Subsidence resulting from mining operations, has been the object of sporadic study for many years. Reports have shown that subsidence has ranged from minor settlement detected only by precise measurements to great slips where buildings are destroyed, roads disrupted, and large fissures opened at the surface. For years, a controversy has raged over the question of whether there is a positive or negative angle-of-draw. None of these questions can be given a flat answer for the variables controlling, subsidence are infinite. Generalizations can be made for various situations and areas but some means of control must be executed.

Social licence to operate is not a new concept for the mining industry, referring to stakeholder approval or acceptance for the activities and impacts of a project, company or industry. It is intangible, dynamic and non-permanent, hence it needs to be earned and then maintained (Thomson and Boutilier, 2014). It has also been argued that social licence extends beyond building approval or acceptance, into engagement for long-term development (Owen and Kemp, 2012).There are many examples where stakeholder opposition – or withdrawal of social licence – have increased capital and operating costs, extended schedules and impacted reputation. At its extreme, the withdrawal of social licence to operate can also contribute to or be the catalyst for mine closure.The key benefit of obtaining a social licence is a reduction of risk. Stakeholder support and advocacy, as well as the implementation of social performance programs that contribute to social licence, can be beneficial in terms of schedule, costs and other benefits.While decisions to close a mine are generally driven by resource availability or economic conditions, the social, economic and environmental legacy remaining post-closure is of importance to many stakeholders. With a number of significant mines now approaching closure within Australia, we are seeing heightened community concern about the economic and social impact of mine closure and the success of land rehabilitation. Anglo American Metallurgical Coal (AAMC) manages five open cut coal mines in Queensland and New South Wales, producing approximately 30 million tonnes per annum. The size and complexity of these mines require efforts by a large and diverse number of personnel to minimise adverse geotechnical events from occurring. To achieve this, the AAMC coal mines in Australia are developing a concept of managing the geotechnical risks associated with open cut coal mines. The overall system utilises a combination of internal training, a management system (operational management systems) and standards, numerical modelling, monitoring, inspections and audits. The development of the standards as well as training and mentoring of exploration personnel, geotechnical engineers, engineering geologists and mining engineers with an interest in the geotechnical aspects of mining, training of the production workforce, mentoring and training of the technical staff create the basis for achieving a pro-active rather than a reactive system. Audits are used to assure that personnel are maintaining the standards and to facilitate cross-mine leanings so that best practices are developed across all sites.

In order to get a clear overview of the grouting works carried out, to avoid misinterpretations of the data and functions shown on the display of the grout monitoring device, it is recommended to keep the flow rate as constant as possible. Obviously, at the beginning of the process, the flow rate will increase from nil to the selected "basic" value. An important question frequently addressed is also how to reduce the flow rate in nearing the GIN limit so to finally reach the target intensity. Depending on the actual conditions, there are different manners to proceed. However, the following one appears to be the most convenient. It is represented on Figure 25. Being GIN the target intensity, two new limits at, let's say, 0.95 GIN and at 1.05 GIN as shown in the figure should be defined. The selected basic grout flow rate "q0", is kept as constant as possible all along the grouting process until the 0.95 GIN limit is reached. The flow is then reduced step wise to 2/3 q0, 1/3 q0 and zero at crossing each of the three limits. A similar rule can be used in respect to the maximum pressure, while for the maximum volume the process can be stopped at one time. Obviously the number of successive limits and thus the number of steps in reducing the pressure, as well as the width of the fringes defined in said way may be adapted to the local conditions.

"Keep calm and carry on mining. That has long been the conventional wisdom in the mining industry, a largely cyclical one that has weathered roller-coaster booms and busts. But in the years from 2002 to 2016, an unprecedented steep rise in commodities prices that lasted a decade and then took a sharp turn downward had made it hard for gold and silver miners to stay the course.“The last 15 years highlighted some of the structural and inherent challenges that our industry has, from product price uncertainty to long lead times to the capital intensity of our business,” said Mitchell Krebs, president and chief executive officer of Coeur Mining, who was the luncheon speaker at the American Exploration & Mining Association’s 122nd Annual Meeting held Dec. 5-9, 2016, in Reno, NV.Looking back, Krebs said, “We were given this enormous gift of a commodities super cycle, and the industry kind of blew the opportunity.” While gold prices rose 319 percent and silver prices rose more than 200 percent over the 2002 to 2016 period, the XAU index of 30 gold and silver mining companies’ stock prices went up by only 20 percent.Entering 2016, precious-metals prices have made a comeback, with gold rallying strongly from a six-year low at the start of the year. This time, the industry is ready. Companies are leaner and meaner, with lower costs, reduced debt and an increased focus on higher grades and quality ounces. Although opportunities were missed in the past, the industry has got its act together and is now well positioned to take advantage of a price upswing and even to show profits when prices fall, as they did in August 2016, pushed down by a strong dollar."

He generally associates platinum with high-class jewelry and lets it go at that. Were 11e to go deeper, he would find that platinum metals play their part in his food supply, his clothing. his health, his transportation, his home. And the technical man is in general only slightly better informed, for he usually does not realize how necessary platinum metals are in the manufacture of the many construction materials and chemical products with which he is acquainted. Certainly, our daily lives would be profoundly affected if platinum were suddenly to become unavailable.

THE growth of and profession depends on meeting and solving new problems. It is a continuous process. 'A period free from new, or hitherto unknown, questions will be a period of arrested development in the profession it affects. The present generation has witnessed a' mechanical development that has been truly marvelous: Almost every day marks the advent of a new, or the improvement of an old; process, method or machine. Wonders are now commonplace. The impossible is regularly accomplished. Yet, with all our progress in every realm of science and with our development in the engineering field, advances which have made possible the marvelous growth in industry, we have not made commensurate gains in methods affecting the human factor. Without the cooperation of the worker, we shall always fall short of our goal in a mechanical or statistical sense. If we do not make the individual members of the human family strong, healthy, happy, and ambitious for better things for themselves and their children, we will have failed utterly, for that is the real reason for our existence as men and the purpose of our organized effort as an engineering group. ONE of the most interesting features of the world's platinum situation has been the steady increase of Russian production, which had dropped to 11,000 oz. in 1920, but increased to 92,000 oz. in 1926, and to probably over 100,000 oz. for 1927. It is ex-pected that Russian production of platinum will, be-fore long, closely equal its pre-war production, or approximately 200,000 oz. annually. The world production before the war was around 250,000 oz.; that for 1925 has been estimated at 160,000 oz., and for 1926 probably 170,000 oz. The consump-tion of platinum has, however, decreased. The esti-mate of the International Selling Agency was a de-mand of 130,000 oz. new platinum against a normal pre-war demand of over 200,000 oz. The high price of platinum during the war gave an added impetus to the search for substitutes for the metal, and sev-eral were developed that are now used extensively in place of platinum. The demand for platinum for high-class jewelry, however, was not greatly affected by the high prices, but "white" gold did replace platinum in the cheaper jewelry. Colombia is the most important producer of plati-num, next to Russia, and the production has increased from around 10,000 oz. pre-war production to 55,000 oz. or more in 1927. In 1924 important discoveries of platinum were made in South Africa. Prior to these discoveries practically all platinum was recovered from alluvial deposits, and the South African opera-tions are first to work an ore profitably for the pri-mary recovery of platinum. A number of companies were formed to develop these deposits, but only a few made any real progress. Total production for 1926 was about 5000 oz. The United States production is unimportant; that in Canada has increased to around 9000 oz., principally as a by-product in nickel-copper ores.

Personal risk assessment processes, also known as Take 5 or SLAM (Stop, Look, Assess, Manage) have been utilised in high hazard industries for over 30 years. However, there is limited research to understand if a personal risk assessment process improves safety and health outcomes. The author’s learnings during discussions with training participants in G3/G-MIRM (Risk Management Systems) and G2 (Risk Assessment for Supervisors) courses have provided them with significant insight into understanding if a personal risk assessment process is valued across a number of mining industry organisations. These discussions arise when the four-layer model is presented (Figure 1) where ‘Layer 4’ represents the last resort risk checking activity. In this context, training participants agree that this process has value. However, the consistent opinion is that the personal risk assessment process is not effective, that it is a ‘tick and flick exercise’ and is not achieving the desired outcomes.

The Latrobe Valley is located approximately 150 kms east of Melbourne. Within a very small area there are 3 large brown coalmines and associated power stations, 3 large towns, and numerous smaller towns in the vicinity. The mines have been generating power for Melbourne and surrounds for the last 100 years, with two of the mines being owned and operated by the Victorian Government (State Electricity Commission of Victoria) prior to privatisation in the 1990s. All three mines were privatised with the expectation that the mine voids would be filled with water to become pit lakes, as the final landform/rehabilitation solution (Hazelwood Mine Fire Inquiry, Teague and Catford, 2016). It could be argued that until relatively recently, this was largely expected, by government and industry, to be the rehabilitation solution for managing the two key risks associated with the sites:  The geotechnical stability of the mine pits.  The prevention of fire – through covering coal batters with water. Transitioning away from mining economies requires collaborative, regional, innovative thinking with a multitude of stakeholders, from a wide range of government departments, industry, First Nations people and broader community. Closure planning and rehabilitation activities require a range of skills and experience, such as, closure planning, various scientific and engineering disciplines (pit water quality modelling, geochemical modelling, cover design, landform design, contaminated site etc), civil engineering, demolition etc. Some of these skills are similar, such as financial modelling, stakeholder engagement, contract and project management. But the majority are different to those required during the operational phase of a mine. These closure skills can also be lacking within government, with Departments more familiar with monitoring and compliance activities associated with operational facilities. Some key aspects that appear to be critical to planned successful closure are:  Collaborative regional and localised planning, with industry, government, community, First Nations and other industry, business leaders and entrepreneurs all involved in providing a smooth transition away from mining.  Well-defined and known regulatory pathways to achieve mine licence relinquishment assists in encouraging investment.  Appropriately skilled and experienced government and industry personnel.  Mining companies, who are committed to closure planning and provisioning from the earliest point in project planning.  Mine employees who are appropriately skilled and experienced in mine closure planning and implementation with access to all the relevant technical expertise required for the project. Areas like the Ruhr Valley in Germany provide good some examples of smooth processes that facilitate mine economies transition into new economies (World Resources Institute (WRI), 2021).

This study aims to provide industrial perspectives on the current U.S. metal mining engineering education and areas for improvement. An online survey was designed to seek opinions from the U.S. mining industry. Findings indicated a shortage of qualified graduates from the current U.S. metal mining engineering education system. The qualifications that need to be improved include engineering sciences underlying mining methods, mining design experience, mining feasibility study, the connection between theory and practice, and understanding of the overall mining operation. The survey also identified future desired qualifications, such as the ability to acquire and apply new knowledge as needed and sufficient field experience. Respondents recommended enhancing collaborations between industry and academia.

"As part of a major diversification project, RHI AG, through its plant in Drogheda Ireland, has developed a Caustic Calcined Magnesium Oxide (CCM) for use in the Cobalt (Co) & Nickel (Ni) hydrometallurgical extraction industry. In the course of the project, the company investigated the chemical and physical properties of a number of different Magnesia’s used in Co & Ni hydrometallurgy applications and has been able to determine the important parameters for a successful Magnesia for this application. A number of live plant trials have confirmed the results of this testwork and the company is now proceeding to produce this product in commercial quantities at Premier Periclase Ltd., the RHI AG plant in Drogheda, Ireland. This paper will outline the development work conducted by the company and highlight the important chemical and physical properties that make a successful CCM. Much of the research was conducted at the RHI Technology Centre in Leoben, Austria. In addition, a number of external laboratory studies were conducted on behalf of RHI AG. The result of this work has allowed the company to develop a Magnesia product with optimised properties for use in the Cobalt and Nickel hydrometallurgical extraction process.INTRODUCTION Premier Periclase is part of RHI AG, a globally operating supplier of refractory products, systems and services, headquartered in Vienna, Austria. The company produces Magnesia from seawater at its plant in Drogheda, Ireland. While the main focus is on production of refractory grade Dead Burned Magnesia for the steel industry, the plant also produces a number of different grades of Caustic Calcined Magnesia as well as Magnesium Hydroxide products. As part of a major project to diversify the company’s product base, the use of CCM in the Cobalt (Co) & Nickel (Ni) hydrometallurgical extraction industry was investigated. One of the company’s highly reactive grades of Caustic Calcined Magnesia was found to be particularly suitable for this application. In an effort to understand what makes a successful Magnesia for hydrometallurgy the chemical and physical properties of different Magnesia’s used in Co & Ni hydrometallurgy were investigated. This paper and conference presentation outlines the findings of this process."

Geometallurgy is a tool that, for more than a century, has been present in the implicit operations of mineral beneficiation. There’s a need to understand the characteristics of the material to be processed. This has led metallurgists to ask geologists what type of rock and mineralogy is entering the Beneficiation Plant and vice versa. The geologist needs to understand the beneficiation process in order to be able to carry out the production programming. The paradigm is whether geometallurgy can be applied to small-scale mining or if it is only aimed at large companies that invest millions of dollars to conduct studies. With this work, we provide an example of how geometallurgy can help improve the processes of a small mining company located in Ecuador (South America). We performed characterizations of geological and mineralogical and metallurgical tests in universities and the National Research Institute of Geological Metallurgical Mining. The origin of the theme is based on the fact that gold has been detected in the final tailings. The flotation concentrates meet the standards in terms of the content of economically profitable metals, but this isn’t the case with regards to the percentage of arsenic, which has hindered sales. The hypothesis is: conducting technical and scientific research will optimize the metallurgical process for the recovery of gold and concentrates. The referential framework is the mining geology of the Bella Rica District, current status of the Beneficiation Plant. In the theoretical framework there are parameters of the veins, comminution operations, gravimetric concentration, flotation, and cyanidation. The methodological framework contemplates the characterization of the gold ore, the chemical, mineralogical, textural, metallurgical analysis and the interpretation of the results. Thus, the design of a geometallurgy model of the deposit, with its main characteristics, is a conclusion that serves as a basis for the proposal of the optimization of the metallurgical process.CITATION:Lozada, D and Salazar, A, 2018. AMONG the curious results of the recent advance of prices in the iron trade of the United States, one of them at least is to be regarded as of great importance. I allude to the utilization of mill cinder as a cheap and almost costless substitute for high-priced iron ores in many blast furnaces, situated within easy reach of such raw material. It has been, with but few exceptions, the practice in this country, based upon tradition rather than upon authority or European precedents, to waste this material on 'account of its high proportion of silicic and phosphoric acids, although known to contain more iron than most ores, and although also known to be sometimes applied to the blast furnace in greater or less quantities without serious detriment to the iron for specific purposes. While in use to a limited extent in the Hocking Valley and Hanging Rock iron regions of Ohio for several years, its use in Western Pennsylvania has only become general of late, under the exigencies of high prices and a short supply of ore. Especially has mill cinder largely entered into the stock of furnaces attached to rolling mills in and about Pittsburgh. Under such circumstances the cinder pig has been paddled on the premises, and the malleable iron produced has been unexpectedly good. Cautiously as at first mill cinder has been applied, it is evident that the temptation to use it freely is a strong one whenever the commercial rates for high-class ores are out of proportion to the general conditions of the iron trade, as sometimes happens in this country, especially as the free use of it is apparently justified by the quality of the iron produced from this cheap and abundant material. Indeed the consumption of cinder pig has., not been wholly confined to mills using up the production of furnaces belonging to the same plant. One furnace at least on the Ohio, at Covington, for several' months has been making foundry pig from "all cinder." The iron has gone into the general trade. All life on Earth relies on the ocean and yet the ocean is 95 percent unexplored, unknown and unseen by human eyes,? said Paula Keener, director of education programs for National Oceanic and Atmospheric Administration?s (NOAA) Office of Ocean Exploration and Research. ?To better understand, manage and protect the ocean and its resources, NOAA believes it is critical to use the best technology to explore, discover, inform, educate and motivate? (MTS, newsletter, January 2011). In the last few decades, our understanding of the global mineral resource base has been drastically changed by some surprising new developments. The potential for commercial minerals per unit area in the oceans and seabed appears to be similar to that of the terrestrial lands. Thus, almost three-fourths of the global mineral resources are in, or under, the sea and are virtually undeveloped. The area of the Pacific seabeds alone is greater than the total area of the global lands. Half of the global seabed minerals are now controlled by nation states within their Exclusive Economic Zones (EEZ). The other half is controlled by the United Nations (UN) through the International Seabed Authority (ISA) within the ?areas beyond national jurisdiction? known as The Area. Thus, the Law of the Sea, ratified in 1994, has resulted in the largest transfer of control of natural resources in the history of mankind. This paper was prepared by the Society for Mining, Metallurgy and Exploration (SME) Committee on the Offshore Technology Conference for the SME Board of Directors and other interested parties. As the premier professional society for the mining and mineral community in the United States, with a history dating back to the 19th century, SME?s mission is to encourage and support young men and women engineers in the minerals industry, provide the services they need, improve the image of the industry, strengthen the networking among global industry professionals and engage in proactive collaboration among industry, government, academia and nongovernmental organizations (NGOs). The accomplishment of this mission can be strongly advanced by highlighting what is probably now the most significant development in the history of the modern minerals industry - the exploration of the marine environment and the understanding of the potential for the development of the minerals therein.

The heart of mine ventilation science and technology is the protection of the life and health of the miner. Lung diseases that result from overexposure to various mine aerosols can largely be prevented by maintaining concentrations below prescribed limits. Maintaining safe aerosol concentrations depends, in part, on our ability to know what mine aerosol concentrations are in a timely and accurate way. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH) has been developing several new tools to help miners monitor respirable coal dust, silica and diesel particulate matter. This paper will discuss three main topics. First, the latest results of the person wearable dust monitor (PDM), developed by Rupprecht and Patashnick under CDC contract. The PDM was tested side-by-side with conventional samplers at a number of US coal mines and results indicated that the PDM was comparable to conventional samplers. Second, improvements to the dust dosimeter monitoring technique that includes a new pump with built-in pressure transducer and algorithm to convert differential pressure to dust concentration have shown good precision. Third, advances in the use of the detector tube technique to monitor tailpipe diesel emissions and ambient diesel particulate matter show that strong correlations exist between differential pressure measurement and elemental carbon in the samples.

This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).
