The title of this study may fairly lead to misunderstanding unless its basal viewpoint is explained at the start. There is of course no chance of misunderstanding the term strategic minerals-for some years past it has been rather generally used to cover those mineral supplies, important for war use, which do not occur in adequate amount on the territory of the Power under consideration. Even here, however, I might add a note of warning. It is commonly understood that the list of strategic minerals will vary, according to what country we are considering; but it is rarely understood, even in Staff studies, that it varies equally according to the particular adversary we happen to be considering. In the present study I have stated the definition in the broadest possible terms, and have at this stage purposely avoided limiting it to any one country or war situation, with the express purpose of being free to bring out certain implications which are commonly, if not always, overlooked. The more important opportunity for misunderstanding is, of course, that my views on the phenomena war and peace do not coincide with those currently fashionable, particularly in advanced intellectual circles. For we must face the fact that for a decade past the natural reaction from war conditions has shattered the public mentality so completely that our public discussions of such questions have very little relation to fact; they are excursions into ideal rather than Realpolitik. Introduction In this review, which is the fifth of the series on the Progress in Coal Technology, an attempt has been made to outline some of the more important developments that have taken place in coal carbonization during the last decade. Research into both high-and low-temperature carbonization has been active for three principal reasons: (1) the growing shortages in most countries of high-quality coking coals; (2) the demand for smokeless fuels for domestic purposes; (3) the need for metallurgical coke for the increased output of steel in the post-war years. The growing importance of coal tars as a source of chemicals for the preparation of synthetic products and of coal gases for the recovery of sulphur is evident. Many of the researches initiated because of wartime necessity have been continued .and even expanded in the post-war years. High-temperature carbonization with a suitable coal yields a strong coke which is used primarily for metallurgical purposes, a tar with good marketable value, and a large yield of gas of medium calorific value. Low-temperature carbonization gives a more free-burning solid product suitable for a domestic fuel, a high yield of a tar which is generally regarded as superior to high-temperature tar for chemical purposes, and a smaller yield of a higher-heat-value gas.

The Bureau of Mines has developed a computerized oil and gas well data retrieval system from studies of the waterflood potential of a producing reservoir. This system stores pertinent information about each well completed in a reservoir and facilitates selection and manipulation of large volumes of data. Use of the system enables reservoir information to be supplied rapidly, accurately, and at less expense.

"Screw press technology is an innovative approach to tackling the growing pressure to conserve water and minimise the environmental impact of mineral tailings disposal. The principles of the technology have been known for a considerable period of time in non-mining applications such as water treatment, wastewater (municipal sludge), as well as in the paper and chemical industries for dewatering solids, particularly those containing clays.The screw press represents a viable niche technology for filtering fine and high-clay tailings, without the prior thickening stage, and is capable of producing a filtered product that is sufficiently consolidated and dry enough to provide a product suitable for conveying and dry stacking.The Ishigaki screw press was introduced in 1990 and key features are: continuous operation and excellent availability low wear to plant acceptable flocculant consumption low carbon footprint and low noise levels fully automatic.These features lead to simpler plant layouts, easier maintenance, smaller spares inventories, reduced wear, smaller footprint and overall lower capital and operating costs.The amenability of a particular tailing stream to treatment by screw press technology may be determined by test work. Two pilot plant studies are described where this technology has been applied in the mineral industry being flotation tailings from a rare earth (RE) mineral concentrator and coal tailings. "This paper describes the application of Raman Spectroscopy for characterizing superconducting YBCO thin film parameters. Attenuation of the substrate Raman spectrum as a function of material deposited is established. Also a correlation between film quality and Raman spectrum is explored. The identification and discrimination of superconducting and non-superconducting phases of YBCO is presented. The critical temperature (Tc) of a film as a function of its oxygen content is also established using Raman peak ratios. These results provide significant implications toward the use of Raman Spectroscopy for in situ monitoring and control of the PLD process. Film quality can be controlled via optimization of film oxygen content and reduction of improper YBCO phases. Film thickness can be controlled by monitoring the response of the substrate material. Also the PLD process can be studied and modeled using this powerful observation tool.IntroductionSuperconductors are materials that possess unique characteristics when cooled to sufficiently low temperatures. Below a material's critical temperature (Tc) it exhibits zero resistance to current flow. One such material, yttrium barium copper oxide (YBCO) has a critical temperature of approximately 92° K. Due to its high critical temperature YBCO is being aggressively researched for many possible applications, because of high current carrying capability and strong pinning of flux lines.YBCO in the 123 form is a ceramic material that was discovered in February, 1987. Its unit cell structure is shown in Figure 1 [ 1,2]."

The Fifth International Heavy Minerals Conference (HMC) was held Oct. 16-19, 2005, at the Marriott Sawgrass Resort in Ponte Vedra, FL. With SME as sponsor, the 2005 conference marked the first time that the HMC was held in North America. The conference is held every two years and provides an important forum for professionals in the heavy minerals and related industries to meet and discuss issues related to heavy mineral exploration, mining, processing and marketing. Previous locations included Australia and South Africa. The conference consisted of technical presentations, field trips to heavy mineral operations, a trade show and social activities. It was appropriate that Ponte Vedra was selected as the location for the conference. Ponte Vedra, located on the Atlantic Coast 17 km (10 miles) southeast of Jacksonville, FL, is the birthplace of heavy minerals mining in North America. Ponte Vedra beaches were mined from 1916 to 1929 in what was then called Mineral City. Though Ponte Vedra is now a golf and beach resort, there are still four heavy mineral mines operating within an hour’s drive. Today the Ponte Vedra Country Club and Golf Course is situated in the center of the former mining site.

The axial mixing characteristics of a pilot-scale flotation column were investigated with the objective of identifying means to mitigate the extent of axial mixing that adversely affects its grade/recovery performance. A wide range of design and operating conditions was investigated and the experimental results, obtained using the dynamic response method, were analyzed using three axial mixing models. The dynamic response of the column can best be described using the axial dispersion model. The results obtained suggest that the value of the axial dispersion coefficient, EL. can be signi6cantly reduced by judicial selection of hydrodynamic conditions and/or the use of column inserts that suppress the onset of hydrodynamic instabilities inherent to the operation of conventional flotation columns. Up to 40% reduction in the value of EL was thus obtained by using spargers that produce more uniform bubble sizes, while up to 30% reductions were obtained by controlling the residual frother concentration.

A summary of the characteristics of motor gasoline for the summer 1951 is presented in table 1, and for comparison, a similar summary for the summer 1950 is shown in table 2. Trends of some of the more important characteristics over a period of years are shown in figures 1 and 2. As indicated, octane numbers of motor gasolines sold in the United states decreased approximately one-half to one octane unit from the record levels attained during the winter of 1950-51 and are a little below the octane numbers of summer 1950. However, average vapor pressures of the summer gasolines did not change, and certain distillation temperatures varied only slightly from those of the year before.

THE value to the engineering profession of a liaison between the engineering societies of Russia and America, through Engineering Council, was the subject of a meeting in the Engineering Societies Building attended by over 500 persons. In introducing the subject, Mr. N. A. Stephanoff, President of the Russian Society of America, said: In Russia, engineers were divided into two classes: those who had graduated from the high technical schools and the practical engineers who had graduated from special technical schools. These technical schools were divided into three groups: The first corresponded to the German polytechnical schools with many departments, mechanical, chemical, metallurgical, mining, etc. The second group corresponded to the French special schools of the "Écoles des Ponts et Chaussées." "École des Mines." The third group was formed by the Military and Naval Academies of Engineers. In 1910, Russia's high technical schools had about 45,000 students, whose training covered a period of not less than five years, and who enjoyed all opportunities afforded by laboratories in no way inferior to those of Germany.

For the commercial production of iron ore pellets from hematite ores, as it is practiced in various pellet plants, the addition of lime has shown to be an efficient means with a view to improving cold compression and abrasive strength of the indurated pellets considerably. Unfortunately, it has also been shown at the same time, that the metallurgical properties as, for instance, swelling behavior, softening during reduction under load and disintegration of the grain, can be adversely affected to a high degree. In the course of smelting tests carried out by renowned steelworks, blast furnace operation was heavily disturbed by the swelling and early softening of the pellets, also by their disintegration in the low-temperature range, which altogether led to a considerable lowering of the smelting rate (1, 2, 3).

The Gippsland Basin, southeastern Australia, has an Upper Cainozoic history of episodic change of hydrology and the related environment, reflected in the geomorphology and surficial deposits of the onshore basin and the hydrodynamically controlled accumulations of petroleum of the offshore basin. Succeeding this episodic pattern, man through a number of activities, has had a sudden and major impact on the hydrology and the related environment. Activities include those directly affecting the groundwater system, such as extraction of fossil fuels with the consequent threat of land subsidence; irrigation and clearing of vegetation and the consequent effect of salinisation; change of land use and installation of septic tanks with resulting nitrate pollution; damming of streams and the consequent reduction in the frequency of floods with degradation of the biological Environment; de-snagging streams and construction of cutoffs with increased stream erosion, modifying wetlands including drainage, with the consequent degradation of their ecosystems; and increase in phosphate and nitrate inputs to the coastal lakes with the risk of their eutrophication.

THIS may be a most unnecessary paper-from what does crude oil come and how was it formed? Many people, inside and outside of the petroleum industry, believe that we have actually enough oil, and that we can easily produce very important products from this extremely valuable raw material. The writer believes, however, that the answer to this question concerning the parent material and the formation of oil is of broader interest, because it may be that from the answer to these problems it would be possible to get answers to other important indus-trial questions. Therefore, a study in this line seems to be justified, and the writer will submit some of the results which he has collected during more than ten years with many very capable collaborators, to whom his thanks may be expressed on this occasion.

Atualmente, uma das principais preocupações da humanidade está relacionada à questões ambientais, que motivam pesquisas para o desenvolvimento de materiais com recursos renováveis e amigáveis com o meio ambiente. No entanto, este estudo pretende comparar, à resistência dos compósitos reforçados com fibras naturais, portanto, favoráveis ao meio ambiente e compósitos reforçados com fibras de vidro, que por sua vez têm impactos ambientais desde a fabricação até à disposição. Treze compósitos foram confeccionados para essa pesquisa, contendo 0% de fibra, 30% de fibras de curauá e 30% de fibras de vidro em matriz epóxi e testados em uma máquina de tração. Os resultados mostraram valores mais altos para as amostras reforçadas com fibras de vidro, no entanto, para relacionar a tensão do compósito com à sua densidade de fibra, verificou-se que os compósitos reforçados com fibras naturais apresentaram resultados melhores do que os produzidos com fibras de vidro. Concluindo, pelo ponto de vista da propriedade mecânica, as fibras de vidro podem ser substituídas pelas fibras de curauá.

"This work presents the small-scale mining cluster of kaolin in Rio Grande do Norte (RN) and Paraiba (PB), both Brazilian states, including the following information: number of companies, process flowcharts, production numbers, mineralogical (XRD) and chemical (XRF) composition, granulometric distribution (screen and laser granulometer) and image analysis (SEM). Some social indicators in the region of the RN and PB States are presented in association with these data. The number of companies and their flowsheet were obtained through in situ visits and sample collection for technological characterization. The comparative study of the different flowsheets for kaolin production in the world was done using the databases and presenting the state of the art of kaolin processing. The results indicated that the mean feed typically contains 35-39% kaolin with quartz, muscovite and kaolinite as main mineralogical components and SiO2 (65.83%), Al2O3 (21.19%), K2O (3.9%), and Fe2O3 (0,63%) as main chemical constituents. The products of mineral processing are twofold, one between 74 µm and 37 µm, and the other smaller than 37 µm. The wastes of operation had major quantities of kaolin. The average Human Development Index (HDI) of the cluster region is approximately of 0.61, which shows an association between mineral processing plant and social indicators. The kaolin recovery, however, is between 30-55% for the three most common types of flowsheets that are currently used in the small kaolin mining cluster, indicating a need for technological improvement to achieve regional development. These data could be used incrementally to adapt the process plant currently used in the small-scale mining cluster of kaolin."

Newmont Batu Hijau operates with an accelerated mining rate to optimize life of mine (LOM) project economics. This results in a portion of ore mined being stockpiled for reclaim and processing throughout, and at the end of mine life. LOM economics can be further enhanced by preserving stockpiled ore value by mitigating oxidation effects. A detailed stockpile ore oxidation study was conducted to: ?? Develop a practical understanding of how oxidation affects ore value; ?? Determine how oxidation rate can be controlled, and; ?? Determine how oxidation effects can be mitigated to preserve ore value. The result of the study is a stockpile management strategy that significantly reduces oxidation related losses and, implementation of that strategy within practical constraints. Implementation includes installation of Controlled Potential Sulfidisation (CPS) flotation to facilitate oxidised sulfide copper recovery and, recovery of dissolved copper from stockpile drainage solution into saleable product. This paper describes the study results including managing and predicting stockpile oxidation with time, monitoring performance of implemented CPS flotation and recovery of dissolved copper from stockpile drainage. These are essential elements of successful long term mine operation in Batu Hijau.

A small alumina reduction cell with a graphite crucible and boron nitride liner was developed by the Bureau of Mines as the initial phase of a study of the reactions which occur in the reduction of alumina by the Hall-Heroult process. Operating conditions in the cell such as temperature, time, current density, electrolyte composition, and electrode materials may be varied easily. Aluminum was produced in the cell at a current efficiency of about 75 percent and a cell voltage of 2.7 volts. Although the data are not wholly conclusive, the operation of the cell did not appear to be greatly affected by large changes in temperature, electrode spacing, current density, and alumina concentration in the electrolyte.

The need for legislative reform of health and safety legislation has been recognised in New Zealand for about a decade. Previous legislation did not cover all work places, many areas were excluded from coverage, and there were at least 14 different acts and dozens of sets of regulations dealing with various aspects of health and safety.

"The drop in iron ore prices has claimed an unwitting casualty in vanadium. Vanadium is dominantly produced as a coproduct of steel production. The recent shutdown at EVRAZ’s Mapochs steel-vanadium operations in South Africa has cut off 10 percent of the world’s vanadium output. In February 2015, Australia’s Atlantic Ltd. suspended operations at its Windimurra iron-vanadium complex after a fire caused severe damage at the plant. Since then, challenging market conditions has resulted in the permanent closure of this operation.This decoupling of vanadium production from integrated iron ore producers presents an opportunity for vanadium exploration companies to target single-product deposits. This trend is manifested in the increasing number of pure-play vanadium ventures around the world.The mine production of vanadium is dominated by three countries — China, South Africa and Russia, which collectively produce 96 percent of the world’s vanadium. While the use of vanadium as an alloy in the steel industry remains the largest application for this metal, growth in demand is expected to come from the renewable energy industry in the form of batteries for energy storage.This article summarizes the current state of vanadium exploration, briefly describes the vanadium market and lists sources of future demand for the metal.Trend in vanadium explorationThe most active participants in the current vanadium exploration are pure-play vanadium ventures in Brazil, South Africa and Australia. These ventures are targeting deposits with higher vanadium grades than those typically mined in titaniferous magnetite operated by integrated steel-vanadium producers.The 10 percent shortfall in vanadium production resulting from the shutdown at EVRAZ’s Mapochs is expected to be partially compensated by Largo Resources’ Maracás Menchen vanadium operation located in the state of Bahia in Brazil. It commenced operation in August 2014 and is expected to produce between 7.6 and 8.6 kt (8,421 and 9,523 st) of V2O5 in 2016 at a target production cost of $3.71/lb (Largo Resources, 2016). This is the first primary vanadium operation to be placed in production in the Western Hemisphere in more than 35 years."

The history of mining education, like the history of the mining industry, is typified by “boom and bust” cycles. In academia, the perpetual problem can be stated as “too many graduates for the jobs or too many jobs for the graduates.” The deep “bust cycle” that spanned the 1990s through 2003 spawned renewed efforts to eliminate, consolidate, restructure, rename, reinvent or otherwise change mining education to make it (for some) more fiscally or socially acceptable. During this period, a number of mining programs were eliminated, and by the late 1990s senior people in academia and their counter-parts in industry became increasing concerned about the very real possibility that strategic disciplines may disappear altogether. As a result, the Mining and Metallurgy Society of America (MMSA) created an educational committee to explore how industry could help preserve key programs necessary to provide future professionals. Several meetings were held to assess the problems and look for solutions. In 2004, this effort culminated in the first of the “Engineering Education” sessions to be held at the SME Annual Meetings. In response to the information presented in this first meeting, Marc LeVier (then president of MMSA) invited a number of the participants to reconvene the following day. An action plan was formulated and a task force was organized. To more fully represent all industry sectors, SME later that year assumed the sponsorship role for the task force.

A range of processing conditions and compositions have been evaluated in order to optimize the properties of TiB2-(Ni,Cu) composites for application as a non-sparking tool material for use in coal mining operations. Fifty billets containing from 70 to 9S weight percent titanium diboride were hot pressed at 3000 psi between 2400°F and 2650°F. Samples which were cut from these billets were used to measure hardness, bend strength and impact strength so that composition/processing optimization could be effected. Eight compositions selected on this basis were evaluated by incendivity tests in order to choose the best composition. The best results were obtained for an 85 w/o TiB2-12 w/o Cu-3 w/o Ni composite hot pressed at 2650°F and 3000 psi. This material appears to be the best choice for fabrication of coal cutter bits to be evaluated in field tests.
