Leaders from the U.S. government and the global mining industry opened the MINEXCHANGE 2026 SME Annual Conference & Expo with a keynote session centered on restoring U.S. critical mineral production and strengthening domestic supply chains. The session, titled “Regaining America’s Mineral Dominance,” featured remarks from Ned Mamula, director at the U.S. Geological Survey (USGS), Utah Governor Spencer J. Cox and Vicky Peacey, president and general manager of Resolution Copper, along with opening comments from industry leaders and conference organizers. The speakers emphasized that renewed government attention to critical minerals, combined with industry investment and technological innovation, will be necessary to meet rising demand for materials such as copper, zinc and rare earth elements. The session opened with remarks from Pat Risner, president of South32 Hermosa, followed by a safety share from 2025 SME President Bill Hancock. Hancock then introduced moderator Debra Struhsacker, who emphasized the importance of strengthening domestic mineral production and reducing reliance on foreign supply chains. Struhsacker, who is SME’s government and public affairs consultant, noted that decades of policy decisions have weakened the U.S. mining sector, leaving the country increasingly dependent on imported minerals. She pointed to declining domestic capacity, a shrinking number of mining schools and the closure of the U.S. Bureau of Mines in 1996 as factors that contributed to the current supply challenge.

"The copper industry has had a long and interesting history associated with leaching, involving vat, dump, heap, and in situ methods. The Bureau of Mines has also had an interest in copper leaching and has researched the techniques of solution recovery, particularly concentrating on in situ methods. In situ mining is a relatively low cost method and has been proven commercially successful by nine operations. It has been most commonly used for final recovery in old workings at the conclusion of conventional mining operations.This report brings together information about 10 commercial in situ operations as well as 14 experimental projects. These 24 sites comprise most of the in situ copper mining activities that have taken place in the United States. Background information, geology, ore preparation, solution application, and recovery and processing are provided for each operation. Production data and tables summarizing the engineering statistics for each operation and an extensive in situ mining bibliography are included. INTRODUCTIONThe purpose of this Bureau of Mines report is to summarize the documented in situ copper leach mining activities that have taken place in the United States. It was prepared to provide a source of engineering and operating data upon which future in situ copper mining activities can be based. Twenty-four different sites are discussed. These are all of the sites that are known to the authors from the extensive in situ copper leach mining bibliography developed at the Bureau's Twin Cities (MN) Research Center (Appendix B).In situ copper leach mining activities fall into the following categories:1. Commercial operations with ore body preparation.2. Commercial operations in old mine workings.3. Experimental programs.Ore body preparation includes such activities as blasting, block caving, and hydraulic fracturing (hydrofracing) specifically to fragment the ore body. Operations in old mine workings include those done in open pits, worked out block caved areas, and backfilled stopes where leaching is done as an afterthought to conventional mining. Experimental programs are small-scale tests of the feasibility of a commercial operation. Some of these programs did not progress to the point where leach solutions were applied to the ore.Each operation (locations shown in figure 1) will be discussed in terms of background information, geology, ore preparation, solution application, recovery and processing, and engineering and production data. Information was collected from published reports, communications with company personnel, and site visits."

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Over the last decade (2005–2014), a total of 439 significant deposits of gold and base metals were found in the world. Twenty (or 4.6 per cent) of these deposits were in the Pacific/South-East Asia (Pacific/SE Asia) region. In terms of contained metal, the region accounted for 1.6 per cent of gold and 13.8 per cent of copper found in the world. With regard to nickel and zinc/lead, the region’s contributions were insignificant.Over the same period, the Pacific/SE Asia region accounted for 6.6 per cent and 12.6 per cent of all gold and copper exploration expenditures in the world respectively. After adjusting for by-product credits, unreported discoveries and likely growth in resource, the unit discovery cost for the region was US$199/oz (compared to a world average of US$50/oz). For comparison, the unit discovery costs for the previous decade were US$55/oz and US$25/oz respectively. The region’s unit discovery cost for copper was US$0.036/lb (versus a world average of US$0.040). For comparison, the unit discovery costs for the previous decade were US$0.026/lb and US$0.008/lb Cu respectively.The region’s mediocre discovery performance doesn’t reflect its distribution of known mineralisation. Some countries within the region have a very good endowment per square kilometre.It is noted that the intensity of exploration (and resulting success) would be boosted if governments provided a more mining- and investment-friendly business environment and generated better precompetitive geological data sets (to identify new exploration targets and boost the country’s perceived mineral prospectivity). A multivariable regression analysis of a decade of data from the Fraser Institute’s mining company surveys found that a ten point increase in the Policy Perception Index or a 0.1 point increase in the Mineral Potential Index could boost (in the short term) exploration expenditures by 1.9 per cent and 2.7 per cent respectively. During electrowinning of nickel chloride, hydrochloric acid was regenerated instead of chlorine in a two membrane cell, by segregating the chloride catholyte with an anion exchange membrane, and the sulphate anolyte with a cation exchange membrane from the middle electrolyte (ampholyte) compartment. Successful operation of such a cell depends on controlling chloride leakage through the cation exchange membrane to the anolyte. Small amounts of chlorine gas could be detected in the oxygen evolved at the anode. In this paper, the chloride. leakage as a function of various types of cation exchange membrane and different composition of the anolyte is reported and discussed. Ag+ was added to the anolyte to eliminate chloride leakage to the anode. The cell voltage, electrode potential and voltage drop over the membrane as a function of current density has also been investigated.

In metallurgical applications, coal fulfills dual roles as a chemical feed stock and as a fuel source. These applications range from cokemaking, ironrnaking (including pulverized coal injection), foundry, basic oxygen furnace / electric arc furnace coal additions, direct ironrnaking, Corex, and the futuristic direct steelmaking. In all steelmaking related processes, chemical reactions are simultaneously temperature and chemical dependent. Therefore, coals used in these processes must consistently comply with specific quality parameters in order to promote efficient operations. This paper limits discussion of Metallurgical Coal Quality to cokemaking and ironmaking applications. Its purpose is to present the customer's perspective on the control of critical coal and coke properties.

The timing was right for SME to celebrate its 50th anniversary in February as a member society of AIME. The mining industry is in the midst of a commodities boom that appears to have legs. Not only is the demand for metals, construction materials and the like increasing in developing nations, but developed nations have also seen the demand for those materials increase at impressive rates. So, in addition to networking and seeing old friends, attendees at the SME Annual Meeting and Exhibit in Denver, CO. Feb. 25-28, had several reasons to enjoy the week — a healthy industry and their society’s landmark anniversary. This annual meeting was held jointly with the Colorado Mining Association’s (CMA) 109th National Western Mining Conference.

"In this study, cyanidation experiments were carried out on a massive sulfide ore sample, whose grades of the precious metals gold and silver were found to be 4.2 g/t and 311.9 g/t, respectively. Other elements in the ore were arsenic with average grade of 1,751.6 g/t; antimony, 619.7 g/t; zinc, 781.4 g/t; copper, 454.6 g/t; lead, 101.8 g/t; mercury, 324.3 g/t; and bismuth, 0.6 g/t. The first objective of test work focused on determining the best conditions for extracting gold from the ore, ground to less than 75 microns. Different influential parameters such as particle size fraction, cyanide concentration, pH and leaching time were investigated. The optimum parameters were found to be particle size fraction of less than 25 microns, cyanide concentration of 2,000 mg/L, pH of 11 and cyanidation time of 24 hours. In these optimum conditions, the highest gold and silver leaching efficiencies were 76.88 and 59.63 percent, respectively. In addition, roasting as pretreatment at a temperature of 700°C over a period of two hours was evaluated. Cyanidation testing of the roasted ore in the optimum conditions found increases in the gold and silver leaching efficiencies to 85.97 and 67.57 percent, respectively. Moreover, antimony extraction rose to 43.10 percent, from 23.73 percent without roasting.IntroductionGenerally, gold ores can be classified as “free milling” or “refractory,” depending on how they respond to cyanide leaching (La Brooy et al., 1994; Celep et al., 2009). While high gold recoveries (> 90 percent) from free-milling gold ores can be readily achieved, refractory gold ores are often characterized by low gold recoveries (50-80 percent) within a conventional cyanide leaching process (Rubisov et al., 1996; Adams, 2005; Celep et al., 2009). The presence of preg-robber components such as carbonaceous matter, sulfide minerals and aluminosilicate can further decrease gold and silver dissolution rates and recoveries. With the negative effect of the presence of preg-robbers, gold dissolution is considerably diminished in solutions with high cyanide concentration (Tan et al., 2005). In such refractory gold ores, gold particles may sometimes be occluded or included in the sulfide minerals, and pretreatment becomes necessary to break down the mineral structure to liberate gold for subsequent recovery. These ores are usually pretreated with an oxidizing process, after which gold and silver can be recovered by a standard cyanidation process. The main oxidizing processes available for refractory gold ores are roasting (LaBrooy et al., 1994; Angelidis and Kydros, 1995; Li et al., 2009; Karimi et al., 2010; Kyle et al., 2012), biological oxidation (Lawrence and Bruynesteyn, 1983; Komnitsas and Pooley, 1990, 1991; Deng and Liao, 2002; Ciftci and Akcil, 2010, 2013) and pressure oxidation (Mason, 1990; Murthy et al., 1992; Qingcui et al., 2009). In addition, ultra-fine grinding is being used in some plants for the liberation of gold and silver particles that are interlocked in the sulfide or silicate minerals (Celep et al., 2011)"

With the dramatic increase in world demand for basic raw materials, open pit mining is proceeding at an unprecedented rate. A viable demand is the ever tempting Siren's song for increased production or new facilities. When the Siren's lure is viewed against the panorama of today's world economic milieu the concomitant Scylla and Charybdis are seen in the form of high capital cost and high operating cost. If the economic realities of present day open pit mining are to show a proper return on investment, a clear and penetrating eye must be cast upon the area of mine planning. This paper deals with the problem of overburden removal. In almost every open pit mining operation overburden removal is a significant part of the capital cost and operating cost of the total operation. This paper deals with a new and unique method to affect economical overburden removal. Well known to all are the parameters surrounding draglines, shovels, and bucket wheel excavators. All of these machines require a reasonably stable soil to support them and the shovel and bucket wheel excavator require a reasonably stable bank in which to operate. Their reliability, portability and rate of production per dollar of invested capital are good.

IN telling the story of Canada's minerals many interesting and spectacular details will be passed over to permit pointing out some of the significant inter- national aspects. No country now has enough of all minerals for its own use. The problems of satisfaction of both national and world demands under these conditions have become international in scope, and history supplies no obvious solutions. The minerals of Canada are coming to play a prominent part in such problems. Production and Reserves In the last decade Canada has rapidly advanced in mineral production. In 1928 the total value of mineral products from Canadian sources reached 273 millions of dollars. Canada ranks first in production of nickel, first in asbestos, second in cobalt, third in gold and silver, fourth in lead and copper, and sixth in zinc.

THE object of the present memoir is to put on record some practical experiments by the writer in smelting a silicious native magnetite with no other flux than the silicates of its own gangue: This work was undertaken in the spring of 1878 for Messrs. Naylor & Co., of Boston, to whom I am indebted for the privilege of here communicating its results, these having hitherto only been simply announced.* So far as I am aware these are the first instances of the kind in this country that non-calcareous; or rather non-carbonated, magnetites have successfully been used strictly alone as self-fluxing ores in the blast furnace; that is, without the addition of calcareous flux in the form either of limestone, quicklime, calcareous ore, or basic (calcareous). slag. Previous to the spring of 1878, when the Chateaugay magnetic ore was first brought to my notice, its use had been limited to Catalan forges, after "separation" at the ore bed. The blooms and billets made from it in the several forges of Messrs. Weed & Williams, and of Mr. Williams, were well known in the trade as among the best in the market. The Chateaugay ore beds proving of great magnitude, and the ore exceptionally low in phosphoric acid, it commended itself for blast-furnace purposes to Messrs. Naylor & Co., who employed nee to blow-in the charcoal furnace at Pittsford, Vt., on this ore in the spring of 1878., a previous trial of this ore in the same furnace in the fall of 1877 having proved abortive. This was therefore the first time that Chateaugay ore was successfully smelted in a blast furnace, although since well known as a blast-furnace ore possessing superior and exceptional qualities. The Pittsford furnace, although rebuilt in 1844, and subsequently improved by the former owner, the late J. Prichard, is one of the few furnaces of the old type with open breast (Sumpfofen) still active in this country. "The Caledonian Belt is mainly underlain by Late Precambrian and possibly Early Palaeozoic rocks, which are in part overlain by younger strata. Most of these rocks are weakly deformed, except for those in some linear . zones, which have been intensely deformed by cataclasis. Mineral deposits related to two distinct metallization episodes have been recognized. The earliest are zinccopper- lead sulphide deposits, which have been concentrated in the axial regions of late-stage cross-folds within the main cataclastic zone. The host rocks are andesitic and dacitic tuffs which show effects of intense talcose alteration, silicification and chloritization. Deposits related to the second episode are mainly composed of copper sulphides with locally abundant tennantite and tetrahedrite, which occur in brecciated and fractured carbonate-quartz veins. These veins postdate the late-stage cross-folds. VLF-EM and high-sensitivity magnetics proved to be very effective in delineating the geology of these deposits."

The Western Australian Mining and Petroleum Research Institute (WAMPRI) was established in 1981 by the Western Australian Government as a funding and co-ordinating Institute to foster research into the mining and petroleum industry within this State. To June 1984, the Institute has sponsored 34 projects with a total notional value of $2.5 million and an actual cash commitment of $1.5 million. Strong support for WAMPRI has come from Industry with 60 companies contributing half the money needed for the research grants.The 34 WAMPRI projects funded so far cover all aspects of the mining and petroleum geosciences.Several WAMPRI projects are concerned with gold including processing technology and the development of exploration models and techniques, they are providing successful results.Although well supported by Industry there is a surprising lack of applications being submitted to the Institute in the area of mining engineering, where it is felt there is much scope for research projects.

Dynamic coal failure events remain a safety concern in underground coal mining due to their sudden nature and high fatality rate. Previous research utilized Principal Component Analysis on field samples revealing strong empirical correlations between positive failure history and low sulfur content (S) and high volatile matter (VM). Further studies indicated that bumping coals tend to be less mature and less well-cleated than non-failure coals. However, these in situ studies faced the challenge of distinguishing intrinsic coal properties from external geological and stress-related influences. This study augments previous findings through laboratory experimental testing of coal samples that included unconfined compressive strength, chemical composition analysis, and qualitative observations on cleating, combined with compositional data analysis and machine learning techniques, to isolate and understand coal’s inherent bursting capacity. These results further confirmed the relationship between coal chemistry and failure classification.

"One of the most essential problems associated with the treatment of EAF dust is its high content of halogens. For most thermal processes for zinc recovery, such as the plasma processes with a zinc condenser, the halides in the gas stream will form a dross phase that results in a low zinc yield. For those with zinc oxide as main product, such as Waelz oxides, the high halogen content in the product implies a great degradation of the product quality and the product can only be sold at a low price. Further processing of zinc oxide with high halogen content either by pyrometallurgical or hydrometallurgical processes will also result in process problems.This paper will review the pre- and post-treatment alternatives for halogen removal based on the comprehensive characterization work that has been carried out at MEFOS and the preliminary experimental results.The experimental results show that chlorine and fluorine content could be reduced to 450 ppm and 50 ppm respectively by selective sulfation, and to about 200 ppm by soda leaching. Selective sulfation of zinc oxide in the EAF dust will also be discussed."

DURING the last few years, one of the great problems in the milling of all ores has been that of crushing. This subject involves not merely the cost of the operation, but also the selection of the proper degree and character of crushing to yield the best metallurgical results on the given ore. Considering the diversity of machinery, one is led to wonder at the variety of crushing methods employed, even when realizing that metallurgy demands varying products. In an attempt to investigate the relative crushing resistances of a number of ores now being milled in this country and Alaska, the management of the Portland mills requested samples of average mill-run of ore from various companies. The request met with a ready response, indicating the desire of all operators to gain information on the subject. The difficulties involved in this investigation were numerous, lack of time for outside problems during this strenuous period being a serious one. Also, we were unable, in the time, to obtain a correct 150-mesh . screen; in the screen analyses tabulated and plotted herewith, the 150 mesh screen was used merely to protect the 200-mesh screen, not to ascertain points on the curves.

This paper deals with the actual application of a direct digital control to simple as well as complex industrial process control loops, Fundamental descriptions of preliminary research and design are described briefly, as is the development of the present day controller and control computer. The results and effects of direct digital control in various types of single and cascaded loops as opposed to the use of conventional controls are discussed. Computer supervision of a process and control override are taken into account, in addition to methods of short and long term plant economic optimization.
