The U.S. Bureau of Mines evaluated the self-contained self-rescuer (SCSR) donning proficiency of 243 miners. These workers were from eight underground coal mines in the eastern United States. The objectives of the study were (1) to gather information on skill levels, since all miners in the study had prior instruction and opportunity to practice donning the apparatus, and (2) to summarize a quality control procedure useful in conducting periodic evaluations of donning proficiency. The sampling procedure used proved to be both reasonable and efficient in gathering information on training effectiveness_ It also provided a good statistical base for making informed site-specific decisions regarding SCSR training needs. Results from the observed samples at each of the eight mines indicate a wide variability across sites. The rate at which miners failed to isolate their lungs varied from 33 to 40.0 pct. Concomitantly, proficiency rates (miners either performing adequately or demonstrating a perfect 3+3 sequence) ranged from 13.3 to 63.3 pct.

The minerals industry has enormous potential to positively contribute to sustainable development and many leading companies have concluded that their long-term success is directly linked to their ability to leave a lasting positive legacy. While there are many examples of success, there have been failures as well and much work has been done in recent years to define the role of the minerals industry in sustainable development and identify the key elements for success. In the past, our sector could point to the taxes and royalties it paid, the exports it generated and employment it created and felt confident that its contribution would be recognised and duly acknowledged. This is no longer the case. Critics of the industry have highlighted resource-rich countries that have failed to capitalise on their resource wealth and have arguably lower standards of living than their resource-poor peers û the æresource curseÆ hypothesis. Recent research has done much to clarify the factors that contribute to a countryÆs success or failure and all stakeholders in the industry now need to include these learnings in their approaches going forward. We know that our long-term success relies on embedding a company- wide approach to sustainable development into all aspects of our business operations. In this paper we highlight BHP BillitonÆs experience in the development and implementation of policies and systems designed to enhance our contribution to sustainable development. We detail the business drivers for excellence in this area and the key external codes and initiatives that have shaped our approach. The values-based BHP Billiton Charter, Sustainable Development Policy and associated Health, Safety, Environment and Community (HSEC) Management Standards are central to our approach. Implementation is reviewed through our HSEC audit program. One area in which we have placed particular emphasis is our approach to community development. BHP Billiton has a corporate target to contribute one per cent of its pre-tax profit on a three year rolling average to voluntary community programs. As our profit stream has increased with the minerals boom this is approaching an A$100 million commitment. In our paper we detail how we are working to ensure we maximise the value of this contribution for our communities and our shareholders.

Traditionally closure has been seen by the Resource sector solely as a green or an environmental issue, focused primarily on the requirement to rehabilitate the site following cessation of production activities. In addition to operational, maintenance and production aspects of processing plant design, future design teams will need to take a more holistic view and consider an increasing number of sustainability issues including safety in design and cleaner production as well as closure itself. Sustainability principles being adopted by industry such as the Minerals Council of AustraliaÆs Enduring Value Framework are now broadening our understanding of closure. While issues around the closure of tailings dams and associated infrastructure have been widely studied, few investigations have looked closely at the implications of closure on the design of minerals processing plants. It is likely that design teams may be able to make a significant contribution to meeting industry objectives by adopting innovative designs which, in addition to meeting production objectives, deliver sustainable and cost effective plant closure outcomes. This presentation explores the opportunity for innovative design of mineral processing plants through the assessment of alternative closure objectives. This assessment specifically looks at current industry standards and statutory requirements, as well as potential risks and opportunities associated with each objective. Alternative design strategies to meet these objectives are discussed.

Why would a company in its right management mind risk a fuel conversion program on a fuel that can't burn if it's too wet or too dry, too hot or too cold, too coarse or too fine, or doesn't have enough Btu's to supplement good combustion? On December 23, 1981, two months ago, we finished our first ten years of burning lignite -- this unconventional coal. It is from that experience that I am qualified to address you today. As some of you here probably already know, my company, Texas Utilities Generating Company, has pioneered the utilization of Texas lignite for electric power generation on a large scale, and I think it is fair to say that we have done this pioneering work largely on our own. Some of us feel like Noah did when he built the arc! I have titled this presentation "The First Lignite Decision" because our company was the first to make this major decision in Texas in the mid-1960's. It was a big decision, and at the time, perhaps a bold one. When you look at the conditions that existed in the mid-1960's, you can see why.

In another situation, Dave Zegeer, the Assistant Secretary of Labor for Mine Safety and Health, whom all of you know very well, would have taken the opportunity to talk with you. In his absence, however, I would like to reference some of his recent comments which may help us to see the issue of mine safety in historical perspective. Dave pointed out that this year is the eightieth anniversary of the Great Earthquake and Fire of San Francisco. The whole world heard about that disaster--it and the 452 people who died in it. In that same year, nearly five times as many people died in coal mines, but no one particularly noticed.

The impact of fatigue is seen not only in its effect on the job performance of haul truck operators but also on the health of the operator and the productivity at the mine site. Its impact can even extend outside of the mine site to the health and well-being of the surrounding community (Fourie et al., 2010). In this paper, a case study of a small, surface mining organization is presented. The goal is to highlight the fatigue risk management system implemented at the studied mine site. Mine safety personnel who were interviewed discuss the changes made to the infrastructure of the mine, to administrative areas such as the number of shifts and the use of vacation time, as well as the implementation of new technology into haulage vehicles. This paper reviews how these changes are supported in the research literature.

A large opencast gold mining company in Africa had just completed a feasibility study for the expansion of the operations. A traditional net present value project valuation methodology had been used that showed a very positive net present value (NPV). The project team had conducted a qualitative risk assessment that identified and logged all potential project risks and had subjectively incorporated ?risk? via the discount rate and other assumption contingencies around gold price expectations, operating parameters etc. Management requested that an independent quantitative risk modelling approach be adopted to obtain a better understanding of the impact of risk on the overall project valuation and confidence level in the final valuation. A detailed project valuation model was configured in the Carbon Modelling Technology and the stochastic modelling module used to perform the Monte Carlo simulations. Analysis of historical operational performance data relating to actual achievements versus planned and budget determined the historical variability of the underlying parameters as well as variance to budget. This was done at a detailed level for mining rates and costs, processing rate, costs and recovery, and other operational efficiency measures. External market assumptions relating to gold price, exchange rate, and inflation were modelled and the dependency between them modelled using a copula. This case study will demonstrate the approach taken to building and populating the quantitative risk model and the overall results of the Monte Carlo simulation. The final valuation demonstrated that the project had a 44 percent probability of an NPV less than zero i.e. 44 percent chance of project finance loss.

THE patent system, through which an inventor is given exclusive right to his invention for a limited period as a reward for his industry and in reimbursement of his expenditures, originated in England in the famous "Statute of Monopolies," enacted in 1623. The first patent granted in America was to Samuel Winslow, in Massachusetts, in 1641. The basis of the patent system of the United States is a provision in the Constitution giving Congress the power to secure to inventors for a limited time the exclusive use of their discoveries. The first legislative enactment was the law of 1790, which was placed on the statute book after Washington had addressed Congress in its favor. Under this law, the Secretary of State, the Secretary of War, and the Attorney General constituted the board for the examination of patent applications and the granting of patents. The first Secretary of State, Thomas Jefferson, became the first administrator of the patent sys- tem in this country. He personally examined every application filed during his term of office.

T HIS has been a most momentous year in the annals of the Institute. We have been in the midst of a situation which, were it not for the convulsions of social unrest with which life is surrounded on every side, would have attracted the attention of the world at large. I do not refer to the desperate campaign for new members. That has gone on much as usual except that, this being leap year, the annual proposal to the M. & M. Society has been omitted. Nor do I refer to the desperate situation which we found in other directions, the spread of Bolshevism, the burning of the Engineers' Club, the fact that the selling of copper appears to have become one of the lost arts. No, I speak of the great question which has to be. settled once and for all, as to whether this great Institute should adopt simplified spelling. The whole trouble started in the ranks of the California Hysterical Society. It appears, while most of the San Francisco members can read and write, several of them cannot spell. It also appears that the Secretary, in editing the Transactions, has perhaps made just a little bit too much of a point of employing the correct Stoughton idiom. At any rate, the rebels filed an amendment to the constitution, and the stage was set for civil war, with perhaps more stress on war than on civil.

COMMENT on the economic significance of the special alloy steels seems inevitably to reduce itself to an attempt to peer into the future of the industry in which we are interested. We are all familiar with the historical development of iron and with the almost complete replacement of iron by steel. Those who have been connected with the industry since its .early days have had the satisfaction of witnessing the greatest industrial development the world has seen. As the cartoonists of the muck-raking decade liked to picture steel as an ogre armed with a spiked club, his hands reeking with blood and with golden coins dripping from his pocket, fiercely seeking for more widows and orphans to devour, I choose to call on my imagination to create a gigantic but beneficent robot of such marvellous mechanical skill. that it quickly transforms millions of tons of otherwise worthless material into the infinite variety of useful products which are so largely responsible for our present civilization.

This paper puts the view that, for one gold deposit in Victoria at least, the Australasian Code for the Reporting of Identified Mineral Resources is severely deficient. The author questions whether or not the Code constrains the proper dissemination of information relevant to resource valuation. The author offers a view about the estimation of inferred resources, and provides data believed pertinent to the proper valuation of Ballarat Goldfields Ltd Ballarat East Project.

CERTAIN physical and chemical properties of copper are so intimately related that a change in variation of the physical properties indicates a certain chemical change. The standard specifications of copper of the American Society for Testing Materials are based upon physical characteristics with one exception, namely, the copper contents. Certain phenomena of the surface indicate the adaptability of the metal for forging or rolling. The writer believes that it is much simpler to produce shapes that are metallurgically correct than those that are mechanically satisfactory. The appearance of the surface of the copper when cooled is considered as to its "pitch," or the general contour of the surface, and the "set," or the decail appearance of the surface of the shape. The set of the copper is, in a very large measure, directly related to the pitch; and so intimately are these characteristics connected that they are often used as synonymous terms by the refiner when he is speaking of well-refined copper. Oxygen is often spoken of as a medicine for copper, it being used to regulate the pitch.

IT SEEMS particularly appropriate that, in celebrating its Diamond Anniversary, the Canadian Institute of Mining and Metalturgy chose our Province of British Columbia as its locale in this, our own Centennial year. I am sure your organization is justifiably proud of its achievements and growth over the period of its sixty years, and we, for our part, are justifiably proud of our growth over our first one hundred years. With your kind indulgence I pro-pose to talk to you today about our industrial growth, or, to put it an-other way, to highlight, historically, our progress in industrial development over the past one hundred years, and to take the liberty of speculating on what we may reasonably look forward to over the next few years. I am sure, Mr. Chairman, that some may have questioned the appropriateness of a talk on the industrial development of British Columbia to the Canadian Institute of Mining and Metallurgy. However, strangely enough, we in British Columbia owe our origin, constitution-ally and industrially, to the mining industry.

Andrew Carnegie, America's best-known ironmaster and philanthropist, died at his home at Lenox, Mass., Monday, Aug. 11, after a three days' illness. A pioneer in the steel industry, he introduced into this .country the Bessemer process And formed the plans that have resulted in this country's supremacy in the steel markets of the world. Known throughout the world for his, gifts, he is also known to engineers as the donor of the home of their National Societies and as the founder of the Carnegie Institute of Technology, of Pittsburgh. For many years, also, he was an honorary member of the American Institute of Mining and Metallurgical Engineers, the American Society of Mechanical Engineers, and of the Engineers Club of New York. What he considered the secret, of his success is shown by the epitaph he wrote for himself, "Here lies a man who knew how to enlist in his service better men than himself." He was buried Thursday, Aug. 14, in Sleepy Hollow Cemetery, Tarry-town, N. Y., the funeral services being private, in accordance with his wish.

"Sampling may be mandatory for safety or environmental reasons. It may be because the value of a sale needs to be determined or to provide important data for investments. Whatever the reason, an incorrect sample will come at a risk. Only the person that relies on sampling data can imagine what the potential cost of such risk is.Sampling itself has a cost too; the direct cost of a quality control department and indirect cost for interrupting a process, such as stopping a conveyor belt during loading. If all material is the same then only one small sample is enough. But if all the material is different, then a very large sample must be tested; in the conveyor belt scenario it must be stopped very frequently and the associated cost will be high.A good sampling plan finds the proper balance between risk and cost. A good sample must be small enough to handle yet large enough to be representative for what information is required. All good samples have three things in common: there was proper access to the material the sampling tool allowed equal probability of particles being selected nothing was disregarded, everything was included.This too is the core of Gy’s ideal sampling scenario, where all particles have the same probability of being selected and included in the sample. There is risk of bias when part of a lot is excluded from the sample. Extra care is needed when sampling particularly heterogeneous, segregated or layered materials. The sampling tool should never systematically leave out a portion; it shall not push aside large or hard particles. Wet samples shall not stick to the sampling tool. This extends to sample preparation too when reducing particle size and dividing the sample in the process.CITATION:Vogel, D A, 2017. (Chattanooga Meeting, October, 1908.) THE immense commercial value of the Gayley dry-blast process has been established beyond controversy. The testimony of practical blast-furnace managers, on both sides of the Atlantic, agrees that it reduces the cost of pig-iron about $1 per ton; but from the same testimony it appears that this direct economy does not by any means cover its commercial advantages-in fact, that under conditions frequently encountered in practice, it presents other benefits of even greater immediate financial importance. To this point I shall recur in a later part of the present paper. The history of the reception given to this invention, especially on the other side of the Atlantic, has repeated an experience familiar to American engineers. First, the reports of our practice were rejected as theoretically impossible, according to generally accepted notions and formulas; then the figures were reluctantly accepted ; and finally the attempt has been made to explain how they could have been obtained. As to the Gayley dry blast, we Americans have been for several years in the last stage of the discussion, and the rest of the professional world is rapidly coming to it. Meanwhile, the remark has been repeatedly made that, whatever Mr. Gayley's process may turn out to be worth, it was not an invention on his part, but simply the energetic and persevering execution of a procedure already proposed by others. This question I wish to discuss first in the present paper. I. WHAT DID MR. ALTHOUGH cylindrical grinding mills have long been used, there is wide divergence of opinion as to what constitute best operating conditions. Questions such as mill diameter, diameter-length ratio, revolutions per minute, type and size of grinding media, volume of charge, circulating load, pulp level, pulp consistency, liner design, and size of feed, have all been given serious consideration by competent scientific investigators as well as by operators. While many laboratory and plant tests have been made that would seem to justify certain definite conclusions, there is a dearth of definite data giving actual results obtained when a grinding mill working between fixed limits is operated at its maximum capacity under varying conditions as to ball load, circulating load, speed, etc. In tests conducted recently at the Hollinger, extending over a period of thirteen months, to determine the best operating conditions for a ball-mill 6 ft. 6 in. diameter inside the liners, some very interesting facts have been ascertained. This paper is presented in the desire to make public the results of these tests and not with the idea that the last word has been spoken in regard to grinding. We feel, however, that these facts justify certain definite conclusions and hope that, by the fullest and frankest criticism and discussion, the essentials necessary for the correct design and operation of grinding mills will become better known.

It is presented in a step-by-step "user?s manual" format. Appendixes contain the technical assumptions, program default values, and a summary printout detailing capital and operating costs and cash-flow analysis.

The objective of this work is to provide a detailed review and a list of references in chronological order, comprising 80 recent technical papers, on the use of discrete-event simulation (DES) modeling in mining engineering. In this article, the review papers of published mine simulation projects through 2007 are summarized, and then a comprehensive review of individual articles published from 2008 to 2015 is presented. This survey work also includes analyses of the simulation tools used in the published projects, mining types and applications in order to assess these key features and evaluate the recent state of research in mine DES simulation. In addition, an interactive map visualization for the locations of the simulated projects is made available on a website to benefit current and prospective scholars in the field. The results of this investigation revealed that the most common application of DES in mining had been mining equipment selection and analysis, while ore processing and risk management projects were less frequently reported. The results also showed that modeling surface mines were in the majority, but the trend of publications for underground mine simulations had also increased. According to the results, ARENA was the most popular simulation software package, but several simulation tools that were only used once or twice in the mining projects are also included in this review.
