DEPRECIATION allowances have become firmly rooted in our income tax structure both by legislation and by court decisions. Secretary of the Treasury Morgenthau has recently stated before the Ways and Means Committee of the House: A taxpayer who did not provide for depreciation of assets used in his business could not long remain in business and the income tax should be levied on the assumption that he will provide for such depreciation. The 1934 Revenue Act has now been enacted, the depreciation provisions of the 1932 Revenue Act having been carried forward without change. However, there has arisen, in connection with the preparation of this new Revenue Act, a determination by the Treasury Department to make certain changes in the future administration of the depreciation allowances that will affect all corporations, and mining companies in particular.

This report presents the results of an investigation conducted by the Bureau of Mines for the purpose of assisting in the establishment of a satisfactory standard method for the analytical distillation of petroleum, a problem of great importance to the petroleum industry. Experiments were performed for the purpose of studying the charac- teristics of methods typical of those in use; comparative studies were made of the efficiencies of the principal types of fractionation ap- paratus available to the petroleum chemist; and the characteristics of a type of apparatus that the results of the experiments seemed to indicate was best adapted to the purpose were investigated in detail. Also, some experiments were made to determine the effect of cracking as a factor in the analytical distillation of petroleum in still heads.

Fatigue is it the newest buzz word or is fatigue a real phenomenon that is creating safety and organisational risk for you? There is no debate that fatigue is natural, and it affects us all, just like gravity; however, there has been much debate on the severity of its impact in the workplace. For many years the impact was not measurable, hidden out of sight and, quite frankly, written off as the infamous ‘operator error’. Over the last several years, advancements in technology have provided safety and health professionals, sleep scientists, fatigue experts and organisations with the ability to monitor and detect fatigue events in real time, as well as predict and monitor increased risk for fatigue events. Caterpillar Safety Services has assembled an extensive and exceptional set of technologies that will provide the best methods and data to measure the impact of fatigue. The objectives of the Continuous Shaft Lining (CSL) System are to reduce the costs, safety hazards, and time currently required in lining mine shafts with concrete. The CSL will line machine bored shafts downward from the shaft collar on a continuous basis using an inverted, pressurized slipforming technique. The technique for slip-forming downwards has been demonstrated and refined under this program. The approach taken involved laboratory scale testing of key features of the CSL concept. These feature tests included concrete distribution, concrete sealing, concrete slipforming and development of a reliable concrete mix. Based on these results, a full scale above-ground test facility and CSL were designed and fabricated. The objectives of these tests were to demonstrate the viability of the basic concept; to establish operating limits; and to provide input data and information for the design of a second generation shaft lining system. The results of the program have led to a CSL design and operational philosophy which will need to be tested in an underground environment before industry will accept the technology. However, the next generation CSL promises to meet all the original program technical objectives.

This circular is one of a series of reports on coal mining methods and cost s which are being prepared by the U. S. Bureau of Mines for the purpose of making available to those interested in the industry a knowledge of the mining methods employed in mines where mechanical and hand loading is practiced and the cost data on the several operations pertaining to the removal of coal from the working faces and its transportation to the tipple for loading into railroad cars. The methods employed are influenced by the natural local conditions with respect to the thickness and character of the coal beds and the overlying strata, the means employed for roof support and its control, and the disadvantages incident to the development of mines in thin coal beds.

"It is a truism that the metals, and particularly the precious metals tend to monopolize the attention of those interested £n the mineral industry. This is a tendency to be mildly, but actively and continuously combatted if we are to have a well-rounded mineral development." There are in the province of Ontario a number of industries centred about the non-metallic minerals. Too little is heard of the part these play in our industrial life. It is with the intention of showing what the gypsum industry is doing in Ontario that this paper is written. The writer lays no claim to any originality in the discussion and merely offers some material in an endeavour to assist in bringing about that 'well-rounded mineral development' sought for Ontario. M. Y. Williams in his "The Silurian Geology and Faunas of Ontario Peninsula and Manitoulin and Adjacent Islands"1 in discussing the industries dependent on the Silurian rocks of south-western Ontario points out that "the splendidly ordered gypsum mine at Caledonia, formerly owned by the Alabastine Company of Paris, and now owned by the Ontario Gypsum Company, is a revelation to the average man, who disconnects mining entirely with this part of Ontario". This region is better known as one of the richest and most thickly settled agricultural areas in Canada.

That fatalities from mine explosions can be very much reduced from the experience of past years if not wholly eliminated was fairly well demonstrated during the fiscal year ended June 30 , 1934 , there being only 28 deaths in the United States from explosions during this period . This is by far the lowest number of fatalities from explosions in the history of coal mining in the United States insofar as records are available . Although the frequency of occurrence of explosions has not decreased greatly during the past 6 years , there has been a marked decrease in severity , indicating that our coal -mining people are taking more effective precautions to prevent the spread of explosions . Pennsylvania is a good example of what may be done in reducing both the frequency and the severity of explosions ; by the adoption of up- to - date safety measures , Pennsylvania bituminous mines now have the enviable record of only one major explosion disaster in more than 5 years , and the one major explosion which did occur cost but 7 lives although 277 persons were exposed ; their lives were saved because rock- dusting prevented the spread of the flame and violence . Many of our other mining States are making definite progress in working mines without disastrous explosions and fires ; some of these , like Alabama , West Virginia , Indiana , Wyoming, and others now operating with few , if any , explosions , have had anything but a favorable record in the past .

This study is an extension of our previous work in the area of coal transportation Its subject is the comparative costing of competing transport erodes. A wide range of costs and aspects of costs are dealt with in terms of engineering - economic analyses of the cost of the components which make up the facility and operating system descriptions of each coal transport mode. The cost comparisons, though analyzed, are not meant to be statements of policy but, rather, an input to decision making. The technical material presented in the succeeding volumes, alone with the earlier work cited above, forms the basis for the analyses. This material may also broaden the general understanding of coal transportation issues and problems. The project is divided into two main sections: (1) lone distance coal transport and (2) gathering and distribution systems. Within each section economic and technological comparisons are made of the available modes. These are used as the basis for comparisons among the modes. Inter-modal compatibility is studied with respect to both mixed trunk line shipment anti with respect to feeder to trunk line and trunk line to distribution systems. The engineering and technological data form the bases for the costing and economic analyses.

From 1986 to 1989, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 59,600-acre Mexican Mountain Wilderness Study Area (UT-060-054) in order to evaluate its identified mineral resources. The study area is located in Emery County, UT, about 24 miles east of Castle Dale, UT. A review of the geologic and mining literature, and a field examination identified two uranium prospects in the Wilderness Study Area, and three copper prospects nearby. One-hundred ninety-five rock samples were taken.

Zinc smelting is frequently termed a backward art. The term is hardly true, for great progress has been made in recent years in the design and in the thermal efficiency of the retort furnace, in the quality of retorts, in the recovery of zinc, and in the ability to treat more impure and complex ores. The fact remains, however, that the peculiar physical and chemical properties of zinc have delayed such immense advances-large smelting units, high recovery, low-unit costs, and ability to treat low-grade ores-as have been made in the metallurgy of lead and copper. In current retort-smelting practice, the ores, if carbonates, are calcined to remove carbon dioxide; or, if sulphides, are roasted to remove sulphur. The sulphur must be eliminated as completely as possible, usually to less than 1 per cent. This means that the roast must be continued for a long time at a high temperature, with resulting high cost and small capacity per furnace. The roasted ore is mixed with about 50 per cent of its weight of reducer, which may be fine coke, anthracite, or nonbituminous coal. This mixture is charged into horizontal fire-clay retorts. The retorts used in this country are about 8 inches in internal diameter by 4 feet in length and hold 50 or 60 pounds of ore. The diameter of the retort is limited by the time required for the heat to penetrate to the center of the charge; the length by the strength of the retort, which at the high temperature employed can not support the weight of the charge if the span is more than about 50 inches. The retorts are heated externally by coal, natural gas, or producer gas to a temperature of 1,200° C. or more. The zinc oxide is reduced to zinc, which is volatile at this temperature, and passes into a conical fire-clay condenser attached to one end of the retort, where it condenses to liquid zinc and is removed. Twenty-four hours are required for distillation, and because of the low heat conductivity of the retort walls and of the ore charge itself, the heat efficiency even of the most modern regenerative furnaces is only about 12 per cent. Recently, there has been much debate as to the relevance of reporting financial results using the conventional accounting systems, which is based on historical costs, during a period of rapid inflation. In the following paragraphs , the symptoms, if not the causes, of inflation, its detrimental effect on the financial soundness of business in general and the financial reporting changes being advocated to overcome perceived weaknesses in the present financial reporting system in accounting for the effects of inflation will be reviewed. Finally, a course of action as a sound approach to the financial reporting problem will be recommended.

Introduction In the contact process for ?the manufacture of sulphuric acid, sulphur dioxide gas - produced by the burning of sulphur or of sulphur-bearing ores, or as a by-product in the treatment of sulphide ores - is made to combine with the oxygen of the air to form sulphur trioxide, which then only requires the addition of water to form sulphuric acid. The substance, as for example platinum, causing this combination is usually referred to as a catalyst, a convenient term, in the definition and explanation of which many pages have been written. Catalysis is now a comparatively common means of effecting chemical combination, but if the question were raised here tonight as to what actually goes on when this apparently innocent third party unites the parties of the first and second . part, without itself being altered in any way, I am afraid even our most learned members would have to confess their inability to entirely explain the phenomenon; for although the subject is under investigation, there is still much to learn. The contact process, however, is one of the outstanding achievements in chemical engineering. ? From the standpoint of the difficulties involved and the time absorbed in their solution, it probably stands alone in the field of technical chemistry. In fact, the manufacture of sulphuric acid has, from the earliest days, been surrounded with problems which have interested the ablest chemists. The Chamber System Although this paper has particularly to deal with the contact process, it may not be amiss to refer briefly to the chamber system, which was, and still is, a most important factor in the sulphuric acid industry.

Few issues pose quite as profound consequences to the quality of life and the creation and distribution of wealth as how we protect the natural environment. No longer a peripheral but a global concern, the environment, once almost nobody's business, has now become everybody's business. It is also the single biggest issue facing mining and mineral activities. This heightened ecological awareness and sensitivity have spawned a new commitment to restore, protect, and preserve nature. But that very commitment poses difficult socio-economic trade-offs, such as: What and how many resources can be given up to prevent and reduce pollution? What are the opportunity costs associated with meeting higher environmental standards? What problems are more important or pressing than others and should be given priority? Choices have to be made that may entail unintended consequences for other societal goals.

The Colorado Plateau region has been the principal domestic source of uranium, vanadium, and radium. The value of these commodities produced from the region through 1964 slightly exceeds $2 billion. Most of the deposits occur in streamlaid lenses of sandstone in the Chinle and Morrison Formations. The ore minerals below the zone of oxidation are low-valent oxides and silicates of uranium and vanadium; all of these, except the quite stable vanadium silicates, oxidize readily to a variety of high-valent uranium and vanadium minerals. The ore minerals partly replace fossil wood but mainly impregnate sandstone, typically forming tabular ore bodies that are nearly concordant to the bedding of the host rock. The deposits range in size from those containing only a few tons of ore to those containing more than 1 million tons. Stratigraphic, lithologic, and sedimentary structural factors obviously influenced the localization of these deposits, but igneous activity, hydrothermal mineralization, and tectonic structures show no similarly consistent influence on localization. The deposits are epigenetic, but the source of the ore metals, the nature of the ore-bearing solutions, and the time of ore emplacement are uncertain. A few uranium deposits in the region are dominantly discordant to bedding and occur in collapsed breccia pipes or along linear fractures. Their origins are also uncertain.

"The selection of materials and pre-cautionary measures for handling natural gas and condensate containing aqueous hydrogen sulphide are presented. Based on the results of a pilot production test and laboratory studies, together with several years . of operating experience, it was found that the behaviour of materials in sour gas environments can be predicted sufficiently accurately for engineering purposes.The selection of proper materials is essential for preventing sulphide-stress cracking. Where high strength materials are not required, low car-bon steel is used. Components requiring high tensile strength and hardness characteristics should be made from K-monel or properly heat-treated carbon-manganese-molybden-um and AISI 4140 steels. Welded connections are a potential source of sulphide-stress cracking. Consequently high quality welding and strict inspection are suggested as the most economical precautionary measures available.A maintenance program based,. where possible, on visual inspection of equipment and/or test spools located at strategic points should be used to follow weight loss and putting corrosion in sour gas environments. If severe weight loss or pitting corrosion is encountered, inhibitors have been found to be an effective deter-rent."

"Most industries attempted to conduct their energy consumptions in an optimized way for a few decades. This is because policymakers and top managements in industries have felt the critical situation of a possible energy shortage that could happen for them in the near future, even in countries with significant fossil fuel resources. Decisions related to energy consumption in any industry will have a long-term effect on different parts of the industry structure. In this way, energy decisions should be categorized as part of any industry's main strategic and long-term decisions, which should be made by top strategists. On the other hand, strategic management has many powerful tools to help the policymakers in industries to establish a long-term strategy for energy consumption and reducing or preferably eliminating the energy loss. This will be more important for industries in the Middle East, where they have just started to make an applicable strategy for their energy consumption and to design a long-term procedure for their energy management. Based on strategic management and by comparison we designed and offered a new model for establishing the main structure of energy management strategy in primary aluminum industry, which is a high consuming energy industry. This strategy, which we will call ESM (Energy Strategic Model) and has been applied for a typical primary aluminum industry in this paper, is similar to the practical models in the field of strategic management, which were developed for designing the overall company strategy.IntroductionThe elementary goal for introducing strategic management in any organization was to establish a successful plan helping the company to survive and to gain competitive advantage over its competitors in a rough business environment. Canada’s Quebec province operates 26 metal mines, 19 of which are producing gold and generating over C$1.8 billion (US$1.3 billion) annually. In all those mines, numerous samples of rock are collected and analysed daily in laboratories in order to determine their gold content. However, laboratory results are generally available within 48 hours of sampling (depending on the number of samples received by the laboratory and the priority of the results), thus potentially slowing down mining activities. In an attempt to find a solution for delayed laboratory results, Laval University, in partnership with the National Research Council Canada (NRC), the National Institute for Scientific Research (INRS) and four mining companies (Agnico Eagle, Canadian Malartic, Hecla Québec and Iamgold) have launched the Laser-Induced Breakdown Spectroscopy (LIBS) project for in situ real-time mining sample analysis. This work aims to minimise the amount of LIBS point sampling necessary to be representative of a full scan of the analysed area. Eight sampling patterns are investigated. A statistical analysis of the data was performed by varying the pattern steps. Results show that two of the patterns, 1 and 5 (single diagonal crossing the stratification of the samples with opposite slopes) minimise the amount of point sampling while remaining representative. The most successful results are obtained from steps which are greater than 6. In terms of the type of material, pattern 5 and steps 9 are better for core sampling, while pattern 1 and steps 8 are better for rock sampling. The geological explanation for these results is the heterogeneous distribution of gold in the sample which seems to be more homogeneous in the rocks than in the core sample due to the small rock size.
