[Currently the cost of carrying out 'in situ' geotechnical investigation programmes or installing and operating monitoring systems at construction or mining sites is rising var." rapidly. This is primarily because of our ever increasing labour rates. As a result of this problem efforts are no,, being made develop techniques for the economical; collection of large quantities of geotechnical data relating, to such problems as done stability evaluation, the behaviour of underground openings, or 'in situ' testing procedures. The efforts to reduce the labour content. are particularly apparent in those procedures which have traditionally been manpower intensive e.g. 'in situ' permeability testing where an entire drilling crew and their associated eguipment have been on standby while testis has been carried out; or data collection in underground construction operations where much tine is typically wasted obtaining or maintaining access to instrument sites. In an attempt to illustrate one specialist consulting company's approach to the problem of reducing investigation costs, this rarer examines four recent developments in the field of geotechnical investigation and monitoring which have come about during the last two Years as a result of cur research and development programme. Although these techniques and devices have been developed for specific projects, they all have broad applications in the geotechnical field and they are indicative of the direction in which this company feels developments will take place.]

The vast majority of valuations produced for mineral properties using the net present value method provide an estimate of Investment Value or Use Value. Such an estimate can be a long way from the price that the property would sell at if placed on the market. Indicators from the market need to be used to validate or modify the net present value calculation. The comparable sales and replacement cost approaches used in the appraisal of urban buildings generally fail us in the appraisal of mineral properties. Other methods of sales analysis are introduced. Guidelines for what a minerals appraisal report should contain are presented.

Retreat mining, using yielding steel friction props, over a 7-year period has been successful at a uranium mine operated by Hecla Mining Co. in southeast Utah. The support system allows good roof control, maximum profit, complete extraction, and good ventilation. Unusual subsidence observations were made in that some of the surface was raised rather than lowered. Longwall mining, commonly practiced in European coal mines, has a potential of broader application because of mechanization possibilities and better roof control and ventilation at greater depths. The Radon mine was one of the first American metal mines to use yielding steel props for supporting the relaxed core of the pressure arch which is induced by retreating longwall mining. Full caving was induced. After more than 7 years of stoping experience, the method has proved very satisfactory for the conditions encountered. The mine and method have been described in references listed in the bibliography. U.S. Bureau of Mines Information Circular 8004 by Wilbert Dare and Philip Lindstrom gives the most information. Stoping experience at this mine indicates that there are many advantages to be gained by using yielding supports; such as in safety, timber cost, roof control, ventilation, ore dilution, and low cost per pound of metal produced. Subsidence measurements show that the surface will rise rather than slump in some areas over the mine. This appears to be an unusual observation and is presented as a new development in subsidence studies. The Radon mine is located 35 miles southeast of Moab, Utah in the north end of the Big Indian mining district in San Juan County. Hecla Mining Co. operated the mine from early 1955 to early 1964 through an operating agreement with Federal Resources, Inc. Development consisted of a 3-compartment, 690-ft shaft, 4 main levels driven on the ore horizon and a haulage level below the ore. Evaluation of physical and economic factors showed that this flat-dipping ore occurrence could be mined by a low-cost coal mining method. The value of the deposit was high and unusual premiums were possible by clean mining. LESS advances in the technology of non-metallic minerals than for several years past mark 1931, and the cause is easily found. The universal depression and decreased markets for non-metallic as well as other mineral commodities has forced the producers to cut out all unnecessary expense and reduce operating costs to a minimum in order to keep going, even on a reduced output, and to prevent insolvency. The result. has been that but 'little research has been carried on, and such as has been completed has in but few cases been put into commercial practice on account of the expense involved in new equipment and plant changes. The trend in the industry has been more economic than technologic, and the greatest effort put on market studies and sales attempts to expand markets and scrutiny of present operating 'practice leading to reduction of cost of production. This tendency has been increased by highly competitive conditions and the buyer's market which has prevailed and to the fact that price has been a greater factor than quality in placing orders. Only in cases where improvements in technology would immediately and effectively reduce costs or where in special cases there was but little competition with almost a monopoly control has actual technical development taken place.

Researchers from the U.S. National Institute for Occupational Safety and Health (NIOSH) developed the Saturn light that significantly improves illumination for roof-bolting machine operators while reducing glare. The existing roof-bolter lighting was the baseline and was compared to the Saturn at 100, 75 and 50 percent intensities. Discomfort glare and disability glare were measured by the De Boer rating scale and the Mars Letter Contrast sensitivity test, respectively. Thirty study participants were tested. Discomfort glare was reduced at least three levels with the Saturn luminaire. Visibility levels were four to 6.5 times better with the Saturn than with the baseline. The Saturn design is freely available for commercialization.

Rio Tinto’s Argyle Diamond Mine has a history of underperformance with delivery of ore from the underground operation to the surface for processing with no real clarity in sources of loss and value. In order to increase underground production performance, the basic concepts of the Theory of Constraints model were applied to the Argyle underground production system. This prompted a revised view on bottlenecks and contributors to value loss and ultimately leading to record breaking mine performance. System loss reporting to demonstrate the best opportunity to drive value, departmental detail to develop tools to identify improvement opportunities and clarity across the team to ensure alignment and clear lines of communication were critical to the project success.

"Abstract - The Midas Pond gold prospect, central Newfoundland, is hosted by sheared and altered felsic and mafic pyroclastic rocks of the Tulks Hill volcanics, Victoria Lake Group, and has been trenched and tested by 19 diamond-drill holes. Gold values are sporadic, with the best diamond-drill intersection assaying 7.3 g/t over 0.9 m, and the highest grade channel sample containing 14.7 g/t over 1.15 m. Alteration and mineralization are confined to a 200 m wide brittle-ductile shear zone. This shear zone formed in response to regional D1 deformation, and the shear zone fabric parallels the regional S1 foliation. D2 deformation resulted in broad Z-shaped flexuring of the shear zone. The deformation was probably related to the ca. 396 Ma to 420 Ma Salinic Orogeny.Advanced argillic alteration and an extensive halo of Fe-carbonate and pyrite surround the gold mineralization. Alteration minerals include pyrophyllite, paragonite, quartz, plagioclase, chlorite, fluorite, Fe-carbonate, and pyrite. As such, the alteration seems to reflect combined epithermal (argillic) and mesothermal (carbonate) mineralizing environments. The argillic alteration and fluorite represent a regional hydrothermal effect on the felsic volcanic rocks; whereas, the Fe-carbonate and pyrite represent a mesothermal alteration associated with auriferous quartz veins. The Au, which is spatially associated with pyrite, occurs in three structurally-controlled vein sets. These veins are confined to the contact between a highly deformed breccia (the banded mafic tuff) and structurally overlying, altered felsic tuffaceous rocks. The vein sets include: V1 boudinage veins that parallel the shear-zone fabric (C-shear veins), and V2 and V3 extensional fracture veins which are controlled by an S2 fracture cleavage. V1 veins are the earliest and contain the lowest concentrations of Au. V2 and V3 veins are concentrated within the hinges of the D2 flexures.Pb isotope data for galena separates indicate that the Pb in the vein systems was probably of local derivation. Sulfur, C, and O isotope data for mineral separates are similar to data for typical mesothermal lode gold deposits. Fluid inclusion data suggest the presence of at least three hydrothermal fluid types in the region, viz., (1) an early saline fluid which produced the argillic alteration, (2) a CO2-bearing fluid directly related to the auriferous mineralization, and (3) H2O-NaCl fluids which flowed through the Midas Pond shear zone at a lateral distance from the zone of mineralization. The mineralizing fluids are interpreted to have been CO3 -2-rich types which originated through metamorphic dehydration and decarbonation of mixed island-arc and continental crustal rocks. Gold precipitation resulted from the reaction of these fluids with the Fe-rich breccia unit. Pre-existing and simultaneously crystallizing pyrite served as loci for Au precipitation."

"We optimize continuous quench process parameters to produce a desired precipitate distribution in aluminum alloy extrudates. To perform this task, an optimization problem is defined and solved using a standard nonlinear programming algorithm. Ingredients of this algorithm include a cost function, constraint functions and their sensitivities with respect to the process parameters. These functions are dependent on the temperature and precipitate size which are obtained by balancing energy to determine the temperature distribution and by using a reaction-rate theory to determine a discrete precipitate particle size distribution. Both the temperature and the precipitate models are solved via the finite element method. Since we use a discrete particle size model, there are as many as 105 degrees-of-freedom per finite element node. After we compute the temperature and precipitate size distributions, we must also compute their sensitivities. This seemingly intractable computational task is resolved by using an element-by-element discontinuous Galerkin finite element formulation and a direct differentiation sensitivity analysis which allows us to perform all of the computations on a PC.1 IntroductionThis work addresses the need for an integrated design capability that links microstructure evolution to the process parameters. It is motivated by the manufacture of lightweight aluminum-alloy extrusions for use in automotive structures. Aluminum alloys offer obvious benefits, however, care must be taken to manufacture favorable microstructures that ensure acceptable structural performance. For example, the manufacturing process for 6000-series components involves hot extrusion of cast aluminum billets followed by either an air or water quench process. The bill~t's initial grain structure is dramatically altered during extrusion by massive mechanical deformations and recrystallization processes. The microstructure continues to evolve during the quench, as complex chemical processes determine the formation of precipitates. The control of the precipit'ate size distribution is vital. Indeed, large precipitates located on grain boundaries serve as crack initiation sites which adversely effect structural crash· worthiness."

"The microstructure and mechanical properties of Al/AI2O 3 metal-oxide nanolaminates fabricated by' a novel Jet Vapor Deposition (JVD) process at substrate temperatures of ~25° and -250°C have been investigated using transmission electron microscopy (TEM) and nanoindentation methods. The thickness of the oxide layer was held constant between 2 and 5 nm, whilst the Al layer thickness was systematically varied from -3 to -50 nm. Continuity of the Al layers was significantly improved when the nanolaminates were deposited at an elevated substrate temperature (-250°C). The yield strength of the nanolamintes with Al layers greater than -25 nm follows a Hall-Petch type relationship, whereas that of the nanolaminates with Al layers less than -25 nm is better predicted by a Koehler-Lehoczky strengthening model. IntroductionAluminum-aluminum oxide (presumably A12O3) nanolaminates have been recently fabricated using a novel Jet Vapor Deposition (ND) process developed and patented by Jet Process Corporation [1-4]. ND uses sonic, high purity helium (He) gas jets to entrain atomically dispersed vapor and deposit films. It is of interest here because it can deposit multilayered structures (laminates) inexpensively at high rates. Materials with a thin, multilayer structure are of interest because they potentially offer novel mechanical and physical properties [5]. Koehler in 1970 used an image force model to investigate the strength of laminated materials and proposed the use of alternating layers of high and low shear modulus metals to produce high strength composite materials [6]. THE time has arrived in our national development when we must have- a definite national- program in the development of our great engineering problems. Our rail and water transport, our water supplies for irrigation, our reclamation, the provision of future' fuel resources, the development and distribution of electrical power, all 'cry out for some broad-visioned national guidance. We must create a national engineering sense of provision for the nation as a whole. If we are to develop this national sense of engineering wand its relations to our great human problems, it must receive the advocacy of such institutions as this. We, together with our sister engineering societies, represent the engineers of the United States. It is our duty as citizens to give voice to those critical matters of national policy which our daily contact with this, the fundamentally constructive profession, illuminates to us. Just as our medical associations voice the necessity of -safeguards to national health; as the bar associations of safeguards to our judiciary, so the engineers should exert themselves in our national engineering policies. We have none; but we need some, or the next generation will face a lower instead of a higher standard of living than ours.

INTRODUCTION I retired in 1977 and have been enjoying myself ever since doing odd jobs for various people - on occasions, politicians. I commend it to you as post retirement - get involved in situations that nobody else will take on. It produces all sorts of excitement, it is a lot of fun and, courtesy of the media, you provide great raw material for their current Punch and Judy shows. The example of the adventures in the Escondida financing made me think about the history of the minerals industry in the United States. In order to see more clearly what is going to happen in the future, we have to look at the past and what we have learned, and try to extrapolate from that a scenario for the future. This paper is about global material cycles and the financial needs of the extractive industries. Since about 2,000 years B.C. we have been living in the Iron Age. Since about 4,000 B.C. we have been living in the Copper Age. These have been the two foundations of modern industrial society. Understanding the use of metals and materials helps us understand the civilization in which we live today. Let me focus more closely on the United States, particularly in this century. In the first two-thirds of this century the United States was growing and expanding and developing. It was providing for its inhabitants a society which was enjoying the benefits of a rising standard of living, improved opportunities and the ability to support a population growing at quite a dramatic rate. It is still growing. In the Department of Commerce, there is a clock that shows how many people there are in the United States. It turns all the time; the numbers are going up. On January 21,1980, when Ronald Reagan was sworn in as President, the number on that clock was a little over 220 million, and in the last week before he left, it was travelling towards 245 million. During his period in Washington, we have added , the equivalent of one total state such as California. That gives the dimensions of the U.S. appetite for raw material inputs. The inputs are of critical importance. COMPARATIVE ADVANTAGE During the first two-thirds of this century, the minerals sector enjoyed comparative advantages. There was a clear understanding of the importance of minerals enshrined in the tax legislation of the country from the early decades of this century - the depletion allowance. No other country identified as clearly that the supplies of minerals were finite. As they are used up, just as with a wearing-out machine, one must get capital back to replace the resource when the time comes. Within the last decade, that idea has been questioned and criticised. It is now seen as giving money away to a preferred part of the economy, instead of recognizing what depletion is all about. In previous times it insured that the U.S. always was able to regenerate the capital in its minerals industry, so that it could remain competitive. The U.S. had plenty of everything, including energy. We had a growing population. Equally important, we had an agriculture that led the world in productivity, even as far back as the turn of the century. It continues to do so. We still retain that comparative advantage, an ability to produce our foodstuffs in quantity and quality at excellent cost. Look at another ingredient of our comparative advantage, the energy position. We ran through the first two-thirds of the century with ever- decreasing energy costs. In the 1940s and 1950s the coal industry went into a decline. Why? Because the $3.00 - $5.00 a ton cost of mining coal in the U.S. represented relatively expensive energy. A ton of good grade bituminous coal contains 25 million BTU's. $0.20 a million BTU's represents $5.00 a ton at the pithead. The use of stone in building construction predates written history. From the time that stone was first used, builders have constructed stone buildings predominately from local or regional materials. However, since World War II, the stone business has become increasingly global. For example, French limestone is now sold to builders in the United States, and American granite is shipped to Japan. The internationalization of architectural and construction firms has encouraged this trend. Differences among nations in trade practices, environmental demands and the level of knowledge of dimension-stone characteristics make international trading in stone a risky and potentially disastrous business for unwary participants.

MFIRE, written in Fortran 77, is a computer program for ventilation state simulation in the steady state or transient state condition. It can be applied for the calculation of normal ventilation system planning or the analysis of the dynamic state variation in a ventilation system under thermal or mechanical disturbance. The state simulator MFIRE is a useful tool for mine fire fighting. In the case of a mine fire, mine ventilation engineers want to get some help to obtain more information, such as what is happening in the underground mine and how to control the mine fire, for correct decision making. By use of program MF'IRE, forecasts can be made on the variation of airflow, temperature, and contaminant distribution in a ventilation system during a mine fire. The paths which the contaminant takes at each time interval can be traced. The program MFIRE can be of assistance in the preplanning of escape routes. It can also be helpful during a mine fire emergency and mine recovery operation. Besides of offering the information of state simulation during a mine fire, MFIRE can be applied for state control by pretesting the suitability of the selected state control measures. It is to simulate the effects of the state control measures on the airflow distribution of a dynamic ventilation system. The testing result can be used for fire fighting in a similar real case of a mine fire. By employing empirical methods or a qualitative analysis like Budryk approach, ventilation engineers can choose different combinations of locations and sizes of control devices as samples of state control for an underground mine fire. Program MFIRE can simulate the different combination samples, that consist of a certain mine fue, the corresponding different control measures, and obtain the control effects. After the different control results are compared, the state control measure, which creates the best effect among the different state control measures, will be chosen for that fire case. When a mine fire, which is similar to one of the pretested cases, breaks out, the corresponding choice of the state control measure is applied to the ventilation system. It means that the simulator MFIRE has the function of indirect state control [10]. To achieve the above two functions, state simulation and state control, the mine ventilation system condition, sometimes, should be changed in a wide range to meet the requirement of the fire fighting. These wide system condition changes, such as adding operating fans, stopping or reversing fans, changing fan characteristics, adding regulators and making airflow shortcuts are represented in the time table of the input data set When the data files are changed in a wide range, however, an iteration divergence and some other computing errors in the distribution of airflow, temperature, and contaminant may occur. More serious logical programming and flexible selection on the algorithms are wanted to meet the request of the different data sets, to achieve correct state distribution simulation and improve the iteration convergence. To enhance the reliability and common suitability of program MFIRE, it is necessary to make investigation, analysis, and modification for the formal versions of MFIRE. The DeLamar Silver Mine is a Joint Venture between Earth Resources Company, the Canadian Superior Mining Company and the Superior Oil Company. The property is a consolidation of several old operations in the district. The more widely known are the DeLamar and Sommercamp Mines. The location is 20 miles northeast of Jordan Valley, Oregon and 55 miles southwest of Boise, Idaho. The mine is on the south slope of DeLamar Mountain in the Owyhee Mountains of southwest Idaho Initial interest started in 1969 with serious exploration beginning in 1970. The feasibility study was completed in 1974, and in 1975 Mountain States Engineers were retained to design and build the plant. Processing of ore began in March of 1977 with the first bullion poured in April of that year. The plant is currently processing some 2200 TPD of ore with a grade of four ounces of silver and 0.03 oz. of gold per ton of ore. Cyanide consumption is 2.5 lb/ton, zinc consumption of 0.3 lb/ton and flocculent consumption of 0.5 lb/ton. A flowsheet is shown as Figure I. The grinding circuit is of two stage design. The primary mill is an 18 ft. dia. by 9 ft. long semi-autogenous unit. The secondary mill is a 9 1/2 ft. dia. by 15 ft. long overflow ball mill. The mill discharges are combined and sent to 15 in. cyclones for classification. Cyclone overflow reports to leaching with the underflows reporting to the ball mill. The cyclone feed pump is an 8X6 metal case pump. The primary mill has 1000 installed horsepower and rotates at 68% of critical speed. The ball mill has 700 installed horsepower and rotates at 72% of critical speed. Because the primary mill is horsepower limited the ball charge is varied to maintain the desired throughput. The mill power is held at 980-990 HP by modifying the feed rate. Four inch forged steel balls are added any time the ore feed fails to reach 100 tons per hour for four hours. During periods of extremely hard ore, the ball charge has been as high as 14 v/o and at other times the mill has operated fully autogenous for weeks.

Mineralisation was identified at Gladstone Hill as far back as the late 1870s-early 1880s, shortly after the initial discovery of mineralisation at what is now the Martha Mine. Indeed, early recovery problems associated with the Martha mineralisation led to the preferred development of ore bodies within what is now the Union Hill Joint Venture tenement; ore bodies such as Silverton, Amaranth, and Union to name a few. Gladstone Hill forms the basis of the Union Hill Joint Venture, a 50:50 joint venture managed by Au-Ag Resources Ltd (a fully owned subsidiary of Otter Gold Mines Ltd), and Welcome Gold Mines Ltd (a fully owned subsidiary of the Normandy Group). The joint venture participants also operate the adjacent Martha Mine. Mineralisation of Gladstone Hill, as with mineralisation at the adjacent Martha Mine, has been interpreted as a low sulphidation epithermal Ag-Au system hosted within hydrothermally altered andesites of the lower Coromandel Group. Drilling in recent years has successfully identified extensive mineralisation associated with a number of vein sets throughout the tenement including the Gladstone Vein set, the Moonlight Lode and more recently along a north-easterly trend towards the historic Favona workings. A wide range of vein styles is apparent, ranging in character from thin stock works to broader lode-style banded chalcedonic to cherty quartz and have been interpreted as representing multiple phases of emplacement. At shallower levels mineralisation is often hosted by vein clasts within vent breccias. Visible gold is rare, with mineralisation generally associated with very fine-grained pyrite, arsenopyrite and minor electrum. Percentage levels of combined sphalerite-galena-(+/- chalcopyrite) have been intersected at depth however these have been gold poor to date. The potential for the Gladstone Hill area remains to be clearly defined as drilling to date has yet to close off mineralisation both along strike and down dip. If further drilling is successful, the joint venture partners believe Gladstone Hill could contribute significantly to the economic future of current operations.

The Legislature of the State of Colorado adopted House Bill 1223, "The Colorado Surface Coal Mining Reclamation Act" (The State Act), in 1979. This Act provided for the creation of a state regulatory program as accommodated within Public Law 95-87, "The Surface Mining Control and Reclamation Act of 1977" (SMCRA). Section 34-33-121(2)(a) of the Colorado Revised Statutes (CRS) and Section 516(b) of Public Law 95-87, identically require the underground coal mine operator to "Adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mined stability, and maintain the value and reasonably foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." On July 23, 1980, the Colorado Mined Land Reclamation Board adopted regulations to administer and enforce the State Act. Amendments to the Rules, including the subsidence regulations were adopted by the Board in August of 1981. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence.
