Its importance to each operator is dependent on the amount and type of waste he dumps into the rivers and streams; on whether this waste pollutes the waters sufficiently to make them unfit for potable water, irrigation, and conservation of wild life; and on whether this waste makes a safety or health hazard. Through the years our growing population and industry have made increasing demands on the mineral industries, the suppliers of the raw materials on which our industries are based; and we have met these demands at some sacrifice to the natural beauty and cleanliness of our country. Thank you Mr. Chairman. For more than 15 years a debate has been taking place among students of massive sulphide deposits as to the origin of these deposits. Prior that time it was widely accepted that the deposits were of hydrothermal, epigenetic and even replacement origin (Wilson, 14). Kinkel, Knight, Stanton and others advanced hypotheses which would explain the, formation of the deposits by different, largely syngenetic, volcanogeric processes. I was fortunate in having become involved in exploration for these deposits at about the time the debate was beginning and thus had an opportunity to apply with some success, some of the new and old ideas for formation of massive sulphide deposits. The deposits which I will discuss today are all located n northwestern Quebec, in the Abitibi orogenic belt. Mattagami Lake Mines is about 100 miles due south and Noranda's Horne Mine about 200 miles south of James Bay. In 1959 I prepared a talk which was presented to the 1960 CIM Convention calling attention to the spatial and possible genetic relationship between the ore sulphides of the Mattagami Area, Quebec and the tuffite, as well as the structures which controlled the ore. In this present paper I would like to cover the following points: (1) The general criteria used by the epigeneticists to support their contention that the deposits were formed after the enclosing rocks.

"A computerized cost estimating program developed with the use of the Lotus 1-2-3 spreadsheet program has produced dramatic savings in preparing estimates for operating costs, equipment fleet size and manpower requirements for underground mines.The program is used by Dynatec to support its consulting engineering projects, particularly feasibility studies. The 'first principles' approach is used to prepare detailed estimates under direct labour and supplies categories and maintenance costs for each mining operation . User notes have been developed to guide the estimator and ensure appropriate consideration is given to the specifics of the particular mine.A typical case history is illustrated and the ease by which alternatives and sensitivity analyses can be prepared is demonstrated. IntroductionHistorical MethodsMining engineers have used one or a combination of methods to prepare operating cost estimates for new or existing mine s. Operating companies have access to historical cost data and generally use this for preparing estimates. Consulting engineers do not usually have direct access to such information and must rely on mining companies (the present or previous clients); publications (text books, equipment manufacturers manuals, CMJ reference manual, etc.); annual reports (applicable to public companies); previous studies (to be used with caution as conditions change from mine to mine); and first principles (the subject of this paper), for cost information:Definition of First PrinciplesA first principles approach to cost estimating considers individual primary work elements of an operation. Quantities of work items are developed from the mine plans, production rates, geographic and physical layouts etc. The knowledgeable estimator, assisted by experienced operations personnel, can assign appropriate resources (equipment, labour, supplies and services) to each work element and establish productivities. Completion of the cost estimate is then largely arithmetic."

WE hear much in these days about "tailor-made" steels. Farseeing executives have sensed the demand for metals of improved and special properties, with those properties deliberately built into the steel in order to fit it for a particular use or group of uses. They have set their metal-lurgists at work to produce what the customer needs, even though the tonnage required may not, at least at first, be great. As the metal-lurgists bring out such metals, the products are advertised and the customer becomes increasingly conscious that he no longer has to take "ready-made" steel as the only thing available, whether it fits his needs or not, but that there are plenty of steelmakers ready to serve his specific needs with a tailor-made steel. Of course this is nothing new in the realm of rather highly alloyed steels to be heat-treated. The automotive industry demanded and got such steels long ago. Indeed, one could not design a modern car using only non-heat-treated carbon steel, since an engine of present horsepower would be so heavy that the gasoline required merely to lug the engine itself around would be absurd. Many different alloy steels and many different heat-treatments are required to produce the fine gradations of properties and the strength per unit weight that are needed in each particular part. Aircraft designers, of course, count a high strength-weight ratio in the materials used as Article I in their constitution, and they too, and in outstanding degree, require tailor-made alloys. Aircraft and automobiles may be considered as the tail coats and Tuxes of the metallurgical tailors. Nowadays there is also a demand for business suits, in the form of high-strength alloys to reduce dead load and so increase payload, all through the transportation industry. We hear most about weight-saving design and materials in respect to the railroads, with the spectacular new high-speed passenger trains and the prosaic freight car. The latter sounds especially sweet to steel-mill ears, because it means tonnage. While most of us think of these developments, and of the engineering acceptance of high-strength materials as "new," the fundamentals are of almost hoary antiquity. It is the widespread availability of a variety of materials and their general acceptance that are new.

JoughinMr Turgay Gurun, in presenting his paper, indicated that this simulator was no purely theoretical exercise, but that the model had been used in the design of crushing plants of capacities ranging from 3 000 tons per day to 66 000 tons per day, and that recently the design of a plant of capacity of 99 000 tons per day had been studied.The crushing plant simulator was an independent portion of a much more comprehensive simulator for the design of a. complete recovery plant. It would be possible to use each section of this simulator on its own, and simulators would be designed to cover flotation concentrates, cash flow analyses of the entire project, and so on.Each simulator would be backed by a comprehensive data bank. For example, the crushing plant simulator was backed by such a data bank which included the performance and cost data from five manufacturers for an average of 30 items of process and materials handling equipment each. This meant that data preparation involved generally less work than would be required for a manual calculation. On average, data preparation for one run took 30 minutes and three minutes of computer time on an IBM 360/40 completed the run. The model could be valuable as a design tool in that it allowed the designers an opportunity to make a thorough examination of many alternative designs. It was also of value to plant operators as it could be used to predict the consequences of operating decisions.This paper generated much interest and there were numerous questions and contributions, so many, in fact, that the discussion had to be cut short.It was pointed out by Mr K. F. Lane that crushing plants represented a very large capital investment. A plant designed for 40 000 tons per day at 98 per cent efficiency might well in practice be run at 50 000 tons per day at, say, 83 per cent efficiency. He asked how, therefore, their design could be investigated without building economic criteria into the model? The author conceded that this was a tender point. He would have liked to have given facilities for more variability of the metallurgical information. He pointed out, however, that while there was no overdesign for conservatism built into his system, some overdesign was inevitable as the performance characteristics given by the manufacturers were generally conservative. Also, in his system, if lower recovery was allowed for, the system would nut through more tonnage."

"This paper evaluates the effect of grind size on the flotation performance of a platinum ore from the UG2 reef of the Bushveld Igneous Complex, in South Africa. The study was conducted on the Mintek Flotation Pilot Plant Facility, located in Johannesburg, and represented a thorough evaluation of the application of the flotation modelling methodology developed jointly by the University of Cape Town and the Julius Kruttschnitt Mineral Research Centre at the University of Queensland through the AMIRA P9 Project. A simulation model of the pilot plant data was successfully implemented, providing a set of circuit modelling parameters that appeared to be both consistent and well correlated to measurable characteristics of the ore and the pilot circuit operating conditions. The findings indicate that the methodology that was used could well provide a useful framework for developing optimisation criteria for industrial flotation circuits in combination with appropriate feed grind size and regrind size targets.INTRODUCTIONIt has long been recognised that the size distribution of an ore is one of the most important factors in the determination of the performance of a flotation process. It therefore follows that the optimisation of a flotation plant cannot be considered without due recognition of the interdependence of this process with the process of comminution. There are numerous qualitative guidelines for the selection of an optimum grind target for a particular operation. Mineralogical analysis can readily provide information on liberation as a function of grind, and the desirable particle size range for optimum mineral flotation is well established in both theory and practice (see for example Trahar, 198 1). For some operations, meeting these two criteria simultaneously is relatively simple. For the majority of operations, such mineralogically “easy” deposits, if they ever existed, have long been exhausted, and the optimum grind represents a highly complex compromise between liberation and overgrinding of both desirable minerals and gangue. This is particularly true for circuits that include regrind stages, where both primary and secondary (and sometime even tertiary) grind targets must be specified. As has been pointed out in a recent paper by Bazin and Hodouin (2001), there is little or no information in the literature to assist plant engineers in the selection of optimum grind targets for complex ore deposits, so current practice is primarily based on rules-of-thumb and experience. This problem is further compounded by the fact that once grind targets have been selected for a particular operation, the assessment and adjustment of these targets based on plant surveys is extremely difficult, time consuming and expensive, and is often not attempted unless the plant significantly underperforms relative to expectation. It is therefore clear that the development of a practical quantitative approach to this problem is a high priority for flotation research and development studies."

"The development of mining safety and health management as a recognized profession has been long in coming. Over the last 150 years, the mining industry has evolved from having individuals randomly involved in safety related work with no specific responsibilities or qualifications, on to the designation of individuals responsible for safety, regardless of knowledge, qualifications and experience and finally to today’s expectation that virtually every mine and mining company has designated individuals operating as safety and health professionals. Further, with the complexity, risk potential and moral expectations surrounding safety, people who address mine safety and health management are justifiably expected to function in a professional capacity including:1. Rendering a specialized service based on advanced knowledge and skill.2. Maintaining a high degree of obligation to those most affected by mine safety outcomes.3. Bound by an ethical code in working with the public, employers and miners.4. Maintaining confidentiality with an employer or client. This historical change parallels thedevelopment of other professions, e.g., attorneys, engineers, physicians, etc., with the exception that those professions require a license granted by a governmental agency, which is justified on the basis of public protection, in order to practice. Likewise, decisions made by today’s mine safety and health professionals, both directly and in association with other managers, clearly have a significant impact on the life and welfare of miners throughout the world.CertificationIn light of this, there is growing need to improve standards of competency and professionalism for those who work in mine safety and health management. An effective mechanism to accomplish this, other than licensure, is the use of accredited professional certification programs. There are many professional certification programs for safety and health throughout the world (Hale & Harvey, 2012). However, there is only one certification specific to mining —the Certified Mine Safety Professional (CMSP). The International Academy of Mine Safety and Health (ISMSH-SME) was formed with the purpose of developing and managing mining safety and health certification programs for the Society for Mining, Metallurgy and Exploration (SME). In 2016, following the discontinuation of the International Society of Mine Safety Professionals (ISMSP), which developed the Certified Mine Safety Professional (CMSP) credential in the 1990s, the IAMSH-SME began the process of updating and relaunching the CMSP program. Among other work required to gain third-party accreditation both domestically and internationally, the IAMSH-SME has developed a new Body of Knowledge associated with mine safety and health management (Table 1)."

During the recent study of lubricating oils carried on in the San Francisco laboratory of the United States Bureau of Mines, it became desirable to distill the oils used in the experimental work at pressures as low as 10 millimeters (mercury column) absolute. In the effort to Overcome difficulties and eliminate sources of error, certain changes were made in the apparatus for vacuum distillation used by the Bureau of Mines for crude petroleum.4 These changes were described in R.I. 2819, issued in July, 1927. Subsequent to the publication of R.I. 2819 several other changes have been made, and the present form of the apparatus for vacuum distillation of lubricating oils is described in this revision of R.I. 2819. These changes were found to give more accurate checks on duplicate distillations. The major part of the credit for the laboratory work which developed the changes in the apparatus and method revised herein is due to Boyd Guthrie, assistant petroleum chemist, and R. V. Higgins, junior chemist, o the San Francisco laboratory, United States Bureau of Mines. DESCRIPTION OF APPARATUS The distilling flask employed is essentially the Hempel flask as used by the United States Bureau of Mines for the analytical distillation of petroleum.5 he complete apparatus is shown in Figure 1. The fractionating column and exposed portion of the flask is wrapped with 4 inch asbestos rope and then surrounded by a cylindrical hood of 1/8 inch pliable asbestos sheet with a narrow air space between the wrapping and the cylindrical hood. This was found necessary to prevent any radiation or convection heat losses from the column, and resulted in obtaining a more even and constant fractionation by eliminating any dephlegmating action caused by temperature changes around the column.

The dominant theme of the Conference is the practical application of techniques and research relating to underground rapid excavation and tunneling. In the following pages, ME gives highlights of many of the 24 technical sessions and some of the papers being presented. An upsurge of interest in slurry pipelines to move coal from Wyoming, Montana, and Colorado to markets in the southwest, west, midwest and northwest has recently developed. Specific pipelines have been proposed to serve these markets; the routes of these lines are depicted in Exhibit I. It is, therefore, timely to discuss some technical aspects of the terminal facilities for these western coal pipelines. The discussion will be based on experience with the Ohio and Black Mesa pipelines as well as detailed planning and testing for a proposed 1,000-mile system from Wyoming to the middle south area. The economics of the pipeline terminal processes are heavily depend¬ent on site, type of process used, and other specifics of the situation. "Optimization techniques are successfully used in many different fields such as engineering, physics, economy, and politics in order to enhance the performance of the systems. In concrete technology, Aggregates are prepared by mixing the water and cement in proportional quantities. In order to obtain desired quality control parameters, the determination of the ingredients ratios is one of the important problems for the optimization. Additionally, in the quarries where the aggregate quality constantly changes, blending optimization must be made to obtain a sustainable aggregate quality. This study showed that linear programming, which is easy and which includes many aggregate properties, cannot be used in terms of some aggregate properties. Therefore techniques such as nonlinear programming or genetic algorithm must be used. INTRODUCTION Concrete is a used construction material and made by mixing the aggregate, cement, and water. The concrete properties are directly related to the properties of these materials in blending. The quantity of aggregates in concrete is approximately 70 percent of the concrete’s volume. Therefore, the most important material is aggregates. The extraction of aggregate materials in quarries is more problematic because of variable bedrock properties. Therefore, the quality of the materials changes and the characteristics of the concrete are also influenced directly. In terms of sustainable use of natural resources, produced aggregate materials which have different qualities should be used optimally (Adiguzel et al., 2014). Nowadays, in the solution of the blending optimization, various optimization techniques are being used such as linear programming, nonlinear programming, and genetic algorithm. In this study, blending optimization techniques especially used for concrete aggregates blending have been summarized, and the advantages and disadvantages of these techniques have been introduced. BLENDING PROBLEMS Blending is a frequently encountered problem in process-type manufacturing such as mining, refinery, food industry, chemical industry and metal industry (Sakalli 2010). Blending is a commonly used method in lots of practical solutions (Sarker and Newton 2008). Several optimization techniques are available for blending problems (Furman and Pardalos 2009). The most important issue is to blend with minimum cost. The blending problem is a special linear model which was developed to solve this problem. In blending optimization research, linear programming is a widely used method (Adiguzel et al. 2011; Bascetin and Adiguzel 2011)."

Australia has a large resource of manganese at BHP's Groote Eylandt mine which has been progressively developed over the last two decades. While much of the product is marketed internationally to the iron and steel industry, substantial quantities are processed in Australia at the Company's ferro alloy works in Tasmania. In addition, small but increasing quantities of ore are being consumed by the non-metallurgical industry. Fluctuating fortunes in the steel industry produce similar trends in the marketing of manganese. The increasing cost of freight and power together with strict environmental control is further affecting the market balance. Mine operators are expanding into the alloy making field. Reduction in usage in less developed countries is occurring.

The United States has abundant coal resources that could last at least another century. and probably longer at present consumption rates. Geographically, the coal resources are distributed over the entire nation including Alaska, although there are no coal deposits in the highly populated areas on the two coasts. This allows free access to the coal, but makes transportation more expensive. Not all coals can be utilized equally because they differ vastly in quality. The sulfur content of coals, considered as the most detrimental acid rain-causing element, varies from as low as 0.3 percent in some areas of the western U.S. to 5 percent or more in parts of the Midwest. The chlorine content, which causes corrosion of plant hardware, also varies regionally. The 1990 amendments of the Clean Air Act of 1963 (CAA) require that emissions of sulfur be restricted and rolled back in two stages by the year 2000. There have been a number of reports expressing concern about the future of the industry in the states where high sulfur coal is produced. The remedies devised by the federal government and many coal-producing states in the past to "se-cure" the future of the regional coal industries have focused on the physical task of removing sulfur rather than the economic challenge of doing so at a cost that will enable high-sulfur coals to survive and compete. The past remedies, generally, were not specific enough to account for the characteristics of regional coal deposits and did not look at the coal market as an integrated national and international entity. The State of Illinois has, in recent years, taken a more comprehensive approach to the solution of the problem.

An assessment of U.S. western hard-rock miners? noise exposures was conducted as part of a multi-year National Institute for Occupational Safety and Health (NIOSH) survey of noise exposures in each sector of the mining industry. Noise from selected mining equipment and operator noise exposures were measured, analyzed, and tabulated for dissemination to the participating sites and are being used to direct NIOSH research and interventions to address the greatest noise hazards. Eighty-two noise dosimeter measurements were obtained, along with time-motion studies as the miners operated hard-rock mining machines. Ninety-six percent of the operators had daily noise doses that exceeded the Mine Safety and Health Administration?s permissible exposure level. The average gold miner dosages while operating the following equipment were: haul trucks - 261%, load-haul-dumps (LHDs) - 235%, single boom drills - 221%, bolters - 214%, and dual boom drills - 163%. The worst exposure level was a silver miner with a daily dose of 873%. Time-motion data showed that this miner?s exposure accumulated most rapidly while operating a jack-leg drill. These results will be used to help prioritize noise control development by NIOSH and other partners. "Booster fans play an important role in assisting main fans by boosting the air pressure of the ventilation air passing through it. The correct placement of underground booster fans in a mine is a critical decision since it not only influences the mine’s operational capacity in terms of costs and efficiency, but also affects safety and environmental conditions. There are many booster fan installations around mines that are inappropriate, in some cases resulting in system failure (fan stall) or in a major negative impact on mine production. Inadequate booster fan placement has resulted, in some cases, in extensive air leakage which has compromised the economics of the operation and, in other cases, in recirculation of contaminants which has seriously compromised safety. This paper provides guidelines for proper design and siting of booster fans underground, to not only achieve an economic ventilation system but to create safe work conditions and efficient atmospheric conditions. Procedures for the planning, installation, operation and maintenance of booster fans are also presented. A case study illustrating the design and siting of a major booster fan installation in a potash mine, supported by computational fluid dynamics analysis, is presented.INTRODUCTIONIn large underground operations with complex ventilation networks offering high resistances, the never ending increased required quantities of air can almost only be supplied through use of high pressure main fan systems. These fans may, in effect, induce significant leakage losses in the system, having a negative impact on safety performance. In such cases, booster fans can be designed to decrease the main fan pressures and reduce the leakage flows, improve system efficiency and reduce costs. In well designed systems, booster fans can thus be used to redistribute the airflow and assist the main surface fans.When the pressure supplied by the main fans is insufficient to meet the ventilation circuit pressure requirements, booster fans are placed in strategic locations where pressure boosting is essential. Booster fans are typically sited in sections of the circuit offering high ventilation resistance and requiring this form of ventilating air motivation. Booster fans are thus required when the mine expands, and so the resistance of the ventilation network, and the primary fans no longer can supply the required pressure and flow."

The oil industry had its inception in the United States in 1859 when the first oil well was drilled by Col. Drake at Titusville, Pennsylvania. From, a production of 2000 barrels for that year there was a slow but steady increase, with some fluctuations, up to 1901 for which year the output was approximately 69,389,194 barrels. Since that time the production has increased with leaps and bounds due to the rapid rise of the automotive industry, the widening use of oil as a fuel under boilers and the development of the. Diesel engine. The production for 1921 is estimated to have been 469,639,000 barrels. During the same year more than 125 millions of barrels were imported from Mexico. The oil industry, including the production, transportation, refining and distribution of petroleum and its products, is now the third largest in the country. Present Condition of the Industry During and immediately after the war the demand for petroleum exceeded the domestic production plus the imports from Mexico with the result that our storage oil was heavily drawn upon. Prices for crude exceeded all previous levels in the history of the industry. Pennsylvania crude sold for $6.10 per barrel and Mid-Continent crude for $3.50. Such prices stimulated wildcatting greatly with the result that several important new oil pools were discovered. Then as production increased the depression came which caused a large falling off in consumption. Pennsylvania crude fell to $2.25 per barrel and Mid-Continent to $1.00. Large oil companies such as the Standard, Sinclair and Empire took advantage of the situation, erected additional storage tanks and bought up millions of barrels to hold until better prices returned. Prices have already improved owing to a better market, but the domestic production coupled with the Mexican importations is still in excess of the demand with the result that the surplus is being stored. At the close of the year 1921, the U. S. Geological Survey estimates that there were 183,890,000 barrels of crude in storage in this country, the largest stocks in the history of the industry, yet an amount sufficient to supply the country for only 119 days at the present rate of consumption. Price reductions are again anticipated in some quarters but in view of the probable falling off in the Mexican output in the near, future due to the rapid rate of exhaustion of several of the most important pools and in view of the expected increase in consumption of gasoline and kerosene during the spring and summer months it is more likely that the present price level will be maintained. Present Sources of Domestic Supply Seven major oil fields are recognized by the U. S. Geological Survey in the United States. These are the Appalachian, Lima-Indiana, Illinois, Mid-Continent, Gulf Coast, Rocky Mountain and California. In view of decreasing head grades, the relatively high gold price, and recent developments in metal evaluation, an exercise was initiated to determine the extent of gold concentration, the mode of occurrence, and the areas of concentration within the run-of-mine milling circuits of Randfontein Estates Gold Mining Company (Witwatersrand) Limited. The total gold content of three of the thirteen run-of-mine mils in the Group was measured as a typical lock-up of approximately 200 kg per mil. The majority of this gold was concentrated either behind the grid-type body liners or within the pockets of the body liners. This paper is an account of the experimental procedure and the results obtained, and highlights possible means of limiting gold lock-up in future.
