INTRODUCTION A small, independent mining enterprise (SIME) is an independently owned and operated business concern engaged primarily in mineral development, from the exploration to the production stage. A SIME may or may not be listed on stock exchanges. By definition, a SIME is not dominant in its field and has no long-term financial backing. As such, it is not a major producer of minerals, nor is it a petroleum company, a government organization or a subsidiary of such organizations. The survival and growth of a SIME is most often controlled by an independently minded entrepreneur, who not only conceives and carries out new projects, but is materially affected by the success or failure of these projects. Usually, a SIME does not have a large or constant cash flow. Such a lack of long-term financial backing forces the SIME to meet the challenge of finding capital for its activities on a step-by-step basis. Its survival strategy is thus based on finding funds at the right time, of the right type and in the right quantities. The purpose of this paper is to show that the type of venture in which a SIME is involved affects the difficulty of raising new capital and the choice of possible sources of funds. The Small, Independent Mining Enterprise The SIME, also called small miner, junior mining company, speculative mining company, and pennystock mining company, is not a figment of the imagination of financial speculators. In Canada, there are more than 1,800 small mineral enterprises which spend on the average less than $1,000,000 per year on activity which is directed at bringing forth new mineral supply. In the United States, 64 percent of the non-fuel mining operations are conducted by nine or fewer men, and the coal industry is characterized by several thousand smaller independent producers, still predominantly family-owned or controlled. In Chile, 80 percent of the mines can be classified as small mines. In the Philipines, approximately 60 percent of metal mining operations are classified as small mines. The SIME is actively engaged in mining all over the world, and very much so in the Pacific Rim. The Mineral Supply Process The whole process of bringing forth new mineral supply involves a dynamic sequence of activities, ranging from the initial exploration for a mineral occurrence to the production of a marketable product. A typical sequence is outlined in Figure 1. At the grass-roots exploration stage, a series of geological, geophysical and geochemical tests is aimed at locating a mineral occurrence. Especially in the early phases of such activities, the uncertainty (risk) surrounding a venture is high, since only general geological information exists on which to base a judgement of the economic viability of the venture. Such risk is attractive to few investors.

Tailings management trade-off studies are done for all mining projects. There is wide variability in these studies as their approach, details and outcomes are determined by the experience and focus of the project team. While some of these approaches may consider the whole life cycle of the project others may focus only on capital and operating costs and direct environmental impacts. A complete life cycle approach is not standard practice. This paper describes an approach to implementation of formalised life cycle assessment (LCA) following ISO 14044 to tailings management trade-off studies. The paper describes the implementation of the methodological framework for the LCA, ie goal and scope definition, life cycle inventory analysis, life cycle impact assessment and life cycle interpretation. This standardised approach to implementing tailings management trade-off studies following the LCA approach will contribute to the state-of-the-practice in sustainable mine development.

This paper presents the results of theoretical and technological studies on leaching ore of Bozshakol deposit. The major oxidized copper mineral of Bozshakol ore is atacamite, and the content of malachite, azurite, cuprite, copper sulfide minerals is insignificant. The chemical composition of the test sample, with mass, %: 0.9 Cu; 55.00 SiO2; 22.40 AI2O3; 9.00 Fe2O3; 2.24 CaO; 3.56 MgO. Technological studies on leaching the ore were carried out with sulfuric acid 5, 15, 25 and 50 g/dm3 in one and multistage (up to 4 stages) countercurrents. Size of ore 1 mm, the ratio S : L 1: 4. It was found that with increasing of acid concentration from 5 to 50 at one-mode leaching the copper extraction reaches 55 %. At multistage leaching the copper recovery reaches 73 %, a productive solution containing g/dm3: Cu - 4; Fe – 1.2; Al – 1.1 at a pH of 2.8. When leaching the cinders obtained by ore roasting in an atmosphere with limited value of oxygen, with increasing of the roasting temperature from 650 up to 750 °? the extraction of copper from the Bozshakol ores reduced from 31.5% down to 24.4%. The rate of filtration is markedly increased compared with the crude ore. When leaching the cinders obtained by roasting in a nitrogen atmosphere a marked increase up to 87.2-88 % of copper extraction from Bozshakol ores is observed. As an extractant for the extraction of copper from the pregnant solution used LIX984N extractant in kerosene. On the basis of the calculations it was built extraction isotherm and modeled processes of copper recovery with the circuit 2E + 1P, allowing up to 93 and 96% extraction. The through extraction of copper from the ore in the electrolyte was 67 %. Technology is recommended for semi test.

INTRODUCTION The flotation of minerals from their ores in flotation cells involves understanding many chemical and physical processes ranging from electronic events in the bulk mineral and in the mineral surface regime. molecular events at interfaces, the statics and dynamics of thinning and rupture of microscopic to molecular intefacial films, the fluid mechanics of bubble- particle events, the dynamics of air-water-solid colloid states in a flotation machine, etc. etc. D.W. Fuerstenau, whom we honour in this symposium has made unique contributions to many of these diverse physico-chemical and technological sub-processes. The present paper is concerned with a number of observations of the behaviour of minerals in flotation cells and the surface science of some mineral sulfide-water systems. We do not intend to be comprehensive in our analysis, but rather to highlight the challenges that face the scientific masochist who chooses to understand "froth flotationn. In what follows, emphasis is placed quite deliberately on technologically relevant, dynamic or realistic flotation processes i.e. the recovery in a froth of a given sulfide mineral particle of a given size and history from synthetic or actual ores in a flotation cell. A general outline is given for the determination of copper, nickel, cobalt, zinc, lead, cadmium, bismuth, manganese, uranium, molybdenum, vanadium, sulphate and fluoride by polarographic or amperometric methods in a variety of ores or metallurgical products. The detection of oxygen in gas mixtures by an amperometric method used as a safety device is also discussed. Introduction I N this paper, a general outline will be given of the polarographic and amperometric methods used for the chemical analysis of various ores and metallurgical products in the Chemical Analysis Section of the Extraction Metallurgy Division of the Mines Branch. The methods to be discussed will be confined to those based on the use of normal D.C. polarography and will not include those methods which utilize a cathode-ray, square wave, pulse or A.C. type of polarograph. The importance of recognizing vibration problems during the plant design stage is emphasized in this paper. Often an experienced designer can recommend what type of support to use and how to tune the structure. However, obtaining sufficient information is a serious problem dealing with vibration. Vibration is a well known phenomena which, simply and generally, can be defined as a periodic motion. It is experienced in nature as caused by eerth- quake, wind, or ocean waves, and must be dealt with in the design of structure or ships. It must be realized that wherever there are moving or rotating elements, it is possible that unbalanced forces may induce vibration in the elements themselves, in adjacent parts, or in the supporting structure. Under certain circumstances, vibration will destroy machines or structures quickly and totally. The most widely known case is the total collapse of the Tacoma bridge when subjected to a wind of only 42 mph. Failures due to vibration of machines and/or their supports may occur in industrial plants where heavy equipment employed in the process must be supported and several machines are combined in close proximity. "Understanding the effects of extensive radiation damage in structural metals provides necessary insight for predicting the performance of those metals considered for application in the extreme radiation environment. Predicting mechanical performance after long term radiation exposure is of great importance to extending the life of current nuclear reactors and for developing future materials for the next generation of reactors. A combination of finite element modeling, nanoindentation, and TEM characterization were used to rapidly determine the microstructure and mechanical properties influences of ion irradiation on a standard 3 l 6L stainless steel sample. The results of this study found that ion irradiation and small scale mechanical property testing can be used to characterize extensive levels of radiation damage structure, only when significant consideration is given to ion irradiation depth, surface roughness and polishing condition, the irradiation temperature, and many other experimental parameters.IntroductionFor either the success of next generation nuclear reactors or the extension of current nuclear reactors significantly beyond their designed lifetimes, research is needed into the degradation of the microstructure and mechanical properties governing the performance of the reactor alloys exposed to extreme environments. Although the exact dose and temperature of these nuclear reactor plans may vary, the cladding and other structural components will be exposed to greater dose and at elevated temperatures. To acco=odate these severe exposures, established cladding materials are being testing to longer exposure and new alloy compositions are being considered. [1-3] For neutron test facilities to reach 100 dpa level, exposure times often span several years, significantly limiting the down-select process of potential new materials for extreme radiation environments. Ion irradiation has been used as a technique to provide a look at the effect of irradiation damage on materials in a significantly shorter time frame. Previous work using proton irradiation provides a deep, broad, and relatively uniform defect profile compared to heavy ion irradiation; however, using this type of radiation still requires weeks to months to reach the 100 dpa level. [4] In this research, we investigated the feasibility of using heavy ion (nickel) irradiation and small scale mechanical testing to provide in a few days a first order screening technique for potential alloys that are being considered for advanced testing."

BACKGROUND OF SURFACE MINING Surface mining refers to the process of removing the material (over- burden) overlying a coal seam and exposing the coal so that it can be loaded out and conveyed by trucks or other methods to the preparation plant or other facility. Surface mining has not always been important in the coal industry. In the early 1900s, almost all of the coal mined in the United States was mined by underground methods. In 1900, about 192 Mt (212 million st) of bituminous coal were mined and less than 1% was mined by surface methods. The development and use of larger equipment has allowed surface mining to gain prominence throughout the years. Table 1 shows the total production of coal by mining method in the United States for ten-year periods since 1920 and indicates the growth of surface-mined coal production. Surface mining will undoubtedly continue to account for a large percentage of the coal production in the US for many years because: 1) The capacity of surface mining excavators has continued to in- crease. Today, mining companies are using shovels (see Fig. 1) which are able to move up to 137.6 m3 (180 cu yd) in each bite and draglines (see Fig. 2) which move up to 168.2 m3 (220 cu yd) in each bucketful. 2) Increasing tonnage from the thick western coal seams is being produced by surface mining methods. 3) Surface mining has normally had lower costs and a better safety record than underground mining. 4) Surface mining normally recovers a much higher percentage of the coal reserve than can be recovered by underground mining. 5) Some coal measures can best be extracted by surface mining

This paper reports on the behavior of mercury and its compounds during the thiosulfate leaching and recovery of gold. Thiosulfate solutions are shown to dissolve Hg0 and Hg2Cl2 to a similar extent as cyanide, but the leaching of HgS is significantly slower in thiosulfate solutions compared to cyanide. Hence, the use of thiosulfate may be an option for treating ores containing high levels of cinnabar, especially since the legislation concerning the discharge or sale of mercury is becoming more restrictive. The deportment of mercury during gold thiosulfate loading and recovery using a strongly basic anion-exchange resin was also studied. Although the mercury thiosulfate complex loads on the resin, the adsorption is weaker than for gold, with an equilibrium constant between gold and mercury of 51. Resin loaded with gold, mercury and copper was pre-eluted with thiosulfate (to remove copper) and eluted with a chloride and sulfite eluant. The majority of the mercury is eluted by the eluant and, hence, its deportment closely follows gold and the eluate would need to be treated to remove either mercury dur-ing or prior to gold electrowinning.

Part I. Developing BY GEORGE M. FOWL INTRODUCTION The Tri-State district comprises an area of about 2000 square miles in southwestern Missouri, southeastern Kansas, and north [ ] eastern Oklahoma. The part that is in and contiguous to Missouri is still sometimes designated as the Joplin district (Fig. I). EARLY OPERATIONS Mining operations in what is now the Tri-State district date from about 1848 and have been continuous to the present. Apparently the first discoveries of ore were made about the same time near the present sites of Joplin, Oronogo, and Granby. Lead minerals were found at grass roots, probably in shattered rock in shallow excavations, then these minerals were followed in shear zones to deeper horizons. The mining of zinc followed. Before 1874, zinc ore was worthless and discarded as waste. According to published records, the total production of lead to that date was 49,000 tons of metal from 70,000 tons of concentrates. Sedimentary deposits such as sandstone are formed by the aggregation of cemented sand grains. Phosphates and laterite present similar aggregation of mineral grains. Grains and cement have different mineralogy and chemical characteristics. During size reduction through crushing or coarse grinding, the rocks are crumbled. Mineral grains and cement are then liberated, and the produced size distribution reflects their ?natural size distribution?. Mathematical modelling of these concomitant effects of crumbling and mineral liberation necessitates a specific material description and the adaptation of the commonly used theories of breakage kinetics and population balance. The coarse particles are mainly agglomerates made of mineral grains and cement particles whereas the fine particles are grains and cement with a natural grain size distribution. The population balance between the different particle size and particle types during size reduction takes into account the breakage rate and the progeny size distribution. The breakage rate can be described by a simple probability function or by a first order kinetics whereas the progeny size distribution is described by a breakage matrix. The model proposed here considers that the agglomerates will produce other agglomerated particles, liberated grains and cement particles; the two latter having their natural size distribution. The liberated grains and cement particles are subject to size reduction and follow the most commonly used theory of breakage. The present paper describes the theoretical approach of the concomitant crumbling and liberation effects. The application to a mathematical model for the cone crusher is presented. Computer Controlled Scanning Electron Microscopy (CCSEM) analyses of sediment samples from coastal regions of Kerala and Tamil Nadu states and the heavy mineral deposits of Chavara, South India, show large lateral differences in the titanium content in ilmenite due to varying degrees of iron leaching. As the depositional environments for the sands with varying degrees of ilmenite alteration are comparable, the cause for the different degree of alteration is due to differences in the primary source of the ilmenite or to differences in the geochemical history of the ilmenite grains during transport from source to deposit. The CCSEM analyses of the heavy mineral fractions show that source of sediments with a high content of titanium-enriched ilmenites, mainly the heavy mineral deposit around Chavara, resides in the khondalite belt of South India (granulite facies metasediments). The less titanium-enriched ilmenites are sourced from other rocks in the area such as the charnokites. Those conclusions are based on the high MgO content in the leached ilmenites, chemical composition of the accompanying garnets (low CaO and high MgO), and the concentration of aluminum-rich minerals in the sands.

EGAT Mae Moh Lignite Mine in Thailand produces about 16 Mt of lignite annually from open-cut mining. The coal is used to generate 2400 MW of electricity. In the near future, however, the coal must be extracted from underground at 400 - 500 m deep from the surface. The problem is the thickness of the coal seams. There are two coal seams that are about 25 m thick with 20 - 25 m of interburden between them.In order to investigate thick seam mining systems and propose a new mining system in ultra-thick coal seams in Thailand, a joint research group was established by Japanese and Thai researchers and mining engineers in early 2009. This paper describes conventional underground mining systems and underground coal gasification for thick coal seams and discusses the applicable coal mining systems to this mine. Then, this paper proposes an innovative underground coal mining system for thick coal seam, ‘eco-friendly underground coal mining system which consists of the utilisation of flyash and CO2 storage’.

"Dynamic centrifuge tests were performed on unimproved and improved soil with soil-cement column models. The reinforcing effect of isolated soil-cement columns for reducing liquefaction potential and ground deformation in improved soil were investigated. This paper presents the observed acceleration, pore pressure, and settlement responses under an earthquake base motion for both unimproved and improved soil models. In addition, lateral reinforcing effects of soil-cement columns were also investigated in terms of site stiffening effects and the increasing natural frequency of improved soil. The test results show that the soil-cement columns were rather ineffective in preventing liquefaction triggering in improved soil and in significantly reducing the magnitude of the resulting soil settlement compared to the model with unimproved soil profile. Furthermore, the predicted natural frequency of the improved soil profile estimated using existing design equations is shown to be significantly higher than the observed natural frequency inferred from centrifuge tests results. These design equations assume shear strain compatibility between the columns and the surrounding soil. On the other hand, revised design equations that account for shear strain incompatibility between column and surrounding soil are shown to give reasonable estimates compared to the observed natural frequency of the improved soil model.INTRODUCTIONGround improvement using stiff columns (e.g., stone columns, deep-soil-mixing columns, and jet-grout columns), are often used in practice to reduce liquefaction potential (and associated deformations) in loose soil sites. Typically, saturated silty soils are difficult to densify or drain rapidly due to their lower hydraulic conductivity, so densification and drainage techniques of improvement are often found to be ineffective. Instead, the shear reinforcing mechanisms of stiff columns are considered effective for reducing the seismic stresses and strains, and thereby reducing liquefaction potential in the enclosed saturated silty soils (Baez 1995, Adalier and Elgamal 2004, Mitchell 2008)."

The Pennsylvania Department of Environmental Protection (PaDEP) has been issuing surface mining permits since 1984 that authorize remining in areas that will affect preexisting pollutional discharges. These permits require the mine operator to employ best management practices to reduce pollution loading from abandoned mine discharges. A total of 110 completed mining operations with 233 discharges were evaluated to determine the impact to water quality. Overall, acid loading from these discharges was reduced by 7, 200 kg (15, 900 lbs) per day or 61%. Metal loadings were also reduced. For acidity, 49% of discharges improved or were eliminated, 52% showed no significant change and fewer than 1 % got worse. Loading reductions resulted from a combination of reduced concentrations and lower flows.

As Pliny commented two millennia ago, The only certainty is that nothing is certain. Despite the many breakthroughs, advances and promises, the way we each live and work remains awash with technological, economic and political uncertainty. The resources sector is no exception in this regard. Mining itself is much more than a complicated process or recipe; it is a complex adaptive system. The way we adopt and adapt new technologies, the way we evolve data into corporate wisdom, the way we make decisions and even the way we view our concept of rationality should each be the subject of intense review. Translating these sentiments into sustainable company growth is indeed the challenge. This is unlikely to be achieved within convention, but through innovation. The game is changing!

THE work of Brown and others at Pittsburgh (Brown, Baum, Yant, and Schrenk, 1938)(1) and the success of their light field microprojector (Figure 1), have shown that the microscopy of dust quantitation can be greatly improved. It has been shown that dark-field microprojection of dust spots on konimeter slides is possible (Pullen, 1940), and this paper is a discussion of the new microprojector and a new counting method which is made practical by this instrument. The microscope makes possible the ready determination of the dustiness of mine ventilation air. Reduction of the dust concentration from a dangerous to a safe level involves one or more of the following: reduction of dust production, filtration of the air stream, or dilution with non-dusty air. Each of these raises important engineering problems of time and costs, and trustworthy information on the state of dustiness of the air is required ?both before and after the employment of any method of reduction. Records of this information may be divided into two broad classes concerned with safety: (1) the level of dustiness, and (2) the quantity and kind of dust produced by a machine under a given set of conditions. Though the first requires only one determination for a given time and place, numerous routine records are required to show the continuous safety of the air in an actively producing mine. Though repeated samples are required, highly accurate counts are not needed to show safety or to indicate whether a substantial increase in the non-dusty ventilation air has produced a proportionate decrease in the dustiness of the mixed air. The Devers and Gathercole konimeters have proved satisfactory instruments for this purpose in Ontario.

THIS paper gives the composition of the iron and slag at different stages in the "air-furnace" process of preparing "hard metal," or white cast-iron, for conversion into malleable cast-iron by annealing. The details of the process are given in an appendix. One of us had been trying for years to work some chemist of some of our malleable-iron works up to a degree of enthusiasm which would lead him to make such au investigation. It would have had the advantage of the greater familiarity with the conditions which one habitually on the spot must have. Failing in this, he made use of an opportunity which presented itself of taking samples here represented, with such fairness as the conditions permitted, holding firmly that a rough approximation to the truth is better than the complete lack of data, or that a bird in the hand is worth two in the bush. We hope that this attempt may stimulate others effectively to duplicate this work, and thus correct or confirm it. Our results are shown in Table I. and graphically in Figs. 1 and 2. Discussion.-At the time when the first two samples were taken, the metal and slag were still too sluggish to permit fair sampling, and not until sample 6 were the conditions really favorable, because at the time of the fourth sample the metal was not fully melted, and even at the time of sample 5 it was still sluggish. Indeed, the slag was probably very heterogeneous throughout, because it took up silica and alumina rapidly from the bottom, and because it was so siliceous as to be sluggish at this relatively low temperature. This report presents the results of washability examinations of seven coals from the principal coal-producing fields of Montana. A complete performance test of the Baum-type jig operated at one of the mines is included, as are the results of cleaning tests made on two of the coals in a dense-medium pilot plant. The coals examined from the Red Lodge, Bull Mountain, and Forsyth fields are comparatively easy to clean. Ash contents of 5 to 10 percent can be obtained at yields of washed coal ranging from 90 to 95 percent. The coal from the Great Falls field, however, could not be cleaned readily to less than 14 percent ash, and the rejection of impurity would amount to over 25 percent. The two coals treated in the dense-medium pilot plant were characterized by sharp separation of impurity, high recovery efficiency, and satisfactory reduction in ash content.

"Laboratory testing, plant optimization, and the interpretation and application of metallurgical technologies can be tedious, time consuming and costly. This paper outlines the use of proven statistical design of experimentation software for rapid laboratory testing and optimization of operating plants with limited representative sample utilization. This results in less costly required testing, a more thorough understanding of results and the ability to simultaneously optimize several variables and outcomes at once. At the Center for Advanced Mineral and Metallurgical Processing (CAMP), this testing methodology has been used successfully in many metallurgical development and plant optimization projects thereby confirming its real world utility and application. Accordingly, several applied examples in flotation and hydrometallurgy will be outlined in this paper. This will include flotation testing of a copper gold ore, flotation testing of a copper, cobalt and gold ore, optimization of an industrial hydrometallurgical jarosite circuit and optimization of industrial nitrogen species catalyzed pressure leaching of a copper enargite concentrate.INTRODUCTIONWhile flotation technology is now 100 years old, the testing, interpretation and application of lab results can be tedious, costly and time consuming requiring extensive sample collection and preparation. In addition, recent applications like hydrometallurgical pressure leaching and associated unit operations, such as precipitation, still remain more of an art than a quantifiable science. This paper will elucidate the application of STAT-EASE Design-Expert software to minimize required laboratory testing while rapidly optimizing multiple results and outcomes in a statistically valid manner. The STAT-EASE program is based on proven design of experiment fundamentals. In this paper, the real world application of this methodology for lab testing, plant optimization and process development will be elucidated."
