South Africa?s Mining Industry operates in an uncertain world. The industry is buffeted by problems regarding retrenchments, unemployment, low productivity, rising costs, volatile exchange rates, commodity prices and government regulations. With these uncertainties facing the decision makers, what does applied technology offer the industry?s management? Modelling languages with risk analysis have been available for decades, but in the past their use has been very expensive, requiring large mainframe computers and lots of computer time. Today, PCs and laptops have incredible power, which makes interactive risk analysis affordable and viable for all enterprises, whether small or large. ?What is risk analysis? ?What is Monte Carlo simulation? ?What kinds of computer models need to be created to use risk analysis and Monte Carlo simulation effectively? This paper addresses these questions and illustrates, with a practical example in the mining industry, how risk analysis techniques can be used to support decisions in the climate of uncertainty.

It is often written that the purpose of any mining operation is to produce efficiently, safely, and profitably, and always to search for more efficient, safer, and more profitable methods. To provide for continual improvement, an attitude that is not only reasonable but also imperative, there is an obvious need for a high standard of competence among the ranks both of supervision and of those being supervised. It naturally follows that, to achieve this standard, planned training in every level of an organization is a definite necessity. There are many factors involved in the need for training, and the scope of a program is influenced by answers to such questions as: "What is the geographic location of the project?" "What are the duties of each job?" "What is the source of the working force and supervision?" "What are the hiring standards for various jobs?" "What is the availability of trained personnel?" "What is the availability of outside training facilities?" The approach in this chapter will be to consider a need for a maximum of training, and it may be applied by the reader to whatever extent is considered necessary in each individual situation. 14.2-1. Administration. It is a basic responsibility of every supervisor at all levels to train those who work for him. However in a very extensive training program, which involves supervisors and the working force, includes both compulsory and voluntary participation, uses outside and in-plant methods, and where the increasing complexity of jobs requires more specialization, the establishment of a training department is definitely war- ranted. This will consist mainly of instructors for related classroom training and preparation of manuals, etc., and the necessary clerical help. WHEN thinking of industrial relations, we must not confine the term to what is ordinarily called "welfare work;" viz., organizing baseball teams, departmental parties, athletic contests, and such things. These are all of interest but not very helpful in solving the problems of industry. We must think of industrial relations as that understanding developed between workers and management that permits of harmonious progress because of a mutual understanding of each other's problems. Most of the industrial unrest, discontent, mistrust, or antagonism is due to misunderstanding; and that misunderstanding is the direct result of not having taken the workers into our confidence. If they are merely cogs in a machine, employed to do certain things, and have no interest in anything but the receipt of the pay envelope, we cannot expect intelligent harmonious progress. There are still some people who think that the interests of management, or capital invested in a business, and the interests of the worker are diametrically opposed. That is an unfortunate belief; the interests are identical. If the worker does not understand what his part of the work represents, what the management's part represents, and what the invested capital's part represents, he is bound to have a misconception, of the matter and will think only in terms of the pay envelope. The methods used for producing a better understanding between workers and management do not much matter so long as the end is attained. Some plants prefer shop committees; others attempt to work through the foremen in the various departments; others, by personal contact-between the management and the men, especially if a shop is small. It does not really matter how the end is attained as long as the object is accomplished. The best type of industrial relations can probably be attained when the mystery is taken out of industry-when the workers understand what they. are a part of, what their function is, what they are contributing. They should also understand something of fundamental economics-that it is not just a question of getting all they can and giving just as little as possible but that their contribution makes for expansion, progress, and permanence, and opens a field of activity for themselves that other-wise would probably be blocked.

A MEMBER :-Have there been any definite studies made in the hydrology of this system ? That is to say, what is the total extent and area of the drainage or catchment basin above these plants ? What is the total annual precipitation, and what is the percentage of run off ? That is a very interesting question to engineers and a question engaging a great many, because, unfortunately, there is not the amount of information on that subject which there ought to be.

Because of the lack of a universally accepted definition or standard for RCA, we are left to our own conventions in the marketplace as to what is most ?effective? or a ?Best Practice? for our own facilities or organization. This lack of uniformity in the application of RCA produces an equal lack of uniformity in the measureable outcomes of RCA on the bottom-line from site to site and industry to industry. What is the definition of success for an RCA? Is it regulatory compliance? Is it some quantifiable measure of bottom-line performance? Is compliance and bottom-line performance the same thing? Can we measure the ROI we receive by doing compliant RCA? These questions must be adequately addressed if any definition of RCA is to be effective on the bottom-line. Like our various Corporate Vision and Mission Statements, what would be our Vision and Mission for RCA? When pondering the answer to this question, we should consider: ? What Key Performance Indicators will the Success of RCA be Linked to? This provides a direct correlation to the corporate dashboard and therefore garners support for the RCA effort when implemented at the sharp end. Not until we know what KPI?s will effectively measure our maintenance and reliability objectives can we begin to establish which opportunities will afford the greatest returns1. ? What Bottom-Line Metrics will be Tracked to Measure the Effectiveness of Our RCA Effort? Will it be increased production, profitability, regulatory compliance, etc.? Will it be decreased injuries/fatalities, claims, customer complaints, risks, etc.? We should be specific about these metrics and their correlation to the metrics on our corporate dashboard. ? What Will Trigger an RCA Investigation? Normally companies will establish quantifiable thresholds to be surpassed before an RCA will be conducted. Examples may be an OSHA recordable injury, a failure event in which production losses exceed $250,000, an equipment failure in excess of $50,000 or a regulatory violation. This is the norm. However, we should realize this is using our RCA skills totally on a reactive basis. High Reliability Organizations (HRO) strive for proaction and they also use RCA proactively. Why can?t we use RCA to analyze why unacceptable risks from an FMEA are so high? It is perfectly applicable yet rarely implemented in this fashion.

I start with some lines from "Pleasures of Hope" by the poet Campbell, published in 1798, which sets the flavour of what I am going to say. They blissful omens bid my spirit see The boundless fields of rapture yet to be; I watch the wheels of Nature's mazy plan, And learn the future by the past of man. I hope to echo the poet's optimistic view of what is yet to come. I am not sure I can find all the omens blissful but we all have some experience of what the wheels of Nature's mazy plan get up to. His advice to learn the future by the past of man seemed sensible to follow, so on the principle that the past of several men would be better than one alone I invited Alan Attwood, Maurice Cahalan, Gavin Moncrieff, Derek Temple, and Peter Wright to help me prepare this address; I am most grateful to them for their contributions. Of the technologies covered in this sequence of keynote addresses, metallurgy is the one which is closest to our consumers. On the age-old principle, which I do not expect to see changed in the 21st Century, that production is about providing the customer with what he wants, when he wants it, where he wants it, and at a price he can afford, I think we should start by trying to see how the market place is likely to develop, and to work back from there to review what technology we need to meet these demands.

"A 23 million dollar Flotation Plant has been commissioned at the Iron Ore Company of Canada in 1998. Nine OK-50 cells &re used to float silica in this 1,400 tomes per hour plant. The paper details project development, construction and operating results. This plant gives IOC the capability to produce not only high quality blast furnace pellets of varying silica, CaO and MgO levels, but also a high iron, DR grade pellet. The first activity was simply to sit down with the suppliers, Outokumpu, Wemco. GL&V and Svedala, to discuss applications and share experiences. We learnt what each supplier had to offer, what features would particularly suit this application, what options were offered, what were the materials of construction, how the equipment is maintained, which wear parts require replacement, etc., etc. We tried to learn as much about the equipment as the suppliers themselves knew. Then we tried to learn more: we contacted users and asked about any weak points, which options were worth incorporating and which items were not. We then discussed these points with the suppliers and established how potential problems might be overcome."

The design and engineering of flotation circuits is driven by numerous inputs, including (in no particular order) testwork outcomes, site considerations, type of separation required, energy sensitivity of the flotation response, personal experience and preference for flotation machines, maintenance access requirements, operability, level of automation and capital constraints.This paper discusses these and other issues in the Australian context and covers the flotation of copper/gold ores and polymetallic (copper/lead/zinc) ores. The paper discusses aspects of the following: how should testwork be done and what are the important inputs and outcomes? how should testwork results be interpreted and how does this impact on equipment selection? what processes can have a critical impact on flotation circuit performance, eg thickening and regrind? what options are available with the typical æflatÆ Australia site? how do you minimise capital cost and what impact can this have on flotation circuit operation and maintenance? how should circuits be controlled and operated? Particular focus is placed on some practical aspects of process design and engineering and the potential impact that engineering decisions can have on flotation plant operation.

The protection of miners, equipment, and infrastructure is discussed. While the primary focus of the described technology is to prevent miners from being injured, struck-by, or crushed by heavy equipment; another major benefit realized is also the protection of equipment and infrastructure. An attempt is made to define and classify the systems used to provide proximity detection and warnings as well as collision detection and avoidance. Information about the speed of vehicles and human operator response time can be a factor in the choice of what type of system and what features are needed to properly address the needs. How the technology adjusts to compensate for various vehicle speeds, while maintaining the same level of protection is noted. The statistics which justify the need of miner protection are provided. The primary system components required, what attributes they feature, and how they respond in the environment, is briefly highlighted. The physics behind the danger zone marker technology and what makes it so robust and reliable is established. Examples of a few mining applications and specific operational modes are provided for both surface and underground.

Our society is tolerant of mistakes we humans make but has become very critical about what we do following those mistakes. The blasting industry is in a similar position. We have all heard the stories of the tree stump that came down through someone’s roof, of the windows that were broken, of the casualties that occurred when a blast was not properly guarded. What was done following these incidents? In the mind of the public, not enough.
