"The assessment of integrity in plants is discussed, together with the codes that are being developed for in service evaluation of engineering fitness for service. The use of Risk Based Inspection is described and some examples are provided of the evaluation of in service components in which flaws have been detected. An example of the assessment of the structure of a mine processing facility is described, and application of Risk Based Inspection and plant assessment procedures to mines is discussed. Periodic assessment of large plants and components to determine their integrity for continued safe operation is becoming a more accepted approach than formerly when regular shutdowns were the normal practice. This is on the way to becoming the preferred procedure for petrochemical plants and power generating plants, and the same philosophy is appropriate for many mining operations. Both the American Petroleum Institute (API) and the American Society of Mechanical Engineers (ASME) have committees developing codes for the continued operation of equipment as distinct from the existing design codes. The philosophy is one of risk-based inspection, which can be on a purely qualitative basis or more quantitatively based.The purpose is to reduce the inspection of unnecessary and non-critical items and to concentrate on the most critical components, reducing costs and downtime and increasing safety. The approach differs from that considered by many maintenance engineers, in that defects that are identified during an integrity evaluation do not automatically cause a component or structure to be condemned or require that repairs are made right away. The seriousness of the defect must be considered and the safe operating life can be estimated before it becomes necessary to replace or repair the unit or component. This is no different from what is done today with passenger aircraft and, to an increasing extent, with pressure vessels, reactor vessels and similar components in the petrochemical and power generating industries."

HIGH explosives, particularly nitroglycerin, have been used in torpedoes for the purpose of shooting oil and gas wells for more than 60 years. The early history of the oil industry in Pennsylvania is not clear as to who actually torpedoed the first well, although in 1865 the Roberts Torpedo Co. procured a patent covering the process. Gunpowder was first used, although nitroglycerin was substituted shortly afterwards. Wells are shot for the purpose of increasing the flow of oil and gas A shot-hole in the producing horizon, with its contributory fissures and fractures, increases the area of and stimulates drainage into the hole. The shot-hole also acts as a collecting basin from which the oil is pumped. As a rule, hard or close-grained sands or limes are shot, other more or less porous and soft formations usually do not require shooting. and might be injured by blasting. Shooting is also resorted to in mechanical trouble such as straightening crooked holes, sidetracking pipe or tools, and for severing frozen strings of casing or drill pipe. Explosives arc also used sometimes to extinguish oil or gas-well fires although that work, which involves unusual conditions and methods, does not properly come within the classification of oil-well shooting. Some Factors to Be Considered in Shooting Wells Although nitroglycerin has been used extensively for more than half a century in shooting oil and gas wells, there is still a great deal of uncertainty as to the proper method of shooting or the amount of explosive required to produce best results in a particular formation. The possibility of shooting unproductive or cavey formations above or below the productive horizons, shooting into lower water, destroying casing seats, and the splitting or collapsing of casing strings, are factors that require consideration. The Richmond-San Rafael Bridge is a 6.92 kilometer (4.3 mile) long major toll bridge span that crosses the northern San Francisco Bay in a highly seismically active region. Tutor-Saliba / Koch / Tidewater JV was contracted by Caltrans to conduct a comprehensive seismic retrofit. The JV provided geotechnical planning and quality control services as described herein, under normal oversight by Caltrans. Part of the robust foundation retrofit design included the installation of 26 new, large diameter piles, including eleven 3.81 m (12.5 ft) diameter, cast-in-drilled-hole (CIDH) marine piles that were drilled 9.15 m (30 ft) into the bedrock beneath the Bay, where the water depth ranged up to about 21.3 m (70 ft). These reinforced concrete-filled composite piles have a steel shell permanent casing from the bridge substructure pile cap through the water column and 30.5 to 39.6 meters (100 ft to 130 ft) of marine sediments to the top of rock. This paper discusses construction, inspection (ranging from the QA employed in the planning of the CIDH pile installation methods and equipment to the actual construction inspection required for the routine installation of the shafts), problems that were encountered during construction, and the solutions that were developed and implemented. Inspection, particularly with the usual difficulties in the marine environment, coupled with the difficult and complex bedrock conditions was particularly challenging, and ranged from non-destructive testing to "in-water, inshell" diver inspection. Similarly, the complexities of dealing with both the steel casing "riser" and the associated drilled shaft (rock socket) portion of these composite foundation elements created some unusual issues. The paper also presents important lessons learned from the project.

According to statistics compiled by the National Safety Council, US Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. No one is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver is not expecting a terrifying crash, the electrician does not expect to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who are living proof of what accidents can mean to an individual-victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they are utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed in industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and. the US Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it does not. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons : 1) Lack of knowledge or skill. 2) Conflicting motivations, such as: (a) to be more comfortable, (b) to save time or effort, (c) to be accepted by a group. 3) Physical or mental condition. Nearly everyone desires his own safety, but not all individuals are willing to do what they know to do to insure their own safety.

Ore was first discovered at the Kidd Creek mine site during the first few days of December 1963 when a diamond drill hole there cut sulfide mineralization. This event marked the end of the search started 11 years earlier with the conception of a geological idea. Economic forces provided the stimulus needed for the application of this idea but other-events, and legal considerations, also played arole in delaying the ultimate discovery. The location of Kidd Creek is shown in Fig. 1. Management of the then Texas Gulf Sulphur Co. had become concerned in 1951 at the company's declining reserves of native sulfur in Texas. This problem was to be alleviated by new discoveries and development of methods to recover sulfur from sour gas. At the time, however, the solution appeared to lie in the recovery of sulfur from pyritic ores. Canada was chosen as the best country in which to find these ores. Walter Holyk was hired in 1951 to conduct the search. By 1952, he was working in the area near Sherbrooke, Quebec, known as the "Eastern Townships" where mineralization consisting of base metal sulfides in volcanic rocks has long been known. His observations here led him to the then revolutionary conclusion that such mineralization could have formed as part of the volcanic process and not, as was generally supposed at the time, by replacement. On learning of the discovery of similar mineralization near Bathurst, NB, he moved there in the spring of 1953. He was able to utilize his new concept and found the Half-Mile Lake sulfide deposit.

The variables involved in a complex process like flotation can be classified as follows: a. Disturbance variables - which are undesired properties of the process input which affect the value of the process output but which are not subject to adjustment. They are the result of changes in the properties of the feed, like changes in head grade, flow rate, fineness of grind, etc. b. Manipulated variables (sometimes referred to as process variables or control variables) -which are those that are adjusted - reagent addition, aeration, pulp level - in order to compensate for the disturbances in the properties of feed. c. Performance variables (sometimes referred to as controlled variables) -which are those whose values measure the performance of the process. They are properties of the process output such as grade and recovery. The function of a control system is to maintain the process performance equal to the control objective in spite of the disturbances by adjusting the manipulated variables. Attempts at developing automatic control systems for mineral processing operations date back to the thirties and in many of these attempts the results were not surprisingly poor and un-stable. The poor results brought indifference and suspicion towards automatic control on the part of operators and management. The reasons for the apparent failure of these attempts were two-fold: a. the lack of adequate understanding of the behavioural responses of the process from the control point of view, and b. the lack of reliable control instrumentation which could withstand the harsh environment in mineral dressing plants. Many operators had accepted the fact that control of mineral dressing could be best conducted manually. In the case of flotation circuits, control had been virtually based on the skill and experience of operators particularly their ability to identify and rectify poor flotation performance aided by results from the laboratory (chemical) analysis of regularly collected samples from strategic points in the circuit which are at best, hourly collected samples.

One of the principal activities of the Bureau of Mines connected with the recent war was to help to increase the supply of strategic and critical minerals. Fluorite was one of the most critical of the nonmetallic minerals because of the increased demand for it as a flux in basic open-hearth and electric steel furnaces and as a raw material for the production of artificial cryolite used in the aluminum industry. Wartime developments in the technology of hydrofluoric acid, such as the use of the anhydrous acid as a catalyst in production of high-octane gasoline and the use of organic fluorides as carriers for insecticides, also increased the demand for acid-grade fluorite.f In 1943 the consumption of acid-grade fluorite was advancing at a more rapid rate than production, and was only slightly less than production during the latter half of the year.' The outlook for the postwar market for fluorite is encouraging. Steel production is expected to remain high until the domestic demand for commodities not manufactured during the war is satisfied. The uses for hydrofluoric acid are expected to increase under the impetus of war-initiated research. In considerbtion of these and other factors some authorities predict a postwar demand for fluorite equal to about 60 to 75 per cent of the wartime production.1,2 Others believe that the postwar fluorite industry will be permanently expanded over its prewar status.3 Acknowledgment This paper is one of many reporting on various aspects of the Bureau of Mines program directed toward the more effective utilization of our mineral resources. The practice of roof bolting in world-wide mining activities is very well known, having been used extensively for over 50 years. The theory of roof bolting, however, is extremely complicated, and only recently have investigators attempted to explain the theory. Discussions of the mechanics involved usually originate with actual experience gained in the use of roof bolts. The use of roof bolting in mines has grown dramatically during the period after World War II. Other scientific techniques have emerged in mining research in the same period. Included in these techniques is the study of rock mechanics, which has now developed into an impressive research effort. Various means of analysis have been utilized in rock mechanics, most of which reduce rock to an isotropic, homogeneous medium that could be easily analyzed. Because of the inherent nature of rock, direct research methods frequently are not certain to provide satisfactory results, whereas indirect methods must idealize a given set of conditions in order to be useful. One of the indirect research methods is the photoelastic technique, the theory of which is widely known and needs no elaboration. This technique has been used extensively to examine the state of stress around underground openings of various shapes in certain types of strata, and under various configurations (1,2,3,4,5). Much of the theory used now in the design of underground openings is based on photoelastic evaluation. Unless rigorously applied, how- ever, the photoelastic technique is at best a qualitative means of evaluation. It is useful, however, for unusual examples which can be more or less easily analyzed to obtain the overall state of stress which could not be determined by other means. Little work has been done in the photoelastic analysis of rock bolting, mainly because direct research techniques have proven useful.

The extractive sector today faces growing social, legal and political risks (SLPs) from so many different stakeholders including national and local governments, name and shame groups, civil society and environmental groups, and the ?Occupy? movement. Beyond these stakeholders, there are the indigenous peoples who have growing legal, social, political and economic influence which can often determine the outcome of the Project. The development curve in the extractive sector from initial exploration to mine start-up has become longer, steeper and more risky and expensive as these SLPs have grown in scope and complexity. Even if a project is permitted or starts commercial production, its ongoing development and operations are also facing these SLPs. The continuous assessment of these SLPs and the strategy to mitigate for them has now become critical for every project in the extractive sector. A project will only be successful if it is able to obtain the legal permits to operate, then withstand any judicial reviews, and then also to be able to gain and maintain the Social License to Operate (SLO). Stakeholder identification, management and engagement are key risk-mitigation tools. This paper focuses on the growing influence that indigenous peoples are now enjoying and the impacts on the extractive sector. Indigenous peoples are a unique stakeholder group because their legal rights and interests to lands and resources, their aboriginal title and rights, are gaining more recognition. When indigenous peoples form alliances with other stakeholders, this simply adds to their growing momentum and leverage, and this can become a daunting challenge for the extractive sector. More due diligence is required by companies to understand and assess the challenges posed by operating in areas claimed by indigenous peoples. There is a real need for mining companies to develop an effective indigenous engagement strategy to address these challenges in order to successfully convert risks into opportunities. Early identification and engagement with the indigenous peoples is required and the goal should be to conclude an Impact Benefits Agreement (IBA) with the affected indigenous peoples. The real objective must be to develop a real and transparent relationship between the company and the indigenous peoples so as to gain and maintain the SLO.

Within the framework of the EU Existing Substance (93/793/EEC) and REACH regulations EC/1907/2006), the copper industry initiated in 2000 a comprehensive Voluntary Risk Assessment of copper and several copper compounds. The Italian Government's Istituto Superiore di Sanità, reviewed the process and reports on behalf of the European Commission. Copper exposure levels to man and the environment from production of copper anodes and cathodes, copper powders and copper chemicals as well as fabrication and use of semi-fabrication products and down stream user products were collected across Europe. One of the primary goals of every blaster is to achieve the optimum blast design. Too much focus on efficient design, however, can cloud certain issues and exposures that must be addressed if the entire project is to be considered .successful.. Due to the known human response to blast effects and inherent dangers present in the use of explosives, the potential for the project being delayed or shutdown, or the blaster and associated company being named as a defendant in a lawsuit, is always a possibility. Therefore, the blast design and associated project bid must incorporate sound safety contingences and procedures that address those .what-if. Scenarios that may arise as a result of vibration, flyrock, public relations, and job-site personal safety.

"It is almost a given that post-disaster mine conditions will have compromised the mine ventilation system, resulting in a hazardous atmosphere in portions of the mine, and often complicated travel through debris fields and roof falls. Robotic technologies provide the opportunity to gather valuable information to assist decision making or lessen exposure to dangerous conditions. MSHA's Mine Emergency Operations Division (MEO) has utilized a fully permissible mine robot, the V2, for a number of years, constantly updating the unit as new technologies became available. The National Institute for Occupational Safety and Health, as part of the MINER Act Extramural Contract Program, examined the need for additional robotic units and ultimately funded three different types of prototype technologies: two robots, the Snake Robot and the Gemini-Scout, and a mine rescue robotic assist vehicle known as the ""Mule"". The Snake Robot is designed to be lowered through a borehole and to conduct surveillance (gas monitoring, video and audio) in the immediate vicinity, while the Gemini-Scout, designed to be deployed in the mine opening, serves as a more mobile and agile exploratory tool as compared to the MSHA V2 robot. The Mule was developed in response to needs expressed by mine rescue teams for a versatile remotely operated support vehicle and it will move from prototype to MEO utilization in the near future. This paper describes the development of the robot prototypes and discusses their limitations in the prototype stage, possible enhancements and potential applications, as well as the utilization of the Mule. INTRODUCTION The conditions in a coal mine may be dramatically altered after a mine fire or explosion. For example, the ventilation system may not be functioning correctly as control devices may be compromised or damaged beyond repair. The visibility in the mine opening may be limited due to accumulated smoke and dust. Roof support systems may be damaged or no longer functional. Equipment and materials may be strewn about the mine opening. Debris fields, blocked openings, roof falls, flooded areas, gas accumulations and active burning make it very difficult or impossible for those managing the post-event emergency to permit mine rescue teams to enter the mine to conduct search and rescue operations. With the evolution of robots and robotic assist technology there has been a proliferation of purpose-built units for the military, police and law enforcement agencies, urban search and rescue and those contending with hazardous environmental conditions. In each case, the technology used is designed to limit human exposure to the unsafe conditions or to provide access to areas under difficult conditions. For example, a specially-designed marine robot has been deployed into the damaged core of the Japan’s Fukushima Daiichi Nuclear Power Plant to assess the conditions of the containment vessels, where melted fuel is believed to have accumulated. Human access to the area is prohibited due to dangerously elevated levels of radioactivity [1]. Multiple robots were deployed in Amatrice, Italy, to assist in the response after the 6.2-magnitude earthquake devastated the town. The robots were used to explore two medieval churches that were severely damaged and deemed too dangerous for human entry [2]. Tactical robots are regularly used by police and law enforcement agencies when the conditions of the emergency place intervening officers directly in harm's way [3]."

THE Canadian Malartic mine is in Western Quebec, about fifty miles east of Noranda and forty miles south of Amos on the Canadian National railway. The recently constructed branch of the railway from Rouyn to Senneterre passes half a mile north of the mine. HISTORY he property was discovered in 1923 'by St. Barbe Sladen, H. S. Kennedy, and J. C. Carroll, who were prospecting for an Ottawa syndicate and found gold in a small quartz vein near the present workings. Five claims were staked and were optioned to an exploration company, who allowed the option to lapse after surface sampling and diamond drilling eighteen holes. Some months later, the property was sold to Malartic Gold Mines, Limited, who carried on development until 1929. A vertical shaft was sunk and exploration work done on three levels, supplemented by diamond drilling 16 surface holes and 62 underground holes. The work indicated that the important ore occurred in two silicified.zones in schisted greywacke which intersected west of the shaft and were believed to be controlled by a drag-fold. The ore grade was not considered sufficiently favourable to war-rant an operation, and work was terminated. With the advance in the price of gold to $35 per ounce, interest was revived and a new Company, Canadian Malartic Gold Mines, Limited, was incorporated for further development. The shareholders of the old Company accepted a new position under which their interests were protected, and sufficient treasury shares were optioned to Ventures, Limited, and Sudbury Basin Mines, Limited, to provide funds for further exploration of the prop-erty to determine whether, under the new economic conditions, profitable operation would be possible, and, if advisable, to provide the equipment for production. Additional claims were acquired, bringing the total area up to 1,029 acres.

India hosts a wide range of globally significant mineral resources, including four fuel minerals; 11 metallic minerals; 22 minor minerals and 52 non-metallic minerals. The country ranks among world?s top five nations for its commodity reserves of coal and iron ore. Interestingly, only small part of country's landmass has been explored that provides opportunity for future substantial mineral discoveries. India plans to double infrastructure investments to US$ 1trillion. Despite the challenges in infrastructure project implementation, mining sector remains a key driver of demand growth for commodities in the years to come with a good prospect to grow in future.

YELLOWKNIFE, the most northerly Canadian gold mining district, is once more in the throes of a boom. Touched off by spectacular and well-publicized diamond-drilling results on the property of Giant Yellowknife Gold Mines, Ltd., mining companies and the general public are competing for mining claims and for the shares of companies owning mining claims in the area, with little regard for values. Such a stock-market boom has various unfortunate consequences but undoubtedly one beneficial result is that considerable amounts of money are made available for serious development. The Yellowknife mining area lies on the north shore of Great Slave Lake, in the Northwest Territories, at a latitude of approximately 62°30' north. "The use of thiourea as a gold leaching reagent has been extensively studied by many researchers, and it has proved to be promising for some cases as refractory ores. Otherwise, the recovery of gold from these solutions did not receive so much attention. In this paper the electrowinning of gold in acidic thiourea solutions was studied by voltarnmetry and chronopotentiometry. An adsorption step was detected prior to Au(I) reduction and the diffusion coefficients at 25°C for Au-TU complex and FD were found to be 1.00 x 10.5 cm2 S-I and 1.98 x 10-5 cm2 S-I respectively. At -0.350 V (SCE) a passivation probably due to TU adsorption was observed. For higher overpotentials hydrogen evolution was the main reaction.IntroductionThe use of acidic thiourea solutions for the extraction of gold and silver has shown to be a promising alternative to the traditional process of cyanidation, specially for certain refractory ores (1-3) and electronic scrap (4). In some cases, the industrial scale was reached (1,5). The thiourea leaching of precious metals presents advantages over cyanidation, as faster kinetics, lower toxicity and lower sensibility to base metals; however the costs due to high thiourea consumption impairs its use.The majority of the publications on thiourea processing of gold is on leaching. Many are review papers (5-7). Recently, the adsorption and desorption of the gold-thiourea complex on activated carbon and ion exchange resins have been studied (8-11).Little research has been done on the electrowinning of gold from acidic thiourea solutions, most of it has been carried on the seventies and beginning of the eighties in the former USSR (12-17) and concerned the eletrolytic extraction of gold in tridimensional cathode cells.The present paper concerns the cathodic behavior of the gold-thiourea complex in the presence of formamidine disulfide in order to provide information on the electrowinning of gold from solutions obtained directly from leaching or from an elution process."

Since AlphaGo defeated the best human player in the game of Go in 2016 - something thought to be an impossible achievement - machine learning, deep learning and reinforcement learning have caught the attention of scientists, the media and the general public alike. This recent development in machine learning (let us remember that neural networks have been available for decades now) opens new possibilities in the areas of modelling and process control. However, little has been reported in the minerals processing industry about these new possibilities and opportunities. This paper presents and introduces the topic of reinforcement learning and the different platforms that allow its implementation. The paper shows the consequences of using reinforcement learning for the specific area of process control and optimisation. As an example, the authors present the use of reinforcement learning for the control of a SAG mill closed with a pebble crusher using industrial data from an operation. A comparison with advanced model-based process control is provided, showing the benefits and shortcomings of reinforcement learning as a new control and optimisation technique.
