I appreciate the honour that has been bestowed upon me by my election as President of this Institute. We are starting what I believe will be a challenging year. The first challenge facing the Institute is financial. From the accounts for you will note that the Institute operated at a loss for the first time since 1987. average membership subscription was increased by only 10 per cent, reflecting desire to keep costs down in the minerals industry. The Institute will therefore to rely on other income to meet its budget requirements and break even financially. source of these funds will be the activities of the Technical Programme Committees. disciplines-Mining, Extraction Metallurgy, and Metals Technology are planning programmes for the coming year. I urge al members to increase their support of colloquia schools. Increased membership would also bring in more funds. Please, therefore, encourage colleagues who are not yet members of the Institute to join it.

For the purpose of examining a specific problem, it is important that we look at the context, to obtain an appreciation of the general area of which the particular problem forms a part. It is my task today to speak on a particular relationship between the nations of Canada and the United States of America. What is the background? Almost two hundred years ago we both belonged to a family of nations -- the British Empire. There was a serious family quarrel in 1776 and the United States left the family and set out to make its own independent way in the world. Canada, which was not as grown up as the united States, remained with the mother country, and in 1812 resisted a vigorous attempt by the United States to get it to leave home too. With the passing of the years the bitterness of that family quarrel has faded and, aside from occasional differences, we have been getting along very well ever since.

"Titanium oxide films were fabricated on commercially pure titanium surfaces via anodization procedure. Anodization parameters, anodization time and voltage were altered, whereas temperature and chemical composition of anodization bath were kept constant. The main idea in this study is to obtain rough titanium-oxide surfaces. The type and feature of titanium oxide formed were observed via SEM and EDX analyses. What was revealed from SEM and EDX analyses were combined with Ti-O phase diagram in order to make judgment on the type of phases obtained, e.g. solid solution and/or compounds. Studies on the different regions of each sample showed that surfaces consist of different titanium oxide compounds with various O/Ti ratios in nano level and solid solutions varying in terms of chemistry on the same sample. Thus together rough surfaces and inhomogeneous distribution of "titanium oxides" were obtained. It was also found that when anodization time and voltage were increased, more granular surface with higher O/Ti atomic ratio was obtained."

NO one questions that it is technically possible to achieve the controlled release of atomic energy in a form that can be converted into heat or electricity. However, before this is actually an accomplished fact a great amount of work must .be done. This work falls into two general classifications: research and engineering development. At present a research program is under way in this country, co-ordinated and directed by the Atomic Energy Commission, which, as time goes on, will uncover fundamental knowledge of this new science that is essential before industrial applications of atomic energy are practical. Undoubtedly therefore, as the store of available knowledge increases, a time will come when answers to the many questions relating to practicality of atomic energy in industry can be determined with reasonable certainty. That the application of atomic energy in industry will eventually be proved practical is assumed. What then are the engineering problems that must be solved before the first practical electric power generating station can be built?

Canada is a very large country with a small population which is growing very slowly. We have great natural resources, but with our limited population we are continually looking afield for new capital to develop these resources. Our mining areas are among the most important fields offering opportunities for new capital and because of the wide-spread appeal which mining makes this industry commands a great deal of attention. While we are glad to see new capital from any source, we welcome it particularly from Great Britain, for, although we offer equal opportunities to the nationals of any country we would be glad to see the development of our natural resources financed as far as possible within the Empire. However, when we invite ne capital we must accept certain responsibilities, and while we have opportunities to offer, we should ask ourselves how these opportunities are taken advantage of and what sort of treatment the foreign investor receives.

General Statement In Montana, as in most states, the requirements for water quality control are becoming more restrictive. What was once accepted practice is now obsolete. The planning and construction of water quality control facilities has taken on new importance. Past practices and new ideas must be examined to meet the challenge. By this paper we hope to encourage the exchange of ideas for the improvement of water quality control techniques. Both the mining industry and governmental agencies should benefit from such an exchange. The following is a summary of the work done and in progress by The Anaconda Company in Butte to provide an improved water quality related to production processes. We invite your comments. ALTHOUGH bad grammar, the above query is probably, at the present moment, good sense. Why was the Institute started and why does it continue to exist? The small group of men who worked out the original idea felt keenly the necessity of mining engineers and metallurgists getting together in order to discuss their professional problems. That necessity still exists but it does not strike the present generation of engineers so keenly because they have always had the Institute: they do not know what it is to be without it. The Institute is a great graduate school of mining and metallurgy. All of its members who have something to say worth saying are the teachers; all the rest may be learners or critics. No university or technical school can match the experience and information which the authors of its papers possess, no institution of learning has a body of potential listeners so extensive and so vitally interested.

It is thought that a brief description of the unique mining and milling procedure at the Doyle nine may be interesting to those engaged in small-scale operations at old mines or in working new ore body adjacent to old workings. It also shows what can be done with r. small capital outlay in working a zinc-lead mine on a small scale; as the operation herein described was begun 3 years ago with four men and it now employs 17 men. The original idea was to mine out any ore left around the edges of some old stones above the water level and to rob pillars after an old stope became filled with waste and tailings. This has been done, and the procedure is still being followed; at the same time a paying lead is being mined toward an area in which churn-drill holes have shown ore. Also, preparations are now being made to do some pumping.

THE "miracle of production." which was such an essential element in winning the European war, was nowhere more in evidence than in our Western States. In shipbuilding alone the Pacific Coast States -et a mark never before equaled, and in production of war goods of many kinds, both Rocky Mountain and Coast States accomplished more than their proportionate share if measured by population standards. This was only possible because of the building of immense new plants of many types, largely financed with Government money. Their operation has built up payrolls in the West and brought a measure of prosperity which Westerners are naturally anxious to have made permanent. A widespread doubt obtains, however, throughout the nation and even in the Western States themselves, as to whether, and if so to what extent, this may prove possible. The question has been raised as to whether the national treasury has not been raided to stock the Western ranges with a voracious breed of white elephant .

Newmont Gold Company, formerly Carlin Gold Mining Company, is a publicly owned corporation, 95% owned by Newmont Mining Corporation. Newmont Gold Company has operated gold recovery operations North of Carlin, Nevada, since 1965. Development of the Gold Quarry ore body, 19 kilometers south of the original mine, resulted in the decision to construct gold recovery and ancillary facilities in what is referred to as the Southern Area. Plant No. 2, located 11 kilometers North of Carlin, Nevada, was designed to treat 6350 tonnes per day of oxidized gold bearing ore assaying 2.5 grams per tonne of Au at an average recovery of 87%. Flowsheet development conducted by Newmont personnel resulted in the decision to construct a carbon-in-pulp recovery circuit preceded by two-stage grinding, Detailed engineering was done at Toronto by Bechtel of Canada beginning on January 1, 1984. Actual construction began on March 1, 1984, and was completed in June, 1985. First feed was run on June 22, 1985.

THAT colleges and technical schools constitute a vital factor in our industrial system is being realized more and more of late years. Consequently it is desirable that there should be a constant interchange of ideas between the 'school and the industries and that there should be a more intimate contact between the student and his future employer. Business and industry demand certain proficiencies and qualifications of the student and he, in turn, sees certain rewards and advantages in the industry. . In a meeting of this kind, whose primary purpose is to promote a greater intimacy between the students and those men who are active in the mining profession, it is quite fitting that each state his demnds upon the other in order to establish a common understanding. It is probable that a student, not being conversant with actual conditions in the industry, may be unfair in what he asks of his employer. Therefore criticism, constructive or other- wise, is not only accepted, but is invited.

The writer presents a concise summary of eleven recent discoveries made in the Maritime Appalachian area, with suggestions for fur the research. This information may prove helpful to geologists working in other fields and to students contemplating further avenues of research in mining geology and exploration. INTRODUCTION THIS paper is not intended as a research study on the subject, but i. merely a brief review of eleven discoveries that have been made in the Canadian Appalachian area. Furthermore, this is not a critical analysis of the merits of any one geophysical method, but it is an un-prejudiced observation of how these discoveries were actually made and what techniques were apparently most fruitful. The Holmes Safety Association is an offspring of the Joseph A. Holmes Safety Association which was organized in Washington, D. C., in 1916 at a meeting of representatives of twenty-four leading mining associations connected with every branch of the United States mineral industries. The purpose of the meeting was to do honor to the memory of Joseph A. Holmes, one of the founders of the United States Bureau of Mines and its first director, whose death had occurred the year before on July 12, 1915. In deference to what was believed would have been the expressed wish of this great humanitarian and benefactor of the mineral industries, it was decided to establish a national safety organization to cover the mineral indus¬tries exclusively; out of respect for his memory and service, the organization was named the Joseph A. Holmes Safety Association. On receiving requests from several mining districts, in 1922 a number of chapters ware established in several mining States.

In a world of technology and electronic communication, it is easy to forget what engineers do best with a problem: sitting around a table, exchanging views and ideas with sketches and respecting everyone?s view. This was the approach adopted in the project to arrive at a solution for the cross passage opening sup-port for the Seattle University Link Extension. Schedule and space constraints usually impede concurrent cross passage excavation and tunnel boring machine (TBM) operation. And where the space is constrained, opening support solutions that maximize available cross sections are of great benefit. While there are a number of solutions that minimize space, some of these solutions can require expensive steelwork and extensive drilling and fixing. However, following a detailed round-the-table discussion of the options and constraints, it was identified that a shotcrete shell would not only limit obstruction of the space during installation, but also permit easy installation, particularly around services, and avoid costly steelwork and drilling and fixing.

The Highland Valley Copper partnership was formed in July 1986 and was the logical result of a mine with a large ore reserve but no adequate mill, and a mine with a large, modem mill but dwindling ore reserves. The original partners -Cominco and Lornex -were joined in January 1988 by Highmont Mining Co. which contributed a two-line concentrator. During 1988/1989, the Highmont mill was moved 7.5 km to adjoin the Lornex mill, forming what is now called the Highland mill, with a current nominal capacity of 130 000 tonnes per day. The mine is located 220 km northeast of Vancouver, British Columbia and is close to four communities in which personnel make their home: Logan Lake, Merritt, Ashcroft, and Kamloops. The map in Figure 1 2.2 shows the general area. Kamloops is a major service centre and is serviced by two railways, two major roads and a regional airport.

Most of the iron ore washing plants set up in India consist of sizing of the ore by dry / wet screening, washing and classification by screw classifiers followed by multi-stage hydrocycloning of screw classifiers? overflow. The underflow of the hydrocyclones forms the concentrate which is used for pellets making. As the cut-point of hydrocyclones is generally at 20 microns, relatively lower diameter cyclones in a cluster with parallel feeding are used. This is found to, often, result in choking of the spigots, at times, by extraneous material as well reporting along with the slurry. It is observed to lead to sub-optimum performance of the cyclones with loss of iron values into cyclone overflow and thereafter into tailings. Analysis of data of an operating beneficiation plant (Beneficiation Plant - 1, BP - 1) of M/s Jindal South West (JSW) Steel Limited, Karnataka, India over a period of one year indicated that weight recovery of the concentrate from two-stage hydrocycloning was 45% (with respect to feed to the cyclones) and assaying 63.43% Fe, 4.43% SiO2 and 2.32% Al2O3. CSIR - National Metallurgical Laboratory - Madras Centre (NML - MC), India developed flotation process for processing screw classifier overflow with a view to improve the recovery of ultrafine iron values from it. Detailed investigations at laboratory scale flotation column and on-site pilot plant trials proved that the production of the concentrate and productivity of the plant could be enhanced by adopting reverse cationic column flotation technology. It was established that a typical screw classifier overflow analyzing 60.54% Fe, 5.95% SiO2 and 3.67% Al2O3 could be upgraded to 64.21% Fe, 2.64% SiO2 and 2.20% Al2O3 with 82.7% weight and 84.7% Fe recovery. This translates into an increase of 80% in weight recovery of the concentrate compared to what is being obtained, at present, by two-stage cycloning. It had an added advantage of reduced SiO2 in the concentrate. Thus, SiO2 in the final concentrate could be reduced to 2.64% from 4.43% by adopting column flotation. The concentrate so generated meets the stringent specifications, especially in terms of alumina in it(should be less than 2.50%) for pellets making. Later, JSW Steel Limited set up the flotation plant in BP - 1 based on the process developed by NML - MC and was commissioned in 2010. This paper examines how legislation and regulation can be external drivers of technical change in mineral processing and extractive metallurgy and how the industry can respond. Two examples are considered; the production of copper metal from concentrates and the cyanide process for gold production.The Clean Air Act (1970) in the USA initiated a wave of attempted innovations in the extractive metallurgy of processing copper sulfide concentrates to meet forthcoming standards on sulfur dioxide emissions. Interestingly, a satisfactory technical solution existed (flash smelting and gas capture) but had not been widely adopted.Nearly fifty years later the primary copper industry finds itself with new challenges. One major challenge is how to deal with the increasing level of arsenic in copper concentrates. Most countries impose an upper limit on arsenic in imported concentrate; typically, 0.5% As or less. Higher arsenic concentrates can be blended with cleaner ones to meet the limit, but this tactic cannot be used indefinitely as the average arsenic level of global concentrates rises inexorably. Further, smelters (often in urban locations) cannot be expected to deal with both ever-increasing arsenic in the feed and stricter restrictions on emissions and disposal. A rising “inventory” of primary copper deposits are already constrained from development by high arsenic concentrate. These deposits will need to be developed if future copper demand is to be met. An economic and technical solution to arsenic is needed. The gold industry may also face challenges in the use of cyanide, by far the dominant lixiviant used in gold and silver production. Public perception has driven restrictions on the use or transport of cyanide in some jurisdictions. History suggests that such pressure is only likely to increase. While there are several alternative lixiviants, none can yet match the utility and economics of cyanide.Such important issues will not be resolved by incremental change or new equipment items. They require development of new process technology - a tectonic event rather than an incremental change. It requires sustained effort (and expenditure) over decades and is very unlikely to result from “business as usual” for producers, suppliers or academics. Past major process developments were driven by a dire need for economic survival or by legislative change. Thermodynamic calculations based on a rigorous mass balance technique have been carried out for the chalcocite-potassium ethyl xanthate (KEX) system. The results of the calculations are used to: i) construct Eh-pH diagrams for KEX additions ranging from 0 to 10-4 M, ii) determine the amounts of cupric ions and copper xanthate formed at different Eh and pH values to make three-dimensional diagrams, and iii) determine the minimum KEX addition required to form CuX and CuX2.. This allows prediction of the optimum conditions for flotation and comparison of this with microflotation test data. In addition, voltammetry experiments have been conducted on chalcocite electrodes at pH 9.2 and pH 6.8 in order to gain information on the role of metastable species in flotation. On the basis of these experiments, possible reaction mechanisms are discussed and comparisons are made with what is expected on the basis of thermodynamics.

Short-term plans must meet the long-term goals while accounting for shovel selectivity, operational space, and scheduling restrictions. There are several approaches that deal with these issues to deliver a feasible short-term schedule. This paper compares two approaches based on mathematical programming to address the short-term mining cut definition and scheduling in an integrated way. They work by scheduling extraction to comply with long-term production goals, but they differ in how mining cuts are modelled. The first approach schedules Selective Mining Units (SMUs) but aggregates them around predefined locations. The second approach does not work on SMUs; it decides directly what mining cuts are to be used from a pre-defined set of shapes. It assigns a destination and schedules the extraction for the selected mining cuts. We applied both approaches in a real case study to compare their results in terms of profit, mining cut design, expertise needed, profit, and optimisation performance.

When is it the proper time to initiate engagement with various stakeholders, including Indigenous communities? This paper will demonstrate what stage of a project’s evolution is the appropriate time to initiate a stakeholder engagement plan. It will look at aspects to consider when identifying the communities to involve. It will describe the contents of a Stakeholder Engagement Management Plan as well and touch on how tried and true options analyses, such as a Multiple Accounts Analysis can be used to inform the results of the engagement, guide the development of your project and clearly document the engagement process. It will illustrate the benefits of initiating engagement at the appropriate point in your project’s schedule, and the limitations of doing so too early and at later stages of the project engineering. The benefits of this approach can be realized within any legislative Jurisdiction including the Canadian Environmental Assessment Act 2012 and Canada’s new Impact Assessment Act.
