Before entering into a discussion of wet washing, it will be advisable to consider the various phases and conditions sur- rounding the problem of cleaning coal from the Corbin mines. Corbin is located in the south-east part of British Columbia in the Crowsnest Pass district, about 35 miles north of the International boundary and about three miles west of the Flat-head Range of the Rocky Mountains. It is reached by a rail-way, about thirteen miles long, from McGillivray, B.C., a point on the Crowsnest branch of the Canadian Pacific rail-way, owned and operated by the Eastern British Columbia Railway Company, a subsidiary company of Corbin Coals, Limited. The coal is assumed to occur here, as principally elsewhere in the Rockies, in the Kootenai series of the Lower Cretaceous, but owing to the disturbed condition of the surrounding country and, therefore, the magnitude of the geological study involved, this has never been definitely worked out. The coal is of the usual Crowsnest high-grade steam-coal, containing from 9 to 12 per cent. of ash, but appears to have 4 to 5 per cent. less volatile combustible matter than other coals being mined in this district, a representative analysis being about as follows:

"INTRODUCTION While the United States coal mining uses prescriptive regulation under the Title 30 Code of Federal Regulation enforced by the Mine Safety and Health Administration (MSHA), Australia uses a risk based approach. Australian regulation is individual to each state. In Queensland, Australia this risk based approach to address principal hazards is underwritten by the Queensland Coal Mining Safety and Health Act of 1999 and the Coal Mining Safety and Health Regulation of 2001. Each Queensland Mine is required to have an overarching Health Safety and Environment Management System, of which Safety Management Plans are an element. “Safety Management plans (SMP’s) are intended to formalise the process by which mines address principal hazards and other related matters to ensure the safety of mine personnel.”7 THE QUEENSLAND CONTEXT In Queensland, the basic elements of a coal mine’s safety and health management system must provide for risk identification and assessment, hazard analysis, hazard management and control, and the reporting and recording of relevant safety and health information and data.5 (Part 2 Division 1 Section 6(a-d)) The initial guidance for writing Safety Management Plans comes from the Approved Standard for Mine Safety Management Plans and Guidance Note QGN09- Reviewing the Effectiveness of Safety and Health Management Systems. The Guidance Note and Approved Standard are supplemental to the Act and Regulation, and put in place to provide more clarity around the topic. The definitions in this section come from the Approved Standard and are included to provide context for those who may not be familiar with Australian or Queensland law and regulation. A hazard is defined as a source of potential harm or a situation with a potential to cause loss, while a principal hazard is a hazard with a potential to cause multiple fatalities. A risk is the chance of something happening that will have an impact upon objectives which is measured in terms of consequences and likelihoods. It is important to be able to make the distinction between a hazard and a risk. For instance, a lion is a hazard, while the risk associated with a lion is getting eaten. As defined by the Queensland Approved Standard for Mine Safety Management Plans, a Safety Management Plan (SMP) requires a systematic definition of all the actions necessary to ensure that mining operations are carried out safely. A SMP includes, but is not limited to organisational structures, planning, activities, responsibilities, practices, risk identification, audits and reviews.7 The goal of a SMP management plans is to mitigate the risks to bring them to an As Low As Reasonably Achievable (ALARA) level."

Recycling has become an important part of the lithium-ion battery (LIB) life cycle due to the growing demand for energy storage in applications like electric vehicles and renewable energy. Recycling spent LIBs provides a secondary source for strategically scarce metals, like lithium and cobalt, helping to reduce the environmental impact of LIBs. Organic acids have been proven to be effective lixiviants with the benefit of reduced environmental impacts, amongst which citric acid has shown to exhibit similar extraction performance when compared to mineral acids. Leaching LCO and NMC batteries with 1.5M citric acid and 2 vol.% H2O2 at 95°C, 20 g/L for 20 minutes achieved 93% Al, 90% Co, 96% Li, 94% Mn and 94% Ni dissolution. The strong chelating property of citric acid affects the separation of the metals, providing unique extraction opportunities. The first extraction uses 12 vol.% D2EHPA at a pH of 2.5 and O/A ratio of 2 to separate 96.4% Mn and 100% Al from the PLS in two counter-current stages. Stripping the loaded organic with 1.25M citric acid at an A/O ratio of 3 allows for up to 91% stripping of the manganese in a single stage. The second extraction then separates 96.5% Li from the PLS in three counter-current stages using 20 vol.% D2EHPA at a pH 5.5 and O/A ratio of 5. DUE to its location in the Atacama Desert, one of the most barren of the earth's surfaces, Chuquicamata's water supply presents unusual problems. Yearly rain-fall averages less than one tenth of an inch at the plant. However, there are summer showers above 12,000 ft in the Cordillera to the east, the resulting run-off flowing through old river valleys buried beneath more recent volcanic formations, to be impounded within sediment-filled basins. This water emerges at springs where the outlets of these basins are blocked by lava flows, and here are formed the small streams which feed the only important river of the region, the Rio Loa. Chuquicamata's water is obtained from these springs and rivulets. [ ] The map above indicates four pipe lines from which potable and industrial water are supplied. Potable water, amounting to 4500 metric tons per day, is conveyed in the Toconce pipe line from springs 59 miles due east of Chuquicamata. This water is used not only for drinking, but also for boilers and other needs requiring high quality. For industrial water at the oxide plant, there are two 12-in. pipe lines from the Rio San Pedro, carrying a total of 17,000 metric tons per day of slightly brackish water. This water is at present used mainly for leaching and for hygienic purposes. Water Source Found For the present and future needs of the sulphide plant, it was calculated that at least 32,000 metric tons per day of make-up water would be required. For this purpose, a pipe line of 44 miles length was constructed to bring in the entire flow of the Arroyo Salado, one of the eastern tributaries of the Loa. The salt content of this water is so high (over 5000 parts per million of solubles, mostly chlorides) that it is highly detrimental to farming, and the Chilean Government had been studying projects to separate these waters from others of the Loa system in order to improve agricultural conditions in the fertile valley of Calama. So it happened that the Government was willing to award rights to the Arroyo Salado waters under agreement whereby the Mining Company removes waters from the Rio Loa system above Calama for all time. The outlet of these waters, after serving their purpose at the new concentrator and leaving the plant in tailing, is the Salar de Talabre, an old salt lake which presents fully ten square miles of surface to serve as an evaporating pan, the outlets having now been blocked by dams. Here the dry climate of Chuquicamata is a favourable factor, evaporation averaging slightly above 1/4 in. per day. The Toconce and San Pedro pipe lines have been functioning from 26 to 34 years, and through the use of special cleaning tools which were developed at the plant, as well as deaeration of the more active Toconce water, these pipes are now maintained at capacities which do not diminish as years go on. Constructing the Dam The Arroyo Salado pipe line design and construction involved certain special and interesting features, and inasmuch as this line and its intake works are solely for the needs of the new sulphide plant, more detailed description is given. The waters are impounded at a gravity dam constructed of concrete to a height of 100 ft above the river bed, keyed into the precipitous Dacite walls of the narrow canyon (barely 6-ft wide at the bottom, only 25-ft width at 50 ft above). A small secondary dam was built 100 ft down stream from the main dam, providing a pool of 15-ft depth to protect the main structure from flood flows over the spill-way during the rainy season. A system of four 36-in. syphons was designed for discharging these flood waters from the lower depths of the lake, in order to avoid eventual sedimentation behind the dam. The lake has a length of 3300 ft, and its water level is controlled by an adjustable spillway permitting draw-down of eighty inches, amounting to 41,000 metric tons of available capacity. This regulation is necessary because of wide fluctuations in stream flow between day and night due to freezing of feeders. TEACHING engineering students how to write and speak effectively -is one of the greatest problems facing the technical schools today. No phase of engineering education has received more criticism, and rightly so, for the criticism is justified. Year after year we continue to graduate men that are indifferent to the use of a tool they will need every day of their lives. Our young engineers cannot write a clear, concise report, and their business letters are a disgrace to the profession that takes pride in precision. The problem is not new. The remark ascribed to Sir James Barrie, that "The man of science appears to be the only man who has something to say, just now-and the only man who does not know how to say it" is as uncomfortably true today as it was thirty years ago. The records of meetings of engineering educators and the transactions of the engineering societies show that the inability of the engineer to communicate his ideas has been discussed for years. Engineering educators, prodded by industry, have recognized that the problem exists, but they have not solved it. Instead they continue to expose the student to composition and rhetoric, hustle him through English and American literature, and then blame his high school because he does not know enough English grammar to write a clear sentence. We must face the fact that the graduate is not going to reflect on the high school, but on his college. If the high school has shirked the job, the responsibility for correction rests on the faculty of the professional school.

In 1997, the Zinifex Hobart Smelter ceased ocean disposal of jarosite and the flowsheet was converted to reject iron as paragoethite. This paper describes the evolution of the flowsheet since the changeover and considers future flowsheet developments. The major change to the flowsheet has been an increase in the silica content of the calcine resulting from treating increasing levels of Century concentrate. The high silica levels impacted on the paragoethite precipitation stage, causing a deterioration in the settling and filtration characteristics of the paragoethite and an increase in the contained zinc level. The implementation of a two stage neutral leach step has enabled the flowsheet to cope with the higher input silica levels. Future developments include an understanding of the form of the zinc in the paragoethite and options to lower the zinc level to improve the overall zinc recovery.

As lithium-ion batteries (LIBs) become more prevalent in the mining industry, new hazards of battery fire and explosion are emerging. Efforts must be taken to ensure that workers are safe from these new hazards, such as batteries undergoing thermal runaway in underground areas that may have explosive methane-air mixtures. Researchers at the National Institute for Occupational Safety and Health (NIOSH) investigated overpressures generated within a sealed battery enclosure filled with an explosive methane-air mixture and a single cell lithium-ion battery driven into thermal runaway using an accelerating rate calorimeter (ARC). For both iron phosphate (LFP) and nickel manganese cobalt (NMC) lithium-ion cells, the explosion overpressures remained unchanged with varying percentages of methane concentration in the atmosphere surrounding the cell. It’s likely that the gases released from the battery undergoing thermal runaway caused an inert atmosphere within the sealed canister. The results from this study will help mining equipment manufacturers develop proper measures to keep miners safe while working with lithium-ion batteries in underground gassy mines

FEW mining engineers-noted as the profession is for migratory predilections.--can point to as varied a record as Scott Turner, director of the U. S. Bureau of Mines and newly elected vice-president of the Institute. His record as printed shows that from the time of his graduation from the Michigan College of Mines in 1904 until he went to the Bureau in 1925, he worked for 21 different companies. Geographically the record is no less imposing, although one reason for this is the fact that he was field engineer for several exploration companies. Virtually every important mining state in the Union is represented in addition to Canada, Alaska, Panama, and several countries each in South America and Europe. In addition to all of the common metals he has mined tin and coal. He opened and operated for five years a group of coal mines in 73" 13' S. Lat., on the Island of Spitzbergen. This was 825 miles north of the Arctic Circle on No Man's Land, where Mr. Turner claimed and maintained pos- session under the American flag of an area of 600 square miles. Incidentally, he was a survivor of the ill-fated Lusitania, sunk by a submarine in May, 1915.

In 1987, the U.S. Bureau of Mines began a study of the 4.0 million acre Toiyabe National Forest located in eastern California and western Nevada. This report is a compilation of published, company, and field data for part of the Paradise Range, Nevada. The information is intended to aid the U.S. Forest Service in their long range management of minerals and augment the USBM data base. The Paradise Range study area, located 60 air mi northwest of Tonopah, NV, encompasses about 100,000 acres of which approximately 71,000 are administered by the USFS. The area is in the Basin and Range Province and consists of an east tilted block of sedimentary, metamorphic, and volcanic rocks which have been intruded by granitic rocks. Three major mining districts, the Ellsworth, Gabbs, and Fairplay are in, or extend into the study area. The earliest recorded mining activity occurred in the Ellsworth district in the early 1860's. Commodities produced from the study area include gold, silver, copper, lead, zinc, mercury, tungsten, iron ore, magnesite, and brucite. The Phelps Stokes Iron mine has produced about 1.1 million tons of iron ore, the Baxter-Hancock mine has produced over 10,000 stu WO3, and the Gabbs Brucite-Magnesite mine has produced millions of tons of brucite and magnesite. Numerous other mines have produced, but quantities are relatively small. According to company information the Gabbs mine, currently producing, has brucite-magnesite reserves that will last at least 50 years at current mining rates. One hundred thirty one million tons of identified copper-molybdenum resources exist at the B.C. Springs prospect according to company information, but molybdic oxide (Mo03) prices would need to double or triple from the current $3.00-3.10 per lb before mining of the deposit would be economical. Most company exploration activity in the study area is now focussed on precious metals. Active, or recently active mining claims appear to cover more than one-half of the 100,000 acres studied.

"Real-time, on belt analysis of minerals is becoming increasingly important and critical in modern operations, especially in the mine-to-mill. Prompt gamma neutron activation analysis has long been utilised for real-time elemental analysis in bulk materials, with Scantech's GEOSCAN being the instrument of choice in the minerals sector. Working in the minerals space for 15 years, the GEOSCAN has been successfully implemented in a wide range of minerals applications including iron, copper, lead-zinc, manganese, phosphate and more, and it caters for the very high demands and increasing requirements of a contemporary processing facility. An area of focus has been on increasing the analysis frequency to allow for rapid analysis results with the same high degree of accuracy typically expected of the GEOSCAN. This paper discusses the underlying research and technology that has enabled such rapid analysis and presents a range of examples using a thorough statistical approach on real production material, demonstrating achievable accuracy over a short analysis time, and dispelling common myths about the speed of the technique. THE support of roof in mines is dependent largely on the character of the top rock and its occurrence. The formations overlying the orebed in the Birmingham district are sandstone and slate. The sandstone occurs in beds of sufficient thickness to constitute important elements in the system of support; the slate is relatively strong but is thinly stratified. The alternating beds of sandstone and slate furnish an excellent combination in that the former are strong and the latter are impervious; however, their continuity is broken by jointing or slip planes. The thickness, and consequent weight of the overlying formations, is important in so far as the size and arrangement of pillars are concerned but may be relatively unimportant, temporarily at least, as a factor in the support of the roof. The position of the respective beds of sandstone and slate, their relative thickness, and their inherent weakness because of the occurrence of faults and folds, may exert a predominating influence on their support in place, which is affected only in part by the weight of the cover. The only mine in this district that operates under a cover of approximately 2000 ft. (1900 ft.) is the Shannon so-called "twin slope," situated 14,000 ft. southeast of the portal of the No. 7 mine of the Tennessee Coal, Iron, & Railroad Co. The conditions in this mine indicate what may be expected in other mines when the same depth is attained; in fact the effect of pressure is shown in several mines that have not reached two-thirds of that depth. It is evident then that conditions affecting the support of roof will not improve but rather will become more difficult with the extension of the mines into the valley under a constantly increasing weight of cover. Further, the difficulties will probably be augmented by the occurrence of faults and other disturbed ground, the presence and position of which at present are largely unknown.

EDWIN W. KEMMERER, professor of international finance at Princeton, in a speech before a banking conference at Urbana, Ill., on Nov. 26, stated that the increase in the store of gold held by the United States is not so alarming as it appears on the surface. Excerpts from his address, as reported by The New York Times, follow: "It is significant . . . that the value of gold as expressed in its purchasing power in the United States during the last half-dozen years has been higher than at any other equivalent period since our records began 140 years ago. Our so-called 59-cent dollar today buys about 25 per cent more goods at wholesale than did our old dollar in the prosperous year 1926, and an ounce of gold will now buy considerably more than twice what it did then. This present high value of gold is one reason for its recent large production.

In some respects, forward combustion (alias: fie-flooding, underground combustion, in-situ combustion, dry combustion) is an efficient oil recovery method. For example, its displacement efficiency (as much as 95 percent in reservoirs with high porosity and high oil saturation) is good. In its use of heat, however, forward combustion is grossly inefficient. Most of the heat generated during forward combustion is wasted. About one-fifth of the heat is picked up by the incoming air and re-used (regenerated); the remainder is left behind the combustion zone and ultimately is lost. Compressed air is expensive, and heat generated from compressed air via underground combustion is too valuable to be thrown away. Improvement is needed. Since the early 1950's, improvements in forward combustion by addition of water injection have been discussed, particularly in the patent literature, with increasing frequency.'-'' These concepts are based on the fact that relatively inexpensive water can be used to pick up much of the heat that is ordinarily wasted during forward combustion, and transport it forward to a more useful place, thereby reducing the amount of air required to move a heat front through the reservoir. Several approaches have been proposed. Merriam and Squires1 taught that a combustible (fuel) gas should be injected along with the air and water. This, however, would give at least a tendency toward reverse combustion instead of forward combustion, and would reduce the velocity of the heat bank, defeating the primary purpose of the water injection. Pelzer2 described primarily a batchwise method of forward combustion and water flooding. He advocated burning part way through a reservoir with forward combustion, then switching from air to water injection alone to push the heat toward the producing wells. Though possible, this method has serious disadvantages, the major one being that, by the time water injection is started, much of the heat has been irretrievably lost to the overlying and underlying formations. We have described what is considered a practical Combination Of Forward Combustion And Water-flooding (COFCAW).3,4 Air and water are injected simultaneously (or alternately) after a small heat bank has been formed by forward combustion. Some of the injected fluid fills up the region behind the heat bank; the rest enters the heat bank. Upon encountering heated rock, the water is converted into steam, which then flows ahead of the combustion zone and displaces much of the oil in place. Only enough air is injected to provide heat for vaporization of the water and to compensate for reservoir heat losses. Since the size of the heat bank is minimized, heat losses also are minimized. Because of more efficient oil displacement ahead of the combustion zone, fuel consumption is reduced. The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

The operation of a series wash thickener-two stage filtration circuit determines the soluble loss in many hydrometallurgical operations A study of this circuit yielded expressions which permit calculation of soluble loss for almost any condition of operation. The soluble loss over a range of the circuit variables is presented to illustrate and evaluate circuit performance, The interrelation of factors affecting filter performance and some of the wash circuit, variables are quantatively described. Filter wash, which is governed by wash zone size, filter pulp level and filter feed pulp density, has the greatest affect on soluble loss. Excepting clothing blinding and flocculation the factors which decrease filter capacity also decrease soluble loss. Repulping with water, under some circumstances, can bean important means of soluble loss reduction. Water for primary filter wash, leach pulp density repulp density and wash thickener underflow density have little effect on soluble loss. The dilution of both o the filter pulps with wash solutions is suggested as a means of reducing soluble loss, and at the same, time, controlling the performance of the filters. Blowback and filter cloth blinding seriously increase soluble loss.

The development of computerised mine planning has been hindered by the cost of processing the large data bases associated with mineral deposits and the inherent inconvenience of performing an interactive process on a time-shared computer. A dedicated computer is ideally suited for the purpose but reasonably priced micro/mini-computers have not had the capacity to store the volume of data or the processing capability required. Hardware development has cleared the way for the development of truly interactive mine planning software, covering the complete range of activities associated with mine planning, from geological assessment to short-term scheduling of operations, incorporating them into a single system using a common database. The integrated system, comprising software and dedicated hardware, adds previously unattainable speed, flexibility and clarity to the planning process because it has been tailored exclusively for that purpose.

INTRODUCTION Generations of tunneling engineers had to fight not only against bursting rock and squeezing ground but also against the destroying power of water. Intrusion of groundwater into the tunnel opening affects the stability of the tunnel support system, reduces the safety of the traffic inside the tunnel, induces corrosion of installed equipment, and provides for creeping currents at electric facilities. Aware of these problems, engineers of the Washington Metropolitan Area Transit Authority and their consultants opened the way for a new approach in sealing a tunnel. It was made possible by accepting a new method of tunnel construction scarcely applied in the U.S. before. This new technique, the New Austrian Tunneling Method (NATM), provided the basis for the successful installation of a PVC-membrane between two separated shells of tunnel lining, and the carefully directed drainage of groundwater. Beside of the economic benefits already attained by applying the NATM for tunnel construction, the Authority now saves millions of dollars otherwise necessary to maintain the tunnel during its lifetime (Garrett, 1986; Setzer, 1986). But there is a large number of leaking tunnels built according to conventional methods, some of them facing severe problems jeopardizing the safe utilization of these structures. Recently developed methods indicate that even those tunnels can be rehabilitated without extensive costs by draining and sealing them afterwards. A road tunnel in the Austrian Alps provides the scene for a major attempt to convert one of those leaking tunnels into a dry structure.
