DESIGN BASIS Size of Project The size of the project generally is expressed in tons of ore milled per day, but company policies differ widely in this respect with a few adhering to this set figure but many expecting the design capacity to be liberal. To some companies that follow the latter practice a 25,000-tpd milling plant that cannot reach 30,000 or 35,000 tpd with¬out major additions is a disappointment. The engineers responsible for planning the operation must know what is intended. Other projects are sized according to the tonnage of product rather than of mine ore; examples are iron ore mills that express size in terms of tons per year of pellets or high-grade concentrates, heavy minerals plants in tons per year of rutile or ilmenite, cement plants in barrels per year, potash in tons per year of muriate, phosphate in tons per year of washer rock and flotation concentrate, and others. However, tons per day milling rate is also the common denominator in most of those instances because the major equipment has to be selected on that criterion. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding, and processing. Hours per shift also are an impor¬tant factor in design, particularly in the case of ore delivery, and the lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into ac¬count. Frequently, the ore deposit will vary in hardness and grade to such a degree that the capacity of the mill will vary widely from year to year and cannot be expressed as a fixed figure, but rather as an average over a calculable period, such as ten years, or as a specific daily capacity over the first two years, next four years, etc., or some similar projection. A good example of this kind of situation is Asarco's Mission operation 15 miles southwest of Tucson, Ariz., described by Weiss and Vincent,1 where the major rock types differed widely in hardness, so that a change in the proportion of these types in the mill feed could have imposed difficult design problems if a constant tonnage rate had been expected. Expected Life The life of a mining operation depends upon the size of the deposit and the rate of mining. The latter is a policy decision based on an economic analysis2 which, in turn, is based on many factors. From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, environmental considerations, and many others. Costly installations that may be excellent investments for a 20-year project may be waste¬ful for a 5-year operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grind¬ing-the former may be found more economical for a 5-year operation, and the other, more costly method more economical for a 15- to 20-year life. Mining and Ore Transportation The mining method and the means of transportation of the ore to the first crushing stage have far-reaching effects upon mill design, particularly the crushing sections, and upon site selection (see Chapter 2, Situation of Mill). Consequently, mill design cannot advance until the mine planning has reached at least tentative decisions concerning these important matters, or reach the final stages until much is known about the ore that may be expected month by month and year by year for a reasonable period. Methods of ore transportation used in over 90 underground and open-pit mines are listed briefly in Section 32 (Table 1), and more detail is found later in this section and in Section 10, Storage and Transport. These methods include surface railroad, trucks, conveyors, surface skips, underground skips, and tramming from hoist or tunnel. In surface mining, transportation of the uncrushed ore by rail or truck to the primary crushing plant-conveniently located for lowest overall cost-is most common. Rail transportation provides low perton-mile costs. Truck transportation, though in some cases less eco¬nomical, is more flexible and more adaptable to mountainous terrain; furthermore, recent improvements have reduced the operating costs to keep trucks competitive on low-grade ores. The design of the primary crushing plant will be essentially the same whether delivery is by truck or rail, but the location of the plant is subject to more rigid restrictions in the latter case because of grade limitations, and these in turn may adversely affect the selec¬tion of the mill site as well. The influence of truck haulage in reducing the stripping ratio in open-pit mines is an added reason for predicting a minor role for rail transportation in the future. The use of conveyors to transport ore from the pit to the milling plant involves (in most cases) crushing the ore to a reasonable size (10 to 20 in. maximum with today's crushers) before conveying. The Twin Buttes system3 which went into operation in late 1969, utilizes primary crushers (two) and conveyors to receive rock waste, ore, and low-grade stockpile material from trucks, then transport them to the appropriate destination. Flexibility is dependent upon the porta¬bility of the primary crushers. In the face of this development, inclined skip hoists are no longer important to the mill designers. Underground mines generally pose fewer problems of design; these will be discussed in Chapter 2. Character of Deposit The degree of homogeneity of the ore in various parts of the mine is an important factor. The characteristics that concern the millman (approximately in order of importance) are: hardness, assay, metallurgical response, size distribution,4 and moisture content. Under metallurgical response may be included degree of oxidation, mineral¬ogy, clay content, and reagent consumption, as well as process re¬sponse in general. Short-term variations-hour-to-hour, day-to-day, or even week-to-week-make operation of the plant more difficult, require greater flexibility of process design and, perhaps, also require more instrumentation and manpower. Stilfontein Gold Mine, located approximately 160 km west of Johannesburg, produced both gold and uranium from 1952 through to the early 1990s. On decommissioning the mine infrastructure, treatment plants, rock dumps and three tailings facilities were left to be rehabilitated at considerable cost to the mining company. The community that had grown up with the mine and had settled in the mine village were faced with deteriorating socio- economic conditions.   Mine Waste Solutions (MWS), a company with a socio-economic Vision expressly created by DRD (Pty) Ltd and Fraser Alexander (Ltd) for the purpose, took over the mine surface infrastructure with the objective of closing it down in an economically sustainable manner by recovering materials, converting mine infrastructure to useful purposes and re-mining of the tailings to recover residual gold to finance the project. A business case was prepared and presented successfully to investors and bankers and the project was commenced in 2003.   The paper covers the scope of the project and gives an account of the practical lessons that were learnt as the project developed over a period of five years. Key technical issues that are covered by the paper are the re-mining techniques that were deployed to clean up the old tailings dam footprints and the selection of the deposition site to minimise the incremental impact associated with the tailings and concurrent rehabilitation of the facility. In addition the paper will outline the positive benefits that were generated for the community and the improvement that was achieved in the physical environment.   The paper illustrates clearly how a mine can be closed in a manner that produces benefits for the community, the environment and the investor.

The pyrometallurgical production and recycling of non-ferrous metals involves the use of complex feed stocks, having awide range of chemical compositions from sources that include mineral sulphide concentrates, high value obsolete materials and process wastes. The commercial viabilities of these operations hinge on the ability to extract value from these materials. Increasingly, modern computer-based tools are used to describe and predict process outcomes, including mass and heat balances, the partitioning of elements and phase equilibria. At the heart of these predictive tools are thermodynamic databases that describe the fundamental chemical properties of a system and all the components present. A comprehensive research program has been established to develop an accurate, self-consistent thermodynamic database describing all gas-slag-matte-metal-speiss-solid phases in the system Cu2O-PbO-ZnO-Al2O3- CaO-MgO-FeO-Fe2O3-SiO2-S-(As-Bi-Sb-Sn-Ag-Au). The database can be used in conjunction with the FactSage computer platform. The accuracy of the database and its application to industrial practice is demonstrated.

"INTRODUCTION Loss of life from coal-mine explosions in the United States in 1949 was the lowest in any year since before 1870. Although fatality reports from coal nines before 1910 were incomplete,' the explosion fatalities from single disasters or individual States exceeded the 1949 total in each year as far back as 1870, when the records become fragmentary. Since 1890, the only other year in which fewer than 35 were killed was 1946, with a total of 32. Figure 1 shows the total yearly fatalities from explosions in all coal mines and those in anthracite mines alone since 1870. The fatalities in bituminous coal mines were not completely reported before 1910, but enough reports were issued by major coal-producing States to compile reasonably representative figures back to 1885. Any corrections would be additions to these totals.The reason for the moderate total of 46 explosion fatalities in 1948 and the low total of 8 killed in 1949 is thought to be the serious and careful attention devoted to elimination of coal-mine explosion hazards after the disastrous explosions in 1947. The standards now being observed generally with respect to ventilation, rock-dusting, and inspections for gas are better than those found earlier in even the mines having the best reputations for safety. Exceptions are still numerous, but they are fewer, month by month, because of the pressure of Federal and State inspections and a changing conception of the hazards that should not be permitted underground. The prevailing precautions have not eliminated all ignitions of gas or dust, but they have limited propagation to small explosions and have prevented serious loss of life.The number of ignitions (14) reported for the year was less than the average (24) for the 5 years 1944-48 and only half the average for the fiscal years 1929-44. Another favorable factor is that Bureau of Mines representatives were probably in closer contact with both small and large mines in nearly all coal-mining districts. Inspectors now assigned to individual districts are better able to keep informed on the happenings and the progress of safety in their districts. In 1948, one-fourth of the explosions were in mines that employed fewer than 10 men; this condition was duplicated in 1949."

Since successful industrial lignite-burning equipment was developed in 1925, the commercial use of lignite as a fuel for power plants has increased. It has proved an entirely satisfactory fuel for generating power and can be burned efficiently by various methods.4/ Equipment to fire pulverized lignite was installed and used successfully at the Trinidad Station of the Texas Power & Light Co. as early as 1926. The lignite was predried in steam-heated grid driers before pulverizing.5/ This method of firing was used later in the Comal Station of the San Antonio Public Service Commission.6/ Both stations, however, have since been converted to use other fuels. Units for pulverizing and drying lignite are relatively new in the lignite-consuming region of North Dakota. The air which sweeps the pulverizer and transports the pulverized product to the burners is preheated to dry the lignite during pulverization. The first unit was installed in 1948 in one of the two boiler units of the Crookston Station, Otter Tail Power Co., Crookston, Minn.7/ In 1951 the 30,000-kw. W. J. Neal Station, Central Power Electric Cooperative, Inc., Voltaire, N. Oak., was designed and constructed for firing pulverized lignite exclusively. It is the largest lignite-fired, power-generating station in North Dakota. The 44,000-kw. Lewis and Clark Station of the Montana-Dakota Utilities Co., Sidney, Mont., is fired by a similar pulverizing system. Operation of this plant was begun in October 1958. At Fergus Falls, Minn., the 53,500-kw. Hoot Lake Station of the Otter Tail Power Co., also using a pulverized lignite-firing system, began operating in September 1959.

Due to the modernisation of mines, traditional training methods may be supplemented to support the upskilling of supervisors in mines. A project was initiated by the SAMERDI SATCAP programme to demonstrate the “art of possibility” through a modern training methodology. Two exemplar digital supervisory leadership development modules for underground gold and platinum-group metal conventional and modernising mines, were developed for potential uptake by the mining industry. These exemplar modules were exhibited on a digital platform, towards leading and driving mining modernisation. The research adopted a mixed method approach that included a literature review, a review of an existing supervisory leadership development programme, data gathering, a pilot study, and stakeholder validation workshops. The research supported the development of exemplar digitised modules. The two digitised modules were showcased to the industry for potential adoption. Training slides, a facilitator guide, and a training video were developed for ease of use by industry. The training modules are generic and not specific to a particular mine. They may be used by multi-commodity mines, including gold and platinum-group metals, as ‘stand-alone’ modules. They are customisable, through consultation with relevant service providers for specific working environments. The findings indicated that both the traditional classroom training and the new digitised online learning solution offer advantages for supervisory leadership development. Digital learning is not a new concept for supervisors at mines and modern training methods are well-supported by supervisors in the industry. A ‘modernised’ training solution may consider a ‘blended’ learning approach that combines traditional training with digital methods.

After 30 years of successfully mining gold, Newmont Gold has temporarily ceased production from the original Carlin Pit. In late 1993, the Carlin East decline was driven and an extensive underground exploration program was started. Today, Newmont Gold produces refractory ore from the Carlin East Underground at the rate of 864 t/d (950 stpd). Annual production is more than 3.1 t (100,000 02). More than 70 underground miners will be employed during Carlin East's estimated six-year mine life. About 70% of the ore at Carlin East is mined by mechanized longhole stoping with delayed, cemented backfill. The remaining ore is mined by underhand drift and cemented fill methods.

During recent years the iron ore industry has experienced a continuous consolidation trend following increased merger and acquisition activities. Analysing and evaluating these mergers is important in order to establish potential effects. The purpose of this paper is to analyse the price effects caused by the merger between Rio Tinto and North Ltd in 2000. The merger was cleared by the European Commission, as well as the Australian Competition and Consumer Commission, shortly after its announcement. The analysis will be conducted using a simulation model based on a proportionality calibrated almost ideal demand system, which uses the premerger situation in order to estimate the post-merger outcome. The relevant market is defined using shipments data. This is followed by the simulation model applied to the defined relevant market. The results show that the concentration on the market, given by the HHI, increases approximately 15 per cent, and that the market share of the new companyÆs reaches almost 20 per cent. Compared to the CommissionÆs assessment the results indicate a more concentrated market and thus a higher concern for possible competitive effects. Furthermore, the results suggest that the predicted average market price increase from the merger is 1.6 per cent. However, the merged firm is able to increase their average price by 5.1 per cent.

Résumé Six modèles métriques de remblai cimenté en pâte (RCP) ont été suivis durant 120 jours par l?utilisation de deux méthodes géophysiques non-destructives : la résistivité et la micro-sismique. Les RCP étaient constitués de trois résidus miniers et de deux proportions de ciment (3% et 6% en poids). En parallèle, des cylindres de RCP étaient utilisés pour évaluer périodiquement l?UCS. La résistivité augmentait quasi-linéairement de 28 à 120 jours pour tous les RCP investigués. Des variations de résistivité selon le type de résidu et le pourcentage de ciment ont été observées. Une équation empirique a été dégagée entre l?UCS, la résistivité, le temps, la densité relative et le rapport eau/ciment (E/C). La mesure de la vitesse des ondes de cisaillement a permis de dégager une équation mathématique de type exponentielle qui relie la résistance mécanique sans correction préalable par les paramètres de la recette de RCP. La réalisation de ce projet avait pour but de dégager la meilleure approche non-destructive afin d?estimer la résistance mécanique des remblais en chantier minier. Sur la base des résultats obtenus, les deux méthodes utilisées ont donné des résultats probants afin d?estimer la résistance mécanique et les deux méthodes sont donc à même d?être utilisées en chantier souterrain. Abstract Six scale models of cemented paste backfill (CPB) were followed during a 120 days period using two nondestructive geophysical methods: resistivity and micro-seismic. CPB were made up of three mine tailings and two cement proportion (3% and 6% by weight). In parallel, CPB cylinders were used to periodically evaluate uniaxial compressive strength (UCS). Resistivity was increasing nearly in straight line from day 28 to day 120 for all CPB models. According to the tailing type and cement percentage, resistivity variations were observed. An empirical equation emerged from UCS, resistivity, time, specific gravity of tailings and, water/cement ratio. The use of shearwave velocity allowed to identify a mathematical exponential equation related to mechanical strength without prior correction of the CPB?s formula parameters. The purpose of this project was to identify the best non-destructive approach in order to evaluate the mechanical strength of backfill in a mine site. On the basis of those results, both methods gave conclusive results in order to estimate mechanical strength and both methods can be used in underground operations.

Phelps Dodge has recently operated a commercial scale, super fine grinding circuit of copper concentrates for use in a medium-temperature pressure leaching process. Two 355 kW vertical stirred mills were installed in series, targeting a grind of 80% passing 7.5 µm and 98% passing 15 µm as outlined in Phelps Dodge's concentrate leaching patent portfolio. This paper details the operation and results of the test program at Bag dad, as well as some of the operating challenges encountered.

The management of wear surfaces in mining operations has remained largely unchanged since the inception of mining. Sacrificial wear liners are installed on the inside of chutes, hoppers and other equipment used to transfer bulk ore to protect the asset from abrasive wear caused by the flow of material. These liners are generally replaced at fixed intervals which may be determined based on historical wear rates or may be driven by other maintenance requirements for that asset. This approach does not always yield satisfactory results, especially for critical assets where the impact of downtime on production can be substantial. For such assets, a condition-based maintenance strategy has the potential to significantly increase productivity and reduce the total cost of ownership associated with the asset. However, for such a strategy to be successful, timely information on the actual condition (remaining thickness) of the wear liners is essential. This paper describes the development and implementation of a wear monitoring system that can be used to remotely and continuously report on remaining liner material thickness in real time. It details some of the challenges that were overcome when developing the system, including the design of a patented thickness measuring system that can be used in a variety of liner materials and is tolerant to the presence of ore on the wear surface. The paper also explains how a cloud-based approach enables data from the wear sensors to be integrated into external systems such as a data historian, which has been demonstrated through a collaborative project with one of the largest iron ore producers in the Pilbara. This ability to combine real time liner thickness information with other data sources, such as throughput, provides the foundation for the transition to a condition-based maintenance strategy.

This paper presents the results obtained by processing a gold and silver telluride mineral concentrate from a mine in Colombia. An acid wash, also known as acidification, was carried out, followed by oxidation with nitric acid as a pretreatment. Cyanidations of the pretreatment residues were carried out and the results were compared with results from cyanidations of base materials. The removal of carbonates in the acidification, a tellurium extraction close to 90% during the pretreatment, and a 30% improvement in the gold recovery compared to the conventional process were achieved.

THE outstanding fact in connection with dust disease in the United States at present is the growing recognition of its seriousness by state officials and by the more progressive operators of mining, metallurgical and allied industrial plants. The same may perhaps be said of labor in some of its better organized centers, but the average independent non-union workman continues, as of yore, to suffer the toll of disability and even of death from dust inhalation without realization of the source of his ill-being. Progress in the betterment of the handling of sufferers from dust disease and of the conditions creating dust hazards in mining and allied industries is pursuing a course similar to that of the now widespread campaign against accidents, in which the risk is more obvious, more severe, and was naturally recognized sooner. The coming on of dust disease is generally relatively slow and its immediate effects not infre-quently masked by or attributed to other diseases. Marked exceptions to this general rule have occurred in districts where the dust is particularly pernicious, such as the Rand and Joplin; yet such exceptions, unhappy in themselves, opened the eyes of medical men, and of those in other localities charged with the responsibility for the welfare of industry, to the much more widespread if less spectacular hazard existing from the inhalation of dust in all rock-excavating operations and all industrial operations creating inorganic dust, whether it be crushing and grinding, sand-blast-ing, granite-cutting, or what not. Advancement to date in the United States in prevention and treat-ment has been slow, yet the record shows that quantitative methods for determining the degree of hazard and means for decreasing it were being developed as far back as 25 years ago; and that more rapid progress may be looked for from now on. In 1908, in this country, F. L Hoffman?(1) discussed the mortality from consumption in dusty trades, especially brass foundries; and in 1913 E. R. Hayhurst(2) described the effects of inhalation

ISO 14000 series are voluntary international standards that address environmental management system standards, environmental auditing, environmental labeling, environmental performance evaluation, and life-cycle assessment. An environmental management system (EMS) is a facet of an organization's structure that addresses the immediate and long-term impact of a company's products, services, and processes on the environment. Many companies in the United States are taking a cautious wait-and-see approach before embracing ISO 14000. A few mining companies are reviewing the standards and using them as guidelines. The paper outlines the status, possible benefits to the mining industry, and options available to a company wanting to become involved in the ISO 14000 standards.

"Genoa is a very distinctive city located between mountains and the sea and infrastructural upgrading works often have to deal with the intersection of existing infrastructures. This is the case for the new railway tunnel construction between the stations of Brignole and Principe which under-cross two existing double-track tunnels in operation. The latter have been constructed with masonry bricks and the vertical distance between old and new tunnels is approximately 1m. Due to rock characteristics and the urban environment, stability and vibrations control are the main issues. Consolidation work with the fore-poling method and a specific sequence of excavation, primary lining and final lining support have been designed to assure stability and settlement control. A hard rock road-header has been used to assure vibration control. Finally, a real time monitoring has been implemented. The article presents monitoring and back-analysis results of the under-crossing of the existing tunnels. GENERAL LAYOUT OF WORKS The Genoa railway junction constitutes an integral part of the Ventimiglia-Genoa-Novara-Milan railway line route and it is included amongst the railway systems of the Tyrrhenian-Northern European multi-modal corridor (corridor of the two seas or corridor VII Genoa-Rotterdam). The main aims of the project concern the upgrading of the existing lines and the separation of the long-distance passenger and freight traffic flows from those of a regional and metropolitan type. The project includes: •,Completion of the connection with the port of Genoa Voltri and the Italy-France coastal route. •,Interconnection with the future Terzo Valico dei Giovi mountain pass route towards Milan. •,Upgrading of the Genoa Voltri – Genoa Brignole main line to four/six tracks. Rearrangement of the systems at the Genoa Voltri, Genoa Sampierdarena and Genoa Brignole Stations, reorganisation of the services in the Genoa Terralba area and interchangeability with the metropolitan system complete the design activities. The contract which includes civil and technology works is divided into four construction lots (ref. Figure 1):"

MODELLING FOR DESIGN AND CONTROL AT KALGOORLIE NICKEL SMELTER Modelling at KNS has been driven by a need to have better tools to answer questions about control, design and optimisation of the plant. This paper describes a number of modelling tools developed for use at KNS and how the development of modelling tools fits with a design and control strategy. In the area of control, a thermodynamic model has been developed to allow process parameters to be calculated. The model allows for the automatic selection of data from a laboratory data base, desired operating set points are input and the operating parameters are calculated. The model has the ability to adjust the burner efficiency and the furnace heat loss depending upon conditions. To assist with the testing of proposed furnace design changes, various mathematical models of the burner and shaft have been created using PHOENICS. These models are particularly well suited to combustion heat transfer and flow aspects of both the burners and shaft. Validation of these models have been based on novel sampling and measuring techniques in the shaft and also by using scale and cold models. Overall plant energy and cost structures can be analysed using a flowsheet simulation, developed to evaluate potential alterations to the plant flowsheet. This model system allows the global evaluation of process changes.

From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, and many others. Costly installations that may be excellent investments for a 20-yr project may be wasteful for a 5-yr operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grinding-the former may be found more economical for a 5-yr operation, and the other, more costly, method more economical for a 15 to 20-vi- life.

"Several studies were performed on the atmospheric leaching of copper sulfide minerals in the presence of activated carbon and a new catalyst, AF 5. AF 5 is a carbon based catalyst with similar properties to those of activated carbon however much better mechanical properties. The activated carbon surface chemistry has been investigated in various studies; however the connection of the surface chemistry of activated carbon and AF 5 with the sulfide minerals during the atmospheric leaching process is not well-understood yet. Based on the surface analysis, AF 5 showed higher surface area than activated carbon (AC). Adsorption and oxidation of copper, arsenic and iron ions in the presence of different activated carbon were investigated. Adsorption properties of both catalysts were similar and 18-24% of iron, 12-18% of copper and 10% of arsenic adsorbed on the catalysts surface form 5 g/L Fe(III) and Cu(II) and 2 g/L As(III) at 80°C. In oxidation experiments, both catalysts reduced Fe(III) and Cu(II) ions and re-oxidized the reduced species in the presence of oxygen and oxidized As(III) ions. The addition of oxidizing ions can enhance the oxidation process kinetics and increase the catalytic capability of carbon.INTRODUCTION Hydrometallurgical processes of copper sulfide concentrates are under development and various different methods have been proposed to increase the atmospheric leaching rate of copper sulfide minerals. These methods include using different media, reagents, and catalysts. Among different methods, leaching of the copper sulfide minerals in the chloride media has some advantages over sulfate media. Smaller scale of operation, increased leaching rates, and lower sulfate formation are some of the benefits of the chloride leaching media over other similar media. Moreover, using ferric and cupric ions as oxidants and utilizing activated carbon as a catalyst has been proven to enhance the leaching rate of copper sulfide minerals effectively. Activated carbon (AC) and AF 5 (micro porous carbon based catalyst) are two of the most efficient and practical catalysts in copper sulfide leaching processes. AC can enhance the copper recovery of enargite in chloride media from 69% to 92% after 96 hours of leaching under the similar conditions (Jahromi & Ghahreman, 2016). It has been shown that AC at acidic pH can generate hydrogen peroxide in the presence of oxygen which can leach copper minerals (Ahmumada et al., 2002)."

Kennecott recently completed an $880 million modernization and expansion of its smelter and refinery to process all concentrates from the Bingham Canyon mine. This is the first application of Kennecott-Outokumpu Flash Converting. Molten material movement by overhead cranes is eliminated and high levels of oxygen enrichment result in very low process gas volumes and exceptionally control of sulfur oxide emissions. All existing in-plant hygiene, safety, and environmental regulations will be met and the smelter is positioned for anticipated more stringent future regulations. Sulfur capture is 99.9 percent resulting in sulfur dioxide emissions less than the 112 kg/hr Air Permit limit, making the smelter the cleanest in the world.
