Views about the proper aim of public policy are, of course, matters of perspective and debate. Regardless of perspective, one would assume some consensus around the view that public policy ought to encourage mine operators to seek independent and critical assessments of worker safety and health at their operations through voluntary auditing. However, a review of the law on this topic shows that there is little to no manifestation of such a policy. Indeed, the balance of this paper, with a couple of exceptions, is devoted to the existing legal pitfalls that should be considered before a safety and health audit is conducted at a mine. While attorneys, particularly litigators like the author, might tend to focus on the potential problems that could arise from any given situation, the fact that most of this paper is devoted to potential legal concerns associated with auditing is a realistic reflection of the current state of the law. Specifically, this paper addresses the interplay between voluntary safety and health audits conducted at mines regulated by the Mine Safety and Health Administration (MSHA), and the administrative and civil legal issues related to such audits. The paper first provides an explanation of how and by whom an audit is conducted. The paper also addresses whether voluntary safety and health audits may be considered privileged and kept confidential in administrative and civil proceedings. Finally, selected legal issues related to such audits that could arise in administrative and civil litigation are discussed.1

The total crude production from the Dutch East Indies, and the British Protectorates of Sarawak and Brunei for 1932 is given in the following table: Production, which had shown a rapid increase from 1921 to 1929, has since been reduced. Exploitation drilling in the majority of the larger fields was suspended and existing production kept within predetermined limits by beaning. Most of the smaller fields were shut down entirely. The depth of producing levels varies widely in the different fields. Shallow fields with drilling depths to 500 meters (1650 ft.) are still numerous as well as those with depths between 500 and 1000 m. (3300 ft.). A few of the newer fields reach greater drilling depths up to 1600 m. (5250 ft.). The deepest exploration well drilled to date (Djambi field, South Sumatra) reached a, depth of 2332 m. (7650 ft.) before abandonment in March, 1930. The specific gravities of the various crude oils produced range between 0.65 (86.2° A.P.I.) and 0.95 (17.5° A.P.I.). The lighter crudes have a high gasoline content and fuel oils are derived from the heavier crudes, which usually are rich in paraffin. A small electronic digital computer employing punched cards has been used to facilitate the solution of a variety of problems in Bureau of Mines pyrometallurgical research. In this work the computer has been found to be economical for solving both simple problems that occur repeatedly and those involving complex or iterative calculations. Each of these classes of problems and their respective solutions are described. These small computers can be used effectively by researchers when they work in consultation with a computer specialist. Close team work produces the required solutions in less time, and, oftentimes, in a more useful form. Participation in programming by researchers develops in them a skill for evaluating the suitability of problems for electronic computing.

The preamble to the mining Act sets out that such Act is to provide for the encouragement and regulation of mining within the State of Queensland. This paper will attempt to follow the legislative path of such aim and in particular to show what part Mining Wardens play in the administration of the Mining Act.The Mining Act empowers the Governor in Council to constitute Mining Districts and Mining Fields and to appoint any duly qualified officer of the Public Service of Queensland to be a Warden or a Mining Registrar. As a matter of practice Stipendiary Magistrates who hold office in the major centre within a Mining District are appointed Wardens and Clerks of the Court are appointed Mining Registrars. In some districts where there is no Stipendiary Magistrate the Clerk of the Court is appointed an Acting Warden with all the powers of a Warden. Every Warden so appointed is a Warden for the whole State.To achieve impartiality Section 74 of the Mining Act provides that a Warden shall not hold or be entitled (directly or indirectly) to the benefits of any share or interest in a mining tenement or mining venture and provides a penalty of $1000 or imprisonment for six months or both, for contravention of such section.

The CSP technology symbolizes a highly productive process for the cost-effective production of steel grades with a range of sophisticated properties comprising both the inner quality of hot strip, its surface formation as well as the relating technological characteristics. Thanks to extensive development work undertaken during the last 15 years, the range of steel grades that can be produced was continuously expanded and the process technology optimized. The present paper describes the ongoing development work concerning the production of higher-strength, microalloyed pipe steels. The resulting hot strip, due to the associated thickness and the potential pipe diameters, is particularly suited for being processed to HFI-welded pipes. Based both on ferrite-pearlite as well as very fine-grained, ferrite-bainite hot-strip microstructures, strength levels of up to grade API X80 can be realized. It can be demonstrated that hot strip produced in a CSP plant has very good toughness values at temperatures down to -60°C and can even make application with required sour-gas resistance possible.

En el caso de Brasil, el sector de aceros tiene relevancia con la inauguración de la plan a de la empresa Acos Finos Piratini, en Río Grande do Sul. Esta cuenta con instalaciones de reducción directa, donde se utiliza carbones pobres de la misma zona y con capacidad para 65.000 t por año de fierro esponja. La industria siderúrgica de Colombia mostró en J 972 nuevos avances en sus cifras globales de producción de acero y en sus niveles de productividad. En Chile, la Compañía de Acero del Pacífico se dispone a construir una planta de peletización, que utilizará finos provenientes de sus minas de Algarrobo y Boquerón Chañar. En Ecuador, la empresa ANDEC, que está operando a un nivel de 30,000 t. anuales de laminados, definirá su programa para encarar la producción de barras en rollos y alambrón. Finalmente Perú, definió su programa de desarrollo siderúrgico, el cual contiene inversiones que para 1990 sumarán unos mil millones de dólares.

An important activity of the Bureau of Mines is the promotion of safety in mining and industry. As a part of this program, the Bureau determines the explosion hazards of combustible gases, vapors, and solids and investigates means of controlling and preventing explosions. The limits of inflammability (explosive limits) of combustibles are not only of theoretical but also of practical importance, because many industries at one time or another contend with explosive mixtures of combustible gases or vapors in their manufacturing processes. At present many new organic compounds are being manufactured, transported, and used in huge quantities which a few years a ago were only laboratory curiosities.

Uranium associated with phosphate deposits has been the subject of numerous investigations (1-8). In the land-pebble phosphate deposits of central Florida, uranium is found in the phosphate matrix (ore) and in the leached zone between the over-burden and matrix (1). Between 0.01 to 0.02 percent uranium is found in the leached zone, which consists of apatite and aluminum phosphate minerals (crandallite, wavellite, millisite) (Z). The primary phosphate mineral in the matrix is apatite, and the 0.005 to 0.01 percent uranium typically found in the matrix is associated with this mineral (1). It is generally believed that uranium substitutes for calcium in the apatite structure (3-5). Clay and quartz phases associated with phosphate deposits contain little uranium (1, 6), and no descrete uranium minerals have been detected in these deposits (4). A typical phosphate matrix consists of quartz, slimes (-150 mesh material) and recoverable phosphate. When the matrix is beneficiated, partition of uranium and radium takes place (9, 10). Although considerable data exists on how uranium is distributed in the phosphate deposits, no systematic study has recently been reported on the distribution of uranium during phosphate rock beneficiation. The purpose of this study was to determine how uranium is distributed in the various strata which comprise the overall land-pebble phosphate deposits, as well as how the uranium is redistributed during beneficiation of phosphate matrix. To obtain this information studies were carried out on matrix samples obtained from three different mines in central Florida. Using pilot-plant scale beneficiation, an analysis was performed on how uranium in the matrix is distributed among the pebble fractions, flotation concentrates, flotation tails, and slimes. The uranium level profile for an active mining area was also obtained. Also, since thousands of acres of slime ponds may someday become a source of both phosphate and uranium, a depth versus uranium content profile was determined for an inactive slime pond.

Atomic force microscope (AFM) is widely used for determining of surface performance of materials with smoother surface. In this research, atomic force microscope was used in morphology determination of powder material. Samples were dispersed in aqueous system by ultrasound wave and prepared on mica sheet. Multiple mappings of different powder samples, such as sintered products of ferrous oxalate, ferrous oxalate with lamella structure, lithium carbonate, boron powder, ferric oxide and zinc oxide, were investigated and analyzed in detail. Results showed as follow: ferrous oxalate sintered in different processes and conditions presented different morphology characteristics both in shape and size. Ferrous oxalate obtained from special process presented two-dimension lamella structure and self-assembly phenomenon. The shape and size of lithium carbonate particles were uniform. Defects of mappings on boron powder, ferric oxide and zinc oxide reflected problems of the preparation process before scanning. Determination experiences of powder material in AFM technology could be obtained.

Nine intermetallic compounds were tested in tension at various temperatures. Seven exhibited extensive plastic deformation at elevated temperatures. Correlations of tensile strength and elongation are attempted with melting (decomposition) temperature, valence electron configurations of the component elements, heat of formation, crystal structure, density, and volume decrease accompanying compound formation. A LTHOUGH intermetallic compounds have been -tX known for many years, the study of their mechanical properties, particularly in tension, is just beginning. The problem has been unattractive because of the well-known, erratic behavior of brittle materials tested in tension. The strong influence of surface or internal flaws as stress raisers in non-ductile materials and the effect of eccentricity of loading in superimposing bending stresses on the state of tension in the specimen are extremely difficult to mitigate and impossible to completely eliminate. Thus, tensile properties determined for brittle materials, such as intermetallic compounds at temperatures low in comparison to their melting points, are at best only general guides to the values to be expected in an ideal test of a perfect specimen of the material. It is, nevertheless, surprising that apparently no attempt was made to follow up the pioneer work of Tammann and Dahl1 in this field. Working with crude apparatus, these investigators succeeded in showing unequivocally that at temperatures sufficiently close to their melting points (from 75" to 400°C for the compounds tested) intermetallic compounds did exhibit plasticity. This was indicated by the appearance of slip lines on the surface of the specimen. No observations of strength were made in these tests, which were of a compressive or indentation type. Rossi2 in 1932 attempted to study the physical and mechanical properties of single crystals of a group of intermetallic compounds. However, he was able to prepare only one material, Cu2Z8,, in the form of large, defect-free, single crystals. Thus, he was able to report only the relative fragility of the compounds at room temperature. He reported one compound, Ag,Zn,, to be somewhat plastic at room temperature and Cu,Si to be friable, the latter in agreement with results reported herein. Although test results are available only in classified literature, it has also been announced that MoSi, possesses some ductility at elevated temperatures." In 1948 and 1949 Savitskii and Savitskii and Baron -ublished their work on the hot extrusion of Mg-Zn, Al-Mg, and Cu-Zn compounds. Under the favorable state of stress existing for this process MgZn, MgZn,, MgZn,, ß (Al-Mg), ? (Al-Mg) and 0 (Cu-Zn) could be reduced by amounts up to 90 pct at elevated temperatures. These authors also report that hardnesses of Mg-Zn compounds decrease from room temperature values of about 300 kg per sq mm to 30 to 50 kg per sq mm at 325°C. They found that alloys consisting solely of one Mg-Zn compound were most resistant to softening on heating, mixtures of a compound and eutectic less resistant, and mixtures of two compounds least resistant. The Bureau of Mines evaluated the potential availability of molybdenum resources from 88 mines and deposits that account for more than 90 pct of the demonstrated resource base in market economy countries (MEC's). For each property, tonnage-cost relationships were developed that indicate the molybdenum potentially available at different average production costs, including a 15-pct rate of return on invested capital. From the 23 MEC primary deposits, 2.5 billion 1b Mo was determined to be potentially available at a price of $411b, rising to 4.7 billion 1b Mo at $8/lb. Copper price-molybdenum tonnage relationships were developed for those mines and deposits from which molybdenum can be recovered as a byproduct of copper production. This analysis showed that another 3.4 billion lb Mo is potentially available based on a copper price of $0.7511b, rising to 4.3 billion lb Mo at $l.00/lb. The United States has been the world's largest molybdenum supplier since 1924. Its remaining resources are sufficient to meet the domestic demand of 57 million lb/yr Mo (averaged for a 10-yr period) through the end of the century. Production from primary domestic mines was suspended during most of 1983 because of oversupply of materials. A major concern is the cheap molybdenum byproducts from foreign copper operations in which employment and the need for hard currency override economics in meeting production goals.

THIS-report gives results of in investigation of the carbonizing properties of 18 coals, including 2 from Alaska, 12 from British Columbia, 3 from Washington, and 1 from Utah. Each coal was carbonized in the standard 13-inch Bureau of Mines-American Gas Association (BM-AGA) retort at 900° C. Plastic properties were determined by the Gieseler and Davis methods, and agglutinating and free-swelling properties were determined by standard methods. Expanding properties were measured in the Bureau of Mines sole-heated oven. From the results of the tests on these single coals, three coals from the Crowsnest area in British Columbia, representing Elk River Nos. 4, 9, and 10, were selected for blending with the Utah coal, which was from the Lower Sunnyside bed, Horse Canyon mine, Emery County. Lower Sunnyside also was blended with Wilkeson -Nos. 2 and 3 (Washington) coals, Pocahontas No. 3 from McDowell County, W. Va., and the Oklahoma low-volatile coal used in the blend carbonized at, the Provo, (Utah) coke plant at the time this investigation was started. Most of the blends contained 3 percent hard pitch, which is the proportion used at the Provo plant. The blends were also carbonized in 13-inch BM AGA retorts at 900° C. High-volatile B coal from the No. 3 bed, Evan-Jones mine, Lower Matanuska, Valley, Alaska, yielded poorly fused coke or char. M-bed coal from the Chickaloon mine, Upper Matanuska. Valley, Alaska, ranked as medium-volatile bituminous and coked strongly. It expanded 39.6 percent in the sole-heated oven at a. charge density of 55.5 pounds per cubic foot..

"Novel rock breakage techniques are becoming more viable and attractive to industry. Microwave energy, as a thermal energy capable of inducing micro cracks through differential heating (therefore expansion) is a technology gaining considerable attention in mineral processing and ore comminution applications. Recently, the use of microwave radiation has been evaluated as a possible avenue for terrestrial and extra-terrestrial drilling applications as well as full face tunneling or rock breaking machines. As part of an overall research on use of microwave in rock breaking systems, the influence of microwave energy on the mechanical properties of common hard rock types as basalt has been investigated. The results revealed that microwave energy irradiation imposes micro and macro cracks to the surface of the rock being irradiated. In explosive free tunneling applications using TBM, jointed and cracked surface of rock eases the cutting process and increases penetration rate. The experimental setups have been simulated with the help of a multi-physics numerical modeling and the results have been compared with practical experiment. The wave propagation of microwave has been simulated and the distances where the power intensity is higher are identified. Experimental and simulation results underlined the potential impact of the use of microwave energy in underground or surface excavation applications such as mining and tunneling. This will also contribute economically when mine-to-mill operation is fully considered to improve the efficiency of rock crusher stages. INTRODUCTIONDuring hard rock breakage (i.e., separation of a piece of a rock from its parent deposit) in mining and civil applications, the performance of mechanical equipment such as tunnel boring machines (TBMs) is limited by high levels of bit wear and maintenance. Preweakening natural rock prior to breaking it by machine is one approach to lower bit wear and maintenance costs. Some preweakening methods apply heat directly or indirectly. For example, flame torch-assisted TBMs (Lauriello et al., 1974; Resource Technology, 1984) have been deemed economical in terms of equipment, but their feasibility is limited by high fuel consumption. Microwave energy could offer several advantages over the flame torch method: it does not produce emissions or increase fuel consumption (electricity source is available on the machine), and is easy to control (quick power on and off)."

In situ, or in-place leaching is concerned with the extraction of metals from natural mineral disseminations without removal from their geologic location which, in many cases, amounts to the reversal of the deposition process accompanied by a presumed increase in velocity of the processes, if the project is to be profitable. Solution mining processes involve removal of minerals such as sulfur, common salt, and potash, generally leaving cavernous voids, in contrast to in situ leaching which term is applied to the selective dissolution of a mineral from its gangue without sensible disturbance of the formation. Where such a process can be operated, the advantages are manifold and have been so recognized by miners from the earliest days of mining. Recent technological developments have encouraged a reassessment of the status of in situ leaching, and it now appears possible to extend the application of the method from a few isolated special situations to many uranium and copper deposits. Anaconda's interest in the techniques stems from long experience with vat and heap leaching, 'dump leaching, and natural leach activities associated with several established mines. Increasing activity through-out the industry has been noted, particularly in leaching low grade pillars and the peripheral zones of operating mines, often by the introduction of leach solutions via boreholes drilled from surface. Reactivation of dormant mines] using similar techniques has been successful. Over the long term, environmental improvement activity will lead to excess sulfuric acid production, even to a disposal problem. The cost of leach solutions and reagents must be reexamined in this light. Water has been commonly used as a collecting medium in many instruments employed in the sampling of dusty atmospheres in mines** add industrial plants, and for this purpose has much to recommend it, particularly the following factors:1.,Water is a very efficient dust collector.2.,Distilled water of great purity may be readily obtained at slight expense. The analytical error introduced by the extremely small amount of foreign matter in carefully distilled water is very small,3.,Water is a very convenient medium with which to work as all the analytical operations of diluting, aliquoting, and filtering are readily and speedily carried out. Water has therefore been used extensively in such instruments as the Palmer apparatus, the Greenburg-Smith impinger, and the dust collector recently described by Drinker, Thompson, and Fitchet. The Bureau of Mines has conducted investigations in many metal-mining districts of the country, determining of dust the nature and amount of dust present in working places, its effect the health of workers, and what precautions may be taken to decrease the hazard of exposure to dangerous dusts. The Bureau is therefore interested in any factor that affects the accuracy of dust sampling.

Volume I of this report described the demonstration of cross-ridge mountaintop coal mining. This document, Volume II, is intended for use as a supporting document to Volume I. This report describes the MATHMINE Mine Simulation System, a modularized software system used to support the demonstration of cross-ridge Mountaintop coal mining. The MATHMINE Mine Simulation System was used to generate mine plans for coal extraction at lowest cost. The functional details, data requirements and output of the software system are detailed here. The computer program was written in FORTRAN. One module which generates resource location data required the use of SAS?.

USE of gold leaf goes back to biblical and even to prehistoric times. Both gold and silver, as well as other metals, were employed in illustrating or illuminating manuscripts. The medieval monks also used bronze powders. Metals were subdivided as finely as possible by mechanical methods, or by granulation and then were pounded into finely divided flakes. Substances such as honey have also been employed, since early times to keep the flakes of metal apart during grinding. Stearic acid is a more modern agent used in flaking aluminum and other metals. Finely divided "blue powder" is a by-product in retorting zinc ores, and contains from 78 to 90 per cent of zinc metal. This has been used as a precipitant for precious metals in the cyanide process and for chemical reduction processes. The making of zinc dust by atomizing is a step well known in electrolytic zinc plants. The Thermit process of Goldschmidt also requires the use of finely divided aluminum.

Ries, of the fact that a mixture of clay and finely-ground flux will melt more readily than one in which the flux is less fine and therefore less intimately mixed, is very striking, and will be appreciated especially by those who have to discuss, before classes of students, fusions on a small or a large scale. The statement, that I " rather disputed" the influence of size of flux-particles on the ease with which fire-clay mixtures fused, is an erroneous inference from the paper written by Mr. B. Stoughton and myself in 1898.' We did not undertake to study the influence upon fusibility of the sizes of the particles, either of clay or flux. What we did try to find out was, whether the common practice of finely grinding raw or burnt clay, or a mixture of the two, before testing with Seger cones for resistance to heat and to fluxes, xould give the same results as if the materials were tested just as they were going to be

"Abstract- ln 1986, anomalous sampling results for heavy minerals were obtained at various sites in Namaqualand on the west coast of the Cape Province. Drilling in 1987 at Graauwduinen penetrated up to 35 meters of heavy mineral-bearing Tertiary sands which extend several kilometers inland from the coast. The heavy mineral suite includes ilmenite, rutile, leucoxene, zircon and monazite, along with garnet, pyroxene and amphibole. Three deposits are recognized, two of which comprise the resource to be mined by Namakwa Sands Limited, a recently formed Anglo American Corporation subsidiary company.Mineable reserves in excess of 500 million tonnes have been delineated, sufficient to sustain mining for over 35 years at projected production rates. During the feasibility study, on-site investigations included test mining at various sites to assess mineability and to provide material for metallurgical testing in a pilot plant located at the site. Ilmenite produced at the mine will be smelted at a new facility to be built at Saldanha Bay . Saleable products comprise titania-rich slag, pig iron, zircon and rutile.During the exploration phase, company environmental guidelines were established and monitored. The feasibility study incorporated a Class 1 Environmental Impact Report, the contents of which were made public following the principles of the Integrated Environmental Management legislation."
