Mining camps can be divided roughly into two types-the large, opulent settlement that blooms like the rose about a strong mine in full operation; and the puny group of adobe huts, or calamina shacks, or even canvas tents flung down in the wilderness to shelter the gay pioneers of a shining prospect or the shattered survivors of a lost hope. Of the first, I know nothing; but in the second, I have spent some of my best years, and from its curious code of morals and manners, its comic hates and its unreasoning loves, its high impatience and its engulfing kindness, I have charted the narrow .and pitted path which must be trod by the woman who would success¬fully live therein.

I was delighted to be invited to be patron of this Joint Conference, but the challenging task you have set yourselves, and your speakers' depth of expertise, deny anyone, even the patron, the opportunity to be patronizing. Australia's history has been inextricably linked with the fortunes of our great mining industry. That link will remain. Just as the gold rushes of the last century, and the discoveries at Kalgoorlie and Broken Hill changed the lives of generations, so the more recent development activity in iron ore, bauxite, nickel, coal, and uranium are having a significant impact on the lives of Australians today. The minerals industry has contributed to Australia's jobs and prosperity. Mining is not free of problems, but so long as safeguards are strong and appropriate the net benefits the mining industry brings Australia will continue to be enormous. We rely on our mining industry to find, prove, develop and sell our minerals profitably, and my Government is committed to maintaining a healthy mining industry. In the past year there have been positive signs of a resurgence in exploration and development. The North-West Shelf ventures are spending $50 million on a feasibility study to work out the extent of future investment in that project; exploration expenditure for minerals other than petroleum increased by 34 per cent in 1976-77 to $134 million; petroleum exploration increased dramatically last year almost doubling to $94 million-this year it is projected to reach $125 million.

Resource estimates are the corner stone of technical and investment decision-making. Prior to mining, resource estimation uncertainty has the greatest potential to lead to poor investment decisions, despite a significant component of resource estimation uncertainty being unknowable at this critical stage in the mining cycle. This presents a conundrum to the resource geologist in terms of risk evaluation and resource classification. Ahead of mining, there is normally considerable focus on drill hole spacing analysis to determine the ‘optimal’ drill hole spacing, taking grade and geological continuity into account; cost-benefit analyses balance improved resource definition against cost; the law of diminishing returns and the exponential cost increases acting together as spacing is reduced. Typically, a lower limit to the drill hole spacing is identified. After completing the resource drilling to an agreed spacing, resource estimation is then undertaken. At this point it is common to attempt to bracket the resource estimation uncertainty. In many cases conditional simulation is used, based on a modelled, but largely assumed, variogram model. It is also assumed that the histogram of the available drill hole sample data is representative of the in-ground mineralisation. The purpose of this paper is not to diminish the importance of drill hole spacing and simulation studies, but rather to illuminate an important aspect of estimation uncertainty that, although previously recognised, is typically overlooked – the question of how representative the available data set is in characterising the true (but unknown) distribution of mineralisation. To do this, we lift the lid on one of OceanaGold’s former operations, the mined-out Globe Progress Mine, by resurrecting a high quality, close-spaced, reverse circulation (RC) grade control data set. The Globe Progress Mine is within the West Coast Region of New Zealand, it was closed and transitioned to rehabilitation in 2016 and is now known as the Reefton Restoration Project. The exhaustive Globe Progress grade control data was used to repeatedly ‘redrill’ the deposit by extracting 35 m × 35 m spaced subsets from the original 5 m × 5 m spaced grade control data. Utilising closely spaced grade control data removed the need for assumptions regarding short range continuity, which are necessary with forward-looking analyses that are based upon broader spaced resource drilling. The extraction process used a nearest neighbourhood algorithm, repeatedly moving the origin in 5 mE, or 5 mN increments. Individual resource estimates were then completed for each of the extracted drill hole data sets (49 in total) as well as a grade control estimate based upon the exhaustive data set. Whilst the data unpinning each of the 49 estimates changed, the geological assumptions, variography, and modelling parameters remained constant. This approach was taken to isolate the impact of changing the input data. The 49 estimates were then compared against each other and the grade control estimate. The mean of all 49 sensitivity estimates was close to that of the grade control estimate in terms of contained gold, tonnes and grade. Whilst it is acknowledged that the grade control estimate itself is subject to some degree of estimation uncertainty, the close match between the average of the 49 estimates and the grade control estimate suggests that the resource estimation methodology is reasonable and appropriate. Whilst this comparison is important, the focus of this study is on the component of estimation uncertainty related to the underlying data, and this is reflected in the spread across the estimates. The spread across the 49 global estimates (highest to lowest) for this particular Mineral Resource Estimation Conference 2023 | Perth, Australia | 24–25 May 2023 142 case study was found to be significant (approximately 20 per cent in grade and metal) and that is attributable solely to the underlying data. This exercise quantifies a component of the estimation uncertainty that is inherent to all drill hole data and is distinct from the uncertainties associated with modelling methodology choices, sample and subsample quality and drill hole spacing-related interpolation uncertainty. Importantly, this uncertainty is unknowable prior to mining; we can only directly compare the resource drill hole data against grade control data after mining has taken place. For the case study, approximately 65 per cent of the estimates fell within 5 per cent of the grade control estimate for contained-gold, suggesting that for many projects the histogram of drill hole data is unlikely to differ noticeably from that of the in-ground resource. However, about 15 per cent of the estimates in this study differed by more than 7.5 per cent, suggesting that a not-insignificant proportion of estimates will be materially compromised. Whether or not the available drill hole data is representative comes down to the ‘luck of the draw’ and cannot be known at the time of resource estimation. Given the challenge of attempting to evaluate forward-looking estimation uncertainty, a component of which that can only be quantified retrospectively, what should we do as resource geologists? What are the implications for risk evaluation, resource classification and reconciliation? Furthermore, without rigorous post-mining data checks, resource geologists may conflate suboptimal modelling with the shortcomings of the underlying data. An example of this problem is discussed in the following section.

The Sales Comparison Approach to estimating the value of a mineral property must always be attempted1 . In addition to other parameters, the approach depends heavily on the availability of transaction data. The consideration for the mineral property must be in form of cash, cash equivalent or other consideration. In other words, “What dollar amount did the property sell for?” Mineral properties are generally real estate, albeit frequently buried deeply under the overlying surface real estate, unless the property may be a quarry. In some states, transactions must be recorded in county courthouses, and the sale consideration must be included. In such cases, the appraiser’s job is made easy. In other locations, the sale considerations are withheld in the courthouse data; but occasionally a local transfer tax is collected and recorded. Again, the appraiser’s job is made easy by back calculation with knowledge of the legislated transfer tax percentage. The worst problem occurs when the consideration for a mineral real estate sale is totally withheld. That may occur in so-called nondisclosure states. The Turnkey Project contracting approach is a very viable project delivery system for many mine and mill owners. Generally speaking, the Turnkey Project approach makes sense when the owner knows what it wants, is willing to accept the contractors judgement on process elements and maintenance standards, and early construction completion/facility stmt-up are of primmy importance. Projects with unclear process and project objectives make poor candidates for true Turnkey applications. If the objectives are unclear, under development or significant refinement, the owner's effort should go into a good schedule "A" package allowing Engineering, Procurement, and Construction (EPC) contractors to develop cost and schedule proposals for the final design ( engi­neering), procurement and construction of the facility. Figure 1 and 2 graphically depict (in general terms) the stan­dard Design-Bid-Build, Construction Management (CM) Fasttrack, EPC, and Turnkey Approach.

The Pilbara iron ore industry has seen rapid growth over the last five years and is now bracing itself for another expansion which will take its seaborne trade to beyond 500 Mt/a. To effectively utilise port capacities, port stockpile turnover will become extremely rapid and each stockpile built will have to be of a quality which is precise and unbiased.Sampling systems at the older Pilbara mine sites were generally designed during the 1980s and reflect the practices which were considered adequate at the time. Hence, the precision of measurement at production sites is generally unknown and quality assurance (QA) of sampling facilities falls short of what current best practice suggests. This paper suggests practical improvements in sampling practices and quality assurance, which will assist the industry in achieving quality objectives in times of rapid mining expansion.

This paper undertakes to assess what opportunities exist for the economical recovery of non-ferrous metals from spent catalysts. The most promising recovery appears to lie with metals such as Co, Mo, Ni, W, heterogeneous catalysts used on a large scale in petroleum processing. Nickel is a metal with diverse applications on a large scale notably in hydrocarbon steam reforming and in vegetable oil hydrogenation. In addition, several of the precious metals, notably Pt, Pd, and Rh, find extensive use in fossil fuel processing and in automotive and power plant flue gas control. The hydrometallurgical and pyrometallurgical alternatives for processing are identified and discussed, especially with citations to illustrate reduction to commercial practice. Promising directions for adaptation of appropriate, economic separation technologies for recovery of non-ferrous catalytic metals generated in significant amounts for the secondary metal markets are identified. There was little change in the oil and gas industry in Mississippi during the year 1938. No new fields were discovered and the production from the Amory field was nil. In the Jackson gas field six wells were drilled and production was obtained in each instance, but none of these wells increased the area from which the gas is produced. Outside the Jackson gas field nine wells were drilled, of which details are given in the accompanying table. The seeming lack of activity in Mississippi belied what was actually happening, for a great many geophysical crews of the major companies were active in all parts of the state. There were approximately 65 structures mapped and for the most part these have been leased. It is believed that 1939 will see an increase in wildcatting over a large part of the state.

The Resource Management Act 1991 has been amended on a number of separate occasions since its enactment in 1991, and has recently be subject to further amendment by way of the Resource Management Amendment Act 2005. The amendments as proposed in the Resource Management and Electricity Legislation Bill would have had revolutionary and far-reaching consequences. However, as finally enacted, the amendments are a greatly watered down version of what was initially proposed.   Nonetheless, the Resource Management Amendment Act 2005 has provided for a number of amendments that will impact on the minerals industry to varying degrees. This paper discusses in particular the changes and impact of the changes to the definition of æcontaminated landÆ, clarification with respect to the duty to consult, amendments to the provisions relating to National Environmental Standards, and to the council and Environment Court hearing process.

When Gas hydrate formation rates have two steps: a nucleation induction step and an agglomeration step. Hydrate induction in distilled water is extremely slow because of lack of nucleating particles. Our laboratory found that synthetic anionic surfactants greatly improve both hydrate induction and agglomeration because the surfactant?s hydrophilic head absorbs water molecules and the hydrophobic tail absorbs hydrocarbon gas molecules, creating necessary nucleation sites. Vast hydrate deposits inhabit seafloors. What is the seafloor hydrate nucleating mechanism? We find that nano-particles of smectite clays (bentonite and nontronite) are hydrate-nucleating sites in sea-water-saturated, packed porous media, especially when trace quantities of anionic biosurfactants adsorb on the clay particles. Microbes and their bioproducts proliferate around seafloor gas hydrate accumulations. The seafloor microbe-mineral-hydrate synergy is explored in this paper. The constraints which are being imposed on metallurgical operations in respect to the environment and worker hygiene are having a substantial influence on the various processes which are being studied and developed for future use. The unit process of solvent extraction can be no exception. It is therefore vital that sufficient be known about the effects of a solvent extraction process in terms of its environmental and hygiene impacts before the process gets to the construct- ion stage. The purpose of this section is to bring these matters to the readers' attention, and to indicate, albeit briefly, some of the problems, and what we know about the effects, of SX processes from an ecological point of view. The theme of this Annual Conference of The Australasian Institute of Mining and Metallurgy is in the form of a question: `Adding Value to our Resources - Our Future?' There are two ways of looking at this question. The first is to assume that any mineral or energy resource is worthless until it is identified, recovered and put on the market. In this sense all our current operations, be they open cut coal mines or aluminium smelters, are engaged in adding value. The question then becomes: what is the future of the minerals and energy resource industries with which we are familiar - will they grow or contract? The second way is to emphasis the value-adding aspect. The question is now one of whether or not our future depends on adding further value to resources we are currently selling.

The continental margins and ocean basins represent by far the largest unexplored frontier for discovery and development of mineral values. In April 1971, Deepsea Ventures, Inc., at a press conference in its Gloucester Point, Va. headquarters, announced what may become the first commercial deepsea venture--15,000 ft below the ocean surface. During the presentation, Deepsea's president, John E. Flipse, announced that studies made by company personnel had proven the feasibility of mining, transporting, and milling L million tpy of manganese nodules taken from the ocean floor, and that, based on current conditions and prevailing construction costs, a venture of this magnitude would cost about $200 million split evenly between mining and processing facilities. A subsidiary of Tenneco, Deepsea has tentatively reserved 1976 as the year in which it plans to mine, process and market the nodules.

Forecasters, in estimating long-term energy requirements and supplies, have predicted a bright outlook for coal. Some predictions have annual coal output reaching 800 million tons by 1980, almost twice the average of the last five years. These projections assume that ultimate consumer energy products will be supplied adequately not only in volume but also by kind and type. The consumer energy schedule shifts continually as it reflects the changing demands for numerous uses. Its appearance, expressed generally in proportions of solids, liquids, gases and electricity, is quite different today from what it was in 1940. It may change even more by 1980. Thus, the shares that coal and the other energy sources will have In total supply will depend upon how well each source can be processed into products that will be accepted by consumers.

The iron-sulphur system has in its phase diagram an intermediate solid phase FeS. The occurrence of an intermediate phase is normally associated with negative departures from Raoult's law over a portion of the activity curves in the liquid. (Perhaps it would be better to reserve the phrase "departure from ideality" to departures from Raoult's law line rather than to departures from Henry's law line). Replacement of active groups in corn starch, as shown by results of the starch derivatives tested, impairs rather than improves the value of corn starch as a selective iron oxide depressant. Increased ability to depress iron oxides is generally accompanied by a parallel ability to depress quartz. PEARL starch, a corn starch prepared with a minimum of alteration, is a good selective depressant for iron oxide minerals.' Reading in the AIME annual reports that certain activities have been financed by the Rocky Mountain Club Fund, less senior members of the Institute may wonder. "What's the Rocky Mountain Club?" Less youthful members will not have to wonder. They will recall the Club as an intriguing, almost fantastic organization, largely of western mining men, that flared across the New York horizon, flamed brilliantly for a little more than two decades, then sputtered out of existence- glorious even in its last flash. It was the only product of its mold, a fabulous group of magnanimous men who unhesitatingly sacrificed a cherished dream for which they had raised millions of dollars so that the money, instead of creating a magnificent club house, could be used instead to save the lives of starving Belgian children in World War I.
