Explosive properties are typically summarised on manufacturers’ technical data sheets. The values most commonly referred to are the density of the explosive, the energy it is expected to release and its velocity of detonation (VOD). This information is provided so that blasting engineers can make a considered selection of the most appropriate product for a particular blasting application. As an example, a lower VOD and energy product is better suited to blasting in soft, weathered material. In contrast, blasting hard, competent material generally requires a higher energy product which is usually characterised by higher VOD and energy.A review of the technical information supplied by manufacturers shows a wide range of methods of reporting both VOD and energy. A meaningful comparison between products from different suppliers is almost impossible to achieve based on these data. For a similar product, one supplier may have a VOD range of 2800–5800 m/s and a relative bulk strength of 1.34 while a corresponding product from another supplier is quoted with a VOD range of 3100–6300 m/s and a relative bulk strength of 192. In the end, the user has to rely on the level of confidence available from their experience using a certain type of explosive in the type of rock to be blasted at that mine.This paper reviews some of the technical and supporting information that is freely available in the literature and attempts to provide some clarity as to what the numbers that are reported actually mean for the end user. "The global underground construction and tunneling industry is in pretty good shape. Billions are being spent in shoring up aging infrastructure in the United States and other places, and new underground projects are being put out for bid.With each new project, comes new equipment, technology and tunneling methods. So it is incumbent on tunneling professionals to constantly improve their knowledge of the profession. This is where spending a few days with other underground construction professionals can assist the tunneler in keeping up.Every two years, tunnelers and underground construction engineers, contractors, suppliers, designers and owners from around the world gather for the Rapid Excavation Tunneling Congress (RETC). The 2017 conference was held in June in San Diego, CA. The UCA of SME puts on the conference.This years’ RETC attracted 1,400 attendees. The accompanying sold-out exhibit totaled 188 service and equipment suppliers. In addition, the conference had the UCA of SME bookstore, where the new History of Tunneling in the United States book was introduced. And a short course on tunnel rehabilitation was featured.Technical programmingRETC 2017 featured nearly 100 technical presentations. Topics covered the breadth of the global underground construction industry. Here is a sampling of a few. The proceedings from the conference is available from SME, 303-948-4200, www.smenet.org.Accomplishing extraordinary tasks as a machine supplier for Metro Doha: The construction of the Metro Doha in the State of Qatar established a modern, safe, efficient and integrated public transportation network. Upon final completion of multiple phases, the network will comprise four metro lines with a length of 216 km (83 miles) and 100 stations. Phase one comprises 112 km (43 miles of underground tunnels (56 km or 22 miles of twin-tube tunnels). Twenty-one earth pressure balance tunnel boring machines (TBM) were deployed by the four different joint ventures. The project was initiated, managed and supervised by the owner, Transport Authority Qatar Rail.Phase two of the Doha Metro will start upon the completion of Phase One in 2019 (Qatar Vision 2030). The owner placed full faith in the manufacturer’s abilities to deliver equipment of high quality, state of the art standards within the given time frame. This paper focused on the manufacturer’s scope of delivery and on the supplier’s high standards of quality in production, logistics and services."

‘Every mine is a pilot’ is an attitude which encourages the mining paradox of optimistic mine plans and equipment under performance; propped up by an environment lacking accountability. The premise that ‘every mine is a pilot’, appears to underlie the development and operating approach to most mines. It is the hypothesis of this paper that many mining companies, development teams and their managers largely ignore what is done elsewhere. Anecdotally, most planners don’t know whether the selected rates are high or low (rates based on theoretical models tend to be high – certainly higher than what most companies can achieve). Mines then consistently operate the equipment at rates well below targets; often more than 20 per cent below. Further to this paradox, mine performance data demonstrates the average mine is currently operating their equipment at levels of output not much more than half the output of those in the top ten per cent. On the whole mines don’t know the potential of their equipment and therefore don’t put appropriate plans in place to do better. After all, when ‘every mine is a pilot’ there is little reason to look to one’s peers for an indication of potential. This paper will outline why every mine is not a pilot and how mines do value some knowledge, but not as much as they should. This paper proposes a two-pronged approach to address this issue in the area of equipment performance. This approach is to:1. engage in better forecasting of equipment rates and better subsequent performance through benchmarking against industry standards2. provide conditions for more accountability.These parameters are linked and proper implementation of them will address the losses which many shareholders and financiers have incurred when investing in companies with unrealistic mining plans.CITATION:Lumley, G I, 2016. MR. E. L. Longmore (l), in presenting this paper at the Annual General Meeting, suggested that it was neither desirable nor necessary to read any but the briefest portion of the paper. He wished to emphasize that the scale of the milling operations at the Hollinger not only provided several units in continuous operation to ensure that the test work was being carried on under normal conditions, but also provided a large and competent staff to supervise such an extensive experiment and to criticize intelligently the recorded results. He wished to acknowledge the enthusiastic co-operation of the group of assistants whose excellent work was responsible for the confidence with which the conclusions could be presented. The following data were given as a supplement to the published paper. Following conclusion of the test work described in the paper, the size of the balls fed to the mill was changed from 3-in. diameter to 2Yz-in. Within a short time, a gradual rise in the tonnage rate took place and, as no other condition had been changed, the increased tonnage was credited to the changed character of the ball load. At present, the average daily tonnage for the mill with low discharge is 1,507 tons, an increase of 77 tons over the 1,430 tons ground when feeding a 3-in. ball. A similar increase in tonnage should be credited to the high-discharge test, if the 2;Y2-in. ball had been used at that time. This would raise the 1,117 tons ground at that time to a new figure of 1,177 tons. From a study made to determine those factors influencing the rate of pulp flow through the low-discharge mill, it became evident that the ball screen used on the high-discharge mill must have been restricting the flow through the mill, although this was not recognized at the time. Accord-ingly, it was decided to repeat the high-discharge run. Additional length was added to the 21-in. ring grizzly originally used, and the length of the reverse spiral was increased. The end of the grizzly was left open so that, if necessary, excess pulp might flow out. A coarse mesh 3 ft. by 3 ft. flat screen was provided to catch stray balls.

He told of the work that had been done on the continent and of the new methods introduced by the mining engineers for the betterment of the nation. He then introduced Capt. Robert W. Hunt, twice past President of the Institute, and present Acting President for the San Francisco meeting and the subsequent visit to Japan, who responded cordially to Mr. Ralston's welcoming address. By unanimous vote, the Secretary was instructed to send a telegram to President Charles Kirchhoff expressing regret for his absence, and hoping for a rapid improvement in the health of his mother. And a new generation of safety culture experts are telling mining companies how to use it: It is a situation that is still too common in the mining industry: the latest personal protective gear is in place. The safety rules are known and followed. And then, in a moment of inattention or carelessness, a mistake is made and someone gets hurt or killed. Common wisdom claims that such accidents are impossible to eliminate entirely. Mining is dangerous, and some miners will always be hurt and killed. An increasing number of mine safety experts, however, reject the common wisdom. A year with zero mining deaths is possible, they say; with the use of one of the newest weapons to the mining industry in the safety war: the concept of safety culture. Safety culture refers to the set of attitudes, beliefs, perceptions and values that influence safety in the work environment. It is also sometimes called the way an organization behaves when no one is watching. Robert Peters, of the Office of Mine Safety and Health Research (OMSHR) at the National Institute for Occupational Safety and Health (NIOSH), describes safety culture this way: ?It?s what?s believed on a day-to-day basis. For example, if a miner sees a workplace hazard and he truly believes that his boss wants him to identify the hazard and bring it to the company?s attention, that would be an example of a positive safety culture.?

During the search for deposits of soluble potash salts in the United States, carried on by the United States Geological Survey, much infor- mation was collected on the salt resources and industry of the United States. The more important features of the information thus gath- ered, compiled, and digested may be classified under five headings, as follows: 1. Geology of the salt deposits of the United States. 2. Theories relating to the origin and formation of salt deposits. 3. Chemical composition of saline materials in the United States, principally rock salt and natural and artificial brines. 4. Statistics of salt production in the United States. 5. Technology of salt production. The first four items are not discussed in this report, but their treatment will comprise a separate report published by the Geologi- cal Survey, which will supplement this report, relating to salt- making processes, and will describe comprehensively the salt resources of the United States. Persons desiring a copy of that report should apply to the Director of the United States Geological Survey, Wash- ington, D. C. In addition to the discussion of processes, this report gives a brief description of the more important sources of salt in the United States. This description has been abstracted from the much length- ier description contained in the report to be published by the Geo- logical Survey.

THIS question having been repeatedly raised, and particularly revived in a discussion at the last meeting of the Institute, I beg to submit the following remarks, based partly upon personal experience, partly upon the results of large works in Europe, establishing, years ago, the practicability of certain methods, which may therefore be considered to have passed the stage of mere experiment. Before entering upon the merits of one system or the other, it is indispensable to lay down some recognized principles, which ought to serve as guides, in arriving at fair judgments in questions of this character. In a profession like that of mining, locally so much influenced by combinations of circumstances too various to mention, it is difficult to do more than lay down the main features of a system based upon general laws and recognized facts, leaving the details to the sound judgment and experience of the engineer, who, by virtue of his education, ought to be able to make such choice and such modifications in the plans of a mine as the particular case demands. Mineral resources, in some countries the sole property of the owner of the soil, in others controlled by the strong hand of a government, are nevertheless a gift of nature, in which, indirectly, the whole of the human race has as real an interest as the immediate owner himself. The San Anconio mine, owned by San Antonio Gold Mines, Limited, is located on the north shore of Rice lake, thirty miles east of lake Winnipeg, and about one hundred miles northeast of the city of Winnipeg. The three claims which formed the original San Antonio group were staked in 1911. Subsequent additions to the Company's property have in-creased their holdings co thirteen claims. Preliminary development of the property took place between 1925 and 1930. The major ore discovery during this period was the 16 vein. The mine was closed in September, 1930, but re-opened in April, 1932, since which rime it has been in continuous operation. In 1933, a development of special importance was that of the 26 vein. The mill capacity, originally designed for 150 tons, was increased to-wards the end of 1933 to 170 tons. With highly satisfactory mine development, mill enlargement to approximately 300 tons was made possible. The Company has financed the additions and improvements from mine production. Iris of interest to note that San Antonio is the first gold mine in Manitoba to pay a dividend. The first dividend was paid to the shareholders in March, 1934, and the fourth was recently declared. Electric power is transmitted to the property from the Great Falls plant of the Manitoba Power Company over a 66,000-volt transmission line approximately 62 miles long. The old camps, which had been in use since work on the property was started, in 1927, were demolished in the spring of 1934, and new camps were built on the Ross dam. Lumber for these buildings was out at the Company's saw-mill on Gold creek, eight miles from the mine. Two bunk-houses with a capacity of 72 men each were constructed, also a dining room co accommodate 144 men, a store, staff house, hospital, burcher shop, and warehouse. The camp buildings are all steam-heated from an electric boiler. They are all insulated on walls, roofs, and floors with a heavy building board, and are covered on the outside walls with asbestos siding, and on the roofs with corrugated iron. A community of about 800 persons has grown up around the mine, at Bissert. Attention has been given co their social interests, and the management of the mine has assisted its employees co build a community hall, which is used for dances, picture shows, and other entertainments and amusements. A two-room school, with an attendance of 50 pupils, is supported by Company employees. In addition, picnics, boxing contests, and hockey games are encouraged among the employees.

How can employees be stopped from engaging in unsafe work practices? It is often easier to prevent employees from performing unsafe acts through manipulations of the work environment than through various training or motivational programs. Therefore, it is important that accident prevention programs seek to identify the reasons for the unsafe behavior and to redesign tasks and the work environment (e.g., tools, equipment, physical surroundings) in order to remove employees from sources of harm and to prevent situations from arising that would prompt them to perform unsafe acts. Unfortunately, in the mining industry the work environment is often innately hazardous, rapidly changing, and difficult to predict, making it very difficult, perhaps impossible, to fully protect the employee by environmental manipulations. Therefore, it is important that effective methods be identified for influencing mine employees to work safely. Various strategies have been used to convince employees to avoid unsafe acts and/or adopt self protective behaviors. The intent of this article is to provide guidance to mine operators concerning the use of four techniques for influencing mine employees to work safely: (1) employee surveys, (2) incentives, (3) fear communications, and (4) disciplinary actions.

The third edition of the Underground Construction Association of SME?s (UCA) Cut-ting Edge series of conferences focused on a challenge every underground construction and tunneling project faces: controlling ground water. The conference, held in New York City in November, is a partnership between the UCA and The North American Tunneling Journal. It featured more than 20 technical presentations by professionals from around the world. Each described specific challenges unique to their projects and the solutions employed. More than 175 professionals attended the two-day conference that included an exhibition featuring 17 companies. In addition to the technical program, the Cutting Edge conference featured a site visit to the $10.4 billion East Side Access Project. Sponsors of the meeting included Soil Freeze, Traylor Bros., Kiewit, Skanska, Moretrench, Aecom and The Robbins Co.

The recruitment and retention of future talent into the explosives industry is becoming increasingly important. Student chapters help with this effort but what are they doing and are there things they could learn from each other? This paper discusses the University of Kentucky Student Chapter's efforts to grow membership, retain its recruits, and integrate them into the explosives industry. Several social and professional events during which the students are able to meet and network with members of their future industry are introduced. The special relationship that has been fostered between the University of Kentucky and Missouri University of Science and Technology is discussed. Professional development initiatives which are critical for a student to become vested in the industry are shared in this paper. These opportunities which range from internships to research positions allow a person to get a better understanding of the explosives industry and find the niche that best suits them. Many of the student chapters are closely connected with engineering programs. While this makes sense and both entities benefit from these arrangements there is a trend of job placement primarily in the engineering industry. By providing these students with the chance to learn more about the explosives industry and get hands on experience more of these future engineers and professionals can be retained after their graduation.

To reduce fuel consumption in industrial and commercial fuel-burning plants throughout the Nation, cooperative efforts of thousands of individuals are required. These individuals are scattered over the country and hold various positions in thousands of independent establishments. To accomplish as much as possible on this problem during the Second World War, it was decided that personal contact with fuel users was absolutely necessary; publicity, although an important factor, could not by itself give satisfactory and needed results. It was planned to have qualified engineers visit commercial establishments to go over with them the problem of reducing their fuel consumption. The specific plan, toward which all efforts aimed and around which the rest of the program revolved, consisted in brief of 1. Conference of visiting engineer with management to obtain cooperation. 2. Appointment by management of a plant employee as fuel "waste chaser." 3. Work of engineer with "waste chaser" and, if appropriate, with plant operators on most efficient operation of equipment.
