(Wilkes-Barre Meeting, June, 1911.) I. INTRODUCTION. IT is now generally admitted by experts that at least so far as rapid progress is concerned the Alpine system of tunnel-driving is superior to any other. This is perhaps natural in view of the record of experience in driving tunnels through the Alps. These great mountain-chains cannot be treated in the ordinary way by shaft-sinking and driving headings, thus multiplying the points of attack. The work must be done from the ends only, hence speed in driving is of the utmost importance; and, as necessity is the mother of invention, the concentration of effort to make progress has resulted in an organization and in mechanical appliances that have produced results so much in excess of the usual practice, even in America, that a discussion of the subject in detail should be of much value to the engineer and contractor. The first Alpine tunnel was the Mont Cenis, length 7.5 miles, driven with a progress that averaged about 7.75 ft. per day. Next came the Saint Gothard, 9.5 miles long, 18 ft. per day; Arlberg, 6.5 miles long, 27.25 ft. per day; Simplon, 12.25 miles long, 36 ft. per day. The figures represent progress when driving from two headings, so that by dividing them in two we get the daily single-heading progress. The latest of the Alpine tunnels is the Loetschberg, now being driven. In this work the world's record has been beaten by a single day's record in one heading of 36 ft. and by an average daily record in. one heading of 29.5 feet. The Alpine range forms a natural barrier between a large section of northern and southern Europe. This paper reviews the history of rock burst research in the Coeur d'Alene Mining District of northern Idaho over the last 30 years. Rock bursting is a problem because of a combination of geological factors in the region--complex structure, high horizontal stresses, and strong, brittle rock that readily stores strain energy. The Bureau of Mines has cooperated with industry to study rock burst phenomenon for many years. Early work focused on methods to mitigate bursting problems within the context of existing mining methods. In the 1970's, researchers began investigating methods for altering or controlling conditions that lead to rock bursts. These control measures become part of the stope development that precedes mining or are changes in the mining process itself. Although, researchers continue to develop microseismic techniques, the major research effort focuses on developing a new mining method to reduce the number and severity of rock bursts in order to improve safety and increase productivity in the Coeur d'Alene Mining District.

T. Wilkins, of the Fuel Re¬search Station, London, and to Mr. James L. Elder, of the Alabama Under¬ground Gasification Experiment at Gorgas, Alabama, for their unfailing patience and effective support. The recovery of the energy inherent in coal beds throughout the world has been done through the years by methods that today may be justly regarded as primitive. While the techniques of coal mining through the application of machines and the enhancement of information and skills have advanced to an extraordinary extent, particularly during the past 20 years, the underlying means is essentially the same as when man first began to mine coal. Despite this progress in the manner of coal mining, it continues today as a hazardous, toilsome, grimy task. Coal mining per se has advanced at a greater and more rapid stride in the past 25 years than the mining of any: other mineral, but the basic method is fundamentally the same as it was the first day a miner took a pick into his hands many centuries ago. "INTRODUCTION In underground longwall coal mining, the mined-out areas or gobs frequently contain methane which can form explosive methane-air mixtures. Historically, there have been many events of mine fires and explosions recorded in the United States and other countries that have demonstrated the existence of such explosive mixtures, herein referred to as Explosive Gas Zones (EGZs), inside and around the perimeter of bleeder-ventilated longwall gobs (Loane et al., 1975; Lynn et al., 1986; Elkins, et al., 2001; McKinney et al., 2001; Dziurzynski and Wasilewski, 2012; Brune, 2013). The risk of mine explosions can increase if the EGZs migrate out from the gob into the surrounding mine entries. Several factors can induce EGZs outflowing from the gob, but the most common cause is the fluctuating barometric pressure. Atmospheric pressures change regularly every day but can fluctuate abruptly and become increasingly hazardous in adverse weather conditions. Other sudden pressure changes can result from roof falls, failing ventilation controls and fan outages. Any such fluctuation of mine ventilation pressure will disturb the pressure differential between the gob and the surrounding mine workings and may cause EGZs to outgas from the gob. The correlation between major mine explosions and abrupt barometric pressure changes has been studied and confirmed for explosions in coal mining countries including the United States, South Africa, Australia, and Poland (Hosler, 1948; Boyer, 1964; Kissell et al., 1973; Fauconnier, 1992; Hemp, 1994; Wasilewski, 2014; Belle, 2014; and Lolon, 2017). Disastrous mine explosions appear to happen more frequently during stormy weather, which, in the United States, typically occurs during the late fall and winter seasons. ROOT CAUSE AND EFFECT OF GOB BREATHING Gob breathing is the result of the pressure differential between gob internal and external pressures caused by external atmospheric pressure fluctuations that occur naturally as a result of gravitational and thermal forces in the atmosphere (Lindzen and Chapman, 1969). Other major and sudden pressure changes may be caused by fan failures, failures of ventilation controls or roof falls can also cause an unexpected gob breathing. Normal barometric fluctuations occur every day but usually do not pose an explosion risk as they occur gradually so gob pressures have sufficient time to equilibrate. More extreme fluctuations associated with cyclonic weather systems and storms often result in more rapid and larger drops or rises in barometric pressure (Hosler, 1948; Fauconnier, 1992). A study by Lolon (2017) found that the timing of historical mine explosions showed consistency with the occurrence of abrupt and intense barometric variations."

THIS paper discusses what mining reports should contain when presented to the California State Corporation Department, to accompany applications for the sale of stock to the general public, but the principles involved apply to mine financing everywhere. Such reports should 'be as clear and concise as possible, endeavoring to tell the truth in as few words as necessary. Should the engineer be aware that his report is to be used in connection with the sale of stock to the general public, he should consider the public as his client as well as the person who actually employs him. It is always required that the engineer be favorably known and of recognized standing. The following points should be given careful attention : 1. A legal description and location of the property. 2. Transportation conditions, and how they may be expected to affect the operating costs. 3. A brief history of the property, its production record as to tonnage, grade, and character of the ore should be given. Should the property have suspended operations for any reason, this should be given. Any details of former operating costs should be given, especially as to how any improvement could be made, due to better methods which might be employed.' 4. The main geological features and whether they are such as to lead the engineer to believe that the mine may possibly 'be exhausted or the ore of such grade as to be no longer profitable. If he considers them favorable, he should give his reasons for the belief that further development work may produce profitable results. A map showing these features should be submitted, and it is not necessary that such map be highly colored or contain any more than the essential matters. 5. Results are presented of a comprehensive study of the characteristics of the original oil in the Weber sandstone reservoir, Rangely oil field, Colorado. Through the medium of subsurface sampling, adequately representative samples of the original reservoir oil were obtained from many parts of the reservoir over a period of 5 years concurrent with active development of the reservoir. Data of differential gas liberation, pressure-viscosity, and. pressure-volume-temperature relationships are shown for 12 subsurface oil samples. Data also are given of reservoir pressure and. temperature, composition of liberated or solution Gas, composition of 22 produced-gas samples, and Hempel analyses of crude-oil samples from 18 wells. The characteristics or physical properties of the 12 subsurface oil samples, as determined by laboratory analyses, were correlated with elevation of the top of the Weber sandstone. These relationships of oil characteristics to elevation in the reservoir show that only the oil in contact with the initial gas cap was gas-saturated at the existing pressure and temperature. The characteristics of the original reservoir oil were marked by an appreciable decrease of saturation pressure and solution gas-oil ratio and increase of viscosity and density with depth below the gas-oil contact. The composition of solution gas and of' produced was also was found to vary with elevation of the oil in the reservoir.

Summarized Foreword This paper is one of a series arranged by Institute Divisional Committees for the Fiftieth Anniversary Meeting, reviewing the experience of the major mining and metallurgical industries during the life of the Institute. The viewpoint is national and broadly technical. Geology is stressed on a continental scale without regard for provincial boundaries. The boundary between Canada and the United States is, however, so decisive a factor in our coal-mining economics and our political evolution that mention of its implications cannot be avoided. The Laurentian Shield in Canada makes the occurrence of coal deposits a geological impossibility between the St. Lawrence Lowlands and the Great Plains. All but five per cent of Canadian coal resources occur west of Winnipeg. The utilization of this ninety-five per cent of our coal wealth has to date been a consequence of transcontinental railways' development, and the small fuel needs of thinly populated wheat farming and cattle-raising territory, in what- to judge from the development of mixed farming and greater population density of Manitoba- is merely an initial stage of agricultural intensification and accordant population growth. There is no useful purpose in measuring coal resource against consumption rate in the West as a whole, because the resource is but partially known, and it is difficult to believe that industrialism based upon coal utilization is in any but its infant stage of growth. Canada west of Winnipeg possesses, moreover resources of petroleum and natural gas, which, together with the power-potential in the long watershed of the eastern slope of the Rocky mountains, give to population centres such as Calgary and Edmonton a choice of energy resources that is almost an embarrass des riches.

I. INTRODUCTION. DURING the past 50 years the attention of mining-men has been turned to Africa, and within the past decade prospecting-expeditions sent into Central Africa have resulted in the opening-up of several mines. Having recently spent two years in the Belgian Congo for the Société Internationale Forestiere et Miniere du Congo, it is our purpose to outline briefly the mining-conditions in that part of Central Africa. Before it became, in 1908, a Belgian colony, this region was known as the Congo Free State. II. LOCATION AND AREA. The Belgian Congo lies in southwestern Central Africa, west of the continental divide, is illustrated in Fig. 1. It has a coastline of but 20 miles on the Atlantic, but widens rapidly eastward to points 5° north and 14° south of the equator. Its area is 908,000 sq. miles, which is almost one-quarter that of the United States and Alaska, or more than one and one-half times that of Alaska. Stated in other terms, its area is nearly one-third that of the United States, exclusive of Alaska and the insular possessions, or more than that of all the United States east of the Mississippi river. IT may be taken for granted that a mine official knows his duties, as outlined by the bituminous mining laws of the State, he knows how coal should be mined and transported, and he has judgment on any possibly unsafe condition in his mine. Certainly, if he is weak on any of these points, there are definite ways in which he can acquire the needed knowledge. If with this knowledge the mine official has the necessary practical experience to bring self-confidence, he stands before the world as a man who knows his job. There is, however, another side to his work, one not found in hooks, a side even that may not be learned at the face even though one spends a lifetime there. The actual duties a mine official knows and performs are the tangible and definite things about his work. There are other things which may be termed intangible, because they are hard to pin down and see, and. which appear to be of equal importance in successfully handling a job and which in time determine the very success of the company itself.

Site ChallengesUnderneath the site there are approximately 10 to 20 ft of sand and urban fill underlain by soft Chicago blue clay. At 75 ft in depth, the soft clay transitions into Chicago hardpan, a very hard till that was consolidated by the glaciers over 10,000 years ago. Below the hardpan, the till turns granular with cobbles, boulders and water under pressure. Bedrock is about 100 ft below existing grade and has a weathered surface with fractures and clay seams. Unweathered limestone bedrock is sound and hard with unconfined compressive strengths of 10,000 to 20,000 psi."

Time and time again history shows us that mine closures are sustainability failures. Mine operators do not know how to turn the mine closure into an asset and communities around the mine do not know how to plan or what to implement to be sustainable when the mine needs to close. If we want to achieve sustainability when we close a mine, we generally need to consider what economic activity we will have to create leading up to the mine closure to ensure that the communities remaining in the area are not worse off after mining than before. There is not one silver bullet solution to mine closure, as all mines are affected by different environmental and socio-economic conditions. That is one of the reasons why mine closure is so difficult.Effective stakeholder engagement is the nucleus around which sustainability is built. Achieving sustainability as part of mine closure means not only a self-sufficient community, but also could lead to transformation of that asset.A key issue is that neighbouring communities become completely reliant on the mine. The mine has influenced the economic, environmental and social aspects of the community and with no alternative economic sources. The community and municipality will struggle with capacity to maintain infrastructure, services and jobs. This not only impacts the mine workers and their families but also other businesses and people in the town that make a living by servicing the needs of the workers and their families. Social problems associated with a mining operations and closures need to be considered. The misuse of alcohol, domestic violence, breakdown in law and order, economic and health issues all have a severe influence. Families often need to relocate from the mining town to find work. In 2009 the Gold Quarry open pit mine, located 11 km northwest of Carlin, Nevada, USA, experienced multiple large-scale slope instabilities of the upper east highwall that reduced gold ore extraction for nearly 18 months. The slope instabilities occurred within a weak, consolidated sedimentary sequence that exhibits strength characteristics that are transitional between soil and rock. Instability initiated as mining exposed the lower clay-rich sub-units of the Carlin Formation (Fm.). This deformation created preferential flow paths that allowed groundwater from the upper sandy sub-units to infiltrate low permeability clay-rich sub-units, thereby enhancing deformation of the slope toe which in turn destabilized the upper portion of the highwall. The outcome was a 160 m high slope instability that had a lateral run-out of 850 m. The effort to return the pit to ore production required both the geotechnical and hydrogeological investigations and the preliminary remediation mining activity to be concurrent. This approach required the development of detailed safety procedures and a requirement to modify the remediation design as new results were obtained. An initial challenge was to mitigate a near vertical, 90 m headscarp with blast induced, localized slope failures. Back-analyses applying numerical modeling indicated that the failure surface did not coincide with initial interpretations based on field observations; drilling results eventually confirmed this alternative failure geometry. The final remediation design incorporated shallower slope geometries and an approximately 3 Mt buttress along the base of the Carlin Formation and bedrock contact to reinforce the lower clay-rich sub-units. The outcome is a stable highwall within the Carlin Fm. following nearly ten years of repeated slope instability, and an example of the necessity to conduct appropriate geotechnical and hydrogeological studies during the early stages of a new layback evaluation or new open pit development.

The title of my talk today might lead you to two logical conclusions: The industry is faced with a problem that requires a solution and after discussing the problem I will offer a solution. The first conclusion is painfully accurate. One need only look at the accident statistics to be aware of the problem. During the eight-year period 1954 through 1962, the United States Bureau of Mines reports that falls of rock and coal accounted for 1,435 of the 2,516 fatal injuries that occurred in underground bituminous coal mines. Some improvement was made during 1962. For the first time since records have been kept, falls of rock and coal accounted for less than 50 per cent of the underground fatal injuries. The 105 deaths recorded in 1962 indicate that a great amount of work remains to be done in this area. As to the second conclusion, let me assure you at the outset that I have no panacean solution; however, I do propose to discuss some aspects of the problem and some possible methods of solution. What methods of solution are now, or have been employed in attempting to solve the problem? More specifically, what methods have you and your associates used? Has it been an orderly well thought out approach to the entire problem, or has it been a somewhat piecemeal approach which tackled the immediate problem and left the total problem for another day? Perhaps a new approach may be in order.

The impact of conversion on the coal industry can be summarized very briefly: We are going to have to mine an awful lot of coal. Fortunately, the United States has the coal reserves available, and given the right conditions, we can mine it. The coal reserves of the United States are enormous. If we consider them on the basis of proved reserves, using the standards of the petroleum industry--that is, resources mapped and explored and recoverable with present techniques at close to present costs--and compare that with the reserves of other fuels, coal constitutes 88 per cent of the proved recoverable energy resources of the nation. That includes oil, natural gas, oil shale and uranium, so long as the uranium is used in burner reactors. If we consider resources on the basis of "ultimate recoverable" reserves, that is, those resources which can be extracted with improved technology and at somewhat higher costs--and if we include those resources of all fuels not yet found but believed to be waiting discovery--coal still accounts for 74 per cent of the national total. We have built a hydrocarbon economy in which about 76 per cent of our total energy needs are supplied by petroleum and natural gas, and about 20 per cent by coal. Domestic resources of oil and gas are running dangerously low and, assuming a continued hydrocarbon economy, the 20 per cent supplied by coal may increase dramatically. We already import nearly a quarter of the petroleum we consume, and the chief source of additional imports seems to lie in the politically unstable Middle East. Natural gas is in even shorter supply, and the problems of importing it seem at least as difficult as those of oil. The fact is, the United States is already relying to an increasing extent on foreign fuel sources. There is an obvious national risk in making an important part of energy supply hostage to foreign governments of uncertain tenure and friendliness. "INTRODUCTION The New Mexico potash exploration described herein was begun in February 1944 with the object of determining the amount of potash ore in the United States Potash Reserve in Eddy County by exploring the deposit from the surface with vertical drill holes. The work was completed in October of the same year after 16 holes had been drilled on the Reserve and in the immediate vicinity.The Potash Reserve is in secs. 26; 27, 34, and 35, T. 20 S., R. 29 E., Eddy County, N. Mex., about 14 miles northeast of Carlsbad, as shown on figures 1 and 1A, Drilling was done in secs. 26 and 35 of the Reserve, in section 14 to the north, end sections 2 and 56 to the east. All work was done on Governnent-owned, unleased land.The Reserve may be reached from Carlsbad by traveling to the north-east by automobile for about 14 miles on the paved U. S. highway 62. This highway passes through the southern part of the Reserve. Other parts may be reached by a State highway that passes along the eastern side of the area, then by poor dirt roads to various drilling sites. A branch of the Santa Fe Railroad also passes across the southern part of the Reserve enroute from Carlsbad to the plant and mine of the Potash Co. of America, a few miles northeast of the project and 22 miles from Carlsbad."

THE essentials of the electrolytic zinc process, as now used in commercial plants, date back to work done by Letrange in 1881. He used sulfuric acid to leach roasted sulfide and ,oxide ores, purified his solution very much as we do now, and electrolyzed the purified zinc sulfate solution. Ten years later Hoepfner developed a process using chloride solutions, and built three plants. One in England operated until 1924 in one of the works now merged in the Imperial Chemical , Industries, Ltd. Ashcroft built a plant in 1898 in the Broken Hill district of Australia. He used both chloride and sulfate solutions.. While his work failed, the aid his published results have been to later workers has made him an outstanding contributor to the de- velopment of the electrolytic zinc process. A good deal of work was done in the following years, aiming to electrolyze zinc chloride solutions and fused zinc chloride. Quite a bit of work on sulfate solutions was also done in the last years before the war. With the outbreak of the war, metal demand and rise in metal prices provided the stimulus which resulted in the remarkably rapid commercial development of electrolytic zinc. In this last period of development, all the work brought to commercial fruition has been with sulfate solutions. The high-density process, or the Tainton process, is used, as you know, in the Sullivan electrolytic zinc plant at Kellogg, Idaho, and will be used in the Evans- Wallower plant now being built at East St. Louis. The low-density process is used by the other plants now operating in the United States and other countries. There are now in operation and under construction four electrolytic zinc plants in the United States, two in Canada, two in Italy and one each in Australia, Rhodesia, Poland, Norway and Germany.

A review is made of the actual costs of recent foreign mineral exploration programmes in third world countries. Target identification leading to the selection of areas, or macro-targets, must follow a well planned and defined series of steps. Suggestions are made with respect to this inter-active project development work. Potential revenues in the broad sense will always determine the overall economics of exploration but clear objective philosophy, good planning and adequate financing are essential for exploration success. Considerable opportunities exist for making important foreign mineral discoveries and broad selected suggestions are made for the identification of exploration areas in relation to high-grade and precious metal mineralization.

The social license to operate (SLO) began as a metaphor for the ability of communities to stop mining projects. Soon people began to speak of levels of social license and the ability of communities to raise costs without completely stopping exploration or mining activities. Today the concept has spread to other industries and is evolving towards becoming a general management perspective on the socio-political rights and responsibilities of the corporation. The business case underpinning the SLO perspective on management is the need to assess and manage socio-political risk. For mining companies, socio-political risk has been steadily rising for several reasons, including the efforts of non-government organisations (NGOs) to pre-empt government policy options; the entry of mining companies into jurisdictions weak in the rule of law; and the weakness of global economic and financial regulation. In this perilous world beyond the comfort zone of effective government, mining companies must build their own socio-political stability by engaging directly with stakeholders to develop a strong SLO. In order to become a practical management perspective, the SLO needs to be measurable, which amounts to measuring the socio-political risks and opportunities presented by stakeholders. We present the results of efforts since 2009 to develop a globally reliable and valid measurement tool at the project and industry levels, validated in studies in Australia, Bolivia, Mexico and the USA. A factor analysis suggested four factors that mine management can address to raise their SLO level.
