Economic waste caused by mine fires may become considerable,l5 especially if a fire is allowed to spread or temporarily to get beyond control. It is important, therefore, to act promptly whenever a fire is suspected and to make every action count. To contribute toward its extinction effectively it is necessary to know at the earliest possible moment, and continuously thereafter, what is happening at the seat of the fire, which may be in a remote or inaccessible area, and also to recognize what may be expected as a result of any proposed combative measure. In combatting a fire the mining engineer and the chemist should cooperate, first deciding upon the course of action to be taken and then drawing upon the mining engineer's intimate knowledge of the physical structure of the fire area, the cost and time required to carry out proposed operations, and the probable efficiency with which these operations could be performed, and upon the chemist's knowledge for the results to be expected therefrom. After the initial steps to be taken have been decided, it devolves upon the mining engineer to see that they are carried out and upon the chemist to evaluate the results and to keep the mining engineer continuously informed in regard to a variety of matters—such as the composition and toxic or asphyxiating properties of the atmosphere in which the men may be working, whether the fire is increasing or decreasing in intensity and its probable temperature, the quantity of air leakage and the explosion hazards of the fire area. The purpose of this paper is to discuss what the chemist can and cannot contribute as a member of the fire-fighting personnel. The technical literature contains several hundred papers relating directly and indirectly to mine fires, and this fact alone is testimony to the complex nature of the phenomena involved in the birth, life, and final demise of a fire. A fire may be stopped (I) by preventing oxygen from reaching the coal or (2) by removing the conditions necessary for the rapid reaction of coal with oxygen; i.e., decreasing the temperature. All methods of prevention or control necessarily must be based upon one or the other, or both, of these two principles. The chemistry of a fire may be understood readily if the low-temperature oxidation of coal is considered as a starting point; then oxidation at higher temperatures (or combustion); and with these, the composition of the solid and gaseous products resulting from the oxidation or from the effects of the heat liberated. This discussion refers particularly to Pennsylvania anthracite, although much of the material applies equally well to coals of lower rank. Direct force measurements were conducted using an atomic force microscope (AFM) to study the mechanism of copper-activation of sphalerite. The force measurements were conducted between a sphalerite plate and a hydrophobic glass sphere in xanthate solutions of various pHs. The glass sphere may represent the hydrophobic air bubbles interacting with minerals during flotation. The force measurements conducted with unactivated sphalerite in 10') M KEX solutions did not show the presence of hydrophobic force. On the other hand, the results obtained with copper-activated sphalerite at pH 9.2 and 4.6 showed strong hydrophobic forces. However, the results obtained at pH 6.8 showed no evidence of hydrophobic force, which provides an explanation for the difficulty in floating sphalerite at neutral pH.

THE recognition by C. W. McKee, field engineer for Springer Sturgeon Gold Mines, Limited, in the fall of 1940, of the economic possibilities of a small outcrop of baryres near Pembroke, in Hants county, Nova Scotia, followed by aggressive exploration and development by the Company, has placed Canada for the first time in its history in the position of becoming a major producer of barytes and its products. In past years, production of this mineral in Canada has been unimportant. Thus the coral output from 1885 ro 1933, inclusive, amounted to only 41,027 short tons, following which there was no production until 1939. Deposits in Nova Scotia, and particularly in the Lake Ainslie district, Cape Breton, have been the main source of supply, with a production between 1866 and 1925 of 31,689 tons. Following the examination of the outcrop of baryres near Pembroke by Mr. C. W. McKee in October, 1940, the area surrounding it was trenched, and, as this work gave encouraging results, a diamond drilling programme was commenced. A grid system was laid our and sixteen holes aggregating 2809.3 feet were put down, spaced at 100-foot intervals, the deepest hole being 300 feet. This drilling outlined a body of high-grade baryres over 600 feet long and 200 to 250 feet wide, with an average depth of 120 feet and estimated to contain well over one million tons of ore. The limits of the body were reached on the west, north, and southwest, but the drilling was suspended before the eastern limit was determined. Quarrying operations, and construction of a 100-ton mill, were commenced in February, 1941. The mill was placed in operation on May 29th, and on June 15th, eight months after the initial discovery, the first shipment of 2,500 long rons of milled baryres was made to Trinidad, British West Indies.

Introduction An integrated oil company has two options in approaching strategic planning. It has to decide whether it is in business for the long-term. I state this in all seriousness. Those who help manage public companies have the responsibility of good stewardship of other people's money. We must decide whether continued investment in our basic business will generate a reasonable rate of return. With a world surplus of petroleum production capacity, and continuing downward pressure on prices, this question should be addressed by all oil companies. And a positive answer is not necessarily a foregone conclusion in all cases. The decision should be made based on proven competence in finding and developing petroleum reserves on a cost-competitive basis with other producers, and on a frank analysis of future prospects. This should include a realistic assessment of the projected rate of return on specific investment projects. If a company did not pass these tests, its strategy could take one of four paths. Diversification First, it could diversify. But recent history suggests that oil companies are not good at managing other businesses. Second, it could seek a buyer for its business at the optimum return for its owners. Third, it could sell its assets on a piecemeal basis. And, fourth, it could adopt a longer-range plan of self-liquidation by living off current recoverable reserves. In other words, by not investing in exploration and development, it could maximize short-term profit and pass the money back to shareholders in the form of dividends. The Conoco component of DuPont has a below-average cost of finding petroleum, a good track record of efficient production, and a full plate of projects that pass the test of return-on-investment. In short, Conoco is in business for the long-term. That fact, in itself, determines at least one key element in strategy. This is to extend the life of the petroleum reserve base while at the same time maintaining maximum efficient rates of production to provide a strong cash flow. A company that is able to maintain a strong reserve base will ultimately see the value of those reserves escalate as world oil supplies tighten. Our planners expect this tightening to occur within the next decade as demand grows and production in non-OPEC areas of the world begins to decline. An exploration program tailored to meet the requirements of reserve replacement and current production should have two basic parts. AT the Pittsburg meeting of the Institute, in March, 1910, the death of Mr. Metcalf was announced, and Col. H. P. Bope, of Pittsburg, delivered in memory of him a brief but eloquent address, which, though expressing the sorrow of Mr. Metcalf's friends, and, in general terms,. the debt of gratitude which his country and his profession owed to him, was not intended to be a complete survey of his life and work. With Colonel Bope's permission, and with the aid of some of the statements in his address, I substitute for it, in our Transactions, this more detailed, yet still inadequate memorial. As Colonel Bope justly remarked, the men who could do justice to this theme-such men, as Jones, Chalfant, Bennett, Oliver, and Park-passed away before Metcalf, leaving him almost the last of the generation of great steel-makers who made Pittsburg the Sheffield of America, and who discharged a double function, as the rear-guard of the old metallurgical practice and the van-guard of the new. I knew many of them; would that I were better qualified to celebrate their achievements. William Metcalf was born Sept. 3, 1838, at Pittsburg, Pa., where his father, Orlando Metcalf, was an eminent member of the bar. At the age, of sixteen, he entered the Rensselaer Polytechnic Institute, at Troy, N. Y., from which he was graduated in June, 1858. Returning to his native city, he became an assistant engineer in the Fort Pitt Foundry, of which. he was made Superintendent in 1859. This famous establishment produced the largest castings and heaviest machinery then known in the United States;-and Mr. Metcalf's intense, intelligent and incessant study of his business prepared him as a manufacturer for a patriotic service to his country more valuable than, as a soldier, he could have rendered in the field. Poor visibility of powered industrial vehicles, such as forklifts, used in industry is often the cause of accidents that include pedestrians. Current standards allow up to 20 % non-visible regions for forklifts where measurement of these regions is performed by using lamps. A collaboration of research organizations, including National Institute of Standards and Technology, Georgia Institute of Technology (NIST), and Direct Dimensions, has been evaluating advanced methods for measuring a forklift operator?s visibility. These methods can potentially improve visibility standards. They can also help forklift and sensor manufacturers to determine (1) how visibility-assist sensors and algorithms can be designed and (2) where sensors can be mounted on forklifts. This paper includes explanation of visibility measurement experiments performed and results, associated language suggested to standards organizations, and a prototype design for measuring the visibility of forklifts automatically.

The work tvhich has been done on steel rails, and which has been diwu&e,l here Juring thee two days, was not done to establish any pet theories, nor to make out that any person was great or any person small, but with a sincere desire to get at what is the truth in regard to the wedring capacity of steel rails. There are enormous commercial coneiderations invoIved in this question, and, as I look at the matter, the more honest criticism and fair discussion there is, the Inore likely it is that the truth will appear. Ad first I would like to say that it seems to me very little has been said here upon the main conclusion of the paper, namely, that the softer rails give the better wear. All sorts of side issues have been discussed; but this poiat, which is really the principal one at issue, has been largely ignored, aid I cannot But feel that it still remains unshaken. This Bureau of Mines study investigated molten salt electrorefining for beneficiating low-grade, high-carbon ferrochromium products which can be readily produced from domestic chromite concentrates. A second objective was to refine commercial ferrochromium into low-iron chromium products. Electrorefining of both types of ferrochromium in molten CaC12-NaCl-CrC12, CaCl2-MgC12-CrCl2, or KC1-LiCl-CrCl2 electrolytes produced chromium-iron products with virtual elimination of other impurity elements and some lowering of the iron content, Over 90 percent of the chromium present in the feed materials was recovered. The electrodeposited products were upgraded further by magnetic separation techniques into chromium containing less than 5 percent iron. The technical feasibility of preparing a premium chromium product from a low-grade, high-carbon ferrochromium made from domestic chromite was demonstrated. Chromium virtually free of carbon, oxygen, and silicon from high-carbon ferrochromiums was produced. In addition, the amenability of three commercial grades of ferrochromium to electrorefining and magnetic separation for preparing chromium metal containing less than 5 percent iron was determined.

THE Coal Division holds its fall meeting in the Pocahontas coal field, at the West Virginian Hotel, Bluefield, W. Va., Oct. 9 and 10. The first day will be a busy one-two sessions for the presentation of papers and a dinner in the evening. Hon. E. Fudge, Assistant Undersecretary, Mines Department, and R. V. Wheeler, head of the Mines Research Board of Great Britain, will be the guests of the Division. Mr. Wheeler will discuss the British Mining Act as relates to the coal industry. George S. Rice, Chief Mining Engineer, U. S. Bureau of Mines, will present an account of the recent meeting at Buxton in England, of representatives of England, Germany, France, Belgium and the United States to formulate a plan and to correlate research work now in progress in the various countries. The second day the members will be the guests of the operators on a trip through the Pocahontas field. The work of preparation for the meeting is being actively pushed by committees headed by T. H. Clagett, R. M. Lambie and H. D. Smith, and a good attendance, both local and from the general membership of the Division, is anticipated. Because many will make the trip by car the principal automobile as well as rail-road connections to Bluefield are given here. The program for Friday, Oct. 9, follows:

"The Eglinton-Scarborough Crosstown Project builds a 19km LRT corridor that includes a 10km underground portion, between Keele Street and Laird Drive. The West Tunnel Contract (ECLC1-15) includes 6.5km of twin EPB TBM bored tunnels with a 5.75m internal diameter precast concrete segment lining (PCTL), between Keele Street and Yonge Street. This paper summarizes the overall scope of work, the technical challenges faced and innovative solutions developed by the contractor during the TBM move across an existing subway tunnel using state of the art high capacity strandjack gantry crane.1. PROJECT OVERVIEW The Greater Toronto and Hamilton Area (GTHA) is Canada’s largest urban region, populated with over 6 million people, and is one of the most rapidly growing regions in North America. One forecast estimates that the population of this region will increase to 8.6 million by the year 2031. In September 2008, Metrolinx, an agency of the Government of Ontario, launched a 25-year regional transportation plan named “The Big Move” to cope with the expected increase in transportation demand. The Eglinton-Scarborough Crosstown, one of the projects included in “The Big Move”, is a light rail transit (LRT) that will run across Toronto in an east-west direction between Mount Dennis and Kennedy along Eglinton Avenue. In October 2012, the West Tunnel Contract of the Crosstown LRT (ECLC1-15) was awarded to Crosstown Transit Constructors (CTC), a joint venture between Obayashi Canada Ltd., Kenny Construction Company, Kenaidan Contracting Ltd. and Technicore Underground Inc. The project includes approximately 6.2 km long twin bored tunnels, 9 cross passages, 1 emergency exit building, 7 sets of station headwalls, and an intermediate pair of extraction and launch shafts. Each of 6.5 km long twin tunnels are divided by the existing subway station into two drives: the first half from the launch shaft LS-1 (west of Keele Station) to the extraction shaft ES-1 (west of Eglinton West Station), and the second half from the launch shaft LS-2 (east of Eglinton West Station) to Yonge Station, as shown in Figure-1. The TBMs are extracted at ES-1 and moved to LS-2 over the existing Yonge-University Subway Line at Eglinton West Station before resumption of tunneling at LS-2."

Significant effort has been expended and considerable success has been realized m the application of instrumentation and automatic control equipment in the mining and ore processing industries. This effort has been applied principally to process equipment with the objective of increasing throughput, minimizing labor requirements and/or improving grade or product quality. Less spectacular, but quite rewarding has been the successful application of instrumentation and automatic control equipment to a wide variety of material handling equipments. This paper describes some of this work including: (1) automatic weighment of load-haul-dump units and trams underground; (2) automation of skip loading; (3) instrumentation applied in feeders and conveyors; (4) level measurement in bins, silos, vessels and sumps; (5) automatic blending of sized materials; (6) automatic loading of ships, trains and trucks; (7) automatic control of tailings disposal facilities

An experimental investigation was carried out to -study the rates of reduction of pellets containing iron oxides by carbon dissolved in liquid iron, at temperatures ranging from 1720 K to 1973 K. Several different pellet types were employed; the materials used in the pellet's manufacture were pure hematite, two kinds of commercial iron ores, and mixtures hematite/silica and hematite/lime: Reaction times were determined employing the constant volume pressure increase technique (CVPI). It has been observed that the reaction rate increases as the temperature and the pellet's specific surface area increases. The reaction rate is also affected by the oxide type: pellets made from commercial ores or from mixtures hematite/silica or hematite/lime show reaction rates lower than those made from pure hematite.

Critical to successful dump and heap leaching for gold, silver, copper and uranium are factors such as permeability, solution delivery to the ore, and solution recovery. This paper deals with possible techniques for successful accomplishment of these three factors. New developments as well as older techniques are discussed, together with rationale for use of some techniques in reference to others. The authors hope to present a checklist so that the ideal application to individual mine situations can be achieved. This involves a discussion of the merits of each different method and the situations for most logical application. It is hoped that such discussion will broaden the geographic areas where dump and heap leaching can be applied to include greater winter cold and tropical regions of large amounts of rainfall.

Dewatering is a major operational cost at some mines. Under certain conditions, costs associated with water disposal may continue beyond the productive bye of the mine. For mines with mineralized waters, this is of special concern. Since 1974 experience has been gained from examination of a number of closed underground metal mines that exhibited drainage problems. It was observed, in certain cases, that had appropriate steps been taken prior to closure, the resulting drainage problems could have been largely avoided. Reclosure steps would have involved alteration to the 'plumbing system" of the mines; i.e., the drifts and crosscuts interconnecting the mine workings. This could have best been accomplished by the placement of bulkheads and/or selective drifting. In addition to reconfirming that hindsight is 20-20, a lesson learned from these case studies shows that a relatively simple hydrologic evaluation prior to mine closure may avoid a troublesome and costly drainage problem.

When evaluating mining investment opportunities, one should consider the risks associated with mineral exploration and development. These are commonly classified as technical, economic, and political risks, and are accounted for in the investment decision by changing the discount rate. Thus, a company may use different discount rates associated with varying risks in order to compensate for the variability of success. The discount rate has a tremendous effect on the economic evaluation of mineral projects. Even when all other factors used as inputs for calculating the NPV (net present value) are equal, the project under consideration may be accepted or rejected depending upon the discount rate. Determining a realistic discount rate for a given project is therefore the most difficult and important aspect of cash flow analysis. It should be determined with the consideration of proper technical, economic, and political conditions surrounding the specific project undergoing economic evaluation. One key problem for determining the appropriate discount rate is that it typically depends more on subjective perception of the degree of risk or other experience factors than on a systematic approach. Thus, this study aims to identify, analyse, and document the type, role, and impact of risk factors influencing the determination of discount rates, and then to determine discount rate by using the aforementioned factors.

"INTRODUCTION The South Hecla mine, one of the principal mines of the Alta United Mines Co., is situated at Alta in thee Little Cottonwood mining district, about 30 miles southeasterly from Salt Lake City, Utah. The mine has produced copper, lead, zinc, gold, and silver, and is reported to have been one 'of the principal sources of this country's bismuth from 1912 to 1925. The tungsten mineral, scheelite, has been found but has not been recovered. The extreme need for these minerals during World War II prompted an examination of the property by the Bureau of Mines and resulted in an unpublished report entitled ""The South Hecla Mine, Salt Lake County, Utah"" (fig. 1).A Bureau of Mines project 3301 was initiated, and operations were started early in 1943. The primary purpose of the project was to increase substantially the reserves of bismuth and tungsten ores. The critical situation in regard to lead, copper, and zinc developed during the early stages of the operation, and the work was expanded to include the development of ores 'of these metals.An investigation of 'the Albion, Rustler, and Greeley workings adjoining the South Hecla mine was made, and this work is also described (fig. 2); ACKNOWLEDGEMENTSIn Its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each investigative project as soon as practicable after its conclusion. The Mining Branch, Lowell B. THE copper industry operated at high capacity throughout 1947, with no serious tie-ups in operation as was the case in 1946, when almost the entire industry was shut down by a four-month strike. Refined copper production in the United States averaged 94,250 tons for the first eleven months and deliveries to domestic consumers, including foreign copper for domestic consumption, averaged 114,000 tons per month. On April 29 the import duty of 4d per lb was suspended until March 31, 1949. Copper prices fluctuated considerably for a short time thereafter. Over the year the price of domestic electrolytic copper at refineries on the Atlantic seaboard advanced from 19.225¢ on Jan. 2 to 21.200d on Dec. 24.

"The demand for open-hearth iron ore and the existence of suitable smelting facilities in the St. Louis area seemed to warrant investigation of several Missouri iron-ore deposits of the filled-sink type. Preliminary examinations were made in the autumn of 1944 by an engineer3/ of the Bureau of Nines, and in December of the same year funds were allotted for the exploration of these properties by churn drilling. Three properties, the Silver Hollow Bank and the Newbauer and Coleman properties, were drilled. Work was completed May 8, 1945.The Federal Geological Survey and the Missouri Geological Survey and Water Resources assisted in the project by determining the stratigraphy from drill cuttings and by mapping the drilled areas.The properties explored are in the hilly section of east-central Missouri and are connected by all-weather graveled roads with various shipping points of the St. Louis-San Francisco Railway system within 3 to 6 miles of each property.The Silver Hollow Bank, in sec., 8, T, 40 N., R. l W. Franklin County, Missouri, is in the Meramec State Game Reserve. The nearest town and shipping point is Sullivan, Mo„ which is 6 miles distant. The Newbauer property, in sec. 28, T. 41 N., R, 2 W., Franklin County, Missouri, is approximately 3 miles west of Stanton; The Coleman property, in sec. 14, T. 38 N., R. 3 W., Crawford. County, Missouri, is within a short hauling distance of the railway at Elayer, Mb. These are shown on figure 1.The region surrounding the explored areas contains a series of low-lying hills or ridges and narrow winding valleys drained by the Meramec River system. These hills seldom rise more than 200 feet above the valley floors, most of which are approximately 700 feet above sea level. Except for numerous small farms and a few small towns, the entire region is covered by a dense growth of timber and small brush. The St. Louis-San Francisco Railway system, U. S. Highway 66, and numerous all-weather State and county roads traverse the area."

The size and complexity of modern surface haulage trucks has resulted in an increased reliance upon sensors and electronic-based instrumentation for safe and efficient operation. Design engineers need accurate information about the equipment vibration environment to efficiently and effectively build components for installation on mobile mining equipment capable of withstanding the mine environment. Examples of such components include backup alarms, communication equipment, microprocessor-based controllers, and a wide variety of sensors. Unfortunately, this information is not available to the majority of both original equipment and aftermarket equipment manufacturers. To address this problem, the U.S. Bureau of Mines performed field vibration measurements on a variety of surface mining haulage trucks. The vibration measurements were then analyzed and test specifications were developed in the form of envelopes. In conjunction with test specifications, recommendations to aid manufacturers in implementing a vibration environment test program have been included with an illustrative example.
