FOSTER BAIN.+ THE recently aroused public interest in the conservation of our natural resources has peculiar importance to mining-men, since they deal with resources which are stored products. Within certain limits, the fertility of a worn-out soil may be restored, deforested areas can be replanted, one year's wasted water-supply is followed by another; but coal and ores, once taken out, cannot be mined again, and should therefore be conserved with especial care. This means, however, not that mining should be restricted, but that it should be done most economically and with the minimum of waste.

Coeur d'Alene Mines Corporation (CDE) is a precious metals mining company. The company's three mining operations are located In Nevada and Idaho. Collectively, these mines (Rochester in Nevada, and the Galena and Coeur In Idaho) produced about 61,000 ounces of gold and more than 7.5 million ounces of silver in 1991. The company is currently planning the development of two major properties; the Fachinal gold-silver project in Chile and the Kensington gold project near Juneau, Alaska. Fachinal and Kensington hold encouraging potential to significantly expand CDE's gold production during this decade. The permitting process for these two distinctly contrasting environmental settings, project design requirements and regulatory/political circumstances provide the basis for a comparative analysis of licensing and permitting requirements, timeliness of the permitting process and costs in the U.S. and Chile.

Judging from the list of papers to be presented over the next three days, the Symposium promises to provide a most valuable addition to our existing knowledge base in what is now an extremely active area of R&D investigations. Whilst we have obviously come a long way since Sir Henry Bessemer's pioneering experiments of the mid-19th century, there is still much for us to learn.Most importantly, the Symposium offers a further opportunity to acknowledge the many significant technical contributions made in this field by the Organising Committee's special guest, Professor Howard Worner - one of this country's most respected research leaders.When first approached to give this talk I had two areas of concern. Firstly, I was not entirely clear just what injection metallurgy was meant to cover. How should the overall scope of this particular subject be defined?My second concern related to Howard Worner himself - a man for whom I have the highest personal regard and who, in fact, played a most influential role in respect of shaping my own career. Having already spoken about Howard's achievements on earlier occasions, I wondered what I could sensibly add.Notwithstanding these personal reservations, I am delighted to be here with you this morning. THE problems relating to the construction and use o{ mining equipment are basically the same as those pertaining to equipment in other industries. It is true that much mining equipment is subjected to an unusually severe combination of shock, high stresses, abrasive wear, and corrosive ? conditions, but in other industries, also, equipment must operate under similar adverse conditions, so that their experiences may readily be applied to the problems of the mining industry. Steel and iron are for obvious reasons the most suitable materials for the construction of the greater part of the equipment used in the mining industry. For a large percentage of uses, the ordinary plain carbon-steels and ordinary or unalloyed cast-iron are, and probably will continue to be for a long rime, entirely satisfactory materials. There are, however, many. conditions which cannot be satisfactorily taken care of by these materials, and alloy steels and irons must be used where the greatest possible economy is desired. In general, alloy steels and irons are used where it is necessary or economically desirable to use materials possessing properties superior to plain carbon-steel or ordinary cast-irons, such as: (a) better strength (b) better wear resistance (c) better corrosion resistance (d) better resistance to high temperatures (e) better resistance to low temperatures or combinations of two or more of these advantages. There are also conditions where materials having other special properties are required, such as, for example, certain magnetic or electrical properties for electrical machinery; but in the great majority of cases, one or more of the five advantages listed are the most desired.

"Repeated 3D terrestrial digital photogrammetric surveys were conducted on hard rock mine pillars to characterize damage during secondary mining. Damage was quantified by measuring Depth of Failure, DOF, from spalling material and crack intensity, D21. These damage values were then correlated to visually assessed Pillar Damage Ratings and numerically estimated pillar loads. Measured damage, particularly Depth of Failure, correlated well with Pillar Damage Ratings. Numerical predicted pillar stress vs. damage exhibited the expected trend with shorter pillars being stronger. High resolution photographs and 3D models were also used to characterize damage mechanisms, which were found to be structurally constrained. INTRODUCTIONThe Doe Run companies Southeast Missouri Operations consists of six room and pillar lead mines (Brushy Creek, No. 29, Casteel, Buick, Fletcher and, Sweetwater) (The Doe Run Company, 2014). The mines are hosted in the Carbonates and Shales of the Viburnum trend with mining depths varying from 180 to 300 m. Pillars are commonly cut square with widths varying from 7 to 9 m and heights generally between 5 and 18 m, resulting in extraction ratios between 80 and 85% (Roberts et al., 1999). Figure 1 presents an idealized stratigraphic section through the Viburnum trend and Figure 2 shows a plan view of the five areas spanning the three mines included in this study."

Each year, companies spend millions of dollars on safety training and on safe equipment, money that is generally well spent. Despite that, we still make mistakes. What happens if the mistakes are made not because of inadequate training, but because we are hard-wired to act in a certain way? If you read any of the ?Because of Human Error? text boxes in this document, situations like these may look familiar in your own workplace. ?The issues of risk, health, safety and the environment are getting more attention now than ever before, at all levels of the organization,? said Calvin Price, vice president of Global Health and Safety at LNC-Lavalin Inc., a company with 21,000 workers worldwide. Most would agree with Price that attention to safety is increasing because responsible companies care about their workers and the workers? colleagues, families and communities. However, cynics might say that the safety spotlight is powered by the corporate bottom line. Direct costs created by workplace injuries total $51.8 billion annually and include workers? compensation payments, medical expenses, civil liability damages and litigation expenses. This sum represents a staggering one quarter of each dollar of pretax corporate profits. Indirect costs may run as much as 20 times the direct costs of on-the-job accidents and illnesses. Examples of indirect costs include training replacement employees, investigating the accident and implementing corrective measures, lost productivity, repairing damaged equipment and property, and costs associated with lower employee morale and absenteeism. What?s interesting is that up to 90 percent of incidents are due to human error, not faulty equipment or other factors.

A facetious title was purposely given this talk, so that a formal paper would not be expected. TWO or three days ago, while discussing with Mr. Dickinson some of the details of the dust explosion demonstrations we are planning for this coming Saturday, I remarked that we would like to have as many people as possible see some samples of 20 and 200 mesh dust, so they would more fully understand just what was causing the explosions. Mr. Dickinson requested that I bring samples and screens and in this informal manner, give you all a ".close-up" of coal dust which is considered in Explosion Hazard reports. While sampling mines, for road, rib, and roof dust, in connection with safety service and hazard reports which the Bureau of Mines Engineers make at the request of coal operators, I have often been assisted by under- ground mine officials or other men of many years experience and on almost every occasion, while we were carefully brushing the very fine dust from timbers or coal surfaces, they would make some remark such as: "never had noticed this kind of dust, didn't know it was here", or "well, that's the first time I really understood what all 'this dust talk was about." Such experience makes me believe that the much published terms, 20 mesh and 200 mesh are just numbers to the great majority of both miners and operators. We are now going to have lesson one in the primer of coal dust explosions and I want to say, in all sincerity that a complete course in the hazards of mining is deserving of a place in the curriculum of the best mining schools of this country. Sample No. 1 is fine coal and dust and is a fair sample of what can be found every where in rooms and entries of a mine, as it is too small to be gathered up with a shovel and is left in the ordinary mining at the faces and is spilled along the entries in haulage. In this you will see some quarter inch coal, much eighth and sixteenth inch coal, in fact those are the sizes I find many people have in mind when they are asked about the dust made in mining. Although the sizes mentioned are the ones which seem to almost entirely make up this sample, such is not the case, for from 10 to 20% of such a sample will usually pass this 20 mesh screen and in Sample No. 2 we have 20 mesh dust. Result of many tests, supports .the statement of the coal mining division of the Bureau, that it is quite probable that coal over 20 mesh does not take part in any but the most violent of explosions and that all dust under 20 mesh may take part in any explosion. The largest particles in this sample will not be over .03 inches in their largest dimension and a pound of dust to a foot of average heading is very easily found in most every mine I have visited and usually a great deal more can be readily gathered up. It was .found early that the finer the dust the more dangerous it was for a given coal. So for the early explosion tests conducted by the Bureau a commercial pulverizer was used and it turned out a 20 mesh dust of which about 75% would pass 200 mesh. Some men question whether the ordinary mining methods made such a dust and so doubted the explosibility of the dust in their own mines. The question was well taken, and hundreds of dust samples were taken by the field men of the Bureau to determine the kind of dust being made in all methods of mining and all classes of coal. The result of such sampling showed some coals. resisted breakage more than others and that actual mine road dust, through 20 mesh, would show from 10 to 20% through 200 mesh, and for actual rib and roof dust through 20 mesh, they would get from 20 to 40% of 200 mesh dust. Alabama probably has the most extensive deposits of high-grade flake graphite in the United States and was the largest producer during World War I. Therefore, with the outbreak of World War II, users of flake graphite turned again to Alabama to supply their requirements. Flake graphite is the most important ingredient contained in graphite crucibles used in melting crucible steel and special alloys essential for war purposes. Early in World War II the Army and Navy placed flake graphite on the list of critical war materials. During World War I, when the supply of Ceylon graphite (then in demand) was cut off, large quantities of flake graphite were produced in Alabama, and about 40 mills were built. Most of these were abandoned after the war when imports of the cheaper Madagascar flake (which gradually replaced Ceylon graphite) began to reach this country. With the beginning of World War II, the Madagascar supply was cut off', and consumers were again compelled to look to domestic sources for their supplies. They found only one small mill in operation, that of the Ceylon Graphite Co. in Coosa County, Ala. The Bureau of Mines made a preliminary examination of the Alabama flake graphite deposits in 1940. Samples were taken and tested at the Southern Experiment Station at Tuscaloosa.

At its Copper Cliff Smelter, Vale Inco Limited processes a bulk copper-nickel concentrate in two Inco oxygen flash furnaces. Coke supplies a minor proportion of the process heat requirements, limiting the flash furnace matte grade to the target 45% CuNiCo. Coke addition to the furnace offers a potential means of establishing a reducing barrier on the surface of the molten bath. Such a practice would be conducive to producing sulfur deficient (partially metallized) matte. At the same iron content, the iron activity of sulfur deficient matte is higher than that of regular matte. A supernatant coke barrier could, therefore, be expected to lead to higher nickel and cobalt recoveries, reduction or even elimination of magnetite furnace bottom build-up and increased sulfur elimination as SO2 in the flash furnace. Extensive experiments were conducted in a miniplant flash furnace to investigate the effect on process metallurgy of the suggested modified scheme. The introduction and description of the experimental set up were given in Part 1 of this paper and an early paper published in Yazawa symposium1 together with the results and some in depth discussion on metallurgy. This paper intends to discuss the kinetics of the miniplant flash furnace testwork.

Since the early 1990s, the Canadian mining industry has been increasingly defined by the signing of Impact and Benefit Agreements (IBAs) between mining companies and Aboriginal peoples. While these agreements are intended to complement the legal system, they also serve to establish the legitimacy of mining projects and to encourage the harmonious integration of these projects into their social and environmental contexts. Beyond their practical implications, what are the effects of such agreements on the ability of Aboriginal communities to access the institutional space where the authorization of mining projects and the conditions of their implementation are decided? Can we view IBAs as a preliminary step towards the operationalization of the principle of Free, Prior and Informed Consent? This paper aims to explore the potential of IBAs as a sustainable solution to the legitimacy issues that result from the implementation of the formal regulatory framework governing mining activities in this jurisdiction. We highlight what constraints and opportunities the James Bay and Northern Quebec Agreement (JBNQA) engenders for local communities and draw attention to the ways in which the negotiation of the Raglan IBA and the environmental evaluation processes act upon each other. We find that certain structural problems - and problems of legitimacy ? related to mining in Northern Quebec cannot be solved by the sole signature of an IBA, which suggests the need for caution when considering such agreements as a panacea. The Raglan case demonstrates that IBAs, like other modes of regulation relying on the direct interface between companies and communities, would benefit from a stricter framework and more explicit ties with official regulation channels.

"Deep Mixing Method (DMM) for the Rio Puerto Nuevo Project (Project) in San Juan was chosen by the Corps of Engineers to improve the soils adjacent to a 92 inch ID forced sewer main relocation and to improve the soils for the base of a new drainage channel. The soils to be improved consisted of sandy fill, soft clays, organics and stiff, plastic clays. A pre-construction soil investigation campaign, followed by a Bench Scale Mixing Programme and a Full Scale Field Test were performed during the pre-construction stage to assess soil properties, select binder type and dosage, and disclose the most suitable combination of injection parameters to improve the different soil layers. Production started at the end of August 2012 and was completed in October 2013; over 3,000 DMM elements were installed to a maximum depth of 57 ft below ground for a total gross volume of approximately 125,000 cubic yard. Each element consisted of two 5.5 ft diameter overlapping columns installed simultaneously, and their layout was such to meet the 100% Area Replacement Ratio required by the design. The ground improvement was successfully completed despite some difficulties due to a considerable amount of obstructions. Wet grab sampling and UCS testing of the retrieved specimens were designed as the main QC/QA method for the verification of the quality of the ground improvement. Upon completion of production, approximately 3,000 specimens were cast. The contract also required continuous coring of at least 12 randomly selected DMM elements and the testing of 8 cored specimens per bore for strength assessment. This paper will illustrate means and methods used in the field to construct the designed ground improvement and the results of the QC/QA program, with a focus on the differences between wet grab and coring sampling methods.INTRODUCTIONThe Rio Puerto Nuevo project involved the stabilization of a major drainage channel using the Deep Mixing Method (DMM), and the relocation of a 92 inch ID forced main sanitary sewer outfall. Previously, in 2004, a 40 x 16 x 2,000 ft. box culvert was installed under a different contract to convey runoff waters to the ocean.However, the connection between this culvert and the upstream network of channels was not constructed due to the presence of the forced main sewer pipe. In order for the drainage system to be completed and function properly, the 92 inch ID forced main needed to be lowered about 20 ft to allow for proper drainage.DMM was chosen by the US Army Corps of Engineers to stabilize the drainage channel as well as improve the soil under the relocated sewer main. The DMM was arranged in different zones (A through E) with variable top and bottom design elevations as can be seen in the typical cross section for Zone A (deeper and with a higher strength requirement) and Zone B as an example (Figure 1)."

Hibbing Taconite Company is located by the cities of Hibbing and chisholm near the center of the Mesabi Range, approximately 169 km (105 miles) from the Canadian Border. The plant site is equidistant from these two communities, about 6.4 km (4 miles) from each. A 169 km (105 mile) railroad connects us with the port of Superior, Wisconsin, where the pellet production is loaded into lake carriers for lower lakes destinations. Immediately to the south of the mine area is the world famous Hull- Rust-Mahoning Mine which produced more than 700 000 000 million tons of red ore between the years 1893 and 1973.

The scope of the course has been broadened, revised, and brought up to date and is being published as a similar series of seven miners' circulars (Nos. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the use of investigations and reports of all accidents.

OUR combined economic activities have as their goal the maximum of individual well-being and national security. In this age of intense international competition the two objectives are closely related. For many decades, the maximum of well-being and ability to maintain national security have moved generally upward. The best single measure-perhaps the only adequate measure -of the level of the rising goal is the per capita real national income (national income corrected for price changes). For centuries before the industrial revolution the income of the world's population changed little from generation to generation. In our country prior to 1800 the growth of national income was hardly measurable from decade to decade. Since 1850, perhaps since the "industrial revolution," the growth of per capita real income has been increasing geometrically. This paper, dealing with network planning in an industrial complex, discusses the type and size of project that can be handled on a manual basis. After a review of the fundamentals of network planning, and specifically of the Critical Path Method, the author analyses several different types of projects, each with its own characteristics. Some can be handled in conjunction with a computer, but others can be dealt with equally well without one. Among the projects discussed are a blast furnace reline, the installation of a billet mill flying shear, and routine maintenance-type operations.

A brief description of the mining method and ventilation system of the San Manuel Mine?s first presented; this is necessary to an understanding of the heat problem and cooling system. The problem of heat at San Manuel is discussed. Charts and graphs showing the relationships between ambient surface air and underground temperature conditions are given. A history of attempts to cool air at San Manuel is presented, starting with the first refrigeration type air coolers which were used in development headings, and followed by the underground water chillers that were used in conjunction with cooling coils. Goals for design of a centralized cooling system with ultimate heat rejection through surface cooling towers are presented. The problems found with using the centralized system in main cooling coils are discussed. Plans for modification of the centralized system as utilized is the summer of 1987 are given, along with results obtained and problems with the system. Plans for subsequent modifications are presented.

"This paper suggests that with the settlement of long-term contracts of fifteen years' duration, with prospects of extension, the coal mining industry has, for the first time, a complete commercial justification for large-scale planning.The labour costs of coal production over past years are analyzed and, with the acceptance of the premise that the basic shift rates are certain to rise in the years to come, the paper suggests that forward planning should provide &r capital investment to make a traditionally labour-dense industry into a capital-dense industry.Automated methods of manpower deployment and timekeeping and the monitoring of all equipment back to a central control point are discussed as ail-important means of obtaining maximum utilization of high-cost capital investment.Principles of payment of the work-force, and the utilization of equipment 24 hours a day, seven days a week and the maximum number of days a year, are dealt with as means of achieving maximum capital utilization. Some of the new technical underground and coal preparation problems which will undoubtedly result from the concentration of workings and maximum machine utilization are discussed, and the author makes suggestions as to how these might be solved.In short, the author predicts that if the coal mining industry is prepared to recognize the problems and invest in modern equipment backed by highly trained staff. then the outcome will justify the high capital investment involved. He stresses the importance of human communications in achieving this end."
