mining methods used and the general economics of the mining methods. As a result, the industry today is different in many ways titan it was in 1973. A general summary of some of the more important changes that have come about will be provided here as well as some assessment of the effects of these changes on the choices of mining methods. In the metal mining industry, the most significant trends were increased surface mining, the use of larger and more efficient equipment, and increased technology and automation. The primary impetus for these changes was unprecedented competition from foreign producers. In many cases, this competition came about because of the nationalization of foreign mines and the tendency for these mines to become a source of foreign exchange. INTRODUCTION The increasing concern for the environment may well present far more opportunities than problems for those involved in all phases of tunneling. All too frequently in the past, environmentalists and their concerns have been cast in a negative light, as obstacles to be overcome. Often forgotten is the fact that these same environmental concerns have created a rapidly increasing demand for new tunnels. Tunnels for rapid transit projects, clean water supply, and sewage treatment have been given a boost because of environmentalists' concerns about overuse of automobiles, inadequate water supplies, and improper sewage disposal. Concurrent with increasing use of tunnels to help solve or alleviate some of our environmental problems is an obligation not to create new ones in the process. Concerns which we feel responsible tunnel owners, engineers, and contractors should address themselves to include: (1) Minimum energy consumption, both during construction and in operation of the completed project; (2) proper storage and/or disposal of the excavated material; (3) minimum disruption during the construction process - noise, traffic, unnecessarily unsightly work areas, and possible weakening of foundations of nearby structures; and (4) a finished project consistent with community and environmental goals. We are especially concerned about two things. First, the longrun implications of a project -- what's good for a few people in the short-run may be bad for most of the people in the long-run. "Bentonite clay has been the traditional binder for iron ore pellets. However, bentonite increases pellets’ silica contents and is expensive. Researchers have proposed lowering bentonite doses by mixing it with other common binders. These mixtures may only be successful if the fundamental bonding mechanisms are understood. For example, what happens when bentonite (physical bonding) is mixed with fly-ash (chemical bonding)? What happens when bentonite is mixed with cornstarch (physical bonding)? In this paper, experiments are described where bentonite was mixed with various ratios of cornstarch and fly-ash, and pellets were agglomerated using 0.66 % w/w binder. Ca(OH)2 and CaCl2 were added as activator and accelerator, respectively, to the bentonite-fly ash mixture. Curves of pellet dry strength vs. bentonite-starch ratio were linear, suggesting the physical-physical bonding mechanisms were compatible - acceptable strengths (> 22 N) were produced at all bentonite-to-starch ratios. This was contrary to bentonite-fly ash mixtures, which displayed dry strength curves with a noticeable minimum due to competing binding mechanisms. Bentonite alone and fly ash alone produced acceptable strengths (> 22 N), but their mixtures resulted in weak pellets. Due to the positive results using cornstarch (CS) binders, the effects of CS solubility in water were investigated using two CS with high and low solubility (60 and 7.5 %). CS was premixed with bentonite at various ratios (0, 20, 40, 60, 80, 100 %). Pellets were agglomerated using 0.66 % w/w binder. The dry strength of pellets ranged from 50-300 N using the high solubility CS mixtures, and from 50-85 N using the low solubility CS mixtures. Fired strengths exceeded 2200 N/pellet at all bentonite-cornstarch ratios. This research showed that cornstarch solubility is an important factor in determining its effectiveness as a binder for iron ore concentrates, but significant work is still necessary before it can be used as a bentonite replacement."

"Preventative maintenance is a burden for equipment users but a demand from the machine suppliers to ensure performance. Machine availability depends on preventative maintenance being followed.Mining equipment is becoming more and more sophisticated and productive, yet less and less time is available for preventative maintenance. Manufacturers invest in reducing costs, simplifying operating requirements, and lowering maintenance requirements, but it is the users who must invest more heavily in the advanced maintenance systems to keep the units operating.IntroductionPreventative maintenance has been, and still is a key factor in avoiding disturbances in production due to equipment downtime. Manufacturers ask for it in extensive maintenance schedules, check lists, programs, etc. often with a ""threat"" that, if not performed, the machine guarantee will not be valid. Modern mining and construction machinery has become sophisticated, like all other machinery, with elaborate hydraulic, electric and electronic systems and computerized controllers. Maintenance organizations within the mining industry have grown to heavy cost centres just to keep up the availability of the equipment.It is difficult for machine manufacturers to have maintenance programs that suit every user. International suppliers have to deal with different cultures, education levels, environments, organizations, etc. Maintenance programs recommended by manufacturers often do not meet some user's needs while they are ""overkilling"" to others. Preventative maintenance schemes recommendations of what to do, in what frequency, etc.) usually fit mechanical components in the equipment, e.g. wear measurements, crack indications, lubrication, oil changes, etc. But how does one perform preventative maintenance on huge hydraulic systems, electrical and electronic systems and computers? Failures in these systems usually occur without any warning and are more or less impossible to predict. Another difficulty in creating effective preventative maintenance programs for these kinds of systems is the relatively low volume of mining and construction equipment that is produced per year. For example, although Atlas Copco is one of the largest manufacturers in the world of underground blast hole drilling machines, the company still does not produce more than a few hundred drilling jumbos per year. These are made in more than 10 different models, with different systems and components, and very often are custom adapted to the end user's requirements."

(Cleveland Meeting, October, 1912.) UNDER the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been,. that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first. thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. Over the past decade, discrete element method (DEM) simulations have seen increasing adoption by the resources sector to inform the design of materials handling equipment such as transfer chutes, bins and hoppers. But, if ‘all models are wrong, but some are useful’ (Box, 1979) what approaches are available to check that a DEM simulation is useful? How to avoid garbage in equals garbage out. This work considers what properties of bulk solid flow behaviour are important to transfer chute simulation. Cohesive bulk solids (such as sticky iron ore fines) can develop sufficient strength to form a stable cohesive arch, this phenomenon is not well predicted by measurements of angle of repose. This work presents a two-part approach to the development of a useful DEM model that can be used to add value to the design and optimisation of bulk materials handling equipment. Part 1 is the calibration of not just one, but a range of material models chosen to envelope the range of anticipated materials that will be handled. This work describes the DEM simulation of a batch of direct shear cell tests to develop material models that can be measured by the same metrics routinely used to characterise the flowability of cohesive iron ore fines. Part 2 of this work describes systematic methods for validation of the transfer chute DEM simulations. The DEM model is only useful if it can adequately represent the typical problems observed within a transfer chute, such as blockages due to build-up and cohesive arching. Proper validation requires good observations. Validation examples of site observations are shown side-byside with simulations to demonstrate the adequacy of the DEM model and calibration approach. DEM simulations have the potential to add significant value by allowing engineers and designers to predict material flow-through equipment based on a range of material properties, allowing for stress testing designs and making iterative improvements.

Many industries have established their own systems for self-regulation. They often do so when companies operate in countries where financial, technical, environmental and social regulation is weak and when the industry is challenged by legitimacy issues related to behaviour in one of these areas. Mining is one industry that has progressed unevenly down the road of self-regulation in these areas. This paper examines how the development of self-regulation for mines and mining companies involves difficult questions of scope, rules, membership, assessment criteria and performance evaluation. Using a range of theoretical and empirical results from research on self-regulation, performance rating and corporate strategy, this paper analyses the strategic and operational issues related to the idea of self-regulation in the mining industry. The analysis indicates that while self-regulation may bring benefits to members, they are likely to take a long time coming; but when they do arrive they may be substantial. Using the fact that in relation to technical and financial issues the industry is quite experienced in self-regulation ? not least as it is more reluctant in areas such as environmental and social performance ? the case is made for a comprehensive and innovative approach, that draws on the areas where the industry is experienced and develops new institutional solutions in the areas where the industry is more reluctant.

Gold Fields Australia (Gold Fields) has identified that improving productivity through more detailed shift planning and operational control of mining activities is a key driver to the success of their business. The Hamlet mine was chosen as a pilot site to trial a system that would allow production engineers and shift bosses to align the execution of short-term activities with the longer-term goals of the organisation.Gold Fields partnered with Deswik to introduce an on-site, collaborative, web-based system to allow mine planners to quickly build-up a detailed, activity-based, shift schedule for the coming week from the 13-week plan. Multiple stakeholders could then review and alter the plan, and then track and manage the execution of the activities.The system is designed to be integrated with production data capture systems to allow tracking of progress towards completion for each activity, as well as to plan and monitor the equipment operating in the mine. Integration of systems allowed engineers to use the large quantities of production data being captured to make informed decisions in the operations environment.The system replaced a complex set of spreadsheets that required expert users in Gold Fields to maintain. By capturing the data in a central database, the planning process is transparent and historic data from the execution of activities is available for analysis to improve productivity in the future.The system has ensured that the highest priority and critical path activities for the business are completed at the right time, improving the efficiency of operations.CITATION:Deucker, E and White, A, 2017. The current economic climate and demand for iron ore has resulted in mine operators being prepared to accept aggressive slope designs and associated failures provided that they can be quantified (ie volume of failure and clean up costs, etc) and incorporated into the mining costs, at a feasibility study level. This has numerous implications for pit slope design/geomechanics. Typically when geotechnical engineers conduct slope stability modelling a single value, usually the average or mean value for model input parameters (ie structural orientations, material properties and hydrological conditions) are chosen. The implications resulting from using a single value for model input parameters will vary depending on how the modeller has chosen the value, ie should the modeller choose a mean value from a log-normal distribution of material strengths an optimistic representation of the stability may eventuate, consequently if the designer decides to conservatively downgrade the values by a nominal factor, a pessimistic representation of slope angles may occur, which would result in excessive stripping and mine development costs. A more realistic and representative way to model the inherent variability of geological/geotechnical conditions would be to do so probabilistically. Whereby the modeller can assess the variability of the geological structure as observed/recorded during the core logging process and a similar approach for the material strength properties. The final model output would be a distribution of factors of safety in relation to overall slope angles, ie probabilities of failure for individual slope angles could be determined. This output (graph) could be modified by the mining engineer to incorporate mining costs as well as clean up costs for the respective slope angles and associated failure volumes, ie probabilities of failure. The author intends to provide a detailed overview of the processes involved in deriving a geotechnical design, ie; starting from the data collection phase (core logging/face mapping), through to the data interpretation and formulation of slope parameters; determining the variability and uncertainties associated with each of the process; ensuring that it is adequately captured in the model input parameters; and how the mining engineer could utilise this information to derive final feasibility study mining costs.

The paper describes the discovery, location and events concerning three types of heating which have occurred in recent years: a) in a district being salvaged, b) in the shaft pillar at an air-crossing, and c) in the gate side of a production district, all of which have occurred in the Beeston Seam at collieries in the deeper eastern part of the area. The paper describes the precautions, air sampling arrangements, training methods and codes of practice which have been adopted at collieries where spontaneous combustion is, or is likely to be, a hazard. The air samples taken from behind the stoppings following the sealing off of the salvaging district are examined and interpreted. The problem of effectively sealing off where more than two stoppings are required is made apparent. Other lessons have been learned as a result of these heatings and are described in the paper.

AUTHENTIC records show that coal mining in Cape Breton dates from the year 1720, when the French military authorities obtained coal from what is now known as the Blockhouse seam, in the Morien district, for use at Louisburg, where the fortress, now of such historic interest, was being built. Thereafter, coal was mined more or less continuously, and although, for many years, in a very haphazard way, there was, on the whole, a steady growth towards a better regulation of the industry, culminating in the year 1825 with the arrival of the General Mining Association in Nova Scotia. This Company, more generally known as the G.M.A., had acquired extensive tracts in Brazil and Colombia and had also purchased the mining rights for the whole of Nova Scotia-excepting such areas as had been previously leased-the attraction being the rich veins of copper currently reported as occurring in the Province. These fabulous copper veins, upon examination, failed to materialize, but the engineer sent out to report on them returned with such good accounts of the coalfields he had seen that steps were taken immediately to investigate them. From that rime onward, the history of coal mining in Nova Scotia is one of progress and achievement. One of the first acts of the G.M.A. was to acquire the areas already leased to other concerns and develop these in a masterly fashion, employing the best machinery and talent available at that time. Such dominant control over the minerals of the Province, although it led to orderly development in the several coalfields, also, later on, resulted in restricting operations in the various coal centres to such an extent that a determined effort was put forward by the people of Nova Scotia to end such a state of affairs. Consequently, in 1857, the original lease of the G.M.A. was abrogated, the Company, however, being allowed to retain certain areas in the districts it had already developed. This opened the way for the formation of other coal-mining companies, and numbers of these immediately sprang into existence in the various coal-mining centres. In 1893, the Dominion Coal Company, Limited, was formed by the amalgamation of seven companies operating in the neighbourhood of Glace Bay, in Cape Breton. Later, in 1910, the Dominion Iron & Steel Company, Limited, obtained control of the Cumberland Railway & Coal Company, which had been formed in 1884 to acquire the rights of the two companies working in the Cumberland County coalfield.

The title of the paper which I have been asked to present is somewhat misleading it infers in fact that there is a definite coalbed height below which raps or canopies cannot be applied to electric face equipment. Although this may be so with regard to certain pieces of existing equipment under certain conditions, to date we do not have enough experience to determine this magic number. Therefore MESA is continuing to hold the line on the time frames stipulated in Section 75.1710-1 of the Mandatory Safety Standards - Underground Coal Mines, which at this point in time requires these protective structures in mining heights of 60 inches or more. In order to give you an idea why we are taking such a firm stand on this matter, I believe it is necessary to describe some of the background work that was done prior to promulgation of the regulations and to give a resume of our experience since the requirements have become effective. Initially MESA made field investigations of all underground mines to determine what the state of the art was in the use of cabs and canopies for protecting equip¬ment operators from falls of roof. These studies revealed that the application was basically in its infancy and what progress had been made was due to the impetus of the mine operators themselves. Manufacturers of electric face equip¬ment provided these structures only on the direct order from the mining company and built them to their specifications. In talking to the operators and the miners in mines where cabs or canopies were in use, it was the consensus that these structures did improve safety and that although originally there was some reluctance on the part; of the miners to work in the confines of a cab or canopy, mast would not work without them once they had been adapted to the equipment.

As sponge iron is much like porous, coarse sand, it is a tempting material to use in place of coarse scrap iron as a precipitant of metals, for scrap iron is relatively awkward to handle and exposes only a small amount of surface to pregnant solutions. The results of the experiments described in this bulletin are largely a record of the behavior of sponge iron as a precipitant of lead and copper under laboratory conditions comparable to those that would obtain in a commercial plant were it attempted to secure the maximum contact of surface between solution and precipitant. Physically, the study is largely one of the rates of diffusion of the metal ions in the solutions and through the metallic coatings surrounding the sponge iron particles. The practical objectives are to remove completely the valuable metals from solution and at the same time to obtain a precipitate of good grade. In order to fulfill this latter requirement, the precipitant should be almost completely consumed. These practical ends are usually secured by having the two substances involved pass each other counter-currently-that is, in such a manner as to have the strongest precipitant in contact with the most impoverished solution, and vice versa. EXPERIMENTS WITH LEAD SOLUTIONS In nearly all of the schemes involving the leaching of lead from its ores the metal has been put into solution as the chloride, and fairly concentrated liquors have been employed. The solubility of lead under such conditions is comparatively small at best; the hot pregnant liquors from which the metal is to be precipitated are then made nearly saturated with respect to lead, and only a very small amount of acid is used. Therefore it was not as necessary to learn the behavior of the sponge iron in precipitating lead from solutions of widely differing composition as to learn under what conditions, and with what mechanisms, this precipitation might be carried out most readily.

The mining industry needs to attract and recruit young talented people. An important task is, therefore, to create an attractive mining workplace that engages with, and motivates youngsters who are not particularly interested in working in the industry. This paper aims to illustrate a way forward for the mining industry to form healthy and safe workplaces honouring key components such as knowledge, skill, co-operation, continual development and acceptance of diversity. This is a way to create a vision of healthy and safe mining work. The mining industry must work towards zero vision; a future without accidents and hazardous environments. In this paper the authors discuss different aspects of an ‘attractive workplace’ and summarises lessons learnt in 26 statements dealing with safety, both physical and social work environments, and social responsibility. The authors hope these recommendations will provide some guidance for how attractive workplaces should be designed for future deep mining.The paper is based on lessons from two large European projects, a Swedish-Polish project: The Smart Mine of the Future; and a European Union project: Sustainable Intelligent Mining Systems (SIMS).
