I Should like to commence by saying how much I appreciate the honor which the American Institute of Mining and Metallurgical Engineers has done me in inviting me to visit your country, and to deliver this lecture before you. In choosing a subject, and in deciding what to include and what to omit, I have endeavored to discuss as far as possible work carried out recently in Europe with which you may not be unduly familiar. It would be poor return for your hospitality, and a mistaken sort of compliment indeed, if I were to load the lecture with accounts of researches carried out in your own country—researches with which you are probably better acquainted than I. Not that I have in any way excluded work done on this side of the Atlantic from my survey; one would indeed find it difficult to write on this, or on any other branch of science, without mentioning American work. But I have endeavored as far as possible to concentrate on aspects of the case which will, I hope, be comparatively fresh to you, and I feel fairly certain that this will be in accordance with your own wishes. Films Produced at Elevated Temperatures If a strip of iron is heated strongly at one end, the other end remaining cold, there is produced over the heated portion a layer of oxide scale, the thickness of which diminishes steadily with the distance from the hot end. Somewhere in the middle of the strip, the thickness of the oxidized layer will become comparable to the wave length of light, and over this region the thin films give rise to a series of beautiful interference tints, commonly known as "temper colors." The colors are caused by the fact that two trains of light waves are reflected respectively from the outer and inner surfaces of the oxide film, and the possibility arises that the "crests" of one series of waves may coincide with the "troughs" of the other, thus diminishing the intensity of the light of some particular wave length. Only in recent years has any practical headway been made in the application of aerial photography to geological problems, and up to the present time its principal value to the geologist and mining engineer has been in "areal geology;" i. e., the study of formations as revealed at the surface. The object of this paper is to set forth briefly the principal advantages that may be derived from aerial photographic data in geological work and to serve in a measure as a guide to those who may be contemplating its use. Geophysical prospecting has for object the locating of mineral under the surface. Inasmuch as the geologist's chief complaint in life is a dual one—inability to see under the surface and inability to visualize comprehensively what he does see on top of the ground—geophysical prospecting coupled with aerial photography should do much to lessen his burdens. To what extent aerial photography can be made a useful adjunct to geophysical prospecting remains to be proved, but the inference drawn here is that it holds many alluring possibilities. To avoid disappointments, it should be stated at the outset that to the geologist or mining engineer an aerial photograph or mosaic is only a tool, the efficient use of which he must set out to master. Upon his skill and ingenuity in applying it to particular problems will depend largely the value of the results that he will obtain. Under the most favorable conditions an aerial mosaic, or even a few loose photographs, because of the exceptionally comprehensive oversight which they afford of field data, such as dips and strike observations at isolated outcrops, local indications of faulting, mineral and fossil finds, greatly facilitate study and correlation, save much tedious foot work, and may repay their cost many times. Even so, types of country may be found where the most skillful use of the best of pictures will produce results so meager as to render the cost of aerial photography entirely unwarranted. Between these two extremes will be found endless variations and possibilities. Hence no set rules can be promulgated. The safest procedure is to treat each case as a separate problem and to carefully weigh the relative advantages and shortcomings of aerial photography before embarking on its use.

The concept of limit burning velocities, formulated in an earlier Bureau of Mines report (RI 8127), is applied to the problem of flame propagation through tubes of finite size. The limit burning velocity for conductive-convective wall-loss quenching (process b) is (Su)b = [aPe,] where the proper choice of critical Peclet constant, Pe, is determined mainly by the ratio of contact-perimeter loss area to flame-zone cross sectional area. This ratio of loss area to propagation area relates to the shape of the flame front and its control by buoyancy and by boundary conditions. The comparison of (Su)b with previously defined limit velocities for systems mixed by natural convection allows one to assess the influence of tube dimensions and boundary constraints on the "true" or earthly limits for the three directions of propagation. The flame quenching caused by inert powders is shown to be similarly described in terms of a limit burning velocity, (Su)?b. The tube's surface-to-volume ratio (~1/ro) is simply replaced by the powder's surface area per unit volume of the flammable mixture. Thermal loss quenching by these "internal walls" occurs at a critical Peclet constant somewhat higher than that observed for tubes, and the problem is complicated by the finite heat capacities of the powders and particle lag effects in the flame front.

The trend toward encouragement of worker participation in accident prevention in the coal mines of the United States is not new; however, it has been given added impetus in recent years and is now definitely progressing. It has been found by experience that, although there are many approaches to a mine-safety program that will include the workers themselves as well as their supervisors, no one way is suitable under all circumstances. It requires the concerted efforts of many agencies working along parallel lines toward a common goal. The following seven principal agencies, using somewhat different methods, are listed to illustrate how this problem is approached throughout the coal-mining industry 1. Federal Bureau of Mines. 2. State mining departments (in individual States where coal is produced). 3. Programs conducted by individual mine operators. 4. Programs conducted by mine workers' organizations (unions). 5. Institutes, societies, and other educational organizations. 6. Coal operators' associations (regional and national). 7. Universities, college, and high schools. Each of the seven approaches to safety are discussed briefly, and their methods end contributions, such as publications and other activities, are listed.

THIS paper offers examples of some of the typical calculations which occur in the ventilation of metal mines. The fi.rst section of the paper discusses the problems associated with natural-draft pressure; the second section presents the more common of the calculations concerned with the operation of mine fans; the third section illustrates the integration of the individual problems covered by the preceding sections into the larger problem of determining the operating characteristics of a fan for a particular mine duty. There is a very definite limit to the extent to which pure arithmetic can be successfully applied to the solution of min<; ventilation problems. As mines advance from the exploration, development, and initial production stage to the rime when underground workings become exceedingly complex, there is a considerable increase in the relative importance o theory and judgment in the solution of ventilation problems. These calculations illustrate the application of mathematics to ventilation, but they also in-elude examples of instances where arithmetic cannot be conveniently applied, and important estimates, based on judgment compounded of experience and a knowledge of the theoretical consideration involved, must be made. The inclusion of such estimates is intended as a guide and a warning to the reader; a guide in assisting him to recognize and estimate his own incalculables; and a warning that the solutions must not be blindly applied to his apparently similar problems. These sample calculations are intended to assist the reader in applying the theory contained in the standard texts on metal-mine ventilation. They have been selected from the ventilation experience of a British Columbia mine.

Production was first recorded from the Pioche district in 1864, and it has continued to show an inherent ability to take on new life after periods of depression in the metal markets. Production from replacement leadsilver- zinc sulfide ore bodies in limestones of Cambrian age now accounts for several times the gross value of silver production from rich fissures in Lower Cambrian Quartzite. Aggregate production of some 6 million tons represents a gross value over $100-million. Future output is expected mostly to be from limestone replacement deposits of which the most productive are "channels" of ore up to several hundred feet wide and several thousand feet long with thicknesses from a few feet up to 50 feet. Such channels are restricted to the lowermost limestone bed of the district, about 250 feet above the basement quartzite. The "blotter-like" characteristic of this highly productive Jimesto~e bed in absorbing mineralization is believed to be, at least in part, due to lithology, including free carbon in the bed, which has created a unique set of conditions for delicately balanced mineralizing solutions that rejected any tendency to replace siliceous wall rock and were properly constituted for replacement of Limestone. All recognizable orogenic history is considered to be related to the Basin and Range faulting that created the mountain ranges. The faults developed after mid-Tertiary time and after widespread extrusives that are themselves involved in the faulting. Flat faults, formerly believed to be part of regional thrust faulting, are now interpreted as gravity slide faulting that can be shown to be large in magnitude and not simply local landslides. Large slide faults generally have concealed the great magnitude of mountain-bordering faults. Mineralization that accounts for ore is later than the faulting. Most faults are pre-mineral since they influence the shape of ore bodies, and some clearly have been offset by fault fissures containing ore. Post-mineral movement probably has been an important component of some large, initially pre-mineral faults. A single period of mineralization was begun by the introduction of large quantities of ironmanganese carbonate, and, in places, carbonate manganese with minor values in sulfides. Closely following the carbonate invasion, massive sulfides were brought in, usually replacing part of the carbonate body though in some places the massive sulfides replaced limestone that was not previously mineralized. Manganese mineralization is not a "halo" but leaks of manganese to higher formations and to the surface are the most significant exploration guides. The Pioche district is expected to be long lived with technological developments in ore treatment being important to the exploitation of low-grade manganiferous ores, while aggressive exploration is expected to find important quantities of bedded lead-silver-zinc ores of the massive sulfide type.

Mineral policy in Canada has been in a state of transition and change over the past several years. 1976 has witnessed some settling of troubled waters and the pattern of the currents of change is becoming more clear. The provinces play a key role in this process and have provided much of the thrust for new initiatives. On the other hand, the federal government in Canada in recent years has taken a much more active interest in mineral affairs than previously and has asserted its powers on a number of key policy questions. Some of the initiatives from the two levels of government in Canada have come into conflict with each other and, thus, contributed materially to a state of affairs that includes change, uncertainty and conflict.

Two modes of seal application were identified, and promising state-of-the-art seals of both types -shaft and drum -were selected for initial rating by non-destructive testing. Only one shaft seal survived the initial test, and a search was made for other candidate seals including new seals. One new type of seal was found that gave promising enough operation, as both a shaft and drum seal, to be recommended for installation in prototype wet-head machines.

THESE troubled times suggest three reasons for maximum effort to control silicosis: (1) To keep to a minimum the ever-increasing burden occasioned by past deficiencies in this respect. (2) To effect the greatest production with maximum efficiency, which means at the least cost. (3) To preserve man-power in every way. Good control of the silicosis problem aids these aims. Inadequate control hampers all three. Insofar as our knowledge goes, silicosis in Ontario mines is caused by the inhalation of finely particulate quartz. It follows, therefore, that removal of dust containing this mineral automatically erases the cause. The achievement of this ideal is the aim of the mine operator. His best tool to this end is ventilation. This paper discusses mine ventilation from the viewpoint of dust control and it is hoped that in so doing there may result a better understanding of the part played by air in silicosis prevention. No attempt will be made to treat the subject fully. Instead, there will be presented certain salient aspects culled from field observations, the data in all cases referring to gold mines, unless mention to the contrary is made.

The concepts of sea floor spreading and plate tectonics provide more logical explanations of some geologic processes than were possible a few years ago. I plan to premise my discussion of the regional features of Philippine porphyry copper deposits on this tectonic basis, recognizing that parts of the picture can be explained in other ways, but in the belief that this is the best explanation of the whole. The sequence of events which results in the formation of Porphyry deposits (Figure 1) can be summarized as the result of collision of crustal plates, subduction of the oceanic plate, emplacement of a serpentine ultrabasic diapir, formation of a dioritic magma at depths of 300 to 500 km, rise of the magma to a sub crustal or intra-crustal chamber, eruption of andesitic volcanoes, emplacement of diorite or differentiation of the magma into more acidic products, multiple intrusion of hypabyssal rocks and hydro-

The Work Crew Performance Model (WCPM) is a method for designing, implementing, and evaluating? performance improvement strategies for machine operators and other mining personnel. The WCPM offers a practical approach for measuring job proficiency and identifying costly behaviors. It enables interventions aimed at performance improvement, especially training, to be assessed monetarily. Two interrelated elements of the WCPM are emphasized: observational techniques for establishing performance baselines and measuring performance outcomes and cost linkages between job competencies and measures related to profitability. Inter-and intra-subject differences in performance-related behaviors of regular and incidental shuttle car operators were detected during field validation of the WCPM. Downtime data were used as outcome measures to test linkages between performance error rates and cost consequences. Use of a simulation program for analyzing continuous mining face operations showed how common shuttle car operating parameters (e.g., payload, tram rate) can be used as cost-conscious indicators of performance variability and therefore as targets for performance improvement.

The problems of slope stability in open-cast mines are examined. A criterion, the instantaneous stripping ratio, is suggested for use in the design of pit slopes and as an index of control at all stages of the exploitation of the ore body, This criterion may also be related to safety and to the maximizing of profits. Two approaches to safe design of slopes, one from the point of view of soil mechanics and the other from the point of view of rock mechanics, are described and critically compared. The effect on slope stability of the regional tectonic stress field is discussed. Explanation is given of the application of the Terzaghi effective stress concept to problems in both soil and rock environments, including possible effects when borehole deformation techniques are used to measure stresses in rock in situ.

This Bureau of Mines study concerns the use of the tube bundle method as a sensitive and reliable detector of mine fires. The method involves the pneumatic, sequential sampling of many points in a system through branching tube bundles that lead to a single analytic station of high sensitivity, good reliability, and convenient location. Two serious limitations inhibit its use: the relatively slow response times for long lengths of narrow sampling tubes and the wall-diffusion losses for submicrometer smoke particulates. These limitations were quantitatively evaluated by measuring tube transit times and smoke particulate transmissions as a function of tube length, diameter, and pressure drop. The comparison of the data with theory offered the challenge of extending the classical, incompressible flow solutions to the two compressible cases: isothermal and adiabatic. New equations were derived for these cases, and the measured transit time data gave reasonable agreement with calculated solutions in both the laminar and turbulent regimes. The measured transmission losses of smoke particulates from several combustion sources compared favorably with those expected from Brownian diffusion losses to the interior walls of the sampling tubes. Traveltime and smoke transmission graphs are provided and, pump power requirements are estimated.

Durability risks for underground facilities can be underestimated during design phase as compared to well-known geological risks. However, unclear durability requirements can result in construction schedule delay and change orders. Unlike bridges or buildings, a unified underground durability code or standard does not exist. This paper will provide a durability approach for underground facilities, including degradation modes, mitigations, and compliance measures during construction. In addition, this paper will address how to clearly specify durability requirements in a contract document to reduce disputes during construction and discuss key durability tests that are time consuming and will impact construction schedule if not timely planned.

Field evidence for current hypothe e about age and kinematic ignificance of gold-bearing hear zones in the Archean Yellowkni fe greenstone belt is reviewed , and it is concluded that major disagreements between previous workers are a direct result of differences in stratigraphic and tructural in terpretations of the Yellowknife Supergroup. Although goldbearing hear zone appear to be confined to the mafic volcanic pile of the Kam Group. it can be shown that shearing affected all supracru tal rocks, including the Jackson Lake Formation. now con idered to represent the youngest unit of the Yellowknife Supergroup. tructural ob ervations are incompatible with the hypothe is that the hear zones represent loci of ynvolcanic gravity sliding but are consistent with earlier conclu ions that shear zone development commenced with rotation of the volcanic pile and continued as re ult of lateral shortening broadly overlapping with the emplacement of granitoid batholiths. Shear Zones are common throughout the entire green tone belt. yet productive zone are confined to the Yellowknife Bay Formation of the Kam Group and localized where flow abut with a high angle again t the contact of the We tern Plutonic complex. However. no obvious tructural and lithological features have been recognized that are more favorable for gold deposition and distinguish the shear zones and flows of the area around the mines from those of other parts of the greenstone belt. The model that gold wa transported by metamorphic solutions and that hear zones were the firs t-order control for gold deposition provides no explanation for the trong localization of the depo it . As porphyries with elevated gold contents are present in and near ome of the mines. the possibility that gold was deposited from hydrothermal system around fel ic intrusion representing early phases of the Western Plutonic complex should be given erious consideration.

In operations that use the sublevel stoping mining method, production scheduling takes into account factors, including ore reserve envelopes, ore grade averages, equipment capacity, feed controls to the mill, and geotechnical restrictions, across the scheduling horizon. Mathematical programming is one of the most effective methods for enhancing the decision-making process in regard to the most viable production schedule in light of a given set of limitations. The majority of research on sublevel stope mining focuses primarily on a single objective of optimisation, which is to maximise the net present value (NPV). Environmental, social, and governance (ESG) considerations are becoming more prevalent in the mining industry. This includes aspects relating to deforestation, land disturbances, gas emissions, community relations, and water usage, among many others. Institutional and other kinds of investors are becoming more interested in the work that resource companies do regarding their ESG obligations. This review article identifies the gap in the existing literature and proposes to simultaneously optimise the production schedule around three objectives. Two of these relate directly to ESG aspects.

"The ultimate aim of the Law of the Sea Conference, held under the auspices of the United Nations, is to ensure that all aspects of the use of the sea are covered by international law. The question facing the nations of the world can be stated as: "" Who will control and benefit from the use and the wealth of the sea?""The United Nations Conference on Law of the Sea - known as UNCLOS - which reconvened in New York during the latter part of August 1978 was the third such Conference in the UN&apos;s history. The concepts of sovereignty over the territorial sea and freedom on the high seas have remained fundamental to the international law o f the sea until our time. The legal regime based on these two concepts developed initially from state practice meant that the unilateral actions taken by one or more countries were eventually accepted and followed by others.It was not until 1958, during the first Geneva Conference on the Law of the Sea (pursued in a second Conference in 1960) that the Law of the Sea was codified and modified to a certain extent by the then independent nations of the world in the four multilateral conventions on territorial sea and contiguous zone, continental shelf, high seas, and fishing and conservation of living resources.A third Conference got under way many years later when the members of the UN met in New York at the end of 1973 for preliminary discussions . This meeting stemmed largely from the need to fill gaps in existing international legislation which did not cover the new uses of the sea. The Conference was subsequently reconvened a number of times - in Caracas (1974), in Geneva (1975) and twice in New York (1976) for what was called "" substantive negotiating sessions."" A sixth session was held in New York in 1977; a seventh, held in Geneva at the beginning of 1978, recessed and reconvened in New York at the end of August 1978. This is what is referred to, in international jargon, as the seventh session of the Third United Nations Conference on the Law o f the Sea. The following dates are the principal markers of a saga which began some twenty years ago with the purpose of regulating the use of the oceans."

MR. N. T. AVARD : I would like to congratulate Dr. Cameron on his presentation of some pertinent facts about the Coal Resources of Nova Scotia. There is no question but what there is something very definitely wrong about the coal mining situation in this Province. These are times when we can with profit look facts in the face and attempt to solve some riddles. Perhaps now is the time when we can bring some of these coal mining facts into the open and look them over. Co-operatively, we might evolve some helpful solutions. However, I would like, first, to make some specific reference to the Joggins coal field, not as a mining expert, but rather as an executive who has evolved some ideas after some years of practical contact with this field. Dr. Cameron states that existing operations in this area will probably continue for a few years. As a matter of fact, under normal conditions, these mines are good for another twelve years. With the installation of more powerful equipment for hoisting, pumping, and ventilation, an additional five years could be counted on. With one exception, that pretty well clears up mining from the outcrop, hitherto the only method of approach in this field. The chief reason for this present limitation is prolific &apos;bootlegging&apos; operations. It is too bad that these should have been permitted to ruin a valuable coal field. Moreover, I am cold by competent authorities that this need not have been so. At one time shortly before war broke out there were 74 bootleg operations within an area of one square mile around Joggins. However, despite the fact that these operations were illegal, I could not find any means of stopping then and I believe the same conditions existed in many other coal areas in the Province. For some reason, the eyes of the law were closed. The result is that many outcrop possibilities have been permanently ruined. The exception noted in the so-called Queen seam, which has definite possibilities for approach through the outcrop. This is probably the best coal in the district.

"The art of treating ores by the chloride volatilization process is still in the experimental stage. The process has not been sufficiently developed along chemical and metallurgical lines to state definitely just what place it will occupy in the metallurgical industry. The theory upon which the process operates has received the attention of prominent metallurgists for the past twenty years, and research and experimental work has been conducted by many investigators.Much of the experimental work done has never been published, and it seems that the accumulation of such results if made known would be an important aid to the further development of the process. The object of this paper is, therefore, to bring salient features of the process to the attention of the metallurgical industry, both for the purpose of furnishing information, and receiving from interested parties any comments which the reading of this article may suggest. A bulletin covering the work done at the Intermountain experiment station of the U. S. Bureau of Mines, situated at Salt Lake City, Utah, is in course of preparation.The chloridizing roast is usually accompanied by appreciable losses due, to the volatilization of the metals as chlorides during the roast, these losses often running as high as 30 per cent, depending upon the temperature, the character of the ores and the associated gangue material. It was not until 1891 that Croasdale, (Croasdale, Stuart, Engineering and Mining Journal, Aug. 29 1903) by observing this and stack deposits from the chloridizing roast, recognized the possibility of making volatilization a major instead of a minor feature of the roast. He then made tests on a large number of tires from different, localities, the result of which showed the, general application of the process. The main difficulty, as stated, by Croasdale, was the lack of a suitable means for recovering the fume from the furnace gasesIn 1913, Cottrell (See Mining and Scientific Press, March 29, 1913; alsoTrans. American Institute of Mining Engineering, September 1918. (Additional informa-tion is available from the owners, The Research Corporation of New lark, and Western Precipitation Co., .Los Angeles, Calif.), announced his invention of the electrostatic precipitator, which solved the problem of separating the solids from the furnace gases."
