"Although concentrated efforts have been made to deplete PCB transformers from the Canadian environment, numerous transformers (as well as ballasts, capacitors and magnets) continue to exist throughout the Canadian mining industry. The existing installed base is slowly being phased out as environmental issues come under increasingly high profile. The following article identifies the potential problems of owning PCB transformers and offers some solutions for their removal, disposal and replacement. IntroductionPolychlorinated Biphenyls (PCB) are synthetic chemical compounds consisting of chlorine, carbon and hydrogen. PCB was widely used in transformers due to its physical properties, including stability, low flammability and non-conductivity. Use of PCB in electrical equipment has been banned since 1977 when the extent of environmental contamination was discovered.Although PCB’s have been outlawed for use in electrical equipment since the late 1970s, safe storage regulations were not addressed until 1988 when a major spill prompted the federal government eventually to issue the storage of PCB Material Regulations in 1992. These regulations replaced the Interim order of 1988 under the Canadian Environmental Protection Act.PCB transformers are usually referred to as askarel filled transformers or as PCB contaminated mineral oil transformers. Askeral transformers were designed to contain high concentration PCB fluids, referred to as askarel. Mineral oil transformers were not designed to have PCB concentrations but were inadvertently contaminated during manufacture or maintenance activities."

A prototype mucking machine designed to operate in narrow-vein stopes was developed by Foster-Miller, Inc., Waltham, MA, under contract with the U.S. Bureau of Mines. The machine, called a compact loader-trammer, or minimucker, was designed to replace slusher muckers in narrow-vein underground mines. The minimucker is a six-wheel-drive, skid-steered, load-haul-dump (LHD) machine that loads muck at the front with a novel slide-bucket system and ejects it out the rear so that the machine does not have to be turned around. To correct deficiencies of the tether-remote-control system, a computer-based, radio-remote-control system was retrofitted to the minimucker. Initial tests indicated a need to assist the operator in guiding the machine in narrow stopes. An automatic guidance system that used ultrasonic ranging sensors and a wall-following algorithm was installed. Additional tests in a simulated test stope showed that these changes improved the operation of the minimucker. The design and functions of the minimucker and its computer-based, remote-control system are reviewed, and an ultrasonic-sensor-based guidance system is described.

A NUMBER of factors, of varying importance, should be considered in assessing mineral land-here specifically coal land -for tax purposes. (1) Is the coal developed or un- developed'! (2) If undeveloped, is it surrounded by active development in adjoining properties? (3) Accessibility of railroad facilities to the property. Sometimes the railroad itself is of importance. (4) Cost of development of the seam under consideration, whether it can be developed by a drift from the outcrop or whether it will require deep and costly shafts or slopes. (5) Is it definitely known that the coal seam being assessed is of minable thickness and quality on the property? (6) Thickness of recoverable coal from the seam. (7) Quality of the coal. (8) Is the seam being assessed likely to be more costly to mine than other seams in the same district? (9) Is there an active market demand for coal from the seam being assessed? (10) Is the coal held only as protection to surface structures and in such location that it can never be mined? (11) Is the coal in a solid piece or is it in pillars that have been standing for some years as a result of incomplete mining in an old operation? (12) Expected percentage of recovery from the seam being assessed as determined by present mining practice in similar properties. (13) Value of the seam as indicated by sales of similar mineral rights in the immediate district. (14) Current royalty rates of leases for coal in the seam under consideration.

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining, crushing and grinding methods, and costs, at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The, cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs may in many instances cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulation shall ensue. The following report deals specifically with the methods employed by the Evans Pipe Co., Uhrichsville, Tuscarawas County, Ohio. THE output of coal from the Province of Alberta reached its peak; in the year 1928, when 7,334,179 tons were produced. Following this, a steady decline was recorded, and in 1930 a low mark of 4,564, 290 tons was made. Since that time, however, the tendency has been upward, and this year (1937) 5,551,682 tons were produced, compared with 5,696, 375 tons in 1936 and 5,462,973 tons in 1935. The value of the output in 1937 was $14,434,969, against $14, 720,004 in 1936. The coals of Alberta have been classed under three heads, viz., domestic, sub-bituminous, and bituminous The domestic (or lignite) and the sub-bituminous coals are used chiefly for domestic purposes, with the possible exception of the smaller sizes and the output of the two stripping pits at Stereo and Coal Valley The bituminous output is used mainly by the railways, for locomotive purposes, which, in 1937, accounted for 80.6 per? cenr of the total sales of bituminous coal. A fair proportion is sold for stationary engine and steam purposes and, in 1937, 25,000 tons were used in making briquettes at plants operated by the Canmore Coal Company, Limited, and Brazeau Collieries, Limited. The International Coal & Coke Company, Limited, used 99,500 tons in their plant at Coleman, for making coke. The bulk of the 66,000 tons of coke produced was sold for use at the smelter at Trail, B.C.

It must be akin to rubbing salt in the wound, then, when an entrepreneur sells shares and the Court upholds Revenue Ca nada taxing the gain as ordinary income instead of capital gain. But, this is precisely what happened in the case of The Estate of Murray Watts, et al. v. The Queen.The issue that had to be decided by the Federal Court, Tri al Division, in this case was whether or not the profit from the sale of shares in Hearne Coppermine Exploration s Limited in 1968 was a capital gain, or income subject to tax.Hearne was incorporated in July, 1967. At that time, the three plaintiff s, together with seven other individuals, subscribed for 400,000 shares at 10 a share. The plaintiff subsequently subscribed for an additional 500,000 shares at $1.A pooling agreement was entered into by all ten shareholders regulating the disposition of any o f their shares; any sale required approval of seven of the ten initial sub scribers. It also provided for the sale of their shares 30 days after any public offering."

This paper, describing the milling practices at the White Bird concentrator, Picher, Okla., is one of a series on milling practices being published by the Bureau of Mines. The concentrator of the White Bird mine, Canam Metals Corporation, is located in almost the geographical center of the present Picher mining cam' in the Tri-State district, one-half mile east of the town of Picher, 1 mile south of the Kansas State line, and about 18 miles west of the Missouri State line.

"Istanbul Strait Road Tube Crossing Project (Eurasia Tunnel) includes 3.34 km of a bored double-deck tunnel under the Bosphorus Strait, at a maximum depth of 106 m from the sea level, and 1 km of twin NATM tunnels on the Asian side. The region’s variable geology, hydrology and propensity for seismic activity, combined with high water pressure and large-diameter/double-deck tunnel configuration, make the Eurasia Tunnel one of today’s most challenging and complex projects under construction. Due to the site’s proximity to the active North Anatolian Fault, the tunnel is designed to withstand a 7.5 magnitude earthquake. The tunnel penetrates through both the Trakya bedrock (on both European and Asian sides) and the alluvial sediments at the bottom of the channel. The tunnel is designed to accommodate differential displacements by introducing seismic/flexible joints at proper locations at the transition zones between rock and soft soils. Tunnel fire is also a significant design consideration for undersea tunnel due to that the rubber protecting it in close proximity of the seismic joint should resist a fire for long term safety and durability. This paper mainly focuses on the design for method of tunnel response analysis in transverse and longitudinal direction against seismic demands relating with the seismic joints. INTRODUCTION Istanbul Strait Road Tube Crossing Project (Eurasia Tunnel) will build and operate a roadway tunnel under the Borphorus connecting Kazlicesme on the European side and Goztepe on the Asian side, to provide additional road-access across the Strait and consist of three main parts as shown in Figure 1."

"Pre-treatment of mill feed in a minerals processing plant enables for higher production efficiency per ton of product, reduction of consumables and diverting mineral feed types. Sensor based particle sorting allows for pre-concentration of the run-of-mine (ROM) material prior to other concentrating process. Various sensors provide different responses from the minerals in measured particles. The capability of “accepting” or “rejecting” particles based on sensor responses is investigated in specific test work for each project. Modern sorting machines use pneumatic actuators to divert the reject particles from the material stream. This paper discusses the incorporation of ore sorting test work in processing and plant design. When taking the effects of a sorting circuit into account early in the process planning phase, the downstream process can be adequately sized and impacts evaluated. Potential benefits include but are not limited to increased head grade, lower tonnage to the mill, increased mining operations, removal of deleterious elements and changed properties in the process feed. In a case study we present the Keliber lithium project in central Finland. The plant will produce 9000 tons of lithium carbonate per year from a spodumene ore. Ore sorting and flotation tests were carried out in laboratory and pilot scale. Process models were designed and simulations performed using Outotec’s HSC Chemistry Simulation software. Changes in the flotation performance (grade, recovery, impurity levels) were simulated with and without the pre-concentration of the ROM material. The metallurgical performance and mine economics of the different operational scenarios were evaluated using the Ore-Met optimizer module of the simulation software.INTRODUCTION Challenges in the recent years such as declining ore grades, increasing energy prices, scarcity of water and increasing environmental regulations raise the demand for more efficient processing technologies. Sensor based sorting offers a method for pre-concentration or waste rejection at an early process stage. The technology analyzes each rock particle separately for their unique physical and chemical properties, and diverts the particles into separate material streams by high pressure air jets. Successful implementation relies on ore heterogeneity, differential sensor response and suitable feed preparation."

"Information diffusion potential of a social media user affects how quickly information about a mineral project can diffuse through that user. If management can use social media and network analysis, in community engagement program, to understand how fast and how far information will diffuse to communities and followers of particular social media users, it can selectively focus on the most influential users. This paper proposes a method to examine the information diffusion potential of social media accounts. The work uses Gephi, an open source software, to extract and analyze data from different Twitter handles to predict their information diffusion potential. The work uses case studies of real Twitter users (e.g. mining news organizations and bloggers) associated with mining to illustrate the approach. The case study results show that there are significant disparities in information diffusion potential that will demand selective attention. This research will help mines develop effective social media engagement strategies. INTRODUCTION The mineral industry provides raw material for industrial activity to support our society (Martens and Rattmann, 2001). Mines have changed conventional mining practices to sustainable ones because of the negative impacts of mining and increased public awareness (Wang et al 2016). The concept of sustainable mining is getting mature as stakeholders (e.g., governments, investors and host communities) are getting involved in mining projects (World Economic Forum, 2014). The failure of mining companies to address the demands of these stakeholders might result in failure to acquire social license to operate (Thomson and Boutilier, 2011). The social license to operate (SLO), if granted, is mutually beneficial to all stakeholders. Mines prefer being granted SLO and keeping it to avoid any kind of social unrest due to their operation (Prno, 2013; Moffat and Zhang, 2014). Mining communities can grant different levels of SLO; ranging from withholding SLO to psychologically identifying with the project (Joyce and Thomson, 2000; Thomsan and Boutilier, 2011). Most of the previous work to understand community perceptions and SLO in mining is generally qualitative (ICMM, 2012a; Thomson and Boutilier, 2011; Prno, 2013; Moffat and Zhang, 2014; IFC, 2014). In particular, there is limited work on how community perceptions change over time due to information diffusion (Boateng and Awuah-Offei, 2017). However, SLO changes with respect to time (Yates and Horvath, 2013), which can result in risks that are not easy to predict. Mine managers and engineers have a desire to understand these changes so as to mitigate these risks (Que and Awuah-Offei, 2014; Que et al., 2015)."

"AbstractAttention is drawn to the ventilation problems arising from the use of diesel vehicles underground, especially in view of the fact that diesel fumes in combination with other pollutants may be more harmful than diesel fumes alone or the other pollutants alone.Means for minimizing the harmful effects of using diesels underground are listed, and the quantities of air' required in mines in which diesel-powered vehicles are used are discussed. Mines are classified in three categories on the basis of severity of ventilation problems, and statistics are given for these categories.Details of the various components contributing to total ventilation needs are given, and the ventilation needs of individual mines in the three categories are listed. A description is given of the principles according to which main ventilation coursing is planned and the selection and siting of main fans is discussed.General Considerations in the Use of Diesel-Engined Vehicles UndergroundIN ORDER to reduce physiological hazards, present and latent, to workers in mines in which extensive use is made of diesel equipment underground, it is important that mine ventilation systems reduce the concentrations of rock dust, diesel fumes and particulate matter as rapidly as possible to an acceptable level in all parts of the mine.There is some evidence that the long-term effects of a combination of the above pollutants are greater than those of anyone of them alone, which makes the problem even more pressing."

Western Australia has often been referred to as the fly-in, fly-out capital of the world. Fly-in, fly-out is a commonly used practice in Western Australia due to the geographic size and isolated location of the vast resource projects. In the State today, approximately half of all resource sector employees operate on a fly-in, fly-out basis, with a minority utilising drive-in, drive-out arrangements. fly-in, fly-out arrangements are generally beneficial from a sustainability perspective, delivering significant economic, social and environmental benefits to regional communities, the State and nation as a whole. Skills shortages and labour supply issues mean that the industry will be required to discover new ways of attracting and retaining employees, one of which is the adoption of fly-in, fly-out work journey arrangements. By 2015, the minerals sector in Australia will need to employ 70 000 more employees than it currently employs to achieve predicted increases in output. Of the 70 000 additional employees required, 42 000 will be required in Western Australia, almost 15 000 in Queensland and approximately 5000 in both New South Wales and South Australia. The fly-in, fly-out lifestyle as a preferred method of employment should be recognised as a valid lifestyle choice by all members of the community, offering a profound improvement in the quality of life for large numbers of employees and family members. It should be acknowledged that whilst fly-in, fly-out is a preferred option for many companies and their employees, individuals who make a choice to engage in fly-in, fly-out must balance the difficulties associated with the work û isolation and separation from family and friends û against the economic and lifestyle benefits that the work offers. This paper aims to illustrate the significant steps that the resources sector has taken to facilitate the fly-in, fly-out choice by ensuring that the commute option is a safe, attractive and manageable work journey arrangement.

At the spring meeting of the Open Pit Division of AIME's Arizona Section, I was asked a question which indicates the acceleration of technical advancement. The question was: "How does an engineer at a properly keep abreast of what is new?" The fact that some 200 Arizona AIME members were at the meeting is a testimonial to the desire of these men to do just that- keep abreast. There is a great deal of talk in academic circles about the built-in obsolescence of an engineering or scientific education, too. About 100 commencement speakers every spring are sure to admonish the graduates that education is a continuing thing. Mining engineers are a small fraternity. We keep informed by talking to one another. Talking shop is valuable but there is no substitute for reading.

Over 8,000,000 people in the United States depend on natural gas for their cooking, heating and lighting service. This service has been made possible only by the investment of large amounts of capital in transportation lines connecting the gas wells to the various communities, thus combining a hazardous mining operation with a public utility service. The effect that making these lines " common carriers" will have on the present and future service to these 8,000,000 or more people is of far reaching ethical and economic importance, and deserves careful consideration. As an introduction, it must be conceded that: 1. Natural gas, although a mineral and obtained by a mining operation—with more uncontrollable and uncertain features to cope with than exist in the mining of coal or other minerals—when served to the public becomes a public utility service. 2. The governmental power to regulate all public utilities in the interests of the public cannot be successfully disputed. 3. Mere suggestion of inconvenience to the utility is wholly irrelevant, as it cannot be considered or allowed to influence in making a defense against governmental regulation. Unfortunately it is not generally appreciated that:.. I . 1. Legislative enactments are not necessarily laws, and cannot abrogate economic laws or alter engineering facts. 2. There is a clear distinction between "common carrier7' and "public utility," although the terms are frequently confused. "A common carrier is one who undertakes for hire to transport persons or goods, or both, from place to place for all persons indifferently, the term implying indifference as to whom shall be served, and an equal readiness to serve all who apply, in the order of their application." On the other hand, property becomes a "public utility" only "when for a particular purpose the public have a right to resort to the premises and make use of them." ABSTRACT This paper details the work of RISKGATE, the largest Australian Coal Association Research Program (ACARP) occupational health and safety initiative to date. The program is an interactive online risk management system developed to maximize health and safety performance in the coal mining industry by implementing continuous improvement in managing major unwanted events. The comprehensive knowledge base covers tires, collisions, fires, isolation, strata control underground, ground control open cut, explosions, explosives, manual tasks, and slips/trips/falls. All major Australian coal mining companies contributed topic experts to this broad industry initiative: nine coal mining companies, more than 80 experts, and more than 400 days of individual time for knowledge-capture workshops.
