What is believed to be an Aztec, or possibly a Toltec, mirror, is claimed to have been taken from one of the tombs at Cholula, near the city of Puebla, Mexico, where there is a mound of considerable size, in fact a hill, largely constructed of adobe bricks by the Toltecs, or by those who antedated them. The mirror is formed from a mass of what is evidently pyrite, is nearly a true hemisphere, having a diameter of 3 1/8 inches, and weighs 19 ounces. From its unusual size it is believed to have been hung about the neck of an idol. Other Aztec mirrors of smaller dimensions, and of less weight, so as to be carried about the person, are known; but the one exhibited, being heavy, was apparently intended to be held in the hollow of the hand, in which it fits, and may have been utilized to flash heliotropic signals. The entire surface, both of the base and of the convex portion of the hemisphere proper, has been beautifully polished, but, for some reason, the mirror has been shamefully abused, the edges having been broken, and the center of the base defaced, possibly by some one testing it for precious metals. There was once a speculative period of interest in small mining companies that is commonly referred to as "the uranium boom of the 50's." In the late 60's, there was a second mining stock boom: it centered around uranium and silver, when silver had reached a new high of $3.60. In the mid 1970Js, there may be a new boom in the making, and it appears that substantial public and institutional interest in mining equities will finally result in a viable long-term capital market rather than the boom-or-bust pattern of the 50's and 60's. The reason for Wall Street's renewed interest in mining is understandable: most mineral commodities have recently gone up in price. Domestically, these price increases have come in the wake of the inflationary spiral unleashed by years of unbridled government deficit spending and erratic fiscal and monetary policies. Internationally, of course, the biggest push for higher prices has come from third-world countries whose primary income derives from indigenous natural resources. Many of these countries-whose fiscal and monetary policies haven't been models of excellence either-have attempted to cope with the worldwide economic mess by forming cartels that could control the price of commodities. What's happened to petroleum is well-known; what's happened to copper, bauxite, phosphate, and uranium is part and parcel of the same syndrome.

Would it be possible for the author to enlarge on this very important matter of "cataclysmic types of failures? " J. J. Kanter.—Of course, it is always a delicate matter to discuss specific failures. I would prefer to keep the present discussion on fundamentals and principles. H. L. Burghof.*—Mr. Kanter, I should like to ask what you consider the responsibility of the designer in avoiding stress concentrations that would lead to these types of failures? J. J. Kanter.—lt was my feeling in looking over the papers of this symposium that they were significantly lacking in consideration of what happens to the metals when strained under conditions that lead to rupture. Often creep tests are run that produce only a fractional percentage of the deformation, in several thousand hours. That kind of information gives the designer no assurance whatever that cracks will not result in his structure at points where stress concentrations, and therefore deformation concentrations, exist. I think anyone in this day and age who presents a paper on creep should incorporate with those studies a thorough investigation of creep rupture if it is expected to make an impression upon the design engineer.

The mining industry finds itself in the middle, between the need to increase production of our energy resources and the necessity of minimizing the environmental impact. Using the recent past as a guide, the mine planning engineer's function will continue to increase as further coal quality constraints are made upon the production staff. The engineer will need to make use of all available tools in order to provide timely answers to the complex "what if" questions that arise. This need to consider many alternatives is bringing about a rapidly increasing acceptance and utilization of the computer. In the areas of data handling, mineralization modeling, and production simulation, the computer is an effective tool for the mine planning engineer. Described herein is a coal data storage and analysis system developed to provide timely answers to the "what if" questions for an operating strip coal mine in Montana. The characteristics of a computerized coal data base and coal quality planning system are outlined in this chapter. The system has been developed for use at a particular coal mine; however, it has applicability to coal mines in general. Fig. 1 is a flow chart showing the functional relationships of the system. There are three main file types: the drill-hole data base, the boundary file, and the zone file. The purposes for which each file is organized are illustrated on the flow chart.

R. S. MACPHERRAN,* Milwaukee, Wis. (written discussion?);-Mr. Stork's paper is very interesting, but I am unable to agree with some of his conclusions. He argues very strongly for the beneficial effect of oxygen, but gives no actual determinations of this element to support -his views. He states that the oxygen resulting from a high bed, heavy charges, low coke ratio, etc. must not be confused with the oxygen under normal conditions. I will be glad to know in what respect these oxygens differ or in what state they occur. Is it his opinion that the beneficial type is present as a dissolved gas and the other as metallic oxide? I will not discuss the first five of his six points, as I have not seen enough trustworthy determinations of oxygen in cast iron to form any conclusions as to its effect. I have never known the addition of manga-nese, however, to reduce the strength of cast iron. Under the sixth point, I would say that the addition of steel lowers the total carbon content, and by this action will increase the strength independently of oxygen. This reduction of carbon operates also to raise the melting point. It is interesting to note here that the author, in order to get proper fluidity for his cylinders, was obliged to reduce his oxygen by raising the manganese in the charge.

Quantification in recording geologic phenomena and application of well-known geologic principles to engineering works continued at an increasing rate during the year. Highway departments, water resources agencies, private firms and governmental agencies involved in tunnel excavations, dam site locations and construction, consultants and government experts in subsurface liquid-waste disposal, designers of underground storage facilities and city and regional planners all confirmed greater use of applied geology in their planning and implementation of plans. Applications of quantified geologic data to highway locations, slope control of cuts, raw material sources, water sources and water run- off showed a striking increase in number. Environmental geology and geologic hazards became part of the jargon of the geologic profession, and the American public began to realize more fully the significance of where they live, and on what and near what geologic phenomena which might effect their well-being. Tunnel work for water projects of almost dream-like magnitude kept geologic engineers busily engaged in predicting and testing local geologic conditions for construction projects. Disposal of industrial and radioactive liquid wastes continued as problems, but use of stratigraphic data, fluid flow rates and direction of flow helped solve some critical waste disposal problems. Unusual applications of seismic networks, remote sensing methods and X-ray techniques in geological engineering applications added other tools to this increasingly important profession.

Mines the world over tend to face a common range of problems. They begin life by trying to determine if there is sufficient product, usually under tons of earth, of sufficient quality to justify the operation. Once such a determination is made the mine must then be planned and brought into operation. Once operating most mines find that they are far away from suppliers, using very expensive equipment. Hence the three most common mining problems are, what does my ore body look like and how can it best be mined, how can I get sup- plies to my mine in the most cost effective way, and how do I control the vast dollars required to keep it all operating. Mincom started life by providing technical mining software to address the first of these problems and was very successful, particularly in the coal mining industry. However the company soon realized that if it was to become a significant provider of mining industry software it must also address the other major problem areas. Hence started what is now Mincom's largest business which is the provision of fully integrated mine management software with strong emphasis on materials and maintenance management to control costs. Mincom not only supplies the software but also provides a comprehensive implementation package using its own staff of experienced mining industry specialists. This papaer highlights some of Mincom's international implementation experiences.

Definition of Ae 1-Just as we call A 1 of rising temperature Ac 1, and that of falling temperature Ar 1, so we may give the symbol Ae 1 to the equilibrium position of A 1. Preliminary Assumptions.-In deciding what weight to assign the various data, and indeed what data are to count, three assumptions should be made. These are: 1. The corollary from the phase rule, that the temperature of Ae 1 is constant and independent of the carbon content, though, of course, it may be changed by the presence of other elements. 2. That because neither in heating nor in cooling can the transformation begin before the temperature reaches Ae 1, though it may be delayed by lag till after the temperature has passed beyond Ae 1, therefore Ae 1 should be at or below the observed beginning of Ac 1 and at or above the observed beginning of Ar 1, and, a fortiori, it should be at or below the observed maximum of Ac 1, and at or above the observed maximum of Ar 1. It may be necessary to take these maxima into consideration in view of the experimental difficulty of detecting these beginnings.

Short-range mine planning (less than five years) previously was accomplished using contour and isopac maps, pencil and paper, an abacus, and our lucky quarter. Through the use of both micros and mainframe time sharing, Glenrock Coal Company (GCC) has been able to virtually put the old equipment away (except the problem solving quarter). In the process, GCC has saved many man-days and eliminated the more tedious parts of mine planning, such as picking elevations off a map with an engineer's scale and repetitive calculations. These savings have allowed GCC to do a more extensive job of mine planning as well as offer more alternatives, making GCC better prepared for possible economic changes. Mine planning, simply, involves looking at what has been done and deciding what needs to be done using various constraints. The application of this concept is not as easy as it sounds. The need for experience and insight cannot be replaced by a machine, but machines can supplement a person's ability by doing the bookkeeping and the repetitive work. Through the application of computers and their accessories, GCC has brought mine planning to a more modernized state. The following paper will detail the development and use of one system as used at GCC. "SUMMARYSamples of Aunor gold precipitates which varied widely in gold content were fluxed to produce a bisilicate slag with various oxidizers and combinations of oxidizers. On the basis of some preliminary tests a flux composition was chosen which appeared to show the most promise.The different components of this flux were then incorporated into a matrix for a 23 factorial design experiment to determine what were the most important variables and what changes should be made to the flux composition to optimize the resultant total bullion fineness.The results of the 23 factorial design experiment showed that the flux composition as calculated was very close to an optimum as only very minor changes were required to give bullion in excess of 995 fine.INTRODUCTIONEarly in 1969 the results from the Aunor Gold Mines refinery showed that wide variations existed both in precipitate grade and in total bullion fineness. An analysis of this data showed that as the precipitate grade increased, the gold bullion fineness also increased (see appendix 1). Therefore, to improve the refinery results test work was initiated to: 1) improve the precipitate grade and 2) to determine, with the help of statistics, a flux composition which would be able to handle wide variations in precipitate grade and give a total bullion fineness in excess of 950 fine."

This paper comprises suggestions on certain points rather than a complete survey of the whole subject. In other words, it is a contribution to the kenera1 discussion invited by John Hays Hammond in his paper, presented as a Presidential address at the Chattanooga meeting of the Institute, in October, 1908.1 Mr. Hammond says, in conclusion: "... I am not offering a code, or even an official and representative declaration of principles.. My remarks are intended, and will, I hope, be accepted, simply as a contribution to that discussion of their theme in which every engineer of experience may participate." Such a discussion has been conducted in technical journals, as well as in contributions to the Transuctions of the Institute; and, in the remarks here offered, I shall have occasion to refer the read& to what I have thus published elsewhere, for more extended statements of my views. What Mr. Hammond says about loyalty to employers, the double capacity of the engineer as an employer, the expert witness, commissions on machinery, the statement that most swindling is done by laymen and not by engineers, duty to the investing public, and the engagement of local engineers as colleagues, it is a pleasure to indorse. INTRODUCTION Rock mechanics theory needs to be applied to solve ground control problems, but in the final analysis the mining method and equipment which is used will be those which solve problems in a practical manner. Equipment and its inherent productivity and safety as supplied as "off the shelf" items by manufacturers often dictate the size of mine openings. Operators may tolerate falls of ground and associated hazards if productivity and safety problems are not too severe. In this whole process the costs of mining finally dictates just what system will be employed and what equipment will be used. True solutions to ground control problems sometimes require that the mine operator step back and totally rethink his problems. The true cost of accidents are often missed and hidden in overhead costs. Losses in production and accompanying profit are not fully considered, false economics, such as using inappropriate roof support devices, are undertaken at times when using the most expensive devices to totally eliminate accidents may be the best overall solution. Automation to remove the worker from the hazard area is often over- looked as the initial capitol expense to apply it may be high. Cooperation between mine engineers, mine operators, safety personnel, equipment suppliers, and government inspectors, both state and federal, is required to reach workable solutions that best meet the goals of all parties.

This is the second of a series of reports on a survey of petroleum products manufactured on the Pacific Coast from California crude oils. California crudes differ in many characteristics from the petroleum produced in other parts of the United States, and the claim has been made that some of the present federal Specifications for petroleum products tend to discriminate against California products. The purposes of the present survey are to determine what particular specification requirements California petroleum products characteristically fail to meet, how widely the products deviate from these requirements, and if possible to show whether the fault lies with the specifications or the products, or along what 'lines investigation to determine the question should proceed. The first report* of the series gave the physical and chemical properties of gasoline and mineral spirits made from California crudes. The present report deals with lubricating oils. Sixty-one samples of lubricating stocks and finished commercial products were generously donated by four of the large refining companies of California. Fifteen samples of automobile lubricating oils, made in California from California crudes, were purchased in the open market. Nine samples of lubricating oils mode from Gulf Coast crude were contributed for comparison by a company in Texas. The refining companies have continued the helpful and cordial cooperation shown by them in connection with the earlier work of the survey.

I want to say just a few words of welcome to all the delegates this morning, both old and new. There is a large group of men around here I notice who come to this meeting year after year, and it occurs to me that they must be getting something worthwhile out of these meetings, the renewal of old acquaintances, the making of new acquaintances, and the opportunity to find out what is doing in the technical end of the coal business, and what is new. So, we greet you enthusiastically and trust that you will find this meetnig on a par with all those which have gone before and. that each one of you will leave these sessions determined that you will not miss next year but will be back again. So, with that introduction, we will proceed with the business of the convention. Three hundred and twenty-eight mines and quarries, representing 36 States, took part in the twelfth yearly accident-prevention contest conducted by the United States Bureau of Mines and known as the National Safety Competition. Four underground mines and one open-cut mine (which represents the quarry and open-cut mine group), each the leader in its group, were awarded the ?Sentinels of Safety? trophy. Relative standing in the contest" was determined by the number of days lost from accidents in proportion to the total number of man-hours worked. Since 1925, when the National Safety Competition was inaugurated, an increasing interest has been taken in it by mining and quarrying companies as a means of stimulating mine and quarry safety by competition among similar plants. Each participating plant can, on a basis of its standing and record in the contest, determine to what extent its safety program is succeeding or to what extent it needs strengthening. With this information, each company that has a low standing in the contest can intensify its safety-promotion efforts the following year to obtain a lower rate and possibly win the trophy or achieve honorable mention in the competition. Except for 1929, the National Safety Competition of 1936 represented more man-hours of employment than any other year since the yearly contests began.

Mineral Resource and Ore Reserve estimation is a challenging and demanding field, requiring application of professional knowledge, skill and experience of the highest order. If the many potential pitfalls are to be avoided, however, there are two other requirements which are of equal, if not greater, importance:good communication, and common sense. Estimation of Mineral Resources and particularly of Ore Reserves is almost always a team effort, involving a number of disciplines. Good teamwork requires good communication, both between team members and between the team and other parties having an interest in the process. Breakdown in these lines of communication can have far reaching effects on the project under consideration. The need to use common sense during a Resource or Reserve estimation exercise would seem to be self-evident. It is surprising, however, how often rigid adherence to procedures and methods prevails at the expense of clear thinking, usually with adverse and sometimes fatal effects on the project under consideration. This has become increasingly true as computerised methods have assumed a central role in Resource/Reserve estimation. The critical question that estimators should ask themselves at all stages of the process is: æIs what is being done sensible given the data available, what is known of this deposit and the purpose of the exercise?Æ

Also, interviews with experienced mine operators add much to a complete understanding of what must be done to address methane problems in metal/nonmetal mines. METHANE GAS IN METAL/NONMETAL MINES Gas reports from around the world. The presence of methane gas in metal/nonmetal mines around the world is more common than one might imagine [Edwards and Durucan 1991]. For example: • The former Soviet republics have occurrences of methane and hydrogen in apatite, gold, and diamond ores, where solid or liquid bitumen occurs in the rock. • Scandinavian iron ore deposits include methane and other hydrocarbons in boreholes that intersect pitch and asphalt within the deposits, and methane and nitrogen in boreholes and fissures in arsenic and sulfide ores.

Having been retained as a legal expert for the fatality at the Canberra, Australia project, it made me aware of how good intended blasters profess to be implosion experts. Owners and contractors can be misled by these representations, seeing a video of Directionalized Structures constructed of reinforced concrete may be impressive to watch, but lack sound evidence of the true mechanics of an actual “implosion”; on steel structures more prevalently. If any well intended blaster comes to a determination that he can implode a structure, it should be not be construed he cannot. It should be well investigated that the specific blaster has verifiable experience. What happened in Australia reflects on all end users of explosives. I have heard a direct quote in our project in Alberta, “We don’t want to have what happened in Canberra”. Such a tragedy could have, and should have been avoided. Simple by using the “Right Tool for the Job”. We should sideline egos and economics. Would any competent blaster compromise his or her reputation, company or insurability? More importantly, have an honest conscience knowing that if the proper explosive is available, use it, don’t shortcut it. If possible expand the schedule. Better, yet, examine all avenues before the project, and last, cancel the project. A human life is our best asset and should not be compromised.
