The aim of this paper is to highlight the social aspects involved in the preparation of environmental impact studies (E.I.S.'s) for mining developments. In particular, the paper will reveal that the social information provided in such E.I.S.'s can achieve much more than simply satisfying government requirements. Such information can form the basis of a strategy to deal with the settlement of a mine workforce in either an existing or newly developed community. A strategy of this type can go a long way towards avoiding many of the social problems and related industrial disputes often created in such circumstances. It will also be of significant benefit to the mining company in negotiating its infrastructure package with the local authority.

Silica flotation with amine salts has been a commercial process for years in certain non-sulfide mineral systems. Phosphate rock and feldspar deposits are notable examples. Generally, the quartz is clean and coarse. Primary amines and imidazolines are used, usually in a mole weight range 250-300, ad often fairly impure grades of collectors are satisfactory. As the production of magnetic iron concentrates grew in Michigan, Minnesota, Canada and in foreign locations, the iron mining companies began to explore amine flotation of silica to improve these concentrates. Many of the mining companies, as well as reagent suppliers, government laboratories and university research teams, had already studied amine collectors for silica, but the application to magnetic iron concentrates presented a real commercial opportunity to apply the art. Amine flotation of silica has been accomplished by simple addition of a flotation cell, and possibly a regrind mill, at the end of the magnetic concentration process. The flotation system gave the mill operator a flexible method to control final grade caused by ore variations in the feed. It increased iron content with lower silica, which resulted in lower freight costs per unit Fe and better pellets for blast furnace use.

As ore grades of existing and new ore deposits continue to decrease there is ever increasing pressure to decrease operating costs to maintain profitabitabitiy at existing mine sites and for new projects. The accepted solution to this dilemma in most cases is to increase treatment rate, leading to a coarser grind, at the expense of marginal decreases in recovery. The recovery loss is usually associated with losses of liberated and composite coarse material. This paper will review the practice of coarse particle flotation, including the reagent chemistry, cell hydrodynamics, froth stability, entrainment and flotation cell design, all parameters important to the recovery of coarse liberated and composite particles. This will provide a better understanding of opportunities to improve the recovery of coarse particles. Some examples will be provided.

The conducting of risk reviews is an essential activity in ensuring safe operating conditions, both during project design phases and for existing facilities. The following paper presents a structured approach to the conducting of risk reviews for existing operations, including descriptions of supporting documentation and guidelines for on-site review activities. The conducting of regular site risk reviews and safety audits is crucial in ensuring the continued safe operation of existing facilities, particularly in the copper industry where numerous processes and unit operations can present catastrophic risks, both in terms of loss of life and financial liability. The structured approach presented aims to provide a logical and comprehensive analysis of risks to align safety-related facilities and procedures with current industry best practice and ensure consistency across multiple client operations. INTRODUCTION The production of copper, whether by pyrometallurgical or hydrometallurgical process routes, carries significant inherent safety risks. Production volumes are relatively large, often requiring complex processing routes, multiple production trains and a variety of supporting ancillary facilities. Furthermore, considering the relatively large size of ore reserves, copper production plants can have operational lives well beyond the typical design duration of 20 years. In this context, the conducting of regular risk reviews is essential in ensuring safe operating conditions and aligning facilities with current industry best practices. Risk reviews and safety audits can take various forms and have various areas of focus. The methodologies and approaches described below relate specifically to catastrophic risks, defined broadly as risks that carry the potential for multiple fatalities and significant financial losses. Focus is given to existing facilities and does not consider the risk-related activities such as hazard and operability (HAZOP) studies conducted during plant design. The structured approach presented aims to provide a guide for effective site- based audits and a logical analysis of risks identified. RISK CLASSIFICATION Table 1 provides a typical summary of the classification of risk types and the associated consequence categories and descriptions. It illustrates the descriptions of a catastrophic risk in terms of the broad categories of Health & Safety, Environment, Financial, Image & Reputation and Legal & Compliance. In terms of the Financial category, numeric costs ranges are often prescribed depending on the financial characteristics of the specific operation and the associated parent company.

IN extension of a suggestion already made to account for certain features observed in the Juneau gold-belt in southeastern Alaska,' it is the object of the present paper to indicate in detail certain conditions in which deformation of rocks under their own weight might lead to the production of fractures in which veins could be deposited. A direct, uniformly-distributed pressure of sufficient intensity applied to an elastic brittle mass offering strong resistance to deformation produces rupture. In a material of ideal properties the surfaces of rupture under such pressure would be shearing planes inclined at 45° to the line of force, unless there be preliminary deformation, in which case this angle would be greater than 45°. This general conclusion, resting upon ana¬lytical mechanics, is completely supported by the results obtained by Daubrée in experiments upon the deformation of wax and resin prisms under compression. Let us then first con¬sider one of Daubrée's diagrams. In the case illustrated in Fig. 1, four sets of fractures in two appproximately right-angled pairs (that is to say, in conjugate sets) were produced by end-wise compression of the square cross-sectioned prisms. These fractures cut the axis of compression at approximately equal angles, not varying greatly from 45°. The location of the four sets of fractures is obviously determined by the shape of the prism, since the material in each corner acts in a way as a buttress, permitting the bulging to take place most readily on the sides. The Bureau of Mines studied the effects of air oxidation on the recovery of float coal. Both batch-and continuous-type tests were made on six bituminous coals, representing the range in rank of coals now commercially used for carbonization, and on one anthracite coal. The effects on flotation recovery of oxidation at 1000 C for periods up to 50 days were investigated using an alcohol-type frother and a kerosine-pine oil reagent. Two series of release analysis tests were made, using one medium-volatile bituminous coal. Float coal recovery was adversely affected by oxidation in all tests where the alcohol-type frother was used. Conversely, a small degree of oxidation improved recovery with kerosine-pine oil frother for some of the coals in continuous tests. Prolonged oxidation (beyond about 14 days) adversely affected float coal recovery for all coals, the effect being more pronounced for batch-type tests and for tests using alcohol-type frother. Reagent selectivity for the rejection of both ash forming and sulfur bearing minerals was reduced by oxidation. Severe reduction of reagent selectivity required only about 3 days' oxidation for alcohol-type frother but more than 10 days' oxidation when the kerosene-pine oil reagent was used.

Several years ago it was decided that ASARCO was in need of a good mine scheduling program to complete the computerized open pit mine planning package that was being used on new prospects and operating properties. A trial and error approach was being used to schedule a mine on a year by year basis, but this was time-consuming and far from offering an optimum solution l. Due to the magnitude of time and expertise required to develop such a sophisticated computer program, it was decided to search outside of the company for one already developed and available for purchase, This proved fruitless and therefore proposals were requested from consulting firms that had the expertise to develop such a program. Out of the five firms that submitted proposals, the one chosen was Systems Control, Inc., (S.C.I.) of Palo Alto, California. S.C.I. was selected because it was felt that they offered the greatest capability in the mathematical solution of complex problems. But due to their lack of mining expertise, a cooperative venture was developed whereby ASARCO would supply this mining knowledge. The selection of this vendor, the formulation of the contract and specifications, and the development of the computer program required about 3 years to accomplish.

Today, a typical blaster is likely to wear many hats, including, but not limited to, supervisor, risk manager, safety coordinator, explosives engineer, communicator, as well as professional decision maker. Simply put, a blaster in the new millennium is an all encompassing blast site manager. As you know, accidents on the blast site can range from blast crew injuries to blasting incidents resulting from vibration, flyrock, misfires, etc. Not surprising, the incidents can quite often be traced back to direct preventable human action on the blast site. They can, however, frequently be avoided, if responsibly identified early and managed properly by an efficient blast site manager. Your company cannot afford to simply employ blasters; good blast site managers are necessary to produce the safest results possible.

Since 1975, about a dozen high capacity flotation plants have been installed in the Ruhr district. Depending on the size of the preparation plants, the design capacity of the flotation section is between 100 - 150 t/h. The flotation units generally comprise rougher and cleaner stages in which 5 to 6 or 4 to 5 agitators respectively are arranged in line. The unit volume allocated to each agitator is up to 16 m3. The type of flotation machines, the design of these plants and their instrumen¬tation and control equipment are described in detail. The run of mine coal in the Ruhr district is characterized by a wide variety of the volatile matter. Generally, a distinction must be made between coals with more than 30 - 35% V.M., which are preferably used in power station, and coal with lower V.M. content, which are preferably used as coke-oven feed. The difference between these coals in respect to grain-size distribution, ash cotent and flotation properties will also be described in detail.

Queensland?s underground coal industry, as a whole, has arguably the best gas monitoring systems in the world. Each mine utilizes real time, tube bundle and onsite ultra fast gas chromatograph systems. Queensland?s mining legislation has specific requirements for mine gas monitoring but there is no requirement for all three techniques. Industry has however identified the need for all three and adopted this as a standard, resulting in over sixty thousand gas results collected each day. Automated monitoring systems are programmed to alarm for gas concentrations, gas ratios and explosibility. These alarms are then used to initiate predetermined actions to take control of the situation and prevent the compromise of safety to workers and the loss of resources. Dedicated software packages have been developed to assist in the interpretation of the large volume of results generated. The real time systems are used for real time warning, essential for incidents such as belt fires. Tube bundle systems suit long term trending used for identification of the onset of spontaneous combustion or for the determination of explosibility during the routine sealing of worked areas. Gas chromatograph analysis is used to provide a complete analysis and provides results for hydrogen and ethylene, key gases used in the assessment of spontaneous combustion. It is also crucial during significant spontaneous combustion events and coal fires to use gas chromatography to determine the explosibility status of the underground atmosphere otherwise the severity of the situation is likely to be under estimated. This paper outlines the need for all three techniques for assessing the underground status and outlines advantages and disadvantages of each.

WHEN starting a series of experiments on the use of powdered coal in lead blast furnaces to replace coke, I realized that in copper smelting the problem is simpler because the sulfur recovers the copper in the form of matte. In lead smelting there are greater difficulties because a reducing atmosphere must be maintained in the active, zone corresponding to each tuyere in order to get the best recovery of lead. Therefore, the feed of powdered coal must be quite regular, uniform and under control. The molten products issuing from the taphole are the resultant of the work of all the tuyeres and it can readily be con-ceived that one part of the furnace may be forming slag with a higher lead content than the slag formed in other parts of the furnace. At first, we used only one tuyere situated on the back of the furnace. This was for the purpose of getting all of our regulations under the regular operating conditions. We tried every known system of feed and found they were not dependable and our present system was finally worked out, and so far as we know, is the only working system that will give uniformly good saving in lead blast furnaces. We placed a Bristol self-recording thermometer on the feed floor. This gives a 24-hr. continuous record of the temperature of the gases leaving the furnace. We put a self-recording gage on the "15-lb." air used in the injector. A second recording Bristol gage was put on the low-pressure air (40 oz.). I realized that it was necessary that we should know the exact weight of coal going into each tuyere and that it should 'be under observation at all times. L. W. Kirk was assigned to the problem and developed the open sight feed and the distributor, so that we now have the coal being fed into each tuyere in sight of the men in charge. We have an apothecary's balance beside the furnace, and the operator takes the pan and inserts it under the stream of falling powdered coal for one minute, and places the pan on the scale, the other scale pan having weights indicating the desired amount to be fed to each tuyere per minute.

Spiral concentrators are widely used in the coal industry treating fine (-1mm) coal. Their application was a limitation to the product quality until the introduction of low-cut spirals which allow a lower quality ash product to be produced, thus expanding the market. The Exxaro Grootegeluk 1 (GG1) plant has a two-stage traditional rougher-cleaner spiral circuit using conventional SX4 spirals to produce semi-soft coking coal product at 12.5% ash by mass. The overall plant product is 10.3% ash meaning that the coarser sized coal dense medium separation circuits must compensate. A low density cut-point spiral targetting 10.3% ash would thus be beneficial to the overall complex. The spirals were tested in the two-stage plant environment and in a pilot plant. This paper discusses the findings and compares a two stage four-turn low density cut and conventional spiral. The two spiral technologies were unable to sustain a 10.3% ash product. Pilot test work was also conducted on GG1 coal, demonstrating that an eight-turn low density cut-point spiral achieves the targetted 10.3% ash under controlled conditions. Mex., is one of a sories being prepared by the Mining Branch of the Bureau of Minos. on mining method a and practicos in, various mining districts of the United States. The mine shafts and. surface plant or International Minerals & Chemical Corp. are situated. in. sec.. 12, T. 22 S., R. 29 E., N. M. P. M., about 26-1/2 miles by paved highway east of the city of Carlsbad (figs. 1, 2, and 3). A spur line of the Atchison, Topeka & Santa Fe Railroad connects the mine with the Clovia-Pecos branch of the same road near Loving, a few miles south of Carlsbad. This spur also serves the refinery of United Staics Potash Co. This report gives. the history and describes the geology of the district. Methods of prospecting, exploration, sampling, and estimation of tonnage and values are explained; development and mining methods are discussed in con- siderable detail; transportation, ventilation and drainage are outlined; safety measures are noted; and the wage scale and organization are mentioned.

This paper describes the laboratory study which permitted an exploration of high grinding ball consumption in the secondary open circuit wet grinding mills at the Sidbec-Normines plant, Port Cartier, Québec. Corrosion undoubtedly exists but is of minor importance. Abrasion resulting from the physical nature of the company's iron concentrate is the main reason for the high ball wear. It was found that at least 30% reduction in ball consumption is possible by decreasing attrition grinding through the use of lifters in the mill. At the industrial level this would entail more lifters and/or higher lifters in the mill linings.

Drilling at Ipswich during the last twelve years by the Queensland Department of Mines has proved large quantities of reserves which have assured the security of the field for many years to come. This is perhaps the greatest contribution to the development of the field since its discovery in 1827.The drilling campaign commenced in 1950 and by the end of 1961 comprised 242 holes totalling 180,220 ft.Intersections of formations and seams, accompanied by detailed surface mapping, led to more precise knowledge of the geology of the field than was previously possible, and clarified many problems of correlation. Productive formations are part of the Middle Triassic Ipswich Coal Measures, a 4,300 ft sequence of fresh-water sediments with some interbedded volcanics. They are overlain by the Upper Triassic Bundamba Group and the Lower Tertiary Booval Group.Reserves disclosed by drilling amount to 171,487,000 tons, comprising 109,407,000 tons "measured" and 62,080,000 tons "indicated". The security of these reserves encouraged many collieries to instal modern efficient mining machinery and washing plants.The climax of recent development of the resources of the field will be the commissioning in 1966 of a £33 million 360 MW power station in the Swanbank district which will consume 14 million tons of coal during its 30 year life and will have a peak demand of some 20,000 tons per week.Drilling is continuing and is expected to prove additional reserves which will justify further development of the field.INTRODUCTIONUntil 1949 there had been no concerted effort to test systematically the resources of the whole Ipswich field. Fifty two known holes totalling 30,500 ft had been drilled, eight of them by the Department of Mines, but because of poor core recovery and inadequate records most of them were of little use in a comprehensive assessment.Development of the field was being retarded by uncertainty regarding reserves and by the general state of the coal mining industry. In Exxon's Los Bronces Expansion Project in Chile, a stochastic simulation is performed to resolve the complex decision problem of matching the mine to mill system capacities from both technical and economic standpoints. The unique combination of weather conditions at the mine and the 30-km belt conveyor network for ore transport to the mill necessitates this analysis in the planning phase to optimize the design capacity of the sys tem. Appropriate statistical distributions of major equipment performance, snow storm duration, power outage, etc, ate developed from actual mine local records and manufacturers specifications. The interactions of operational constraints including ore storage capacities, number and sizes of individual equipment, ore variations, and mine and mill production rates are studied more realistically than in a traditional planning approach. Details of the computer modeling and typical results of simulation studies are discussed.

Use of two-way radio communication at the Santa Rita open pit of the Kennecott Copper Corp. has furnished a satisfactory answer to the problem of communications for an operation covering an extended area. Coordination of operations has resulted, with little loss of time in making changes during the shift. Repairs are facilitated, and safety of operations is increased through better control of blasting and hazardous conditions. INTRODUCTION Expansion of mining operations brings increasing needs of improved communications to coordinate the mechanized operations that contribute to the efficiency of present-day open-pit methods. Equipment found satisfactory when first installed becomes inadequate as distances and demands increase. It is the, purpose of this paper to record the progress being made by one mine in meeting this problem.

The optimum performance in mineral processing plants usually demands the optimum size reduction, which is frequently achieved by a closed grinding circuit. Due to the difficulty associated with fine size classification, the size separation efficiency in closed grinding circuit is usually very low, which leads to huge circulating load and significant overgrinding. Recent development of Der-rick Stack Sizer has made an efficient fine size separation down to 200 mesh with a satisfactory screening capacity. With the efficient fine size separation with Derrick Stack sizer, the problems commonly associated with typical closed grinding circuit, including high circulating load and over-grinding, have been eliminated. Feedback from numerous Stack Sizer applications in iron ore industry indicated that, compared with conventional fine size classification equipment, the circulating load achieved by Derrick screen was usually decreased from approximate 300% down to 60% or so, while the iron recovery has been increased by 6% to 8% only by more efficient size separation in the closed grinding circuit. To study this phenomenon, this paper discusses the relationship between size classification, circulating load and mineral recovery in the closed grinding circuit. A simulation model to predict the improvement in the grinding circuit from more efficient screening is also introduced with this paper.

Mining companies worldwide have an increasing interest in restoring indigenous ecosystems following mining. Low levels of plant nutrients and organic matter, pH extremes, heavy metals, physically challenging media, and difficult climatic conditions all hinder revegetation of steep rockdump slopes. Our techniques use colonising pioneer plants to accelerate natural soil development and plant succession processes on minesites that are difficult to revegetate with locally sourced plants by traditional techniques. Suitable treatments and pioneer species must first be identified for each rocktype. Field trials at the Stockton Coal Mine in Buller have shown that successful acceleration of moss and pioneer plant establishment is possible. Best plots showed a mean of 15 per cent moss cover and 3.3 per cent vascular cover after 12 months compared with 0.1 per cent and nil respectively for controls. Techniques have been extended to field-scale trials, using hydroseeders and dryblowers. These techniques show potential for practical land rehabilitation, whilst conserving local biodiversity.

The new field of environmental investiga tions introduces new problems of ethics, res- ponsibility, conflict of interest and technical procedures. Such investigations involve four elements: developer, consultant, approving authority and the public. It is essential that the consultant provide technical competence, speed and efficiency, impartiality and credibi- lity. Despite allegations to the contrary, it is not in the consultant's own best interest to omit, ignore or obscure significant adverse en vironmental impacts.
