[ ] INTRODUCTION "The Liberal Party believes that the State's mineral resources belong to the people of Queensland and therefore it is essential that the state, on their behalf, obtains maximum benefit from the development of those resources." (Liberal Party, 1980 "Mineral Resources Policy" p.2). "Unless sound policies are implemented.... increased production of minerals will benefit only the already wealthy and the lucky few... A resources tax is essential to ensure that above normal profits are shared by the whole community.... Labor policies on taxation must ensure an adequate return from mining developments to the Australian people." (Labor Party Policy Paper, May 1982 "National Issues relating to rapid expansion of mineral production during the eighties". p.1, 37, 47). Judging from these statements, key political parties in Australia believe that mining profits are lightly taxed and that shareholders get most of the benefits. THE REALITY The Government Share of Income statement in Table 1 attempts to measure the government share of the income generated by the "Big Five" Australian mining companies - Broken Hill Pty Ltd. (BHP), CRA Limited, Utah International, MIM Holdings Ltd., and Western Mining Corporation ("WMC"). These companies control over 70% of Australia's mining industry including all the most profitable mining operations. They dominate the mining and processing of iron and steel, aluminum, manganese, coal, oil and gas, copper, lead, zinc, silver, nickel, gold, ferro-alloys and salt in Australia. They are also major world exporters of most of these products. They are thus a representative sample of the profit-earning side of the Australian mining industry. In their two most recent financial years these five companies had income before tax of A$6,980 million. The Government share of this income was A$6,285 million or 90%. The total market capitalisation of the Big Five is about A$8,480 million. (December, 1982). Governments thus consumed the equivalent of 82% of their total value in just two years. This was taking place while the politicians drafted the above statements calling for an "adequate" share for the people.

The use of a woven wire-mesh screen as part of a flooded-bed dust-scrubbing system is popular in the underground coal mining industry. It is used in combination with a demister (mist eliminator) to remove dust from the dust-laden air. A study was conducted to measure the pressure drop across a flooded-bed, wire-mesh screen at different airflow rates in one-phase (dry) and two-phase (wet) conditions. Two empirical relationships between pressure drop and air velocity were developed for dry and wet conditions, respectively. In both cases, the form of the empirical relationships was found to be similar to relationships given by Sabri Ergun for high velocity, non-Darcy, single- and multi-phase flow through porous media. The experiments were repeated on a reduced-scale model of the wire-mesh screen, and the pressure-velocity relationships obtained from the full-scale prototype experiments were tested. The test results show validation of the full-scale empirical formulae on the small-scale model with an insignificant variation. This paper presents the empirical equations for pressure drop across the wire-mesh screen in dry and wet conditions. Researchers can use these equations as a tool to predict total pressure drops for wire-mesh screens of different scale sizes.

The wetting behavior of liquid polymers at solid surfaces and the adhesion forces involved at polymer-filler interfaces should always be considered in the fabrication of high quality polymer composites, including those made with mineral fillers. Spontaneous polymer spreading over the filler surface is a basic condition in the fabrication of the polymer-mineral composites. In this regard, the wetting and adhesion characteristics of polymer-mineral systems are reviewed in this contribution. It appears that several aspects of wetting phenomena at mineral filler surfaces are not well described in the literature and require further systematic study. Specifically, it is clear from this review that efforts should be made to determine the effects of mineral surface contamination (including surface hydration) on wetting and adhesion phenomena, and to determine the wetting characteristics of molten polymers at mineral filler surfaces. It is expected that any improved fundamental understanding of wetting and adhesion phenomena for the polymer-mineral composites will provide the basis for further technological development.

Ore selection is generally a highly subjective task, with emphasis on producing product with a consistent target grade matching a perceived market requirement. A composite selection criterion ‘Comp’ (a linear function of the grade vector) can be used to maximise ore tonnage at a specified target grade (in Fe and contaminants) extractable from a block model. The blocks correspond to the selective mining units, with grades interpolated from diamond drill hole data. An iterative procedure has been developed to identify the coefficients and cut-off value for the composite function ‘Comp’, maximising potential ore tonnage at target grade.Commonly, target grade is predetermined by marketing; however, there is no guarantee that maximising ore tonnage at a specified target grade maximises the potential value of the mine. If the value of ore could be expressed as a linear function of the grade components, then these coefficients would be appropriate for the selection criterion ‘Comp’. The cut-off value for ‘Comp’ would correspond to the marginal cost of production; all blocks with a ‘Comp’ score above the cut-off would be classified as ore; and the cumulative grade of these ore blocks would be the average product grade over the life of the mine.Unfortunately, no such value function for iron ore is generally available. Methods for estimating the value function are discussed, using the spot price and sensitivities based either upon operational tolerances for Fe and the contaminants or upon published price differentials. This approach has been applied to an anonymous Pilbara deposit with about one million blocks averaging 1.1 kt. It is shown how the optimal target grade, cut-off grade and maximum tonnage can all be explored as a function of marginal cost and iron ore price. Alternatively, given marginal cost and an iron ore price, the effects of changing the tolerances (and therefore the relative costs of the contaminants) can also be explored.It is suggested this procedure can enable informed decision-making for an iron ore mine. Rather than setting final policy for the entire life-of-mine, the method enables target grades and tonnage estimates to be revised by re-computation as the mine life proceeds to recognise changes in market conditions and knowledge about the resource.It should be emphasised that this paper is concerned with ore selection rather than ore sequencing. Appropriate ore selection is a necessary but not sufficient condition for maximising value. Having identified the set of blocks that potentially maximise value, the sequence in which they are mined will present a trade-off between producing at constant grade and extracting high value ore early. The sequencing issue is not considered here. It is shown that optimum ore selection for an open pit mine is independent of any consideration of discount rates, although ore sequencing will depend upon the time value of money if the product grade is to vary across time.CITATION:Everett, J E, 2015. The lowering of the pollutant concentration limits at the workplace subjects the mining industry to higher requirements for dilution; this situation is worsened with the current discussions within the European Union (EU) to set new stricter exposure limits for nitrogen oxides in the workplace. This is directly reflected in the performance of the mine ventilation system, which may need to be revised to meet the new standards. The after blast re-entry time, being inversely proportional to the threshold limits, will be higher for a lower limit. This in turn increases the down time for production from the blasted area.Numerical tools have been very useful in predicting the effectiveness of ventilation. This study aims at analysing the dilution time for NOx gases from an ANFO blast in a room and pillar panel. Optimum Coal Mine comprises numerous defunct, active, and future mining sections. The mine is primarily a large opencast coal mine; however, underground mining activities will be increasing steadily over the next five years. Opencast and underground mining activities have a significant impact on surface and groundwater resources. To ensure that the mine will be able to continue with its mining operations in the catchment, the extent of this impact requires that substantial intervention and mitigation measures need to be implemented to ensure the environmental integrity and economic use of the catchment's water resources. In developing a sustainable long-term mine water management strategy, numerous scenarios had to be analysed. The various scenarios are a combination of water and land management activities. The main components of the mine's integrated water management strategy include: ? Management of water recharge by continual and appropriate rehabilitation of disturbed land ? Beneficial re-use of impacted mine water for coal plant process water and mining operations ? Reclamation and desalination of remaining excess impacted mine water to potable standard. From the mine's long-term water balance, it is evident that the continued implementation of numerous water management actions is required to mitigate the water resources impact in a sustainable manner. In addition, the installation of a water reclamation plant at Optimum Coal Mine (15Ml/day) is a key step for the mine to achieve a zero impact target.

"Researchers from the National Institute for Safety and Health (NIOSH) installed instruments in the track entry and in the pillars of a northern West Virginia longwall coal mine between two planned panels for the purpose of monitoring the behavior of the ground. The instruments included four cable bolt load cells to measure the change in gateroad loading, six borehole pressure cells to measure the loading in the pillars, three six-channel roof extensometers to measure roof sag, four convergence measurements on the cribs to measure the crib loading, and a multipoint borehole extensometer to measure the pillar expansion. The instrumentation was all connected through two multiplexers to a single Campbell Scientific permissible datalogger located about 350 feet outby the instruments. The goal of the project was to record all of the measurements as both longwall faces passed the site of the instrumentation and to use the data to calibrate numerical models.This report describes the recording of all of the measurements taken as the first panel approached and then passed the instrumentation site. This study provided valuable data related to the ground response and support performance that will be used to improve safety in longwall gateroads.INTRODUCTIONA longwall mine in northern West Virginia was selected as a second study site for an ongoing research project into gateroad layout and support design. The area was affected by a transition from limestone to sandstone in the roof. The entries were 16 feet wide, and the height was approximately 80 inches. The layout for the longwall panels was 1,170 feet wide by 4,000 feet long. The panel configuration was right-handed, and a three-entry gateroad was used between panels. The pillars next to the headgate were 137.5 feet by 115 feet center-to-center, and the pillars next to the tailgate were 275 feet by 100 feet center-to-center, with the crosscuts at 60 degrees. The width of the gateroad was a total of 215 feet."

"This paper covers the development of the property to its present production level of20,000 tonnes per day from the Valley Mine. It will also review the analysis of various case studies for the expansion of the project to its full potential, and discuss the impact of the recent structural change in the copper market on the development of a large low-grade deposit such as Valley.IntroductionIn 1964 Cominco participated, along with a number of other companies and individuals, in the formation of Valley Copper Mines Ltd. This company was formed in order to facilitate exploration on a large number of mineral claims held by these parties in British Columbia's Highland Valley, approximately 400 km northeast of Vancouver (Fig. I). Cominco 's ownership of Valley Copper was gradually increased over the years bot h through shares gained for exploration expenditures and through shares purchased on the open market. By the mid- 1970sCominco' s interest in Valley Copper exceeded 80%.ExplorationExploration from 1964 to 1969 led to the discovery of a massive porphyry copper depo sit now known as the Valley orebody. A claim boundary divided the deposit with 80% of it on Valley Copper claims and 20070 on claims held by Bethlehem Copper which was already mining adjacent copper orebodies. During the period when the Valley ore body was discovered, exploration by other companies resulted in the discovery of the large Lornex and Highrnont deposits nearby. The stage was now set for the Highland Valley to become an important copper-producing area (Fig. 2)."

The gradual reduction of the sinter feed size has been a complicating factor in the maintenance of sintering productivity. In addition, pellet feeds have been used for chemical correction. Because of this, it is necessary an effective cold agglomeration step in sintering to keep the ironmaking competitiveness. Thus, in the present paper, four different technological routes for cold agglomeration with sinter feeds (drum mixer, intensive mixer + drum, double drum and HPS - Hybrid Pelletized Sinter) were evaluated in pilot scale and their impacts on the indicators of the sintering and the sinter quality was obtained. It was found that the best results on granulation index and, consequently, productivity were obtained in the route using HPS. However, the sinter from this process was the most fragile among the analyzed ones. The performance of the double drum process was superior to the intensive mixer from the point of view of productivity and sinter quality.

Mine geologists have access to an economic mineral deposit, production parameters and secure exploitation title. They are well placed to understand ore formation and should contribute to the effective exploration of company mine property. Application of their special skills has been curbed by pre-occupation with production duties and by company re-engineering, including staff reductions. Contributions to exploration have been diminished and personal development inhibited. Modified management is required. Participation in mineral system studies and in exploration research comprise part of the basis for the re-emergence of mine geologists on the exploration scene. Changes in investment strategies in the minerals industry may create new employment opportunities. With regard to estimation of resources and reserves, the competence of practitioners who are incapable of disclosing their methods in transparent terms is under question. Ethical standards are also under public scrutiny because of some notable malpractice. Independent auditing may hecome more intrusive. While understandable in a market context, it reflects poorly on the profession. More substantial effort in public communications can improve the credihility ofthe industry and equip practising mine ceolouists for snider responsihility.

The U.S. Bureau of Mines has been conducting a series of rock mechanics investigations at the Lucky Friday Mine in the Coeur d'Alene Mining District of northern Idaho. The present study uses rock deformation measurements to validate and calibrate a geomechanical model of the experimental Lucky Friday underhand longwall (LFUL) stope on the 5,100-ft level of the Lucky Friday Mine, Mullan, ID. The calibrated three-dimensional, finite-element model and measurements of rock mass displacement show a correlation of 0.795. The calibration reduces rock mass modulus to 14 to 17 pet of laboratory values and rock mass strength (with an energy rule) to 37 to 41 pet of laboratory values. This model suggested that stress-related ground control problems would be encountered west of the stope where the vein makes a right-angle turn and then splits. Rock burst activity was concentrated in this area during mining of the LFUL stope.

The increasing cost of developing new mines and the need to mine more marginal deposits have led mining companies to use more sophisticated estimation methods such as kriging. But until recently, coal mining companies have shown little or no interest in these techniques. However, the stringent quality controls which are now placed on coal have led to a surge in interest in improved estimation methods. This can be seen from the -, number of research projects by private companies and governmental agencies on the application of geostatistics to coal reserve estimation. At present, most of these programs are centered on the problem of estimating the tonnage and the average grade (i.e. ash percent, sulphur content, calorific value, etc.) of the coal in-situ. See, for example, Sabourin (1975), Woods (1976, 1979), Pauncz and Nixon (1979) and Armstrong (1980). These studies show that the established techniques of linear geostatistics can be applied successfully to coal deposits. The study by Woods is particularly interesting because he had access to the actual production figures as well as the initial sample data from the no 2 seam in the Greenside Colliery owned by the Anglo-American Corporation. He showed that the estimates obtained by kriging were consistently closer to the actual production figures than those given by three other estimation methods. This confirms the superiority of kriging as a method of estimating block values for coal. Another advantage of geostatistics is that it can be used to determine the optimal spacing between drill holes. An example of this is given by Armstrong for the coking coal deposit in the Bowen Basin, Australia.

THE. Owyhee Tunnels in eastern Oregon were started in the early part of 1930, and were completed early in 1932, with the excep-tion of the Magoffin contract. One tunnel is a large water tun-nel, and the other is a small water tunnel; each is approximately tour miles long. Modern equipment was used to full advantage, and remarkably fast time was made during the driving period. The ,J. F. Shea Co., con-tractors, of Portland, Oregon, have broken established records in the smaller tunnel. Their methods are described in detail. The time of a complete round has been reduced by intelligent handling of mechanical shoveling, and this article records some of the useful facts developed. Charles A. Shea (president of the J. F. Shea Co., and secretary of The Six Companies, Inc.) not only granted permission to publish this article, but placed the company's complete daily reports at the writer's disposal. These reports were made out to conform with previous records upon important tunnel work, and enable a comparison to be made of actual averages, rather than ideal cycles, or representative cycles. Gilbert Shea, present superintendent, has been helpful with time, criticisms, and corrections of the information presented. Morton S. Boss, superintendent during the first 15 months of the tunnel work, gave many hours of his time during two visits lasting over two weeks. The whole staff of the J. F. Shea Co. has given encouragement and assistance.

Longwall coal mine operators in the US are required to ventilate multi-panel longwall districts but may have little or no knowledge about what happens to the ventilation air between the inlet evaluation points (IEPs), bleeder evaluation points (BEPs), and bleeder fans. The effectiveness of bleeder performance can directly influence the ability of a ventilation system to remove and dilute coal bed methane emissions. Consequently, the performance of coal mine bleeders is an important aspect of underground worker safety. U.S. coal mining stakeholders have acknowledged their belief that the T- junction split at the longwall face tailgate corner is very important in controlling the distribution of ventilation air. The percentage of air directed inby towards the bleeders and bleeder fan and outby to the submains is often not well-defined and can vary over the life of a longwall panel. To obtain direct measurements of bleeder performance, a tracer gas, sulfur hexafluoride (SF6), was released into the intake air stream along the panline of active longwall panels and in the bleeder/gob ventilation air inlets of an inactive panel. Tracer gas sampling was conducted underground using tube bundles attached to permissible vacuum pumps in the gateroads, former gateroads, and bleeders. Surface tracer gas monitoring was also conducted from operating gob boreholes and from bleeder fans. Testing was performed on multiple longwall panels which included various phases of longwall development and variable path lengths of ventilation air transport to bleeder fan installations. The applied methodology defines and describes coal bed gas pathways, rates, and volumes of movement at the bleeder/gob interfaces, and indicates flow rates for air/gas mixtures within these gobs. These findings are reported for three stages of longwall extraction using direct field-based measurements. Changes in the T-junction ventilation air distribution over the life of a longwall panel and its variable effect on panel ventilation airflow are discussed. These findings will assess the effectiveness of commonly applied ventilation strategies for improving air distribution and ventilation controls to meet statutory requirements and to achieve the desired ventilation patterns through multiple phases of longwall panel extraction.

Research in the field of mining safety and health in the United States plays an important part in protecting the lives of miners. The National Institute for Occupational Safety and Health (NIOSH) Mining Program conducts surveillance, studies and developmental work aimed at improving the safety and health of miners. With recent reviews of the Mining Program by the National Academy of Sciences and the Mining Program response (NIOSH, 2008), the importance of setting goals, conducting high quality engineering and scientific research and evaluating the outputs, outcomes, relevance and impacts of these projects has been reemphasized. Surveillance of reported injuries is a first step in deciding on research directions and in designing specific projects. Groups of injuries often share features and attributes that suggest common causes and may respond to similar preventive efforts. Identifying groups of injuries also serves to prioritize intervention efforts. The Mine Safety and Health Administration (MSHA) Accident and Injury database (MSHA, 2008) provides individual case reports of mining injuries, illnesses and certain no-injury accidents (events such as roof falls that stop mine production or miners’ activities for more than one hour). This database is an indispensable resource for researchers and stakeholders needing information on the statistics of these events. From an epidemiological perspective, research projects target groups of miners at risk due to specific patterns of work, equipment, mine settings and the management of safety and health in their mines. Incidence rates are provided by the MSHA data for selected variables, such as surface/underground location, standard industrial classification and state. While incidence rates are the preferred measure for all variables, denominators are not typically available; for example, to more clearly understand the data about injury by occupational type, it would be necessary to conduct demographic surveys. A current survey of the demographics of the mining industry should be complete by 2010, which will allow incidence rates to be developed for a number of variables such as age, occupation and experience. This survey will provide the first update of its kind since the first survey was conducted in 1985. This report describes an alternative method of analyzing and presenting MSHA data for the purpose of identifying high-cost, high-severity injuries and illnesses. Researchers at the NIOSH Spokane Research Laboratory (SRL) developed programs to find the top five most frequent accident classes, natures of injury, types of accidents and other selected variables from the MSHA database. Studying these variables gives a cross-sectional snapshot of the most frequent groups of injuries within a commodity, regional group or time period, and allows researchers to quickly understand developing patterns for new research projects.
