The new OSH regulations concerning ground ward monitoring of underground coal mines has been the source of many concerns for the mining industry. Because the regulations were initially written at the federal level but are being administered at the state level, considerable confusion exists within the industry as to what is actually required. Based on the preparation and submission of over 30 monitoring plans for existing deep mines in Pennsylvania, West Virginia, and Ohio, we now have a very good feel for the detail the monitoring plans, as well as the costs to im plement the plans. We do not, however, feel confident in our evaluations of the long-term impact the ground water monitoring regulations may have on the industry.

As students progress further into a degree, the decision of vocation selection, and even more importantly û securing employment in a particular industry sector, can become quite daunting. However, with a little initiative, students can overcome these issues by not only researching what employment opportunities exist, but by applying for summer vacation employment. Undergraduate vacation employment, especially with a world-leading hydrometallurgy research organisation such as the Parker Centre, can dramatically alter a studentÆs perspective of particular industries and possibly even alter their selection of vocation pursuits upon graduating. Students can also use vacation employment to enhance their networking capabilities, technical skills and knowledge by dealing with challenging new topics such as sulfur dioxide leaching, which is also discussed in this article.

Communications in whatever we do, is one of the major problems we encounter. In an effort to provide a better understanding of the use of explosives, I am going to take a little different view of what explosives are, and how you might look at them as tools to fragment rock, and some of the problems encountered in doing so. First, let's take the explosive, and although there are many factors involved, I want you to consider these as being reduced to only two--shock strain imparted to the rock by the high early development of energy; and the other, the gas effect which is a combination of heat, moles of gas formed, rate of formation of these gases which develop pressures, etc..

ANY one of the mining engineers who spent three years under the benevolent and protective custody of the military forces of His Imperial Nipponese Majesty will admit that he has survived a most disagreeable experience, but our friends here in the States all demand that we tell them something about our thrilling adventure. Many of the younger men who were on Luzon in December 1941 joined up with the Army, either as civilian technical employees or through their reserve officer status. They served through the Bataan and Corregidor defense and had five months of thrills and hardship, if that is what constitutes adventure. Unfortunately, too many of them are not alive to tell their stories. But for most of us, our internment as alien civilians was just one long, drawn-out pain in the neck. Yes, we starved; yes, we contracted beriberi, dysentery, typhus, dengue, and for a while had no quinine to fight the ever-present malaria; but these things are not exciting, neither is the account of them interesting. Our contingent from Mindanao, 250 .in number including 25 mining men, went through one period of starvation at Davao. When the activity of the Allied fleet interfered with the importation of staple foodstuffs, and the natives stopped bringing fruit and vegetables into the market, the food situation became acute, and in December 1943, with stocks in sight and in prospect insufficient to provision their own soldiers, our custodians decided that we must be moved to Manila. The story of that ten-day voyage in an antiquated Jap freighter is too disgusting to tell, but hardly more adventurous than the account of a game of solitaire.

Introduction For the compliment paid me by the Institute's kind invitation to speak this afternoon, I am very grateful. For the astuteness of your officers in determining that encouragement should be given, through the medium of a paper, towards accident prevention in coal mines, the coal industry cannot but be grateful. Some day, and let us hope soon, a more developed paper may supersede this one. In the meantime, if some knowledge of what one coal field has been able to accomplish, even in the initial stages of its effort, will induce other fields and other sections of the mining industry to launch similar experiments, much good will result and a more developed dissertation on the subject will make its appearance.

Time and time again history shows us that mine closures are sustainability failures. Mine operators do not know how to turn the mine closure into an asset and communities around the mine do not know how to plan or what to implement to be sustainable when the mine needs to close. If we want to achieve sustainability when we close a mine, we generally need to consider what economic activity we will have to create leading up to the mine closure to ensure that the communities remaining in the area are not worse off after mining than before. There is not one silver bullet solution to mine closure, as all mines are affected by different environmental and socio-economic conditions. That is one of the reasons why mine closure is so difficult.Effective stakeholder engagement is the nucleus around which sustainability is built. Achieving sustainability as part of mine closure means not only a self-sufficient community, but also could lead to transformation of that asset.A key issue is that neighbouring communities become completely reliant on the mine. The mine has influenced the economic, environmental and social aspects of the community and with no alternative economic sources. The community and municipality will struggle with capacity to maintain infrastructure, services and jobs. This not only impacts the mine workers and their families but also other businesses and people in the town that make a living by servicing the needs of the workers and their families. Social problems associated with a mining operations and closures need to be considered. The misuse of alcohol, domestic violence, breakdown in law and order, economic and health issues all have a severe influence. Families often need to relocate from the mining town to find work. Interviews of 48 miners who escaped underground coal mine fires revealed that none of them had ever, before that incident, worn their self-contained self-rescuer (SCSR) either in training or in a real emergency. Consequently, they were ill-prepared to use this emergency breathing apparatus. One persistent problem stemmed from the fact that miners had no notion of breathing resistance, nor of the fact that it would get more difficult to breathe the longer they wore their device. As a result, many of those who were interviewed had simply removed their mouthpieces and breathed ambient air. This is obviously behavior that should be trained out of the workforce. Unfortunately, because of high costs and difficult logistics, miner training is unlikely to ever include donning and wearing an apparatus on a regular basis. In order to give workers a better idea of what to expect from their devices, therefore, the National Institute for Occupational Safety and Health researchers developed a tabletop (paper and pencil) simulation based upon actual predicaments evacuees had reported encountering. The simulation is designed to emphasize important points related to donning and wearing a self-contained self-rescuer in a mine fire escape, and, by doing so, to bring miners' expectations more in line with what their actual experiences would be. The simulation was field tested in six training classes at three different mining operations. In all, 99 individuals were involved in completing the exercise and rating its properties. In their ratings 88% of the respondents indicated they thought the scenario could definitely happen in real life, and over 80% agreed they had learned something new. From the field test data it was concluded that the simulation had authenticity and potential value as a teaching tool. The simulation was therefore used in a pre-test/post-test control group experiment to determine whether it led to improvements in miners' scores on a true-false test of their SCSR's functional capabilities and proper usage. Eighty-three miners were included in this part of the study. As expected, miners who had participated in the training exercise scored significantly higher on their post-test than miners who had not.

In the March/April 2006 issue of the Journal, we published an ethical dilemma called “Blowing the Whistle.” We received many interesting responses to the article as requested. Some of the responses are printed here. We’ve also included “Blowing the Whistle” again in this issue as a refresher on page 37. Dear Editor, It is in my own personal belief that it would be extremely important if I were the blaster to take the following steps. 1. Hold an immediate emergency meeting with the contractor to convince them to stop work at this point.2. This meeting would need to be held with all powers that be in this construction company. This helps eliminate the hearsay (excluding the farmer). 3. Explain the entire situation to the contractors as it has been presented to the blaster by the farmer. 4. Recommend calling in an engineering or geological firm with the expertise to investigate this matter immediately, and take all immediate action based on findings. 5. Follow up with farmer allow him to speak, (a.k.a. vent) and assure him proper steps are being taken to come to resolve this matter. 6. Be a good listener, and communicator with the farmer while investigation is being conducted. 7. Should the contractor not want, or take any of these recommendations, the blaster himself and his company should question even working for this company ever again. This in itself would not be the class of people we would want to be associated with EVER.

Numerous worthwhile benefits accrue to the industrial organization that is supported by a maintenance organization performing at a world class level. That organization will be favored with consistently reliable production equipment. It will be assured of meeting production goals. Its product will exceed marketplace standards. Its customers will see them as a quality organization. Its employees will enjoy job satisfaction and the plant will realize continuing profitability. Every industrial plant aspires to achieve ?world class? status knowing it can compete favorably with the best, most profitable organizations in the world. The trick is to achieve the attributes that qualify your organization for world class status. But there are no world class maintenance organizations. Rather, there are world class industrial organizations that include a world class maintenance organization. Maintenance, by itself, is a service provider, dependent on the support and cooperation of other departments. When that service is exceptional, it is made that way because maintenance is operating in a plant environment that requires it to be exceptional. Managers have created an environment in which maintenance can be exceptional. The plant, mine or facility manager must acknowledge from the start that maintenance is not a stand-alone effort of a plant maintenance department. It will require the joint efforts of all plant departments. Quality material support and full cooperation from operations, for example, are among the essential requisites for effective maintenance and achievement of world class maintenance status. When attributes such as these are reinforced by dedicated plant managers, profitability soon follows.

Thank you Mr. Chairman, Ladies and Gentlemen of SME-AIM? for this opportunity to talk to you about, one of the most interesting and challenging facets of our mining industry. Because the need was then -we built in 1964 what is still today, one of the most sophisticated AC mining machine simulators for this or any industry. It simulated the electrical controls and circuits of an AC shuttle car. The student activated the controls on the main console, which represented the elementary control and power circuits. Its accompanying slide-tape program, student manual and worksheets provided our customers with an effective and highly motivational means to teach their face mechanics: 1. practical AC circuit and motor theory 2. print reading 3. troubleshooting techniques Nearly 10,000 men have put in over 100,000 manhours of training on the AC panel and its DC counterpart. The DC panel was modeled after the 14BU10 Loader. The success of these larger panels pointed out the need in our industry for an orangized, basic electrical program designed around mining machinery components & circuits. But probably more importantly, they brought to light the tremendous thirst for upgrading by our industry's employees. We then turned our attention to developing programs around very basic panels. The resulting programs were designed also to assure maximum student involvement.

I cannot help but be reminded, as I stand here today, of my boyhood years and heritage, both of which are inextricably tied to this very valley and are, in a: bay, apropos of the theme of this Keynote Session. I remember the scarcity of people. For example, 48, 000 in Phoenix and 436, 000 in the State in 1930 and 65,000 in Phoenix and 499, 000 in the State in 1940. Today Phoenix boasts a population of over 500, 000 and the State a population of 1, 500,000. I remember the' lack of facilities, goods and services, including gas and electric power. I recall stories of my grandfather who had the freighting or teaming contract to haul all the supplies and generating equipment, by wagon mind you, up the old Apache Trail to Roosevelt Dam. . .a three day trip from the nearest railhead which, by the way, was not Phoenix, for it did not merit a railhead on those days, but the village of Maricopa approximately 25 miles south of Phoenix. I remember chopping firewood, heating wash water on an open fire in a No. 3 wash tub at the rear of the house and doing my school homework by the light of a kerosene lamp just 25 to 35 years ago within what is now a large metropolitan area

IN the nonferrous sessions this year, magnesium wiggled its way into a dace of prominence such as it has never before enjoyed. This was evidenced not only by the number of papers presented on that metal but by the attendance at the meetings. The atmosphere permeating these magnesium meetings was similar to that which exists in a family with a new baby. Everybody crowded around to see what it looked like and then wondered whether it would be a success and credit to the family. Well. magnesium appeared to be a vigorous youngster, full of life, and raring to go. A close relative of maenesium named " aluminum, although much more grown up, also attracted much attention. The US Army Corps of Engineers KY Lock Project in western Kentucky presented the blasters and vibration consultants with a set of unique challenges. The blasters on this project were faced with difficult geology and joint set orientation and sequencing of blasts opposite from what the explosive engineer/blasting specialist had recommended. Combining these issues with strict vibration and air overpressure specifications, blasting as close as 7 feet (2.1 meters) from a new lock wall, site topography that influenced the air overpressure, limitations on seismograph geophone placement that led to anomalies in seismograph recordings; surprising lessons were learned by everyone involved in the project and it is the authors’ goal to share this valuable information with everyone in the blasting industry.

IN principle, production of salt from sea water is a simple operation. Sea water is trapped in ponds, the sun and wind cause evaporation of the water, and what is left is principally salt. Commercial production of solar salt, however, requires a careful consideration of many factors. Obviously, sufficient evaporation must take place throughout the making season to produce an economically adequate crop. Other factors are density of soil, contour of ground, height of ground above sea level, minimum dilution from fresh-water streams, and distance from market. Unfortunately, in the United States the localities of greatest evaporation, allowing for the other factors, are not the most suitable for the manufacture of sea salt by solar evaporation. Clay sorbents from the North Bohemian Brown Coal Basin represent important but still some-what neglected accessory raw material. Submitted paper is concerned with relation between mineral structure, sorptive efficiency and reclamation exploitation of these rocks. Characters and localities of main clay sorbents from the North Bohemian Brown Coal Basin are shortly evaluated in an introduction. In next part, methodology of mineralogy survey for these accessory raw materials is stated, it is based on diffract analyse with D 5000 Siemens X-ray diffracto-meter. At the conclusion results are stated of mineralogy analyses from several clay sorbents. The determination of the zeolite and montmorillonite localities was accentuated. The paper presents also possibilities of practical clay sorbents utilization, especially by reclamation works.

In drill and blast activities, it has been a challenge to sculpt walls accordingly to what has been designed in state-of-art mining design software. Obviously, the perfection of making neat and smooth walls – using aggressive sources of energy, like explosives – are time-and-money consumable and, sometimes, even unnecessary. But undoubtedly, it is vital to guarantee solid walls, safe operations environment, beyond to avoid ore losses and pit constraints caused by poor rock breakage on detonation. Kinross Gold Corporation owns the biggest Brazilian Gold Mine, located in Minas Gerais state. Morro do Ouro mine has reached over 30 years of operation, and due its mature age, the complex has developed its pits, becoming them deeper and surrounded by high walls.

Members of AIME, I read to you now a portion of a very fine business letter which we received several years ago. This letter originated in Rangoon, Burma, and reads in part: "Rest assured, if your goodselves see with us eye to eye, sure as certain we should get the business". I don't plan to give anybody "the business" today, but you can rest assured that if some of "you goodselves see with me eye to eye" on what I am about to discuss, I would be most pleased. My talk with you today will discuss the Federal Corporate income tax and its effect on our lives as engineers. In the-engineering-construction business we are faced with all the usual form of taxation which includes such items as sales tax, use tax, school tax, contractor; gross receipt tax, import duties and excise taxes, severance taxes, etc, adinfinutum.

Powered haulage continues to be a large safety concern for the mining industry, accounting for approximately 50%of the mining fatal accidents every year. Among these fatal accidents, haul-truck-related accidents are the most common, with 6 of 28 and 6 of 27 fatal accidents occurring in 2017 and 2018, respectively. To better understand why these accidents continue to occur and what can be done to prevent them, researchers reviewed the 91 haul-truck-related fatal accidents that occurred in the USA from 2005 to 2018 and performed bow-tie analyses using the final reports published by the Mine Safety and Health Administration. The analyses explore the context of the accidents with a focus on the initiating event, event outcome, hazards present, and possible preventative and mitigative controls. Overall, the vast majority of the accidents resulted in a haul truck colliding with the environment, and the majority of these events were initiated by loss of situational awareness or loss of control. The majority of the hazards were related to design and organizational controls. The results of this study suggest a need to investigate operator decision-making and organizational controls and to focus on improving design and operation controls such as mine design and operational procedures.

Mine ecological monitoring schemes are often conducted only to address compliance and in some cases do not have the sufficient statistical power or understanding of ecological systems to assess, quantitatively, the meeting of rehabilitation targets or mine impacts. Monitoring schemes for rehabilitation commonly rely on analogue sites or premining baselines (reference sites) to assess whether rehabilitation sites are ecologically similar and thus successfully rehabilitated. In the case of monitoring for mine impacts, if the impacted sites diverge from reference data, the site is considered to be impacted. Fundamental to any monitoring scheme is testing the sampling design to ensure that it can detect these differences if they are present through adequate sample sizes (ie statistical power). However, a good understanding of the ecological system is required to ensure that differences detected are ecologically significant. Modelling ecosystem properties can provide a quantitative understanding of how ecosystems change over time and space, in response to natural environmental variations and thus aid in determining significant ecological differences. Furthermore, modelling methods can be used to predict future ecosystem states. Within the ecological literature, guidelines for robust statistical monitoring designs and modelling methods exist but are not routinely being used in the mining industry. This paper uses simple examples to discuss: problems with current compliance monitoring methods; importance of robust statistical techniques; and how modelling can assist rehabilitation assessment and guide monitoring schemes. The aim of this paper is to describe general monitoring and modelling methods that could be potentially used for mine site monitoring and closure assessment. These methods are often considered by mining companies as an extra expense that provide little practical benefit, and the domain of academia; however, engaging these methods may be more cost-effective in the long-run than conducting untargeted monitoring schemes that give no confidence to regulators on whether rehabilitation criteria have been met. "Ground support is a critical element in maintaining the stability of mining drives in deep and high stress mines. In challenging ground conditions, it is necessary to continuously explore ground support strategies that can control the resulting large deformations. It is an objective of mining operations to optimize the ground support by selecting appropriate systems at the time of installation of each reinforcement element. A successful ground support strategy will result in the use of a system that ensures both the structural and operational integrity of the excavations and mitigates the need for rehabilitation.Preliminary ground support design is often based on empirical observations and methods. Once a design is implemented, field trials, observations and in situ pull tests are used to fine tune or improve the design. Although not often employed during this process, numerical modelling can provide helpful insights into the impact of different ground support strategies. In this respect, it is possible to explore the use of multiple options before selecting the most promising ground support system for implementation in field trials. The challenges associated with the numerical modelling of rock support for mines have been described by Lorig and Varona (2013) and Potvin (2017). The employed numerical models should capture all potential failure modes of reinforcement throughout the mining sequence of the excavation. In particular, it is important to emulate the observed in situ ground support performance, as well as the influence of the installation sequence of the support. However, the time and expertise required for this type of modelling of ground support is often not available at mine sites. Even when the expertise is available, it requires a major time commitment and commitment of resources to set up, run and calibrate the sophisticated models capable of explicitly capturing the behavior of ground support.Rock reinforcement is an integral part of all ground support systems used in underground mines. Long, flexible tendons can reinforce the rock mass deeper into the walls and create a thicker reinforced shell around the underground excavation. This article focuses on the optimization of the cable-bolting strategy in squeezing conditions at the LaRonde Mine in Quebec, Canada by integrating the 3D distinct element method (DEM) in the design process. A calibrated numerical model is used to investigate a series of cable bolt configurations and provide recommendations for the ground support design."
