Mineral resource management has become a well used phrase in the mining and minerals industry. Mineral resource managers are being appointed in many mining and mining-related organisations. Every mineral resource manager has his/her own ideas regarding what MRM means. There seems to be a tendency to define MRM close to home; geology would apply MRM principles to their environment and so will metallurgy, planning, mining, survey and every discipline and participant in the mining value chain. What do we do in the MRM environment and what do we aim to achieve? Surely we must have goals: what are they? Is value tracking MRM? What about best practices? Let us start at the beginning: what do we want to achieve in any mining operation? The minerals industry would like to make money, now and in the future. This calls for serious management inputs. The most important aspect is a holistic management approach regarding the total mining value chain. Process optimisation follows with application of Mineral Resource Throughput Management (MRTM) and Process Flow Management principles. Once flow processes have been established the necessary condition driven standards and measurements will be installed to ensure continuity in applicable processes.

It has been almost a decade since the release of the International Council of Mining and Metals (ICMM) Health and Safety Critical Control Management: Good Practice Guide (2015a). During this time the ICMM member companies, along with many others across industry, have been busy designing, deploying and enhancing their own critical control management (CCM) programs. So, what have we learnt? This paper discusses the scope, application and learnings from the implementation of CCM within the mining industry. What’s going well? What are the common challenges? What are the opportunities to strengthen the approach? What are the threats to successful implementation? The paper draws on the author’s experience as one of the key contributors to the development of the CCM Good Practice Guide and an adviser to many mining companies, including six of the ICMM members. The paper focuses on the practical (operational) application of CCM and the cycle of identifying, defining, implementing, verifying and improving critical controls at the frontline. The paper also includes a discussion on the safety performance of the ICMM member companies over the past decade and provides a recommendation for how CCM can be incorporated into a more proactive model to measure safety performance. The paper concludes with practical recommendations that mining companies, regardless of their CCM maturity, can consider as they look ahead. They are supplemented by three additional recommendations for consideration at the industry level.

Science involves the study of the nature and behaviour of natural things and the knowledge we obtain about them. Scientific endeavour leads to the unfolding of new knowledge and adjustments to our understanding and our behavior. To indicate that we ‘know’ something may merely mean we do not feel able to, or that we do not wish to, disagree with others who claim to know; or it may mean we have either heard about it, or studied it, or understand part of it, or accept that it is true, or have seen evidence to be convinced of its veracity. What do we ‘know’ about the health effects of vibration? There are many unknowns in the field of human responses to vibration. Not all would agree on what is known and what is unknown. This paper seeks to summarize what we know that we know, what it is sometimes claimed that we know, and what we know that we do not know about the relation between exposures to vibration and our health. It also speculates on what we do not know that we do not know. Hand-transmitted vibration What we know we know We know that exposures to hand-transmitted vibration result in various disorders of the hand, including abnormal vascular and neurological function. Not all frequencies, or magnitudes, or durations, of hand-transmitted vibration cause the same effects. What we may claim to know To enable exposures to be reported and compared, they are ‘measured’ and ‘evaluated’ using defined (e.g. standardised) procedures. This involves identifying what is to be measured and specifying how it is expressed by one (or a few) numbers. Summarising a vibration exposure in a single value involves assuming the relative importance of components within the vibration (e.g. different magnitudes, frequencies, directions, and durations), so standards define ‘weightings’ for these variables. The importance of the weighted values may also be suggested, allowing ‘assessments’ according to a criterion (e.g. the probability of a specific severity of a specific disease). Standards for the measurement and evaluation of hand-transmitted vibration define a frequency weighting and time dependencies that allow the severity of vibration exposures to be assessed and the probability of finger blanching to be predicted 1. What we do not know We do not know that the frequency weighting in current standards reflects the relative importance of different frequencies and axes of vibration in producing any specific disorder. We do not know whether the energy-based daily time-dependency inherent in A(8) reflects the relative importance of vibration magnitude and daily exposure duration. Consequently, the relation between A(8) and the years of exposure to develop finger blanching, as in an appendix to ISO 5349-1 (2001), is not well-founded. We do not know, or at least there is no consensus on, the full extent of the disorders caused by hand-transmitted vibration (e.g. vascular, neurological, muscular, articular, central), or the pathogenesis of any specific disorder caused by hand-transmitted vibration, or the roles of other factors (e.g. ergonomic factors, environmental factors, or individual factors). The identification of Critical Risks, their associated Critical Controls, and the implementation of processes to ensure their ongoing management can be difficult and resource intensive. Answering the following Critical Risk Management related questions can be challenging: • What is a Critical Risk? • What is a Bow-tie Analysis and when should it be used? • What is Critical Control? • How is the effectiveness of a Critical Control assured, and how is this measured? • Who is responsible for managing Critical Controls? • What are the implications if a Critical Control is not effective? It appears that in the mining industry’s efforts to implement the Critical Control Management Process outlined by the International Council on Mining and Metals (ICMM), instead of embedding an integrated, well understood, value adding process, we have instead created a resource hungry monster that is poorly understood by numerous layers of the organisation.

Accidents involving powered haulage and mobile equipment such as haul trucks often account for the greatest number of fatalities in the mining industry each year. Despite previous analyses that have identified root causes and other contributing factors, there is still a need to better understand the events leading up to these types of accidents, what lessons may be learned, and what strategies can be employed to prevent fatal accidents from occurring. This study examines Naturalistic Decision Making (NDM) using the critical decision method (CDM). The CDM is a retrospective interview approach used to explore timelimited, high-stakes, decision-making. In this study the CDM is used to obtain more information about what happens prior to, during, and after a potentially fatal situation such as a near-miss event, loss of control, or minor accident involving equipment damage. Researchers captured firsthand accounts from 21 haul truck operators involved in near-miss events from mine sites of various sizes and commodities throughout the United States. These accounts provide rich and detailed narratives from the perspective of haul truck operators themselves and reveal insights into what decisions haul truck operators make, what sensory cues they perceive, and what strategies they employ during challenging and non-routine situations. Decision-related themes that emerged from the data are presented and discussed. These results, along with potential solutions offered by study participants, can help to inform future research, raise awareness about hidden hazards, and build more creative interventions and realistic training scenarios for use by the industry to address haul truck safety issues.

The arbitration process, and its drawbacks: Any time you have taken part in a major arbitration, and the decision, when it comes out, is not what you thought it would be (which is bound to happen occasionally), the normal reaction is something like æthe arbitrator got it wrongÆ. Again normally, when you have cooled down a bit, and you look in more detail at the decision, you can see, probably, æwhere he got it wrongÆ (it is only male arbitrators who get it wrong). Ultimately, when reason prevails, and you reflect on it, you can see that what really happened was that you failed to get the arbitrator to see what you were getting at in the point or points concerned. This is doubly frustrating, when you consider what has been involved in getting to this point, having been through it all at least twice. An alternative to this process may be the dispute review board.

PRIMITIVE man supplied his wants as they arose; as he became more civilized he anticipated them by producing more regularly and storing the products for future use. This tended to cheapen' production and prevent ' violent fluctuations and therefore tended to increase consumption. In order to anticipate our wants, we must know what these wants will be, and this can be .determined only by statistics. 'While we have made great progress in gathering statistics, they are still far from what they should be; especially metal statistics. We determine fairly, well the amount produced, but this does not answer all inquiries because of the erratic conditions of mining, it is necessary to carry larger stocks of metals than of most other articles; moreover, as metals are more or less durable, it is difficult to determine the actual consumption. We often count under consumption what is being produced and sold, while the actual consumption is what is being worn out.

This paper relates some of the experiences, good and bad, of blasting adjacent to residences of the primary author during his 15+ years of field blasting in the Northern Great Plains region. During this highly-rewarding blasting career, the author has become aware of two major issues in residential blasting: 1) What we call “Risk/Reward Ratio.”Some questions that must be asked by the blaster prior to taking on any blasting job include: - Can we eliminate or minimize the risk? - Is the reward worth the risk? - Do I have a measure of “nervous confidence” about the shot? 2) Public Relations. Two key elements to public relations are: - Notification - Education All the education in the world to the adjacent populous of what’s happening, of blasting in general, or of what to expect from the blasting does little good without notification. Good public relations is a key to controlling the cost of liability in a litigious society.

We certainly have the data to back calculate it. I must admit that I haven't, at the moment my priority is not on what is the stiffness of the jet grout but is making sure that the jet grout is really there. It's a bit like what Stuart Littlejohn was talking about this morning in terms of grouting on the dams a small window causes a big problem so it's having the jet grouting there at all, at the moment must have been my focus rather than just what is the stiffness once you've got it there.
