CLYDE WILLIAMS has reminded me that in the fall of 1929, gave, in MINING AND METALLURGY, an account of the hopes and aspirations of Battelle Memorial Institute, which was then just swinging into initial operation; and that therein I remarked that B.M.I. should stand, as well, for Better Metallurgical Industries, since helping to better them was the Institute's aim. So he has suggested that some of the betterments of the past fifteen years might well be listed. A yearly summary of progress comes pretty close to the ultimate in futility, for everything proved of value in that year had its inception in earlier years, and everything really new has still to be proved. Plenty of things hailed as wonderful achievements for that year, by some enthusiasts invited to contribute to the summary, turn out in later years to be inglorious flops. But over a decade and a half, betterments that are really such become self-evident, and recounting some of them can be done without guesswork or wishful thinking. An inventory of what was known and utilized in 1929 compared to what is now known and used is not too hard to make. Perhaps the most clear-cut picture of what is known and used at a certain date is drawn by the handbooks, textbooks, and equipment catalogs of that date, with scientific periodical literature forecasting what knowledge may later be used when it is verified and assimilated. The tools available for production or for research limit the application of old and the finding of new knowledge.

IN MY general contact with industry I have become more and more impressed with the need for the closest possible co-operation between engineers and metallurgists, and particularly with the need for appreciation of the work that each group is doing to assist the other. Also, I am convinced that from time to time it. is vitally important to a true perspective of human progress in all its branches, and certainly a salutary corrective of undue optimism and pessimism to endeavor to carry the mind hack over certain periods in the advance of technical knowledge, and form some kind of broad estimate of what has been accomplished in the application of science to industry in the fields with which we, as individuals or groups, may for the time being be concerned. We cannot without some appreciable mental effort realize what our forerunners have dine For us. If the young engineer or metallurgist entering industry today could be suddenly transported to a quarter of a century ago, and be compelled to work with the materials then available and within the limitations of knowledge then attained, he would, on his return to present-day life, have a much greater appreciation of what has been accomplished before lie arrived on the scene, and, what is even more important, a far more acute sense of its inherent value to his profession. I propose here merely to indulge in a general summary of the subject of improved engineering metals and alloys rather than in details, and to deal exclusively with developments within my own experience.

As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? In this decision reported to the Government of the United States of America and to the Government of the Dominion of Canada, the Tribunal answered the first question in its entirety and reserved decision on the other three questions in accordance with the following extract from their decision

FRED. MACCOY, Raton, N. M. (written discussion *).-In the review of the Chilean nitrate industry presented by Messrs. Rogers and Van Wagenen, the most critical point relating to the future of the industry has been summed up in the last paragraph: when nitric acid can be produced synthetically cheaper than from the Chilean deposits, the Chilean industry will cease. A study of the prevailing mining methods and extraction process leads one to suspect that much can be done to reduce the present cost of the finished product; and a reasonable reduction of the cost would make available immense reserves of low-grade caliche, the locations of which are fairly well delimited. In a study of costs, one finds that actual data are very hard to procure. The average operator does not know, with any degree of reliability, his "head assay," what percentage of the caliche is lost in mining, nor what tonnage of caliche he is putting into the maquina. One manager remarked to me, "We are not concerned in what it costs to treat a ton of caliche, we are interested only in what it costs to, produce a quintal of' finished nitrate." Apart from the crude methods of mining, and the inefficient work in extraction, attention is at once drawn to the fact that the 40d., stated as the cost of the nitrate at the plant, has become 80d. by the time it is on board ship. In the last eight years inclined conveyor haulage systems have established themselves in the mainstream for hard rock underground mine haulage. This leaves the question; what else might be on the horizon for mine haulage and how do we address the process of selecting haulage systems for new mines? This paper considers the identification of viable haulage technologies for underground mines and explores an approach for assessing existing and potential technologies. The example of a large deep mine is considered here. The evaluation of existing haulage systems relies on precedence and the assessment of the system capacity to meet the haulage requirements envisaged for a particular mining project. The assessment of potential technologies for mine haulage relies on the capacity to deliver a viable production-scale system within the timeline envisaged for developing a mining project. The haulage technologies addressed in this paper include: shaft hoisting,conveyor haulage,truck haulage,vertical conveyors, andhydraulic hoisting. This paper does not consider rail haulage out of a mine. This is simply because Australian topography typically has insufficient relief to bring them into consideration. However, rail haulage is a widely used and effective haulage solution in situations where significant topographical relief is present. The assessment of haulage system capability focuses on the following fundamental questions: How reliable are they? What is the degree of technical risk in a business context?What levels of flexibility do they offer?How capital effective are they? What returns are indicated by the balance of capital and operating cost estimates?

DURING the past 25 years the steelmaker has experienced some difficulty in producing steel to meet the standards established by the metallurgist. In contrast to the past, when a chemical specification of broad limits was the only requirement, he now has to employ such tests as microscopic, macroscopic, tensile, impact, Magnaflux and even X-ray and supersonic. The development of these tests has more than set the pace for a manufacturing process of which the exactness still hinges to an important degree on the ability of the furnace operator. In our efforts to produce steel, and especially alloy steel, to meet the exactness of modern engineering specification, many factors must be taken into account. It is not sufficient to make a good heat of steel in the furnace and then be satisfied that the job is done, since there are many pitfalls between the furnace and the finished product. The literature abounds with information on melting practices, deoxidation methods and slag control, but the lack of positive information about what happens when the steel is teemed into molds is quite evident. Such questions as what is the proper mold size, shape and thickness; which is the best mold coating; what is the best rate of pour for any given steel, and what is the effect of cooling rates on quality, are still answered by opinions. It is acknowledged that a poor heat of steel cannot be improved in the pouring pit. On the other hand, a good heat can be ruined by improper handling after it leaves the furnace.

Traditionally, the development of a mineral resource project goes through a fairly set pattern of decisions from what commodities to search for; where to look; how to locate; what are the reserves; how can they be exploited with optimum returns for all stakeholders; where are the markets and what will be the price received; what financing arrangments? However, due to the unique nature of most mineral resource properties, the relative significance of individual parameters on the ultimate development decision will vary from project to project. Sensitivity analysis in its formal sense is most frequently related to the economic analysis of a project particularly in conjunction with the ultimate development decision making process, and acknowledges the uncertainty of the actual values with their impact on the corporate decision making yardsticks. In many cases, this analysis merely adds more values to confuse the decision makers who may well opt for some subjective rationale to overcome the numeric confusion. However, sensitivity analysis should be used more frequently to exploit the development dollar to its maximum, THROUGHOUT the phases leading to the development decision. It is essential to identify the critical inputs to the various decision tiers in a project as early as possible and direct the funds to ensure that these parameters are determined as accurately as possible. Examples are used to illustrate the need for an even-handed quantification of the parameters which affect the outcome of decisions en route to the final one while minimising the risk in making an optimum assessment in relation to development funds Available.

We are moving into an era where we experience the consequences of the skills crisis û namely many resource models have been generated by inexperienced people under pressure to deliver high quality resource estimates in unsupported environments, often without technical mentors. These resource models form the basis of our decision to pursue actual mining. This begs the question: how valid are the resource models that form the basis of our mining decisions? This paper presents various model validation tools such as comparison of input and output statistics, swath plots, sectional or bench comparisons between drill holes and models as well as a variety of other approaches. Each model validation tool currently used in industry is examined:how the tool generates results,what assumptions exist,what constitutes a pass/fail in the test, and what interpretations to consider when using the validation tool. Each validation toolÆs suitability and the inherent flaws in the underlying assumptions are also discussed. These are supported with examples of good versus bad validations. Our principles based reporting codes provide flexibility in how models are generated and what approaches and/or parameters are used to generate resource estimates. This flexibility works well when used by experienced practitioners. However, our reporting codes assume a level of experience not always available in the current skills crisis. This paper seeks to provide minimum model validation prerequisites for model acceptance and suitability, regardless of the resource analystÆs experience. As we move forward, our immediate challenge is to ensure our baseline resource models are material, transparent and competent.

I HAVE to thank the members of the Institute most cordially for the honour conferred upon me in selecting me President, which position my poor services have prevented my filling adequately. I have, therefore only been able to stumble through my year of office under the guiding direction of our esteemed Secretary. I fully appreciate the honour done to me; and, now that it is over, I can look back with pride and pleasure at having occupied the chair; but I am told that it remains for me to fill one of the requirements of our Institute and present you with what has been dignified by the name of a presidential address. My relief in complying with this is in the knowledge of its freedom from the usual discussion which appertains to papers presented by our worthy members. It has been usual in the past for the subject chosen to be specially connected with the work immediately engaging the attention of your president, and on this occasion I would like to break away from this time-honoured custom and engage your attention for a brief space on what is equally dear to us all namely, Ideals of the Profession. In doing so, the retort of Whistler to an art student gives me, I must admit, much misgiving, for, on being asked how he developed his artistic talents, replied that he painted what he saw, which produced the immediate reply, "Ah, but the tragedy will come when you see what...

Let's start at the beginning, Mr. Turner. Where and when were you born? In Lansing, Mich., on July 31, 1880. And what was your education? I went to the University of Michigan, where I got an A.B. degree in 1902; then to the Michigan College of Mines at Houghton, graduating from there in 1904 with a B.S. and an E.M. What was your first job in the mining industry, Mr. Turner, and what were you paid? In the summer of 1902, 1 was a field assistant for the U. S. Geological Survey in southwestern Idaho and southeastern Oregon, working under Israel C. Russell, professor of geology at the University of Michigan, who incidentally, had just returned from an expedition to study the effects of the eruption of Mt. Pelee, on Martinique. I was paid $60 a month and found; in addition to doing geologic and hydrographic work, I cooked many of the meals for a party of four, and wrangled four horses. I slept for four months under the stars, without a tent.

The purpose of this U.S. Bureau of Mines information circular (Ie) is to discuss how job analysis methods taken from different disciplines can be used together to form a more complete picture of jobs in the mining industry. "Job analysis" is a term used by many researchers, but use of the term is far from standardized. Authors of papers on this subject often state that there is confusion in how or why jobs are to be analyzed, what the resulting information is to be used for, and what the "job analysis" actually means. The process of breaking a job into elemental tasks and analyzing them is used to determine what skills and knowledge are needed to perform a given job, to improve efficiency, and to develop safer job procedures. All are valid reasons to analyze jobs, but the methods used to accomplish the analyses may be very different. In order to create a more complete picture of a job, it may be useful to incorporate methods and information from different areas of study rather than choosing one method for analysis.

Ever since the industrial Revolution both major and small companies have put much emphasis on the use of incentives to compensate top management for extra effort and extra skill. For many years industries have also provided hourly rate employees with incentive plans. More recently incentive plans have been extended to include the "front line" supervisors. Many companies have what are called Christmas bonus or profit-sharing plans. The incentives for foremen in mining, which we shall discuss, differ from such bonus plans in that the incentives are paid on a definite measured performance for each individual, and thus directly reflect his effort and skill. What is the objective for paying incentives? The objective for any part of an industrial Engineering Program is to increase productivity and reduce unit cost. The unit cost must include the entire cost of the program. From what base do we start an incentive plan? One should think of art incentive program as the top rung of the Industrial Engineering ladder. Therefore, a company must take several steps before reaching this top rung. TWO months ago, just after the coal code hearing in Washington, one of our leading liberal weeklies printed a study of the coal industry made by an economist in the Administration, and on the outside cover bad it featured as "Coal-A Dying Industry." There are, of course, different opinions as to the accuracy of this characterization and I want to present some of the facts about the outlook for the bituminous industry for a short time ahead. In view of what has happened in the industry within the recent past it would be futile to attempt to make any prophecy about what is likely to occur in the future. We all know that a prophet is not without honor save in his own country, but it is likely that anyone undertaking this role about this industry would soon find himself in no man's land. One can, with some slight degree of safety perhaps, outline present conditions and tendencies and draw some inferences as to what the future may hold.
