This investigation, which began 90 minutes after the February 3, 1995, seismic event, has benefitted from the assistance of a large number of individuals. These individuals provided information, data, analysis, brainstorming opportunities, field equipment, assistance with communication, conducted rock mechanics tests, and provided insight into mining in the southwestern Wyoming trona district. They include Rich Hodgson, Ron Hughes, Larry Refsdal. The potash industry in Saskatchewan has recently been the focus of much new legislation at the provincial level and, along with other mining industries in Canada, also subject to changes in tax legislation at the federal level. As a result, the industry presently operates under (a) provincial production controls, a prorationing scheme; (b) a new provincial reserve tax on potash only and; (c) a new federal income tax applicable to all mineral industries. The prorating scheme dates back to 1970 and emerged as public policy because of the excess supply situation faced by the international potash industry towards the end of the sixties. This caused special problems for new mines in Saskatchewan and the provincial government decided to intervene. The new tax legislation at provincial and federal levels, both introduced within the last four years, reflects a belief that insufficient revenues accrue to the public sector from natural resources. All mining industries in Canada, including the potash industry, have had their tax positions completely reversed during these four years. Traditionally the mining sector in Canada has been a recipient of substantial tax incentives and has enjoyed low tax rates. This has changed and the mining sector is now one of the most heavily taxed sectors in the economy. In addition, the mining sector has moved from a situation where its rapid development was favoured by governments to a situation where this is no longer the case.

The general term "tar sand" has been used to describe sand containing varying amounts of dense, viscous petroleum. Deposits of tar sands have been found throughout the world, often in the same geographical area as conventional petroleum. The largest one by far is known as the Athabasca Tar Sands, and is located in the province of Alberta, Canada. Actually a group of three deposits, these particular sands underlie an aggregate area of more than 12,000 square miles. Current estimates place the contained raw petroleum at about 700 billion barrels, from which as much as 300 billion barrels of synthetic oil may be recoverable under presently developed technology. For comparison, this latter quantity is roughly equivalent to five times the combined total of U.S. and Canadian crude oil reserves. With the ever-widening gap between energy supply and demand, attention is being directed to all possible energy sources - both developed and underdeveloped - and certainly the Athabasca Tar Sand deposit is one of the more important ones to merit such attention. This paper will review some of the more significant developments and attempt to place in perspective the role that this source of energy could possibly be expected to play in the foreseeable future.

The copper-silver-mercury orebody of Gortdrum Mines (Ireland) Limited is located 3 miles north of the town of Tipperary in the Republic of Ireland. A drilling programme from 1964 to 1966 delineated an ore¬body of 4.19 million tons of copper ore assaying 1.19% Cu and 0.75 ozs per ton Ag, which could be mined from an open pit. Testwork having shown that the ore was amenable to conventional flotation techniques, it was decided to build a concentrator of 500,000 tons ore per year capacity. Stripping of the open pit commenced in 1966 and in the autumn of 1967 the concentrator started up. The first shipments of concentrates were made to the smelter in Europe in late 1967. In the spring of the following year, word was received from the smelter that these early shipments contained between 1% and 2% Hg, and that the smelter could not accept further shipments of this quality.

Concern over possible wartime shortages finally resulted in passage of the Strategic Materials Act in 1939. As authorized by one section of this legislation, the Bureau of Mines proceeded to investigate deposits of seven strategic minerals with the objective of developing tonnages of low-grade material that could be mined in an emergency. During the war, the size of the program and the number of strategic minerals were increased, and the objective was the more immediate one of aiding production. Since the war, the size of the program has been reduced, but the number of minerals on the strategic list continues to be large. The objective has returned to that of 1939. In the course of the program, more than 10,000 examinations were made and about 1,300 projects were run on deposits of 33 different commodities. A considerable contribution to war production was made in six of the commodities investigated, and a minor contribution was made in twelve others. Substantial reserves have been indicated in 19 minerals. Private interest is currently active in some of the deposits developed in 14 commodities.

This book is one of a series of publications being issued by the Bureau of Mines for the purpose of disseminating information in regard to the methods by which the fuels in this' country may be used most efficiently. A knowledge of the temperature of the gases in boiler settings and in other commercial apparatus using heat tends to develop improved designs of apparatus and better methods of operation, thus reducing waste of fuel. The following pages present, for the benefit of those designing, operating, and testing such apparatus, information as to the accuracy of temperature measurements made under certain conditions and the corrections that can be safely applied.

Mine inspection in Alaska by the Federal mine inspector was somewhat handicapped during 1915,the inspector having to spend a large part of the summer and fall in examining the Matanuska coal field in connection with the designation of the Government reservations and the leasing units in that field. However, in addition to>this work, the mines in southeastern and southwestern Alaska were inspected by both Federal and Territorial inspectors, a considerable number of men near the Federal inspector's officeat Juneau were trained in first aid to the injured and in the use of mine rescue apparatus, the mines of the interior and of Seward Peninsula were inspected by the Territorial inspector, and a suit was brought in the name of the Territorial inspector for the nonreporting of serious accidents under the Territorial inspection law. The work of the Federal inspector was handicapped also by a lack of field assistants. This condition is likely to be serious, as preparations have been made for opening the Matanuska, Bering River, and Nenana coal fields, and a number of permits granting the free use of 10-acre tracts in other fields throughout the Territory have been issued. The need of a comprehensive inspection law and experienced engineers to safeguard the opening of coal mines by operators who are not familiar with coal mining and are using inexperienced help is obvious.

The Siemens VAI software model DynaPhase calculates thermodynamic properties depending on the chemical analysis of steel. It can be used online together with Siemens VAI’s secondary cooling model SIMETAL Dynacs 3D which is a unique feature. Offline it can be used to investigate the thermodynamic properties of steel grades and therefore supports the development of new grades. The core of DynaPhase is a substitutional solution model for the Gibbs free energy to calculate multi-component phase diagrams. The parameters of this model are determined by employing the CALPHAD approach. This model is combined with a microsegregation model to account for the interdendritic solidification process. New DSC (differential scanning calometry) measurements of the department of metallurgy of the Mining University of Leoben have been used to improve the DynaPhase database for high Al or Si concentrations. By comparing this experimental data to calculations it has been found that some of the widely used commercial software tools do not describe the ternary system FeAlC for high aluminum concentration correctly. In this paper we will show how thermal properties of high Al grades change with the optimized database and what impact this has on the secondary cooling of continuous casting, e.g. how the solidus point shifts on the strand. Moreover we will show that the online use of DynaPhase has many advantages for the production. Since DynaPhase uses the actual chemical analysis of the steel grade and not just concentration ranges or averaged concentrations it is possible to optimize the cooling strategy during casting for the actual chemical analysis of the actual heat.

"This paper outlines a simple methodology for iron ore characterisation. Iron ores commonly contain a range of iron oxides with varying iron content along with generally minor quantities of lighter silicate gangue phases, giving rise to density variations. Companies tend to rely on heavy liquid separation (HLS) in the evaluation of samples arising from exploration, mining or metallurgical processes. Heavy suspension separation (HSS), a simple laboratory technique of density fractionation, employing suspensions of fine tungsten carbide (WC) particles in lithium heteropolytungstate (LST) solutions, can be used in the evaluation of iron ore.As part of Arrium Mining’s program to improve its knowledge of ore types being processed in two hematite ore beneficiation plants (OBP), metallurgical evaluation of hematite feed and geometallurgical evaluation for the OBPs has become a major focus.Metallurgical evaluation of the hematite ore ultra-fine size fraction, formally treated as waste but now upgraded by HSS, is a part of Arrium’s program to improve recovery.The HLS method for iron ore characterisation is not generally used as part of routine iron ore feed metallurgical evaluation due to the expense, toxicity and time-consuming nature of the technique. Results show that the HSS method for iron ore characterisation can achieve low-cost, low-toxic separation and can be used on-site to improve turnaround time of results (Begelhole, Jasper and Koroznikova, 2013).Arrium have applied this technique successfully for the past three years to progress process improvement for the two OBP as well as to assist Arrium’s on-site laboratory services, Bureau Veritas in Whyalla.The main objective of this program has been to further develop the HSS procedures using a low-toxicity, high specific gravity (SG) suspension; LST and WC as the dense medium for metallurgical evaluation of ultra-fines.A suspension of a particular density will separate iron ore into two products: a sink fraction (denser iron oxide – hydroxide particles) and float fraction (silicate – iron ore composite particles). A theoretical grade and mass recovery can be calculated, and a grade – mass recovery curve can be constructed for iron.Metallurgical evaluation of the plant feed ultra-fine size fractions are used to improve efficiency of an upgrading plant process. The life cycle of a mining project begins with initial regional exploration and ends with mine closure and rehabilitation. Between resource definition and the commencement of mine construction is the study phase. In this phase technical concepts and processes are defined, evaluated and assessed with the aim of establishing whether the deposit is economically feasible. The study phase usually involves various steps from a concept/scoping study to prefeasibility and ultimately definitive feasibility study. The complete study phase can take several years. Although the costs for studies are low in comparison to actual construction and operating costs of a mining project, they are significant especially for junior exploration and mining companies advancing projects to the point of being funded.The studies aim to determine selected parameters for the project, eg mining and processing methods, operating strategy, etc and provide a roadmap for project development ahead. Although mining studies are of the utmost importance for the mining project and the project owner, they are usually carried out using a conventional engineering approach: the consultant or design engineer works to a defined scope of work. The resulting design might be based on good engineering, but might often also fail to provide the solution for the project owner that delivers the best shareholder value. An alternative to this more traditional approach to project evaluation is what we have termed a value engineering approach. Value engineering is a creative, organised effort, which in the case of a mining study analyses the requirements of the study for the purpose of achieving the essential outcomes with the highest shareholder value. The outcome of a study is a concept that delivers the highest achievable value of the resource project and shows the way ahead to realise this value. Through a group investigation by experienced, multi-disciplinary teams the value of the resource is improved through the study of alternative options, methods and processes. The scope of the study is not limited to a narrowly defined engineering scope, but to the creation of value.The study commences with the identification of key value drivers and risks, based on the available information (drill data, geotechnical data, metallurgical test work, etc). This enables the quantification of key uncertainties, risks and value adding opportunities. Study efforts concentrate on key value drivers and are not unnecessarily spent on side issues. This paper presents an overview of surface mining activity in the Canadian oil sands and how the mine operators interact with the province of Alberta's Mine Financial Security Program (MFSP), which took effect April 1, 2011. The MFSP approach to reclamation assurance results in the government of Alberta sharing a portion of reclamation liability through the majority of an oil sand mine's life. In order to determine the potential fiscal magnitude of this shared liability, an examination of the expected costs of oil sands reclamation activities through a study of corporate asset retirement obligation (ARO) liabilities and other corporate disclosures is presented. The province of Alberta's Environmental Protection Security Fund (EPSF), which formerly secured oil sands mine reclamation activities is discussed. Reclamation costs in the oil sands are poorly understood. The MFSP provides what it characterizes as a conservative estimate of C$75,000/ha, while corporate disclosures by Canadian Oil Sands Ltd. place expected costs at C$180,000/ha. There is significant risk associated with the apparent uncertainty surrounding reclamation costs.

How many times have you said or heard someone say, 'What are you doing right now?" And how many times have you heard the reply, "Breathing air!" Probably never, or at most only a few times in a facetious vein. Breathing air is absolutely necessary to sustain human life, and yet most of us take it completely for granted. Beginning ten to fifteen years ago there was growing concern on the part of the general public that pollution of the air is a threat to man's health and welfare. Concurrently much thought and effort was devoted to the task of defining and resolving the problem of air pollution. In the course of this effort it has become quite clear that our National policy in this regard should be founded upon three basic axioms: (1) Action should not be postponed until emergency conditions make it compulsory; (2) The air cannot be purified after it is polluted, and (3) Air pollution control cannot be accomplished without close cooperation among all levels of government, industry, and the public.

"It has long been recognised that the barometer infl uences areas of underground coal mines that havebeen sealed off from the current, or active, mine workings but it appears litt le formal research hasbeen done on how the barometer aff ects the goafstream sample point. Based on statistical analysis of samples from a number of mines from Queensland and New South Wales it can be concluded that there is a direct correlation between the barometer and oxygen concentration at a goafstream sample point. To help mitigate some of the high consequence hazards within the underground coal industry and protect the health and safety of the persons within that environment, many monitoring tools are utilised. A control recognised in management plans prescribed under New South Wales and Queensland legislation is the need to conduct monitoring to identify the early warning signs of spontaneous combustion. One of the monitoring tools utilised involves a bagsample being collected from a goafstream sample point then returned to the surface for analysis.When the sample is incorrectly collected, the resultant analysis from a gas chromatograph provides litt le value to the persons charged with the obligation of operating the coal mine at an acceptable level of risk. This, therefore, increases the probability of spontaneous combustion leading to a loss of equipment, mine and in the worst case, life. When the sample is collected correctly, the analysis presents early warning signs of low level oxidation allowing corrective action to be taken, to prevent the oxidation accelerating to spontaneous combustion. The eff ect the barometer has on this sample point should be recognised and the knowledge imparted to persons who conduct sampling to remove a variable in the bag sample collection process. This will ensure the persons operating the mine have a bett er understanding of what is happening within their longwall goaf."

One of the most important fundamental characteristics of iron ore pellets is their porosity. This importance arises from the fact that the pores are the busy avenues whereby many changes are brought about in the life and form of the pellet from the time it is made until the iron it contains emerges as a molten stream from the blast furnace. As a green iron ore pellet is first heated in the drying cycle of a typical heat-hardening process, the pores act as conduits to allow the escape of steam from the water or vapor from the oil which served as binders to hold the green pellet together. After the release of the steam (or oil vapor) the pores then act as conduits whereby oxygen can enter the pellets to 1) convert magnetite (Fe304) to hematite (Fe203), if appropriate, and 2) promote solid state grain growth between adjacent particles of iron ore. The rate of oxidation and the rate of grain growth are directly related to pore size' and pore size distribution. Rate of oxidation is also directly influenced by length of pore and length of pore is obviously related to pellet diameter. It is well to keep in mind that the heat-hardening process does not harden the mineral grains themselves. What it does is weld them together to change the green pellet from a doughy mass, composed of thousands of tiny individual particles, into a strong, intergrown monolithic structure. In the blast furnace the pores again act as conduits for gases, but in this case they trans¬port reductants such as hydrogen (H2) and carbon monoxide (C0) which remove most of the oxygen from the ore. Rate of reduction is also directly related to pore size and pore size distribution.

The present paper collects and discusses thermodynamic data relating to metal carbides and nitrides, with the view of obtaining usable heat and free energy of formation relationships. Pertinent data on both classes of substances are difficult to obtain experimentally and consequently are extremely rare; it is therefore necessary in many cases, if equations are to be derived, to introduce certain approximations and assumptions. Lack of adequate means of checking results by utilizing data of different types, such as was done frequently in the bulletins dealing with carbonates and sulphates, are readily apparent to anyone who has made even a cursory examination of the available information. Consequently, some of the relationships derived undoubtedly will be found to be inaccurate when more or better data become available. Past failures of coal refuse embankments have resulted in more intensified efforts in inspections of coal refuse sites. Inspections, however, are mainly qualitative and time consuming. In August 1975 CH2M HILL was awarded a contract to identify, develop, and test a rapid system for monitoring coal refuse embankments to aid in inspections. The rapid monitoring system developed uses convergent and vertical photography from conventional fixed-wing aircraft. The system was tested on an active landslide and on two coal refuse facilities using both black and white and color infrared film. Field tests showed the system was capable of accurate measurement while providing qualitative data through photointerpretation. The accuracy of the system allows it to be used to monitor coal refuse embankments, tailings dams, major earth dams, and natural slopes. Bibliographies of literature reviews in the area of past coal refuse embankment failures, monitoring instruments and methods, and photogrammetry are included.

In its unending search for the raw materials that the affluent society of today requires the mining industry has found it necessary to go to great depths, in many cases, to produce these materials. Inherent with this problem is the insufficient technology relating to improving extreme environments that the mine personnel are exposed to. In this dissertation, the sources of heat flow into a mine along with the various effects that this heat has on the mine personnel are investigated. The object of dissertation is to compile all the available published information pertaining to these underground heat and their effects into one paper. This will provide the mining industry with an available easy-to-use to aid in the determination of mine ventilation requirements as the mines are in the phases of original planning or being extended to depth. Areas of significant, deficiencies it knowledge have been disclosed during this overall appraisal. Recommendations on important basic research needs are out lined for future consideration by Federal or industries sponsorship. This thesis should serve as a stimulus lo, future well-organized research efforts in the area of underground heat sources and their control.

An expert system advisor consultant to assist a coal mine section foreman is described in this report. The system is designed for an underground continuous miner section that is being specifically used for longwall development. The system provides three methods of operation that include normal operational mode for use underground, a training mode for use in training section foremen under controlled classroom conditions, and a demonstration mode that is free running. The Face Decision Support System or FDSS, is designed to interface with section environmental monitoring equipment and section production monitoring equipment that may appear in the future. This provides automated reprioritzation of the section foreman's job list from the system. The system 1S written in LASER which is written in C and is operated under the UNIX operating system. The objective of the entire FOSS system is to ensure that no job or piece of information important to safety or to production is forgotten because of the immediate problems confronting the section foreman.

The studies herein reported were begun as a part of researches undertaken by the United States Geologü;al Survey looking to the more effcient utilization of the coal in the United States through the reduction of waste in its extnidion, and were continued as part of further researches having regard to the conservation of the fuel resources of this country and to the lessening of injuries and fatalities in coal mining. Among other phases of the general problem to be studied were the origin of the gas whidi escapes into coal mines, its modes of occurrence in the coal and rock strata, and the conditions governing its outflow into the mines. The subject of relative danger from destructive explosions due to gas and coal dust in different mines belonging to different coal fields was to be one of the principal lines of investigation. But this work was barely under way when the series of unusually disastrous explosions in the Naomi, .Monongah, and Darr mines of Pennsylvania and West Virginia, in December, 1907, afforded an exceptional occasion to observe the behavior of explosions on a large scale. Because of the opportunities for study afforded by these terrific explosions, the inquiry originally planned was d ¡verted to the more specific investigation of the conditions in tl10SC mines, and the examinations have been directed toward finding those qualities of gas and dust which were concerned in these explosions. The following discussion, therefore, consists essentially of a report on that subject; but it is far from being exhaustive, and is to be regarded as a preliminary outline of investigations which are still in progress. The first of the three mine explosions mentioned occurred in the Naomi mine of the United Coal Company, near Bellevernon, Pa., on Sunday, December 1, at 7.40 p. m. All the men who were within the mine at the time, fortunately only 34, were killed. Less than a week later there occurred in mines Nos. fì and 8 of the Fairmont Coal Company at Monongah, W. Va., the most disastrous mine explosion yet recorded in the annals of American mining. The mines were comparatively new and well laid out. Mine No.8 had been in operation only about two years and was the pride of the Fairmont Coal Company. Mine No.6 was first opened ahout four years earlier. In order to make it possible, in case of emergency, for either mine to be ventilated by the ventilating system of the other, the two sets of workings were connected underground. The F face heading of mine K o. 6 led direetly into No.2 north heading of No.8 mine. On Friday, Dcccmber 6, at about 10.30 in the morning, an explosion of unusual violcnce swept completely through both mines, pursuing its course throughout the numerous ramifications and bursting out of the two pit mouths, located It miles apart, nearly simultaneously. The slope of mine No.6 was only slightly damaged, but at the mouth of No.8 the destruction was very great. The fan was wrecked, the engine house was demolished, and mine timbers were blown across Monongahela River: As nearly as can be determined, 361 men were killed in the two mines by the explosion. .While the inspection of the Monongah mines was still in progress, on Thursday morning, December 19, at about 11.20, a similar explosion wrecked the Darr mine of the Pittsburgh Coal Company ut Jacobs Creek, Pu.; 238 men lost their lives in this explosion, which in number of casualties is second only to the :Monongah disustcr in the history of American mining. Of ull thc men in the mine at the , time of the explosion, only one mun, who happened to be within 100 feet of the ~iUrface on an old manway in a wet, unexploded portion of the mine, succeeded in escaping alive. The underground investigation of these mines was made in cooperation with Clarence Hall and ""Valter O. Snelling, of the United States Geological Survey, and James ""V. Paul, now of the Survey but at that time chief of the department of mines for vVest Virginia, to all of whom the author is greatly indebted for valuable assistance, suggestions, and advice. Mr. Paul will rcport on the nature of these explosions, the precipitating causes, their destructiveness, and the general cüliditions in these mines following the disasters. The present report is confined essentially to the laboratory examination of some of the explosive materials collected from these mines directly ufter the explosions.
