The federal taxes on incomes and excess profits are of course heavy. In 1917, the value of the mineral production of the United States was a little in excess of $5,000,000,000. The total of federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal industries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Because of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. The taxes indicated above, therefore, are not final and may conceivably be very materially increased. For 1918, the taxes are expected to be still greater, but no compilations are yet available. Taxes at a high rate are to continue indefinitely. The subject is clearly of gravest import to the mining industry in particular. The Commissioner of Internal Revenue, who is charged by law with the administration and collection of the taxes, is determined that these functions shall be performed in a just and businesslike way. Fairness and finality are to be the chief objectives. In view of the peculiar conditions that attach to the tax program as applied to mines and other wasting industries, like oil, gas, and timber, the Commissioner has resorted to professional advice and assistance by manning a Sub-division of Natural Resources with competent engineers, brought in from the several industries, into whose hands he has placed for solution the technical questions involved. These engineers have a two-fold duty: (1) to devote to the solution of these problems their own knowledge and experience; (2) through their acquaintance with their respective industries, and with the men engaged in those industries, to focus upon these problems, by conferences and otherwise, the best opinion of the country. The use of nuclear fission for chemical process heat offers the special advantage of high temperature, limited only by materials of construction. The process heat may be supplied economically at elevated pressures, since no compression of combustion air is required. For the initial effort in developing a high-temperature reactor, the indirect cycle, using helium as the heat-transfer medium, was chosen. The major problems are the design of high-temperature fuel elements, construction of an exchanger to transfer heat to process streams in the range of 2,500° F., and development of compressors capable of recycling helium at 1,000° F. and above. A conceptual design of a nuclear reactor to furnish process heat for coal gasification has been made. Spherical fuel elements utilizing a graphite structure, impregnated with uranium carbide fuel, were chosen, as spheres offer the possibility of easier loading and unloading of the reactor. Calculations of pressure drop and gas-pumping power for the system are included.

The paper point out the economics importance of the Torco process as lubricant and fuels of the motor in the mining. It is possible to envisage an arrangement in which TORCO would be used to treat a sulphide ore, the acid used to dissolve the metallic ccoper in the concentrate and the copper produced in cathode form by electrowinning. However, there are studies point out that it would be as profitable as conventional flotation, smelting and refining. To carry out full testing of the TORCO process on anyore would be expensive, involving sending several hundred tons to one of the pilot plants located in Johann esburg or Milan. Such pilot plant testing should & be considered as confirmatory rather than exploratory, and a good economic case for using theTORCO process would have to be made out based of mallet scale testing before in curring the larger expense.

Although none of the deposits discovered to date are of commercial interest, significant Frasch or sedimentary sulphur deposits occur in Nova Scotia in Upper Mississippian Windsor Group evaporites. The evaporite sequence contains anyhdrite and is overlain by impervious shales. It also is •mderlain by locally petrolijerous formations that are potential hydrocarbon sources for reaction with anhydrite to produce sulphur. As well, stratigraphic and structural traps are known to exist in the Mississippian beds. Thus, all requisites for sedimentary sulphur genesis are present. Available hydrocarbon sources are numerous but small; resultant sulphur deposits therefore are probably also small. Evidence suggests, however, that sulphur deposition is not yet complete.

Breakthroughs in software technology and in computer hardware capabilities have opened new opportunities to develop more accurate process simulators and to reduce the operating time to reasonable levels. As a result, there are several new simulation packages being commercialized for modeling coal preparation plants and pulverized coal-fired power plants, and the users of these packages are reporting significant improvements in process efficiency and operating costs by implementing the simulators' results. This paper provides an overview of some of the models currently in use at CQ Inc., including the ASPEN PLUS"" Coal Cleaning Simulator, the Ultramax® process optimization software package, and EPRI's Coal Quality Impact Model?. Case histories of specific applications are also presented.

Well logging techniques, as used successfully in oil and gas exploration, can also be used to give a detailed evaluation of drill holes through industrial mineral deposits such as sulphur. This paper describes the logging tools used gives the theory behind the well-log interpretation and discusses the application of the method in sulphur-bearing limestone and m more complex sulphur deposits.

Slurry rheology affects autogenous grinding performance by changing the rock's breakage characteristics. In this study pilot scale batch autogenous grinding was carried out to observe the effect of viscosity on the breakage characteristics of the rocks (the media), and on the overall specific energy consumption. Clay/fines content, and temperature of the initial charge, were varied to alter the viscosity of the slurry. Results showed that at higher slurry viscosity, rocks became more difficult to break, resulting in an overall increase in the specific energy consumption of the mill. Also, it was observed that viscosity had a significant effect on the amount of critical size material present in the grinding circuit, where the critical size material is the material which is too large to be effectively ground in the mill, and too fine to act as grinding media.

Four manganese dioxide leaching microorganisms, an Achromobacter spp, Aspergillus niger, Elllerobacter cloacae and Elllerobacter agglomerails were purified from sucrose enriched crude mixed cultures which contained at least sixteen, non-leaching, morphologically different, colony types. Fastest leaching rates were obtained from the original enrichment's mixed cultures (1.26 g Mn++ I/d) while best yields of Mn++ m terms of sugar use came from Achromobacter and A. niger being 0.84 and 0.89 g Mn++/g sucrose respectively. The peak efficiency in manganese reduced, per carbohydrate used, coincided with the exponential growth phase for Achromobacter. The two Elllerobacter species performed better in stationary or senescent growth phases.

"Canada has a special place in non-ferrous pyrometallurgy because it is the only country in the western world that is a significant producer of all the major non-ferrous metals; aluminum, copper, lead, magnesium, nickel and zinc. This large non-ferrous pyrometallurgy industry has developed because of Canada's abundant mineral wealth and energy resources. Table I summarizes the number of primary non-ferrous production facilities in Canada and their share of western world production.Production of non-ferrous metals is a mature, capital intensive business and its basic processes have been in use for many years. Nevertheless, these processes have continued to evolve in response to changing needs and external pressures; such as the energy crisis of the early seventies; historically low metal prices in the early eighties and the continuing pressure to reduce plant emissions and improve in-plant working conditions. Canada's major metallurgical companies: Alcan, Cominco, Falconbridge, Inco and Noranda have played a leading role in pioneering new process technology and continue to meet the difficult challenge of keeping their operations competitive in the global metals market. This paper will try to give an overview of the major developments in non-ferrous pyrometallurgy, largely from the Noranda and Canadian perspectives, highlighting the current status of process technology and possible future directions.AluminumCanada has the world's second largest aluminum smelting industry and its capacity has expanded rapidly in recent years with the completion of several large projects in Quebec. The location and capacity of the Canadian aluminum smelters are given in Table 2. All these plants use the Hall-Heroult process, that was invented over a century ago but over the last twenty years considerable improvements have been made to increase productivity, reduce power requirements and emissions.The developments in aluminum cell technology can be illustrated by the experience at Noranda Aluminum. In 1971, Noranda Aluminum started its first pot line using Kaiser's P69 prebake cell, which was considered, at that time, the best available technology. The P69 cell was designed primarily for high productivity, operating at 150 000 amps and high current density to produce just over tonne Al per cell-day. The P69 cell is a simple design, typically operating at about 88070 current efficiency and 15 800 kWh/tonne Al. When Noranda Aluminum decided to expand in 1980, the Alcoa 697 cell was selected as it then represented the most proven, stateof- the-art technology. This cell is similar to that installed at Alcan's new Grande Baie and Laterriere smelters and is designed to operate at 180000 amps and 93070 current efficiency, producing about 25070 more aluminum per pot-day than the P69 cell using about 15070 less power. The 697 cell has a much more sophisticated cell design, with very good balancing of the magnetic field giving a flat metal pad and allowing efficient operation at the higher amperage. Alumina is fed via point feeders that provide an almost continuous feed allowing close control of the alumina level in the bath and the use of low-ratio bath composition, giving much higher current efficiencies."

The nature of a stone deposit is rarely defined through exploration and engineering design, but more through the actual experience encountered as the mine develops; hence, issues with ground control are often at the forefront for a new mine. Ground control problems account for over 15 percent of lost-time injuries in underground stone mines. The objective of this work is to present actions taken during early development of a stone mine to mitigate the obvious effects of high horizontal stress on ground control. The mine was developed from a box cut with relatively little cover, and high horizontal stresses were not anticipated. Early recognition of possible high horizontal stress resulted in mapping of the mine using the NIOSH-developed Roof Fall Risk Index (RFRI) to provide a baseline to objectively analyze roof conditions. A program of borescoping the mine roof provided valuable roof beam thickness data and found that the roof beam was of minimal thickness, approximately 10 percent of drift width. As the mine developed, it became apparent that ground control problems related to high horizontal stress existed. A concentrated effort was made to improve ground conditions by implemeting a number of mitigation techniques. Actions taken by the mine included systematic roof support, reorientation of mining direction, a lower roof horizon, reduced span widths and reduced mining height in crosscuts to prevent running falls. These strategies resulted in signifcantly improved ground stability.

IN a mine with any considerable output the economical handling and transport of ore underground is a matter of prime importance, and in the design or lay-out of a trucking system the question of what form the points and crossings are to take should be one of the first considered. Trucks may be moved from one line of rails to another by the following means: by flat sheets, with which may be coupled turn-tables, or by points and crossings. The latter class may be further divided into fixed and movable points.Flat sheets and turn-tables, owing to the time and skill needed by the trucker in using them, are seldom of great value with large tonnages, unless for purely temporary work, and the choice narrows down to one between fixed and movable points andcrossings. Both systems have their disadvantages - movable points being liable to jamb with dirt and get out of order, whilst with fixed points trucks may sometimes run over the points and capsize, or go on to the wrong line, though this is not of frequent occurrence. On the other hand. the fixed points are simple, easily laid, and strong, and there is no necessity for the trucker to work any levers, the truck being guided on to its new direction by screwing.Cast-iron points and crossings were first introduced into the North mine during the opening-up of the 950-ft. level, and the first arrangement was designed for a double turn-out in the main crosscut. Since then both the points and crossings have beenmodified several times, and it may be interesting to briefly outline the various forms through which they have passed, showing the reasons for the retention of some features and the rejection of others.

"Nowadays, there is an increasing interest for realistic spring-block models capable of addressing precursor phenomena in catastrophic earthquake-induced landslides. By pre-defining the constitutive law between externally applied stress and induced local strain increments, the dynamic behaviour of the rock/soil slope can be studied by means of the distribution of slip events at the interface between the soil and the bedrock. It is shown that by relaxing the assumption of constant of externally applied stress rate and local strain increments, a robust 2D spring-block model can be formulated for studying triggered landslides. A cellular automaton is built in order to examine the dynamic behaviour and the stability of rock/soil slopes during the initiation of a landslide. The type and nature of the failure plane, as well as the triggering mechanism is studied. The different dynamic evolution modes of the slope can be mapped to specific shape parameters of the corresponding distributions of the incremental displacements. The proposed spring-block model can be used in order to understand, predict and minimize the impact of catastrophic landslides triggered by earthquakes.INTRODUCTIONEarthquakes have long been introduced as one of the major cause of landslides. Earthquake induced landslides are of great importance because they can cause considerable damage and life casualties. Existing analyses can provide landslide concentration, i.e. the number of landslide sources per square kilometer of surface area, as well as the distance from the earthquake source, which is related to the strength of shaking, the slope steepness, which is connected to shear stress, and finally the rock type, which is referred to material strength (Keefer, 1984). In spite of their great importance in social and economic life, earthquake-induced landslides are still considered as an open geotechnical problem. The dependence of the number and distribution of landslides on earthquake magnitude and ground shaking intensities is a crucial factor for the description and determination of the phenomenon. The hazardous types of earthquake-induced landslides, the most susceptible geologic materials and the reactivation of landslides originally triggered by nonseismic activity are some important topics for areas affected by landslides. Most of these areas present an irregular and asymmetric shape with respect to epicenters and fault ruptures, and also show a strong correlation with magnitude (Keefer, 1984, 2000). The number of landslides caused by an earthquake generally increases with increasing earthquake magnitude. Keefer (1984) presented a magnitude scale in order to quantify the number of earthquake-induced landslides. Malamud et al. (2004) have proposed an independent landslide-event magnitude scale on the earthquakes, based on the logarithm of the total landslides number associated with an event. The aforementioned studies try to relate the landslide magnitude scale to the visible effects of the triggering mechanisms."

Between 1950 and 1965, more than 80% of all phosphate rock produced in the world each year was used as fertilizer, either directly applied to the soil or processed into mixed chemical fertilizers. Of the potassium salts produced, 95% followed suit. A variety of uses in industrial chemicals and consumer products absorbed the remaining percentage of each. Future trends in these two commodities will be dominated by what happens to the fertilizer market. Farming is much the same as mining the soil. Plants remove the minerals little by little. Phosphate and potash comprise two of the three primary nutrients removed in this way, the third being nitrogen. Phosphate stimulates early root formation and growth, whereas potash is a salt necessary to root strength.

With the advent of the Clean Air Act and the installation of flue gas desulfurization (FGD) equipment (scrubbers) on coal fired power plants, the management of solid wastes has taken on added importance. Aside from the large amounts of fly ash and bottom ash usually generated, large quantities of liquids in the form of scrubber sludge are also produced. These wastes must be disposed of within the constraints of land and water quality regulations. This paper describes the practices adopted by the electric utility industry in denting with this problem, including methods of generation and treatment, quantities and characteristics of the materials, and transportation and disposal practices. The paper also briefly describes final product characteristics and several applications for commercial utilization and land reclamation.

Anglo Asian Mining have recently installed an industrial-scale UF/RO plant to treat process liquors from the integrated heap leach/agitation leach/ resin-in-pulp gold ore treatment facilities at their Gedabek gold-copper mine in Azerbaijan. The UF/RO plant is designed to treat 60 m3/h of leach solution to produce discharge quality water. The RO concentrate, which contains elevated concentrations of copper, silver and cyanide, is sent to the company’s SART plant for the recovery of the metal values as a precipitated sulphide concentrate and the cyanide, which is recycled to leaching. The new water treatment plant improves the sustainability of the operations at Gedabek by enabling replacement of fresh water input with RO permeate and safe discharge of permeate to the environment, during periods of excess water balance. The paper includes pilot plant data and early results from the full-scale plant.

FuRnace-men of the present day agree very nearly as to the best cooling-devices for the protection of blast-furnace hearths and boshes, and the best location of the cooling-system in the brick-work for the maintenance of favorable furnacelines throughout the blast. The replaceable bronze and copper plates are practically faultless; and there seems to be no reason why a furnace-hearth and bosh should not be held in good condition, by intelligent management and the use of replaceable plates, for a period several times the length of the average blast of to-day. While furnace-men have taken these .precautions to protect the hearth and bosh beyond the life of the lining, the portion of the lining above the mantle has been partly protected by some and wholly neglected by others. Some would not construct a furnace without mantle-plates, and others would not construct a furnace with them. In most cases, furnace-men have either trusted to Providence or to the bosh-plates for the continuance of favorable working-conditions above the mantle, and the prolongation of the life of the lining; consequently furnaces are constantly blown out for repairs to the lining, or for relining, when the hearth and bosh are in good enough condition to last through another blast. The mine of the Porter Coal Co. is located at the town of Porter in the northwestern part of Jefferson County, Ala., about 20 miles west of Birmingham. The operations in this mine are confined to the middle and bottom benches of the Mary Lee bed. The coal from the Porter mine is handpicked and washed before being placed on the market. The handpicked lump coal and the washed egg and nut coal are sold chiefly as domestic and steam-raising fuel. The coal finer than 1 inch is washed in 2-compartment jigs and utilized in the manufacture of metallurgical coke. The coal company has found that, when coal ranging in size from 1 to 0 inch is washed in jigs, a considerable amount of high-ash material finer than 3/16 inch remains in the washed coal. This paper gives the results of an investigation which was conducted for the purpose of determining the washing characteristics of the through 3/16-inch raw coal and the extent to which the ash might be reduced by means of coal-washing tables. This investigation has been made in connection with an extensive study of the coal-washing problems now being conducted by the United States Bureau of Mines and the University of Alabama, with the cooperation of the coal-mining companies of the State.
