CITIZENSHIP is a rather abstract subject on which a great deal could be said-a subject on which a great deal is said -and still one which too many of us seldom think about and seldom work at. Too many of us engineers and business men have but a vague idea of citizenship. We think that if we go to the polls on election day and obey the laws scrupulously, with the exception of an occasional traffic violation, we are pretty good citizens and are doing our duty by our city, state, and nation. But when you think it over, that's a very passive observance of the important right of counting oneself a citizen of a country. There is nothing very positive in that attitude. There is nothing that indicates that we have sufficient interest to really go out and do a job for the -welfare of our country, forgetting any personal advantages or inconveniences that might arise. In other words, this type of voting-on-election- day, law-abiding citizenship does not keep us awake a single minute; it does not take any particular thought or require the expenditure of any time or energy.

The four operational parameters including collector dosage, frother dosage, conditioning time and pH, are the most important parameters effective on the flotation kinetic. The present study has been done at the Miduk Copper Complex in the province of Kerman. The effect of operational parameters on the flotation kinetic of copper minerals were studied and analyzed, so the optimum conditions for flotation kinetic of copper sulfide minerals were obtained. Under the obtained optimum operational conditions, the recovery of copper sulfide flotation at the 95% confidence level was estimated to be between 92.76% and 95.48% and the copper sulfide flotation kinetic constant was estimated to be between 1.40 and 1.45 min-1. Results showed that the consumption of the X231 collector (O-isopropyl-N-ethylthionocarbamate) and the A65 frother (Polypropylene glycol) could decrease up to 35% and 50% respectively while the copper sulfide recovery increases about 1 up to 2% at the laboratory scale. Reference is made to the approach to mine cooling in which the service water is used as one of the means of distributing refrigeration, and attention is drawn to various engineering disciplines or functions necessary for effective distribution and reticulation of cold water from refrigeration plant. The demand for service water is intermittent, the peak flow-rates being typically two to three times the average flowrate. The refrigeration plant, on the other hand, must preferably be operated steadily throughout the day and night, with the result that a large storage dam for cold water must be incorporated into each system in order to even out the surge in demand for water. These dams should be operated as constant-temperature, variable-volume reservoirs. The conventional cascade system involving dams on each level is not the best for sending water down mines, and schemes are described that avoid the need for such dams. Reference is made to various tests that were carried out, and to several large systems that were installed. Management and organizational problems that could arise as a result of new technological developments in mine cooling are referred to, and cost figures are quoted to indicate the large potential savings, In addition to the improved environmental conditions, that can be achieved through the use of integrated water systems.

During the last twenty years or so the chemical investigation of rocks has made great advances, and it is now generally recognized that a knowledge of the chemical composition is as essential as that of the texture or mineral composition—if not more so—for the proper classification of rocks and study of their origin and relationships. Rock-analyses have vastly increased in number and, what is of greater importance, in quality. New and improved methods permit of greater accuracy than was possible in the early days, and the list of chemical constituents frequently determined has risen from the seven or eight of the greater part of the nineteenth century, to twenty or more. Indeed, rock-analyses with determinations of so many constituents are now commonly made by the chemists of the United States and Australia, while in Germany, Great Britain, France, and Italy the rarer constituents are determined more frequently than formerly. As a consequence of this modern, accurate work, it has been discovered that some elements which were formerly supposed to be rare are of wide-spread occurrence and are often present in considerable amount. The fact is further being developed that the elements tend to show certain relations of occurrence or abundance in connection with each other. This is a fact which is applicable to the rarer elements, and which also finds a broad geological and petrological expression in the recognition of petrographic provinces. We are beginning to obtain some definite, though as yet rudimentary, knowledge of the distribution of the elements among igneous rocks. In January of 1969 the United States Department of Health, Education and Welfare, through the National Air Pollution Control Administration, published a series of Air Quality Criteria (4'S) and Control Techniques (6,7) for air pollutants in compliance with the 1967 Clean Air Act which will affect the operation of all fuel burning equipment in the very near future. The design of equipment for the future which will use fossil fuels will also be affected. The purpose of this paper is to discuss some of the modifications which might be anticipated in the future for fuel burning equipment. One class of the several air pollutants looked at first by the USDHEW was the sulfur oxides. Other pollutants, such as nitrogen oxides, will be studied and controls for these will supposedly be written in due time. The obvious use of low-sulfur fuels, coal, oil and natural gas is suggested by the Control Technique(6). Conversion to other sources of power, such as nuclear energy and hydropower, is also suggested. The statement is made that since possible hydroelectric sources are limited and nuclear plants are not yet available on a large scale, the changeover to these sources of power will not be overnight. The bulletin (6) suggests that one possible solution in some areas may be the use of low sulfur coals for short periods of time during periods of severe air pollution. A curve showing the effect of this was given in the 1969 April issue of the Power magazine, where A. E. Boyer and F. B. Kaylor of Stone and Webster also described a computer program called DOSAGE which might be used to check weather, temperature, humidity, wind direction and velocity, and sound an alarm when that 0.1% of the time per season is here that requires the use of low-sulfur fuel. The sands of Snake River, Idaho, have long been known to contain gold. They were worked by some of the first prospectors who came to Idaho, and on the banks still stand the ruins of camps abandoned for years. There are almost always prospectors searching for gold during the season of low water, and it is not an infrequent thing to find a miner of the old type actually panning the sand, or the prospect-hole which he has just left. There is more or less mystery about these miners and their methods of finding the spots where they work. They are always subjects of much speculation to the ordinary traveller. The rich discoveries are, for the best of reasons, concealed until the claims can be taken up. It is difficult to find a place where there are no prospects, but the " colors " are so very fine that they do not offer much inducement to enterprise. The California miner usually values a color at from 5 to 10 cents, often the latter; while on Snake River it would take 100 colors, or even more, to make that amount.

The large massive sulphide deposits present a formidable challenge to the economic geologist. They represent such huge concentrations of iron, sulphur, base metals and precious metals that it is difficult to conceive how they were derived from the crust or mantle of the Earth. The problem of the origin of massive sulphide deposits has generated a geological controversy which has lasted two hundred years and shows no sign of abating. The economic incentive to solve this problem is great, as the massive sulphide bodies are the moat important source of the world's zinc, lead, and silver, as well as yielding large amounts of copper and gold. Using the criteria of abundance, size, age distribution and gross value of contained metals, the predominant sub-group of the massive sulphide deposits is that which comprises the crudely conformable pyritic (or pyrrhotitic) deposits which occur in stratified volcanic and sedimentary rocks or their metamorphosed equivalents. Examples of this sub-group are: the Buchans, Bathurst, Noranda, Kidd Creek, Flin Plon and Sullivan deposits of Canada; the Mt. Isa and Broken Hill orebodies of Australia; the Cyprus, Rio Tinto, Meggen and Rammelsberg deposits of Europe; Ducktown and the United Verde in United States; and the Kuroko deposits of Japan.

To develop strategic and tactical strategies to manage seismic hazard in a safe and economic manner, it is necessary to understand the spatial and temporal distribution of mine wide seismogenic behavior. Global mine-scale numerical stress modelling provides a means to forward predict seismic susceptibility thereby facilitating informed decision making for the development and implementation of strategic and tactical risk mitigation measures. To make forward predictions of hazard susceptibility using global stress models with reasonable confidence, it is necessary to rigorously calibrate numerical stress models to the observed history of ground reaction. This paper demonstrates quantifiable methods for calibrating numerical models and developing probabilistic prediction criterion using seismic data. The appropriate applications of model inputs (including boundary conditions, constitutive models and material parameterization) specific to global mine-scale modelling are also discussed. Lastly, this paper demonstrates how the calibration process adds value not only to informed decision making, but also to the improved understanding of site geomechanical conditions; including enhanced identification of geotechnical domains and mechanical indicators required for seismic mechanism domaining.

BOLIVIA still remains among the oil countries that have proved oil acreage but no production which is being marketed. No steps have been taken during the past year to provide facilities for transport of Bolivian oil to market nor are any known to be contemplated for 1930. The only active operator to date is the Standard Oil Co. of Bolivia, subsidiary of the Standard Oil Co. of New Jersey. The potential production from completed wells is practically unchanged from the 1928 figure of 6000 bbl. daily. As far as is known, there has been only one completion during the year 1929. This is the Machareti well, which is about 50 km. north of Villa Montes along the road to Charagua. The well is reported at about 250 bbl. daily initial production. The gravity of the oil is not known but is presumed to be about 40" Bé., the average for the region. The Standard Oil Co. of Bolivia has five strings working on various parts of its concession. No new locations have been made definitely. Company Activities There was no change in the situation of American holdings in Bolivia during 1929. The oil rights of an English company, acquired under a special colonization contract with the Bolivian Government, are being negotiated in New York and may mean the entrance of another of the large American oil companies in Bolivia. The Sucre Syndicate sold its holdings to the Standard Oil Co. of Bolivia during the past year. .A local company called the "Aguila Doble" was formed during 1929 to drill a well or wells near the town of Cochabamba on structures mapped by a local geologist. It is reported that the Government is buying about one-fourth of the capital stock of this company for 500,000 Bolivianos (about $180,000). The company has not yet raised sufficieht funds to buy drilling equipment so that no operations have been started. According to the statements published in La Pas, this company has acreage on seven anticlinal structures near Cochabamba. This area lies about 8500 ft. above sea level on the eastern Hank of the Andes Moun-

Isa Limestone Quarry with an annual production capacity of 18 million metric tons is known as the largest limestone deposit in Japan located in the mountainous region about 20 mile northwest of Ube City, Yamaguchi Prefecture, Japan adjacent to Isa Cement Factory to which it belongs, and which constitutes a mainstay of Ube Industries? cement operating division. Isa Cement Factory is equipped with a N.S.P. kiln of capacity of 3 million metric tons per year, which is the largest of its type in the world. Geographically, it is situated in the south- western tip of the Mainland of Japan (Mid City, Yamaguchi Prefecture) and is bordered by the scenic Akiyoshi Karstic Plateau which is world famous for its huge stalactite grotto.

In 1967 a large kaolin deposit was discovered on the Jari River, a tributary of the Amazon, in the territory of Amapa in Brazil. The kaolin occurs in the Barreiras Series of Pliocene age and is part of the Belterra Clay. The kaolin was drilled and tested, and today a modern processing plant is producing over 150,000 tons per year of high quality paper coating clay. Some of the problems associated with the mine development, processing, personnel, and marketing of this remote kaolin deposit are discussed. The mineralogy and physical properties of the Jari kaolin deposit are also described.

The theme i wish to develop in this talk is how we might make use of the scientific and technological knowledge we now have ofextraction metallurgy to meet the present-day needs of the production industry.Before doing so, I would like to say a few words in tribute to Dr. G.K. Williams since he was a past master at precisely what I wish to talk about. I knew G.K., as everybody called him, during the time he spent at Avonmouth in the late 40's and in the 50's. Later, when he was ostensibly retired, I had the pleasure several times of lunching with him when I was visiting Melbourne.When G.K. was at Avonmouth, the Imperial Smelting Process was in that capricious adolescent stage in between the pilot plant and the full-scale commercial unit. G.K. was a great collector of process plant data which hung in cascades from the walls of his office and-from his hand-operated desk calculator. What G.K. understood very well were the basic metallurgical and engineering principles of what was going on in the sinter machine, the shaft furnace and all their ancillaries.

Brine leaching of a TSL processed zinc-plant residue (ZPR), containing 83.3% anglesite, has been investigated for lead recovery. A prior treatment of ZPR in acid solution did not show any significant effect of acid concentration in zinc dissolution. The study reveals that the solubility limits of PbCl2 is as an important factor with respect to the brine concentration and pulp density in lixiviant. The dissociated sulfate ions hinder the formation of PbCl2 on prolong leaching (above 60 min), while exhibiting the reverse solubility of lead as PbSO4. A 3-step leaching process could yield >92% leaching efficiency when the parameters were maintained as: 10% pulp density in a 250 g/L NaCl solution, 80 °C temperature, and 60 min time. This leaves the insoluble ferrite, sulfides and oxy-sulfates of zinc and lead in the final residue as revealed by the XRD characterization.

LIKE a runner catching his second wind, the mining geologist in 1944 has had some opportunity to appraise the result of three years of active and intense search for the metallic sinews of war and peace. The war period has been one of physical activity and accumulation of new data but has not so far resulted in the announcement of any profound or revolutionary theoretical concepts or techniques. Most technical publications during the year have been either descriptive or statistical. A review of accomplishments during the war years, although affording some measure of satisfaction in individual cases or regarding production of certain metals or' ores, is far from justifying any feeling of complacency regarding the growth of the profession either in fundamental knowledge or in application. During 1944 an abundant supply of all metals and minerals flowed steadily to smelters and fabricating plants. Also, during this and preceding years, adequate stock piles for war needs, in view of the improved foreign and domestic supply situation, were accumulated in many metals in such quantities that the mining industry has become concerned not with the problem of supply but with the effect these accumulated stocks, if maintained, might have on the postwar market. 1. Reserve estimates have been made for eight coal beds in Monongalia County, W. Va., but only the Pittsburgh, Sewickley, and Upper Freeport beds are important at this time. The Pittsburgh, Sewickley, Waynesburg, and Upper Freeport beds contain the largest recoverable reserves. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 short tons per acre-foot of coal in place, are estimated at 3,526 million tons as of January 1, 1954. Of this total, 3,294 mil-lion tons is in beds 28 inches and more thick. Areas in each bed except the Pittsburgh were omitted from the estimate because available data relative to the bed characteristics are too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

ALTHOUGH the committee appointed by the President of the American Iron and Steel Insti-tute, to consider the twelve-hour day work in the steel industry and report conclusions and recommenda-tions, has made a very careful and painstaking study of the facts and figures developed, it is not yet ready to make what it would designate a final report. Apparently the underlying reason for the agitation which resulted in the appointment of this committee was based on a sentiment (not created or endorsed by the workmen themselves) that 'the twelve-hour day was an unreasonable hardship upon the employees who were connected with it; that it was physically injurious to a large percentage of the employes; and that it interfered with family associations essential to the welfare of the children; that for these reasons it was, in a sense, opposed to the public interest. TWELVE-HOUR DAY NOT NECESSARILY INJURIOUS Whatever will be said against the twelve-hour day in the steel industry, investigation has convinced this committee that the same has not of itself been an injury to the employes, physically, mentally or morally. Whether or not, in the large majority of cases, twelve-hour men devote less time to their families than the employes working fewer hours is perhaps questionable. A part of the manufacturing of iron and steel is necessarily continuous. Therefore, practically, there must be two shifts of twelve hours or three shifts of eight hours. The workmen, as a rule, preferr the longer hours because it permits larger compensation per day. It is asserted with confidence that there is less phys-ical work, as a total per day, and less fatigue from the work of the twelve-hour day in the steel industry, than pertains to the large majority of the eight-hour men. This is because in the former case there are more rest periods during the twelve hours on duty.

"Concurrent with the continuing demise of many Canadian mining towns is the rise of a new method of providing remote mine sites with a workforce. This is the Long Distance Commute (LDC) which uses commuter labour and requires no permanent settlements to support the mine operation. It provides a flexible and cost effective method of operation to the industry and relieves both governments and industry of the expense of building and maintaining mining towns. However, little attention has been paid to the effect on workers or their families of the LDC work schedule whereby workers spend a fixed number of days at the site followed by a fixed number of days at home. Off-shore oil rig experience would indicate that negative social impacts may be expected. Research leading to an understanding of the problems involved seems to be indicated. One innovative suggestion has been to use already established but dying mining towns as workforce pick-up points for new LDC operations further north.BackgroundUntil recently, mine towns were considered as a necessary component of mine development. This was a natural symbiosis resulting from the need to provide workforce accommodation close to isolated mine sites. The early mine communities in Canada were often just a huddle of shacks around a head frame. Gradually mining companies began to provide housing which varied from basic duplexes and quads in grid pattern layout to professionally planned and designed towns, either model company towns or the more recent suburbs-in-the-bush, the so-called ""instant towns"" of the postWorld War II era of resource development. The improvement in accommodation reflected the need to attract a stable workforce as mine operations became more sophisticated. City amenities were expected and offered in these mine towns as a way of encouraging a permanent community of mining families. Indeed in towns like Manitouwdage, Schefferville, and others, it was not unusual to find a significant percentage of two- and three-generation families apparently providing the permanent mining communities so desired by mine operators."

The solvent extraction (SX) processes of the three pressure acid leach (PAL) nickel plants in Western Australia have been reviewed. The use of intermediate precipitation, solids/liquid separation and re-leach in the three W A nickel plants make these processes complicated and costly in capital and ?operation. The research work carried out by the SX group at the AJ Parker Cooperative Research Centre for Hydrometallurgy I CSIRO Minerals has led to the development of direct solvent extraction (DSX) processes to recover and purify nickel and cobalt from leach solutions. The simplicity of the process flowsheets and the expected savings in capital and operating costs are the major advantages of the new DSX processes over the reviewed processes. By using a new synergistic organic system in semi-continuous tests with a pilot plant leach solution (after iron precipitation) from BHP-BiIliton Stainless Steel Materials, the metal values (Ni and Co) together with zinc and copper were separated from the major impurities (Mn, Mg and Ca, together with Cl) in the first SX circuit. The co-extracted manganese, magnesium and' calcium were easily scrubbed out. After stripping, the metal values (Ni and Co) together with zinc and copper were concentrated, resulting in a much smaller second SX circuit and equipment in the down stream processes. The extraction and stripping kinetics of the metals with the new synergistic organic solution were very fast. The extraction and stripping almost reached steady state within 0.5 minutes. Semi-continuous test work with a synthetic leach solution, a cobalt pilot plant leach solution from Peko Rehabilitation Project Pty Ltd and a synthetic solution to simulate a concentrated laterite leach solution from BHP-Billiton Stainless Steel Materials showed that manganese, calcium, copper and zinc can be effectively and efficiently separated from nickel, cobalt and magnesium by extraction, scrubbing and stripping. This led to the development of another DSX process using D2EHPA to recover nickel and cobalt from leach solutions.
